Residential single family mobile home one to a planned residential development. This is an application by Kathy Eustall, AACP, with JB Prone. The property owner is Teen Hatch and River Club LLC and the Yellowfin Group LLC. The information of where this property is at is the Highway 358. There's also North, there's a single family, where there's a visual. There's a conservation way in for the south of that. Also on the the south side of 358, on the C-Hetch and River, again, there's conservation ways to sell. The issue is on single family residential, that was southwest 830H Street, and some single family residential. The total property is approximately 13.26 acres. To give you an idea, currently there's about 1 out of 6 acres commercial. The remaining 12.7 acres is residential medium density and this land use would use on the whole 13.26 as a residential medium density. Again, 0.56 acres is zone commercial general. And point, so I'm talking about 7 acres, is residential single family mobile home one. And it will use the property under a plan, the residential development of 13.26 acres. The commercial and future maintenance battle district allowed for various commercial uses, including retail sales, rental distribution products, as well as like public charter, pro-dial, interest unions, and other general legal reasons allowed that for a ratio of 0.25. The residential modern density allows residential development up to or equal to four dual units per acre. The proposed land use is the medium density which allows for residential development of the eight trillion. Again, the commercial general zoning will allow for general retail services, service establishments, that goes to the residential single family mobile home. One allows for single family mobile home one allows for you know family dwellings, mobile homes and this type of uses. The PRD allows for a variety of uses including multi-family single family town homes, community, and that. but what a PRD allows for the the truck and the strip zoning. You have a lot of standards of PRD. You can take that property and push of those units within smaller lots or provide for like conduits or tunnels. to give you a little bit of the surrounding land use of zoning, the self of the property you have conservation lands or CSV, to the east of the subject property you have some more residential modern density and some more commercial uses. To the west of the property you have some residential modernity and commercial uses as well. So again, the proposed is for media density with a claim residential development zoning. It should release the approved and the zoning the approved and will be consistent with the conference plan. Good to the environmental conditions assessment, according to the National Weather Dermatory, there are all our wetlands located on the subject property, to be expected, is adjacent to the steen hush river. So you try again. Um, but is that what you read? What do you tell me? Well, as well as one. Um, as far as wetland go, wetlands are protected. So. Any wetlands would have to be protected as well as there's a requirement within your land development regulations that requires that any wetlands have a 35 foot foot. The soil survey goes four different types of soils. Nearly level some of our excessively drained, some of our fully drained, which we expected in a weather situation. But overall, there's done really too much concern with engineering. These soils, the retention pond, everything with the proposed development would have to take in based on the price and it would have to design a retention. We need any of the water pool, we standards retention standards in the water management. This property is located within two different areas of the flood zone. The portion of it's in a flood zone AE, which is 100 year flood or 81% chance of flood. Any development that would take place within the AE zone would would have to meet the minimum base flood elevation of the middle floor area. So our elevation for that area. So that comes for the building size and the building purpose. There is a part that's what's known as shaded axis. The area of the of minimal flooding. It's like an annual, from a kind of called 500 year floods, that is a basic annual or a zero point two percent chance of flood. And typically those areas don't get a good, a good minimal flooding like less of a flood. So as far as flood potential, yeah, there's always flood potential longer river, but there's not much here through the land development organizations and the big flood veterans mitigate with their flood potentials. Fudge and property is not located with any kind of stream to seek area. The minerals on site are typically non-sthen, which is indicative of more Florida. As far as historic resources, there are not historic resources located on the site. And the property is not in a hot arc for recharge area. You'd think the old river would be, but it's actually the opposite. I'm not sure how I'm going to be able to do that. I'm not sure how I'm going to be able to do that. I'm not sure how I'm going to be able to do that. I'm not sure how I'm going to be able to do that. I'm not sure how I'm going to be able to do that. I'm not sure how I'm going to be able to do that. and the majority of the vegetative communities. Um, so that's the concludes my environmental assessment. Uh facilities. Thank you for your development and great additional impact over with the portion being commercial and the residential. We look at the impacts that have been on the tone of tone is actually greater than what's being proposed proposed is for development impacts. It's actually a net reduction in impacts for transportation. I used to have trips, phones, and the areas of use that be listed, what would be allowed under the current conditions. The end of that goes for Paul War, say answer to the sewer, and solid waste as well. There's a real negative pattern of recreation and public school facilities. Before they could obtain a permit for development, they would have to get a letter from the school board as says that they have ample capacity to serve the project. So they wouldn't be able to comment about that or use the school board. And that concludes our presentation. At the board, have any questions? Or are you happy to answer on this time? Only impact as far as the water and sewers concerned, is there's anybody in the water and sewers? This is, that's the statue by Hydrids and all the other stuff. So the way that works is, is there capacity, yes. Does that mean that there's line capacity? It's a whole different issue. That was an issue. That's a good old one. That's a good one. It would have to be a meeting was called the NFPA and the ISO fireings for the development. and given the residential portion single family, which means that they'll four ability codes on our required minimal flows for residents. Now, the FCA ISO required minimal flows for the development. So there's two different standards of laws going from the going side to the other coming from the side to the side. So if they develop this, they're going to have to submit our SO calculations that should and what they have out there can support the ISO to flow. There's different ways to do that, but ultimately before you get the surety of the lines, I'm doing something to address the capacity of the flow. For instance, if ISO is simply the 1500 gallons a minute at 20 PSI and there's only 500 gallons a minute coming out of the hardware, well then they got to figure out how they're going to get that additional 1000 gallons per minute of flow, you know, I said there's different ways to tackle that, but one of the ways would be going back through and upgrading those lines to be able to service that company fast. So some of that stuff is kind of preliminary. We don't really look at line capacity at this point, but we're on the terms of tankrate. So once you get down to the nitty-gritty, what's the development, what I'm going to do is I'm going to submit for the development of the final class, the final development owners. They will have to provide help with on-handle, evaluating whatever systems they need, okay, to serve this person. There's been any surveys done in respect to required turn lanes. The inner and address this property, if this spinning home is going in, not road, I mean it's congested at times now, there's on when you do a survey, if you do a week, you're off the bus, but if you do a week, weekend, you're going to get a totally different aspect of the traffic on that road. Yeah, and again, this is what they call a top plan level analysis. You don't require typically a part of traffic studies at this point, but once they come in for like the development order to actually build or plan this out they're going to have to come back to the traffic analysis that if you're generating this many trips these improvements will be required I can't say one way or the other one that traffic report might say and they say nothing's required and they say, so they, I tell you, they say, you know, I'm in a new part. But until we get to that point, we won't let them. It's gonna be hard for me. So, I'm just going to prove something not knowing. Whether the county's going to have to all set that bill, is they going to put in this bill? After sewer and water, we need all the infrastructure. I'm one of the planners at Davie Probe. I had the pleasure of working on this project and it is my pleasure to present these two applications to you. There are two, as Mr. Stubbs pointed out, the first of which is 2400-001, which is a comprehensive plan on amendments. The companion case being 2, 4, 0, 0, 0, 2 is the accompanying zoning process. And just a little bit deeper dive into that and speaking under the comprehensive plan on amendment to amend the future land use map for approximately 13.26 acres from residential, modern identity and commercial to residential medium density for the whole site. The second of the two applications being zoning out with classification chains, changing the zoning out classification for the entire site from a mixture of residential single family, mobile home one and commercial general to all the site-wide planned residential development. And just to give you a little bit of history of the project, we submitted our development order application. We've been to the local planning agencies. We've got their approval recommendation for you to the 4-1 vote on both applications. That was on February 13th and we're here before you tonight. February 20th for your decision. I'll IELS at River Ridge Edge project is located along Highway 358, which is this artery road right here in Gina. And it's at Southwest 838 Street. To the north of the project is the St. Hatchy River. And then to the south of the conservation land. Currently on the site, you've got some uses already in progress. You've got an RV part. You've got a campground, you've got a boat ramp, and you've got a public marina with boat rentals. Here's some photos of the site, so that you can take a look and turn it. Get those figures, so everybody can be. Top left is going to be the North View. Top right would be the South View. Looking west down, cut, sorry, 358. And then looking east. We'll put together some visuals for you. The site has a big gift today for the comprehensive plan, future land use. We've got portions of the property. They're commercial, you can. And then you've got a portion that's residential modern density. The maximum permitted dwelling units under the four dwelling units for APR, which exists today, would be 50 units that could come in and by right develop today. We would be asking for, and what we're proposing under our application is to eliminate the commercial potential there and reserve it for only four single families. And we would be asking for eight dwelling units per acre. The maximum dwelling units under the eight dwelling unit for a 3rd is a 160 unit. For the zoning map, now you can see that this site is also divided as to the zoning classification. Right now is currently a mixture of commercial general single-family mobile home one and that 4 dwelling unit for a3rd. The zoning class keeps more proposing to still eliminate the commercial potential, The whole the whole site under single-family home potential at age-long units per acre. That's why. Compatibility with surrounding uses. So you've now seen your comprehensive plan, Future Land Use Map. You've seen your zoning map. This map is developed from the property freezer site. So that uses property use code, and it tells you what's actually there. To the north, of course, is the same. You have your river, Taylor County, to the south, is conservation. To the east, you've got commercial intended, and you've got residential single family mobile home one, and which is single family home. They can commercial, they can residential. You've got single family home to the west. And then this is some point out if you were to approve these applications that would be consistent with your comprehensive plan. This site is located within your urban growth boundary, which means this is within the bounds of where you've designated for development just like this, this compatible with the nearby residential character of the area and it preserves it to be that way. The housing, it adds to your stock of housing, if you live at more diverse options, and it makes the residential uses there more permanent as opposed to what's there right now which is transient in nature. And then recreation, it reserves the uses that are on site right now and you can have it open to the public. This will close that to the public and it would only be used by the residences that was there or the gas, which reduces the potential impact on the environmental features that surround it. Transportation, there's no adverse impact to the adopted level of service standards. And again, we're here before you're seeking the development orders. Within 12 months of approval, we'd have to submit those site plans for further review with your department and we'd have to meet your thresholds further and get approval from you again. So, we've by eliminating the commercial component of what they're already, we've reduced the trip generation potential on the traffic. For public facilities and infrastructure, as Mr. Stubbs pointed out, after build out, we would still be within the acceptable levels of demand generated by this project. And we would be working with the public schools to receive that letter before we would be able to get approval anyway. And we don't insist saying any negative impacts on the. Here is the concept plan that we submitted. It is one option. It would be developed into two phases. Detached to the home being on the north end, and attached to family homes, I'm sorry, I just couldn't have that word. Attached to family homes on the south, on the north end, detached single family homes on the south end. With this concept planned, which is probably a more close picture to what would be developed here, after you take into consideration meeting stormwriters threshold, meeting your, you know, water, the traffic and all of those things, this would be a closer picture to what would probably come. For a identity, it would likely be more closer to 5.1 belonging to per acre. To save one detail, this would be 5.65 acres approximately as a 13.26. This shows that there are already wetlands on the site. We're proposing some open stays. The attached single-family homes and the circulation that supports those homes. So, there's some of the property, you've got your detached single family homes and the circulation that supports it along with some more open space. So, as summary, 2, 4, 0, 0, 1, feature, feature landing is not the minimum, the unify the whole site under 1, landing is designated in the residential medium density, 2, 4, 0, 0, 0, 2, zoning out with the classification change to site-wide planned residential development only. And then, now after the Board of County Commissioners, we would submit a site plan that has to come back for more approval. So this is just talking about the land use and the zoning on the property. Compatibility, we're continuing the surrounding residential character of the area, limiting it only to the single family, more permanent residential uses. Or within the urban growth boundary, we're compatible with the surrounding area. We're adding to the safe, sanitary, diverse housing stock. We're putting more homes back on the tax role for you. Permanent residential opportunities that reduces the traffic, trip generation potential, and no adverse impact to the public facilities and infrastructure. And so we're asking for your, like the planning and zoning board approved it. We're asking for you to make a motion to approve this presented, agreeing with staff's binding and agreeing with the planning and zoning commission's recommendation. That's a rec the options you have to make. We, again, approve as presented. We agree with that spining and planning and zoning commission recommendations. The request is, can you go and get a proper hands of plan? to me. We again approve as presented, agree with that, spawning and planning and zoning commission recommendations. The request is consistent with the comprehensive plans and the goals, objectives and policies therein and is consistent with underlying TGWA and use methods. I think it should approve the buzz. And that would be whatever half-acre they could build about the early end of the well-end and things are definitely don't still mean that a lot couldn't be treated to dwellings. And so our client is open to those and he's willing to have those discussion and make those improvements. Which would not be on the cost of accounting, it would be on the cost of the bill. But it seems like the biggest question that has been raised in the question of sooner or later. I've been on the sooner or more for nine years, temperature boards. I'm still on board today. And I think in the past, our biggest the with this is that it happens to be with sewer water. If we have a sewer in the ability to be able to take care of it, the density could be more per acre. So I can say with confidence that big-man water authority has already increased increased and ready to be funded for the waterline mainly on the state of county side going across the bridge. So that's in the work, that's going to happen. Now, big-bomb water authority loves growth. Okay, we love to see growth. But we also love that when a developer showed up and down, he shared his problem. So it's not a burden on people of Gino or thing Hatchy. It's a burden on the developer to pay extra whatever that call is to make that development happen. So it's not a big problem in that way. It's changed to me like the developer has done his homework and it be passes your approval all doing what Mr. Leon says. It's changed to me like and I ask you the question, do you have a committee commissioner? How many times a year And then this opportunity in front of you. We're going to have to have turn lanes. Don't be a pain. But what do you know to do if you have to have a red line? We don't have any of that. But I think we need to share what God has given us to be able to share with other people. and if it can be done in this area and a developer has a money in the willing and wants to take that chance, I ask you to let him make that chance. It's no expense to the county, but it should be a good revenue. It could be labor, it could be work. It could be a whole lot of things. So, we've got to get scared and say, we can't put all of that in that new area. But thank God for sure and mortar. You can do that. But all cities do it every day. So, please consider that. Same thing with the project, if you have to put it in the bridge. They've been water authorities go to the curve. Everything inside of that development is taken care of by the developer. We want to see it grow, but we don't want to see it grow on the backs of the types of areas of the New York County. They want to grow, and there is an individual that's willing to take that chance, to get head out on the limbs, then millions of dollars to make it happen, and they can go according to the code of the county. A member of the Lansing Institute of Health, I am a college fellow. It was the last time I saw a key bot, EBAUG, and a AICD. I am the planning director for JV Probe and we represent the applicant. There's two points I want to make. This is where I talked about, but I really want to point out, one of the projects is within your urban growth. This is an area that the county has identified for future developments. This is an area that you have said that you, with the proper utilities, the proper infrastructure that growth and development should happen. And utilizing those areas to the maximum with their potential allows them to ensure that urban sprawl outside those areas doesn't happen because you're focused development on areas you've already identified. Additionally, in relationship to your rightful concern to make sure that the infrastructure is taken care of by the applicant, this application today is for what we call entitlements. This is what can happen on a property. It's changing the land use, the future land use designation through the conference appointment, and changing the zoning designation through a reasoning application on your applicant's app list amendment. Those is entitlements and abilities for development to have an on property. But it is the last time that you have these applications. The application must come back forward to you after a site plan is developed. After the further development which has has to be consistent with the applicant, with the map that we showed, that is finding cyclan in so far as that whatever is being proposed in the next step has to be consistent with what Aaron showed. What happened? That those years development has to meet that family area and this one is only detached here again. And it has to provide for the conservation areas, it has to provide for the amenities, including I know that the applicant is considering a job park in other areas. I bring forward has to be consistent with this plan. This is very at a much higher level than you will see in the next time. but the single family and past areas, the single me family, the past areas, the conservation areas that are shown on here, the public amenities that are shown on here, all of that capacity consistent with the next plan which you will see. Again, you will be able to, you get the authority to prove that plan. So the infrastructure that is required for this project is evaluated by your building officials, by if eliated by the 20 water management district, by the fire district, anyone, any other agency that has to have the authority over this property will have to come forward and go through that type plan and review it. So if a turnlink is required, the applicant will have to do that as part of their application. If a set, if, if, if, if, if, if, if, if, if, if, if, if, if, if, if, if, if, if, if, needs of this application. The application will have to show how it's going to do that. If sewer lines need to be extended, those will have to be shown. If there is any impact on the school districts, that will have to be shown. Any impact on a public infrastructure that is created by this development will have to be shown in the next phase. And you get the opportunity to look at that. Not the only the opportunity, but you're required. we're going to be required to bring this back to you. We're going to be required to show you how any concerns or comments that we've gotten through that review of the process have been addressed and have been provided by the applicant. The applicant is aware of this, their client is aware of this, and it's prepared to do what is required as part of their application in the next phase. What again, what we're asking for today is the entitlements to go to this phase. We have yet to go to this phase. We haven't, as far as we've gotten used this site plan, but we are ready to go to the next phase. We just haven't yet. So we haven't done our traffic studies. We haven't done our infrastructure studies because we're not there yet. But in order for us to get there, it will have to come back for you. So I just want to get one and understand that this is not the last time you'll see this application. It is the first time you see the application. I'm glad I'm being honest. We were just told that for a lane, Dixie County is going to be awarded Stand back, remember the month. 23 million, $200,000, $3000. One of the questions that the state has asked us, they have the Elevate Florida Project where you can have home raised or some reconstruction done to them, depending on the percentages of damages. It appears according to this number we have 77 requests that have been submitted to the state they don't come to us. Their question to us was how much of that money did we want to put towards this program? If you've gone and I've discussed it, it's hard to tell how much it's going to cost to do these projects. We don't know what the projects are because they go to the state. We don't know how much it will take, raise them, how much it will build to our first thought was to delegate about 50% of that. That's about 12 million dollars. But I don't know where the boards are on that. We haven't had time to gather any more information that we don't want to make your own wear of it. We're going to leave some other monies left over about 12 million dollars left over there for other projects. So the board has more mitigation projects, more sea walls, things of that sort, dredging roads, roads, probably, you can go to an aisle, things of that sort, those things will apply. You can't build new structures, you can't build new facilities, it has to be to mitigate the current problems, so if you've got something that's flooding and you can raise it up, those types of I'm going to get you in portion of this floor.
