Mr. Young, I ask that you give us an update. It looks like audit presentation moved to April andCPS Equestrian Fund Status Report. Yes sir, Mr. Chairman, you may recall that in 2023 the auditors discovered about $5.5 million that the school board had received in reimbursements for COVID-Area spending that were not disclosed in their financial statements and not disclosed in their budget request the board and in the spring of 24 we sequestered those funds. We're still holding those funds and in January of this year we passed a resolution asking Dr. Stacey to come tonight and explain what their intentions were with that money and what they had done with the remainder of their carryover we given them last year and Mr. Stacy advised me last Friday that he would be unable to come to the city because he's having some work done in his home. He will be alright. Ask him if he could come in April and he said that he could. But he also said he could come and march as well right Mr. He did originally yes, sir This board does have subpoena power mr. Chairman. Yes under section 15.2-4109 of the code of Virginia The governing body of any locality meaning a board of supervisors may make investigations relating to its governmental affairs and a missing five plus million dollars would certainly be germany or to that statute. I think the rules of the Supreme Court of Virginia I believe require it's either five or seven days. Require seven days advance notice. I think they're not. exception or a statutory variation from the rules of the Supreme Court for subpoenas issued by governing bodies or administrative bodies. I can't speak for how much advance notice. But the subpoenaed he be required to come and he wouldn't have a way out. I would have to defer to legal counsel on that. Correct. I have not. I don't know off the top of my head exactly how much notice is required. I would certainly expect that 35 days would be sufficient given that our next meeting's April 8th. Can we just pass a resolution requesting his presence and if that doesn't happen, then we... It provides some 400,000 services to military members veterans and civilians, collects and distributes about 40% of the nation's blood supply, and trains more than 7 million people in first aid, water safety, and other life saving skills every single year. And whereas our community depends on the American Red Cross, which relies on donations of time, money, and blood to fulfill its humanitarian mission, despite these challenging economic times, the American Red Cross continues to offer help and comfort those in need. Mr. Chairman, last winter we made a, of course, a still winter I guess, but we made a down payment on trying to fix a problem that we've got with our vehicles and we made a promise and I'm looking for ways to get money to fill my promise, but I asked the sheriff to come to us and talk to us about his fleet and what he needs so that when our deputies are on the road, they don't have to worry about not being able to get there. And I really appreciate you coming to Knight's Sheriff's Eye and to talk about it. I appreciate that you all are mentioning that last time I was here, you just arrived. You asked where the world was and cars did we did. And that worked. So those people were down here and were getting the equipment. And so for example, because those people were coming in, one of our patrol officers had to borrow $158,000. And we think we'd be able to get a little bit of power on the 4,000, one with $142,000. So one with $156,000. So there's a call in front of you, the colors that are actually one on the trolley, running from one end to the other, who are now going to the little mouse part. We actually met at the first meeting today, Mr. Berkson there, and we got something together about the committee's kind of look at the three systems to start looking at what we're going to need and see what we need to do. I just did want to remind the board that the course we charted back in, I guess it was December, was that we want to within four years get the Sheriff's Office in a position that all their patrol vehicles are four years younger and then keep it that way. And to do that, we need to probably at least about six a year and ramp that up, six, twelve, eighteen, twenty-four. The good thing about those leases is that enterprise will buy the vehicles back from us at the end of the lease period, so it will reach a maximum expense and they'll sort of level off for a while. We started that route before COVID and then COVID happened and enterprise couldn't produce any vehicles. So when they wear a scrambler around town of buy vehicles, but we want to get back on that course. But to do that, we're going to need to find a revenue stream. And we're going to have to have some revenue to do that, because these vehicles now cost as much to leases that would have to purchase them. When I started this job, it was $250 a year, $250,000 a year to buy four. And now, Now, bond four would be probably 400,000. I mean, the price has gone up, so we're leasing them, and that helps keep our numbers in the fleet. But still, this is new money, and we're going to have revenue strength for it. But we'll find it. and just to add to that for the public's benefit. It, you know, we talk about just buying a vehicle like, you know, we talk about just buying a vehicle like, you know, a husband and wife or a mom and a dad talk about buying a vehicle and it's not that simple because you've got a lease, but it's only particular vehicles that law enforcement agencies are first responders even consider because of the specs because of how they function and maybe warranties you can get but then it's the upfitting too that you have to consider. This is basically basically a state regime that to go into a charge bar and to fight the power for a new time, to be a period attack, you have to have a minimum of only called fire fire control. Now, 160 hours of training, and then on top of that, you have to have three hours of cash. This could be an element that could go into a virus or something. I know it's just getting people in the lower firehouses getting this training. That's the fair and the session is right there. Talk a little bit more about ourselves once we take it into the door. You know, that's when it's a fun event. We have to get in through this bar car one and four. If we're lucky enough, and they want to come in and career they can go on the car ride or two to the next and next level. That's another one to 60 hours of training. We try to get all of our car riders a little bit of first aid if they come in, we get to get that to be better. and every firefighter that drives a camp fire truck has to attend the emergency meeting while operating. So can't drive truck you know do it. Those fire trucks are more than just you know the way that means the trans case to get to it from the call right now to the boxes. So we just can't put, but any, by the behind the wheel, one of the things, is these dangers, or the reason for training to go along with it? We're gonna talk a little bit about physical fitness too, because there are a lot of occupational diseases that go along with the partiality, in most of the country. They do an ancient blemishable physical, just to protect the firefly themselves, because the no-no-kill of firefly is cardiac arrest, because it's not normal to go to a rescue partner up to a heart rate of 200 plus feet a minute. It's just not normal, it means to lock the target back to the disease and leads to a lot of strokes. I have been more than my share of females, of people in that cancer because they think they're building houses within the materials. All these things are a problem back. So we would like to introduce that, but let's just say we want to talk a lot for that now. This's a couple of festivals in New Zealand that come up on the line. And then the main thing is you want to protect the firefighters themselves. They're following the theory. They come up here as a ditch. And I certainly don't want somebody who may have an underlying cardiac problem that come up and go into a fire for the first time, they either go into a fire, they pass away in that way. You might be able to catch them like that. The dispatch process, I'm kind of glad we began to secure. But I think it's important that you all understand that the dispatch process is a relatively small and it kind of ties into the delay, what I'm going to talk about in a bit more about in a second, but when it all comes in, it gives you higher part of the kicker shot. And they've got five minutes to go responding to this deck. If they don't go responding to that clock, then it's even more difficult to do another summer for people to wait. There can be people with COVID. if I'm maybe a reason why they might not write a comment. But if they have a question in that five minutes, they may retell out and another five minutes ago. So at the end of the 10 minutes, if no one goes to find any table until the next, the part of that record is, right. Now, that is really important because if I can get you this time, I'm sure you have written a video of why that's so important because these delays of room in content fire can go from just a small little waistband to a thousand degrees at the roof level and about five minutes. Ten minutes is fast, strong. So, we're dealing with that type of issue. And, you know, we're probably involved anyways because once they call that the respond message to get the truck ended from the call. So, any delay is strong. So, that's why we're working at trying to go to a paid upon call. In a quality, you know, very limited, but to have somebody hopefully, you know, here at the end of the new school, centralized zone that is ready to take that call, these people would be making up all of our own peers already. But again, that's where we're trying to go to a pain on a call staff. Time's critical, and it's not necessarily critical for the fire who you do as soon as the thing will call. If you guys are going to be in the end, and for this that's a task, then on the point, it's like tracking fire, it is and so they did that aspect though, they did you also have to ask that to announce the doctor's prompt for solid fire ammunition. the clock, it is frank. And so big fat ass fat does. But you also have to ask that to the man who got the clock who saw the fire units that are going into what could be a cash crop situation. Because that group, that thing's had just in the time to get going to where we've got a fat-grat situation or a class over a situation. You can go on a plate and have a thousand grid more. When that group takes your shitty city level gets thousand three, you can tap that skirt for a class of, that means everything in every room is taxable. This is a thing to work in at night. It's very, very, very, as a day. Far back, as I said, it's not just for meetings for these guys guiding worlds to get to the call and back. It's their true love. This contains everything that they need to handle whatever incident they need to go to. If it's the specific thing, you find your truth. What works for the first part may not work for trues, or may not be even as high as a Jew. So, you know, there's a lot of all that goes into me. It's not only, I'm just gonna listen to 50-yard talk about Sheriff Parme, 80% of our fire cream is over 25 years old. I mean, it's not like I'm lying, I'm 80% of the firecrubs are standing over 25 to 25, we roll. Targetly. I've put the little thing, 50. We've been trying to use $50,000, because 50,000 is maybe a a good ad for our city that's made up with five for all members of the county, but do know that they need the best they can with the money that we have. You know, 80-foot, that's a good idea. We got all four of that. You can't really see it better than the third floor of the farm. The government's decommissioning, and I mean, they got every mile they did at the farm program. It's a, it is cost of concern. It should be cost of dessert. I don't want people to call either one. If they can, she probably might have grown up and ran you truck. If not, what's happening? We're going to have something this is. If you could, you could have a look from your clinic. Service book way. That fire apparatus carries all these tools and equipment that we use for what is called day. Let me just give back to where you came from. When I came in 2015, there were five different types of SCVGAMOPS. And for SCVGAM, that is the mass involved. And then it must have been available for for fire, put it out or take the characteristic. Back in 2015 there were five vehicles, so the fire fighter pursued fire, the A and fire fighter speed were both working the same fire. And in fire mode, the fire fighter took fire, the day went down with a breathing issue. issue. The normal protocol is for the next five homecoming and use a three-degree attack. The fire department, the fire department, the fire department, hey, we down with a breathing issue. The normal fire department is for the next fire department and use a breathing technique, punch breathing, dip it in that. We didn't do that because these fire methods, breathing apparatus were not interoperable. It was a deep problem. It was a huge fire building on the county. I talked with Mr. Young, and Andy said, hey, you think they have one big world of being actually easy bringing that back. And the county spent up with close to $1 million to get some really good brand news, stayed a really good bringing back back. And it wasn't enough. And as you see, the life span of the SCBA and asked me about 15 years. That's been a ten years, sir. They're not a ten years, sir. So, you know, at that point, we're going to have to start. I use shovels and then, in the moment, I'm going to put a primer set up, so that it doesn't be what we were not used to. I apologize to the abbreviation, The PPE is the property of the ear that they wear. So protect the ear, they're all flying on it, and it doesn't go in protection from that seat for me at the gas. In flight, that's a chain ear blind thing. That's not weary. That's not a part of the pocket. That is what the National Fire Department said. And I have an answer no longer sure if it's one that's going to be a lot of weird. And if you do, it's one that you serve, so I think that's the answer. That's just the bottom line. Um, Alexa, be here. I'm here soon. If I was going to never hurt her, I see a lot of forces keep all time. We don't have any ammunition right now. No care, tell your family to mine out of it as the night that's put in the same hat. It is healing that. So we put it in the budget, this year, to get a couple of emergency, and let the people might at least put it out. But all of these things are not going to cost money. And if they get down road for 25 plus year, it's just going to fight. While they're here, some of our apartments have it, but a lot of them don't. They go back to the high-five, but while they're in fire, they structure fire by a youth. That work is very heavy. It's not suited for that. It's, it's, you know, some of them have been as a kid in our brains for a month. I'm not saying that, but some still try to fight. We just, as much as we can all allow for that. Going back to you, we had this right now, most of our farm's in, we're not bad with really any a really big event in other states, and we've been really having two sets of here, because the time is about, because we've got a structure fire right now. The prototype is, the thing you can watch that here, so that you don't get testicular cancer, or cancer, or brain, all those high-farmist things that they can see to watch, that they all danger that need a bad and a furs of fire. So what do they do with the logic in a bit of a fire? You know, we have a cat that's in which, so I mean, there's a lot of what happens with that and that can be used to very poor. Explication equipment, the jaws of life. You may soon, but every time our cancer, but they don't. And once they do have, maybe 15, 14 or four years old, um, it, it, it's face that you, I just want everyone to be aware of, uh, third language of cancer, change, change, when I'm in the car, I mean, what I expect to arrest you, was I, I'm going to have to find room now, put that camera in the room, the fire, everything is going to be real quick. And then, I think that's the only way to get in the room. And then, I think that's the only way to get in the room. And then, I think that's the only way to get in the room. And then, I think that room now and put that camera in the room. The fire, everything is going to be real bright. But that fire is simply dark. And I'm going to get it finally quicker. Change the day. But we have to get it. When I'm happy, we've got to have it most of the time. Some now. But it can be done in the new period of the question. The county with H.E.D. the best we can with these trails. But a lot of parts that should have AC's they don't have. But you just won't allow them. Sir Stellin and women, every fire aggrache that has a tank that comes for water, has to be tested here. And that. And a lot of the departments just haven't been doing it. They say, don't pretend they don't have a month, but I can tell you that we've got fire fire in the building. And that pump goes down and someone gets burned or more prepared to kill. And for a quarter of the students, they say, hey, what do you mean, just thank that they're this program and test it. We have answered these are things that cost money, but I just sinned it then on, and they're having a poor life. Lime testing, they have tested English, stress testing. You're wondering, these kids that we can't really bring rich hair, everything like that. Hodes, gathering is a hodos on these fire crosses hooked up to that pump that is certain pressure and hopefully it makes you that pump test. But a lot of it doesn't, a lot of it, will hurt or will that. Cups use the work and you know, I just get it going to see you That would That would be the first step. But I don't know if anybody else can have that. No, I mean the first thing is that you don't get it. But all of these things, my colleagues, you can cost money. And we just simply don't have an annual budget that we can say. But we know we can get that next year. At the facility, I will just challenge and ask anybody here to go back and visit your local water farm. Some of you are less than half very nice, actually. Many of you don't. You go in there in your sewer issues, there's roof leaks, they can't be here. It's months than the ability to use the big aim in, I don't know. These work buildings, they will go to fire stations. They will build these that happen to be in locations that will be said, ah, maybe we use that in fire stations. So again, it's an issue, if you don't take the workforce, just go ask set of act, they don't have a lot of time space to go in there and have meeting rooms or just trying to work it out. And let me just say I can be in everyone's seat if I was in pain and I was blessed to be in pain, you used to sit for a 25 year, you guys do it for nothing. And if I have it my way, you have the best equipment, possible. But you know, I'm also really, I'm telling you, I think this won't roll a lot with some of those things. The wheel's attached. I never heard people. I wouldn't even get into that, but this is an agnew of mezzled that we can make a lot of stuff that you can kick down right before you do right. Anyways, I just want to say, I'm a part of the group at the Rappetian University of Hongdae. They do everything I've been out to in the community like Media call troops in the road with media structures like that and there's no one in the wreckage that I have the group of firefighters in this room that I want to put back to 90% of the time. Well, I might wait to. Just some recent things that happen, you know this. I'm telling you, people, how do we want to expect what happened to happen? And you are people passing can pass them. And I can tell you we're not prepared for a lot of things. They can go on an account as sort of a course of some of the songs, sort of less to be in the world. The areas that don't have a long response time. And during some of these other areas that it takes all time to get it, it's getting. The is in our own fire right now. The one thing you can just barely see it, I was coming to a meeting in a county and I looked over the hill and I saw a fire then screaming out of the leaves. And I had to back up, there's a lot of me if just a chip, maybe just a chip, or a herb to have fire, but no it's, but then you know going to have a fire. But I didn't know it was going to be a fire. I didn't know it was going to be a fire. I didn't know it was going to be a fire. I didn't know it was going to be a fire. So I called 911 and I had a fire. And it was through 911, really fire. I had a fire. I had a fire. but that extra was the end result of the time of our talk about it. It was through the roof and the cover wall. And that's just another that I have to do. Because we don't have any part of the video today. Anyway, I wrote the script so you can see what it is. A lot of people travel to work now hours. Sometimes, you know, with Bristol to go to work. And it's just really hard to get home and say, now I'm going to go volunteer. So we don't have the volunteers numbers that we used to. And we're an older population. We've got to find some way to attract people into this business to fight in fires in Tassel County, or we're going to be in a really sad shape in fairly short order. And to me, we've been pretending to do something for a long time that we're not doing. So I think we need to make a decision that we are going to provide decent fire protection for the people in our county. Our towns do a good job. We rely on the county mainly on volunteer departments that we don't pay. We don't give them adequate equipment. One of the most depressing days I had in my career here is touring fire stations with Barry and Northern District. I mean they do what they can, but none of them are built to be a fire station and they don't have any money to fix them up and do what we ought to do with them. So this is something that needs to be fixed or we're gonna have a bad outcome one day and everybody's gonna shake their heads and tension. Let's not do that. Let's not do that. Well, the other thing I want to do is I've had enough of my significant crossion on today and all of the people that we have on the roster in the coming year, they're happy to work as a base, if not far far to do, the base far far to want is in the stock 35% which is not careful, but it's not what I'm thinking. So that, that will be the best people that are going to be called. And my baby is traveling, second floor, those who want to get a coat into the firepower question. Because if you do not get into it, and you do it, that's the why it was there for putting themselves in the morning after they worked all day, doing a burn house and bring some ice kit out, Tazzle County pays $9. And I think this is a good thing. You got to go to the hospital to find a good team. We started a program about three years ago where we're in this fire. Our third hospital senior is volunteering or there ain't a dead or a junior, he goes and a more core tool. And he's actually trying to recruit part. The problem of time to get, see where it would be the PNG program, aim to the point that the problem of getting the fire tool in there is at time, and it the time all that to begin it, it ain't already able to fit after it, it ain't a job. And the problem is you just don't have that. I mean, you only pay part interest in your kind of, you know, a community, I think I'm not a club with it, it's a unique situation. So you just hired a person who will come higher, higher. Then we are going to allow them to part-time. Ah, that's work. I'm glad to hear that. Right. I work with all of them, and I'm going to be the big plus to the last. But you know, the camera guys, I cannot say enough, the girls, there's more dedication than you can. You know, I did every call come across my phone, and the agency, the agency, so I've seen you know all that and you wouldn't believe, because somebody has to do it, and anyone who wants to do it, and I have a wish. You know, just say, see, five minutes left. Yes, I have to tell you, you're better. We don't remodel it, we live up to you. I feel better, I still don't know. Is that can we learn? I think I've got every fire department, is anyone here from Thompson Valley fire department? Okay, they're on the way. But I think I've got all of my fire departments represented tonight in my district, including the town and Tanner'sville and Cove and Tom's Valley's on the way and clear for Burke's Garden and the county, too. And I'm just super appreciative of what you all do in my district and how you help our county out as a whole. The real estate tax needs to be lowered. Keeping it the same isn't even the bare minimum you can do. You need to lower the rates. Well, I've said that least partially in the same recessments you allow. You're probably setting their thinking, but if you lower it, what services do you want us to cut? Although in advance of that boarding, stop spending unnecessary money. Focus on your obligation because of the county and nothing more. Stop taking money for my pocket to make yourself look good by getting a donation after donation and trying to justify it. You'll never justify taking citizens money to give to what you do more than. If we want to make a donation, we've reached the outer pocket to give. We know you need to be reaching into our pocket to do it before you say you're giving up, this is your fun, this is your new health. That means very little, you know, stop spending now. Giving up district funds also means less if you won't give up a capital funds to. If the valuation is under $10,000, we can proceed to sell it within a period of three months. If it's over $10,000, we're looking usually six to nine months once we receive a file before we're able to sell the property. But if it is $37,000 or if it is $37,000 again, I'm not aware of the property, then any purchaser for value at a delinquent tax auction, if nobody redeems it, gets the property free and clear of any localities taxes and leans on the property. Of course, the taxes will be pro-rated if you buy a piece of property July 1st. You'll have to pay the second half of the year, of course. But all the taxes that have accrued would be pro-rated and waived. So, yes, ma'am. And that is a relatively common occurrence, especially with properties that may have had a home on them at one point in time, that have since dilapidated. We frequently see residences go from $60,000 to $15,000, because the home's collapse on itself, but there are $3,000, $5,000 in taxes. But if you would give me some identifying information about that property, I will check with Mr. Larimer. And we will, I'll check with Mr. Larimer, Ms. Joule, and we will get that taken care of. This allows us to be able to set the rate to have the Commissioner of Revenue's Office get all their information ready to make sure that we've heard Treasurer can submit the tax tickets timely. The public hearing yeses for the closure of the Aminata precinct but also to adjust some boundary lines for the Bandy precinct, Bishop precinct and Munditown precinct to account for what the board may be doing next in terms of relocating the Mundit precinct. The Ammonaut of Pre-Sync, as I understand it, has several issues, significant mold problems in the building that we currently use, a wet slippery film that is on the ADA accessible surface that can cause slippage and cause injuries, which is a liability for the electoral board and for the county. Lights in the parking lot that are shot out, voting is the only activity that occurs in that building, so the owners aren't going to be so keen about making repairs to it. There's really no viable option for relocation as there would be in Munditown, for example. Staffing is difficult because it is one of the lower population precincts that we have, and to that end, the MNOTA precinct has the highest cost per vote of any precinct in TAS will count. In looking at the numbers, there are currently 147 registered voters in the MNOTA precinct. As a result of these switches, the majority of those voters would be going to either bandy or bishop about half would be going to Bandy about half would be going to Bishop based upon where they live in relation to the boundary lines. I think six would go to Munditown as a result of shifting the boundary lines. Bandy would gain 50 more voters and Munditown would lose 50 more voters. So we're transferring essentially 50 voters from Monday Town to Eminem, or not Eminem, to Monday Town to band you my apologies. And that shift of the boundary lines can be on the end of drive four, near the intersection of drive four, grass, he spur station heel, that area. That is my understanding. Our county engineering office, Mr. Gibson, was very kind enough to provide the mapping for this, and that is how I understand it. I will state, this is the first time that the board has been asked to adjust a boundary line or to consolidate a precinct since 2021, when we last did our decennial redistricting. Just after this board did that, in 2021, the 2021 special session one of the General Assembly, the General Assembly passed 24.2-129, which requires certain actions prior to an act of what are called covered practices. In closing a precinct and adjusting a precinct boundary line is considered a covered practice under that statute. Under the statute we must give 45 days after advertising in order to be able to move the, you know, in order to be able to close the precinct, move the boundary lines of a precinct. That being said, I would request that the board pass consideration of this matter to the April 8th meeting, which would allow us to be in compliance with the Code of Virginia and with the Virginia Board of Elections, to allow us to close the MNOTA precinct to move the boundary lines of the Bishop Band-D and Monday Town precincts that gives Mr. Earl staff enough time to be able to make any changes that they need to do prior to election day. It allows us to still be in compliance with sending adequate notice prior to the June 17th of primaries. What we're on that now, Mr. Arles, my understanding is that this recommendation came by unanimous vote of the UR electoral board. Is that correct? And given the timeframe that just spelled out, I know that we have a rather important primary and not just locally, but really state level of very important primary in June. Are you confident that the time period that we have is enough time if this board were to take any action that you all will have secured spots in the other two locations that you'll send these voters to and you'll have enough time to clear up any confusion that some of the voters may end up having because every redistricting cycle I know that there's always you know a handful of people that end up having to switch precincts but having lived through that yeah absolutely I just want to make sure that there there is enough time because the last thing that I want is someone who may have to change their precinct location, call me and it's too late for me to help them getting contact with you or to get in contact with someone who can get them registered. The budget thing is went down to the list of nonprofits that are not associated with tabular, community businesses to give money to. 10,000 here at 15,000 there is really added up, but our tax always will give it away to non-counting business. Why should not want to prioritize emergency services over things that are not your responsibility? At some point this work has to stand up and say no to things that just are feel good, money spending start sending us the obligation for this county. You have to pay $1 million for the mill tax. Here's a real quick way to get that million. First, stop making taxpayers to pay for your health insurance. Remove your district funds. Remove 28 of your non-county business donations and you already have $1 million. You're taking money out of our pockets to make donations to make yourself look good and it isn't there. I know firsthand that isn't easy to look people in the face and tell them that you just don't have the money to give. But how much harder is it to look into the tax pay face of the citizens of Pasal County and say that you're trying to allow an hour per group to be on our backs to be increased. Like you can just sit there and benefit from the tax dollars and giving away hundreds of thousands of dollars in an unnecessary donation requests alone. Supervisors, will you stay with the citizens tonight and say no to this mill's tax? When you put the financial burden on more back, not ours. Will you save the people and remove yourself from that health insurance immediately? If you cut everything you can, if you take yourself off the health insurance, you stop the donations and you still have a short haul. I'll be the first person who stands here to support that milk tax. But until you do everything you can to prevent this, I stand for the citizens say, Towson can board a supervisor? No new taxes or I'm sure new taxes will equal new board members from election day. We've spent our time on training, away from our families. We're at pace there. A lot of my period of time, making such as this, away from her families, away from her peers, her brain peers, her sponsors. Then all we're asking is a six percent meal tax. They help give us a regular, fun string that we never had before. If county had the pace of this, and you had to pay for three or four nine parts in this county, four or five guys on a shift. 24 hours shifts in and basically, you think the reassessing was a problem you didn't see that the whole lot wasn't a toss. We have not yet paid money for the month of April. For this specific purpose, I usually customarily wait to advertise the second round and some statutory revisions within the last few years require that it run twice within 14 days of public hearing. So we have to wait that long I you know would rather not commit the county's funding without having assurance that that's the direction the county's going to go so no Mr. Chairman it has not been advertised for April yet. Okay, I want to make sure that that's what the minutes from our last meeting say. the But the ad didn't do that the ad to have set public hearings for March and April. Correct. I earned a restaurant in the town of Richlands and I understand how hard it is to come up with those taxes and how it feels like it's in another people away. I went to the town council and spoke against their increase back then on an restaurant because I felt like it was penalizing people for reading in the town of Richlands and I hated it and I still don't like it but we I have seen changed my mind, not necessarily, I guess, to consider the tax and I'll tell you why. And I think last year we did big cuts. We cut to the bone. I think our budget committee this year is looking on ways that they can cut back a little bit more but I believe we have to plan for the future and and I would like to look into ways how we can help our local businesses with that But I think what happens is if we if we implement a county tax Then it evens the playing field for the taillowns and the county. You don't have people going from taillowns to the county because it's cheaper. And really, I don't, that's not something that I think actually happens because when I drive through Clipalheal and McDonald's is closer to my house in Richlands than I I'll go to that one. But at the same time, I think this is a hidden tax. I think it's not across the board on all of our citizens. I think you choose to, you choose that tax. But I'm going to tell you why I'm considering this. And that's because of these people right here. If you all are in, could y'all stand up? I would just like to see. I said I'm the ESC community for three years. And these are the people that risk their lives for what was in $9. They risk their lives. Like Russell said, they give up times with their family. They're here tonight because, because how can we do this to them? We send them into battle with basically a paper plate. They don't have adequate equipment and back at Yolk and Sittonium, but thank you all so much. But back when I came on the board, we had extra arpefins and went through and replaced something that we, Barry, you might have to tell me what it was we replaced with our arpefins back in 2020. I was in a fire in the town of Richlands and thank God I was within three minutes because my parents' whole side of their house was on fire and they were out of their house for three months because of how quick and prepared that our firemen were. But I think that something, I think we have to consider this and I do understand that we cannot, we cannot save this specifically from other other boards. But what we can do is put a, put an emphasis on it. We can put it in our budget. And then that would be hard if I came on the, if I came on the board after this and it was in the budget. And that would be a hard thing to cut. I could cut a lot of other things before I could cut that. And I think, like I said, we have cut and cut and I think we're continuing to cut this year from what I understand and we're continuing to cut this year from what I understand. And we're at the point where we can't cut anymore. We don't have donations. So, I think the budget made in the shade on the whole of the $1 donation to trick some of it. I understand like, the dollar is to get is expensive but you'll not go and ask every person to do it and I'm not trying to compare you why you should pay is that how okay this donation did not cut because we've got to do this or not. I do. We've got to cut it, cut it, cut it, cutflies. So we could buy new drugs. So we can build a new conversation with each of that or around ourselves, cut these donations and I promise you, keep cutting. And I'll do the first one up here, sending the data to kind of a pin. But as we can do to that, I mean, how can you say that to plan for the future and I think that And I think that the firemen are, that emergency services is an essential part of government. And I think that's a requirement. And I do think that that needs to be our focus for the future. And I think we need to be prepared for the future. It's a difference between what happened in California versus what happened in South Carolina. They were prepared in South Carolina. My mom lives down there and no houses were here in South Carolina. And because they were ready and they had helicopters and they were getting the water out and California was not ready. But anyways, that's just, I just wanted to, I just wanted to say that's kind of why I've considered this where I wouldn't have in the past. Like I said, I voted no last week for the referendum. But it is because of these people and what they've done for us that I would consider it. Yes. I'm not a yeast fund. Yeah. I know. I need to be wrong. I need to be wrong. I need to be wrong. But is the person of the way done on behalf of the people that get this money from you, one question I have is, is the So, how can theyoul or they might not have a film in that? Not quite yet. Okay. The Coronado money, our plan is to try to build new elementary schools with that, because this fire problem is a big problem. We have a much bigger problem with our school facilities that are crumbling. That problem, if we don't start to work on that today with this Coronado money, 10 years from now, I don't know where we're going to end. And the only way that we get out of this loop, you know, my number, and I wish Mr. Harmon was here, but what we had to give the schools to match the state funding five years ago was 12 billion. Now it's 16. That number is going through the roof. And that changed basically eight, the money we got from reassessment. The only way we're going to be able to continue to operate our schools is to shrink that footprint, fewer buildings, newer buildings, fewer people, fewer staff. We can take us for an auto money, you're right. We can work on the fire problem with it, but then we're going to be sitting here and having another argument over another problem five years from now on. I feel like it's like playing baseball and I'm trying to cover three bases with two basementeman. You know I can rob Peter and pay Paul it's pretty much what we're looking at. By our emergency is the sheriff's office. The sheriff's office is fired and the mayor is fired. By our and emergency medical services, if we wish to add the sheriff's office, law enforcement. So I think that's an excellent point. What happened? You can, the ordinance as advertised for the next public hearing, maybe have a more abstract or nebulous way of describing what it would go to. Absolutely, Mr. Chairman, and that's the reason we have two public hearings. Can you just say first responders? What we have penciled in the budget right now is $300,000 for the lease of the sheriff's business. We have in their $400,000 for the lease of the sheriff's figures. Six figures. We have in there $400,000 for stipends, training for firefighters. We have about $150,000 for equipment and $200,000 for apparatus. And... 4, 2, 4. We took the ambulance out, I think, in my bare vehicles. We don't know if the estimate is just like our ambulance is, we had COVID-19, we bought three amylances. Now a couple of years from now, we went for place and we thought we could kick that can down the road. But we have 60,000 in there for a grant management name list because we think we might get a grant. An ambulance is 300 grant. I mean, just think about that. It was. It was probably 350 now in the fire trucks a million. But we also have 200,000 of that that we would use for fire station improvements. And what we're going to have to do since it's the first year we're going to have it is just watch the money as it comes in and see. And some of that we might have to put off and some of it we might be able to go to do. But one problem we've got is new fire trucks don't fit in these fire stations. That's a whole nother ballgame we're going to have to talk about because. The breakdown of where you all have it, committee has that passed through emergency services committee input Yes. Yes. Yes. I was gonna say something. Okay. Um. um, I'm asking you guys, we made together this group talk about our budget and get some of that back out of here. And if you have to really put anything that you can put and still can't provide the final rescue, I don't think he wants it in that act. The first question is coming because you're not putting the extra hours budget out of actors. I'll provide at least my two cents for whatever it's worth. It's personal for me. And that kind of comes into conflict with part of what I was elected to do. Because in many instances I have to put my personal opinions or even my police to the side and look at it from an objective standpoint. But your story that you shared I think is probably get closer to home for me than anyone else. Few years ago and I've shared this to where it another board meeting before, but I was up in Bluefield visiting family and I get a call from my wife who's at home and I can't understand the words she's saying. And I hop in the car, come down, and I find her unconscious in her bathroom, there's blood. I have no idea what's going on. And the first call I make is 911. And I have someone at dispatch. I have EMS. And I would go back not to repeat what happened but I would pay every penny that I could today agencies that responded to either have provided better care and it's not that they provided back here. Sometimes I just think, well, maybe if we had more money thrown at these agencies, that would have never happened. My wife would have never miscarried. She wouldn't have had to have had surgeries. She wouldn't have had to have blood transfusions. So it's personal. And the other thing that I'll point out is that people, some, think that whether it be through political capital or opportunity to use taglines that are popular to use these days, like, you know, drain the swamp or there's a lot of government waste. I think taking a hard look at the budget is a great thing to do. I've met with almost every single one of my departments and I think it is a slap in their face to suggest that any of our agencies that provide life-saving first responder services to this county are wasting a penny that we end up allocating. I've met with them, I personally know them, some of them are really good friends of mine. They're not wasting. I think it's a slap in their face to suggest otherwise. I think it's an insult to the legacy that they have built. And I think that it's an insult to those that as you pointed out, you're doing it because you love it. It's not because you want to be there to be paid. It's not because someone's putting a gun to their head. It's because they want to see our county in a better place. I can't think of a better organization and outfit of men and women that we ought to be providing funding to I Think there's a huge difference between someone who volunteers their time Without the expectation of pay and they just get by with stuff And then someone who has the audacity to gripe and complain When you know their full time here, full-time there, whatever the case might be. Those are the kind of people that I want on my team. Now, and one of the reasons I think it is important though, the other side of this equation or the businesses that get hit by this. And I'm not saying one is less of an important person or entity than the other. I know personally if it comes between my wife needs to get saved and how much I pay for cheeseburger McDonald's, I know which one I'm choosing. It's an easy choice. It's the pro-life choice. It's the one that makes sense. But businesses need to be heard as well. It's one of the reasons that I'm anticipating at least one of the businesses that I've identified that would be hit in my district, because I granted, I'm lucky's not the right word. I don't get hit like some of my other districts do that are represented up here. I only have a handful of businesses that end up getting hit by a mill's tax. But they play an important role too. I think giving them an opportunity to at least provide them to open space just like the brave men and women who come up here to speak tonight, I think it's important for them to have their voice heard as well. But like I said, regardless of what my position will end up being, I know I've been on this side where I've needed those cuts. And I don't want to point fingers at prior boards. I don't want to focus attention on what the past. We're here right now between this meeting and the next meeting. Maybe we can do something that fixes a problem that's existed for a long time and we don't have to worry about the past anymore. We don't have to talk about stuff that's happened. We're not happened. We move on. And I think that's my goal. I think it's the honorable one. And I do, like Mr. Brooks, I wish Mr. Harmon was still here. Cause I see value. I think my wife's life is valuable. I think your life is valuable. I think some of the structure fires that we've had and the first responders that went to that Southwest sanitation in particular, I think the property owners in those situations would find it valuable. And I certainly find valuable the responses that are EMS and law enforcement provide too. I respect Mr. Harman. I've vehemently disagreed that there is no value in what you all do or at least what he can perceive. I can I can talk to Mr. Harman I know exactly where his office is and I work with him every day. I think that for me, the very reason I think the state that we see the value in the family gym, like I would rather say you did $9,000 in EMS or you give it to car you know that's where I would see that and I would assume it's car and things like that. Yes ma' to do this along. You're not in that way and you're going to have to do this while you're in your cyclist that will be like a sun. But as a couple of years ago, you've been invited to give 21,000 miles to fight for the garrisons and catch for you. So the most likely to be in the track on a little much like it, or there. That's all I'll have to be funded. It's just a question how to bring about that funding. So I was on Bluefield Virginia for 10 years and we went through a mill tax increase and I've been a part of buying a $600 fire truck, tanker truck, and a $1.2 million truck. And when I came to the county, I met with Barry and especially with everybody. I was like, I don't, this is crazy. We don't, these guys are not adequate. They don't have this stuff they need to have. And it's been, it's been very hard in my first year because I've been in the ESC, can be, be these now with, with Kyle, I was on there with Shanna. And I was, I was really concerned and Barry told me something hit We were pretending to have a fire department at the county because we're asking these people have volunteered their time We're not even given the money, so I'm a hundred million percent and Helping these guys out get the equipment I need but I will say this about everybody's bought up good points Lord does have a point. If we need to look at stuff from the budget cut, but we can't cut everything, cause you have to support your community, not just fire police, you have to support your schools. You have to do your after-school programs. You have a lot of things that if you cut out, they disappear and they don't help the community. So you do have a good point. I do like it if we would meet as a group, as a town representative we met in budget sessions together recorded and everything as a meeting. Maybe once or twice guys, I don't think that's a bad idea. So I do like that point. But everybody here is not wrong. So I don't want anybody to leave now here having hard feelings. Because, you know, these guys need help. They know I'm with them 100%. They actually probably need about two million dollars a year to be truthful the sheriff department if they don't get funded to SROs of the the state government changes We're talking maybe what do you guys think six to one million and extra money for SROs? If if we were to take out the floor that had been next in December I think it was or January it was 300. So what I'm explaining everybody here this room we are a subsidiary of the state of Virginia. There's a lot of things in our budget we cannot control. And everything that's going up is unfortunate. It's going up and our medium income is staying the same. So we're all fighting the same bottle. Laura, I'm not mistaken. You're all repaying 12.3% total with the state tax and the mills tax is that correct? And Rich Land is with the 7%. 6%. 6%. So you're paying 11.3. Tazzles paying 13.3. Bluefield's playing 12.3, if they add to 6%, the county now will be paying 11.3%. So it's not a tax, I just want people, you know, you're forward against it, it's not a tax they're raising above everybody, it's equal in the level for everybody's paying the same tax in the county because one issue and Eric knows this, I would say it was probably about seven years ago when you and Charlie came and we talked about our fire service. Bluefield Virginia is covering two districts and we were getting to the point where we didn't, we're about to tell the county we're not going to leave the city limits and you know how much of a burden that would put on the budget of Towsell County because by law if the towns also provide don't provide services for fire, EMS, and police, the county has to, they have to do that for the towns. So, we got with Eric and we have an upper and they give us a little bit of money, but it's nowhere close. So, Bluefield Virginia, we were sitting there, we're like, hey, we asked our guys, do you still want to serve to people account it said sure because we love doing our job that burden is going on the taxpayers of Blue River G to help the county out so I want people to know too same thing with Richland as they happen with the EMS and they help for the fire it's not it's not equal to equal apples apples everything the towns are they are using the burden of their tax dollars the cover county services. I'm just sitting here I'm like we need to make this fair for everybody because this one point five million dollar fire truck I worked on a Bluefield Virginia it's probably one point eight million and that's not coming from anybody in the county that's coming from the citizens of Bluefield Virginia the cover county services so I'd like people to understand where that money comes from. So anybody we can come up with it. We can cut this budget. We can do this and do that. We need to give everybody here the sheriff. He needs a lot of money. He empty me. Mr. President, you are. The county supplies EMS to the county to work. Oh, I know. I've seen that. I'm not arguing that you don't, because you do it, Richlands Covers, because we pay Richlands money to cover for the county services too. I think we're going to be on the EMS prior. Yes, but the numbers don't match up. Well, we did the numbers, we didn't match up. I'm not trying to compare you. I'm just saying we have to work on this together as a county so everybody gets taken care of. Is that right? Absolutely. I'm trying to make sure that these dollars. This is not a place to argue about who's doing what. I want to make sure that everybody knows what the mills act actually is. It's said for saying we're just taxing the county people more. So I'm all for the fire emiss and the Sheriff Department to have more funding. And there does to be a talk about that in the future as well. I understand that. We have to provide the services for the county that happens. Correct. And what we already do for one town, the Pocahontas I think the county provides, correct? Fire. Fire. There was also an EMS station there too. Yes. The EMS station, but we feel assist in our policy. Sure, sure. I'm just saying the county technically is the defective there. You're the only one who can say no crap. You have a feeling you're fire and risk. You can be sure that you're working together. county technically is the defective there. Yes. It's all tax dollars. And when we started saying that when it's already done, should they be funded? The issue is how are you going to fund that? Yes. And like you said, it's all tax dollars. It was being more, and we saw the name for a full-time fire fire bridge. And we said, we have to go. It's all tax dollars. I think you're still my, I'm fine, fine. And if you're possible, if you got a thing I would have, just really good ideas of how to do it. So, I'm good, I think with me. Yeah, Mr. Chair, if I could say, I think Ms. Plaster made a very good point. You know, $1 million is not going to fix this problem. And Mr. Harmay, a good point. It's a 40-year problem. Okay? And for 40 years, we've been hoping the economy will get better, right? But it ain't. Our population is dropping. So we've got fewer people. Our property values are not keeping up with the national average. So when the minimum wage goes to $15 an hour next year, that's almost double what it was six years ago. When the state says we have to give $16 million to schools, that's $4 million a year more than it was four years ago. And when the state raises pay that we have to have for constitutional officers and for law enforcement people we have to match that with benefits. The value, you're right, you're not getting the value because the cost of everything we've been doing all along has gone up. The cost of the services that we provide ordinarily has gone up by more than a third in the last five years. But the reassessment only went up 28%. It's we're in a hole on that. And there's fewer of us and this is a problem, it's not going to be fixed. We could go down that list and we could eliminate the people that visit with elderly people, make sure they get fed. We can strike that out, we can strike out the food pantries and we can cut out all those donations that we make. You might get through $400,000 in savings out of that. But long term, when these guys that say, yeah, I'll do it, I'll come even if you don't pass this I'll come 10 years from now their heart might be willing to come but who's going to be setting in these chairs and if we don't have something to tell them we're going to give you good equipment we're going to give you good gear and we're going to pay you at least for your gas when you come out to the call it's about the future and you're exactly right about the future it It's not about a million dollars this year. It's about a million dollars a year for ten years to fix this problem. And if we don't do this, it's your somethings guy gets. Somebody's going to have to be cut. We're funding the school board to statement them that the state makes this dead. So if we try to fix the fire and we don't have a new revenue stream, where's it going to come from? And this is the only tax that I can find that we can impose that taxes some people from outside the county. Yeah, most of them will be paid by us, but at least some of them will be paid by people from Buchanan County or Russell County or Bluefield West Virginia or wherever. This is our best shot at this. It's not perfect, but it's our best shot. And if we don't move on this problem, we're going to have serious issues five, ten years from now. Mr. Chairman, just to support Mr. Young's point, Virginia is a state that abides by something called the Dillard, which doesn't mean a whole lot to a lot of people, but it's really the principle that we can only do what the code of Virginia states that explicitly we can do. We can impose attacks on plumbers, we can impose attacks on machine welders. We are authorized by Section 58.1-3833 of the code of Virginia to impose attacks on restaurants. The question came up why now? Well in 2018 we placed this matter on the ballot. That's actually the last year that we raised the real property tax rate from 55 cents to 58 cents on the 100th. It failed by about two and a half percentage points. 51, 47 in change. The general assembly came behind us in 2020 and opened up the Meals Tax to where we didn't have to put it on the ballot anymore, but in exchange for that, if you had had a Meals Tax referendum defeated within the last four years, you were forbidden from passing an ordinance to that effect for six years from when it was last defeated. So you're looking back in 2018 it was on the ballot. We were forbidden from doing it until December of 2024. This is about as early as we can possibly consider it and have it ready for July 1, 25 of the fiscal year 2026. So it's not a matter of, you know, we've sat on our thumbs. It's we were forbidden by the code of Virginia from doing so. Also the rate of the meal's tax is 6%. That is statutorily the maximum 6%. You can go down, you can't go above that. Towns are a little different because they have charters and the general assembly can make exceptions for them. You know, they can go higher or lower based upon the charter, we're set by the code of Virginia at 6%. Thank you, Mr. Chairman. We can't anymore. And advisory referendum, Mr. Chair. We did, but the code of Virginia allowed us to do it with the statute. When the statute for the Mealstacks was revised in 2020, the entire mechanism for a referendum was axed. We can't do a referendum anymore on that issue because the code doesn't provide a mechanism for us to do one. The code did provide one for the Confederate monuments. That was the only one that I can find in the code of Virginia where you can do an advisory referendum. That was a special circumstance. Thank you, Mr. Young. Mr. Young and me. I mean until I change it to my got that no you are sure for this but I will I see that I said gone wrong. And I'll share a similar story. I know this was before my time on the board, but I remember attending the meeting when the cigarette tax was being discussed. And there was one business owner who I have a lot of respect for in the Bluefield area, most of my life. And he came in opposing and a lot of that has to do with he owns gas stations and convenience towards that ultimately would impact his customers and his business. It literally took one hour conversation and I don't know who all he had it with but he came back at another meeting that was set for public hearing set the same thing. It was like I became informed on what your old vision of the cigarette tax and where it was going and at that time that a lot of it was being debated to law enforcement and other first responders and he shares a bigger symbol for you and I think maybe that's something that you know we as a county pay money to run ads and newspapers I like those school method because I love newspapers maybe there's a better and more effective way to put ads out. Obviously there's certain things we have to do newspapers because that's what the code requires. But I suspect that the social media is probably the most effective way of spreading news these days. I don't know. Some people call it fake book. That maybe they don't believe what's on there. But maybe there is a better way to help explain positions to our citizens, Mr. Worthy, to explore. Sure, Mr. Chairman, unfortunately. I'll tell you about it when it's the voice. Can I hear that? Did it we put it in? That's right. I think it's stated that local bank represent the bridge bridge, and I was sitting right in this setting, and for kind of like, we, we could buy a little vapor in a one-story, and I think last time I was on the phone. I thought it was in a voice list. It was not in the voice we had. I advertised things as a matter of course, in the Bluefield Daily Telegraph, because it's about four times cheaper to do so. We talk about saving money. the real estate property or the real estate ad cost $1,700 would have cost about $7,000 to run that ad and the voice because you have to run it in 18 point font you have to run it outside the classified section of the newspaper it must run in the actual newspaper itself. We'll for our next advertising. We have a conference. Well, for our next advertisement, can we select the voice newspaper to run that ad in? Which newspapers would you prefer, Mr. Chairman? He asked me, what was the biggest brown money we had ever gotten from a grant? Well, I've opened up a couple that did go on the whole of the industries. I've talked about when we first started our organization, the Albionist money. And he said, in his opinion, there's still a small organization. And he did tell me to go ahead and do the letter, and we, because we have an invite to a five-year-start grant. But he suggested that I come and tell him, you know what I'm saying, you don't want to consider being our physical sponsor. Don't mean you're giving the same question. It means if you give his grant, I thought maybe this term how much is the grian? We'll do that. I mean, if it's okay with you. We do that for several groups. We do that for several groups. A lot of these numbers that people see in the budget are actually money that's flowing through us. But we did this for Appalachian Agency for senior citizens. We did the false mills of adult daycare. Okay, go ahead. 135A, the opioid abuse abatement committee that this board appointed made a recommendation at their last meeting that we support a grant application by communities and schools. They're applying for $900,000 grant to the State opioid abatement authority to fund programs for at-risk youth that are at risk of fall victim to opioid addiction to teach them some adulting for lack of a better word basically how to lease an apartment, how to buy a car, how to get a job, how to interview things like that. I think it'd be very helpful. They're doing it much more artfully than I'm describing it. It would require a contribution of $26,000 annually for five years from our opioid distributions. We're going to be getting about $280,000 a year from that. The committee was very enthusiastic about this and would ask that the board approve a motion to support that application In favor of the motion is presented please indicate the same I need to abstain from this For us and one abstention and the other matter that needs action, Mr. Chairman, is we need to adopt the County Healthcare Plan for FY26. We have to do open enrollment by beginning May 1st, so we really need to adopt a plan. It should be in your supplemental package that Orlean gets back to you. Yes, very last page. Right here it is. We're looking at a 9.2% increase on our premiums last year. Last year, we had a 0% increase. So we feel like 5.1%. Well, this one, this is about 5% over two years. It's pretty good.
