I would just like to add, our new goal has been to introduce items at a work session and then the subsequent week or two after vote on them. So public has a chance to comment on anything that's been introduced at a work session and get comment to us before, either at that meetings, public comment, or between now and the next meeting. So I'd like to add public comment after the South Park National Heritage area grants are discussed. Yeah, we had just for the record, just for clarification. We had these grants submitted to us by our national heritage folks. And there were some people that didn't make the cuts. So we had a total of 13 applicants. We only had money to award 10. So with that, we would have public comment on those 10. Right, so I move that we just add public comment to that section on that specific topic only as an amendment. Just for the public's benefit, I'd like to say that they're just for, to have the, some of them are for specific projects, some are just to have the bids approved for work if it comes up and is needed. That is for example, survey services, tracking services, stand by power project or on-call materials testing or on-call greater plow heavy equipment projects. So never know what's around the corner or what my nature may dish out to us. So just thought it would be helpful for people to understand that. As far as discussion, I wanted to also add that this includes the Sheriff's Bunkhouse project. We're finally getting off the ground with that. We're doing some base works and prep work, site work, if you will, and then the foundation and all those things so that when the unit actually arrives, we have some place to place it. It also will include the taps for water and sewer. And this has been a project that's been going on for I think year and a half, someone. Closer to two. But anyhow, by the time we get done, we'll be done. So that's the good thing. But I wanted to add that to the other thing is that we got noticed when we were going through the whole process of accelerating off our power for an extended period of time that this building does not have any alternative power sources. So we're able to find a contractor to hook us up to the existing generator in our com building and utilize it for this building too. So it's something we can do in existing efficiency and existing capacity. So I want to thank Commissioner Gamer for hoping to root that out and get that going. So with that we'll call the question. Approver denied the South Park National Heritage Associate Area Subgrants. These are South Park site stewards. And Andy is in an audience, but I can, I'll tap dance a little bit. Basically what he was doing is telling us that these are regular organizations and nonprofits that they work with as our National heritage area to match funds with them that they contribute. It's kind of a reverse of a normal grant, if you will, instead of getting a grant award greater for your match, you get a grant award less than your match the match is higher. So what this does is with $127,000 within the National Heritage Area appropriation, or else able to leverage an additional 500,000 of service through these 10 selected entities. Because there were more than 10 applications, and there was a scoring process, there were three applicants that did not allow or did not receive consideration that they met the criteria for the award as well as Not enough funding from the bucket that they had so at Commissioner Mitchell's request we would then open up for public comment These 10 entities at this time if there's any Objection to these or any support of these and those of the other three that may want to make any comments to us. I'm not sure it's the version, but we have a version now. So with that, we have in front of us a proposed resolution, wrong resolution. We will do this one. This is in light of our discussion at the work session earlier today about the adopted final version of Senate Bill 2025-003. We are very strong in our opposition to Senate Bill 3 as a board. I think that is reflected in the people that have contacted us with their concerns as well as other organizations such as the Colorado State Shooting Association, Rocky Mountain Gun Owners and others, that the Colorado legislature has decided to take, we think a step too far. And that step too far is a direct infringement on the people's second amendment rights. And so with that, we have had a draft resolution that was adopted by the Pueblo County commissioners in the recent past since the adoption of the bill in both houses. It's now setting on the desk of the governor. So in light of this change from what Pablo County did, we amended this resolution accordingly to be more park County as well as express our individual and collective concerns. And with that, we've put together what I think is a comprehensive request. And if you will,, into strongest possible words, a request to the governor to veto this bill and not allow it to become law. That's not what I believe will occur. I believe the governor will allow this to become law without his action. And it will be able to be then his ability to say, I didn't sign the bill. In regard to that, we have an opportunity through this resolution to express our thoughts, our views and our commitment to all people's freedoms, especially the first and second amendment. And so with that, I'm going to stop my conversation and allow our others to speak. We did discuss this at the work session and we're doing it all in one day because time is of the essence. And I am in complete agreement with this resolution and I request that the chair read it for the public's understanding. I'd be happy to Commissioner Gimmer comments. You know with the discussion we had earlier in the work session I believe it was pretty laid out. Our beliefs and I am in agreement with how it currently reads and I would love for you to read as well. Thank you. Okay I'll make an attempt at that. The Board of County Commissioners of Park County, Colorado, a resolution calling for a veto of Colorado Senate Bill 2025-003. Whereas Colorado Senate Bill 2025-003, for in DASH 003, BRINS, passed by the Colorado legislature in March 28th, 2025, in part. Prohibits knowingly, manufacturing, distributing, transferring, selling, or purchasing a semi-automatic rifle, or semi-automatic shotgun, with a detachable magazine, or a gas-hop-breeded semi-automatic handgun with a detachable magazine specified semi-automatic firearms quote unquote. With limited exceptions and only upon an individual completing onerous, lengthy, additional costly background checks and safety courses hand, whereas pursuant to Senate Bill 25-003, the unlawful manufacturer distribution transfer, sale or purchase of a specified semi-automatic firearm is a class two misdemeanor and a second or subsequent offense is a class six felony, and whereas also pursuant to Senate Bill 25-003, a license firearm dealer who unlawfully manufactures, distributes, transfers, sells or purchases a specified semi-automatic firearm shall have their license revoked by the Department of Revenue and whereas Senate Bill 20-25-003 is an unfunded mandate that requires county sheriffs to complete fingerprinting and conduct background checks on applicants to determine if they meet the criteria to receive a firearms course card without any additional funding or resources and whereas it is estimated that Cineb Bill 2025-003 will cost the state of Colorado in Colorado Parks and Wildlife Revenue, 1.4 million in the first year of implementation, and $500,000 annually to maintain expenses that the state cannot bear given the state's immediate budget shortfall. whereas whereas Senate Bill 25-003 will harm federally licensed gun store owners, rendering it illegal for gun store owners to sell large portions of their merchandise, potentially driving existing and potentially new licensed gun businesses to close and move out of the state. And whereas Senate Bill 20-25-003 requires law abiding citizens to jump through unnecessary regulatory mandates and pay significant additional fees to exercise their existing Second Amendment rights. This legislation is a direct attack on our freedoms and liberties based in our federal and state constitutions and whereas our, Park County is a rural diverse and contains a mixture of developer residential areas, large ranches, and agricultural enterprises, and the remaining 59% of our lands are national forest, and accessed by recreational activities of all types, specifically hunting and fishing, sports shooting and firearms are utilized in all of these activities. And whereas Senate Bill 2025-003 is one of the most blatant and restrictive gun licensing systems in the United States, that will be a burden on county sheriffs to regulate it in existing licensed gun store owners and to all responsible law abiding Coloradans. We declare this legislation must be vetoed and whereas Senate Bill 2025-003 is blatantly unconstitutional and violates the oath of office of Coloradal legislators and the governor. Whereas this board opposes Senate Bill 2025-003 and expresses to Governor Polis to veto this legislation that will directly infringe on Colorado's second amendment rights, as well as the Colorado State Bill of Rights Section 3 Article 2, removing the an A-Aliable right of their individuals to self-defense, jeopardize citizens' rights to self-defense. Damage the economy and livelihoods of regulated, licensed gun store owners and their employees, in private firearms transactions in Burden County Sheriff. Now therefore be it resolved by the Board of County commissioners of Park County Colorado, this board hereby declares its opposition to Senate Bill 2025-003, urges Governor Polis to veto said legislation. If so, pass and adopted this 8th day of April 2025 in Brook County Board of County Commission. That is the content of the resolution. Thank you, that was a lot of reading. With that, we have before us in our paperwork the item we discussed at our work session, which was an amendment in the accounting practice of the fleet fund. So we have before us a proposed resolution that summarizes these transfers and where they're coming from from the 16 fund which is our fleet fund and this was appropriated in the budget of 2025 but this is a better method of keeping the book straight and Accounting for all of those differences in the end that goes into the goes out as so for that do we have any magic language for the public hearing other than we notice this is a public hearing? No, I can read it if you want me to but- You'd be so kind. Okay. Resolution number 2025 it'll be 008. A resolution summarizing expenditures and revenues for supplemental appropriations to the budget of the County of Park Colorado for the calendar year beginning on the first day of January 2025 and ending on the last day of December 2025 Whereas the Board of County Commissioners of Park County has appointed April Chabot budget and finance manager to Prepare and submit proposed supplemental appropriations to said governing body at the proper time and And, whereas April Stabo has submitted proposed supplemental appropriations for 2025 to this governing body for the proper time and, whereas April Stabo has submitted proposed supplemental appropriations for 2025 to this governing body for its consideration and, whereas upon due and proper notice, published in accordance with the laws, said proposed supplemental appropriation was open for inspection by the public at designated places and a public hearing was held on April 8, 2025. Interested taxpayers were given the opportunity to file or register any objections to cyberpursuplemental appropriations. And, whereas on December 17, 2024, the time, the time the original budget was adopted, the supplemental reviews and expenditures could not have been reasonably anticipated. Now, be it resolved by the Board of County Commissioners that estimated revenues for each fund having a supplemental appropriation are as follows. Flee fund 16. We have $565,000 in other revenue, $450,000 in transfers, a negative fund balance of $19,319,321, and an additional other financing source, $743,784, for a total fleet fund revenues of $1,739,463. That total estimated expenses for each fund having a supplement of appropriation are as follows. Fleet Fund 16, total fleet fund appropriations, $1,739,463. That the budget as submitted and admitted and here and above summarized by fund hereby is approved and adopted that the budget hereby approved and adopted shall be signed by the chairperson of the board of county commissioners on the county clerk and made part of the public records of the County of Park Colorado adopted this eighth day of April 2025. Yeah, I'd like to thank you for your very clear statement opposing Senate Bill 3 of the gun rights bill. I hope it helps. I would like to also ask you to do a similarly strong statement opposing House Bill 1312. It's titled the Legal Rights for Transgender Individuals. And if there's not mass opposition to this, I'm afraid it will become law here by early May when the legislature adjourn, so that's a month away. But what House Bill 1312 does, it does many things. It restricts parental rights if parents oppose their child's transition from their birth sex to the opposite sex. And that's mainly a social phenomenon, but it's rampant. To it, it criminalizes free speech by anyone who dead names or misgenders a person who claims to a transgendered. Three, it criminalizes those who will counsel a youth against transgendering and that would impact directly many of the public facing organizations in part county-like churches. Parents know and statistics show that most youths will outgrow the desire to transition and concern parents should be fully empowered to counsel their children or others accordingly. It will involve parental rights disputes. The parent who is urging their child not to transgender is at a disadvantage and will lose a lot of ability in the court process there Forthly this bill will infringe on free speech rights of other public facing organizations in part county So this bill is currently being pushed to the general assembly and it needs pushback from concerned citizens and their representatives of the county government. This bill is direct attack on our constitutional freedoms and rights and it is blatantly unconstitutional. So I ask you to adopt a strongly worded resolution of opposing House Bill 1312 and asking Governor Paulus to veto this bill. Therefore, when it comes to his desk. So thank you for your time.
