Well, well, we have a party application that's been submitted to the DEQ. However, our posts are quick overview of that, shows us some things that they don't really need to be considered that. The first item to consider is, we're confused about how Greenwich can submit this to DEQ at this point in time. Are they following the guidelines and CUP 1806 that was adopted in June of 2018? Are they belonging rules as the US and the US agreement that was amended inside July 2019? If so, then I won't see how I can be doing that because what they submitted to DEQ continues some of our relations on CUP 1806 and the event at Herzegru. Now, if you wanna tell me that it's being done by the CUP 24-101, I don't see how that's possible because that's not gonna prove yet. So, what happens here? What are you gonna do? Are you gonna know that I DEQ there's been approved yet. So what happens here? What are you going to do? Are you going to know that I de-cute that there's a mistake here? Or are you going to find out what CUB and host agreement and the word that they're operating under the new CUB that has not been approved yet? As far as we know, we have a problem that has been in changes to 24-1 since the public hearing mother, planning mission or maybe 21st. I'd like to mention a gigantic fire in California that's going on in a landfill that has been going on for several years. As I'm sure your geologists and various other engineers have advised you all that there's a tremendous amount of methane gas and other gases depending on the subject matter that is embedded in the ground. These landfills plus natural gases that are in the ground as they are to start with. The fire is in California, which have been on the news recently again, have created many vapors, harmful toxic vapors, and they've hospitalized a lot of citizens out there. No one knows that we'll have such a fire, should this land be built? Of course, no one knows that we'll have such a fire. Should this land fill the building? Of course, no one knows that. But the fact that such a large, uncontrollable fire exists should really bring some warm bells. We go through these meetings and we talk and we get We met and fighting fuss. I'm right in the middle of that part of the world, seem like. I didn't move to come on any plan that would come into this courthouse ever. Until someone devised me with a lot of non-factual information that the restaurant one day and told me this and told me that. That's a good gosh man, that's a terrible. Turns out it's not as bad and one regard is as the other. But in respect to the landfill, the area that you're planning on putting from the public should want to put it there are planning on putting it in. It's so many reasons not to do it. You've heard of them all. I mean, I'm sure I'm Johnny Combo likely here on anything I have to say. But there's lots and lots of reasons. And sometimes folks like yourselves, I've done this too. And I don't remember many more. But you get in a combatant role or may against them and you just plant your heels and say, I'm gonna stick to it and I'm not giving in. Whereas, why do you come and sit and say, back? Do we think we're slated? And make a decision what the facts. Thank you. Next we have Mr. Jack Wooden. Good evening. I'm Jack Beeth. I'm in 1365. I'm 1354. I'm Anderson Highway. I'm in the Reapers District District, New York. And I also want to talk about the landfill. A conversation that I haven't heard other people make. It relates to, well it's going to ultimately the future of the landfill and your partnering with, it's not really green, it's really GFL. GFL is a very large company Canadian based, they've got a $25 billion market cap, they have over 20,000 employees and they control roughly 40 landfills in the United States and They are a big dog, okay? And you will have to be dealing with that big dog for the next 50 years, if you vote for the favor of this landfill. By argument is, you're going to have a very hard time dealing with them when they violate current CUP. In fact, the CUP or any other any other agreement you have with them is only as good as come one's ability to fight back legally if they violate it. I think they will violate it truly. Particularly the condition that they set up out of state trash. I think that's going to go early, work around, there's too much money that we've made by doing that with them to fit the following. Problem is that GFL is a big company. They have surely a team of lawyers that have the experience in fighting off local municipalities who are trying to come after them for what they're doing. They've got, again, they've got money, they have volume of lawyers and they have the expertise which unfortunately I don't think comes with the people it could be. And what that means is a few of you agree to bring them into this county for the next, they say 30 years, I'd say 50 years, Supervisors and planning commissioners are one that have to be battling against them and winning and can the battle be a losing battle for I guess another question of Another issue I think you want to think about just what have you seen from Green Ridge and GFL so far? Do they look like a really well run company that knows what they're doing? There's already a mention about the site itself. It's not appropriate for a planning field. In fact, it came out of one of the workshops. It was either a supervisor or a planning commissioner said, so how deep are you going to go into the ground and then how high are you going to build it up? The answer was, what we're only going to go about five feet deep because that's where the water table is. They picked really lousy sites, and in fact, they're only using part of it, I think, because of this bad, they couldn't get a pass to the state government so far. How do you take seven years to get approval from the state and still on the year to do it? I'll stop there since about a time with the idea. Just think about your potential partner before you go. Thank you. Now we have state, we're welcome to partners, agencies and community service for the bodies of the court. Now we'll count on the public service. I can members of the board just giving an update from the school system in the last month. This week we are celebrating graduation week across the division. Congratulations to Andy Cardin, Validatorian, and Brianna Barker, Saludatorian for the couple of high school classes of 2025. Last night we had our Vecta Lort Service, a special thank you to five local churches for organizing that for our students. We recently held Senior Awards night, where many of their students were recognized for academic excellence, leadership and service. We had one student that had ever 1,050 hours of community service. Several senior projects were showcased last Friday. Thank you to our judges that came out and supported their students. Prom was a great success. DeCovid Harris and Cindy Cabin or their 2025 Prom King and Queen. We hosted Senior Sign-in Day at the C Cromwell & High School track to recognize their senior's post-secondary plans. Just to get Senior Nicos held for spring sports, just to give you a little information about the graduate in class of 2025. 24 students earned their associate's degree from South Side Community College. They graduated this past Saturday at Longwood. Three students earned their associate's degree from South Side Community College. They graduated this past Saturday at Longwood. Three students earned welding certificate, six students earned their nurse's laser certification. Twelve of our seniors attended governor school and we have five students that are entering the military. The Conflict and Bay and the Course presented their spring concert. Thank you, Mr. Cossack, Ms. Kenney, and the students and the families that came out. Air Cumberland High School and CMS FSA students shined at the Peapot Juma area livestock show. We had Lane Hoss, was the grand champion market good. He had first in Showmanship and market good in the market good class. Caitlin Kelsey, first in Shun and Ship and the third in Championship round. Tucker Bonnet, third in Shun and Ship and second in Dairy's Steer and Annabelle Blanchard, fourth in Shun and Ship and third in Dairy's Steer. William Flater, top, place in the top 10 overall in the Virginia FFA State Tractor Driving Contest. Second in the two-wheel wagging, portion and third on the written exam. The School Nutrition Team had been teaching staff for recognize, along with school nurses and the administrative professionals. They were all at high level during the month. And we held our annual service awards banquet where we recognized years of service and dedication and we had one team member that celebrated 50 years of service to Conmorelin and Helen College Schools. Along with University provided free sports physicals to every student athletes. Their hospitality students came to real-world experience by helping middle school seven eighth graders For the width their head and nails for their annual dance Hanson Sydney College will host their basketball camp in common high school will new life 38 because of 31 because their gym is going through some renovations So they go and host it here at the common So air students have a chance to attend a college basketball camp at a reduced cost and a culinary arts kid will provide the food. And we're excited behind me that Miss Shores, officially, will begin her journey as the next superintendent of Pommeling County Public Schools on July 1. And next week, we'll be having a lot of celebrations in school because it's our last week of school. Route 638 John Randolph Road, Route 45, Route 600, which is River Road and Sony Point Road. It's about 8.2 miles. Route 639, Pudney Road, Route 638, Guinea Road, Route 631, Davenport. That project's approximately 4.6 miles. Route 636, Reigns Tavern, Route 635, Pleasant Valley Road, Route 600, Plank Road, it's approximately 1.2 miles. So if you have any questions related to this Paving Project, get with me after the or or shoot me an email and I can route those to Mr. Locker. Beat on it's still reviewing the Buggy Sign Review and they are assessing that existing signage that we have in place but also some future signage that may go in and down the road. Secondary six year plan, we have a receipt. They're waiting on the receipt of a the draft plan I'm still working on that to get that back out to the board for review. Route 64-door signage, advanced speed reduction signs, approaching the courthouse from the east, east have been adjusted to increase the separation between regulatory signs that have been, a lot of feedback have been given to V.O. about the distance between their signs and those have been changed. So as far as roadside mowing, they aren't anticipated to start that after Memorial Day. That's gonna be be much needed after all this rain. So with that we'd be glad to take any questions. Regular Board meetings, budget meetings, the closing of the public hearing for the budget, and our planning commission, Board of Supervisors, joined workshop that took place last night. Another item is the request to set the public hearing for the V.Secondary Six Year Plan on April 8th. The Board of Supervisors held a workshop in conjunction with Virginia Department of Transportation related to the Secondary Six Year Plan. part of the workshop general discussion was held regarding available funding potential payment projects in their locations. V.Dot is continuing we mentioned this earlier we discussed the V.Dot report V.Dot is still working with staff to prepare a couple of options for the board based upon those discussion for your consideration. County staff does recommend that the board of supervisors have public hearing for consideration of the secondary six year plan for their June 10th, 2025 board of supervisors meeting. The second request to set public hearing is related to CUP 2401. It's the Green River intersection in the disposal facility. It's related to a conditional use per member request to construct and operate a non-hazardist minister sanitary landfill and related uses including a convenience recycling center, transfer station, composting operation, and gas energy power implement. Property is located on the north side of Route 60 near the Palatine County Line and as described as tax map, number is 37, 8, 39. 44A 2045 A1 45A 7 44A 19A 44A 13 44A 14 44A 19 44A 22 44A 20 36 45 41, 45, 2, 2, 8, 45, 2, 2, 3, 4, 8, 21, and 38, 8, 7. The parcels have a total area of approximately 1,177 acres. All parcels are zone M2. As indicated in the conference of planned out parcels are located in a growth area where village center request is in the election district two. The CUP request that approved will replace CUP 18-06 and the request is set of public hearing for CUP 24-01 and hold set public hearing on June 10th, 2025. The last item is related to the reappointment of Mr. Charles Bayver to the board of zoning appeals. That term is set to expire on May 20th, 2025. Mr. Williams, your attorney from Revenue, he seems to know a stuff very well. And I just too re-follow his recommendations, especially as related to certain things in Squire Ash. It's quite obvious from determining the public hearing now by the planning mission that redists one in the Green Ridge once. It's one that if you're attorney from the men, you don't hit. And I, for one, people that are concerned about this, I highly recommend that you do get little pounds from this area. Greenwich just wants to get their feet in. That's all they want. They're agreeing to just basically anything. And we met as CCLA, we have met with Greenwich, they promised the moon that we would try and support the way we are here in public health. Naturally, we didn't do that because we like public health, we like what it represents to us. Greenwich over the last seven years has demonstrated their ability to north the board of Superbike. And this is evidenced by the amount of changes they've sang into DQ with no input from the board of Superbike to pass the present. And do you want the submission for us for the county? Because if they get the feed in and where they're just going to continue, they're just going to take over. There have been many that haven't got control whatsoever. Thank you. I sit right there, I won't let it go, but I am reasonable, proposal by Mr. Hamlin, an author to you that's reasonable, and just find them up and up on each individual one. It's kind of like having four different people on a crime here and from the judge. The judge says, I don't care what it's going to be all I say, we'll just shove it to you for one big old, empty, quick and dirty decision. And that's how you've been doing faiths. You have not been listening to the people in this county and you can smile Mr. Stipson. You're one of the biggest violators refusing to answer emails. Either you don't know how to turn your computer on or you don't give a damn. Mr. Saunders, you do respond to phone call and I do appreciate it. Law students serve all over the place of those folks who are blinded at this amount of the common tracks, and you folks hide behind the contract, what will allow us to talk about it? What kind of legislative body is afraid to make a decision because of the folks that they have some previous board sign, and now you can't talk about it, that's ridiculous. All of you need to be fired, well I can't fire, but you certainly need to leave the county because you're not serving us. And I didn't, again, tend to come to come or never come here giving all unions, but the very idea of this way of feeling is so gracious that I think I've got to go home and look at America. There's nothing good about it. You're looking at a few dollars you might get. You can lose it all in lawsuits. But you don't care. I must have been hard-handed, non-carry individual. Who else would you do this? The shame call. And I'd also like to address Conduct Mr. Adler. Is it appropriate for me to call one of these ladies in here? The name she called that lady? Not myself during that time, but my family has been. And coming back here, I've been building crusts with the staff Commonwealth County, the elected officials, I'm very happy with it. But I have felt, I've sensed a feeling that the county seems sort of down on itself, concerned about, and finances with respect to the county government. Maybe've been audit a people one of them move here back from 2010 to 2020, the population actually decline. In my opinion, I think all that is in the past. It's not the future of CUMBLE County, it's not what's in the windshield, it's what's in the rear view mirror. So when I'm gonna try to explain that in two minutes, it says take a look at all the counties that surround the common county. To the north, to the east, and to the south, all of them are going to grow very quickly where they were always growing. I started Flavanna County. Flavanna County is in a lot of pressure from Charlottesville and also its location right next to I-64. The Northern half of Flavanna County has been developing and there are evidence of the Southern half of the Flavanna County has been developing and there are evidence of the Southern half of the Vanne County getting some pressure as well. If you look at the Visa and Guituan, I don't know if you know this, but the Visa and Guituan are two of the top three growing counties in the Richmond metropolitan area at this point. If you look at Powetan, most of the property is acquainted with Powetan. They've been growing for, you know, steadily for about 20 years now. Most recently, they're starting to have residential developments that are tracking wealthy people. The wealthy have begun to discover Powetan County. If you look at Chesterfield, obviously, it's growing very fast, but the one of the hottest places these days is the Mosley area, which is in South Western Chesterfield, so what here in the Muley County, they call that a retail bottle, I believe it's with the Tour of the Middle East and the Real Estate Community. And then think about a Muley. Muley, you think, what do you think? They're not growing that much. I got three words a Poi partway extension. That extension is going to end around 360, just shy of the Amelia County County line. And now from that location, pretty much only a Amelia County line, to the courthouse of the Amelia County. That's the next corridor that's going to go up. In fact, you go on realtor.com and look at land prices. If you can see something for sale, it's not cheap anymore. It's already started to go up. And if you look at all that's going on around in County, there's no way that the county is going to escape some kind of growth But we have the opportunity to do something where we can really control it, preserve our little character. The bottom line is we're not a desperate county. We should not be doing desperate things. Thank you. Next we have Mr. Paul Sey. Good evening. I'm Tracy Causey, with Captain Area Health Network in Virginia. I'm going to share with you guys the bullsroom. And I think Mr. Ari and Mrs. Stanley for inviting me out. The bullsroom talking about the health care. Health care and government care. This paper here, this PowerPoint presentation, this information you already know. So I'm gonna count for a group, some of some of the information there and talk to you about what I know. So, Captain Eric, you got to network. Who are we and why we wanna come to government county? Well, I'm from a very rural area in the city. And I understand the needs of medical resources or the lack of it all. And I understand as Jim just said, that Common County is one to grow. And I wanted you guys to be healthy and as you grow. And I want to be a part of that health journey with you. And so as Capital Area Health Network, I want missions that we provide effective, accessible, and cultural responsive health care education and advocacy to promote positive life for all individuals. In our history of course we've been serving the Brisbane Metropolitan Service Area for over 20 years now. We have three locations, three facilities that we do that out. We have two that's primarily adult care and one for pediatrics. And of course we have a dental center. And the service that I want to bring to Cumberland County is calling our Cumberland Health Express, at the Moeumins. We want to start there. Another thing that actually grow together will find that the services that we can provide can be grown in such a way that it's manageable and something that this community, this county, really will support. And so a lot of this, as I told you, is that we want to make sure that you're healthy. It is our vision. My Board of Directors want us to expand on services, want us to expand our care opportunities to the citizens of Cumber counsel and beyond. You know, we want to part with the local government. We want to make sure that we're doing this in a way that is feasible for everyone. And of course, we are cost countries also. And so I want to put it out there. It's going to cost us about $69,000, $69,000, $600. And so we want to partner with you and making sure that that's affordable. Now, we want to do that. We want to assist you in writing grants. We want to assist you in fundraising opportunities. We want to assist you in every such way that your customer can, that is not burdened to the budget of the company company. We want to make sure that this care is affordable and accessible by everyone. In this proposal here, we talked about this mobile unit and I know that it's kind of hard for you guys to see. I didn't bring one other stick here but this is the mobile unit that we're talking about. This is the mobile unit right here. This mobile unit wants to come here once a week. Every every every week of the year here, we want to provide medical services, dental services, we need dental services. We want to be your resource for healthy growth, and we want to work with you as you are on your journey for healthy care. Thank you very much. Any questions? Where is the conversation? Mr. Causing, I do want to voice a little bit of this pleasure that a presentation of this nature wasn't included in our agenda to be presented to the board as opposed to three minutes during public comment time. I don't think that that was the appropriate place for a new name of to make the presentation. But thank you for being here. I think that's a valuable service. And I definitely think it's something that we should as a commonship. It's cool. I really have three points. I want to make first. I want to apologize Mr. Carole Bader. My intention was not to vote against his real appointment to the board of zoning. And I'm upset by the fact that we weren't able to separate those four items to vote on them individually because of the fact that I had to vote against. One of said items, therefore, inadvertently voted not to approve his real appointment. So that was not my intention. I don't want to go on record to say that. I'm seriously concerned with us as a board taken up out of the next. Greater meeting, the new cup, the green rage, and I think that will jump into gun. It's premature. Post-agreement has not been renegotiated and approved, and I think to have hold the public hearing on the traditional use permit, and I think our speakers have valid points this evening. When you look at their part B application with the DQ, are they going off of the new cup or the old cup? They're going off the old cup. It should change when a new one's passed. They're going off the new. Well, basically, they have unilaterally dictated to us their terms. As they did with moving the entrance off of Route 61 to Pine Grove Road, unilaterally making changes to the existing host agreement without seeking more input and approval. So I'm very upset at that. The last point I want to make is I want to address what happened at the previous planning commission meeting and the fact that this board took no action to issue an apology or take any type of action on the language in appropriate language that was used by a commissioner on planning commission. I personally apologize to the victim in the matter. I shouldn't have to. I didn't say it. I didn't do it. The planning commission is an extension of this board. So they represent this board. And by us, not addressing the matter as a board. And I can't speak for the board and speaking for myself as an individual supervisor of the Cornwalls Board. Again, I want to publicly apologize for the actions taken by Mr. Allen and my frustration that your board supervisors did not appropriately act on that matter.'m not going to say that.
