It is now 6-0-8 and we are reconvened from the executive section. No action will be taken as result of the discussion in that. We now move on to consent and send items on our regular City Council minutes from August 19th and number two approves the Chuck Wagon cookoff. The motion. I will approve both. Second. I will approve. Second. I will approve. Second. Second. Any further discussion? All those in favor? Any opposed? Motion carries. Okay. We will now enter into a public hearing on the proposedkier 2425 city budget and I have Wayne D. Siseras who would like to speak on that particular matter. It is. Wayne Discess was worthy of the record. I wrote in the news a couple of weeks ago about the budget. I understand, I'm sorry, the process back in March essentially increasing over the amount of inflation for 2024. First, the question I know you're going to all give some answers to the last, in any way, have you adjusted the budget for the new numbers for inflation? No. This is the public, you don't. He said to even, I'm giving you the option to answer. So I assume that I didn't see it. I look at the budget, I didn't see it. I look at the budget and see it. It's now down to 2.5%. So you're done. You see, no. The increases are making a 3.5%. We're only obligated to keep all of our staff and in the other expenses at equal to increase the 2.5%. That's a 40% increase that you're passing a word onto the tax payers. I'm only going to be aware of that. And again, I'll ask any comment. I understand it's public heritage. Of course you're willing to comment any comment. Can I ask anything? I'm sorry. Based on the CPI on inflation, the CPI has come in 3.2%. I'm not afraid of the US. You're a laborer. I just want you that CPI. 12 a.m. is 3.2% and does not include energy or food. Quarter CPI, not completion. And silver plus index is what we use. Why would we use it for each? Why would we use it for each? Silver plus index is what employees have to pay to live them. And that's what it is based off of. And some of that's CPI. That doesn't include. It does. CPI does not include energy or food prices. So yes. Right. Right. I have a way to make it. I have a way to make it. I have a way to make it. I have a way to make it. I have a way to make it. Well, thank you for explaining that, but still, that's the savings every employee has. I feel that I filled up this weekend $2.57, not $3.25 like the repayment in Europe. You're increasing, as I said so many times, age or hurry, it just sets. You never get that back, and this is an increase of 40%. So, now ask, if you didn't comment, thank you for yours. And without comment, thank you for yours. And without that, thank you so much. Thank you, Quay. Yeah. I don't have anybody else sign up for the public comment, so we will close that part of the public hearing and move on to the public hearing now for fiscal year 24 or 25 property tax rate. I don't have anybody signed up to speak on that. Is anyone here? All right. At this point, we will consider the public hearing closed. Moving on to our regular agenda item number H. Discussion and possible action approving ordinance number 1534, adopting a budget for the fiscal year beginning in 10 1 and ending in 9 30 20 25 here on the Any other comments on that? All right. Do I have any motion on that? I'm going to approve. A second. Motion and a second any further discussion? All those in favor? Any opposed? Motion carries. Hold on a roll, roll, roll. Oh, that's right. Yes. So, I was looking at the back of the window. Oh, there it is. There it is. Sorry, I got very careful. All right. So let's see. Yes. Adopting the budget. Okay. So we have a motion and a second. A motion has been made out of the second and approved ordinance. Summer of 1534 to set and approved the municipal budget for 2025 fiscal year. So I'll ask the city secretary to please call the roll. Council members are here. Yes. Council member Almond. Yes. Council member Joe. Yes. Council member Lewis. Yes. Council member Charles. Yes. Right. I hear all the eyes in favor in any names. And so it is now passed by 5 to nothing but all right. And so now we'll move to item number two, discussion of possible acts regarding approval ordinance for 1535, but off the tax rate for the fiscal year 2025 Any further on that? My script Let's so now we I'm going to support in 1535 and the property tax the increase by the adoption of a tax rate of 0.48720 for $100. It says fine, which is effectively a negative or a minus 7.73% decrease in the tax rate. Second. motion and a second from Council Gillian. So a motion has been made and seconded to approve ordinance over 1535 that the tax property rate be increased by the adoption of a tax rate of 0.48720 for $100 assessed value, which is effectively a minus 7.73 tax rate. Now ask the city secretary to please call the roll. All right, the motion to approve ordinance number 1335 with the tax rate be increased by the adoption of a tax rate of 0.48720 for $100 to assess that which is effectively a negative 7.73 in the tax rate passes on a 520 vote. Just correction you just said 1335. Oh, sorry. Thank you. Thank you for correcting me. That motion has passed. Moving on to item number three discussion, possible action on the ordinance of 1536 to adopt an annual fee and lieu of that for fiscal year 2025, Kira. I have a physicist that, being low that we get lower than 1% to have a person, getting the right to work. I'm moved to approve ordinance in 1836 to adopt the annual fee in Lua for quite 25. I have a motion in a second. Any further discussion? I have a question. I'm here at Black Green to tell me what the inflow in Lua was if you can maybe two years ago. And we were happy, you know, it was 15, it was 16, before that. Okay, we've gone down to 12. 10, so we're going to have to do that. 10, yeah. And that is a, that is really hard work on your part. And I think you should be recognized. Thank you. Thank you, thank you. All right, so I have a, did we vote on that? No. Okay, so I have motion in a second and any other discussion? All those in favor? Aye. Any opposed? Motion carries. I don't remember four discussion of possible action regarding an amendment toward us. We're 1532 regarding the budget year fiscal 2324. Care that's just an adjustment. This is the last moment in my turn. So, for this final. Okay, we have a motion. I'm the tip-through. Second. We're motion at a second. Any further discussion on that? All those in favor? Any opposed? Motion carries. Number five, discussion and possible action to approve. Resolution number R, 2024-34, adopting the early addition of Tax on Mobile Home Accounts, asked provided for in the Tax Code section number 3311 and Kerry, I see you're here. Would you like to address this on that? Thank you. You're talking about there? Yes. Thank you, Mary. Thank you, Councilor. Another slide. Thank you for having me today. I'll be right here. I'll be right here. I'll be right here. Yes, probably. Yeah, that's a problem. Anyway, so back in 2005, the Texas coffee tax code was amended to allow for what's called an early penalty to be placed on business personal property tax accounts and open up tax accounts that are to Lincoln. Just by way of a little bit of background, the tax code is always the model that the penalty, it's really a turning space, which is the honest here. The journey space attached on the list of talking taxes on January, July the 1st of every year. So for example, the year that the limiter of law firm is currently attempting to collect plus prior year's tax year 2023. However, we weren't allowed to begin collection efforts on the 2023 building what taxes until July the first for all tax tax real property, for some property or local loans. So should the Council adopt this resolution, what that means in real English and just adding haste in our luxury bachelor's statute, it's love them, and real language, what that means in real English and just adding hate in our history, that's what statute is called then. In real language, what it means is that the attorney's fees, that normally attach on July 1st of every year would attach on business personal property accounts and local home accounts on April 1st, rather than thus waiting until July 2nd collection efforts on those accounts. And really the legislative intent when the tax code was amended to provide for this provision was to allow the taxing collection that the undersecated early start on this because this is closed in Mobile Home Club. They're mobile and they can easily be moved down the county and the alley. They have a lot of recourse to collect. And also the legislative intent, let's get the tax dollars into the entities, authors, a little bit earlier. And additionally, when you get started on the VISTA personal property, you have them, local and local and local and early, it kind of helps the tax office. They are on order and in July, but we send our money to link with pass mailing. Because everybody gets it. And they're all they do is answer phones, tell the people in the front, open the mail, et cetera. And so if we get an early job on it, this is first of all, we do not have to put accounts in mobile phones with accounts. We kind of spread that heard out, it's a wider presence, so they're not just religious, all-warded, and until high. And last week at the Richard Corp meeting, the Atlanta County Commissioner did approve this. I will add that I have to go before the Governor and the Governor would have every single taxi enemy and Atlanta County's units were applied to their taxes, for example, the Atlanta ISD school board on the day of the nextILIS School Board on the day and next Monday, City of Washington Bay on the day and not to regret their city council meeting. So it's gonna do how the labor from the time you can have to go to the college, what the U.S. is, and got a little road district, and the deer haven't district, all of them to get into the group, but I think it's worth it. All of this is a foreign money into your office where they put her. So that's what he's asking the council group of the resolution. The resolution was included in things in their packets. And they don't have to talk to you at the beginning. It's a question. Thank you. Thank you, Carrie. One other thing. I can check that. Wait, what's going to say, usually when you're here you bring this money. So, yeah. Just it down. If you want to. Okay. All right. You've heard the resolution and do we have a motion on this? I'm going to approve a second. I have a motion in three seconds. Any further discussions? I was watching that. Okay. For the discussion. All those in favor? Aye. Any opposed? Motion carries. Item number six, discussion in possible action regarding the recommended visitor center budget for a fiscal year 24 or 25 Ron Wood. Are you here? Yes, sir? I have a handout that I think you know on the computer already. Okay. On behalf of the chamber board, I would like to say thank you for the relationship we developed between the city, the city, the council, and the staff. The arrangement was working out great on our side of the bill. So we're very happy with what we're doing in public. The way the city council works with us. If you look on my four-dot-hand side of the Excel spreadsheet, we've got a column there in columns. Consideration fiscal year presentations budget for 24 25. The hotel local tax were estimated to $110,000 for the next fiscal year. Then we're estimating our expenses of the $107,625. That would get that budget that carries out to full. Then we would have a surplus there of $2,375 at the end of the fiscal year. If you look in the middle call of fiscal year registration budget 2324. Last year we adopted this budget for 105,000 and there was a balanced budget rather than expenses both for 105,000. If you look at the hotel bill to our tax during the fiscal year, we averaged the first three quarters $26,000. On the fourth quarter, we received $36,945, which is really great. And last two fiscal years, that last quarter has been significantly above their average. So that's a good pattern there. What that means is, instead of spending $57,750 on advertising, we're actually going to have to spend $64,253. And what that number is based on is all the hotel hotel tax we advertise community affairs To bring people into the community 55% of our proceeds If you look at our salaries back in 2021 We had salaries of 4646,000 by 70, 22, 23, 27,0689, 23, 24, 25,000, and 50 was a budget. And I'm forecasting the $23,000 and $470 actually expenses. We have recommended a budget for summers for the chamber in the district center of people. Twenty six thousand dollars that's higher than actual that we've projected for this year. The reason we're doing that we have so many activities. I mean we've got things going on all the time. We schedule our employees 30 hours a week. So we're saying that next year, we're probably going to have to be working more hours. We did not miss our employees a raise in this budget recommendation. But what we did do, they have not been receiving any kind of a paid vacation. So we're going to give down if this budget is approved. One week's 30-hour paid vacation that we would schedule for our absence from the chamber. Any questions about a presentation? The Chamber Board approved this last Monday night, so we're recommending the city that you adopt this budget. A hundred ten thousand, a revenue, a hundred seven thousand six twenty five hundred expenses. I need clarity because the chamber is its own entity and we own and operate or re or responsible for the business center. Yes. So to make, can you clarify, I mean, is this the chamber budget? Is this the... This is this center, Alma. This just says, the chamber budget. And this 110,000 comes from us through hotel motel. Hotel tax. Okay, right, okay. Which is usually 70% of the total tax. Okay. I just, that was muddled in my little adage adage. Big parts are very good. You said you did not put in a raise for it. That way you could use that. You did just give them one for last. I mean, this patch. Yes, we did. Okay. So I'm like, yeah, I'm happy about how you're going to say it. I just ask, they really deserve the right, they work hard. We're long, I mean they are very good, but they're doing, we appreciate them, we just feel like we can do this. Big time off is good, but if it is well. Yeah. Yeah, yeah. I like to move you in the issue. Heat time off is good, then, if it is well. Yeah. Yeah, yeah. Heat time off, and then I'm. All right. Any other questions? Thank you, Ron. Thank you. All right. Do I hear any motion on this? I'll move to approve. Second. Motion and a second. Any further discussion? I do have one question. What you just said pay time off and versus what he said is vacation. I'm just clarifying that it is a PTO because if you label it vacation on a 30-hour work week, you're hoping in a can of worms for people. That's just my opinion. Okay, but we wanted to do some way to honor the end of the hard work. And PTI I think is fine, but I just don't know that we need to actually call it vacation. Because then it becomes a little different and I think they're not we should be a some stipulation of how many hours worked prior to them getting PTO if you ever get a new employee. Oh, I see. Well they they're scheduled for 30 hours sometimes it'll be 26, sometimes it'll be 34. So but they are Amazon 30 hours per week. All right. Thank you, Ron. Appreciate your clarification. Any other discussion or questions? All those in favor? Aye. Any opposed? Motion carries. Item number seven, discussion and possible action to increase the membership roster of the Leno Fire Department. And Kim, can you explain that? What was it? Firemen were supposed to be here and not. So they want to increase their members from 30 to 35? Right. And it will increase the $3,300. $3,300. I mean, I have 28. Yeah. I said they take two, three years before they got up to 35. Right. I mean, I think they were more changing budget for the pension. Yeah, so we're really just going into proving this, which will take place on a period of time. All right. I make two. A second. I have a motion and a second. Any other discussion or question? All those in favor? Any opposed? Motion carries. Both the reports. We have anything special? Is it all in the packet? Everybody read the packet? I'm assuming? I've carried something before. I just picked up this check today from the district courts office. I don't want to do it in the time I am. But maybe shortly as we did today, they tagged me. I just picked up this check today from the district courts office. I don't want to do it in a different item. But may it short-sleeved, we did conduct a tax sale, a question of the two in Act 2 ago. And recently, the tax sale, as well as these were dispersed to the end of the year around the end of the city. There's a lot of checker, $1,000, and $3,000, the 66 cents will take in place. Oh, yeah. Okay. Thank you. Thank you. Thank you. When I was in fourth, it was four or five cases that the city was only involved with. I was asked cases. So some of this going down in the city of Portia Bay and the emergency services district down there. And then Lano ISP has all been as usual. They're receiving $10,000. And I saw as a person who's from the District District of the United States. Thank you. Thank you, Derek. Anything else? Home arms clear? Good journey. 631.
