Okay, I've got 902. We'll call this regular meeting of the Coyote County Commission's Court order at this time, noting that all members of the Court are present. For those of you that are here in person, if you've got electronic device, we ask the E place it on silence at this time. And for those of you that are participating by Zoom, we would ask the E place your device on mute until such time that you need to address the court. We'll begin this morning with a word of prayer. God, our Father in heaven, we come before you humbled in your side and asking for forgiveness of our sins. Lord, we rejoice and we're saddened with the passing Pope Francis and our hearts go out to the Catholic Church and the Catholic Nation. We ask you comfort them especially as they uphold you and they honor you and they glorify you. And Lord, we're most thankful that Pope Francis resides in a better place now. Lord we ask that you also extend your hand of peace and comfort to those areas around the world that are in turmoil that may have lost sight of you and reinforce them, comfort them, and hold them, hold them fast in your arms. Lord as always we're going to ask humbly ask that you place your hand of wisdom and guidance on this court so that we may do here on earth what honors you in heaven. We ask all these things and your son's holy name. Amen. Amen. And the place is to our flags, our flag allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, individual, liberty and justice for all. Honor the Texas flag. I pledge allegiance to the Texas one state under God, one and individual. The next item on our agenda is the public forum. Citizens may address the court on any matter other than the matters concerning county personnel or matters under litigation. Each citizen will be allocated five minutes with a total time not to exceed 30 minutes. Is there anyone here in person that would like to address the court? Seeing and hearing none, is there anyone participating by Zoom that would like to address the court smoothly. Seeing and hearing none, is there anyone participating by Zoom that would like to address the court this morning? Seeing and hearing none, we'll move on to item number five, which is the consent agenda, noting that there are three items there. The court may choose to to prove consent agenda is presented or you can choose to take any one of those items and consider them individually. I would like to point out that we can send a agenda to the A and B and C. We've got a motion to approve the consent agenda from Commissioner Batchel, the second from Commissioner Taylor, any further discussion on item number five. Hearing none all those in favor say aye. All those opposed to no. I just have it motion carries. Item number six on the agenda is the road and bridge report. Mr. Latham. Start paving first this month. My advice they were going around and we're going to ship to the scene on this one female spot. I guess we've built the end house of the water crossing. Yeah, it's like pretty proud of the guys. Like they did a real good job on the first time we've done that. and use different methods to keep the lens yourself. Like you know, the bathroom breaks. I think so. Okay. Thank you, good job. The law, the law, concrete, free bathroom, locks, and usually a lot of light, and a little bit of buildings. We're apparently putting it. Good. Really alive, really? Where's this one? I'm kind of bringing the other thing. Mr. Laiton, two items I do want to address during your report. Lake Friday, I got an email from Congressman Carter's office regarding a community project funding. This was what you'd selected as Strauss Mill Road from a year ago, so that everybody's aware that funding bill was not approved. It was passed by the House, but they've never got approved. So they're reaching out to us to see if that's the same project that we would like to submit for FY 26 or 27. This next cycle, are you still comfortable with moving forward that? Is that okay? All right, good. I'll respond to that. Additionally, we touched on this briefly. I believe in our last meeting about SS4A grant application. The show Creek Bridge on Baldnob is a duplicate project with FEMA as well as, I mean, SS4A as well as CDBGMIT that we just recently got approved. I I don't even answer right now, but I need to either A, know that we're going to drop that project from SS4A and just move forward with that application. Or do we want to substitute that in the SS4 grant application? So, as we have speed here, we're gonna do some of those parts together. We'll see what the DBG may have. Let's put that in. So we will, like it's moving forward. Yes. That is bold enough. Yes. That's great. Maybe we just forget and do it. Because things were moving along so slowly. And there was the anticipation that we may receive the SS for a funding. We had included it in that. So again, I don't. It's just played it. I know the city is a huge man's boat on the dining room. It's that boy, is for a zero spread on that. It is, it's an 80 20 or 80 75 25. It's one of those there is a there is a cost match that goes along with that. And again, I don't need an answer right now. I just need to put that on your radar screen because we need that line. I think I see an email. June. You remember the criteria. I mean, I guess that's for a women. It will be sweat. It sweat? It will be LMI. It does fall into, um, as this, pick a couple of projects. I'll come out and see you on Wednesday. I think you and Desiree, we're going to huddle at that time. We can get caught up on a couple of other things. And we can kind of screen some of that if that's, if that's good, But just have a couple in the back of your head that you think that might be good under the SS4A piece of things. And I think that's all I had. Or you didn't mean to. Don't ask you the last minute. But thank you. Anything else for the road and great support? Any questions? Comments for Mr. Lake. Okay. Very good. We move on to item seven on the agenda, which is to consider Harrison edition. Mr. Manning. Yes, good. This is just a small here too, subdivision. Total 10 point 1, 2, 7, 9, there's three mods, average, lock side, and three, two, four egg groups. It's on Miller, Miller Room, out there in the Royal City. They provided everything for the North Edge list. I think it's good can go. Which would come in for Mr. Max? We have the application for a peer to use of the vision. Nobody that needs to understand the condition. Also, Thank you. So we have a motion to accept the application and approve the plan from Commissioner Wettler, second from Commissioner Taylor, Commissioner Taylor, you're comfortable with that wording. Yeah. Okay. Very good. Thank you. Appreciate that. Any further comments or concerns under item number seven. Mary none all those in favor say aye all those opposed to no I just have it motion carries item number eight is update and actions on grants to include but not limited to beginning with SS for a and I've addressed the one item that I had there with Mr. Late and anybody have have anything else under the SSRA? Hazard mitigation plan. Again, that's where we're seeking reimbursement. We'll still have that on the list until we get funding back from the GLO on that. Any questions or comments under Hazard We're now moving on to the RCP. Still working on revisions to the subdivision. Brooke has reached out to us. I believe she will be picking up. The grand administration, the portal side of things. I believe we've gotten the final information that we needed to put that in and turn that over to them. Any questions on the RCP? There are none. Moving on to CDBG-MIT. I have not received any additional correspondence from the GLO as far as assigning a project manager from their end. We still looked because that would be the next step in this. Gatesville and Copperscode have been notified. And so right now I'm just waiting for them to get back with us to establish one of the next steps moving forward with that grant. Questions under CDB GMM. DR 4781. I think there was a very productive meeting. I have to be bogged down a little bit, but there was a very productive meeting. We, before last, apologize to Mr. Latham and Deseret for missing that meeting, but I think we made huge strides in getting our funding sources back online. We've got another meeting set up for this Friday. And again, I'll be meeting with Mr. Latham in Desiree during this week so we could put some notes together as far as how to most effectively move some of these projects around. But I believe our category B which are the emergency repairs which had been and decrease significantly will increase significantly. And so we'll try to get that balanced out. on staff. Okay. Okay. So are we not having this Friday, so we'll but we'll have Monday week. Monday the eight? All right. And just it is fully moving over to Monday. OK. So what's the training stuff? I pointed out, I'm going to move 4-10 there in the B-weeds. Yeah. OK. Nope. That, that, that, I can, I can, I can work around that. OK. Anything else to cover under DR 4781? Very none. Any other grants? Or which is discussed or considered? Very none. We'll move on to item number nine, which is an update on construction projects. I believe we've got the JPs that are currently moving into the new annex. You have an update on the 440th when they potentially are moving. Money Tuesday of next week. So would that be anticipation of we should be completely moved in by May 2nd? Okay. Good news. Okay. Anything else to cover under item nine. Forget item number 10 would be to consider actions on items to support construction projects. Is there any actions that need to be taken? Hearing none, with the courts and delgents, we'll skip nine, number 11, we'll come back to that. I believe that there was an update to the contract that had previously been sent out. I believe Mr. Belt is currently working on that. And once he's got an updated copy to Lisa, she's going to make those copies and bring those down. There was some wording and language within their standard contract that was inconsistent with the grant application process as I understand it. Which then brings us to item number 12, which is to consider proclamation 2025-02, soil and water stewardship week proclamation, Commissioner Mathews. Well, it's our day in the United from flying through it, rejecting last week and the the solar and water, the is April 27th, 3 May the fourth, and we would not be meeting again, they asked me if I would produce on here as five minutes of motion to the crude Coral County Proclamation 2025, that's zero two seconds. Second. We've got a motion to approve proclamation in 2025-02 from Commissioner Matthews, second from Commissioner Batchem. Any further discussion on item number 12. Very none. All those in favor say aye. All those opposed say no. I just have it motion carries item number 13 on the agenda is to consider keen on donation of a thousand dollars from family living LLC. I believe I believe Commissioner Bastion snuck in on that when he was he was like so we've got the motion from Commissioner Bastion we've got a second from Commissioner Wettel any further discussion on item number 13 hearing none all those all those in favor say aye. All those opposed to no. I just have it most of carries. Item number 14 is to consider the care coordination agreement between central county services and the Coriola County jail. Got McClendon, you want to address this and explain any of that? Absolutely. So this is an M.O. view between the set of time and the admission law and the bill, I think, of this, and have been to our attorney when they book over at Standard Language. What it does for the county is they don't cost us anything. Every time that the course sends a mental health consumer out of 40 valuations, when they come back once they're restored, they have medications, they have to pay. And some of the medications are $1,000 about to get them. So what this grant does through Central counties and the MOU is that we're gonna be a lot of use their grant and they pay for all the medications. So we're not going to be paying that openly in the future. Questions concerning the MOU to Inquiry County and Central County Services. We've got a motion to approve from Commissioner Matti, the second from Commissioner Taylor, any further discussion on item number 14. You're not all those in favor say aye. All those opposed to no. I just have it motion carries item number 15 is to consider actions to support financing options for capital expenditures. Item number 15 is to consider actions to support financing options for capital expenditures. Mr. Belt, if you are available, is there anything that you had as a follow up for item number 15 for today's meeting? Yes sir, I talked events this morning. Got an update from him in Patrick Smith with specialized public finance. They're still moving forward. They've got the packets out to banks or receiving bids through the 9th of May is the closing date for them to get the bids back on those they intend on having those packages ready by the 13th for the commissioner's Court to review and award the winning bids and issue the notes. Once that's issued, they will be sent to the Attorney General's Office for review. Once they're reviewed, they will be able to close and fund those. They're shooting for June 11th or so as kind of their target date of causing an us receiving funding. Okay, so that I've got my notes correct. We're still looking at May 9th to have all the packets returned. May 13th would be a decision by the court with ultimately a June 11th funding date. Is that a good? Yes. Yes. Yes. Now we're forward all of y'all this email. I got an email from after I talked to Vince this morning Patrick sent me an email. With the timeline laid out so I'll forward that out to all of y'all but that's that's the timeline. Thank you. All right so I don't believe that there's any action that the court needs to take at this point on item number 15. Mr. Beld, if you still have just a minute, is there anything that you could address with the court considering item number 11? Yes, sir. I'm waiting on the contract from Rob Clark with a due set. I talked to him this morning about 815. He was waiting on his admin to get in so that they could put the revised contract into a PDF and a fixed signature to it and get it sent back out to us. The only changes that will be made is the language regarding the cost plus will be removed so that the contract amount will be not too exceed with the early rate and the $500 for reproduction cost Build out, but it will not be Plus 15% for those costs all that cost plus language will come out in those 200 CFR mandatory contract provisions Will be attached to the back of it. There's a signature spot on it for them And so I expect to actually I I just got it. My computer just beeped. I just got it. So I'm going to review that and I will get that up to Mr. O'Buck right now and get her to print that out and bring down to y'all. So but that'll be the only change from the one I sent out. It'll look just like the one I sent out except for the cost plus language will be removed. Okay. Very good. Thank you. As court have any questions concerning what Mr. Bell just explained the stories, the cost plus language within the contract that you currently have. Okay. While we're waiting for that to come down. We can move on to item number 16, which would be two pay bills. We have bills presented in the amount of one million. 279,300 and $3.82. Thank you. Thank you. You got a motion to pay bills from Commissioner Mathews, second from Commissioner Taylor, any further discussion on item number 16. Hearing none, all those of you say aye. All those opposed say no. I just have it motion carries and let's continue on with reports. Commissioner Mathews? Yes. This prayers now to Dinton County and the Lewis Field. There was a death in a stabbing up there. Commissioner Gutstab, the air has been was fueled and possibly the grandson involved. So that that's something of a verse to those folks. Obviously we had we had easier and a patient by was put on by Trinity. I'll ask you, and I think this is about 25 years deep, just basically, they're dating and visiting. And patient play was put on by Trinity all last week. And I think there's about 25 years' distance that they could get. And visited that. So that was very good. Aggie must have last night, you know, that's done, send us in and send us in. And that was a big turnout last night as well as probably people people there that were scooting. The only other thing is I would ask for the next agenda to include a request from the city, case for the case for chamber of commerce to use the property of gave it to 712 Bridge Street and 307 South Seven Street, food delivery for 2025 next June 7. And I'll shoot that out. I think a guy is scared everybody out and so forth. And then also on the next agenda, I'd make a motion to include discussion and consider all of this in facility's writing. I mean, we got the up. Okay, very good. Commissioner Wittle. I've done it for you, thanks. We're good Hi, everybody. Good. You're the eastern. We've got a little. Chow row making in about three times. I'm from by. You. You ran right. Very good. Thank you. Mr. Okay. Very good. Very good. Again, I'll let go commissioner Matthew sentiments court. Dick and County commissioner Bobby Mitchell. She was severely injured. Her husband was killed and a stabbing early this morning. So thoughts and prayers go out with them. Sure, a couple of you probably wished I was probably the one that got stabbed. I want to I want to extend my appreciation to Allison Hill from KXXV. She's done an exceptional job of covering covering Query Old County. And there was another very, very good news story last night about some of the automations and technology upgrades. So, and along with that, I extend my appreciation to Mr. Justin Latham, Mr. Billy Vaden and Sheriff Williams for their time in meeting with her yesterday. I thought they did a really good job of explaining kind of how this system is growing. And it was really good. Rain was good. More rains better with the commissioner and let everyone know. Lisa will be on vacation next week. So if you're needing anything from her office, I would ask that you get it in this week. So she has a little time off. And that's all I've got. Judge, if I could just second that the revised contract, he sent me, he took it out in most places, but there was one place that still had the cost plus language in it. So he's getting with this admin right now and getting that fixed and getting me a clean copy shot back. So if you'll want to take that up after the executive session, that might be the best use of y'all's time. Heard your advice with the courts consent. We will table item number 11 until after executive session. So that would be one action item that would be coming out of the closed meeting. So with that, pursuant to Texas government code section 551.071, the commissioners court will conduct a close meeting to consult with the county attorney regarding pending litigation and a matter of subject to attorney client confidentiality to include but not limited to that case of the county of 4L versus Purdue, which has been previously discussed, as well as pursuant to Texas Government Code Section 551.072. The commission versus Purdue Pharma, which has been previously discussed. As well as pursuant to Texas Government Code Section 551.072, the commissioners court will conduct a closed meeting to deliberate the purchase exchange lease or value of real property. Again, upon reconvening after the closed meeting, we will take up for consideration item number 11. So with that, we are in recess. We will reconvene in the front room at 940. We've got 1018. We'll reconvening an open session picking up with item number 11, which is to consider a contract with do set on 404 mitigation projects. having an updated copy of the contract being presented to the court, or moving some key language questions, comments or discussions. I'm going to accept the contract with Commissioner Morgue, FEMA Hazard Medigation and Assistant Grant, Cappaway, K-10. We've got a motion to accept the contract from Commissioner Wettel. I'm going to accept the contract from Commissioner Wettel. I'm going to accept the contract from Commissioner Wettel. I'm going to accept the contract from Commissioner Wettel. I'm going to accept the contract from Commissioner Wettel. contract with the FEMA hazard mitigation and the system grant application. We got a motion to accept the contract from Commissioner Wettel. Second from Commissioner Batchem. Any further discussion on item number 11. Here you're not all those who have ever say aye. All those opposed to no. I just have motion carries. That concludes the business of the court today. We stand adjourned. Thank you gentlemen.
