This will be a second reading of an ordinance to mend the code of tombsville, creating new sections and turning urban camping. First reading of the ordinance to amend the text of section 14-97 of chapter 14 caption Surge oh I forgot oh Chris you go For quite some time it's been instead of this practice to identify discharge for sewage before you said they finished four of it. And for whatever reason over the last 20 or 30 years, especially in county areas where we have little control, we have seen that change. Y'all may recall that in the last couple years, particularly the last eight months, we had several incidents out in the tall pines area where, or excuse me, the tall timbers area where several houses got flooded with sewer. That was a direct result of, you know, when we have a sewer back, if that slav or that house foundation is lower than the nearest manhole, the sewer will backup into the house. The manhole itself is a safety valve in the event that we have the system is overwhelmed flooded from whatever reason. In that case we were having an issue with people, I don't want to say vandalizing, but putting stuff in the sewer that's clogging up the pump there at the lift station 15 and the system would fill up and those low-lying areas would overflow. In this case, it was a total, I think, of four or five homes over a period of several months. Everyone of those homes after we surveyed them, we discovered we're well below in the nearest manhole. So what I'm attempting to do here is actually codify the city ordinance to establish a fixed rate, which is like I say been observed, I know by me and by others that have been in the business for a long time, of a minimum of 12 inches above an alternate methods. There are a rare occasion where you're way down in the bottom and the the sewer connection might be lower than you but the nearest manhole may be quite a bit above and there are backflow preventors and there are other methods but as a general practice it is very easy to set the house elevation above the manhole. So that is what we're proposing here. I don't know if you read it but there's actually there's the text amendment in red and we're simply handing in the middle of the existing text that the finished floor elevation must be a minimum of 12 inches above or provide alternate method of compliance. So if y'all have any questions, I'll be glad to answer that. It's tile timbers in the city of the county. It's in a county. And so when it's in the county, who would do the inspection? It would be the county. It would be the county doing the inspection. And it was here. And several of these houses out over the exact days, but almost that they were built in the 90s, probably maybe early 2000s, most of them. And there were spurks just like there are now where there's a whole other construction going on and this is not something that people reviewers may think about but something needs to be on their radar now once this is passed I am going to send it to some of our local jurisdictions just so they know you know Ken Gay is a great building official for the county and I think we'll probably implement this and try to push this out just like we are going to, but it's something that needs to be done. Both for the benefit of the end user, the customer, because the contractor, the developers, long gone. And they may not have known they ever did anything wrong, but this is correct. But in a situation like if the house is in the county, it's our sewer. Who's are we at fault in that situation? Well, I mean, we ultimately claimed to bill, the house has been there, we accepted it and we connected to it. But as of right now though, we can't hold the county to the standard, this is a standard to city as make. Well, this is a standard we're making to hook to our sewer system. Okay. Okay. And it's like the walls are sewer. That's what we have to develop. Okay. That is what it here to be. Yeah. And this is really at the connection point. So when the sewer is rough down the sewer system as a whole is looked at when that connection is made, often all they look at is the actual tap connection and making sure that the sewer it has fall from the house to that connection. But the slab may only need to be raised another four or five inches. You know, and we, but a couple of the houses in question were actually a foot below the near time. And it would have been very easy to raise that to a point where this could have been resolved. So this is what new developers coming in? Yeah, I mean, it's a combination of making assumptions. It's a combination of young contractors, developers that are hiring who we're able to get the project done. But some of these houses are as new as a year and a half or two years old. And some of these go back to, like I said, the 90s. And what I'm trying to get to this with this ordinance that we're trying to pass here. If you go into one of those houses to do the sewer, that's what you're telling me, right? That you will not do it if it is not at the level that it should be. We are the odds of us actually knowing that that house was not built at the correct elevation is about one in a hundred because we're gonna We're gonna have the tap there very often their plumber is gonna make that tap connection and if somebody responds from Operation city operations. They're not gonna know to check that elevation that slab by codifying this We can point to this and say look own notice, this is public information, you're supposed to adhere to these standards for us to connect to you. So when the review is done, when the house is built, it's when this should be addressed. If what had happened happened, I'm not sure whether we would have still paid or not, but they could have then with this gone back to a contractor or developer and had grounds for soup against them or we could have to get reimbursed. The two of these claims collectively were over $200,000 on our insurance. That's not easy to clean that stuff up. Yes. So I'm just curious. I mean, I think protecting whoever's buying the house and getting a bill is a good thing for our sewer system. Does this, is this going to end up, I'm just thinking if I'm a developer standpoint or somebody's building a home, I mean it's 12 inches, that doesn't sound like a lot to me, but is that going to, could that change the price of their slab? So I'll give you a good example. This is the personal example when the tornadoes came through 20 years ago in Camille. Glenn and April Davis, Lars and the Gulf are only going to build a new house. And we were looking at connections and they had a very large lot. And so when we went out there and surveyed, he wanted me to build a house in a certain place and I said well the road is 3.5 feet above us. We can't build that one. And he was Libby at the idea that I was gonna encourage him places slab high 4.5 feet above the ground when we were standing upon. But at the end of the day it made all the difference. Not from a sewer stand point in this case It was storm water, because when a stormwater backed up his house would have flooded, because there was a drain that the county or city I'm not sure which, I think it's in the town, did not keep clean. Now later they discovered their mistake and they cleaned it up, but had we not built it, it would have flooded about three years after we finished his house. So these standards have been in place for a long time and when I started we just found the crown of the road directly adjoining the lot and that was kind of hard and sometimes we were full figure out the ground, sometimes you were only 20 inches out of the road. But this is an important protection measure for the homeowner and we've had this happen in other parts of the city in the past. Same, similar situations. Some of those houses were much, much, much older and built in a time where you didn't think about soup. They may have had private septic systems. But I think this is the important part of moving us forward to give people the information they need to point to. Because right now they don't have anything to point to for their contract. It's like you've got I'm going to have to put you in a certain amount. Do you have an idea? I mean, again, I'm just trying to think through... need to point to you because right now they don't have anything to point to for their contract. It's like you've got to put it in a certain amount. Do you have an idea? I mean, again, I'm just trying to think through, we put this thing in place. It's all a sudden, there are going to be several people who all of a sudden their lots aren't buildable because of this one. No, 12 inch requirement. No, one has nothing to do with it. You can raise that slab. I mean, you've seen houses on stills. We don't have any lights of that magnitude and elevation to reach change. But it may mean them adding three or four more courses a block. It may mean them leaving exactly as they are already planned. It's been on the department. But this is something that they need to do. So you're asking and you're waiting, you warning warning and that's what they should do. The county to in their areas, the county should know that when they're dealing with a developer or anybody building a house. You want them to make sure that they tell them about this elevation and if they tell them about the elevation or do not tell them you are seeing to them we won't tap right. There will probably be a case where we do. Okay. Their plumber often the plumber that is working on the house or the project and I want to say structure because it could be a commercial building but they will make that that connection. Operations may be out there to supervise. We may be out there to make sure it happens if it's on our right away. But all of the, that work goes on before we ever pull up. You know, that can be very late in the process. So this notification should be at the plan review stage. And the contractor, just like I expected them to look up building codes and relate to Farco, they should also look up all the ordinances that apply. The reason we put this in effect, if they don't do it and it floods or sewage banks that are not viable, they're not there so they're still us for 200 more thousand. Good afternoon Council. The first item that we'll be bringing to you on Monday is an Ole Miss Dereezone 115 115 North broad as a conditional use and this is for light manufacturing. That's something that is colloquially known as shopfront manufacturing because it is only allowed on buildings at a 12,000 square feet or less and only for certain minor types of manufacturing uses. 115 North broad it is is the applicant, is bull and broir. And what they do is essentially they, the store makes, kind of handmade leather goods. They do belts, handbags, things like that. And they, because they're manufacturing and making leather on the site, you, that is considered a manufacturing use. And so it is something that is only allowed as a condition we use in the downtown zoning district. This map just shows the location of where the business 115 was brought dislocated. This is just a map showing their current zoning in the downtown core. And then this is just a little bit further out showing the locations. So as I mentioned earlier, the applicant purchased this property in 2024, primarily for the sale of these leather goods, but also wanted to operate a small manufacturing piece in the back where people can actually have custom hats, and or things like that. And because of that, it has to go through this conditional use of light manufacturing process. In terms of what it allows, for this particular proposal, it is in conformance with the blue part components that plan in terms of the use that it will allow in this area. The manufacturing with these leather goods will not have any nuisance or hazard on the surrounding property owners. And it will not have any sort of detrimental impact on the surrounding properties. And so with these conditional uses, there are a lot of these type of standards that a development has to meet to even go to this stage. And the bull and barren shop has met all of the requirements of this condition. So Monday night we're going to be coming to you with a recommendation from our planning and planning commission that finding no issue with this conditional use request. We recommend the city council approve the conditional use of manufacturing processing and packaging light for the property we'll it 115 worth of raw. Can I get you to go back? Yeah, so this, this, this is going to be very similar to what, to what, essentially what South I've went through about a year and a half ago, with almost the exact same process. So I won't go through kind of what the findings and commission is. I think you're all very familiar with that board. However, we have recently had a vacancy for the board. We had Miss Audrey Linder has recently resigned earlier this year. You leaving this non-member board, one member short. When we have a vacancy on the board, and it's not at the normal time of appointment, we have a process that we will go back there, we will look at any of the recent applicants that have put in requests to be on those boards and then we will look through them, contact some of these members and to see if they are interested in still serving on board. So with this, the most recent applicant that we have had that we have've received, that has not been appointed to award was Miss Deserida Dyson. So she is, she's filled out all of the necessary information. She sent us, or just kind of a quick bio, she's born and raised Thomasville. She's a graduate out of Thomas County Central High. She's CPR certified, a first aid instructor, and a small business emitter. She has served as an honorary council member in April of 2024, and she has a specific interest in seeing community development, and especially how that's applied in her neighborhoods in Thomasville. So we have a chance to speak with Ms. Dyson earlier this month, and have for willing this to serve on the Planning and Planning Commission if this city council approves a civil. So Monday night we'll be coming to you requesting to fill the vacancy on our Planning and Planning Commission with Ms. Rida Dyson to fill Ms. Audrey Lenders on expired term. Thank you. All right, can you repeat the question? Thanks, Kenny. Next is the resolution to approve a contract for the multi-multimotor plan. All right, you. So you may remember we came to you, I guess it was about a year or so ago, with the resolution to accept the award for the multimodal plan through the two grants that we received. So we applied for the received two federal grants, the race grant, for $175,000 and then the safe streets of all the grant for additional $175,000. The intent of these funds is to establish a strategic plan particularly for different types of multilateral transportation that is primarily walking, cycling for Thomasville. That will include looking at PTVs. And I'm not talking that we're also going to look to incorporate into this plan. And so with that, in efforts of finding a consultant team to be able to address all of these concerns, we put out a request for qualifications earlier this year. Through that process, we did receive four statements of qualifications of different firms that were interested in applying for this contract. We had a competitive scoring and review criteria. And through that process, the review team and the evaluation committee selected tool design group as a preferred consulting group to enter into this contract for the multimodal transportation plan. As I mentioned, we did have four. The other, we had three finalists in this process, along with the full design group, it was also Kim Lee-Bulvin, and then RKNK, with the other two groups that were shortlisted. However, the final design with their specific copy is on multimodal transportation, was the clear and evident preferred firm by the selection committee and just as a reminder on this contract the calls and services for all of these are 100% remversible by the grants and so there will be no cashmatch required from the city So these are all federal funds that will be reimbursed at the end of the project through the agrees and the state streets for all So what you're, I just want to ask you about the TT. What would you say about that? The T-E-T-Vs or... P-T-Vs, golf cars. Yes, yes. And it was at the only riding vehicle that this would be for. And so, in terms of bicycle. In terms of multimodal transportation, it will be primarily for walking and for walking biking, but we're also looking at other forms of what we call micro-mobility, so that would include the personal transportation vehicles and things like that. So which, you know, the state of Georgia has some very specific criteria on. And so as a part of this, we'll be making sure that we align what we put together, we align with the state criteria and we're able to address all of that in this point. So the state criteria does not add anything about the vehicles that like I don't know what name I'm Sweeney shots and all of that. Do they say that you cannot do that on the city? So I'll be honest I don't know all the specific state requirements on all the different types of vehicles that I've not signed in those. I do know that what we've been looking at are specific to the personal transportation vehicles. It's a very specific class of vehicle, very slow speed, very similar to golf cart. It would be kind of the type of vehicle that it would be allowed in the state defines that in their ordinance and also with some very specific criteria around what isn't is not allowed and what isn't is not considered a personal transportation vehicle. Can you let me know that between nine Monday? Yes, ma'am. What vehicle the state says that they cannot do this multimedia, Multimotiv. Yes, transportation. That's what they know about Monday. What they were not allowed. Because you know we got a lot of people in Thomasville who have those other vehicles. And when they see golf cars coming up and they cannot think, we need to know what we can say. Originally we had the PTV ordinance under that package put in the multi-modal plan. We've separated that out to get it done a little earlier than the full-blown multi-modal plan. And what's the timeline on that? Can you as far as the PTV ordinance? So that's something we have. We have some very good draft for for immunations from the consultants so we'll definitely be drafted before the the ordinance. But just be clear just I think there often is confusion about that. But what vehicles can cannot be on the road is not a local. Yeah that's what I want to see what's the. I mean that's also what we need to communicate need to communicate is that's I want to be clear on what those are too. Yeah, that is not our Decision state decision. Yeah, that's why I want to know So I'll coordinate with Kenny. Okay. That's what I want to know Just one more question Are both these grants Confirmed and in place? So the first one, the raised grant is confirmed and executed. The state streets for all grant is kind of in consideration of federal government at this point. And so what I'll say is we do have in our contract with this team is if the federal government decides for whatever reason to not continue with that award for that agreement that that 175,000 will be pulled out of this contract. So that's clearly separated? They're very clearly separated within this code if that happens to be the case. Thank you. There you go. All right, last but not least, resolution to approve and authorize the mayor mayer mayer protein to sign the GIC letter of support. All right. All right. Thank you. So this is something. I know this is not the first time we've gone through this kind of the light tech application process. Several years ago, the city and the GIC group approved an approval process for providing a light tech, a support for the city and from I guess I'll slowly start before I get into the acronym. I said, GIG is a local group, the Georgia Initiative or community housing. It's a group that was initially started by the state, by the Department of Community Affairs. And as the city we we have been able to maintain our certification as a Georgia initiative for community housing, alumni community, since the inception of our enrollment network. And so one of the benefits that we have of being a Git community is we have the opportunity to offer a letter of support for these different affordable housing projects that are awarded across the state. The Lightech, the Lulumcom Housing Tax Credit Program, is a highly competitive program where different developments compete statewide for these tax, I'm a Simpson, these tax credits that helped offset the cost of these housing developments and provide high quality affordable housing within our communities. And so it's been called one of the most successful affordable housing programs in the country. And so the fact that we have the ability to provide a lot of support for our get-through is a is a very good way for us to be able to encourage more affordable housing and specifically quality affordable housing in our community. As I mentioned our city's GIG team has adopted a clear guideline and scoring criteria reviewing any light-tech applications that may come before the city. And so having all through that process, you want the GIG team essentially approved a or makes a recommendation for approving a light tech project. That letter also has to be certified by the city council. So essentially the city of Hummusville and the GIG team are issuing the same letter together. So this year the Gap team has received one application in this year's live-tech cycle and with that have it as a has reviewed this this proposal and has voted to endorse the endorse the project. So to give you a little more information on what this project is, this is called Everding Ponges. It is a new construction, a multi-family development located at 771 East Pine Tree Boulevard. Just to give you some criteria where that is, that's on East Pine Tree. Just near publics kind of just south of Metcap Avenue. So there's an old begin orchard that is over there on the side of the road across from a mobile home, kind of the mobile home units. And this is a, this is that 9.5 acre site where that orchard is located. What the, what the developers proposing is it would be several buildings, about three or four buildings, but they totaled 72 affordable housing units, ranging from one to two to three better than one. And when we say affordable housing, this is actually defined by the state. So all the residents of this development would have to make similar between, I believe, 50% and 70% of the area median income. And so this is something where it would guarantee that the people who are moving into this meet those income criteria and as well the LITECH program itself has very strict guidelines about the quality of the development, the type of siding, the type of materials, the type of amenities that will be provided. And so with this development, we also have it with playgrounds, it will have the buildings, it will have a community room. It can also function as an educational space and as well as some other amenities on the properties as well. So these are just some example images of what the development would look like in terms of you I'll say it looks like you really it's a fairly standard kind of a garden style but higher quality department complex but it would be you can about you 72 units affordable housing is currently zone for this so if this developer was not to get was not to pursue the Latin credits they would be able to build this development by right so essentially this is not an approval of the development it's an approval of of the GACLAR support for this project. Sorry, so the property is all- It's in June C1, so either one else for apartments as well as any number of commercial units and buy right. So the property does not have to go through a resounding, so really all that will be requested of you Monday, night is essentially a city endorsement for the gay pleasure of support for this project itself. So with that I did want to mention when the developer met with the gay group. One of the scoring criteria that you were I guess not as there were little you know something that they said they did not support as well on was the connectivity piece, specifically the sidewall, the sidewalk aspect. And so they said that as part of this something that they would like to offer is they said that they would like to offer some additional funding to be worked out at someone in the future, but to help try to provide a sidewalk connection from this development up to the intersection of Smith Avenue and they said that they would be willing to contribute up to $200,000 toward that endeavor and building that sidewall. So just now that's something that is not it is not a requirement. We don't want you we're not selling the good letter of support but it was something that this developer said because they wanted to make sure sure that it's development. Hending rate is impact on the community. That was something that they were willing to offer, if that was something that they wanted to consider assistance in paying for that site. Well, they could have management on site. Yes. So as part of this program, they will actually have to own this. because that's because they're doing a 100% of four of the whole units in this development, fully affordable, they will have to own and manage this for the next 30 years. So this will stay under this development management for those 30 years with an opportunity at the 15 year mark to reapply for the light tech letter for renovations. And so what they said this group typically does, they've been in business for about 75 years now and they said with these different light tech programs that they do, they will build it and then they will come back 15 years and renovate it and then hold on to it for another 30 years. So their goal is to keep these at a high standard, keep them affordable in perpetuity. But they will have on-site management that will be very kind of you. Again, a lot of this is mainly done by the state through that light tech program. And they have very strict, very high standards on the quality of management, the quality of how they control the income and the quality of the people who are in these units to make sure that they're up to a certain standard that meets those lights at state criteria. I just want to make sure we have management on sites that don't't end up like a couple of months we have now when the residents have issues that can't get them solved. Where are these guys out of? The developers? I can't remember. It's a small time in Alabama. I cannot remember the name. But they're local in the southeast. In a review of their website, they've done a number of these around the Georgia Alabama area. And in terms of the quality of what they've built, it seems to hold up. That's all. I was a question I was going to ask, was that as anybody looked at some of their developments that are 15 years old? So in which case, they recently had a development that went through the 15 year recertification process where they've taken this at 15 years, reapplied for the light-tack, and then used those funds to renovate it, to bring it back up to to a currency. Can you get us names and locations of some of the places that they have? Yes, we can insert them right now for you. So Google's a bad thing. We can Google them things and see what you look like now. So in Crete with Tom Rolkeni, and I don't know what conversation has been had, there's the old light take project that was on Smith Avenue. If I remember correctly, I think I was on PNZ at that time or was involved, but the city kind of held them. Well, there's a lot of working with the developers to make sure they're using materials or certain things that elevate the quality, sustainability of that development. I could be wrong on that. But with this one, and I know recently the Douglas School has been a recent light tech, they're going to be held to historic preservation and other standards as well. As far as design goes, is there any standards put on these guys? I'll say so. It's with both of those in the organization and the Douglas, they had to go through a reason. And it's part of that process that was when the city was able to add extra conditions and requirements. So with this, I mean this is something you would certainly, you can make requests for kind of design modifications that developers seem very willing and I mean to kind of making sure that what is built is something that fits in here. We want to see in Thomas Phillis. But in terms of requirements, we don't have an actual set of development standards that we would be able to place on this you without having to go through a reason. So if they want to build here and we find something that shouldn't be like the materials and all like some of the apartments out of here now. So, is there anything about the tap and that we could make sure that they do is that not what we can do? We wouldn't tap them in if they don't do some of the things that need to be done to make these sustainable buildings. Yeah, what are you talking about? Water and sewer taps? Now that would be held to a standard, don't know that for sure. Yeah, that has to be a standard, but in case they don't have anything else to standard. To be sustainable. And we can certainly work with the developer as they, and that can be another request we can make as they go through, go through this process to continue giving reports to the gate through, to ensure kind of just so everyone's on the same page about what these, what it is that they are home to be providing. I know that a lot of those standards are created and they're held to these standards by DCA, but I think our gate group is certainly able to watch them in terms of just making sure that everything is that everybody has intended. Okay, the posm of that begins to talk to them. Possibly they can come to the council meeting. I can certainly, that's something I can certainly make that request if having them. If that's something you'll like, we can make a request for them to come. Because you talk to them here. Here, to speak to the council meeting. Can you add a short break? Sure, but this don't turn into the drama We had our Smith Avenue. What's the route in evidence? Yes. All... that this don't turn into the drama we had on Smith Avenue. What's the name of it? Yes. But we need to make sure that we do not catch the drama we caught with the last. Well, so for this one, that's a good question. But what Kenny's saying is two things. One, they own the property already. Is that correct? They haven't under contract. They have another contract. Let's say they own it. They can build this without any notification to the neighbors. That's correct. Because they're not doing a reasonable change. So this could pop up, per se, without any notification right now. But it still has to go through planning to get a present. It does not. It does not, they could build a dollar general, they can build an apartment with the units. But they go through to get their tax credit serve. So just the department of community of areas of the CIS. which group was the Macon City Council or the Baudosta House and authority or whoever? Hey, this was one from Baudosta, what was it, Macon? The one for most of the station. This group, so this is Vantage Development Group. They're out of Alabama, so I'm not sure. I had to go through somebody. That was on the bond allocation. The bond allocation. This is different. I'm not an allocation. This is not a bond allocation. OK. I just want to make sure that somebody tried to scheme around us to do the bond allocation. Yeah. OK. The last question I have just mentioned, I'm understanding, the, this GIC letter, the developer could apply for LITEG with or without the GIC letter. That's correct. They could get LITEG credits without this letter. This letter of support coming from the GIC group, which is a local group who cares about affordable housing. That's the point. It's supporting this initiative. They've vetted whatever, but this letter helps them get extra points. That's correct. That's correct. So the letter will help them move points on their light take application. Even if it's not awarded by the city, there's a possibility that they would still be able to receive the light take credits and still move forward with this project. I think their intent is for this to be more collaborative effort. They want to be long-term partners with the city. I think it's something that they want to build something that the city will be proud of. And they're certainly willing to work with us and work with all of you to make sure that this is something that long-term is something we're all-power. So he told us about the materials they're using. Will that be in anything that we do with them? Because you know he told us about the material he'll be using on the home, on the apartment. So I was just trying to make sure that whatever, because the only thing I see that we can have anything all of them is with the tapping in for the board of sewer. So, I mean, that's our call if we want to do that for anywhere, right, in the city. Or do we have to do it as a mandatory, Mrs. Sanders? It's gonna get tricky. I don't, off the top of my head, I don't know that she can withhold a tap or something unrelated like that. Could you withhold the get-clutter support unless they committed to doing things? That's right. And I think the provisions that we have, and I think we mentioned this in our meeting, is as part of that get-cl, you, some of these stipulations are, if the developer does not do what they said that they were going to do, we are going to contact DCA and rescind our gait clutter support. Like I said, gait, which is why they have very negative consequences for this kind of location. So locations are where they built, and we can look at them all. Well, look, they're out of five Alabama, which is kind of southeast of Katsviel. It is something about Palom today this morning? He did say he had a development in Palom. First, we'll have the executive director of the PDA, the Shell is Orange. Come up and give us a brief presentation. Andy, me what's going on here. Yeah. We follow each other. That's right. We follow each other around town. We're stalking each other. We'll get afternoon counsel to appreciate the opportunity to report. I think it's been about a year since I've been here. As you know, I'm with the Thomasville Payroll Development Authority just quickly for your information. The development authority is created by law in the 1930s, but we serve the city in County and definitely, or closely with the city in many ways, but first of all, we were fully funded by the city. And also, you, the city councilman, appoint who's on the PDA. So five members, it's always your mayor, an appointed person from the county that you work with county to do that and then you appoint them. Whoever's the volunteer chairman of the Chamber of Commerce, right now that's Jackie Centuro from Checkmate. And then you the city appoint two members, right now those members are Stephen Cheney and Chancey Daniels. So I know you remember our main job is job creation. So payroll development authority means creating payroll, creating jobs. We also always look at investment that's created in the community, tax base, utility load for sure, and sales tax dollars. So I spend about half of my time visiting our existing industries and some small business talking to them about what incentives are available through the payroll development authority and through the state. And anybody who's creating jobs, that's what we want to do. So we talk to them about half of our time. I'm very impressed that through the 11 years I've been here. I think Art of Elm 34 does some things other talent stem do and one of those is That they're going to support our existing business and industry just as much or more than they do the ones moving in here So I appreciate that that's part of our strategic plan. I spend about the other half of my time recruiting new industry and then a small portion of Big Box retail, not downtown, but mostly that highway 19, fordoor. I'm going to give you some handout information when we're done, but we requested recently a 10 year snapshot from me, Ag and ECG. It shows a lot of different things. It shows population growth. One of the things we were most interested in, and I'll present this to my board Monday morning, is wage growth in our area. So you can see where wages in Thomas County over the last 10 years have increased. And the place they've increased the most is a manufacturing. So there has been a 23% increase in wages in the last 10 years, and I'm gonna give you the handout that reflects that, so you can see that. And if you look at a five year snapshot for the payroll event authority, over 1,100 new jobs created, and that's not our existing industries that's new industries and over 212 million invested by them not invested by us but invested by those business owners. Breaking it down to just the last year since I've been to CU 2024. Existing industry visits we we did 52 existing industry and visits. Usually it's me, our representative from State Department of Economic Development, and then Andy and I go on a lot of visits together as well, depending on what the focus of the visit is. 214 new jobs created by our existing industries, last year in 2024, over 31 million invested by them. So we see a real trend locally, statewide and nationwide that industries and businesses are investing more dollars and they're investing it in higher paying jobs. So those are skilled jobs, they're investing more dollars. The jobs are higher paying, but the number of jobs is less. And that is a national trend. Some of our existing industries in 2020. Sorry, real quick, Shale. Yeah. That's what makes sure, because you're throwing out numbers of jobs created by these industries manufacturing. Local, existing. Yeah. What is the net? you saying that while we've got new jobs, I'm sure some have fallen off. So in general, the number of jobs in Thomas Phil Thomas County has lowered by their higher paying or is the net, is there been a net gain? There's been a net gain. There's been a net game. So we always look at what has closed to you. And you know, over the last four or five years, we've had hidden industry clothes a few years ago. Should they steal clothes? Several years ago, right after COVID. But last year, we didn't have any major closures, but we did have new existing industry expansions, and we did have new jobs come on board. I will say this, 2024 was a little different year than I've seen in 20 plus years. Again, people are investing more dollars, but they're not hiring as many people, but when they hire people, it's a higher paying job. And again, that's a national trend. I think last year you had three things come together that are kind of unusual. You had a high construction cost. We had one project that their construction cost more than doubled from when they started talking to us two or three years ago. You had high interest rates, which are very cost-effective to these business and industry owners. And then you had an election there. So no matter how you vote for every four years, that's a lot of uncertainty for business owners and industries. And see that slow down every four years. I think we saw more of a slow down in 2024 because election year plus high interest rates plus high construction costs. So we're still trying to recover from that but we did have net 214 new jobs for our existing industries 31 million dollars invested. Some of those, I'm not name them all, but some of those that invested in our community in 2024, Blackwater Tempor, Nichols-Lewers, Pursued Aerospace, Secure Records Solutions, AdCore, AdPro about the former, should they still building and did a lot of improvements. Epile foods is on their third expansion, old dry and red guard. Those were some of the major ones. Red guard is the former survival storm. New industry, we had over 7 million invested 185 new jobs. That included Sierra golf carts. They are in the former Ashley's furniture building on industrial drought. DPI which is dispensed for packing. They are in the old colonial food building, the new plastic packaging and drinks and Icarimesa which is a project like all our projects. It's been very long term. We probably started talking to them three or four years ago. They're from Spain, but they actually opened in 2024 and we did the grand opening this year in January. So they are another one that has high investment, lower job numbers, but the people they're paying they're paying very well because they run running CNC machines. So they're building small parts for guns, for medical and for automotive. So they've done a great job of, they're a large company in Spain, but this is their entrance into the US. So they've done a great job of that. They'll grow with us over time. Surely the guy said they was was going to put, I mean, they're that big old building with two machines. They are. And he said, he's going to put more machines. He's going to fill it up. He's going to fill it up. They've already spent $7 million on just basically improving that building and two machines. They haven't bought a building, they improve the building and put in those machines and they've spent $7 million. So their plan is to fill it up so they have a five, six year plan. Well they'll fill that up and then pull away a lot more people. That'd be 100 million. Yeah, exactly. Exactly. Shelley, before you start back, I'm going to apologize. I'm in a simple way. I've got a kid that I've got to take somewhere. You know I'm very interested in this, so I'd love to follow up with you about some of the data you're putting together and the information you've got. We saw all the grocery store open and I have to say I've heard a lot of requests for the grocery store in Thomasville for about 10 years. So glad to see them and they're a good low cost later. We're working on Red Hills Business Park because of construction costs. We had people in line to go out there and they have paused. But we have one that is moving forward right now. Landworks outdoors will be in that lot too right next to Carroll's cabinets and Carroll's is doing an expansion out there right now today. So they haven't even been there year, year and a half and they're already expanding. On the new industrial pipeline side, I have 22 prospects in the pipeline. Some of them have been around a couple of weeks and some of them have been around a couple of years. It's a long process. The sectors they're in is ammo, gun, food. Specifically, I have a new project that is Black olives and they would grow those olives in this region, but they want to produce here in Thomasville and owners want to live in Thomasville. A biomass project, and then we are in contact with four data centers, and it's very, very early on, but we've been working with the city in Sheryl and Chris and Andy, and they did a study for me, A, showing what that would look like if we could get a data center, what we could handle, how long it would take to build that out. So we use a lead generation company. I go trade shows, I go conferences, but we also use a lead generation company and every year we sit down with them in our strategic plan and this year we added that we wanted to talk to data centers. So I had a Zoom call with one just this week. I've got another one in two weeks. It's very early on but our niche has kind of been to talk to the people in the data center that want to serve Florida but they don't want to physically be in Florida because of hurricanes and other things. So that's kind of been a good niche for us so far far. I've been in conversations with some of them. And then of course, I've been up to questions, but last but not least, in April of 2026, Thomasville has been awarded the Red Carpet Tour. So if we've been lobbying for this for a while, this is part of the Master's Golf Tournament. Every year they begin the Master's, of course, in Augusta, They take business owners, prospect, site consultants to golf, then they take them to a Georgia city for a day, day and a half and then they go back and in the Masters. So they've never done this in a community or size. They've always done this in metro areas. They've done making Atlanta, Belvosta, Athens, Augusta and. But they've never done this in a town of our community of 45,000. So we're real excited about this. We already have in place the country club for them to golf, the Marriott for them to stay. Tours, dinner, history tours, food tours. We're looking at gun range to get them out there. When they're here so it's a good time to show off Thomas Bellis, a good time to show it to prospects, industrial prospects, project management, state, the power company. So it'll be a major undertaking most of its pay for by the George Allies and the George Chamber. We pay for some nice gifts and we give them our sweat equity. I was going to wear my master's green today and I couldn't find it. Shilly, they started the guy making the Southproof walls. Is he or we're moving dirt? We're not moving dirt. He has surveyed the land out there at Redheals. He has hired a local engineer and spent about $50,000 with that local engineer. He has gotten money from our joint development authority and I've seen those receipts. He is a legitimate business owner. I think he's a good guy. It's a legitimate business. I am only about 10% sure that that's actually, maybe five percent sure that that's gonna happen now. He's a good guy, but at his age to move forward and get that kind of funding, the cost of construction has doubled since we started talking to him. A miracle may happen, but if I was a betting person, I would bet that's not going to happen. And so I should have that property to somebody else just this way. What is it got to question this thing? So he got $250,000. He was awarded $250,000 from one Georgia funding. We've extended that a couple times for for him that will expire at the very end of this month so people never receive that money. I have a question. Yes ma'am. We have a contract. I was just wondering why would they go to a private club when they come down for the masters? Well, that's a good question. We have a steering committee who's working on this and they thought that the country club would show better than a public golf course. You are free and welcome to give your input on that. That was there. And I will. Take on that. I know you would. And the other one is that what do we need to put in order in order for this data center to come? Do we have to have certain things in order for it to come to Thomasville? Yes, ma'am. And that is why Kristen Cheryl and the leadership got that survey that study for me. I power it shows exactly what we would have today. It would take years to build out the transformers, all the things to be ordered. The interesting thing about data centers is they are willing, unlike most industries, to pay all the upfront costs. They would probably pay for those transformers. They would pay for all those things to be a huge utility user for the city if we can ever get one. Water. the energy, yeah, so it is a huge energy. Just the electrical infrastructure would be around $160 million to connect the amount it real deals. This is part and we take, you know, probably four years to construct, get it done, you know, because of supply chain issues and deliveries. But additional to that is we've got to have more generation in the state to be able to find that safe. But they're willing they have committed to front up to a billion with a B for our new generation facility just for a data center. But there's huge and the water. Well, he's all the some of those but the giving example one of one of the ones we've been talking to, they were 600 megawatts of power. The whole city of Thomasville consumed about 100. Wow. So we would have to make sure that we have that power. It would take a long time to build that home financially. I'd be glad to send it back to the police. They probably would. But it's huge amounts of electricity. So I'm in people. I'm in people. I'm in people. I'm in people. I'm in people. I'm in people. I'm in people. I people do they hire usually? Everyone of them's different. I taught one that was 30 and one that was 70 or 80 people. So it's not a huge employer, but they pay them well. It's maintenance people. It's technicians. The big thing would be sales tax and utility load. So there are any things that we should think about a look at that Bay calls you know I see all the good what's is there to bad? Everything has a downside but I really completely think it's a very good it's unusual to find an industry as clean and well-paid and that produces income like that. They're fairly quiet the ones I I've looked at and seen, compared to cryptocurrency facilities that were really noisy, they had to shut some of those down, but these were not like that. I live in my office for rent-hills business part. I would always care, but I really care if that's loud or noisy or it has a smell. Particularly if they go with liquid cooling. It's one of the cleanest industries that you could recruit here. And best income for sure. But you're talking about sales tax alone about 25 million a year. Yeah. Yeah, okay. So, yeah. This is the report for the Chamber and the Development Authority. You know, we used the brand imagined tools. Then I have in there, for that report, I was telling you about the weight to be present. Okay. Good. You give me that. I'll give you that. There you go. You may be 25 million dollars in sales tax for the utilities. Yeah. There's unbelievable. Michelle, you need to work hard, right? Yeah. Good afternoon, Mayor and Council. And Todd, I know your dinner's getting cold. I'm going to make this quick as I can. and Todd I know your dinner's getting cold so I'm gonna make this quick as I can. Just piggybacking on what Shaley and Chris were talking about. We're actually working on a piece with Electric Cities of Georgia, marketing piece for us, strategically marketing towards data centers. And so it's a piece that they've never created. ECG is not created, but we've made sure we got them the report that was generated from them, MEAG, and also what we can supply on the CNS side, dedicated by our infrastructure, and plus information about red hills. So I should get a draft of that fairly soon, and then we'll present to you all when it's ready to go. So we're definitely in the hunt for one of those because there's a huge need. It's not one that's going away. You know, the way everything is on your phone and everything is in the cloud. We don't have a choice but to have these throughout the United States and really throughout the world. So one of the things that I wanted this piece to heart-on was our centralization when it comes to Atlanta, Birmingham, Jacksonville, Orlando, kind of making even Albany, Doth, and about Austin, Tallahassee kind of showcasing us as a central hub for a piece like this. So once I get a copy of that, I'll be sure to get it to everybody because we're taking a bunch of her land if we do this. So the people in the land. Okay, so just real quick, you probably got an email earlier from PICTIPRI, so if you didn't check your inbox, I had ECG pull, some reports for us just the other day, and one was an economic overview of Thomas Bill, Thomas County. One was a community profile for Thomas Bill, one was for Thomas County, and then we also did what's called a leakage report. just going to give you a brief overview of what these reports can tell. I don't want to go through all of them because we could be here a long time. So it's just giving you a bit of a snapshot of some of this and what to expect when you're looking through them also to if you need me to expand on any of this, I just be dealing to committee or come back with you and certainly do that. So some of the key little things inside of these reports is Democrat profile. This is your male, female, raised population growth. Right now we're growing at 2%, right? 0.02% right now. Georgia alone is growing at 1%. This also will go over unemployment wages. Right now, our Atomas County wages have gone up. 0.03%. Georgia's gone up 1.6%. This will also go over things like unemployment, which right now we are at 3.2% down from 3.6% in 2024. And so again, this just going to give you an overview of what to expect in these reports. And again, I'm just kind of giving you a brief snapshot of this stuff. Industry snapshot, this is kind of what we see here. This is what we have here. The majority of it being a health care. But now I can't read my notes. You want to back down? No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, we can see it. Okay, okay. So just to touch on some of the things you'll see in the report, our highest wages are in manufacturing. The average is about 85,000 a year for the manufacturing sector. Again, this is on average, so this is your entry level to supervisory roles. So please keep that in mind as I can see through this. So the top three wages in Thomasville, Thomas County are in manufacturing, finance and insurance, around 75 K, and in business management, this could be for just small business or management of a general company. That's about a 75K a year average. Also those in the education levels, a lot of these jobs will only require about 0.02 to 0.03% of these jobs that are coming into our area over the next 10 years will only require a low-scred degree bachelor's or two-year certificate. So that number is seem small, but that's really going to focus on those higher end jobs that Shelley was focusing on. We have such a large manufacturing sector that doesn't require specialized degrees, although they're highly encouraged, they don't necessarily require them. So it might seem like the number is low, but that's a lot of that number is going to be your higher paying jobs, your technical jobs, all that kind of good stuff. As you said, the pro-piles are two separate reports for the community profiles, and this goes over again population, household, and consumer spending. Population growth, which is interesting, I found this interesting, the population growth in the city by 2029 will grow by 0.02%. But in the county, it's gonna decline by 0.05%. So we're actually projected to lose county population. And so it's pretty interesting to see that, but Thomasville is the hub of Thomas County. And so that's why you don't really see a whole lot of expansion, a lot of growth outside of Thomasville, city limits, but hopefully we can change that with continued job growth and other measures. 2024 population of the city is roughly around 19,000 counties, roughly 46,000. This will also go over other measures for the households. We'll go through type size. Who's got a mortgage, who's a renter, or things like that? Consumers spending, again, I'm flying through this because I know time, so stop feel free to stop me. So wait a minute, you're saying 45,000, just for the county, that's the whole city. 45,000 for the county. Just for the county. Just for the county. That includes the city. Oh, that's why we'll make sure. 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, 18, you a breakdown on what our folks are spending on education, food, healthcare, travel, vehicle maintenance, clothing, etc. So, again, these are big snapshots that ECG puts together for us. So we kind of get a real grip on where our community stands. So it certainly takes your time to look through these when we get there. Again, just highlighting the population growth, the projections for 2029, as you can see, a little bit of growth in the city, a little bit of decline in the county. But we got new tourism books, so maybe they'll beef up the attraction to living outside the city limits a little bit. So let's see how that goes. One of my favorite reports in Shaleys is the leakage report, people wondering what that is. And so what this base, what these are, are retail snapshots that we get from ECG. And it tells us where we are strong in retail or where we might be flooded, maybe a little too strong, or where we're weak. And so we use these to help market. We don't, like Shelley said, we don't necessarily recruit within incentives retail, but we do let them know that things are out there, not just in the downtown, but like for example, with the big lots building, Thomas Fulcher, some of these other larger spaces where a larger franchise retailer could go into to fill some of these gaps. We send these up to our economic development team at ECG. They make those connections with us, so we just kind of let them know that they're out there. And so here is a good example of how this works. The report is much more, much more in depth, obviously. But this is within a 10 mile radius pine tree where the old food line is, a pine tree bull of art and the bypass, is where I had the center point. I meant to move it. They actually used an older center point that I used for another report, so I didn't correct them. So that's why I expanded it up to a 10 mile radius. There's a 3, 5 and 10 mile radius in this report. And so surplus actually means we have too much. And so where we are saturated is your motor vehicle parts dealerships, your building and gardening supplies, personal care, what is that, healthcare, things like that. But where we are lacking is food and beverage electronics. If you think about it, we don't really have a lot of big electronic suppliers in telescope. There's Walmart, and there's Office Depot. So, and then you have, of course, clothing. Now, the thing that's interesting about clothing is the feedback we get is you have a lot downtown, but everybody likes to go to Tallahassee to go shopping. And this is what we get all the time for folks. We'll go to Tallahassee, those are more choices. And so that's obviously very active with ECG and promoting these locations like big lots and others where you could backfill those with another, maybe we have a TG max, but maybe like a marshals or bringing up JC Panney's back or something, some sort of Clothing provider because a lot of folks go to tell I have to the shop. I want to keep them here We love to spend money locally, but downtown, but we really would like to have them spend all their money and don't so So So this is just a really interesting report something that Shaleigh and I watch very, very closely to see. There has not, we do these, we pull these probably every two, three years. There really hasn't been a whole lot of fluctuation on these, but, and again, I know I'm flying through this thing, but any questions about any of this? All this information, if you see, is in that report. But again, this is just kind of an overview of what you're going to be seeing as you go through that. I do want to ask you, are we looking at trying to do something with that old boot line? Have we tried to recruit for that area? We have been trying more than you know. Okay. What's interesting about that is FPL food is now exclusive providers for Walmart. Well they used to be all these exclusive providers and so back in the day when all these all these reps would come there you know we would get to know them and we actually tried to get them to move into that location back then this was eight years ago but at the time were still in South Carolina. They weren't in South Georgia yet. They were getting into Georgia. So at the time, it wasn't, yeah, it wasn't time yet. Of course, now they got a great store out there where the old big lots is. But no, we still market that very heavily. That's well on the ECG's radar. have a lot of those connections with those with those franchises grocery stores. Now I get those numbers that I'm showing you you can actually get deeper into those numbers. That's just really a snapshot but I can actually with ECG go in there and break down where we are on grocery stores where we are and that's actually one we need to have up to, with the addition of all these. But from everything I've heard so far, we're still underserved on grocery stores. And so we still have an opportunity. We've certainly areas of town. What about the three squared down or place out there? So three squares. I don't know anything that's going on with it at the moment. But you know you get the red out coffee there and then you have a lot of new apartments that have gone in that area. You have a lot of surrounding neighborhoods in that area. You didn't tell me about that? No. You were three squares. He was. He was. He was. He was. There was a chicken restaurant that was going to go in there. Cluckers chicken. And so that stretch of West Jackson from buffet down where Jack Hadley is gonna be built and all that, that's the next area. That's where the land is. And so as you see things come on board like 18s, I'm sorry. 16. 16. 16. Yeah, thank you. 1915. When you see it, you know, and then you have Red Al, Jack Hadley's project that's going to be coming on board. You're going to see more and more growth in that area. But that's one of the projects. I love see a grocery store there in some little shops. And I do think they could get the people if they did. If we did, plus something there. Because it's, you know, especially Red Out there, and St. James down there, everything that's going on with Jackson. I've said that 11 years and I have shown that building a million times, we've shown it with people legally, all these, save a lot, a lot of other people, all the retail people, whether it's a restaurant, a store, a grocery store, they all want to be right up near their competitors. They want to be as close to the food line as they can. If they're McDonald's they want to be close to Burger King. It's just one of those things where you tell set. It's hard to get them out of that mindset. But we're still trying. Yeah, yeah. They want to stop. They go right out of space to build. I know. That's the only place they're going to be able to pass mid-capital units all by the spores and goms. Yes sir. Yes sir, because all the plantations are there. Plantations, plantations, plantations. They're not giving them to land. Oh no. They've got a lot of great neighborhoods around that area even right behind where that shopping center is. Plus even Tom's University nearby. It's much closer to those neighborhoods than going out to publics and all these and all those. So there's definitely, and we've shared those numbers with our folks at ECG, but again, it's just getting somebody on the hook.
