I asked if my time had started when I was passing that out. I always have a lot of words. Thank you so much for having me come. I am Jennifer Danford and the founder and executive director of the Jade Bridge. What you you all probably don't know is that we've been building bridges across the county without permits and probably without your awareness of it. And so I just wanted to come let you know about that today. It's not actual bridges that you drive across, but they are bridges with families, connecting families to resources that they need, whether it's here or across the state, some outside of our state. So we started fostering our live in Kinship families, and this came out of my own parenting, my background is music education, which has nothing to do with what I do now, serving at the Jade Bridge. One of the major pieces of, I guess, tools that we offer to our caregivers as well as people outside of the families to those that provide support is called CBRI, which is short for Trust-based, Interventional Intervention. And it's highlighted in that little booklet there. But I want to share a quick story and I'll talk fast. So we had a 72-year-old lady who reached out needing some help because she had just become the caregiver of a five-year-old at that time, a great nephew. And he was blind and on the spectrum and had never been in school and had just been placed into her care. And so she walked through that training with us. And at the end of those 24 hours of training, which is obviously not done all at once, she was able to advocate for him and she went to the school where he was assigned for that preschool year. She gets a list of participants. And how to. She goes for lecture. And she went for the IEP meeting. Well, as a former educator, I've been a part of the IEP meeting. She did what I've never seen before with my own eyes and she went in. I wasn't there, but she me about it. And she went in with her briefcase. And she sat it up on the table and pulled out papers and I'll change his name to Chuck. And she said, before we start this meeting, we need, you need to be introduced to Chuck. You need to know who he is before we talk about what he needs. And that was so powerful to me when she shared that story, but for her to be able to now understand what his needs were based on the trauma that he had experienced and then to go in and advocate for him in such a powerful way. I did ask if I could please be present It's the IP meeting, but I just wanna thank you for your time and please take time to look through that booklet and just learn more about what we are doing to serve our community and I appreciate your time. Yes, Mr. Chairman, this is rather a lengthy explanation but in the interest of full disclosure we need to work through this so everybody understands why we're doing what we're doing this morning. On November 5th, 2013, the electors of the county approved the re-imposition of the Capital Project Sales Tax which is actually Capital Project Sales Tax 2 by the county for various purposes set forth in a referendum question. Among such purposes were included under section 8 of the referendum question, road improvements of the city of Florence. In 2020 the city road improvements had been fully funded and resulted in savings of $1,1007,000 against the amount of CPST2 proceeds allocated to the city road improvements. All projects contained in the CPST2 referendum question have been completed or are fully funded as of the date hereof. The city requested the county for all the paving road project savings to be applied to the following projects in the previous action that council took in 2020. It was to resurface celebration Boulevard, resurface dozier Boulevard,ettigrew, Resurface Franklin Road Drive, and install traffic calming device on Rosewood Drive. This was adopted provisions of ordinance 20-2019, 2020 Council approved the application of the road project savings to the projects. The city is now advised, these projects are complete, and their remains in the funds allocated to the projects by the county the sum of $292,072. The city has requested the additional road project savings be authorized by council to be expended by the city on quarter enhancements to the interstate 20 spur located in the city. In as much as all other CPST2 projects have been completed or fully funded, and mindful that South Carolina Codal Laws Section 4-10-340B3 allows the county to allocate remaining excess capital project sales tax funds, following an ordinance specifying the authorized purpose or purposes for which the funds will be used, so long as the purpose of specified are consistent with the requirements of Section 4-10-331. At the recent South Carolina Emergency Management Association annual meeting, our director of emergency management, Kristi Birch, received the SCEMA Outstanding Contribution of the profession award. So we'd like to congratulate Kristi on her award. And along with that, the late Megan Diggers, who was an integral team member of our emergency management team, posthumously received the Lifetime Achievement Award. So we appreciate the association recognizing both those ladies for the contribution. They not only make to Florence County, but to the entire state. Secondly, March is Women's History Month and the South Carolina EMS Association has decided to start recognizing women that work in the EMS profession across the state. And earlier this month, they recognized our own Kate Smith who was our EMS training officer. So we appreciate their recognition of Kate. She's been with Florence County for a number of years and provides a vital role in the training of our EMS employees. So we appreciate all her services to the county. Moving on to the department head notes from Shannon Munoz's, Capital Project sales tax three. In District one, the contract for miles red, Joy, Graceland, and Donald Rhodes were approved in last month's meeting. District two, all projects are complete. District three, bid 42425 for Brookgreen neighborhood, resurfacing, which included Brookgreen Drive, Whittier Circle, New Hope Drive, Tobin Drive, White Avenue, McNeil Drive, a dare drive in Gibbs Avenue will be under construction later this spring. District four, the Grote Road is complete, pending punch list items. The Deer Road Waterline Extension Project is actually Councilman Yarber out for bid. District five, Devson Floyd is developing a future bid package for Dirk Payeroads. District 6, the remaining two roads are being planned for future bids. District 7, Dorado, East Rico, East Suena, East Sierra, Horde, North Ives, Marlow, South Third, South Fairview, South Robinson, Charlotte, South Ballard, McFarland, Oak, Walnut, Clyde, East Evans, Jarrett Day and Divine Streets have been included in bid 40, 24, 25, and will be up for council approval later in this meeting. The Oakland Sidewalk Project Engineering Services study is underway by Davidson Floyd. District 8 projects are being scheduled for future delivery. The contract was issued for breaks, scribb and Indian roads and and Floyd received SDOT encroachment permits for paving. In District 9 construction has been completed for the Monticello neighborhood. From CPST3A funds, North Floyd, in District 1 North Floyd and Hagen were bid in January approved last month and construction is estimated to begin next month. In District 2 Franklin and Merritt Drive were bid in January approved in in February and construction is estimated to begin next month. In District 2, Franklin and Merritt Drive were bid in January, approved in February, and construction is also expected to begin next month. In District 4, Sparks Road will be bid in the spring, in District 5, East Grume, and Fowler Road will bid in the near future. District 7, Terri Village, drainage improvements are being reviewed by the engineers. ECS to end McMillan will be bid in the spring, and ECS to drives bid will be up for formal approval as a part of bid 40 later in this meeting. District 8, the PO was issued for chameleon and congary, was approved in September, and construction will begin in the spring. District 9, Windburn, Dorisett, Windsong, Fletcher, Duse and Berry, and Gentery drives are substantially complete with punch list items remaining. And then finally, Montclair Way, the City of Florence completed the review of the development plan and our engineers have responded back with the recent middle and the fee. From Reggie Sanders in our GIS department, he and his staff this past month worked on a litter and adopt a highway map to assist with litter cleanup incentives that will commence later this year. And they also geo-coded the hydrant data received from the various fire chiefs across the county and they've sent the shape files to ISO for their review. From public works and Steve Allen, the engineering department, this past month among the many things they did, they met with Todd Warren and Shannon Munoz on various skip grant funded drainage projects. So we look forward to those moving forward. From Christie Birch, with the EMD, her team met with all the fire departments and motor-roaded to begin programming the radios. They actually began earlier this week and will continue through mid-April. Mobile communications has been working on each department to install computer mounts. And then as you all remember, late last month and first part of this month, there was a couple of major fires in Ory County and we really appreciate all the public service people in Florence County and the work they provided to our neighbors in Ory County. had multiple fire departments respond and various other public safety staff who we really stepped up and helped out with no questions asked so applaud them for their efforts. For Sean Bersher and Plainting and Zoning the Highway 327 and 995 interchange the draft contract with Kimley Horn was submitted to SCDOT and the Federal Highway Agency for approval. SCDOT and the Federal Highway Agency for approval. SCDOT requests a minor change to the contract and we're waiting for the Fed's response and staff has been meeting, hitting up both offices trying to get a response out of them. Chipsnow in the IT department, as you're aware, the Florence County SC.gov domain migration has begun and will be rolling out as department users have time. They have already completed nine different departments in this conversion. From Nathan Dawson Parks and Recreation, as you're all aware, we've got a boatload of stuff going on in his department. I'll just highlight a few items. The disc golf RFP for the disc golf course at Lynch's River, the design has been completed and the Piss RFP for the disc golf course at Lynch's River, the design's been completed, and the site work for the parking lot has started, and we're working on figuring out a storage and bathroom facility for that location. At Ebenezer Park in West Florence, the bathroom renovation is complete. Lynch's River County Park, the splash pad is nearing completion. Thanks to Nathan's efforts, we made changes with the subcontractor and so that project's moving forward. Lions Park, tennis and pickleball courts were completed and there's a ceremony held on February 28th. Nathan has noticed that about every night he goes home, all three pickleball courts are full of players. So in great addition to Lake City, the DeWitts Bluffs landing sea wall, a PO has been established, and work is expected to start later this month. Just to inform the public, when work does start, we're gonna have to close the landing for a period of a few weeks until they finish that sea wall. And then the Lions Park Month, a multi-purpose building, which is coming along very well, is expected to be complete next month. From Barrett Dowdy, just to make counsel of where in the REMS department, they responded to 2286 incidents last month in February. In February of the previous year, they responded to 2111 incidents, which equates to an 8% increase in call volume month to month. So unfortunately, their call volume continues to increase. From Andrew Stout at our museum, tonight begins the Eastern Carolina Contemporary Biennial. The Eastern Carolina Contemporary Biennial highlights contemporary art created by artists from Eastern South Carolina. This juried art competition awards every two years and office first, second, third place awards and one honorable mention. And awards are announced, or will be announced at the opening reception that occurs this evening. And that event is always sponsored by Chick-fil-A of Florence and we appreciate their participation. Finally from our Sheriff's Office, I've been noting this about the rising population in the Tension Center. As of the end of last month, February 28, their population was actually 545 inmates with a rate of capacity of 520. Fortunately, Chief Deputy Sullivan informed us this morning that their population is now sitting at about 500, so we're breathing a little bit better in Effingham, so we hope to continue in that direction. This is a portion of a larger tract of land conveyed to lesser by Jenny, H. Burkington and others by deed dated October 28, 2022 and recorded November 8, 2022 in the office of the clerk's court for Foreign County in Book 10-20 at page 1854. The lease term will begin March 1st and we may have to amend that when we meet with the landowner to move that April 1st. Provided the lease premises are in acceptable condition to LSE for the purpose of the man convene center. If the properties not acceptable at that time, the lease date will commence the first day after the premises are accepted by the LSE.
