Excuse me, everyone, Tristan Souther, my wife and I have lived in the city for about a decade, originally from upstate New York, moved out of there and he got to school. I have lived here for eight years, have really come to admire the accessibility of the city, have relied on the venture to get around a one-point or another, drive pretty regularly in the work, and my wife and I are pretty avid walkers, I want to say just by her day day and most of the weekend too. For me the interest is also, you know, overlaps with my professional background. I was a congressional staffer for about seven years. It worked primarily on transportation infrastructure policy while I was on the hill. In my criminal, I might consult with consultant to help nonprofit organizations access federal funding, a lot of which involves helping folks access transportation funding, like stage streets and roads for all, raise grants. So really interested and invested in hopefully applying some of that experience here and working on being able to community. So excited to be working on the audio. Great. I did not bring my CV. I can't continue with that. I do. I'm a northern originating from upstate Connecticut, meaning rural Connecticut, one traffic light town. I came down here for college as well. It took about a 30 year detour in the Army. Returning here about four years ago, retired two years ago and working in career number two. I guess I could translate some of the things I did in the arm out, I managed contracts, I solved problems, I worked with different groups of people who had different interests and things, but I like this group because it really touches a lot of things. Not just near and dear to my neighbors and fellow citizens, we all use various transportation hubs here in the city, but everything that is happening around us and we're growing and what impacts us going to have to how we move about the city is, I think it's a wicked problem and I'm happy to represent, you know, the voices of people that have concerns and help out the team and making recommendations. I'm married. I've got two kids in my school one junior, one sophomore, son and a daughter. And I just picked up a hobby and my daughter and I are refinishing in 1972, Shelly C. Tend to pick up that is currently with has no wheels and up on blocks on my driveway. So, I'm good 12 hours worth of great work last weekend. So, learning as I go. So glad to be part of it. All right why don't you actually I'm curious if you don't mind saying what's your nonprofit? The firm on what we're this called Merchandak Dire Associates, Merchandak entire associate, but we have worked with cities all across the country. Yeah, great. Great. All right. David, join me up. Thanks. Well, thanks for joining this hardworking group. I often say that a lot of boards and commissions this group does just about as much work as any, probably more work than most and the issues and you well know because you join this, the issues are critically important to people's everyday lives. And so I really appreciate working with this group and all the commitment and and expertise that they have had. So I normally at the beginning of each of these meetings, you sort of a regional perspective, sort of on the vice chair of the Water Virginia Transportation Commission and Water Virginia Transportation Authority, you do some other regional work. So it's a little bit of a quiet period now, except in the Metro of funding, which is like a constant effort going forward to get through state-level jurisdictions and then Virginia is really unique in that localities provide 50% of Virginia's metro funding out of local budgets where DC obviously is one entity and so it provides it there. State of Maryland provides all the funding at the state level. So we have a particularly interesting sort of funding arrangement here in Virginia. There's a long long history of Richmond basically saying the moment of Virginia if you wanted to tax yourself to get it. So that's part of it. you can tell me right now. Let me step this as a mouth out approach. But anyway, it's what we have. So we're looking at, first of all, what expenditures can be reduced, what things can be cut, what efficiencies can be obtained. There's a state legislative study commission that's involved in that and the board of Virginia Transportation Commission and its staff are much involved in that. And then the separate effort DMV moves is a region wide effort to try to put together the additional funding that Metro is going to need and how it's going to be divided up between the three state law jurisdictions. And of course, our piece of Virginia would probably be about 50%. So it's a pretty significant issue to all of us. It's certainly an asset that we can't afford to lose or to a lot of the a lot of the territory and yet to maintain the current levels, we will take probably 500 million or more per year in addition to the funding that Metro's already got. So that's the discussion there, and that'll be ongoing, and you'll see things, you'll see media accounts, and when there's something more definite to talk about, I'll certainly share that with CACK as it goes forward. So that's the number one regional issue. Secondly, at the Council of Governments Board of Directors today, we had a presentation on electric vehicle charging stations. And I think everyone's pretty frustrated at the mindful time that it's taking to get any serious movement in charging stations. I mean, people are going ahead and it's following the narrow a very, very, very, very, very, very, very, very, very, very, very, very, very, very, very, in any of the new developments, but it's gonna be nowhere near if we wanna support the demand that I think most people feel we need to have in order to meet our environmental goal. So that's on going. There's an interesting presentation that's available from the college life. So I think it's a college board director's meeting today. I would say those are the big issues in terms of locally City Council. The green of Lincoln Avenue which continues to raise some questions is actually moving forward and the white master plan which this group is working on is also moving forward. There's a general view on council that we need to do more, we need to commit more resources. I think this group is asked for that. So we have a budget amendment coming up and I'll be advocating that for more funding for the transportation area. We also got an odin from a yet another near a mess at a country in Anandale road at a stop sign. I live at an intersection that has stop signs and they're often ignored. It's a citywide phenomenon. It's probably a nationwide phenomenon that's probably a nation-wide phenomenon. People just don't care. And their time and themselves are more important than anybody else apparently. I don't know. Anyway, we've seen a serious deterioration in highway safety since actually it started during a pandemic and it's continued this day. We're also experiencing that here, so what can we do to both in terms of ordinances? But again, the restriction there is that Virginia's a gull and roll state, which means the sensibly low to localities can't do anything unless the legislature and Richmond has authorized it. And the legislature has been hostile toward electronic speed enforcement and red light running cameras. And I assume would be hostile towards stops on electronic enforcement. But we're going to add that to our legislative program and continue to push for electronic enforcement and these other types. But interesting way enough, General Assembly, particularly on one party side, has never been supportive of highway safety measures generally and especially electronic enforcement. Yet we know we have to have that because it's good as our police are and I think to have up their day in terms of traffic law enforcement. It's never going to be a no if I can't be at all talking about it. So those are the kinds of things that we're working on funding transit, trying to push more effectively the infrastructure for electric vehicles and otherwise using funds would have to improve the various elements of the transportation system. Maybe. I believe it did reach them because I think there was some question of one of the City Council meetings about what initiated. Was it something that they had requested or whether it was something we initiated? I think I was on the, I was just watching on Zoom so I couldn't say anything but I think they did come up so. Okay, yeah, I know. I didn't give any direct feedback. I'm going to go back and get more for you. Okay, that's not an acceptable. Oh, thank you. Are you saying like what initiated it? What initiated it was my son getting almost like hard? And I know you know that. I know, but there weren't sure why the letter was coming in. Right. Because you don't. Yeah, I know. Five years later, finally submitting it. It actually did raise something that was going to discuss during when we talked about the paving letter about, I think, whatever it is, it's been something that may or somebody from the council needs to get on to the committee needs to get on the council's agenda to speak to it. Whatever we send that, I think that would be helpful and why we're sending it and can't reiterate the recommendation. Now I do know, Oak Street, I do know that the Follower's property development which is not paving over, it's developing as a park, doesn't include a lot of work on Oak Street. Yeah. And maybe we should follow up with the schematics of that for you to work out as well. And maybe it's good to make sure that we're getting at the same issues because I want to link those two sites. So the way, and then just to move on, I don't want to hold us up too much, but like my art focus, which everybody was able to to review and we accept our new folks, but the focus is on the whole walking area, right? So it's like all the way up to Broadway, down to 29, out to West, just because there's so many young students that are walking and so not, you know, not just like, break around the school, but like a little bit, a little bit broader is by concern. One thing that everybody loves about this city is that we think we are comfortable with sending our kids to walk to school and like we love that independence. But it's also scary at the same time because you see the feet there's like streets and intersections and be updated so just for low preview. Okay and it's broader than the Greenway Dallas NTC because yes that's one of the gaps. It's an oak street itself. Let's go for that. A couple of comments. Questions? I do. Well, thank you. So first on the issue of EVs and I appreciate the city's interest and your interest in having more EVs. I've had been over to the kind of an end of the moment at West Falls that's going up as part of the voluntary concessions there, the developers promised to have one fast charging stations, public fast charging stations, but the current plan is to locate that fast charging station within the building itself and you can't get into the building unless you are a resident there, a hard leg public. Yes. And so I think it's part of the certificate of occupancy. I just book and do Henry after get what his last name is. And I think he's aware that hopefully the developer will be encouraged to move it to the outside. So in fact, it will be public. Public. The other thing is, if somebody may know, I actually have a, I'm in the car share business, so I have a fleet with preesses. And people use car shares. They're able to maybe own one fewer automobile. You can just use a car when you need it. It's that sort of car, but it's like a stiff car. And as the owner, I get speeding and red-like tickets constantly. You know, I go to my mailbox and you know, I probably get 30, 30 a month. And I've never gotten one from anyone who's violated a traffic laws in false church city. I get them from from Maryland, I get them from DC and they're like $100 minimum. So that gets people's attention. I don't know because as I said, I've never gotten one here in false church city but if false church city isn't charging $100, if you charge $100, you get people's attention. If you're charging 40, people don't worry so much about it. So I don't know if there's been any discussion about what the ticket fee isn't Paul's shirt, but if it's 40 and I don't know if it is, I'm sure it's looking at that. Okay. Right. I have sure it's looking at that. Okay. Right. I have one more quick. Also the question. The um, bike master plan, uh, the last meeting I think was right after we received the information about, okay, we're going to have to send it through the, um, through Richmond, no hole. Was my, do we have, have we heard anything new about timelines for when that's going to? No, no, no, no, okay. I think the same, I think now it's 90 days and so 100, I heard. I don't think they're related to a specific one because we're pretty new. Okay. You out. Sure. Thank you for letting us come and observe my name is Michelle Nieland. I've lived in the city for 40 years. My whole life, eventually, I'm going to say James school and then my kids now go to Matt Daniel and Oak Street respectively. And I came, I heard they were opening, so I believe I've been filled, but I wanted to come again and see what this was all about, learning more about what you all are doing and thank you for your service. And just in terms of issues that have kicked my interest in Rami here. Maybe some you're already working on, we'll see. But my son, who's nine, fourth grade, has started walking to school on his own, which is like having your cart go walking outside you. And it's become much more clear who's not stopping at those stock signs at Parking, Pennsylvania, right? Who's rolling through? We've met our kid that started halfway walking across, they'll keep going, right? Or at the Papa John's, Tanera, Interception, which our new is a school zone, like, Jessica was saying, because these things are all labeled oak street trail, right? Making them seem friendly to walkers, right? So he's going to Howard Kerman, and so are other kids in the morning. But every day people are running red lights there because I walk with him and I see it. There's a camera facing the other way. I don't know why, but there's no camera on Route 7 in that zone. So that is something I'd be interested in seeing if we could do anything about just because the police would make so much money at first when they issued to get sell those people and then they'll play it for the same repeat offenders who would start stopping at the lights because it's their morning commute. So I think with a little bit of training, few of those red light cameras do work. I myself got a ticket at the end of the deal camera and now I always come to a full stop before turning right there because not one is rough. How much was the ticket? Oh gosh, but I got it a few years ago my brother got lucky. It was $40. $40. But it was enough to pay. Notice too it would be embarrassed that they like catch your car there. So also, you know, you may have brought this up, but right now the bowling alley and in the other main bowl there's no pedestrian crosswalks. So you can't actually press like, you don't know You may have brought this up, but right now the bowling or all the way downtown to DC where I work at State Department. So good to see that. The other thing I'm interested in is that two women around my age at State Department actually have been killed on their bikes in the past couple of years. One was a mom. So her one of her women has been working on safety throughout the region, including adding physical ballers and bunkers to bike lanes instead of just a painted line, which she called the death trap, because his wife died when she was by painting on the busy road in Maryland. She just had one of those lines and then a truck just turned into her because they couldn't see you guys might have heard about the story. We did. Yeah, so anyway, so I would come up that interest to see like if any of those best practices could be applied in fall search, I know our rooms differ in terms of which ones are narrow and which ones have parking, etc. But that's something I mostly come to safety for bikers and pedestrians, especially kids. Thank you. Those three minutes. Just to your wear, yes, we're aware of those issues. Yeah. The intersection at Maple and Annandale is slated to be redeveloped. And I think that's why there hasn't been you're seeing that's actually going to have a roundabout first one in the city. Those are great. I love them. I love them. And bicycles were. Oh those are great. I live in not sure. I love them. And bicycles were a huge part of it. They know the counter. I'm not sure when that's actually scheduled. Okay. Is it that project better grouped? Yeah, I think it's gone forward. There was a discussion. I think it's in design, but we're not sure with the high linings. It'll probably hit the same time as Greenlead Downs and Greenlead Lincoln, I realize today that those are coming together. Jenna, do you have any information about protected pipelines as far as or is anybody that's more familiar with the bicycle? It's usually the challenge with protected bike lanes is usually space, like everything else. So, I'm very happy. That's part of why we were pushing for 10 foot travel lanes. You can push back to 11 foot for emergency vehicles and there's always looking, there's always a push to get unprotected as protected by planes. So, it's a couple more feet. That's what boils down to. And sometimes that does come more feet are not there or you have to trade off from, you might have to lose parking on one side or the sidewalk can't be, you have to have a sidewalk area as well so it's, there's always balancing actors, street areas are just not that wide. Yeah, unless it's a brand new project or big rent vision. Yeah. All right. So you do three minutes. Hi, all. Brendan Neal and sister of enemy here, happy to be here. It's very interesting to me. A couple of questions, not a structured as what Michelle said, but I wanted the first comment. I really liked the new pedestrian crossing that was added by the post office. I think that's a great idea to have more of those. Yeah, even better where it's done. Actually, if you've been there today, you'd probably start at the start of a yesterday. Oh, I think I was going to see it today and yesterday, with the lights, it's a signal thing for it. The poles were actually like like tells cars to stop. I love that. Does it create good stuff? Yeah, so I guess you're already on the train for that one, but I just wanted to encourage more like that, especially I really like, I really like to see one at the crossing that many people make illegally between Godfrees and that Metro bus stop there by the yoga place as people running across there all the time and it seems pretty dangerous. And then speaking for the drivers in terms of these cameras I have one question which would be at several lights there's a no turn on red and I'd like to encourage potentially adding a one pedestrian that's present. I don't know if that's possible but specifically the one you're talking about would be of interest to be assuming there was visibility at the right turn and then also the one that's over by Cavalier Trail Park and Selvig-Walemidu and South Washington Street. That new light was put in and frequently just see like no incoming traffic down Washington Street and people are going to sit there waiting for light sidewall and it's just pretty inconvenient so that's just my thought there not a big deal there but this is manic that's it. They're both on rock. So next is the missing link programs memo. I don't know whether people have lifted it. Very interesting. I'm not sure it was presenting it though. Thank you. But yes, I can go to the missing links program now. Pretty extensive. It took a long time to get there. I'm excited about it. And now CACT isn't asking for this for a while. It only works with the former Director of Public Works Act Bradley and Tara Hawke, who is the interim director of Public Works in Miss Nemo. And the goal of Miss Nemo is to come back to CACT every six months. So this period, it's October, this is the first update for the Miss Nemo Seamlings program to CACT. And then the next update would be back in the cycle and march of next year. And the meaning for that is to have the winter, the fall in the winter to kind of come through the projects listed later in this memo. To figure out the priorities and for staff to get a chance to kind of figure out what's these will and then budget and the method of attack. And then in March, at that point staff would have a plan to give to the ACT of a list of sidewalk links that are possible to do and then after that they can be slated for construction in the one-room months. I'm also happy to walk through that. Question I have about the timing is with March. Is that too close to when. Zines and construction is going to start. Or would February be a better. Because you're talking about a March. March, it's been talking about March September that you'd be coming. Would February, August be better? Because priority list in February should be pretty straightforward, solid. Did you say a Zion after that? I'm sorry. Oh okay. I thought you were like calling out a specific vendor that I wasn't trying to find out that maybe I said design. Design you did sorry. No I'm just wondering what's the best six months to a more that March might be a little bit late, plus a lot of times we say slip. And then you're into April and I think April is too late. Right, right. So this one, I think March is a good, we talked about this. It's kind of a good benchmark point. And there are sometimes the cooling temperatures are still around right then. And summer is kind of the busy season to public works. So those can already be placed on the schedule and kind of ready to go out right then. That part is cool. I don't know how involved with this you are, but for the Shiro Avenue project that was just complete recently, I'm wondering if the staff took in a consideration what the Greenway Downs project is supposed to do at that intersection because I believe they're supposed to make the bumpouts a little bit bigger. And so it would be sad if the city did this work and then we're gonna have to redone and hopefully next year. I'm pretty sure that communication turned into, I'm not overly familiar with the work done, Cheryl. That's also something I'm looking to identify to the group on. Okay, should I contact Tara or are you gonna ask her on? Okay, Tara. And then I had another question about the reference to clearing obstructions and those are due to, you know, we all know power, poles and the guide wires. I'm just curious if our is the city removing those or having those moving or they just like working around like making the sidewalks larger so that there's 88 compliance and getting around those obstructions. You know. I think the method going forward for that as of right now, for sidewalks is to go around the poles. It is so expensive to either underground them or with them. That's the cheapest and most efficient way for the city to go. But it's not really the right way. Right. And I did have a question about the priority of those because they're showing up as priority threes when most of them create a ADA compliance issue. So I would think that moving obstructions would be a priority one. Right, and these were intended priority tiers. I looked at it, Terrahamp also looked at it. There hasn't been a large group of engineers on this memo, specifically, so again, these priority tiers can be changed or prioritize differently once engineers go out and actually investigate more and see the issues that we already. And is that that's gonna be part of your the fall, global winter planning that okay? So you might, these might come out differently after, right? Okay, okay. Yeah, because if the instructions creating a two foot sidewalk, that's the 88 compliance issue. So, I mean, if it's not going to put off a five foot sidewalk. And I do like that, but in here, sidewalks which are drunkly end and do not create it. So I think apps. which are drunkly and and do not create a good saw. The caps. Yeah. Yeah, the tier list here, the first tier, the pro-wag and 88 compliance bus. First on the docket to address. And then from there it goes streets about the sidewalks so being able to have streets in the city better. And after that it kind of flows into the tiers of higher use streets, commercial areas and then going down to residential lower use streets as well. Are the streets of that a sidewalk streets that have zero sidewalks or streets that have one sidewalk that might have a break in it or there would be no sidewalks at all. Yeah, there are a few. The ones that have, as long as they don't abruptly end, that would be a, no way, 88-mcience issue that would fall into the first three and four. There's no sidewalk on set of welcome on set as three. Okay. So I live on the downplay, which is why I'm asking. But it looks like that's currently. That's on the set. Yeah, that's okay. Okay. That one's on the list. I think you're treated as a abruptly stops. Yeah, yeah. That would be stops. Yeah, yeah. The only thing about that the missing sidewalk priority is that there's a variation between different roads, whether they're missing a sidewalk or not. There are some that missing sidewalk is a real problem when people are walk by traffic, but if it road has a call to sack, are we really that upset about this sidewalk? To me, that would be a much lower priority. So there's a nuance there that not sure we're... Not sure. Well, and also, is it does it take into consideration something like the tiger? Does it take into consideration if they're sort of a direct line to one of the schools? Because I will say our street is it does den in to what's not a call this back, but it is called to call. But it leads directly to a school fact, but it's called a colon. But it leads directly to a school, but I don't know that there are other streets in town that might not have a lot of foot traffic, but they have child foot traffic, which is either considered higher-priority. I'm glad you brought that up because I don't recall saying anything about schools and either of the memos. And I can't speak for anybody else but I'm pretty sure we the CACTS usually ask the city prioritize those zones and I want to go on record to say that the Tiger's rails I was part of the workgroup and that I think they are, they are meant to be the best option. They're not perfect options. Okay, so, you know, I brought up all kinds of issues during that, which that working group was in a position to do anything about, but you know, I just want to go on right here to say, you can just send your kids on there and just expect complete safety. Could you get back to us on the question about schools, school wide zone priorities? Yes, and again those tiers of more of the engineering frame perspective is also factors that are very important like having school zones, those sidewalks priorit our tries as well. So there's other factors of course that go into what's being tackled at the same time. There's also junior graphical areas, well engineers. They were talking about how it's better to them if there's a group in the area or within a few streets they can address at one time versus having a sporadic efforts throughout the city to them. Yes. Could I ask a question? I actually know. Anybody? Yes. My question would be in the second round of evaluation, for the following term is that I know you specifically call out the right way, assessment cost, assessment evaluation, but this calls out the other factors that have been brought up. Is that an opportunity where those can be considered as well. Yes. And maybe that's the additional factors is actually a really good term for me. It streets without sidewalks with additional factors. And then in the table, you just list what the additional factors are. And the additional factor could be route to school. It could be significant traffic or because I know, I mean, in the initial table, obviously, like heavily, heavy utilization is included in some of the terrain decisions, but manufacturers evenly apply it we're, it passes the school and then on the other side of West Marshall. There's a lot of that's like every power pole is like in the middle of sidewalk, outliers and whatnot. And I don't mind I'm missing, but I don't see that on here. I see South Oak from West Broad to Least Street, installation of the sidewalk. I don't know if that means they're putting it on the additional sidewalk on the other side. But like I said, it's like all the way from Broad past the seat in the intersection. So I'm just curious, where that falls. Did I met that first one South? I take that to mean South. That's South. To South. Do that make sense of? Yeah. Yeah. Take a from broad all the way down. It's like the powerples are literally and, and I feel like Tara has talked about them or so I know the city is aware of it, but I just, I don't see it on here. So I'm just curious, hopefully the city plans on addressing that. Yeah. I do just want to sort of piggyback off what Jess said for that particular street. There are a lot of children that ride their bikes and scooters to schools. We get to Oak Street on Oak Street and there's only one sidewalk, which is that sidewalk. And you oftentimes physically can't get a bike through where those poles are. And so you either have children like slowing their bike down and it's just, it's a very busy traffic straight to. So we just ask that to be bumped up to or intake it into consideration. Do you have an T.C. project on South Oak? There it is. I don't know if everyone saw it, a correspondent. There is a program application that Karyou you know. That's helpful. It's submitted and this is for yes this is for construction of sidewalk missing links within the oak street umatries will walk down and I think this yeah this right here, I think this is addresses. Yeah, so that to our point that connects Southley to Oak Street, and that that would continue and have a great path for those considering South Lee to Oak, but it doesn't factor in kids coming from broad onto South Oak and just taking over all the way down to school. Okay. So the principle of good point is, our question is around the requester piece of it. I mean a lot of these hyper everyone say CACT 2019. I would nobody on the current CACT was on the committee at that time. Oh, I didn't. We started in 2020. So it's kind of like, it's old. I mean, if it's still about issue, then hopefully they're taking everything in the consideration and then ranking based on priority. Well, what got me was, it's pretty much all C-A-C-T, almost all of it. So it's kind of like how do we, what's gonna be the process to identify things to put on the list? Beyond just that switch, we'll probably come up with lots of this. Is Carrie gonna talk about this? There are already seven of them. Okay. No, this was just an application that was submitted. I like the idea that as we have our meetings and we identify something, we can tell you please put it on the list and we will be able to within six months see the list and see what that is on there. There are some interesting ones on here. One thing I would like to know on the list though is if a project somehow relates to another project. So for instance North Oak Street, Eastside of North Oak Street south of Lincoln Avenue, I thought that was actually being addressed as part of Greening and Lincoln. That second sidewalk. But that may also have gone cut. I'm not sure. I know there's enough. The great falls, the second sidewalk got cut for polls and tree reasons, utilities and trees, not the end of the world. And then also there, some of these, it would be good to have some insight into before the list as far as whether they're small, medium, large, as far as costs. So for instance, Lincoln Avenue, medium, large, as far as costs. So for instance, Lincoln Avenue, 1,000 to 1,200 blocks. That's not cheap. That's not going to be cheap. That's what I mentioned. It's like a thousand feet of sidewalk. And I'm not even sure we have the right ways on all those houses and all those driveway cuts and back to I think you have a project on here and it's a thousand eleven hundred feet of sidewalk against four hundred twenty-three thousand dollars so it's kind of like okay that's a high priority but is it going to be worth it? Right there's some of these projects that... Not a lot of traffic goes through it. Doesn't have to be traffic. And some of these projects stop being local items and figure out that they're larger and more than what this budget and this program can cover. And that's when it can be used as a P and traffic. It's a project to address it. I do think South Oak needs some sort of program just to realign all the lanes and parking. It's this weird, this was this way, this was this way, this way. And it's part of our recommendation is, cause especially the strip right in front of the school is like freaking enormous and we can definitely have parking on both sides and even though there's currently sidewalks on both sides for that portion. Every sidewalk needs to be accessible right like to you know because somebody that needs that ADA compliance isn't going to know, like, oh, if I go up to the side of the street, I'm going to scream, right, even though the other sidewalk might work, they only need to be in compliance if it's there. For instance, lightsolute, a lot of it could be corrected with lights solutions. A lot of, just, even if the sidewalk inspection. No, but from the bridge up, just the fact that parking shifts from one side to the other and it's- Well, that was an NTC project in the- So you're talking to how they did that? The- What was it? Yes, that was an NTC project. It was combined with the lead street putting in, they put in a hospitums. Something you'd farther up. Okay, and so part of the reason that the middle line goes like that is because of the hill and not being able to see. Because they just want, they don't want people, you know, driving down the middle of the street when there's cars, parts and whatnot. So I would take a look at that. So going forward, we're working on filling out right away, acquisition, knows none of the project, there's formal letters to go in that as well. And then the consultant and TDI, I believe have finalized all the comments that Vida sentence those approval of those plans should be any day. I mean, they've been having regular meetings as well with Vida? Oh, that was a, that was actually an comment. There's other formal letters to go on with this process. So the the gentleman, one of the folks on this working group has reached out to make us you know somebody who knows me you know asking for my advice and whatnot and I did and try to impress upon him the working group coming to a consensus is like that's one thing but they should be representing the street right so it's more important that you have like the whole street's consensus because everybody's going to get to vote. So I just curious if he had mentioned anything about like being like campaigning on the street and like most of the streets like he already knows that they're going to be in favor or not or did he just mention the working group. What we heard from the New York captain is that it was discussed with the working group and consensus in that sense may not be that all working group members agree on the same proposal at least as long as it's a majority. That's what we had a rule on I believe for East Columbia Street before when it came to consensus. So it could be different. And again, I know at least on that working group, it's about maybe 50, 50 use-ream, an in-vail street residence, and no-one street residence. I really don't want us to see another Columbia. We've done all of this work and then speed bump signs are going to. And I mean, I don't know if that's a camera. If we had put that specifically in the handbook, when we updated it, but. I mean, but yeah, the working group represents the street. Not themselves. So, I don't know if that's something that maybe you and I know you're you have come so far from when I started this in 2020. You don't with your inner your inner actually like your meeting that you have with the street and whatnot, but if you could just make sure that is like impressed on like the working group that like you guys aren't, you don't have any more bigger of a vote than anybody else, you know, anyway. Of course, yeah, we need both the working group, the goals always to make it clear that they represent the entire community, the neighborhoods that aren't like the adjacent to their street. And other part of that, that's only one step and again, the next step of being neighborhood vote. And that still needs a pretty large threshold at least to pass. So if the neighborhood is an onboard of it, right, if they're off, kill turban, that's going to be obvious. Okay. Thanks. Down to East Jefferson Street. Upcoming milestones still fall early winter 2024 installation of the two speed homes in that street. I believe last I heard they were aiming for October this month for PD schedule since the installation of the speech comes to line up at the same time they would pave the street. One of the tiras are there. Not sure if that's still on schedule or not, but I can follow up with engineering staff. And we'll be down to the Southwest Street. Staff is still in the middle of reviewing that we got from the working group and follow up with additional solutions as well. I know the speed homes have been highly requested in the working group and planning staff is working on communicating that with engineering staff and trying to figure out next steps. I'll take you know, sorry, I don't know. There was a couple of months ago, several months ago, where you guys had a whole presentation about like all of West Street South, and Chisholmys Southwest Street. And so I'm just wondering if this is integrated with that. Because I know we were talking about, are we taking part in away? Are we going to have a live-action project? So is this likely to happen and then the bike master plan happens later and then might change everything up as that, does that kind of have what would happen? The goal, at least from the way staff is looking at it is to have traffic conversations that when in necessarily affected by bike lanes. If that was the case, it could be altered. And the bike lanes maybe could look different to keep those traffic commisations in. Yeah, I know we, we had initially planned to take all this into the bike master plan project, but the neighborhood really blew up over that. You could've been sitting out there for a long time. Is there a gym here? Yeah, on West. Can we get a... I don't think we've seen what the plan that was presented to the working group was or where that is. Let me see. At least this presentation I have here only shows the light solutions. That was the first round. And then, I was learning this meeting that they expressed they weren't in favor of having additional radar speed displays on the street. A lot of the working group members noted vehicles to it, regardless of where they got used to them. So they were wanting more heavy solutions to kind of address the group causes speeding Then again it makes it tricky since self-less is a snow emergency route and the current city policy is not to have any speed homes on snow-versi routes so that that's changing with the reading of Lincoln and it will have raised the crosswalks. There's discussion on looking at all the snow-versi routes in the city and kind of re-evaluating which sections are needed. I know Lincoln is getting looked at for that reason. When I'm through from engineering every time, there's a speed hump that a cloud comes across the blades have to be removed and it adds several hours of work for speed hump that the flower has to come through. And when I understand it's either, they're gonna have to be an update to Southwest, either portions of it not being a snowmursy route or in some way if there were going to be speed bumps allowed in snowmursy routes somehow having more resources or a better way of addressing kind to get those flowers out of housing a lot of time, labor and emergencies. I think for Southwest it's particularly tricky. Since that's such a major route to get into the city, that's like one of the threats to get changed. That's still something staff is working on and you can move on to more updates in the government. You know what, well not seeing in here or in this presentation I was proposed to them was pinching down the lane, the road with FlexiPost or anything like that. Because that's a major method is to pinch the road. That does not affect snow piles or anything like that. I think a lot of the intersections I've seen on Southwest is more of a visibility issue due to not the intersection is being large, but just tighter streets coming on to Southwest for cars to go and pass through. That was something we heard. Well, that's why I'm pinching Southwest. Consul is on down. Supposed to be on much faster on the side than the site streets five miles an hour. I'm not so far expert but a very quick search says that speed helps are designed to allow some faster versions, really, those significant themes. And I would argue that between the great white north of New England. We figured this out before and been able to reduce traffic speed and not cost no cost to stop. Great tracks and speed bumps are an issue because much steeper, but steep city's higher, much more gentle. That was on West. I was on the city. And after this, they're already there on the street. In the city of Wall Street. Yeah, I'm not clear what's going on there. I think we need to understand that better. We can get going on there. I think we need to understand that better. We need to get something on Southwest. And working group is waiting for heavy solutions. Those are going to take time though. Heavy solutions take time. I'd rather see Southwest get onto the rapid response crew, get something out there. Pinch points will slow the traffic down. They're just like supposed to, Lexpos might get hit. Sir connection between when staff is looking at NTC and then the rapid response because I know they put Flexi posts on So Jefferson is that something that they might consider for a west Southwest I might be wrong. You put in, I really think we need a crosswalk at Fowler. I thought the feedback was that a crosswalk at, I think they were proposing a crosswalk at the pop and I want to poplar and poplar made no sense because it was basically a go poplar and it goes nowhere. Fowlers right there by the hazard sidewalk and it's the road that goes to the walk up to get to the WNOD. But you paint in a crosswalk, put it in Flexipose. That's what I was expecting. And Flexipose around a crosswalk, people get it. They're like, okay, they're protecting people. That was a location stack of that. It was two other locations for sidewalks for Fowler, and I believe Madison Lane. Fowler, this looked at a sightline perspective. Just below that crest of the hill. It's difficult to see anyone in that middle of a crosswalk before you're in the Missouri. Yeah. Yeah. Griggs, so from a safety perspective. Talking about Madison. Yeah, Madison was a backup and I think that could be a bad one, a position for the cost line. But Fowler would be ideal for that connection. I don't know what you see to get an awful. They also didn't know that they had other concerns regarding that one intersection on North Roosevelt in rich place and staff were looking to do a stock sign study there to see how vehicles are using that intersection counts of how many are rolling through which ones are stopping and based on that can also look into more traffic control measures to make sure that vehicles see the stop signs and are stopping the section. And then these ones here, Fathers Street has now moved up to active cases and staff are planning to conduct a site visit. Soon we're trying to wrap up again, the request for Southwest engineers have been back a lot of work, so trying to get back up to their top of the priority if their items are still difficult. I'm like, I was gonna say the place, the stop on the corner of Shreve and about seven is it probably kind of puts up against that thousand, that 1200 foot apart. So as that new development opens up near the high school, that would be probably the preferred bus route to go to. The main street data that it was used. Because if you're coming, if they have a bus down there, the only way that can go is out of town or back onto 66 and around that street is you can make a left-hand turn. Does that make sense? Well, I think he's, the letter suggests that that that stop that brought it broad and Hankock not be removed, right? That's what the letter says, right? Better by us, I think, was proposing that it be removed. And I agree with the letter that that stop should be there, but I'm also arguing that there ought to be another stop there at where that road exits on the problem. Now, it may be within the thousand feet, but it is a crow flies. But, you know, 28 A, I don't know why they want to change the numbering. But if you were riding on the 28 A and you're taking it from broad and HACOC, it's kind of then wind its way into the West 12th Church metro station and then it's going to finally end up getting back onto broad, you know, half a mile, about a quarter mile later. It exceeds the crow flies that distance, if that's your point, that is within a thousand feet. Yeah. Yeah. I think you, again, that might send you out there. And I also don't understand the rationale. Why would they take a bus stop out? It was false search metro station That that the photos we make goes that makes no sense at all. I mean that you need to have connections to have that's Transit be valuable. I know the city's under against been trying to push They've been saying we want to go in we want West Falls in there. We want West Falls Church, yeah, Metro Parliament and that major piece of the bus route for transit that the city I know have been against is bypassing West Falls Church Metro. It makes no sense, especially a special, oh, this might be part of it, is especially now that you have the new connector that may have been there to catch the bus is coming in on the eastbound on broad because I think before the buses had to turn left at that road. So that may be one way road. Or they were coming down and then they had a turn left. So there was a stop there. Something around there. But now that there's the connector, you get on the ramp and you come around the ramp and it goes into the last moment. Yeah, that's the way the rest of you. That's clearly recent. And so we have this plan that was made seven or eight years ago that doesn't reflect reality to that. Well, the other part that always bugged me about that was, I think that study was based on the fact that West Falls Church doesn't have great ridership. Well, it doesn't have great ridership because you don't connect. So your solution to the lack of the lack of ridership is to remove more connection. That's the whole point of all this development is to get Westphal's church right to shove up. I mean, it's a, well, I think it's a million to knowledge, but it's, I don't think. Okay. I happen to know that there is a street address for the West Falls Church of Metro Station. Anyone know what it is? It's a trivia question. It has a hate-cock road address. And they end up in the condominium parking lot there, right off of HACO, which is hundreds of yards of Google paid from where the metrosation is. And I'm trying to get Google to sort of change their map because you put in 704 and Google will often put people right there in that kind of many in Marriott, which is a long, long way. I can't get any response, so if you can get anyone to respond, I know how they don't. I'm not sure if this thing has a huge risk rate. But from Google and all those routing applications, they care about that, right? Because they want to know that a road is 20 miles an hour rather than 25, because they're going to put that in their routing algorithm. I mean, if you're contacting them about the skill on the nice last hour, I'm looking at that. So my other question was, does anybody know what is the deal with parking? Like so the Barnes Market, the right across over there, like there's a building there are several different organizations have different offices in there. It was huge parking lot. Good example is these T zone townhouses that are going up on park, I question about, so what are they doing with the sidewalks, what's going on there. But if we don't know those things are coming, we can't ask questions, which is probably why they're not coming. Dr. Lowe, I'm just thinking I'm just trying to think of the linkage, like as we do agenda setting, who are we, who are we anchoring against? Is it the City Council, the County Planning Commission?
