I'd like to call this meeting of March 10th, 1525 to order. Please rise for the pledge of allegiance. A pledge of allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Thank you. Next item on the agenda is public comments. Clerk, short, please. We have two people signed up. The first one is Matt Sin. If you will come to the podium and state your address, please. Hi, my name is Matt Senn. My address is 631 Firetuck Road. Thank you, Village Council, for giving me, letting me have the opportunity to speak. I was born and raised in Forsyth County. I've attended a public school K through 12 in North Carolina. I believe that public schools are a load bearing wall. You weaken them and the whole house of our society crumbles. Now I believe in North Carolina, I believe in the people of North Carolina and I really believe in public schools and the good they can do for the students and for their whole lives. Now the reason I'm here to address you all is because I've been alarmed at the discourse around not treating public schools like the institution that they need to be treated as. We see in the federal government that efforts to freeze funds for children's meals, freeze funds for teachers grants. There's a bill in the House to abolish the Department of Education. Now I am all for cuts. I'm a conservative. I've lived here most of my life and I understand that we need to clean the house. But at the same time, we need to properly fund our public schools, so any funds that we're supposed to go for free or loose launch or for teachers grants at the federal level, we need to make sure that those funds are getting to the people that need it. As we said, the Pledge of Allegiance, one nation under God, in Matthew 2540, Jesus gave us all a responsibility. I'm not pushing my beliefs on anybody, but it's a passage in a book that says we should treat the least of us as if they were Jesus Christ himself. Now what can we do? So the first thing we can do is we can hold our representatives in Raleigh and Washington responsible that the United States is the most important in the United States. And I think that the United States is the most important in the United States. And I think that the United States is the most important in the United States. And I think that the United States is the most important in the United States. And I think that the the next election cycle, we elect people that have been through the public schools, that understand the importance of public schools, and will deliver the promises to protect our public schools. I don't want to take up too much of your time, but if the representatives in Washington and Raleigh think that they can just cut funding at the federal level and not compensate and make sure that the funds get to the people that need it on the local level, we've got a saying for that around here, that dog don't hunt. Thank you. Thank you, ma'am. Okay, Pat C. Thomas, you will state your name and address. I'm petty Thomas. I'll do it. I'm Patsy Thomas. I live at 7551 Fair Oaks Drive and Trinity Ames. And let me say the start with, I have a vocal condition. So I hope you can hear me. I can talk most people understand what I'd say. I was here last summer, I think it was summer, when you approved the site and construction plan for the corner of Fair Oaks and Harper. And that's been so interesting to me. I moved in the facility November 1st of 2022 when my husband had a stroke. I had wondered what I might do for the remaining years of aging. And so when the stroke happened, I knew I would go wherever they placed him for long-term care. That's turned out to be a wonderful facility but healthcare and independent where I am. So, because I'm on the fair oxide of building big and I look out on the beautiful woods and the traffic flowing on the access ramp and I'm very interested in what's going to be built. I have no problem with an understanding of development and I checked and I see the building ends at the driveway to independent apartments and that works for me. But I'm curious about whether the town council has a rate to hear when construction's going, because Trinity Elves can't tell us anything so I'm just here wondering if town council gets noticed when the clearing of the site and the construction is to start. particular, is there way, I know it's got to be cleared up to where they finished their parking, the parking lot. But I'm just curious whether there's any but a town council has any input on it from this point on and hundreds of them may not get an answer tonight but I just want you to know my concern or my interest And when all that can start, I'm like a stand at the end of their park in area and I don't cut any tree stamps. That's all I have to say. That's it. If you would, because the clerk have your phone number, if you'll give her your phone number, I'll tell you. From here. That way, yeah, you can just tell directly to the clerk you won't make to walk over there. Yes, ma'am. I will. Okay. Thank you. And we'll get someone to get in touch with you with what information we can get from the developer. You're lucky. Thank you for your comments. All right. I mean everyone's spoken to have signed up, entertain, uh, changes, and the approval of gender to have a motion or amendment. It's minutes. Yeah, we'll see you know I start speeding things up here. Approval of minutes of February 10th, 2025 regular meeting. I'm going to approve the minutes of the February 10th, 2025 regular meeting as presented. Okay. Do I have a second? Second the favor. Hi. I Motion carries unanimous now I will go down to changes and it will approval of the agenda or do any changes to the agenda? Here we know and I'll entertain a motion to accept the agenda as presented. I'll make a motion to approve the agenda as presented Second. Second. All the favor? Aye. Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All the favor? Aye. All opposed, motion carried unanimous. Next item, proclamation of Creek Week. Declaring March 22 to March 30 at 2025 as per side Creek Week and the Village of Clemens, North Carolina. Where is water is our most natural resource and where as only tap water delivers public health protection, fire protection, support for our economy and the quality of life we enjoy and where as any measure of a successful society, low mortality rates, economic growth, and diversity, productivity and public safety are in some way related to access to safe water. And whereas we are all stewards of water infrastructure, upon which future generations depend. And whereas each citizen of our community is called upon to help protect our source waters from pollution to practice water conservation and to get involved in local water issues. Now, therefore, be resolved that by the virtue of the authority vested in me as Mayor of the village of Clemens, I do hereby proclaim March 22, March 30, 2025 as precise, pre-queed, and Clemens and encourage all citizens to become active participants in precise, pre-queed activities. This is the 10th day of March 2025. I move to the business section under the first item A. Clerk, short, please. Okay, this is ordinance 2025-01, one and acting and adopting supplement 26 to the code of ordinances. This is a procedural action. You all have already individually adopted these ordinances for the Clemens code. When I send them off to be codified, that's when they send the supplement back. So you all just need to adopt the supplement. It goes into the book in the clerk's office. It's already been incorporated on the website. Okay. Any questions of the clerk concerning this issue? Very none. I entertain the motion. I make a motion to adopt ordinance 2025-01 and and adopting the supplement 26 to our COVID ordinances as presented. Second. Second. All the favor? a favor? Aye. All opposed. Motion carries an anemones. Next item is Mortening and Communications Director Report. Lynette Fox, please. Good evening, Mr. Mayor. Good evening, Council. We have a lot on our list today. First thing, limb pickup has resumed and can we'll continue all the way through November until we start up with leaves again and that's going right on time and schedule. We also have four events. We have a little shamrock shenanigans going down on the Greenway for a scavenger hunt. There's a hundred leprechauns down there or there were a hundred leprechauns down there And if you find ten special ones with numbers on them and you bring a devilish all for a prize But I don't know if anybody's come in today look just one. Okay, but I've heard that there's very few leprecha left, so a couple more will go out tomorrow. That's been fun so far. bulk pickup will start next Monday for the west side and then for the east side on March 24th. And a email blast just went out about that probably an hour ago. Just to remind people. We had the spring medicine drop coming up at the Clemens Fire Department on James Street on March 24th from 10 a.m. to 1 p.m. and in our intelligence works with stormwater to get that done instead of the fire department and our police officers as well. And then as you mentioned, first I think Creek Week is coming up March 22nd to the 29th and Ms. Harrison, our stormwater department, had just said there's 170 events total for Creek Week, which is unbelievable. So we encourage everybody to participate in those or few of them if you can. Wheels and squeals will be coming up on April 12th. I guess it's our first major event of the year for the event season. That will be a Morgan Elementary from 11.30 to 2pm. And then Clemens Community Day, we're on the 26th, and that is sponsored by the Louisville Clemens Chamber of Commerce. But the farmer's market also goes on alongside that. And that is a huge day. Oh, if you can come out to that, that would be wonderful. Greek Week events, there's a few of them listed on here, such as the medicine drop, the creek we clean up, that we do in Clemens. It goes over two days, it's an independent cleanup, March 22nd, and 23rd, and there's a form that fill out online, if you'd like to participate in that, and you'll be assigned a spot in Clemens to clean. And then we have the Shoreline Kit giveaway at Dunup Public Works on Thursday, March 27th, and Friday, March 28th, that you could pick up as well. Those are the major events. We also have the walk audit going on starting on this Saturday, March 15th. There will be a 9 o'clock walk and there's also a 1 o'clock walk. And then that will also happen on March 22nd. We also have two walks going on those days as well. There's a flyer about those around but we encourage council and and he says since it want to come out and Just take this walk with a Doug from planning and Caroline and just check out the safe streets where we need to cross walks and get some input from the public on that. That is it. Any questions? Any questions of Ms. Fox? Facebook and the website should be updated. Everything. That's all. Good and I know one individual. There's all about the May 3rd cleanup. All right. We'll move it on. Manager's report. System Manager flight please. For the first one at 2011 parkourst, first of all good evening, Mayor and Council. The minimum housing code we had at that address has been resolved. That home was sold to new owners on February 21st. And the new owners have been out there every day with numerous dumpsters cleaning that property up. They have indicated that they will be repairing the home for resale. And then I'll do the second one if you don't mind. That's it. Yeah. Okay, so the next thing we have is the update. Following discussion at retreat, we completed a direct mailing to village residents directing them to sign up for our communications. We have had just below 400 scans of that QR code that take them to our website. So we have had 439 corrections. We have had 439 scans of that QR code. This is a great success for us for what we've sent out. Copies of these postcards are at your seats. If you need a quick way to direct someone how to get information from the village and stay informed. I want to say thank you so much to Lynette Fox for spearheading this project. Very good. Next, Manager Gneal. Thank you Mayor, Council. We have been informed by DOT and by City County Planning Department that they've received a sketch plan for a new private school It's located across from Holder Road it's totally in the county. The school is are permitted on that track within the county that it only will have to go to planning board review it will not have to to go to the commissioners. Just want to make you aware of it. We'll keep you updated as the project progresses. You know, we've got our stop light project there, but we're only funded for design and right away. It's an opportunity for. So I think the idea is, I think the schools anticipating that the light will be there by some means. So anyway, just on make you aware that we have been notified. Okay, any questions of manager Ginele? Concerned in that issue and you said it was a private school or a private school? It is a private, private charter. No, private school. Yeah. And you said it was a private school or a private private private chart. No charts. Private school. Yeah. Thank you. Okay. I did notice some devices out there last week or two. I guess is that part of planning. I don't know if that's part of the TAA and D and T had come through here. If I'm not too long back and put traffic count devices out. Yeah. to get a date number. We did have a couple for key intersections counted through funding with the MPO. So you may have seen that. They were only up for about two days. Thank you, Manager Danille. We'll go back manager flight, please. This is an update that we have placed an order for a bench to be placed along the green way near the fishing pier to honor the late Warren Casper's contributions and legacy to the village. I will let you know when it has been arrived and been placed. All right, very good. And I'll say thank you all the new and all those that were involved with the 29 and 11 parkourst issue and the attorney, et cetera. Thank you, everyone on that. That was a group effort. A lot of time coming. Thank you. All right. Get us a comments. Mayor. Yes, sir. You know how we have something. I've, of course, been no one shy to really promote all of the great things that we're doing in transportation and planning and I just want to echo the walk audits and all of the great work that plan are more and Caroline and the other members of the team and our consultants are doing I think these are great opportunities for community feedback that's not a survey. I know we do a lot of survey we've done a lot in the last 12 to 18 months but being able to come come out, actually take a walk for an hour or so to see physically our infrastructure or lack of their own, I think is a great opportunity to give feedback by doing and engaging. So I would just highly encourage anyone that's here to spread the word or to put it out through your channels and your networks to participate. I just really, this is something new that I had not heard about in that process of gathering feedback and I think it's a wonderful opportunity for our community. Thank you. Thank you. You have the comments. Miss Lee? Very none. I'm going to entertaining the motion to adjourn. No, to adjourn. No, no, second. Second. All the favor? Hi. All right. All right. We're going to adjourn. Second. All right. All right.
