It's important that the city verifies residency for anyone who wants to even think about applying for elected office in the city. I request that we have that on the next agenda. I believe it's April 1st. I know city attorney's office has already provided details and impossible scenarios that this body can move forward with. I also want to have a discussion about a waiver provision for advisory boards. There's a lot of members in our community who have dedicated serving on these advisory boards that live in the city. Actually, and I don't think they should be punished for volunteering and we should allow a waiver provision to allow them to continue serving. In addition, I would like to have conversation around where they take a look at a municipal charter and identify what is outdated, what needs to be updated, and what should potentially go on to the ballot. So I want that conversation as well. And then in addition, code enforcement review board and beautification board. Okay. So, Commissioner Turkin, so you're okay with adding those to the future. You have them notated. Absolutely, it likes me. So during this time, if anything is added to future agenda, there's just kind of a consensus that will add them to future agenda and staff will work with the commissioner that asked for those additions to decide where they appear on on our next calendar. Emily McLeod, Jackson, served on our city council twice from 1978 and 1973 and from 1975 to 1978 and served as mayor in 1973 and 1978. Betty Risco was elected mayor in 1980 and served six months. Arlene Winer served as mayor from 1991 and to 1993. And after over three decades, it's my honor to congratulate Rebecca Shelton again. This city's fourth female mayor. David Katz, Point and Beach. I happened to have had this luck of serving with Arlene Weiner 32 years ago. Mayor Shelton, my arm doesn't have to be out here anymore. We know what we're talking about. Okay, everybody, fashion your seat belts. The results of last Tuesday's election were unbelievably fantastic for our city and we can see why. Because of those results, I can tell you four people who went to bed and slept like babies. Courtland-Mecquire, Dominic Vargas, the former mayor. Thank God that's what he is. And District One Commissioner Angela Cruz. I say they slept like babies because they woke up every 30 minutes and cried. During his campaign from mayor, every time Mr. McQuire spoke, he should have started with once upon a time. During his campaign, he claimed he didn't take any money from developers, whoops, five Pinocchios. He took $5,000 from Centennial Developers, Centennial Developers of Ocean Breeze East, and $1,000 from Kurt Jetta, a developer of low-income dormitory housing. Some would say Mr. Vargas was the most interesting commission candidate on the planet, and some would assert on one or two others. Vargas was a magician. He had his campaign strategy put in a box, sorted in half, and out popped the sleasiest campaign ever run in this city. To be able to qualify to run for office and point in beach, it needs to tighten up. Tighten up so that no one can qualify by just showing a Florida driver's license while driving around campaigning in his BMW with Virginia tags, which by law needed to be changed within 30 days of moving to Florida. Mr. Vargas was a fugacy. I'm going to have to disagree with Commissioner Hay about the former mayor. During his term, I would have called the former mayor transparent, but I would have been sued for defamation. All he did was so chaos by wanting the P.V.S.O to take over the city as the police department and to increase his city pay by $36,000. Not to mention his quest to become a strong mayor. His being mayor of our city has been as good as a stroke being for an app. When Pinsurga became mayor, even no Stradamus had to say I got to go. Woo! Good evening. My name is Al Makerelli. I reside at 77 Saucelito Place in Boynton Beach. I want to address our Boynton Beach Tennis Center. We are a village and community of tennis players at Boyton Beach Tennis Center, years in the making, friends, brothers, sisters who love tennis, but love each other more. This was taken away from us. The citizens, citizens, excuse me, avoidin' deserve better and expect better. The Racket Center was down for several months with a promise of improvement and staff training. As of today, several months later, the courts are at best substandard. The center is understaffed and undertrained. Benchmarking of Wellington, Tennessee and Delray, Tennessee is required. A few miles away. A clear sense of direction from leadership to focus on specific improvements is long past two. Thank you very much. Thank you. Hi, Susan Oyer, Boynton Beach. I am a learning scientist and advocate for positive social impact and a nonprofit capacity builder. And as of a couple of weeks ago, the new executive director of Women's Circle situated right around the corner on Fourth Street. Tonight I have with me a couple of our students, one of our program court natures for our Creole speaking women, Ms. Lorette, please stand. A couple of our students, we have Sylvie, we have Margaret, and we have Jessica, these are some of our students. The women's circle is a center for education and career development. Our four programmatic thrusts include job readiness, include literacy, financial literacy, communication, professional development, includes personal and professional enrichment. I am so glad to be coming aboard to drive women's circle to the next level. And I'm here just to refresh the community. Women's circle has been in Boynton and has served Palm Beach County for 25 years this year. And so we're so excited that as we celebrate Women's Month, Women's History Month, that we are also celebrating 25 years of making positive social impact for those who are socially, economically disadvantaged, for those who have had challenges with equitable access to resources. We provide these literacy skills, we provide partnerships with those in the community to make sure that once they're ready, they can transition into gainful employment. We provide some other wraparound services that we're continuing to build out. But we want everyone to know that we may have been quiet for a little while, but we are ready to make noise again. So very proud of the thousands and thousands of women that we've impacted over the years. Intala Hassee October 1st might be the deadline for CRA to commit money if that bill passes. So it's an important time for the CRA and Borten Beach also. So you have a lot to accomplish, and I think you will be very successful with the thought that all politics are local. Someone said that here tonight, and it is true. All politics are local. You have so many issues facing you as a team, and I hope that you realize what's happening. I live in a 55 and over community high point and we had a myriad of issues similar to every community in this city. Squatters taking over a condo. Think about that, 55 and over community. Squatters, many issues of houses, drainage, quality life issues, people selling drugs, who delivered not ghost busters this kid right here. Andrew and Dougher, they stepped up. We didn't ask anything in return. Just help us out to make our community safe and better. A true test of a person's character is what they do when no one is looking. And that's turquin. I have found out through Captain Rivera, the internal affairs captain, that when a police officer is accused of breaking an ordinance like that, their internal legal team does not enforce that ordinance anymore until the issue is resolved. They say they're looking into it. I'm not sure what that means. That doesn't seem fair or just. Then we communicate with Captain None of the Palm Beach County animal Services and he refers us back to the city. So the Boyton Beach Police Officer had a second violation on the 10th of this month. I called the city to report it. They say they're not enforcement. I email and call Captain None. Captain None says go back to the city. So basically right now, nowhere in Boyton Beach is be is a leash law of any kind being enforced, which is a very, very dangerous situation. And I seem to be getting nowhere. So if you guys can help me have one or both of those get enforced with the two dangerous dogs, we have in our neighborhood that would be greatly appreciated. Thank you. So when we do them it covers our ID sidewalks, our roads, etc. So we have a few projects here that we are suggesting if you'd like to do, we'll do if we can fund them. First one is, sorry, went to that, golfy harbor. Last year we did a few of the roads, and we would like to, we could actually do the $780,000 we've estimated and finish the rest of that area. The good thing about the finish and all area that makes it to where we can down the road maintain that area as a whole. As we go through, you'll see we did a few partial areas throughout this year, the past year, and it'd be nice to finish them up. The next area is Chapel Hill. This isn't a freeze that we did a section of it last year. We're suggesting we're doing another, not the green area. There's a big drainage area going on in the green area but everything around that we're suggesting that we could actually do that without interfering with any kind of utility issues for 650,000 dollars. Meadows neighborhoods this we did two sections and the main roads through there but all the green that we have showing on that map there would be our next suggested thing that will actually finish up all of Meadows. That keeps us to where that whole area now is onto a solid rotation of maintenance throughout the years. We can plan out the years ahead to redo it again in 10 to 15 years. We're starting to survey that section from MLK South, the point in Beach Boulevard. So this works in perfectly. I did want to do rolling green area as this well, but that would have pushed us way over, probably added another $2 million to this project. So we're just recommending MLK at this time based on all the other paving that we did in district two. So but definitely in the next round, we'll be looking at doing rolling green and or the hard point depending on what grants we get. But we should, this paving should complete all the neighborhoods that we can do at this time. I know we have a $16.5 million pay-aving project over on Ocean Parkway also happening in District 2. That I know we got quite a bit of funding for. So. OK. Quick question. Have we heard any more from the county as far as the Syritax and what the plan is moving forward, you know, because I want to see all of these, as my colleagues do, we all want to see these projects move forward. But I also want to keep in mind that the county's plan for the surtaques that we were using for all the other infrastructure projects was transitioning or their plan was to transition to more of a transportation and roads focus. And so I just was curious if we have heard anything from the county as far as the status of that surtax so that we can have that information moving forward so that we can really prioritize these projects. We had conversation sessions I want to say with both Commissioner Marcy Woodward and I know Andrew and, we had conversations. I wanna say with both Commissioner Marcy Woodward and I know Andrew and Adam have both had conversations also with their county counterparts. I can tell you that the component that they're working on with this cert tax is to make sure that there is a federal and state component to it so we can actually apply for grants and get additional funding. I can tell you the numbers that I've seen, these aren't concrete so just take this I guess is a more of an assumption but the numbers I saw was probably going to double the amount of money that we get for paving and road improvements and things like that. And I know we're also working on the mobility impact fee transfer from the county over to the city. So there's definitely a lot of stuff coming. The referendum item for the surtax that you're speaking of by some areas. I want to say, do for November of 2026 Andrews, I accurate. Yes, sir. Right now I think the county's working on their master plan through the, I think the intergovernmental committee. So we're looking for, I believe, Amanda's participating in that committee as well. So we're hoping that that report will come out. I think the county's six to year for that report. And then that'll be the basis of the referendum with the cost by making sure our stuff's in that plan. D current, currently the master plan is what they anticipate being done on, like Andrew was saying, but that's what we're waiting on. And essentially what they want from each city is they want to know what our priorities are as far as like infrastructure improvements, road paving, sidewalk improvements, road widening, things of that nature. So we got to actually, each municipality within Palm Beach County is going to have an opportunity to actually put something in that master plan. It's my understanding. Okay, great. Yeah, I just wanted to be mindful of that as we move forward with, you know, really prioritizing these projects and getting this paving done because, you know, do we have this money kind of earmarked for this so that we, or do you really need direction from us as far as what We need to bring. Well, who can bring back as we bring the task orders back will do budget amendments. This will be pulling from fund balance to create these. Perfect. What we've done as staff is we've actually reached out to you guys individually. I think Kevin, I don't need to give you any more compliments Kevin. No, no, no. And all your grandchildren. Kevin's a rock star. You guys know that. But we've reached out to you guys. We try to get the geographical areas that you're most concerned with as far as I want to do some paving projects. And I want to say we've probably got about 2.3 million put through the side. So, and a lot of times when we do the paving projects, when they go out there and they do with their assessment. Sometimes we come under and there may be some leftovers and maybe go slightly over most of the time out of Kevin and his crew and Carl. They do amazing jobs as coming in under. So. Great, thank you. Yeah, if you guys give us consensus with what we proposed and then we'll bring it back when each task order will come and then we'll have the budget go with it as well. Okay. If you guys have any. Sourcewell has contracts for a wide variety of industries, including equipment, technology, and construction. Despite this and what brings us here tonight is that staff encountered a roadblock in locating a potential vendor for the five station units. Because the source will approved vendors primarily manufactured two and three station restroom trailers, this led staff to reach out to our source will account executive Mr. Hanky who conducted a more in-depth search. During Mr. Hanky's in-depth search, he identified only two potential vendors capable of meeting the city's specifications. And during our communication with these two potential vendors, it was determined they could not fulfill the city's need for five station units. Therefore staff obtained three proposals which are attached to the agenda item for review and the key points of these proposals are as follows. Vendor number one, Elk Creek trailer. It was $139,000 for $139,460. That included a $10,000 discount and the trailers were $74,000 each. Vendor number two, $148,592. There was a $2,000 discount. The trailers were $71,000, but there was a cost of transportation. El Creek did not have a transportation fee. Vendor number three, Maldonado trailer. They were $165,910. Zero discount, they had a $6,500 transportation fee and the trailers were $79,000 each. In the end, the city's investment in these five station units will improve inclusivity, convenience, enhance the event experience for all attendees, provide portable facilities that can be used for city-sponsored events in different areas of the city and potentially reduce long-term costs associated with event sanitation. While navigating the city's standard procurement challenges channels and pursuing alternative solutions it further demonstrates staff's commitment to being both fiscally responsible in meeting the city's accessibility needs. Most importantly tonight, the city will be reimbursed for these trailers, 100%. The developer from the South Parking lot, correct me if I'm wrong Andrew. Parking lot was supposed to have bathrooms in it. It did not, so we will be reimbursed for those trailers In closing, staff requests the City Commission to approve the waiver of procurement procedures exemption page 13 item 86 of the purchasing policy manual and authorize a purchase order to be issued for two ADA compliant five station portable restroom trailers from elk creek trailers for a total of $139,460 with a delivery date estimated at 14 to 18 weeks. We talked about the possibility of adding restrooms also more permanently at the amphitheater. Is that something that we have completely taken off of the table? Is that something that, because we did talk about that at one point, incorporating that in as a permanent fixture at City Hall. And I understand the, I can understand why the developer does not want to have to maintain bathrooms and a permanent basis in the parking garages. But and the trailers, I totally approve this is great. I'm all for this but we did at one point It's probably been two years talk about adding permanent restrooms fixed to the amphitheater and so I'm just wondering if that dropped off if there's a reason why that didn't go forward or do recall Yeah, staff we met and And there is room to build bathrooms. There would be a much smaller footprint. So and since we are already being reimbursed by the bill put in this particular item, we went ahead forward with the purchase of those there. Now that is something we could look at in the future. I would recommend that we would engage these and then use them. And then if there is a problem going forward, if we need more permanent bathrooms or these aren't sufficient, we can always look at doing that at a later date. So there's more of a need now. It fulfills a need immediately. And then also we can look at a long term. Yeah, I know I agree. I just, I don't want that to, If it's something that we can't do and it's something that doesn't make sense, then I just want to, I want to have like a, just get a firm answer on that. But if it's something that we can keep and maybe we add it to our potential future CIP so that it doesn't get lost in the shuffle of ideas and things that we've spoken about that we really wanted to incorporate within downtown, you know, I would like to do that. So if it's something that we have to scrap because it doesn't make sense and the plans don't work, then let's vet that and move on. But if it's something that we can add to our future CIP and then that way it's there and it's in the plan and we know it doesn't get lost then that would be my desire as far as that goes. Yeah we can take a look at that. These will be built in to where they will stay on campus the whole time so they will be semi-permanent but they can be moved. That's one of the nice things about this is just say if we had an event at Hester and we didn't need additional bathrooms we could then relocate these bathrooms to there and use them. That's one of the reasons why. But they will be permanently stationed here. At least one of the trailers will be permanently stationed here at the amphitheater. Okay. Great. Commissioner Cruz. And I don't think that that's the case. I think that we deserve a permanent structure, something that's I think we deserve better, I think we deserve better. So, and I thank you guys for looking into it. So, I don't know if it's the best idea to spend money now and also spend money later, rather than to potentially look into it and see, and I understand it could be used for other purposes. So I would say I would prefer to have a permanent structure and knowing that we're paying this amount of money and I think it's great that we went through the whole process but I would definitely advocate for working on a plan to getting us to having a permanent structure. I don't know if you've been in the Coastal Clubhouse. Harvey or BoatRamp, these bathrooms are horrible. They need to be redone. And so I think as a city as a whole, we need to focus on some of our stuff now and maintain them better, and maybe invest in what we currently have before we go spending a bunch of money on something new when we can't even maintain our current bathrooms. You know what I mean? I mean, half the time you go to the Harvard-Urboat ramp, and there's not even toilet paper in the stall. And so I think, you know, now I don't know, who needs to do a better job of maintaining that, or if that's a budget thing that this commission needs to be held accountable for, and if that's the case. So I think, you know, now, who needs to do a better job of maintaining that? Or if that's a budget thing that this commission needs to be held accountable for? And if that's the case, then hold me accountable. Let's bring that up in the next discussion or in the next budget workshop. Because I think we need to focus on a lot of our parks now, right?
