As we rise to the moment of silence, we wanna remember a couple of folks who we lost during the summer and are no longer with us And we have a few because it's been a while and so I just want to I want to note a couple of folks So we lost a Dina Penner who was the chair of the Alexandria special Sorry the Alexandria special education advisory committee in our schools and was a National leader in public health and she had recently received an award from the commission on disabilities a couple months ago and sadly, sadly passed and so we certainly keep her husband and family and her kids in our thoughts. We also lost nationally and locally here in the city, we lost Alma Powell. Not only the wife of Colin Powell, but a long time city resident and a national leader and a number of philanthropy organizations dedicated to young people, military families, veterans, et cetera. And we certainly, our thoughts are with our her children, including one of our sons who lives in Alexandria and has for a long, long time. And certainly, there are our thoughts as well. We also lost Roshan Jackson, who was a not only an employee in Parks and Rec at various points, also a graduate of TC and a coach of the track team for a long time, including coaching no allows, and a number of other accomplished track runners, including my daughter at various points. So we certainly miss him and think of his family. And then we had a loss that very close to the day us here as well. We lost the great Michelle Chapman. And so, we, Michelle was not only a friend to all of us on this day, but also a leader in our community and housing education and so many issues and so certainly to our colleague. You are continue to be in our thoughts and I know that your family is in our thoughts as well during this difficult time. So as we rise, please keep all of those folks in your thoughts. So whereas the City of Alexandria hosted the 2024 50 by 70 Virginia State Tournament from July 5th through July 10th at the Eugene Simpson Stadium Park. And whereas Alexandra Little League's 50 by 70 team, if I'm saying that right, was undefeated in the District 4 and Virginia State tournaments with a record of 9-0. And whereas Alexandra Little League's 50-by-70 team advanced to the 2024 50-by-70 Southeast Regional Tournament July 19 through 22 in Kinner'sville, North Carolina. And whereas Alexandra's Little League 50-by-70 team was defeated by South Carolina and Georgia completing its season with a final record for the season of nine and two, with a team batting average of 352. And an on-base percentage of 460. And 100 hits, 40 stolen bases, 79 RBI's, and 97 runs scored. And whereas Alexandra Little League has served the city of Alexandria since 1998, offering baseball and softball opportunities for children across the city. And whereas Alexandra's Little League baseball and softball programs offer year-round opportunities, including fall and spring seasons serving roughly 600 kids per year ages six through 16. Whereas the Alexandria Library local history slash special collections branch has a national reputation concerning documentation of Virginia history. And whereas researchers use this collection particularly when studying genealogy and early American history. And whereas the library has successfully collected documents that tell the story of the white citizens of the community. And whereas the library held its first black family reunion on April 29, 2023 and digitized over 2300 photographs and 900 documents preserving the history of black Alexandria. the American Civil War, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the United States, the berg, fish town, the hill, heighty, the bottoms, the dip, uptown, parker gray, vinegar hill, and black rosemont, where African-American neighborhoods whose citizens contributed to the successful creation and growth of Alexandria, be it resolved the library and visions of the black family reunion as a way to build community, to acknowledge the African-American experience in Alexandria, and to ensure that the black community is recognized and included in the history of Alexandria. And be it further resolved on September 14, 2024, the library will host its second black family reunion to encourage the African-American community to share photographs and other memorabilia for digitization to record this history for posterity. Good evening. My name is Rose Dawson and I have the pleasure of serving as the Executive Director of the Library. And last year this time we had started receiving numbers, just a large number of pictures from the community to help us fill that gap in our collection. And while we haven't had that happen just yet, we've been fortunate in that we've had what we call power users. Those folks who had lots of photographs and have decided that the library is a place they would like to make sure that a person can find them. So I had the pleasure a couple of days ago of going to 94-year-old Robbie Robinson's house. And many of you know that he is the informal, unofficial photographer for the department of Progressive Club. He's been six months there. He helps. The Masonasons. And so I don't have to tell you that we left there with three boxes full of binders and albums. And we've been working on Robbie to try and get some of his collection. And so we are so honored that he has entrusted that with us. My staff estimate that we left there with approximately anywhere from 850 to a thousand photographs and if we do it right when we bring those back he's going to let us take some more so we are feeling, very honored and grateful. I had to come after Mr. Robby. Hi, my name is Yvette Taylor Lewis. I come from a family that has lived in Alexandria for a very long time. We also donated photographs to the library, not as many as Mr. Robinson, but we donated quite a bit. I am also a descendant of the Friedman Cemetery, so I'm happy to be here. I'm Jason Wood. My family donated photographs, original charcoals and oils and so forth. And now that you mentioned that they have, we have many more photographs that I can certainly share. I'm trying to throw it to the household. And I'm Jason Wood of Woods Place and Woods Avenue. My grandfather donated land for the first Negro School, elementary school in Alexandria. And then when the TC Williams was built, which now Alexandria City's high school donated around like four acres of that to that school. So I'm going to pass it on to Mr. Casey. I'm Dr. Michael D. Originally from Seminary, who helped build a fort for a ward and had relatives who lived on there and also worked for the Episod way, theological center also. I'm a descendant of a distant relative of John Parker, Parker Gray High School. my family, the Doge and Lucas family, and Casey family, have been residents here for over a couple hundred years. And we also donated lots of pictures and information about our family to the library over the past few years, and it's really a pleasure and honor to be here. I'm Kathy Puscar, and I'm honored to be standing up here with these individuals who are much more notable than I am, but I am lucky to serve as the honorary co-chair of the 85th anniversary of the library sit in. And so happy to be here with everyone and to help celebrate that historic event and what it means to our city. Thank you. So many connections here. My name is Jimmy Lewis. I'm a third generation Alexandria. My mother was a quander. And so the Lewis, quander family are prominent in this city for having many, many accomplishments. I'm so proud to be a member of Alpha Tree Baptist Church for 77 years. Coach, the TC Williams girls team, and I think this, that was the first time I was ever in this chamber. We were 22 and one back in 2007. Had a great player, wasn't a coaching, trust me. Yeah, but I'm also, I heard the John Parker reference with the Laos Crouch grew up in seminary, proud of it, with the Laos Crouch Elementary and to Parker Gray. I'm also one of the co-honorate chair persons for the 39th annual sit-in. And we really are looking forward to more publicity just like we got last year. This is a picture that Rose gave me. I thought I had all the copies, but she found one more. It's my sister, Dr. Janice Winters, and one of my cousins, Alvin Lewis, when we were at the festival last year. I'm Patricia Walker. I'm the branch manager for the local history special collections. And I brought with me today some samples of some of the materials that we have received as a result of the Famer Union. So I have in particular the two items from the Elrick Murphy photograph collection, which was donated by his daughter Rita Harris. And that collection totaled approximately 1,000 items. And it's a very, very rich collection. I also have, let's see, an image from the Henry A. Thomas collection, which is documenting boxing in the Henry A. Whereas move to learn is an award-winning nonprofit using the science of movement to transform how Alexandria Public School students K through 12 learn. And whereas move to learn creates a sustainable culture of movement within the school system. There were compliments and enhances the values and goals of the city and its public schools, and addresses the most important issues facing students today. And, whereas, move to learn, increases student engagement at school through its innovative, free programming, both inside and outside the classroom. Move to learn students are more motivated to come to school and are more engaged in and focused on learning. And whereas move to learn social, emotional, and academic learning lessons, improve students' mental and physical health by integrating movement as a way to overcome emotions that get in their way of learning. And whereas move to learn is celebrating its 15th year of inspiring students to move and to learn better, the organization was founded as Running Brook in 2009. By Brook Curin, it based on her own life experiences. And whereas Move To Learn creates lasting impact to improve students' mental health, attendance and behavior and academic performance by building awareness of an advocacy for the long lasting general, generational benefits of movement. Now, therefore I, Alia Gaskins, on behalf of Justin M. Wilson, Mayor of the City of Alexandria, Virginia, and on behalf of the Alexandria City Council, do hereby acknowledge and celebrate the 15th anniversary of Move to Learn in the City of Alexandria. But before I do, I just want to say how much of an inspiration you have been to me as I've gotten to know you but also some of the incredible leaders up here And to join you at some of your programs and hear firsthand from our young people and their teachers Just what movement has meant for their lives You may not know this but me's maybe three or four days ago I was meeting with Anna the leader of youngins in progress And she talked about how the grant that moved to learn provided was able to help address true and see, prevent gun violence, and has created an opportunity for some of her young men to have hope again, just by being able to engage in sport, and to build teamwork and new relationships with their fellow students. So thank you for just the impact you have in many, many ways across our city. Brooke, thank you. Thank you. Thanks everyone. Really is everyone here because it does take so many people to believe in our students and what our students can become and how movement can play such an important piece to that. Bill, you will board member. Former mayor of the city, and I want to congratulate Brooks again for her 15th year anniversary, but also hopefully she'll remember some years ago, the mayor and the city council presented Brooke with a proclamation, honoring her and making her the official ambassador for the city of Alexandria. She tried to round the globe and all across the United States, competing in races and marathons and we gave her some city flags so she could plant the flag at those locations upon her completion of those races. So again, congratulations. And thank you. I'm Mike Porterfield. I'm a board member. But most importantly, I'm a board member, but most importantly, I'm the husband of one of ACPS's best all-time elementary school teachers. And her classroom for years has been a laboratory for book and moved to learn so I have heard anecdotally all of the great stories and the successes of what this organization's doing and it's my participation here now so congratulations Brooke. Whereas the Torpedo Factory Art Center located on the historic waterfront of Alexandria, Virginia, was founded in 1974 by local visionaries and transformed a former munitions plant into a thriving hub of artistic creativity and community engagement. And whereas for five decades the Torpedo Factory Arts Center has served as a beacon of inspiration and innovation, providing a home to a diverse community of artists showcasing an impressive range of art forms from painting and sculpture to photography, ceramics, and beyond. And whereas the art center has become a cherished cultural institution, not only for the city of Alexandria, but also for visitors from around the world, offering year round access to working studios, galleries, workshops, and educational programs that foster an appreciation for the arts. And whereas the Torpedo Factory Arts Center has made significant contributions to the cultural and economic vitality of Alexandria, creating a vibrant space where art and community intersect, enriching the lives of residents and visitors alike. We are using this weekend as the big celebratory weekend we've been doing other things throughout the year. But this weekend we invite the community to come out on Friday night 7 to 10 pm for a 1970s themed dance party at the art center. So dress in your favorite 1970s attire and come and expect to have a good time. On Sunday from noon to two It's all about the kids for the next 50 years of the art center's future. And so we'll have music and food and art making activities there for the kids all day on Sunday. So we really look forward to everybody coming out and just celebrating with us this weekend. It's a great milestone. And just so happy to have artists returning to the art center with us this weekend and all of the artists that are there currently celebrating with us. So it's going to be a fun time. Oh, and you can introduce yourself. Okay. Thank you. Thanks so much. I'm Suzanne Bethel. I'm the executive director of the art league. The art league is a founding tenant of the torpedo factory art center. I'm glad to have just a moment to thank Mary and Van Landingham, who was president of the Art League Board, when this she and the city partnered up to come up with the concept of the torpedo factory, and it's been an extraordinary 50 years moving forward. We're really looking forward to Saturday night. A chance to say thank you to all of the people that have come through our doors and have participated in the cultural experiment, which is the torpedo factory. So we're delighted about what's coming up and celebrate throughout the year. So thank you. Thank you. And I do want to say on this part, congratulations to the art league. I know we are now an anchor with the torpedo factory. I also want to bring up, this is a great chance to highlight the Hilton Mark Center, which is now the art that is going on in the West End and has had a few installations. I want to say five or six now in the last few years. And I've been able to participate in each new installation that occurs at the Hilton Mark Center. And it's very exciting because it brings in the art showcases our artists, showcases the creativity that we have. But it's to Taurus usually. And if they get a taste of it there in the West End, hopefully they're going to go down and actually experience, you know, Old Town and the Torpedo Factory and then vice versa. You know, if people know that there's more on the West end, they can gravitate out out there and experience different unique neighborhoods and see some more art at that facility. I just wanted to share a quick note that we got from Trapido Factory Founder, Mary and Van Landaham. At Landaham, she says that she's sorry she can't be with us tonight, she is resting at home. But today she celebrated her 87th birthday with her longtime friends, her nurses, Yvonne and Hannah, and many torpedo factory artists, as well as her two dashhounds, Chester and Arthur. She very much appreciates the recognition and the proclamation and she is looking forward to the city and the celebration and another 50 years at the 50 years of art and celebration at the torpedo factory at the foot of King Street. So I just wanted to make sure her note was here. Great for her. Great for her. For her. That's right. Yep. Happy birthday. All right, in VTC, who wants to go first? I can go first. Council member, you can go first. I'll go first, yeah. Council member McGuirey. So there was an action meeting. It was a celebration for the 60th anniversary of the Northern Virginia Transportation Commission. And we had a very, very cool video with the chronology of the commission going back 60 years. We had a lot of past commissioners there as well as some commissioners where they took audio of them before they moved on and passed. So that is actually available on the YouTube channel. So highly encourage everyone, anybody who is into transit, annoying how NVTC came to be and what it's been doing over the last 60 years, definitely go to the website, check out the YouTube channel and check out the video. It was very, very cool. Had a really great time and we'll pass it over to my colleague for some additional comments. Council member Bagley. Excuse me. Yeah, I would agree. I think the documentary is available for viewing. I believe online, and I would encourage anybody who visits to getsnovatransit.org is the website. But it's got some really great history and interviews with individuals who have helped build out this transit in our area. And it wasn't always a given that we were gonna have a silver line and that we were gonna have commuter rail. And so I really enjoyed that about the documentary and would encourage people to visit the website and you can watch it on YouTube. There's a link there to see the video. Last thing I'd add, I thought my colleague was gonna mention this one with VRE. When I first started, there was actually a boycott by Amtrak, and so they weren't sure if the train was even gonna come in to the station on the very first day. It did make it though. All right, that's a longer story. All right, move it along to VRE Councilmember Bagley, and then you can continue in from there on to CPC as well. Thank you. So VRE met in July and we, a couple of things that I have progressed since I last reported, one of which was BPRA purchasing and finalizing the menacist line from Norfolk Southern. And this will facilitate some real exciting improvements in what we hope will be on time for performance and other route options moving forward for BRE and commuter rail and passenger rail generally. So keep an eye out for more developments about the impacts of that action by BPRA. Also, there's exciting progress moving forward with regards to the station enhancements at the Alexandria station. And we'll be providing updates to the community in the months ahead. But there's going to be basically the elimination of the Accrae Crossing currently anybody who's used that train stations probably aware that sometimes you have to cross the tracks actually with your luggage and the improvements will eliminate that Accrae Crossing. There will also be it'll get easier to get on and off the train as there's currently quite a significant gap in that area. So bringing bikes and your luggage and that sort of thing will be a lot easier. Also the King and Commonwealth Bridge replacement projects continue to move forward in planning and design. And so we will continue to meet with the community and provide updates about those projects but they'll provide some enhancements not just for, excuse me, not just for people riding trains but everybody going under those bridges as they will be raised so we will have fewer strikes and fewer delays and also the widening of the space underneath so we can have hopefully some pedestrian improvements in that area. I'd also just do a few quick shout outs as well. One, since July 1, kids ride free on VRE. That's a new program with any adult buying a ticket, kids ride free so I want to encourage anybody thinking about, it's a one-seat ride into DC, or if you're coming from point south, coming up to Alexandria for the day. And then I want to make a shout out for the Tour de Vierre, which is happening on October 5th. There's an 8 mile or a 35 mile route option, but it basically tracks out to Broadrun. I've done it the last two years. It's a lot of fun. It's not a race. It's a group ride, and it raises money for breast cancer research. So it's a good cause as well, and you can visit the BRE website to learn more about that. And that's the report for BRE, I believe. Moving on to CEEPSY, CEEPSY met as well in July. There were updates from all the various committees and the award campaign. There will be every year, there are awards given out for environmental work done in the region by localities and organizations and those winners will be announced in October. There were 21 applicants which is an increase. There was also a talk about food waste messaging that went out over the summer. That was all about reducing food waste. Alexandria also is a part of composting programs. That would encourage everybody to bring their compost to our farmers markets. We also got some updates on regional tree canopy and developing an action and enforcement plan for our new 50% goal, which we have adopted and need to now make specific plans about how we're going to move forward on. And COG CPC will meet again in October. That's my report. Excuse me. Thank you council member Bagley. Next up is ADP councilman Chapman and then you can continue into NBRC. Perfect. Thank you ma'am. Just some notes from ADP that has been meeting and working over the summer. Last month ADP released its annual report and held an event to celebrate accomplishments from the past 18 months. The event was held at the Muse, the new home of the art league, as you heard earlier. As a result of a creative financing solutions developed by ADP and carried out by the city's IDA, the city was able to retain this art's nonprofit that has been in Old Town for the last 70 years. The art league is now the first official tenant in the Old Town North Arts District. Other accomplishments highlighted in the report and at the event included the launch of ADP, Small Business and Entrepreneurship Program, last November, and of course, the city's pursuit of a sports entertainment district in Potomac yard anchored by monumental sports and entertainment. It was a great event of with close to about a hundred attendees from the community and the report is going to be is actually already available online as a downloadable PDF or if you want to go to the website it's their readable as a webpage story. Early in the summer, ADP also hosted the Northern Virginia Tech Showcase event in Alexandria as part of the SelectUSA program, which brings foreign investors to the DC market every June. ADP collaborated with the Virginia Economic Development Partnership and the Northern Virginia Economic Development Alliance to showcase the reasons tech value proposition to about a hundred foreign businesses and affiliates looking to establish a U.S. presence in the DC Metro region. Another exciting development from the summer, of course, was a grand opening of Hotel Haran on Prince Street with the support of this City Council To create the city's first tourism zone ADP was able to help Hotel Haran's developer secure gap financing to restore a historic hotel location by leveraging Virginia's tourism Development financing program Of course looking ahead the ADP team is gearing up for the fall and a series of small business workshops that they have available. And this is going to be a broad range of topics including business planning and strategy marketing, legal and compliance and financial management. Please stay tuned to ADP's social media channels as they start to kick off this week. Highlights of Hispanic Heritage Month campaign, particularly with business owners and staff from across the city. So that's a little bit of what ADP has been doing for the knowledge of my colleagues as well. One of the last meetings last week that I went to for ADP was about the governance. And so looking at the organizational structure of ADP, that is something that I believe also the city's attorney's office has been looking at as well as the city manager. And I can't believe it. I can't remember what it's called. Try, thank you try party agreement with city manager's office the IDA and with ADP and so that is being drafted and worked through and edited and I believe we will when it's in final form we'll receive a copy of that for our editors as well in our proof of it. And so that's a little bit of what's happening on the ADP front. You want to move into NVRC? NVRC just to give you guys a heads up, one of the things that we are working at and you'll probably hear more about this. Hopefully next month and with probably a future city schools conversation as well, is AD, excuse me, NVRC is looking at how a local jurisdiction in Prince William County public schools has been able to for the last 40 years develop units of housing within their school sites for teachers and sworn staff. And we are looking at that as hopefully a regional model for not just our locality, but localities across the region to be able to do this. And so we've been very impressed we're having the folks from Prince William schools come and talk to the commission about how they've done this. They're also setting up, our staff is also setting up a meeting with area superintendents to see and understand if this is something that might interest them and frankly interest their employee groups as well. And so as we do this work, we'll see if this is something that might catch hold in other jurisdictions. We're also being aided by Virginia housing, which is in talks with us about providing some technical assistance grants to help localities do some of this work if that's something that they're interested in. But I'll have a memo to counsel more about this as we get started so that there's a full understanding kind of what if a future request comes down from myself or other members of NDRC, what that might look like. So really we'd have an ad meeting. So the reason we wanted to put this on here was just to make sure the public is aware that Arha has concluded their CEO search process in starting yesterday. Arha has a new CEO that's Eric Johnson who has come into us from the town of Hamden, Connecticut. And so we look forward to meeting Mr. Johnson, welcome him into Alexandria and the important work that our Honda City will be doing together in the many years to come. And so we will be at the work group, I think, next week. Welcome, we're in there. So we look forward to meeting him and we got important work ahead with our public housing authority. All right. That concludes oral reports from Council. We now go to the oral reports from the manager. Thank you, Mayor and council and community. So tonight I did want to just take a little bit of time to ask our director of general services to come up with one of his key staff to just do a very brief overview of the start of our City Hall renovation project. It's a significant project for our community and this is a good opportunity just to share with the community sort of the intro of where we are at this point and talk a little bit about the schedule and some timing. Thank you, Mr. Mayor. Manager, Mayor, Vice Mayor and Members of Council, I'm Jeremy McPike, Director of General Services. Joining me tonight to my left is Jeanine Katab. She joins us as our new Assistant Director of Capital Projects, is an architect in joining us from the National AIA, American Institute of Architects, working on diversity, equity inclusion nationwide, and joining us from the National AIA, American Institute of Architects, working on diversity, equity inclusion nationwide, also worked with ACPS and prior roles and education experience. And so, wanted to get an opportunity to introduce you to a new face that you'll see on different projects throughout the city. And so, we're happy to have Jeanine on board. Thank you. So we've been waiting on this project and working through this for many years and appreciate the council's support to help fund where we are at today. As you probably have seen this building since both 1870, 17 from its original inception to when it burned in 1871 has been through iterations of transformation, essentially almost every 60 years in its lifespan. And we happen to be right in that 60 year lifespan, as well from the last significant renovations in 47 and 61, the market square opening up as well. We're sort of in that same cadence of an opportunity, as you know, the history of City Hall includes fire stations, police stations, courthouse, City Hall, many different functions and iterations on almost every single corner of this building. Jail. Jail, indeed. And so if you can imagine it. It's a City Attorney's Office, right? Yeah. She lives there now. Yeah. You know. So. But yeah, literally, that's the neat thing about this building. It has so many different parts in history. The good, bad, and the ugly at all lives here. And we've got to figure out a way to recognize that is we start to re-envision the building, the functions. And so this brings us to this next phase. We have hired an architect and to help deal with some of that back end stuff that we know that we've been dealing with. We have pipes that are decades, they're older than I am, older than you, Mr. Mayor, and everyone here on the dius. There's two things dramatically different here. Well, I'm just giving credit to everybody here, this difference. And so literally we've had folks that look at our the middle picture, which is our boiler, those old coal boiler converted to natural gas over time. And some of the technicians that go down to look at it, look at it in all, some have never seen such a piece. And I'm sure it'll be a future museum piece. It is just truly impressive about what the team has done to continue to operate the building over time and it creates its own challenges. And then to the right, the picture on the right is Marcus Quargerage. You know, you've seen over the last couple of years the deterioration, the amount of moisture and degradation between the rebar and the concrete. It does require sort of significant overhaul of market square, unfortunately, to pull up the waterproofing and really redo, get into the rebar, get in the concrete. And so what it does, well, it's a challenge, it also offers some opportunity. And that's an opportunity to start to reimagine what programs, what civic engagement we can have on market square. Also, as we look at what opportunities for the first floor, for the engagement, for better civic space, what does the present mean for Alexandrian? And that's what we want to start to discover with you and with the community as a whole. And so we've we've brought on a team of architecture and engineers Leo A. D. Ali has been a word of the contract after a very competitive national process. We saw firms from all over want to be a part of this work. And what Leo A. D. Ali has brought to the tables also a combination of some local firms that have worked in Alexandria, both land design and rust-oraling, sustainable consultants and engineers that have worked on some of the council parties such as NetZero and other things to figure out how we can connect the dots in a very difficult context, which is historic fabric, urbanized fabric. The lot of challenges and engineering challenges do, and that's why this team has been selected to help sort of connect the dots, help to bridge the gaps and figure out where there's going to be some challenges and to figure out some solutions with us together. And so that brings us to like, how do we start this out? This is such a just a unique opportunity. It doesn't come up often. You're going to see us out at Farmer's Market This is such a unique opportunity. It doesn't come up often. You're going to see us out at farmers market starting this weekend, both here in Old Town. You'll see us in the West End, formal run, Delray. To start to engage, we're doing digital and social media to try to get folks early. Feedback, we're going to have both curacodes, we're going to have postcards to provide feedback for those who cannot be in person, for those who can write us notes about what they're interested in seeing to leading into our first meeting in event on September and in teeth, they'll not putting pen to paper yet. We want to be open and genuine to hearing the feedback. We know how iconic market square is. We know that there's so many events that happen from citizens day in swearing in as citizens of the United States for the first time to our market, to so many parades and events that happen. We want to understand that dynamic. And we know there's so many other things that happen in the social fabric of Alexandria. We want to listen and understand that and then start to commit to paper. So we're going to actually have four different dates just for the listening side. And we've intentionally placed it around the city of the Delpepper Center. We're working to secure a spot sort of mid-city and then also at Chicago Armstrong and sort of the Delray, our lingerie area to sort of avail opportunities for people to see it if they get a moment. We're also going to have sign up opportunities online. So if folks want to stay engaged, they can, they get the updates in the newsletters about what's happening next with the project, and we're going to be, as I said, promoting on social media. So one of my asses tonight is to ask for your help and engaging and helping to promote these different events. We know it's tough for people at different times so we're offering multiple opportunities and multiple venues to get that input. That's going to lead us into sort of the next series of sort of how we lead this community, lead in events to the actual design. And so after our listening sessions over multiple times over the next couple weeks, we're then going to start to commit pen to paper. You're going to see that towards the sort of October and November timeframe through iterations and heading into December. What that does is allow a sort of multiple passes to collect notes over multiple sessions and sort of an iterative design and feedback loop in order to provide a context for us to start to submit through the planning and zoning as you're familiar with the sort of the concept to phase, getting the concepts and going to the planning commission of what use types. We require sort of the DSP process, the special event process because if we know that some events could change our market squares or therefore uses are changing, so we're sort of anticipating that in advance. We're not saying what that's going to be, but we're trying to build that process out. It also avails some opportunities for additional input. And so this is sort of the long-term, sort of the long-term and short-term. There's a lot of work and a lot of engagement we want to do and get that feedback. We have a really excited team that is ready to go and take a look and roll up the sleeves with you. And so take a look at this. The upcoming dates will be publishing sort of each series in October and November December of what those opportunities look like so we can give to bringing through both planning commission and city council by the June and July timeframe of next year. That's going to help us set the stage to bring on and we'll be working on bringing on a construction firm to help us in guidance. And we anticipate sort of getting into that construction time frame in 2026. Roughly two years of construction, we know we have a lot. We know we have a lot of historic constructs. We know a lot of challenge. So that's what we know right now. So there's sort of a lot of different components and moving parts to this. We know that we do have some swing space because we will have to close this facility down. And so we'll have some more information to some some leases to consider in the future that will be getting back first sort of bite of where we're at and what's next for engagement, what information we're trying to get and roll up the sleeves. And we're excited to be here tonight. It's been many, many years in the coming, and Mayor Wilson, as you know, it's been on the CIP for probably 15, 20 years. in some parts or components and so this is a long time coming. We know city councils, you know, deliberate this from many years of how to start to find the real deep needs that are and exist here in this facility and market square. Open up to questions. I've been with the city for about six months. And I'm just having, you know, I consider the greatest privilege of, you know, my career to work here for the city. I've learned new things including teamwork and you know lots of increasing my productivity and all of that so just honor to be part of the team. So I'm joined tonight by housing director Helen Michael-Bine and I want to introduce a few of our partners here tonight, Housing Alexandra CEO, John Frederick and our House Board Council, Michael Graff. So tonight you will consider a resolution authorizing issuance of our revenue bonds to Halax housing, Alexandria for the sunset project in our landry. So one of the things that is so incredible to me, I've come from a development background about this project is that it includes 25% of units of 40% area medium income, and 9% of these units are at or below 50% AMI. And 79% of these units are under 60% of AMI, and 55% of all these units are two and three bedrooms, which is quite incredible for a rental housing project. And so the project delivers infrastructure and open space to the Arlandria neighborhood and for their its residents. And so the funds, the sunset funding package includes light tech equity, bond tax equity credits, both a 9 and 4% includes Virginia Housing First Translone, the city housing opportunity Fund, of course, comprised of seven funding sources, and the Amazon Reach grant, which it's a grant that's almost $17 million. Tonight, the business that we're doing here brings us to the RHS revenue bonds that Halax is requesting for approximately $10 million. I just want to mention that neither RHS nor the city assume repayment obligations, solely the borrower, but council reviews and approves housing authorities bond allocation process. So the ceremony was about America's 250th birthday and and how Alexandria as well as a lot of cities and jurisdictions around Alexandria played a part of course in establishing our union. So it was it was a wonderful ceremony. The presentation great and course, we want to thank historic Alexandria, as well as the America 250 Board for especially bringing Fairfax resolves to the Carlaw House for that and market square for that great event in recognition as we're going forward. There's also the youth leadership program that happens every year here in Alexandria and being able to take part in the networking thing which is one of my favorite things every year to do to be able to talk with the youth and see the excitement that they have and being able to look at the different opportunities that we have here in the city of Alexandria. Also, I wanted to give a shout out to Place One Condominium. They celebrated their 50th anniversary, which is really cool. And they actually had a video from one of the original tenants and their original rent, I believe, was about $100 a month, which not quite the same anymore these days. Also, thank you to Chick-Pint and Gardeners, Council Member Bagley and I had a great time judging the tomatoes. Very difficult every year to judge the tomatoes. They are delicious, but thank you to our gardeners for all that they're doing in our community gardens. And there was something else. Sorry, getting there, getting there. Oh, I wanted to say thank you to the Chesapeake Bay Foundation for a great afternoon on the Potomac. They do advocacy around cleaning up the Potomac and the Anacosta River and the whole Chesapeake Bay runoff to make sure that we have a healthy water waste in the Chesapeake. And also, if you get a chance, please go to the Alexandria Black History Museum. There's a new exhibit on mosquendrix for those who were not aware as I was not. He is kind of like the Godfather of advertising for African Americans. And there was a quote on there. He was one of the most photographed people in the 30s and 40s behind Jackie Robinson and a couple of other super famous people. So it was super cool to see. It's a really great exhibit. So if you have time go check it out at the Black History Museum. Also shout out to all our centenarians. We had our celebration earlier today in the Vola Lassen Library. Excuse me Vola Lassen Lobby and I believe that is it for me. Councilman McPike. This weekend some of us got to attend the dedication of the new scoreboard at the Kelly Cares Marical Field, which is obviously where the Marical League of Alexandria plays, which is a wonderful organization. So thank you, I think Donnie Simpson from here in Alexandria had a part in getting it delivered on time and the Jessel and Seligman family out of Florida, I believe, donated the funds that are going to make a wonderful program even better with a brand new scoreboard. It was a great event. Also this weekend, Cafe Aurora, a location on the West End of our city, a small business started by two people, a restaurant and cafe celebrated 20th anniversary. Anybody who knows anything about the restaurant business knows it's hard to get a restaurant to last 20 months, much less 20 years, and they've built a real focal point particularly for the air-training community in our region. And we're very fortunate to have them on the West End of our city. Great. Thank you, Councilman McPike for that. Two quick worlds for me. First of all, I just wanna recognize the work of staff as well as our bond council. We did go to New York the last week. It feels like it's been a while now. Last week for our meeting with the rating agencies. We had great meetings, great discussions with both rating agencies and anticipation of our next bond issuance. Just want to give a kudos to the to Kendall Taylor, Arthur Wicks, Carl Moritz, as well as our city manager, and then our bond council and their team for all their hard work in preparing a compelling presentation about the financial position of the city. And we'll have updates on that relatively soon, but we certainly, I think the city was very well represented by the team that went up. And so thanks to everyone who played a role in that. Additionally, I circulated and I apologize for the late notice on this, but I did circulate a memo to the Council, I think early this morning, with a request and I think the request tonight would be to just ask staff to come back to us at a future meeting. But we've had some discussion really since we did the 100 block closure. And this is a request on behalf of me and Councilman Chapman. Sorry to neglect to mention that. But since we did the 100 block closure, there's been a lot of folks who have suggested that we can continue farther up and make the pedestrian plaza go from the unit block all the way to the 200 block to Market Square. And, you know, there are certainly some real opportunities there in the 200 block. There are certainly issues we would have to work through. And Councilman Chapman and I had an opportunity to meet with a number of business owners a couple weeks ago and kind of talk through some of those challenges. And I think we heard some good feedback, some support, some concerns, but no issues that I think are insurmountable. And so I think the suggestion from Councilman Chapman and I is that staff come back with a proposal for more extended pilot. We did do a brief pilot last year as associated with the Scottish Christmas walk where we did the 200 block for that period of time. And so I think the suggestion would be and we'll see what staff thinks is feasible, but the suggestion would be maybe we do something from like tree lighting to first night this year and see how it goes, see what issues come up and in that way the council next year can consider whether this is something you guys would want to make permanent. I see councilman Bagley smiling that I'm hunting that decision to you guys. I'm, you know, listen, I'd be happy to make a decision right now, councilman Bagley, but I figured I figured in the interest of good process, we should allow some time to carefully consider the ramifications of it. So nevertheless, that would be our ask. I don't know what Councillor Chaplin you want to chime in here and talk a little bit. No, I do think we've seen such a successful rollout of the 100 block? It's caught the attention of not just folks within the city, but folks around the region. And I think we have a unique opportunity to expand it and see if it is something that can be expanded. Again, our meeting with not only residents but business owners on the 200 block brought up a number of different issues. And as the the mayor said none of them are insurmountable. I think we have really the opportunity to really pull together some communication channels and hopefully some staff support to make that a real opportunity. I do think as we expand it, we continue to make Old Town an attractive place for not just visitors from outside the city to visit, but a place for us as residents to come down and really understand and enjoy Old Town, a particularly downtown Old Town, and have an opportunity to take advantage of the small businesses that have breathed life into that section of the city. And so I hope that we can have this pilot check it out especially during the holiday season. That for a number of small businesses on King Street is a good time but also for some it's not so great and so hopefully bringing additional visitors to this area might help their opportunities as well. Councilman Gaskins. Thank you Mr. Mayor and thank you Councilman Rechatman for raising this. I too would be interested in seeing the results of a pilot and additional research. I guess two comments I would raise or hope that we could also explore is while the 100 block has been a tremendous success. I think there's also been ideas thrown out about how that could be even better and even more vibrant. And so I wonder as we are piloting things, if there are ideas we haven't yet tested, could they also be experimented with in that section just to see if we're going to expand. How do we make sure we are not just moving to the next block, but building on and making our first closures even better? The other thing I would raise is I think we've also received some comments from those further up King Street, but also small businesses on the side streets, who are like there's so much activity happening in one area, how do we benefit? So I guess I would also say a staff is doing this pilot. I think it's also a chance to test, you know, are there marketing strategies or signage or things we can hand out, like little kiosk or things that also drive folks to the other business nodes throughout this part of the city as well. So all that to say, I'm excited, but I hope that we can also use it as a space to test a few other things and get some data back on how we move forward with a vibrancy of both blocks but also maybe the side streets as well. Councillor Chavin and then I want to chime in as well. Sure, I think one thing that my colleague just said hit on I think is important and really key to how a lot of this stuff is going to work is the signage and wayfinding down there. I know that has been a consistent conversation on council for many, many terms. And so as we continue to improve our signage, improve our wayfinding, whether people are finding businesses, whether they're finding parking, If you note, there's a new sign by the Market Square parking lot about how many spots are available, which wasn't there about three weeks ago. Some of that way finding is improving, and so as we continue to evolve it, I think this is definitely an opportunity. Hopefully, staff can take advantage of that, try some new things and improve, continue to improve our way finding down in all town. Yeah, no, I'm glad Councillor Johnnie pointed out that the new Birken Space counter, I think that is, I may remain out of station a family member outside as we went into garage just to see if the thing changed. When we went inside, I didn't quite believe it was actually working. So it does, by the way, just to be just for the record. To Council and Gathkins' points, the second one certainly well taken. And I think you're right, I think this needs to not only be a strategy around one block, but a comprehensive strategy around Old Town. Certainly agree with that. On the first point, I think it's also important, and we noted this in the memo. I think it's also important for everyone to realize that what you see in the unit block and what you see in the 100 block is not the final treatment, and that we do have on our website a lot of detail about what's next for that pedestrianization project. I think Councilmember Bagley on the Waterfront Commission, they've been involved in this conversation for a little while. And so there is a lot more work coming there. And there's gonna be some real construction activity, I think happened, and I think about a year or so. So stay tuned on all that. And I think one of the conversations that you all will need to grapple with next year is if 200 block ends up being permanent as well kind of what how you want to rope the that into That discussion so because potentially there's going to be budget implications of that and and everything like that so I think the the request right now is just asked staff to come back When they can with the proposal for a pilot of the 200 block and we can vote on that at a later date and help us understand all the ins and outs of that. The stormwater happens when it rains and the water runs off a hard surface like a rooftop, a parking lot, or a street. And it doesn't soak into the ground. So what this does is increases the amount of stormwater, but also when that stormwater runs across those hard surfaces or in pervious areas, it can pick up pollutants. And this water goes straight to our storm drain system which leads to our local streams, the Potelmic River, and eventually the Chesapeake Bay. So this is an important aspect of our lives. And we were part of the city and the stormwater management program to protect our local streams, to protect the Chesapeake Bay and to to protect the Chesapeake Bay, and to clean up the Chesapeake Bay and meeting our state and federal mandates while we protect the environment. The city has two back-to-trucks dedicated to cleaning catch basins. That's important because we have two primary functions. One is to clean the catch basins to prevent pollution from entering our streams and rivers. The second one is to remove the clogging and debris so that it will prevent flooding and you don't want that to happen. CCTV is a method we use in the city to prevent flooding. We send a camera down to locate water, soil and blocks in the soil line. Leafs pick up, street sweeping, catch basin cleaning, BMP inspection, and a listed discharge detection and elimination are all part of the city's stormwater program. We're building stormwater BMPs like bioretension cells and wet ponds to treat the runoff of hard surfaces throughout the city. The best way to help keep local streams, the Potomac River and the Chesapeake Bay clean is to prevent pollution before it starts. Pollution prevention is critical to the improvement of water quality in our streams. Strong water is truly an important aspect of our daily lives. I'm going to be a little bit more careful. Come on, man. 18 months ago my husband Ryan Brown got hit by a car while he was on his way home from work at the Baton Trade Mark office. The injury rendered him immediately unconscious, put him in a coma for about two and a half weeks and then he was in the hospital for four months after that. 90% of people who have an injury like this never wake up. He has been an outpatient therapy since he got home learning how to basically do everything again, speak, walk and regain his independence. My name is Brian Brown. Vision Zero is an all-hands-on-deck approach to eliminate all traffic deaths in serious injuries in Alexandria by 2028. One crash that involves a death or serious injury is one too many. Alexandria is working to make our roads safer for all users and Vision Zero is our roadmap to getting that done. There was 37,000 deaths on U.S. roadways last year, and it's expected to go over 40,000 in 2017. We haven't seen sharp increases like that since the mid-1960s. No one should have to experience the pain and suffering that goes along with an injury like this or a death. We have to change this old mindset that accidents will happen and take them seriously and do our part to avoid crashes. If we do that, we collectively as a community come together and reach zero deaths and seriously injured in City of Alexandria. We've received over a thousand comments from the community. And what we've heard is that education, enforcement, and engineering improvements are key to affecting change, along with working together to change the culture of how we move around our city each day. If there's something that we can do to help prevent this from happening to somebody else, let's do it. It's important to me that if we can prevent an injury like Ryan's or I know there are several deaths in Alexandria last year from happening that that happened. you
