Step the agenda. So move. Second. All right. All right. All right. All right. agenda is adopted. All right. We'll have public comment on voting session agenda items only. Anybody in the room? We have no slips You're Mr. Riff you're not agenda correct, right? Okay, all right anybody else in the room? Anybody on the zoom phone call All right, we have Claudia Gleinen. Yes. When I was staying on the counter and I wanted to address the meeting minutes from last week's Council on the Organization meeting. The agreement that comments on boarded group and up here as if he was doing so as a citizen. When invite, find the meaning and the video recording and the meaning he clearly was speaking in his official capacity as the county controller. NET are official record of proceedings and not adequately reflected proceedings. So before they can be accepted, I propose that these be changed. And furthermore, these unfounded experienced attacks on the students and the staff. The question of eligibility is the post and answer. There is a time to contest the district's and eligibility, and that was almost a year ago. Thank you. Thank you. Alicia Hoffman-Mrill Ophitch. Hello. Um, Alicia Hoffman, I'll look. She's dropped. Oh. Can't hear you. Are you on mute? Elitia, are you muted? Nothing more, I'm sorry. Okay, hold on. All right, I think you're back. Is that the mute, can you hear me? Yes, we can hear you. We're toned, shall we? Okay, thank you. Oh, what town are you from? Up here, D. Thompson. Thank you. I would like to speak to members of the Council particularly Chairman Lomardo and Vice Chair Gordon. I'm speaking on agenda items related to the appointments to boards and authorities. While it's critical to vote on appointments to each of these boards and authorities, I'm compelled to express my dismay and utter disbelief at your decision to delay the critical appointments to our word of elections. This isn't just a minor oversight, it's a very example of negligence that threatens the fabric of our democratic system. How can you justify such a delay? In a year marked by a monumental presidential primary and a significant ballot referendum, your failure to out swiftly and responsibly is not only disappointing but deeply troubling. It's as if you're willingly boring the principles of our democracy and reserve county's story history as it pertains to correct elections. The vacancies on the election board aren't just open seats. They are guardians of electoral integrity. You're reluctant to focus positions these volumes about your commitment or lack there of to ensure a fair election process. It's sad. It's a sad day when those entrusted with upholding the democratic process to be more interested in political gains than in the welfare of the electorate. Let us not forget the critical nature of these roles is outlined in our charter. The board of elections comprise the dedicated volunteer serves a political pivotal function in working alongside the Bureau. They are not merely administrative figures. They represent the public side and ears and ensure transparency and integrity in our elections. Your actions are rather enacting the sentiment message of indifference and incompetence that citizens of those are counting. Chairman, learn butter earlier, quoting the times we are saying that these appointments should be the way because only one single applicant has applied for each of his seat. Aren't there other appointments being loaded on tonight with only one applicant? Why is the board of elections, which has a very tight external timeline leading up to an early presidential primary being held up? You quoted in that these appointments should be delayed only because a single applicant has applied for each of the seats, which is not the case for all of these other seats. To me, this inaction seems less like an effort to recruit more applicants and more likely calculated obvious efforts to weaken the board elections. We entrusted you with the responsibility to safeguard our elections, yet here we are facing the prospect of getting another electoral fiasco due to your appearance disregard for the urgency of the situation. Let us be clear, the citizens of Wizard County are watching. They are not pleased. The lack of leadership has already caused enough damage to public's trust. It's time for you to step up, rectify the situation, and show some semblance of respect for the opposite you hold. Thank you. Anybody else for public comment? Anybody else? Yes, I'm written on. Oh yeah, we do one agenda item related public comment. This is from Dave Chomp, dear county council, regarding the four news on county community college board and trustees seats that are up for appointment tonight. I am urging council members to appoint four new members from the list of five on the eligibility list. In my opinion, the three incumbent members who are seeking reappointment have shown more concern for doing what is politically expedient as opposed to doing what is in the best interest of the college when they voted to appoint a career politician as the new president. We should all remember that they appointed this person over 40 other well-qualified applicants despite him having no apparent professional experience as a teacher, administrator, or other position at any level of education. Recommended number seven, recommendation number seven of the homeworld charter clearly sought to end the insidious practices of nepotism, cronism and favoritism, and requires appointments and hiring based on public notice, merit, fitness and qualifications. Simply ask yourself how this appointment met the merit and qualification standards. As a professional educator with 25 years experience and knowledge of administrative qualifications, it's my personal belief that the three incumbent seeking appointment did not fulfill the critical recommendation and therefore should not be given another opportunity to serve on this board. The council can send a strong message tonight by showing that these board appointments, they take these board appointments very seriously and will a lot of point people who see more interested in political cronism and doing what is right in the best interest of the county residents. Council can give the board of trustees a fresh start and a positive direction by appointing four new board people and of equal importance setting a strong example for the rest of the authorities boards and commissions sincerely Dave L. Schamp, Westpitz. All right. Don't want to public comment. So that's, that was, I think that was sent after the time period. Oh, okay. There's an expectation of the time period. It's in the past like 3 o'clock. Okay. All right. Do we have a motion to approve the minutes from the December 12, 2023 motion? So, one session. Motion. Second. Mr. Sabatino. All in favor? All right. Opposed? All right. Staying was not here Mr. President. Thank you. Leave a motion to approve the minutes from December 19th, 2023 special meeting. Motion. Say it again. First, my Mr. Willow, the second mind. Councilor Scabbick. All in favor. Aye. Opposed? Abstentions? Mr. Chairman, who isn't here? All right, thank you. Motion to approve the minutes of the January 2, 2024 reorganization meeting. Second. Mr. McDermott, Mr. Thornton. All in favor? Aye. Opposed? Fensions? All right. May the minister approve? All right. Number one, motion to adopt the resolution, approving a modification to an American Rescue Plan Act Fund's awarded project, approved a dignity project. Second, Chairman. Second, my mental establish. On the question, God, maybe, the manager's car can open, just explain that the modifications won't go into any of those problems. No, no. No, no. For councils' identification and the public, when there are substantive changes to the park of projects that will submit to the council, we bring those modifications to council for their approval. These two applications are not asking for any increase and any kind of funds, it's just a shift on how the funds will be used. When that request is sent into the county manager's office, Michelle Sparich, sent them to the committee, especially the group, group's approves of what are those modifications modifications fit under the guidelines. And once that happens, you can bring the modifications to council. And in this case, both of these programs, the American, the food dignity project, and the second family memory care, they're just shifting the use of the monies to an ARPA approved function. And there's no additional money to be ignored. No additional money. Okay, thank you. Any other comments? I have a question. I have a question. And I appreciate having Booth there to give the county some good advice. However, I'm looking at if my colleagues would take one of the page 23 of 57. It's the modification request spreadsheet. And so essentially the original ask was for $50,000 for some type of technological software slash computer equipment. And now that is going down to zero. So my first question, probably the most worrying one is, if this was unnecessary at the time, why is this online going down to zero? Because the spirit of the original funds was to help out people during the pandemic. And some of these seem kind of arbitrary. And I'm a secondary one. I'm seeing here, it's, they gave $127,800 for salaries. I don't understand how that meant the original requirements, Mr. Chair. And I don't know if we can get answered, is there anything representatives are here for neither place? Well, I can get you answered for both, but thank you, Mr. Chair. Those requirements didn't, those particular functions didn't need the requirements for ARPA. There are a lot of administrative concepts that can be taken through ARPA money. And in this particular case, we look at the detailed explanation of the opening month of 1957. They asked if, like, reality the funds would be funded on technology software, computer equipment, energy, and to direct into a platform to support food recovery operations, managed to make donations. Globalized volunteer direct support, and the annual fund rescue and report on impact. It's total $50,000. Ask these projects proceed. As in any project, there are times when you realize that maybe you've allocated more money to one line item as opposed to another. And that's exactly what they are doing here. So the reallocation of the money to support the recovery operations and manage donations and number-life volunteer work. And coordinate your own time rest and report on impact. Or are approved functions? Yeah, the approved approved. But if I read the rest of the narrative and it's a valuable project, I mean, it's not a bad project, but that's not the point here. It looks like they partner with kings, and that's wonderful to see your project. However, again, it takes away the line on from the original goal of that, and it seems like it's more of a work study for college kids. Well, they're shifting the work to, and they're shifting the work to, and they're partying with King, which actually I think should be applauded that has these groups and have these students at King's that are working with this group. So they were allocated heads number of funds by the county, their Harper money, and they're just shifting the use of that money to get Harper improvement function. I understand, and it's not a poor project. For what it's worth, I have all the same question for the next allocation as well, but I just understand. Well, Mr. Crocombe, if I could just add something I apologize, but it does also say that they're partnering with kings basically to develop some form of the same program that they were developing with the $50,000. And it appears that they're not doing it any cost to themselves. And then that $50,000 will go to purchasing more agricultural goods to continue serving those in Lutheran County. So it's going directly towards the mission that $50,000 is not going to the technology aspect. It's going directly towards the mission of feeding people, which as we know in this county, there are quite a few people who are underprivileged and can use this extra money. I'm just for a public record again. I don't think it's necessarily a pork rind. It's outside the scope. Any other questions? Mr. Oskar, do you have one? No, I just wanted to say that the guidelines are set by Booth. That's why we hired them. It wasn't for council, it was for guidelines, and that's why we hired them, and that's why, for us, the pick apart now is kind of ridiculous. Only because that's where we hired them to be given. All right, there's a motion in a second. We'll call on the slorns. Mr. Haas? No. Mr. Krishnowski? Yes. Mr. Laskavage? Yes. Is McDermott? Yes. Mr. Perry? Yes. Mr. Sabatino? Yes. Ms. Smith? Yes. And other equipment that was needed, and just seems like it'sract from the regional scope. The scope of the COVID relief, or rather the parameters, were not to do necessarily improvement on structures. It was to meet specific needs by the COVID. I understand the mayor, the mayor, the mayor of all, but I just think it's on the scope. Still above the parameters. Thank you. I'm sorry, the director is on the page 30. I'm sorry, I'm sorry. Anybody in the audience, I can spoke about it to sub public meeting. It's an immediate of just council. We ever write the hear what you're saying and what you're voting on. And I know it's difficult sometimes because of the side part of conversations but the public has a right to hear that. So please, until we get a sound system in this room for the council members, we really need to be aware that we need to speak up. So people in the audience could hear what you're saying and how you're voting. It's very important. So I would appreciate that. I'm your work session agenda, I give you the issue for the Gateway Center coming up again. The issue is the UDAC money. You need to make sure that you'd have money to be able to spend by the county. I don't believe it is from all the research that we've done in our office as well as any of these presently in Sunday's forest, if that money is eligible to be spent on private development. If we're going to take a risk on $6 million, this county's risked it on the county's side. Let's fix the road, let's fix the risk. Let's fix the sound system in this road. Let's put it in a generator, a 10-place. There's a whole host of things that we're decishing on in this county, that we could use $6 million in tax-period money on. We don't want to give it the tax payers, and at least let's use it for something if we can use and not private developers. If we have the money, and you want to give the regular funds that were available, fine. But this is you, Doug, money that's clearly here marked by the Inspector General's office, that we should not be spending. Keep that in mind when you consider the projects that are on your agenda for your work session. Okay, thank you. Thank you, Mr. Griffith. Anybody else in the audience? All right, I do have one email before we get to the Zoom. This is from Sherry Clark from Wolkesbury. Do you lose your county council on behalf of Freedom Fighters? I would like to submit the following statement of response to the Basel's accusations made during the swearing in of county council of and Burton Stevenson as an organization that fights for voting rights equal access for all to participate in our democratic process and equal representation at all levels of government. It is sad that we must issue such a statement, this necessity highlights the ongoing battle against systemic racism and bias, underscoring the importance of safeguarding fair and impartial elections to ensure that people's voices heard and respected, and event should have been celebratory for our elected council members who were sworn on January 2nd, 2024, was desecrated with baseless accusations that challenged the validity of the only African-American elected to the council. The timing of these accusations is particularly distressing given that the democratic process outlines specific periods for such concerns to be appropriately raised, this incident wreaks of bias rather than genuine concern, seemingly aiming to undermine Councilwoman Stevenson based on her race and gender. We refuse to stand idle on the face of this blatant assault on both Councilwoman Stevenson and the principles of democracy. Accountability must be demanded for these reprehensible actions. Freedom fighters stance to unite. What the citizens of Luzor and County who have clearly expressed their choice of representatives, Councilwoman Brittany Stevenson embodies the aspirations and interests of losing our county's residents and we look forward to witnessing her continued leadership. Mr. Chair, can I comment on that please? Yes, just briefly. There's no confusion with the public or the media in the room. Those comments are directed at members of the public. Now we're here last week that spoke. This person asked for accountability. I think the public could say, even though I don't agree with them, say what they want. But for a record, I want to make sure everybody knows there was no one at council here last week that made such comments against Miss Stevenson. So that's clear, those statements are, I don't know if they're intended for council, but no one that I could recall made any kind of derogatory statements toward the students of here at the public meeting. Thank you. All right. Thank you, Mr. Thorne. We have on the Zoom, we have one person who says concerned citizen, please state your name and your municipality. You can unmute yourself unmute yourself. Yeah let's go to the next one so we can get that figured out we have Catarina. All right, go ahead, Catarina. Can you hear me open? Yes, state your full name and municipality, please. Sure. My name is Taderi Ngarada and from Houston, Borough, and speaking on the basis accusations or for being councilwoman Stevenson's residency. I attended a high school program with great Stevenson from 2012 to 2015 in Wilkes Fair. She is a long standing resident of our community. These are bonus claims that are only being brought up and investigated because she's a well-known color. These are racist misogynistic, incurred the comments. And you as council members have really big opportunity here to use the racist claims, and I ask that you do. Thank you. All right. Thank you. Next up we have Lisa Nepersky. Go ahead Lisa. Okay thanks. My name is Lisa. The first camp from the American Center for Camp. And I wanted to first. I keep trying to unmute myself. I'm not sure if it's good. We can hear you, ma'am. Okay. Anyway, my comment is, I wanted to welcome and congratulate the New Castle numbers. I'm really excited for the, you know, hoping for a great year. And I wanted to just comment that I'm very disappointed that the decision to fill our election board has been delayed. It's critical election year and you know, you have a certain disconcerting that that decision was made and I hope that you please so that as those possible and without further delay. Thank you. Thank you. Let's try Catarina again. Oh, I'm sorry. No, no. I apologize. I apologize. Mr. Urban, Steve Urban. We can hear you. I see for my case that broke. Just wanted to be remorning the grievances and petitions as far as the allegations on petitions are racist issue, fear and issue of morbid legality and potentially criminal act, which we never made out of, signed various signatures and against their multiple signatures on the petitions that looked like they were signed by the same individuals, maybe multiple individuals, and there's a test station on the back as a search agent, which is being as an unsorted falsification as a person, circulating the petition, and as an example, somebody, you're assessing that they are the true and correct person that's hiding their own signature. So nothing about the her position or racist, I can say for instance, you know, I'm the first eight in American, that's that one, council as a minority. I've been voted down as many times in American minority capacity, but regarding the positions for my statements, and if you look at them, you don't have to be a handler or the expert to know that some of the sick and treated were signed by the same people. There are cases where there are six of them in one family that were signed by the same individual. There is probably about 14 or 15 signed from one of the same family that looked the same. There's another instance of two or three that looked the same family that looked the same. There's another instance of two or three that looked the same. So many of the signatures looked like they were signed by somebody, they name a course. And to doing it, it was wrong that there's a criminal asked out in the quote congressional district recently where a Democratic operative looked and we get a congressional candidate in public office was indicted by the Attorney General as a manate a critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical critical that they are brought forward by the ADD. Whether it's done to a judge or any individual public, it's potentially a crime with this day in age, with identity, fat, going on, and forgery. It's a series of fantastic, serious allegations that need to be addressed by law enforcement. I find it continue to pursue this, and so there is justice. Thank you. Thank you, Mr. Urban. Mark Schaefer. Yes, I'm your Ed. Yeah, we can hear you Mark. Good. I was hoping I didn't have like, you're an awesome struggling. You're good. Yeah, I just wanted to say, I'm a little bit more focused on the work that I do. I'm a little didn't end up like everyone else in strut like. You're good. Yeah, I just wanted to. Mark, what do you think of this? What town do you want them to go? Yeah, Wilton. I wanted to say that I do appreciate I played with Mr. Thorin who clarified that no one on council is acclimating the spirits and planes against the Stevenson. I really appreciate that our council is getting together on this and recognizing that it's kind of the cherry that it is. I mean, I think it's worth noting that Mr. Irwin is a lump of this time in bringing up the issue and just I'd like to repeat that, he's talking about petitions, and there is a theory for petition signing. And as Paul said, that was almost a year ago. And it's pretty clear that Mr. Urban didn't do it back then, because he didn't take misdeeds since seriously. He thought she won wins, so he thought it wasn't worth bothering, and now that she's won, now that she beat him, yes, that was great. And wants to try and make a scandal out of this. If he was concerned about this as a criminal matter, then you could be going to be going to be going to the program. The fact that he's bringing this to County Council makes it pretty clear that he's just trying to make a lot of the scandal out of this. He's trying to justify his laws. He's not serious about what he's bringing up. If you want to see the going to the district attorney or some other district authority. Yeah, again, I appreciate that the Council is unified on this. I was concerned that members of council wouldn't, but we have been very deep-fived. I think that's what this has said. We should be celebrating that we have new members of our council and that it being counciled looks different than it normally does. And we broke a new class, so we didn't think we would break. So again, I appreciate the council and I think I hope everyone recognized this is sort of the political jam minutes. Thank you. Thank you Mr. Schaefer. Dave M. Can you hear me? I'll record. Yeah we can hear you Dave. Go ahead and state your name. Your full name and municipality please. Sure. My name is David M. Siger from World Spirit City, and I just want to thank Walter Griffith and Steve Urban Jr. last week for being a wonderful crowd perigons of virtue and patriotism for attacking Lutheran Tammy's first moment of color on the board. And I would like to very much point out there are accomplishments. Walter Griffith, a legally recorded three conversations without the consent just dates before the main primaries, way back in the day, he bravely tweeted down those original charges, which carried a possible prison sentence, as part of the plea deal. He resigned as county controller, and Griff has pleaded to the lesser charge of obstructing administration of law in the census for three years' probation. The very brave development decided to defend his house and property against a terrifying menacing 12-year-olds with a baseball bat and takes them to police detective Spiegen Gibson testified that urban acid and neighbor to delete surveillance footage of the incident. Gibson said the video footage contradicted what Erwin claimed during an initial interview. Gibson said it Erwin told him he never left his porch and never raised the bat, but the footage showed Erwin walked off his porch holding a baseball bat over his head while chasing after six children. Those members of the work you must surely believe when they make their accusations and claims. Thank you. Thank you. Mr. Rebo, I know you had your hand up before. I don't know if you can get unmuted now. No? No? Okay. All right. Anybody else for public comment? All right. Is there a motion to adjourn? Yes. All right. Second. All the favour? All right. Second. Second. Second. All right. Meeting is adjourned. All right. Thank you. All right. Thank you. All right.
