Good afternoon. My name is Dave Porter. 11835 East Blue Code Drive in Denowin. I'd like to talk to you for just a minute about the upcoming implementation of the short-term rental ordinance. The council earlier made a resolution to defer implementation until the new physical year, which should be in October. There are multiple cities in the state of Florida that successfully implemented short-term rental ordinances, very similar to ours, and they have excellent websites for their implementation. I think Andy, I've provided you a couple of them. So it shouldn't be difficult to implement this ordinance utilizing our web site as doing most of the work. But a lot of the tourist cities have implemented it. This software is, it does a lot of the legwork of keeping track of who has short term and where they are and provide services where people can call in and with any kind of complaints they have and stuff like that and track it. So it's a very laborious task to implement this ordinance without the aid of the software. Now, I think Mandy had mentioned about a year ago that she got some bids from Granigus. And Granigus is doing our software for our website. I think there's another site, Gov. US, that also does this. So I would encourage the council to consider looking at the software again and maybe talking about it at the next workshop and consider that as part of the rollout implementation of the short term rental project. So it is first class, it's easy, it's easy for the people that have short term rentals, it's easy for the people that have short-term rentals. It's easy for the neighbors. So maybe we can get some a couple of bids again for that and have that on next month's workshop meeting. I think it would be productive. Thank you. Thank you, sir. Okay. Thanks, Doug. All right, Jan, it looks like you're up again. 23-24-3 third quarter budget update. Okay, Council, what you have in front of you on the screen is a snapshot of revenues as of June 30. I got things off highlight. I'll highlight right off the bat, I'm projecting that we're going to be over budget on revenue by about $97,000. And I'm going to go over some individual items which is resulting in that over which the first line taxes, the link with taxes have exceeded budget by about $43,000. That's because when taxes are the link with, they go to tax-ret certificate sale. But those sales don't actually close for the dollar amount of the property for several years. It just sits out there because the ultimate goal of the tax collector and the property of Fraser is to get those properties back in the hands of the original owners. So that's why they kind of hold out hoping the original owner will come in and pay the back taxes, pay the interest for them from the ship's certificate holder. But in this case, there were some sales to the tune of $43,000. The next item, the licenses and permits, projecting that it's gonna come in greater than budget by about $30,000. If you go down to line number five federal grants, we don't have any budget for federal grants. Two reasons. One was due to an FDA-LEJAC grant that we found out after budget that we were entitled to. So we received $6,600 in revenue from a Justice Assistant grant for the police department. And then the ARPA grant, we recognized the revenue several years ago from ARPA because we got it ahead of time. So as we spend it, we bring it back again. And we have spent this year so far, 66,785 dollars, as far as our per grant revenue. We're just recognizing it again since we have to pay the bill associated with that project. And in this case, it's Kim Leemore still doing their engineering work. Another major item is miscellaneous, which is line number 15. The projection is that it's going to come in about $238,000 over budget. This is due to a couple different things. One, primarily interest earnings projected to come in at about 183,000 when interest was only budgeted at about 85,000. So you're talking of good $100,000 more in interest earnings. General miscellaneous revenue where we get an insurance claim or just reimbursement for something that we just don't have any other classification for is projected to come in about 15,000 over budget and in this line item when the police department works special detail for like boom town the reimbursement we get from the chamber goes into this pot. So that's offset by an expense that you'd see on the expense side. Transfers in for reserve. I'm projecting they're going to come in about $275,000 under budget due to capital projects being carried forward to the new fiscal year, or several projects have been completed so far that it will come in slightly under budget. So overall, that's going to net to about $97,000 more on the revenue side that I anticipate will realize. Now, keep in mind this is as of June. So as of right now, it's probably changed quite a bit. Are there any questions on the revenue side? OK. Expenses. One thing I want to point out is you'll notice in the last column, I'm sorry, the next to the last column, as far as the projection you see a bunch of negatives. For on the right page. Am I missing the negatives? Oh you're still the revenues. Yeah okay. Sorry I'm looking going is that the right sketch on it? I can see a bunch of negatives, which means all these departments are anticipated coming under budget for the U. Under. It's due to several different things. City Council, capital projects not being completed or moving forward. And most of this is due to capital projects. The City Clerk Department, which is line number 21, electricity is coming in under budget over time is anticipated to come in less than budget. Legal counsel, at least as of June under budget, buy $12,000 and I'm not seeing Tim's model that one. If you go further down finance which is line 25 you'll see a $40,000 negative that's because the implementation for the software has been moved out into October so we're not to have to make another payment to be SNA before that. A couple others as far as roads and streets, line number 34, $139,000 under budget. This is due to the deferral of the stormwater asset mapping project, which we've been carrying for a couple of years. We budget it because we don't know when we're going to be able to make the payment and we have to keep it in the forefront that the city does owe for that project. So it's still anticipated that that's going to be pushed out. Parks and Rec on line number 36, $49,000 under budget primarily due to a budget for playground equipment that will not take place in this current fiscal year. So when you get down to the very bottom on line number 40, general fund expenditures are anticipated to come under budget by about $295,000. That, the total net surplus at the end of the year is about 391,000. You have to keep in mind that about 275,000 is due to capital projects not being completed or under budget, so that money just goes back into the reserve. And then the balance being interest earnings and a little bit of savings on other expenses, such as health insurance for the health, those that took the health incentive. We budgeted for that 100% for the employee side of health insurance, but they were given because they didn't take it. We gave them $100 every pay period, every pay period. And so that health insurance expense is not gonna be spent. Overall, it's a very good projection. I think interest earnings are going to come in even a little higher because of our CDs. Interest earnings are going to come down at some point, probably September, so we won't realize as much, but we'll keep investing to best we can and see what we can earn to make sure that's your money. Are there any questions on the expenses? And just real quick, out of that $294.799, basically some of that money will go for the projects for next year. Correct. Okay, just make sure. Absolutely. If they've been re-budgeted, no doubt. And the one that was the 17,000 for the police that are increased. Oh, sorry. I missed that. That is primarily due to a grant expenses. Right. But it's offset by the grant revenue. That's okay. That's what I thought is make it try to understand. You know I'm a little bit of a reading in another line item or two, but we'll just have to see how it plays out at the end of the year because we've talked a lot about possible budget amendments due to requests to spend money. So we'll just have to wait until the end of the year to kind of true up everything. We may not need budget amendment. It's just that's something I have to go line by line and amlies. And if I might add a large chunk of that 294 is item 34, streets, almost 140 K, gets moved in the year to year to year as Swift mud delays the project. So we've been carrying this one here for years. Yeah. And it's been a good two or three years. Right. So could we look at this year actually starting to designate some of that money and actually fixing some roads? No, that's it. That particular money is earmarked by commitment to a swift mud. It's just as they delay for reasons, or delay in that project, we have to keep carrying from year to year that expenditure and it doesn't get spent so it shows up as a surplus. Okay. It was a grant that was $280,000 to the city. Swift mud is covering 50% of that to allow our storm water assets to be mapped. Right. And from this project, other projects will be developed. It's like where does the city need to repair? Right. Or I should say improve the stormwater asset as a particular location. So it's really to help us with future projects. And this is pretty much a DEP requirement. And we just keep carrying it because it's one- cent sales tax money that's been committed to this project. So even though we may not get a renewal of the one cent sales tax, it just depends on what happens in a number. The balance of this project, $118,000, because some have already been spent spent has to be held until this project is complete. So we keep carrying it forward so it stays within the line of sight otherwise that money could get spent and then the bill comes due and we have to figure out how to make it. I think you're going to have a further question. Nope. Okay. Let's move on to reserves. Thank you. Further question? Nope. Okay. Let's move on to reserves. Everybody's favorite topic. This is a picture of your general fund reserves. You're the bank accounts that I was referring to back in the CRA presentation are at the very top on lines five and six. Your accounts payable checking account and payroll, and those bank accounts are for all of our funds. So that's why they're kind of segregated at the top. Then you have all your other bank accounts, and I've got the CDs listed. All our CDs right now are 5%. We've got one coming to the end of this month, and I've already been told race and decreased, but hopefully, you know, we'll still get a decent rate. So cash, physical cash that you can't necessarily spend all at once, almost $8.3 million is broken out by your reserves on lines 27 through 45. And I've provided these definitions as far as what each reserve can be used for. Your general fund unrestricted online 36 as of June had almost $2 million. That's the pot of money that we take money in daily and it goes out every time we cut a check. That's our basically our operating reserve. What I will do within the next month is see where we're at as of September and I will most likely move a portion of that money into the money market account. As far as a CD goes, I'm not sure with the projects coming up, especially the ARPA project, how much I'm going to move into a CD. I may just keep the CDs where they're at. That's just something I have to take a look at and see what's the balance as of September. Because we don't start getting our tax money until close to the end of November. So we just have to be a little careful. So that's really where we're at. As far as debt service online 48, we are outstanding bonds. But the balance is $1.5 million. It was 3.2, several years ago. So we're whittling that down. That's $175,000 a year. That's designated to pay this debt. And that's the only... I can't say that's the only debt of the city because we have some lease purchases in the police department that are... for accounting purposes are considered debt. And for you, what you would think of debt, no., this bond is true, true loan debt. And just to refresh my memory, that we have the 1.5, that is a 0% interest. Yes, we do. Are there any questions? OK. So my recommendation is council has a contingency that we haven't used at all this year and that's what your council contingency is for, an anticipated expenses. So I'm recommending that you use that contingency. It is entirely up to your discretion if you would rather take it from just our General Fund operating reserve. You really can't use your capital money. I think the auditors would take exception if we took it from a capital reserve. I can't really speak for them at this point. I just know since this is classified as repair and maintenance and not capital. But you do have reserves you could take the money from. But I don't think it's necessary unless somebody knows that contingency is going to be needed between now, August 14th and September 30th. So we're only talking about them a half. And you've already earmarked that money for use. For this kind of thing. Yes. And we haven't used contingency in the past. Maybe one other time, a few years back. So that money usually just goes back into the pot. So it's really your discretion if you take the recommendation or have another fault. So replacing an entire unit is not capital. OK, got you. OK. Oh sorry public comment They quarter one one eight three five East Blue Cove Drive and Dunnellan First I'd like to say that that I think that the county taking over Blue Run Park Is a work with idea. I'm not opposed to that. But a challenge to the council and the mayor to be very cautious about this project. The City of Dunnellin has changed over the years and the rainbow river. It really started changing by the onset of Blue Run Park and the county taking over KP whole. When the county took over KP old it doesn't look anything like it used to and opening of Blue Run Park opened up all the traffic for tourists on the river and I'm not opposed to that at all but over the years it's continually grown and grown and grown. And what we've seen are vendors now that are supplying input into KP whole. And so it's almost an unlimited amount of people. It used to be limited by the parking at KP hole, but now is totally unlimited. So I asked two things. One, Mayor, Councillor Ninske, I'd like for you to be the lead on reviewing the contract because you're very thorough and meticulous on it. The second thing is, I'd like for Dunnellan to be very cautious and put in it some guard rails of the number of people that are allowed to go on the river. Now, when the county came and spoke, they said they're decreasing the number of tubes and they're increasing the costs and it's helped their business model. But there's nothing to stop them when they run Blue Run Part to have a boat ramp there to allow jet skis to come in and out. It's almost unlimited. And the number of tubers going down the river will now be totally unlimited because they control the put in and the take out. And so if you control it by ordinances, by the new state law, you have to do a business model every time you do an ordinance. And it'll be hard to prove to the county that you're not with a new ordinance affecting their cost. So I think it should be in the contract up front with some fixed numbers of what they can do with the park and how many people they can put on the river because Donella is not going to get any input and all these vendors that keep going round and around making you turns out road is where not the roads and Now they're complaining the roads are worn out right and so It's a continuous input to the city we're not getting any feedback from it. So I'm just caution to be very cautious and think open-mindedly of all the impacts and put those into the contract. Thank you. Thank you, David. I do have a question about that. This letter, once we send this letter, this is just a letter that basically says we're willing to negotiate turning the park over to you. It doesn't actually turn the park over. You're correct. So when we actually get to that point, could we put in something as Davis said, and this is something that I spoke about too, is that whatever they decide to change on the river has to come to us for our approval to rather than it just being a unilateral decision. Otherwise, we're going to be like everybody else when you have a problem with the county, talk at a hand, it's our river. And we're the one paying the bills. And I think that what Dave said is that something we really need to look at is that when they make changes, we have to be even though they're paying the bills, it's our house. And we have to pay all the rest of the bills for the more people and every police and everything else. So that would be my thought on it. So what you stated, the way I understand the logistics is, the letter goes to county that kicks off, that says we're willing to talk about this. They will come back with an agreement. We will all review the agreement, mark up the agreement accordingly with our input, public's input, and then it would be a negotiation process from there. But unless there's a seat at the table reserved for the city in the future, which presumably that would be a part of the negotiations too. Yeah. Ultimately, the county will have ultimate control. But again, that's something strategically we can discuss and see what the county will have ultimate control. But certainly, I would recommend that the city retain power and have some agreements up front as to what you all want to see. And if the county is going to be making changes in the future, you know, have at least at a bare minimum a seat at the table, if not some say so in, but of course that's sway too early to anticipate, you know, what may be on the table and have no knowledge of what is off the table from their side. That would strictly be for the park, not for what they do on the river. Correct. In Mary County part of the river. And we can ask them not to put so many people on the river. It's not a convey, or ultimately it's not a conveyance of the park is staying. It depends on how much power the city is giving up in. Yeah. And whatever there can be some, you know, it could, I'm not, I don't know. We'll see County, but willing to agree to certain restraints that don't affect the park, but perhaps they would. And the county goes and negotiates with Citrus County to put the landing on the other side of the river, say by Blue Gator. Now all of a sudden they've got somebody outside the river who's going to be putting a float on the river with music coming through the river and we won't be able to say anything. But you know, that's what I'm worried about. It still have noise ordinances and we have a noise ordinance up there. It's coming into place, which includes that jurisdiction. So I'm just giving a hypothetical something that somebody could come up with. There may be limitations, but that's something that's already, you know, that the city already has, okay. The city's already limited on currently, you know, as long as it's not within the jurisdiction, that wouldn't have any, again, that doesn't address Blue Run Park. Right. So that would really fall outside the scope of a Blue Run Park issue anyhow. But certainly anything that does fall within the scope, it's all within negotiating power. And even something like that that falls outside because you're granting the county rights that the county didn't previous, presumably the whole idea here is to give the county a right that they previously didn't have. They have been extremely helpful with some of the investigations that we're working and they're working with us. So doing really good with us. Just something that we have work on there schedule. So it takes a little bit of time to get a few things done, but it's getting done and there's been no problems. That should all be, when they do it, it should all be going through attorneys, all be vetted through their attorneys. So basically right now you're asking for a line item. At the 19th you're gonna be asking, right now you're asking that you're gonna propose to us on the 19th that you'd like a line item for this. I don't know if that's an option, but it is and Once pound time in the near past we had somebody applying with us That they were a policy writer and they would do everything and get the agency accredited and that's what they do. They travel and they do all that stuff and they were going to come on board as a reserve with us do everything it'd be free and then once they realize well wait a minute I actually make a lot more money contracting my services out to do that they I guess they decided not to go this route. But their goal was to get us state accredited and write all the policies directing us right to that. So just can you explain to me the state of, I mean I know what accredited means, but how does that, what does that kind of explain? But Andrew explained that accreditation, because there's more of a legal, everything we do is kind of protected, by legal justifications and things like that. Basically, I think just getting to a nutshell, actually I'm not gonna kick it back to the chief, but the chief's no more about it than I do because I know that there's best, it's basically implementation of best practices and goes through state verification of that. There's a lot of benefits to the law enforcement department of gaining that accreditation. But one of the salient procedures in that is updating the policies and then sending it through the local, you know, it's all reviewed on the one side. So by the one side, I mean by the writers who create the policies. And then it goes through the city attorney or a county attorney depending on the department where there's the sheriff, police department for legal review and that's one of the steps. And so if it's, and of course now speaking of what I don't know because I don't know the cost, but it is an opportunity potentially if it makes sense cost effective wise, the accreditation goes much further than policies, but there's a lot of boons to that and potential future grants and so forth. If you can do both at the same time because if you're updating the procedures, you have to do that for accreditation. So if it can be done, and I hope I'm not speaking out of law here, it would be great, it would be a great opportunity to get that done all at once. And that was our goal, is to get this agency accredited through the state. So can you find out what that would be? I don't know if I can get those numbers wrapped up for, we only got a month left to go. I know. But we can try and get some stuff because it really does, now you have to bring in, I'll call them auditors, type thing, they gotta come in, do mock assessments. You gotta pay for their travel here, you gotta pay for their. You got to pay for their travel here. You got to pay for their meals. You got to pay for their stay. So it does, you reach out and go, hey, Citrus County, if you have anybody who's just around the corner, would you come and do this? You know, or, you know, Marion County. Okay, somebody that's close by, could they do that for us for free, but free only goes so far for so long. So there is a lot more to it. So I don't know if I could really get those figures together within a month time frame. But yes, I would really, that's a goal. But a goal for next year. A goal we really want to get accredited and be accredited. And part of it, we just can't make up policies. We just can't make up policies. We just can't make up training.
