The retail office uses will be accessible while the stores portion of the project will be secured. The project is subject to adoption of ordinance number six five four, APN number three one zero three five one one zero eight. And the planner for this project is Mr. Lewis who was not in attendance. Good evening, Honorable Chair and members of the Planning Commission. Tonight a proposal to develop a cannabis cultivation, manufacturing, processing, and nursery facility in the manufacturing industrial zone within the city of Atlanta. The applicant, Cheryl Monteniz, of more design solutions has requested a location and development plan to develop a total of three buildings used for this cannabis facility and a conditional use permit for the associated cannabis uses proposed. The subject site is in the manufacturing industrial zone. It is a compatible use within this zone and is surrounded on all sides by the same zone. There are cannabis facilities to the north of the property. Before you as a site plan for the subject site, the applicant proposes to 34,000 square foot buildings and a 10,000 square foot two-story building as shown here. There is an Edison used to the west of the proposed buildings. The subject site meets all the development standards as shown here. Before you is a sample of the building elevations. Proposed color scheme for the structures are shown here. Proposed landscaping is a drought tolerant desertscape as discovered in the and the city of Adelante landscape ordinance. The initial study is prepared in accordance with California Environmental Quality Act. A mitigated negative declaration was determined to be the appropriate environmental document and a mitigated negative declaration was prepared. The M&D was circulated for 30 days for public review from November 14 to December 14, 2024. The agency comments have been received and the response to comments has been issued and attached to the mitigated negative declaration. All potential effects of the proposed project have been reduced to less than significant levels with implementation of mitigation measures. In addition, the following considerations should be taken into account. The project is in close proximity to the Southern California Edison power lines. The proposed development is located immediately outside of the Southern California Edison easement. The applicant has indicated that the proposed development is not near the power lines cables and no personnel are in danger from standing atop of the proposed development. Southern California Edison has provided conditions of approval to the project to maintain clearance of the Southern California easement the danger of the nearby power lines is negligible, are representative indicated that they would be present to answer any questions. With the beforehand taken into consideration, Stafford commands approving resolution 24-13 based on findings and subject to conditions of approval. This concludes this presentation.
