The County Council is pleased to hold this virtual meeting with Prince George's County Council for action on the by County portion of the Maryland National Park and Planning Commission budget for central administrative services the WSSC Water Budget and Capital Improvement Program, and the Washington Suburbit Transit Commission Budget. Good afternoon, everyone. I want to say thank you to President Kate Stewart for working so diligently with us to talk the last few days to arrive at this moment. Look forward to working with the Montgomery County Council moving forward in a very collaborative manner. My name is Council Chair Edward Burrows and I look look forward to conducting the meeting today with you. I'll ask my colleagues to introduce themselves by district. I have the pleasure of representing district seven. I serve as the vice chair of the print yours County Council. Also chair of economic excuse me of education workforce and development and vice chair of our planning and economic Development could be. That concludes the members from Prince George's County at this time. Great. Well, thank you very much to the Prince George's County Council, particularly to Chair Burles. Again, thank you so much for working together this week as we prepare for the meeting today. I'd like to welcome Mr. Howard now, the Executive Director of the Montgomery County Council and Ms. Jenkins, the Council Administrator for the Prince George's County Council to walk us through the items for action today. Thank you very much, Council President Stewart and Chair Burles. I'm happy to share the joint staff recommendations today in collaboration with the Princeton-Storges County Council Administrator Jenkins. Before I begin, I would like to thank the staffs of both county councils for their work in helping to prepare the information for today's meeting. Our joint staff recommendation to today's by-county meetings are as follows. First for the by-county portion of the MNC PPC budget and central administrative services or CAS. Regarding the commission's budget proposal for the administrative funds that are jointly alchable to both counties under Section 18106 of the Maryland Land Use article, we recommend that the council's concur with the commission's proposed FY26 funding for central administrative services with a reduction of 380,637 for the Prince George's County portion of the CAS budget and a reduction of 323,084 for the Montgomery County portion. This will result in revised FY26 CAS budget of 13,311,779 for Montgomery County and 14,814 million me, 811,452 for the Prince Georgia's County portion. We also recommend approval of agency-wide collective bargaining and compensation policies that consider the adjustments for similar employees of both counties, including unionized and non-represented employees. Since our counties are likely to approve different compensation amounts and policies for other county employees, we recommend that we support the amount allocated in the commission budget for FY26 for compensation. However compensation adjustments should not exceed the amount proposed in the commission's FY26 budget, which is $5.8 million from my Gumree County and $8.3 million for Prince George's County. And I'll turn it over to Administrator Jenkins for our other two recommendations. Thank you, Craig. Good afternoon to all council members. For the WSSC budget and capital improvement program, we recommend approval of the joint staff recommendations as noted on the attachments, pages 1, 2, and 3. This includes a recommended 9.5% rate increase to the volumetric and fixed fees and a 2.5 increase in the system development charge. For the WSTC budget, we recommend approval of the fiscal year 2026 amounts proposed, which are for Montgomery County, $167,845, and for Prince George's County, $145,345. Information detailing these amounts can be found in the attached letters, pages 4 through 7, from Montgomery County Council President Hates Stewart and Prince George's County Council chair Edward Burles. This concludes the Joint Staff Recommendations for the Bycounty Commission, and I thank you. Thank you, Mr. Howard and Ms. Jenkins for that presentation.
