Kimura of council district 2 to the board of Appeals. Just to note, the Board of Appeals is not composed of districts. It is a seven member board, so Council District 2 is just a familiarity to provide context of who Mr. Kimura is and where he is on this island. It confirmed he will serve a term to expire on December 31, 2021. Mr. Kimura is a proud resident of Hilo. He is a 1967 graduate of Hilo High School. He holds a associate's degree from the Hawaii Community College. He's a proud father of three and a prouder grandfather of seven. He once founded and operated JK Electric for 30 years. Today he is happily retired, but ready to give back. And it was by chance that he ran into the mayor and he asked, hey, what's the status on boards and commissions? And from that conversation, here we are today. And I'm so grateful getting to know Mr. Kimorl over the last three weeks has been a pleasure. I know for a fact that his experience, his volunteerism that he's given back over the last three years through the HFS Federal Credit Union Board of Directors, the Havi Island Contractors Association, when he was living on Naniya KS Street, he was a part of that association. So he has a record of giving back, but I can sense his optimism in this element of government and we look forward to a favorable confirmation. Mr. Chair, back to you. Yes, I would like to say something. Good morning, everyone. I would like first like to thank Mayor Kimu Alameda for nominating me at the board of appeal. And thank all of you for granting me this opportunity to testify in front of you. I've lived on a big island for the last 75 years. currently residing in Council District 2. Born and raised and very proud of what our island has developed to become. I'm here today because I believe I am a community-minded person who can contribute to continue to make the big island a great place to live. I am a retired electrical contractor who together with my wife, Gil Kimura, started our company back in 1983. We started as a two-man operation and at our peak we had employed a total of men of 30 men. Therefore stating that we did amount of different personalities making decision based on being impartial and fair was critical. I believe I can use that experience and apply to any decision applicable to the Board of Appeals. I have served in numerous organization leadership positions, such as two-term president of the Hawaii Army Contractor Association, as well as vice president, secretary, and long-time member of the Board of Directors. Other organizations that I've served on as officer, go and board. Board of Directors are shipmen, business park association, HFSFCU, Board of Directors, President of Non-Acare Street Association. I hope you all agreed me that I would make a good candidate to feel the vacancy on the current for wide part of appeal. Any questions that I can answer? Thank you very much, Mr. Kimura. I also see that your references are Mr. Carr O'Coyama and from our council member and representative Harvey Tijuri, I have tremendous respects for both of those individuals. Have you had a chance to like go back over, you know, minutes or learn about the board of appeals or what's your experience? Do you know anything? Like what's your what's your experience around the board of appeals? Yeah, I don't have any experience of the uninfected. I did bring it up on the internet and you know watched a couple sessions on that no experience whatsoever. Okay, so you kind of understand how it works and everything and okay great. My understanding not having been on the board of appeals myself, but there is quite a bit of reading and preparation. It seems like hopefully you have time and ability to do all that and do appreciate. Like I said, we can't do this without people like you. So do appreciate it. I'm happy to support you. So it sounds like a great idea. Unfortunately the Board of Appeals is a adjudicatory board. So it the Board members' contact team you would be inappropriate, especially because they would be considering cases. And so it would be akin to a party contacting a judge. And so wouldn't be appropriate. OK, so just as a next step question, then if a council member is aware of something coming to the board of appeals and they happen to have boxes, full of information, who can I provide that to to make sure that within this legal proceeding that information is included in what happens? Well, you can certainly participate. It's a public hearing, so they do take testimony from the public. So I would say that that would be the best manner because then the information would be provided to all of the board members. Gotcha. Okay, thank you. Thank you, Chair. Hearing none, resolution 142-25 authorizes the mayor to enter into an intergovernment agreement with the State of Hawaii's Department of Transportation, as well as grant a real property license or permit further installation upkeep of national electric vehicle infrastructure systems at various county-of-white properties. Seek to allow the state part of transportation to install and maintain national electric vehicle infrastructure charging stations at various sites within HoA County, introduced by Constantine Carguetta by request. Please introduce yourself for the record and go ahead when you're ready Miss Colloua Lewis. Hi, good morning. I'm Minnie Miss Kelsey Colloua Lewis, business manager with the Department of Public Works. So this is a project that the state had approached the county with to install three navy chargers, one at whole loop complex, one at West Hawaii Civic Center, and one at Wayne-Mia Civic Center. Currently, I think this Brazil is only asking for West Hawaii Civic Center and the whole or complex state already owns that way, me as a vixenter area. So, you know, we ask for your assistance in supporting state, the state in Department of Transportation and their initiative. This will be fully installed, fully designed, fully maintained by the state. After our MOA, MOA is done, there is language that says that they will return the sites to its prior condition. So I think this is just a great opportunity for us to partner together with the state to help Hawaii Island residents. Thank you. There is also an option if we want to keep the DOT wants to keep it in place to extend. Is that correct? There is an option to extend right now. The term is currently 60 months. We can renew that at any time. Okay, great. And I believe DOT will be maintaining? Yes, so they'll be covering all costs, so including maintenance repairs. So this is at no cost to the county. Great. And one charger at each site, does one charger that services to vehicles at a time? Is that correct? I will need to double check on that. Yeah, but I can get that answer for council. Okay. Okay, Ms. Calo, the electrical cost will be covered by the DOT or by the county given that the facilities will most likely be providing the electricity.
