You can see members of Board, Mr. Stany, this crew is just an update from the school system when we first from July, which is the Med in July. So we kicked off the 24, 25 school year. The weather made it a very interesting start to the school year. However, our staff and families handled it very well. We hosted our annual open house on Thursday, August 1, 2024, community organizations such as 4-8 to Conver the Public Library, Conver the Social Services Department of Health, and Conver the Wreckly, or present to talk with families to talk about the services that they offer. We welcomed their new teachers and staff to Connolly County Public Schools, and we took them on a tour of the county that is hard for opening exercises with their new staff. We held their annual complication on July 31st to welcome their new and returning staff to Common County Public Schools. Coach Caleb Kimbrough, the handsome city basketball coach, was there a speaker who spoke about leadership, teamwork, commitment, and values. We inducted this Betty Scales into the Common County Public Schools alumni hall of fame, which we do each year. The Convocation, the Scales family was there for the induction ceremony. How about a nice little host of students that's our CNA students will head to blood drought on Friday, August 23rd at 9 o'clock A&M and LVJ. We appreciate the donation from local churches and organizations to the start of the school here. Due to scheduling conflict we were not able to hold a supply drop off with the planes that I talked about in the formal year for however we did have two pilots that flew in from Maryland to donate supplies that day. Is Annie Carnie a compliment high school senior received her state reign for winning first place in forensics this the second year and a rather one or three years this year so with fingers crossed. Convalent High School has the Backview School hook out to their family. Convalent Elementary School, the counselor of this Jelise Johnson, a rating for Convalent County Elementary School did is receiving haircuts and schools lives for the return of school. False sports season has begun. Convalent High School is trained in addition to a four by four block this for the return of school. Fall, fourth season has begun. Cumberland High School is trained in addition to a four by four block this school year from a traditional seven period day. So far, so good when we're still only four by six years. Cumberland High School students are enjoying their first year cosmetology. That is the first time we take cosmetology on campus. And we have a process, Mr. Stainy said, planning their September 11th, remember it's ceremony. It will be held in conjunction with Commerling County First Responders in each school, the Elementary, Middle and High School, to be a non-eclogative football field. So we have everyone in the town. Rialocker, assistant and privacy administrator of the U.S. here in the sentencing report for the State Administrator of the U.S. Bureau, sent you a report from among the vehicles. So, I'm excited to wait for your list. All right. So, as of the live first this year, we are into the new budget cycle of the apartment and coverling county, about $1.5 million budgeted for team means, this is the year. Previous slides last year or last year, last long back, so budget on there, B.D. up is coming this year. There is no budget per se. We will react to storms as they approach and they will be funded accordingly so if they do not have a dollar amount out there for that. This year is just a graphical representation. We'll call it on there. Those are not for those that we're not qualified, just kind of showing the trends in the expectation of expenditures for where we give them off the $1.4 million. This slide here is a representation of the workwriters that are called into our customer call center this year, or this past month, he's going out of line here and he'll see the tree one's hammer, the area of the highest. Note that is through the end of July so it doesn't want to include this piece of storm within. I suspect next month that number will be a little bit higher. Following on to the structural projects, so the route to the bus is on your roundabout. Contract information is still on target for November of this year. There is still temporary pavement out there, and running on stone. So that's going to be a day of the coming weeks. And the project will continue to move forward. Here's the surface treatment projects. Throughout the county, they were disfated to start the middle of last month without the bush back to this week. They'll be out there in the surface treatment on groups. This is our plant mix schedule, which is the middle of the fill. Around 45 and 60, they are actually the painting is done, so there's a payment marketing that still has to be completed as well as the federal administration. So I'll roll into this, so this is Laney's life, and this is from last month, and I'll roll into this one. We'll start with the Amish Buggy Facality that that occurred in mid to July. I was asked to investigate a little further or see what option we can do to help with the rent in the, we're entering these in the future. So, quick summary, the accident report indicated that the driver of this vehicle had a vehicle condition while they were passing the vehicle. This is a strictly form report and as he was passing the buggy that people watched struck it and it was a intensity attack. This incident occurred about frequency of the model south of Blaine Shock Road in October of 2021. A similar accident occurred within the same area. This is near Antioch. We went and met in the turquoise, San Mark Road. That incident was similar and as the bill never wasn't shown to be a medical incident, but it was passing the buggy and the administrative buggy through the into the vitalities. Other similarities to those incidents that they were both occurred on the Sunday evening, the ill will were both probably sold from behind the buggy and the struck as I indicated. And both incidents occur within the 55 mile hour section of roughly five. So with those similarities, that is a focus area for the department. So we are evaluating putting the sign in that area in the additional notifications for public. There are some other options that we're evaluating and working through, as they're staining, and administration, that's possible outreach, additional community outreach, will come to the farm center in the county center. Healthy or identifying those high destination areas within the county. The knowledge community is sometimes a challenge with communicating with them, or any points of contact. So, if you're from a research day in here, you can get a level at the Elvis Lake Dasc to be focused on those areas. And just engaging with the community at the fall. So, kind of quick summary on the economic bulk incident. Route 64 to our studies, I'm going to look over one by doing the comment thing on that. It's still, still on words. You don't love the Vermont, but in the comment thing on that, it's still, still in words. You don't see it. I was expecting to see it this month, and it's not an actual thing. I didn't see it. It just made it to the next month. I can follow up with the funding for that study. Storm response, the Cumberland County, did not get the brought in it. That was one of the western park, as we all know at this point, including Prince Edward County, Charlotte County, excuse me, the Prince Edward Trials and Buckham. The were three work loaders due to high water, Roman Stoney Point, and Lane, Brookdale Road, and River Road, all those roads have happened in the pool at this time. So before it drains down in the county, and that was the extent of the flooding was minimal, so that's a good thing. There was a couple of inquiries from the war last month, we see Minot's, Dean County Road, their old rustic schedule, that is for construction for 2028. On the docket, brown road, there was concerns with the speed all brown road. We actually got a citizen inquiry, posting speed on the lines and we are in process of doing that. Our road is on the agenda to be an old rustic foot. In advance of the old rustic road, we're actually able to get that posted at 35. Playing road, there was an inquiry, at least we know about the park traffic and we did put some traffic cameras out there and there's two sections of road. One was 1% trucks and the other was 2.5% trucks. So it's not an high truck route. If there are citizen concerns, then we have to do the logging and operation for all the air so on and so forth. Or if there's additional reviews that you all like are part of the two, we certainly will do that. What I don't have up there on the slide, so back to the roundabout in Khorvville, just spoke to Mr. Miller and Mr. Mincher. They had concerns regarding access from their driveway into the roundabout. So I'll be working with the two citizens on addressing their concerns moving forward. And I think that was all I thought. I'm sorry. So back to the Royal Rustic Projects. For every Royal Rustic road that is built after it is built and the department is to conduct a speed study to determine the signage along the road and the most thing on the speed limit. So there are four roads that are currently in the overview map. It's one of the routes, 64 in Bola, 679 in Bola, 631 in Bore, and 654 in Bore, Pine Road. So again, the citizens inquire on those roads, there will be a speed limit sign to put out there as well as possible road in the morning stage. there will be a speed limit sign but out there it's the most possible curve we want to see. That was all I have in mind from our report this month, our learning questions for me at this time. Forward to any questions or in the comments. Thank you. Thank you. Next is Sean Reuser. This is a step up there. This is Paul. There's something in the board that I know. Mr. Chair, members and board, we're just saying thank you to this opportunity to come up, reach the board on an exciting project going on for steps in this region of, for supportive housing for the homeless and so I'll go into that in more detail, but I didn't want to start by introducing one of our new staff members to recent landmen in our housing case managers in a resident of CUMMOM County. Retired at their services at a corrections case manager, so she's bringing the wealth of experience. I'm glad to have her on our leave. So I'll go ahead and get started with the presentation or what I've got to do with you right here. We had a rich history at Steps, which happened in 1982. And you see some of the benchmark programs that we have as far as our home solutions program and different programs, community action designations, and our head start provider designations, and those are the years that those occur and so you can see that we've had a significant history in doing that. I didn't wanna highlight some more overall programs that are serving humble and county residents. So I think you give your hand out with a listing of our program service but then on the second page is the service delivery for the last fiscal year 23 we're still putting together a report for 24 that is finished. But as we go across, you'll see there were 40 residents served in our VHSP, is our housing program. We also have, it started our domestic violence service program and served a couple of individuals, came in the year. And then as you go across, we have workforce development programs for 55 and over, called Title V. Workplace supports as for tenant recipients who are receiving basically job coaching and systems for finding jobs, systems for maintaining jobs. So, and of course, our supportive and employment are shred, recycle operations for those with intellectual disabilities. And then we come across to early head start. So our head start program, you know, while it's not located in Cumberland County, it does serve Cumberland County residents that do receive priority and it can be served at any of their centers. They also have childcare subsidy slots in private pay for childcare available in Prince Edward to our residents. As we go our calls, I guess, the very affordable seat. and Prince Edward to our residents. As we go our talks, I guess, the very foretold O.C., we're also an employer of people in the county because I've introduced this land tonight. You see that during that fiscal year, we had eight members residents of the county who start for employment with us. So we feel like we're giving back to the community. And so I'll zero in the focus now in terms of our housing services and need for this project. Our, it's basically, we run at 24-7 housing lines, which we're receiving calls from individuals who are literally homeless need a place to go. So what we do, a lot of portions of the years we provide face management and shelter. We did that in the region. We also, excuse me, 16 individuals, 47 households in the region. And then the Central Health gives us grant funding, which we serve 96 households with those grant funds. So, you see all the counties that were covered there. There were six of them. One was one. Just so your people often ask like, what, you know, what causes folks to come home? Where are they coming from? And these are children, parents, elderly, disabled, and single individuals. They're living in cars, sheds shed, tents, places that just aren't meant for human adaptation. You would maybe be surprised to know that 55% of those we sheltered were female, and over half the households, approximately half the households that we sheltered were contained children. So this is very much as major educational implications around stability that children need to be able to flourish educationally. It's a good place to place it very, very hard on them to do that. So there are multitude of reasons that I've listed there for wide individuals become homeless. But I will say that chronic homelessness is low in this region. Most of it is episodic and then things get stabilized and people generally are able to stay in that condition. But we need a better solution. Right now, steps, what we do sheltering its in hotels across the region and so for new to limiting funding limited funding You can't serve everyone It's almost and we frequently refer them to shelters outside our region So what supportive housing does when we build the, when the apartments are built for this, is it provides a safe place to live while people will access critical services. And then towards that's the ability. You see a list of what those are that are provided within the supportive housing service. Four years ago, there was almost housing task force, regional task force, made up of community organizations, nonprofit providers, churches, community advocates, came together to work on the fact that we had no resource in this region. No emergency shelter, no support housing. The good news to report is over $860,000 has been raised in this region for coming over the solution for these homeless and big community to place the go. So we signed an MOU with Virginia support housing quite some time ago and it's been well over a year, we're on two years probably. And they have agreed to develop, build and manage 60 to 80 multi-unit complex. And this must be on town water and sewer, we'll close access to employment and public transportation. So we have located a spot in Marble. It's in, basically, 48 acres in the town. Zoning is R3 high density residential, so there are no special use permits required in order to build there. It's located on land that was previously attributed to Israel's hillcourt. So that's a very important historical property. So in 1818, 1190, formerly as slave African Americans, was given free of the 300-year-old plan and the area came to be known as Israel-built. So we've entered into a partnership with the Mountain Museum, which we're requesting a community input on how to honor the history and the accomplishments of those residents there that we came down as individualites. So also when you input on other housing to be developed, this apartment complex will not take up 48 acres. So it comes, it was available to us in a block, and at a price that we could afford. So we have an opportunity and we're asking the community to give us their input for the rest of the property. So there's a website address there which you can go and look at. We have a community event on June 4th to present this to the community, to build a rough city, to give you the presentations and see all the information that you've built out of survey and provide the local input. So we're staying as far as local federal and support from projects, we've asked all the counties in the region to participate. You can see the majority of them have used ARPA funds, though we are working, you know, and the pending requests here in Kremlin and in New York for $25,000 that can be spread across the work fiscal use. This would be non-particle related. So, importance of this is that it shows regional commitment for funding requests when you're using support value and ask for more funds. They have to raise and they're used to raising it's $24 million a problem so The key is there's no ongoing operational requests that you're gonna receive from steps for this preparation So just to wrap up, you know, this is a new dawn for us And whereas just asking our communities to rise into the challenge. Our communities are generous. We've found that's very encouraging and along the lines of that generosity before I forget to announce, as I told you said earlier, the Madel house is reoccurring because of the generosity of all of our communities in this region. So you're beginning more information as to the domestic violence shelter that it closed under a different organization. We're going to have it open in September. So that's the very encouraging news and generosity to me and me. So we have a lot of partners ready to help. It's going to take the community-wide effort. And just to remember that we're following our best efforts or doing nothing, we'll not make the challenge disappear. Because that presentation I'm happy to take a few questions. All right. Chair, we're members of the Spare Center of the Alameda Community of Night. I'm representing the Pine Drain Con in the system, sister tent at the State Forest, for the Virginia Department of Forestry. And we know government and the Toronto State Force is our second largest state force in the building on almost over 16,000 acres. By code, we are obligated to pay the little taxes of portion of the town. Sales that we make on the counties, to the county where the administration's come from. And so I'm here today to present a check in the amount of $40,942 in New Attacks. This represents 12.5% of the timber sale we did in the state of the worse last year. I do wanna thank the board and Governor County. Normally that fee is 25%. Governor County some years ago, allow the state force system to keep 12.5% of that to enhance our recreation on the state force. As you know, the state force is not funded by any taxpayer money. We, we generate funds from the timber samples to operate our systems, so that money is greatly appreciated. I don't know if you've realized in County of California last year, there was a white race, it was hell. We're seeing more and more recreational use on the state force, Having 16,000 acres in one place is a big problem. And we see people as far away as Colorado and the Florida. And kind of the main forest here in Maryland is because it's such a nice area. I just don't enjoy the outdoors and then the sea nature is the first one. So anyway, I really thank you for giving that back to you, help us to enhance our recreation here from come to St. Lawrence. And that's a check. Thank you. I'm not an operating machine for us. I do not know if it's an incredible historic. The state force has put together the fact that it's self-funded, 100%, that's all too. You can't say that about every government agency. That's a force. So, I think that'll be a good evening. And next, there's the finance report of the screws. Good evening, Mr. Chairman. I remember, so for the board, starting on page one of your board faculty, you found a monthly budget report. We'll see that it does look a little different than it does in other months, just because we have not finished closing out in the quad-24 yet, so you'll see this report is being more of a cumulative report. Currently County Schools has requested that the board of fruit budget supplements totaling $190,400 in 22 dollars. The funding is for three individual grants. The Virginia Department of Health Grant in the amount of $81,772. This was originally 100,000 dollar grant last year. We did receive $18,928 of that. So this is the remaining portion of that grant. Also, the school pays mental health grants and they amount $108,000 in the region, eight teacher of the year funding and they amount $1,350. The funding must be used in accordance with the guidelines set forth by each of these individual grants. And the request for the supplemental preparation was not included in the school's FWAT 25 budget and it does not require any additional local funding. We approved six minor subdivisions and have 35 pending. We approved did not have any survey visits for this month but we do have 25 pending. We still have the concrete free reservoir project ongoing. The project has begun in counting water and it needs to continue to do so based on the river levels. Of course, when we didn't have that dry spell, they were unable to in-pound water. But of course with the rain, we got the last couple of days. They have been continuously in pounding water since Saturdays. We hope that continues. For the month of July, we've issued five residential erosion and seven control permits, and we do have endless the potential co-events coming to you guys on page 26 of your board company. And very sad it is passing, but I understand what a great influence and a great impact he had on this community. And I can't say enough about that impact and how he's been such a shining example of public service for this community. That being said, I find it might have stayed on our privilege to be able to read this resolution in our Lloyd Jr. It's a title resolution of recognition and remembrance Mr. Lloyd Allen Martin Jr. Today's day of August 13, 2024. Whereas Mr. Lloyd Allen Martin Jr. a resident of Commerland County, born and raised in Carter, Silver, Jr. Faithfully dedicated himself to serving a county of commonly and its citizens. And whereas Mr. Martin served commonly county by being appointed March 1, 1994 to the county's electoral board, and serving in that capacity through 2023. And whereas Mr. Martin was elected as Common County Justice of the Peace on the reverse set of 1971 commencing this four-year term on January 1st 1972 and where as Mr. Martin served Common County as a magistrate beginning on January 1st 1976 for a four-year term. And whereas Mr. Martin served his community as a volunteer and founding member of the Carthageville Volunteer Fire Department and serving 68 years as a volunteer, including 55 years as its volunteer fire chief. As a charter member of the Carthageville we're at the club serving for 61 years and whereas Mr. Martin served his country as a member of the National Guard beginning in 1955 for four years and whereas Mr. Martin joined Carthageville Baptist Church at the age of 14 and served as a beacon as a church beacon and remained a member for 73 years. And whereas Mr. Martin, a moment of operated Martin Dappy in Carter's bill for many years positively impacting those he provided service to. And now, therefore, be in resolve that the Cumber Commonwealth County Board of Supervisors through this resolution express its highest regard and appreciation for the service and dedication that Mr. Lloyd Allen Martin Jr. performed for the County of Conorland and its citizens. The next item of this is the resolution Chairman, members of the board, just some background information on this item. tobacco region revitalization commission routinely accepts grant applications to assist localities in the identified region of economic development and revitalization projects. Comrade County and Conjunctable Commable Regional Council has applied a $20,000 matching grant from the Commission for the Development and Agricultural E-Focus Economic Development Strategic Plan. The grant does require a one-to-one match which, with the county intending to apply from additional $20,000 through the Virginia Department of Agriculture and Consumer Services, A-Fit Grant Program, so it would actually be a $40,000 project of an economic development strategic plan aimed at focusing on agriculture. The grant application dovetails with the efforts of the New Jersey Task Force that's created by the Board of February to assist the ADA and the Board of Supervisors in guiding developing and recruiting economic development that aligns with the county's vision of remaining rural and agricultural focused. Resolution supporting grant application is required as part of that process and I do recommend that the Board of Supervisors approves the resolution as presented and I can read that into the record as well if that's the pleasure of the Board. Resolution of support for the Premier League County's application and coordination with the Virginia Tobacco Region Revization commission for economic development strategic plan dated August 13, 2024, whereas Cumberland County has created a new business task force in conjunction with the County's Economic Development Authority and is focused on creating an economic development strategy, a strategic plan that embraces the County's agricultural identity and whereas Cumberland County's proposed strategic economic development plan will provide analysis and guidance on rural economic development strategies combating the county's designation of a food desert as well as to seek to provide opportunities for local growers and producers. Whereas Cumberland County has submitted a grant application for the strategic plan to the Virginia tobacco region revitalization commission, conjunction with CRC in the amount of $20,000, whereas, Commerland County has applied for an additional $20,000 for the funding from the Virginia Department of Agriculture and Consumer Services through their APHED planning grant process to match any approved contribution from the VTRRC. And whereas, as the Board of Supervisors desire to move forward with the development of the agricultural really focused economic development strategic plan. Now therefore be it was all the Board of Supervisors of the Commonwealth County, Virginia, that's fully endorsed the grant application submitted by the County Administrator of the Commonwealth Regional Council on behalf of Commonwealth County in order to finance have the cost of opposed economic development strategic play. And the practice of the board had been to acquire a second on any primary substitute motion. However, that was not reflected in the battle halls. And so the under, in Article 8, 8 to 4 under 11th, it's nearly required, a second is nearly required for a primary and secondary motion. But also under that same section under paragraph, it stated that the chairman of the board can make or second a motion, private rules of order allowed that, but had that been stated in the ballot. The also in regarding setups to speak, and this is a preparation also for the new policy for public comment. Under Section 8-5, It was added that individuals who would like to speak at the public hearing on public comment period must sign up prior to that period as opposed to what we used to be at the beginning of the meeting. It's also included in there that because of numerous opportunities for, could be numerous opportunities for public comment. It's requested that a resident who speaks more than one strand of meat and shall not be repetitive. The meat of what the board is out at is in the same article, paragraph I. Now just read it says, at the discretion of the clerk or chairman, any item of business may include a public comment period. The public comment period will be noted on the agenda and will be subsequent to the presentation of the item of business and any informal discussion about the board, required to any motions or vote on the item of business. And the ballot has the ballots to continue the, this time of public comment will follow the same rules that the public comment period has at the end of the meeting which will continue. That was something we decided to do and then a lot of these changes that Mr. Beasley just read is just not only codifying what we have voted on in January, that's part of our bottom line but also to increase that and codify even more abilities for the public to speak. Mr. Chairman, I'm motion that we approve the amended bylaws as Thank you. Now we're on to the next item is a public hearing. This is regards to the energy policy. Some companies were available on the front table for people to review. The proposal was based on provides and updating energy policy. Mr. Stendon is going to give it over to you. And this up is on the street for those of you who are in the right state. So Mr. Stendon, please Board, it's my pleasure to provide to you background information and updated energy policy for your consideration this evening. As you may recall, on February 13th, Board of Supervisors meeting, the Board did adopt a resolution issuing a stay on the consideration of any large or small scale solar project until county staff have been given the opportunity to review develop and update a new solar policy for the board's consideration. Since that time, planning and zoning staff, county administration, county attorney and others' adventure mark of the localities, reviewed state level legislation and developed a new energy policy language so we expanded our scope beyond just the idea of solar we felt that it was permanent to look beyond that and include all the energy that could come before the Board of Supervisors. Board of Supervisors just some history and the Planting Commission met at a joint workshop on June 5th, 2024 where he draft policy and verdict was presented and discussed. Since that time, the Plenty Commission voted at the July 15th, 2024 meeting, with a 601 vote recommending an adoption of the energy policy with certain changes. So I would be presenting a high level overview of policy here to few mudmatures or your review of consideration as part of the public hearing and county administration does recommend the Board considers policy and updated as presented with potential changes as well. So a couple of the sole ordinance has been reviewed by staff for planning commission and the board of supervisors eight times. This will be that ninth effort since 2018. The solar ordinance as a current state is in compliance with Virginia State code. And the proposed policy lays out more detail, negotiating, deciding the agreement process, site plan description requirements, application requirements, and decommissioning as part of the policy. The proposed policy provides a more stringent setbacks, screening, distance or propan distance requirements. It also requires financial statements and annual reports from the company that is submitting the application. DEQ review, if DEQ is able to actually review that policy, it's agreed to review it on the front end. It does require additional noticing on the part of the applicant. So it does include language related to signage and noticing requirements that the above have begun, but it can say no requires and what the county currently requires and this ordinance. It also has much stronger decommissioning language. The CDP application, site claim requirements include mitigation of all direct impacts to natural environments around the properties, public health, public safety, storm water management, and the commission. It clearly requires demonstration and engagement of the public with the public, state, and federal agencies as part of the application process. It does increase development standards which increases setbacks including property line 100 feet years residents of 500 feet. That's one example. It increases vegetative buffers to 50 feet. It does include more stringent erosion and sediment. Control measures as well as an increased number of inspections that are to be borne at the expense of the applicant and that has to be played by a third-party vendor, not one of the choosing of the applicant. Insurance requirements have increased to scale. Distance requirements of new versus approved projects are asked to be considered a one-area mile. So if a new application comes in, it's within one area mile, a currently approved application does not meet standards and policy. Decommissioning is strengthened as well as will be by third parties. The county is choosing at the applicants to spend and that's completed every five years for necessary changes. The industry is changing. There may be changes in the final build out of the project. And it's good practice to update that every five years and use a third party to help us with that. It also includes time frames for decommissioning within 12 months and discontinued services or for projects to be cleared to be unsafe. This gives you a general guideline and outline of the timeframe for consideration and approval of a proposed energy project. You may recall House Bill 636, one of the items that could lead an applicant to see that the SEC actually take over the application consideration and the county will lose that local control, which is related primarily to the time frames and a lengthy review process. And this clearly lays out the expectations between the county and the applicant for a timely review. So you can see day one written notice provided to the host of the county by the applicant. 30 days, within 30 days the applicant notified the county and public meeting time date for the patient. 30 days, within 30 days the applicant would notify the county and public meeting time and date of location. Within 60 days the county would be applicant would hold a public meeting within that 60 day windowed notification of the county and then over the course of the next 90 days, the applicant would have completed an application, a completed application submitted to the county would enter into the traditional use process, subsequent public hearings, workshops between the plaintiff and the court of supervisors, would be conducted, and citing agreements would be negotiated and completed during that window. Within 210 days, the county shall agree for denying an application, with an extension of up to 120 days that maybe jointly agreed upon between both parties. And in the language that you see up there in red, those were actually additions throughout the process that were added to this policy as we went through the discussion process between the board and the planning commission and general feedback. And with that, we'd like to take any questions. One of my notes, we did receive a payment of this out to the board, we did receive some feedback from a concern of resident earlier related to the policy. And Seth is recommending that on its download page 57 item A of your agenda packet, but it's actually page eight, section 8 of the policy itself, where we would actually change some language to read the perimeter of the project, whereas adjacent to non-participating property owners in the town of the project were a pretty approval. Previous language was kind of constricted and this language would include adjacent to non-part not participating probably owners. So without you let it take any questions from the board, at this time. Thank you. Here we get across. One other item before we go, you may recall you did issue the set. So the set only requires that the board adopt a policy. So there's no additional operational mechanism that the board or action the board has to take tonight to relieve the state if you were to adopt a policy this evening or during the month of August, because that's our time for ourselves and those time foring. I would like to say I've been following this policy review and so forth. And I think the California Commission has done a very good job. And I've made my comments known and they have been following me. And one discrepancy I have is the setbacks that are outlined in the storage facility and the solar facility and the wind facility are not consistent to me. They should be consistent. The other question is to make sure that this is policy and not ordinance. One question would be, their president is an ordinance in the family will that ordinance be done wait question I'm in district three, I'm in 1365 and 1354 Anderson Highway. And I'm not here to complain. I'm here to maybe share some information and to make a little bit of advice. I'm aware that a Savannah has actually just allowed solar facilities on hydroclosure zone of land in their county. They're being very careful with the model about how they proceed on the curve a little bit ahead of them actually at this point with respect to their solar farm policy. And I think it's a big issue. In fact, that would advise being very careful about how you can proceed with this. with respect to their solar farm policy. And I think it's a big issue. In fact, that would advise being very careful about how you receive with this. There are some risks. In fact, there are risks sort of on the business side and risks on the technology side. So on the business side, currently right now, the minions are very interested in accepting power from these facilities. They're paying good prices for it. The competition with other power generation technologies is pretty good at this point versus solar. And most importantly there are substantial government subsidies and government tax rates that make it so that right now building and running a solar facility is very profitable. However, if any of those things change in the future and none of us, nobody anywhere knows how they might change or stay the same in the future, you can take a very profitable business and turn it into a non-profit business. That's the business side of things. On the technology side, these are changing technologies. I'm thinking more of the solar and solar technologies. And let's be very optimistic. Let's say that the next five years, the technology changes so that solar panels are much cheaper than what they are now. And they're much more efficient than what they are now. Doesn't that then make the existing solar facilities someone obsolete? And I could also imagine a future where people put solar panels on their houses. They do it in other parts of the country because of changing technologies. And the whole idea of a concentrated solar facility becomes obsolete at that point. Bottom line is, there are potential for changes here. Now what's the risk to the county? The risk to the county is well most of the companies that I've seen that are proposed with abilities, facilities and maintain them are LLCs. And what does an LLC do when they're in a business that's making a lot of money? And it turns to a business that's losing money? Well, they file bankruptcy and they walk away. I think a follow-up song earlier versions of this that there were provisions for companies providing money up front to cover decommissioning costs in case something like this happens. I hope that's in this policy and I can quite see it. It is good. You need to make sure that that doesn't permeate the bank books in finance. I think also to say the county should also come up with ways to prevent it from this themselves, be taxing their mechanisms to the law of money. Thank you. Thank you. And that's one of the reasons we are going with policy versus ordinance because it gives us the flexibility to get out in front and address it through the policy standpoint and not through the ordinance process. So I just wanted to address two birds with one step. So a lot of time, energy and effort went into obviously when you're looking at something that has a ninth version. But this was a joint effort. I think everyone involved. I did this, but I said a lot of times, and when this, while personally it doesn't go far enough in my opinion, I believe that this was a good Compromise sports if you will and I think that To be a little more specific This is an energy policy and not a solar This policy covers solar, wind, and battery storage. I've said before you five years ago, we've been talking about battery storage, we would all be confused if it didn't exist. And so that's an example of how quickly the technology is evolving. And so thanks to some of the conference speakers, this gives an incredible effort by many of the people on the county. And people from other countries, I might add. So thank you for all the answers. A lot of promises that made by the agree rich to the EQ that not covered in the addition of the instrument or in the whole instrument. And then by that time they had put it as long to curse. And now I see that I have no access to the traffic circle. The only thing that I have is to take a left hand turn out of my driveway. Born in 1944 to Boykars, the road, do a 180-degree turn, get into the traffic strip. It's like if you were traveling west here on 60, and you turn from the right lane to the right lane. So I have farm equipment, I have commies, I have trackers, I have a scene equipment, sprayers, I've got also heavy equipment trucks with track hose, bulldozers, and as it is right now, I can't make that turn right now. It takes a three point turn to make it that track for certain. So I would have to pull into our couple of traffic back up and then pull into the track truck so it's completely understaffed. So I would have to pull into arm-cover traffic back up and then pull into the traffic surface completely on its surface. So I need direct access into the traffic surface to be able to properly leave my drive away. On top of that, fire equipment can't make the term meeting in my driveway. And the lenses can't make the term. UPS trucks can't make the term. Began in our house. Mr. Hamlin, I really appreciate your due diligence on this and responding to the enemy. On August 5th, Green Ridge and Affiliate Census and Meeting at the High School, I set through this thing to them, behind us for the of this information. A lot of the things were said that they want to make us feel that they're making all these incisions to please us. They're not. The only incision they're making is that they want to be put in the door and destroyed our way. And going through with what Mr. Schumick was saying, that they wanted to put in the door and destroy the army. And going through with what Mr. Schumick was saying, two things stuck out in my mind that really didn't contain the landfill, but I think they have key to speak about. One thing was that the landfill is Mr. Gary Cypress' legacy. I really don't care what his disciples legacy is. I care about the safety and health of the residents of Kumbh and Kaila. It is not only the residents who are looking at the purpose of my empathy in time, the healing is the entire vicinity. It's gone to destroy destroyed a lot. The second thing that has been assuming a concrete panel was greenery, to the buildings, I've already spent $20 million. Knowing their information about what $20 million was spent for, but I can speculate, they have had numerous changes to their original clients. Each one of those changes cost them more money. So I have never seen before. They only get to indicate to residents and use board supervisors this landfill. It's not a good site for a landfill. And you need to make changes and you need to step forward and do what's right to protect the citizens of this camp. And not worry about what this my appeal is, Mr. Cypress. I will. Don't kick it. We don't know many of the residents of Converland County do not want the landfill. I'm suggesting that you put the appropriate permit on hold for Green Ridge, Virginia, and in GTOF. And put this on the November ballot. Ask the residents what they want. Yes or no, do we want the landfill? Then you will get the exact number of people who don't want that, the people who voted for you, the people who can vote you out. The other thing I'd like to say is, what almost every department in the county over budget I did looking for pay for. Is the need for the landfill revenue to make up for poor money management of county's budget. If it is, you're making a new problem and that's a problem. Thank you. I've been at that residence close toite, in 1967 moved up there, but mainly we've been having some issues with some technical voice volume or tens of night, I don't know what it is, but we need to do something with some sound, get a cow, get a horses. You know, when it goes off like this kind of night, you never know what's going to go to the fence. So we need to address some issues with that type of sound. And on the eight hour day, daylight hours, you want that we're right now at this time, of course, get stuck in the spook, the noise, go through the fence, who's going to be alive before that moment. Good one, you're taking that consideration. We need to do what we need to do for addressing issues. So So law enforcement can address them. All right, thank you. And I think that means that there are a violation of the coaster agreement. So I would really like for to consider that a violation. If it is, I can be wrong, Because I think it's fairly obvious that many citizens don't want the land filled and feel that perhaps they weren't appropriately informed a few terms ago because I don't sound the current one, super wise, they could approve each agreement. It's already an orange-wiss drive, and adding more vehicles is certainly not enough. I think Green Ridge may have very, very clear on the fit that this is their initial phase, so clearly they are playing non-explaning. Really respectfully would ask that some board members were tried to attend some of these public meetings so that they can hear the same thing that we are hearing. Combo count has been telling the board of supervisors for almost 30 years. No. We do not want. I don't know anybody that does want. The, I mean, it was so contentious after the last fight that those of us in Combo count and remember, we cleaned house on the board suit bus. Anybody who voted for was gone the next time around. I mean, people are adamant that you do not want this thing. It's, you know, going to Tarot Farming. Highways, I mean, being a member of the fire department for 15 years up here, we argued that there was no way in the world that small fire departments we had been handled problems with trash trucks on fires or wrecks and things like that because of their size. And you know people just didn't listen. I mean I don't understand why we're fighting this now. I mean, I don't know what your position is. I don't know why you would even consider it. But, you know, people who have counted me, and I've been here since the 70s, literally do not want this done. But I don't think people in Calcane want it. They don't want the traffic and the congestion and the problems that's going so. We have people from Chains of William County and other counties of Hanland fields come to meetings and talk about the damage it was done to their lands, their wells, their water. We heard about the problems that people living around don't have cancer or other illnesses. And like I said, you know, and here we are again. I mean, I don't understand. I mean, you know, I thought we were going to have a meeting tonight and talk about this. I'm trying to get back into it and understand, you know, the thought of how to do mentality. But I don't think there is any warmth on that these dumb companies that we had to deal with, brown and fenders, and then when they could get it in, they sold their interest to another dump from the alien, to Midwest to take us on. And, um, I'm not a hot guy. I'm sorry about that, but I can't help it in a little bit. But again, I mean, please think about this. I mean, it's a non-starred and discounted bonus for me. Would you let your grandchildren drink the water? Things are different nowadays. There's things out there called forever chemicals and they will be taken to the ground. The U.S. Environmental Protection Agency has said, every landfill will eventually be, you buy it, every single one. Would you eat food cooked in that water? Would you bathe in that water? Would you let your kids swim in the pool that was filled with that water? Would you wash the clothes in that water? Ask yourself that question. If you don't wanna think about one, ask yourself that question. If you want to think about us, ask yourself that question. What would I do if 1200 acres was going across the street from my house? You talk about legacies? This is your chance to create your own legacy. Protect our kids. Protect our grandkids. Protect their kids. Protect your families. Protect this community. What I came here and I to ask you about was the urgency of getting flashing signs, road signs for the specialty of Cumberland River from going into far bill. The buggy accidents are horrific. I worked with the first family that the mother and the father were killed and left seminary children, one of those children was two years old and still breast-painted. I mean, this is urgent. We need to get behind me, dot, another looking at it. We need signage, and we need it now. And if another thing, that is, if you probably have a dangerous section of road in Cumberland County. I can't drive to Farnville with that being cursed at, tailgated, has to solve a climb, has four cars then have to be on 70 miles an hour. If I do 55, I am in danger from these people, and regret. And it happens to all the loud people every day. And we, what I wonder is that possibly you can do some, should think some reallocation of funds to help the sheriff's department be able to put more controls on especially on that road because mainly because of the Now there are some other laws in the world who hands every time they get out with their hands. And we can't fix it totally, but we can get more of this, and at least get flashing signs in the areas where there are predominance right through those areas where they've had accidents up to this point, there, we can put more signage, something. But I don't think it's travelers coming through that are doing this, not obeyed our road, highway laws. I think it's people that drive that road every day, and they know better and I'm tired of it. I truly went out of my neighbors playing nap with the deputy sheriff of Buckingham, who is also a deputy high school friend. He wanted to be here tonight when he could and register Sims. I was here a couple months ago and proposed that the board consider using speed limit on the road, as well as coming up with a resolution to limit commercial traffic. Global road is used in the cut-through, 45 to 16, and we see cars increasingly 55-odd over. We're talking about the whole road is basically curves. Very narrow road, residents live on that road. Children, animals, so forth. We've got the other male boxes. We can reiterate, we have four trucks to use as a cutthroat. And there's no road. There's no road that's curves. If you come on the opposite direction, you're coming in here far. There's no road for you to get. It's a public safety hazard with residents there. On that road, we're not asking to be specific to no trucks or the residents who live because there are residents. There's no one there who will have trucks, who have hay wagons. That's not who we're talking to. It's the commercial trucks that use those to come for. And it's not worth the segue from pre-decegator, the traffic on 45, speed anything else, use EBSC cut through on now for 45 to 60, and vice versa. But hearing all these comments about the proposed don't, I got to tell you I'm strongly against it. I think extremely short-sighted for this county for financial reasons. I believe that budgetary problems and budgetary concerns, and it's your responsibility to take care of this. That means it's extremely short-sighted to go for short-term money now, or something that I think calls this long-term damage to the county. Just to give you one example, you may have an iron. Think about thinking you're having an agreement with Green for Life, GFL, corporate, that's the big, big company that's all this. You're going to have agreement with them, and you're going to think that's an higher-博士 agreement, suppose they start violating, suppose they start accepting a trash from New Jersey, which they promise they're not going to do for instance. What are you going to do? You go sue them? They've got an army of warriors that's all they do is to spend all of them, wall seats like this. Be careful about the year of the elderly. Back to the issue that I've actually wanted to stand up here and talk about, I've got two minutes left. And two of the two meetings I talked about, my interest and others' interest in reducing the speed limits and changing the speed limits on the east side or coming to the courthouse. Instead of having a 55 mile an hour speed limit, which extremely abruptly changes to 35 miles per hour and you're already basically in the town, transitioning from 55 to 45 to 35, what would it see in almost all cases in the state. Since then, I've talked to a number of people I like what it seems in all these tall cases in the state. Since then, I've talked to a number of people on that quarter of them on feedback. First of all, no one is against the idea of changing this speed limit. Everybody has stories and concerns about the current situation there. The speed limit is just to match the traffic conditions or the transitions from outside the courthouse to the courthouse itself. To give you just a couple of examples of a business out by Route 13, the common there was gene traffic seems to be increasing a lot, but it's fly my self-adapted, they really don't stop it by business because they're just speeding on pass, right? I know you're interested in changing speed limits within the courthouse itself, maybe down to 25 miles per hour. Talk to a couple of a number of businesses there. And the common there was people were scared across the street. And in fact, the idea is you're on one side of a ground 60 and you want to go to a business on the other side. Nobody walks across their crosswalks and it's 35 go to a business on the other side. Nobody walks across their house. They're in their crosswalks and it's 35 miles an hour. People once are fast. And so literally people get in the car, drive just across the street, the park and the business across the street, get out and go to that. And that's right in the middle of your courthouse town. Okay, it's not conducive to people getting out and walking around in the courthouse like I should. Thank you for allowing me to speak. Don't say it is my wife, Holly, we're a 1377 deep run road cars, the ill district one. So, and I'm going to speak to, if I could, you guys are residents. There's a lot of passion on a lot of issues tonight. And I applaud that for people talking about what is year-to-year in a heart. I'm going to go in a slightly different direction. Another county has several plans. Either in-player on the looks for game revenue. And I know there's new plans that they're looking at. And the example that has hit several times is the dump, the land, or whatever you want to call it. My career to bring for our food and when we were to combat missions and train missions, we always had the main planners plan that of course it was a plan that goes very often plan that he didn't work out. My question to the board in our residence is if we've got revenue ideas that are either on the order or in fruition or not in fruition, but in the planning and in those we're not realized and what's planned be. And the reason I'm asking about the plan B is we're not very open-confident right now. And I know that I don't want a fixed military income, we're doing okay, we budget for our taxes. And I know that there's people out there that fear the break of the money. And I'm not able to take anything right now. All I'm saying is what is planned be. What are we going to do if the planned revenue streams do not materialize? Because the way I see it, maybe one more year, we can hold off those tax increases. At some point in any increase in the area, they're gonna increase fairly quickly. I don't have a solution for it, but my question is, is there any way we can have community meetings seem like every time there's something going on, we're out of town? Because this is not the place for it, but can we have community missions where we can see what the numbers are we can actually give the figures and see break it down morning style one plus twenty plus two or whatever so we know exactly what we're looking at and what we're being presented and the example what I mean by that is there's a good place out on Facebook, but there's some information that comes out. There's other places that are form for Harold. The biggest thing is you can see it, not necessarily touch it, but if you can see it and see what kind of shape we're in and what the answers are, I think that might either come up with some new ideas or actually put us in ease to know what's actually going on. And that's just to request that at some time I know this is not the time for it, but if we could have some type of meeting of our place of doubt, I would appreciate it. Thank you. Thank you. Y'all all know about position on the land field so I'm not going to really focus on that. I do want to make a comment about what Mr. Martin said. I had an example just less than two months ago where the Carmel & Rescue Squad came to a house where a young lady had passed out fainted about a clock in the morning, had broken dolphins, chin, leading from the ears, nose and mouth, broke sternum, spirit serious, and a male and a female came on the call that day. And as the female was trying to ask the male to go out and get the neck brace, he looked at that young lady and he said, what, you peed yourself? That was somebody's coming to get sued. You can hopefully get what we've seen. But just wanted to give that to, and that was not a point I'd just mentioned, but Mr. Martin brought that up. Also, as the one mentioned about having a November, about the landfill, 100% for that. Let's see what Converlin wants. As far as the man from the forestry and he stated that it's such a nice area and with us having the second largest state forest and what a major attraction to generate tourism, revenue for the county and the things that we have the opportunity to do to build on that. I mean, we're a beautiful county. We're seen in landscapes, relaxing atmospheres. People want to come to places like this, but they don't want to pass by a landfill the size to get to it. I also want to respectfully ask the supervisors and district four and five to also consider. We talked a lot about the traffic concerns and the other end of the county, but we had a lot of people talk about the Amishuggies and the traffic concerns on Route 45. Just think about us welcoming additional dump trucks and tractor trailers on that part of Cumberland. What is that going to do for us? Thank you. And then we'll be right back to the last meeting. Yep. I think the last 38 or 40 with the road in District 3. I'll be out a couple things. I wanted to say, first of all, just being dope, everything I was said earlier. I think for the last six years now, everyone on the board should know that there will be a little set up. A vote would be great because then you wouldn't be a lot of time. Anything coming out of us. There was a slide that I was shown by Greenwich or whatever it is at the meeting that Bill was at. And it basically was just giving a list of money that they've given. And the most truthful statement, I feel like, with the evening was a gentleman that I think left. It's time to speak, he said, that was a very nice list of the bribes, and then just turned around all the way. I think the citizens don't want to, I've been in this amazing county for only two years and for two years I've heard nothing but no humans have done. I'm not sure why nobody was getting it through why it's still something that's been fought six years going on seven years later. It kind of makes no sense. Somebody I mentioned in this place is supposed to be a place of peace and quiet. It is, we would out here for that and very shortly I realize that it's not peace and quiet or either. I would not, I would recommend the general moment, certainly is, that spoke about the TANRIT issue. I don't need to give government, and I do not want to give government any more ability to have control over me. So I don't want anything new coming. Saying that we don't need to air out or blowing up things. You have a noise ordinance. It is law. And ordinance is law. The attorney over here can tell me when they're not on prep and that. But when I read a ordinance is law, you have a noise ordinance. So when I'm telling right at 10 o'clock at night. Go out there and do something about it. I don't need the government to have the work control and make it a new law. I don't need more of a law. I need laws that are on the books to be enforced. I have an issue with boys near my house. Music from a building that nobody wanted was to play any commission put it through and then the support requires us to put it through and I deal with it almost every weekend. I have peace in quiet. I have children that come out and play with me. That I can't sleep because there's music. I would love to do something about that for you, but I can't. My government does a caterer. And the precarious about piecing quiet is on your website. No, he cares. 20 seconds for the dump. No, he wants the dump. I don't have the dump. I don't live anywhere near where the dump is going. So, there were a lot of issues discussed tonight. First, the foremost, I think I said it earlier. I'll say it again. I try to say that it was a very mean. Thank you for coming here and letting your voice be heard. I wish, I wish the circumference in real a little bit different as far as why in the joy of your here, but the fact that you're here says you care. And it says, you care all along and you're going to continue to carry. I decided to run for this board. Prior to the beginning of 23, one of the deciding factors to run for this board is feeling like the voice of people of District 1 and ignore. I'm just a normal guy like you trying to raise a family in a county I came to because of what it was and what it wasn't. In talking to a lot of people, feeling like their're always awake for their message, you know what? I feel the same way. I find myself complaining. My biggest issue, I've got to be careful here. The biggest issue that caused me to sat around in the first place was the landfill. I decided to run because just like the majority of my neighbors, the majority of people has to go to the district one and not one. I was told that they would ask you that I need to be careful if I did get elected to this board because of the post-degree that was in place and like John said we were doubting the end of cards that was given to us at two boards. The way I interpreted that hosting agreement, specifically the frustrate clause, was we as a board can not take an action that will frustrate that contract, that host agreement. But I can speak. I don't lose my first event in the bright, but the many of you. I've listened and I've shared the same feelings. However, someone mentioned, Doug, I think you mentioned about what's paying D when it comes to our finances. This county can't afford a $15 million dollar loss. And I know that and I try to be careful to not frustrate that host. If anybody, if any one of you were here in July, at July's meeting, question was posed from the board. Our comment was made that because of the change in location for the entrance for the landfill, they felt that that was a breach of those documents. So after those questions to our county attorney, we say look it back to us. Now you got to understand, first of all, I really serve the people of District One and the people of Common County as a whole. I believe in we the people, I believe in the power of people, and we are here to represent you, not dictate to you what you need and help you. I'm strongly remembering that. That being said, there are certain conversations when we see clean advice that are considered privilege. If I were to say what those conversations were, then we can destroy privilege and open ourselves up to discovery from, say, green bridge. They decided to sue us. And that conversation that we had no longer is protected by a turning client privilege. So we have to be careful how we do things. I ask the question, what constitutes a, hey, we can now take action with the boards approval I just wanna give a very condensed overview of what we have asked of our county attorney. We can do that. Based on the information that was presented to this board previously and the fact that We feel that For the post-agreement if there are any material changes by Green Ridge, they're supposed to inform us of those changes In writing and we have time to respond So we as a board have asked our county attorney to send a letter to Greenbridge. Being careful has to not frustrate the host agreement, but to point out that we think that there's possibly a breach and what there response to that. The reason I asked for that was more so to protect this county, protect the people of this county when it comes to contracts that we enter into. If we're going to hold up our end of the deal, that other contract in the court needs the public figures. So while I can sit here and agree with the majority of you that I ran on this issue, we can't, as a board, just take a vote and say, let's get rid of it. That's that we get a $15 million lawsuit and then what are your taxes going to look like? We fall very hard, let's go around to get that real estate tax rate lowered from 70 to 100 to 60 cents, which was almost, and he was right, but we're hit with a massive assessment increase because we only do assessments every four years. So, thank you for speaking your mind. Know that it's not far on deaf ears with this supervisor and we have a more take it very seriously. Do I have a few minutes left? Um, turn around. All right. I'll round up. I think Mr. Davis brought up a very good idea for our community meetings. I'm all for that. I'm all about public engagement and let your voice be heard. I do want you to know that this board has tried to look at ways that we can get creative in revenue generation. Now, full disclosure, being a libertarian meaning, I don't really like the R word too much. I would prefer less spending, less taxing in general. I don't care for small business or large business. I just, that's where I come from personally. But to run a county, you have to have funds. The majority of what we spend money on, we don't really have a sale. It's statutory requirements. We have to fund those apartments. We have to fund our schools. We have very little discretionary spending. But I want the public to know that we came up, and it was mentioned earlier with the new business task force, this board of supervisors came up with, where we can be proactive and seek out businesses, industries that fit within the fabric of our peaceful quiet county that many of us move here to manipulate. We don't have to change the nature who we are and one positive thing about this new business task force is we can pick and choose who we target and to go after. We don't have to sit back and say, oh, nobody's coming here, we've got to take those and we can't land till it. We can actually be proactive in seeking out other opportunities, but it's going to take a time. It doesn't happen overnight. And I would encourage each and every one of you, again, if it's a community meaning, it's a commodified idea, everybody brings value to the table. Each and every one of you has this work, it experiences different industries you've served in and everyone in your voices matter. Thank you.
