Discussion on action. The Parks and Recreation Commission will review, discuss and take action on appointing two parks and recreation commission members to a tree preservation committee. And this is from Rafael Castillo Mrs. Rafael, the city manager. So city manager Castillo wasn't able to attend today. He had some family business he needed to attend to. I can give you a little bit of insight on this. Council member, a stress lucky had taken this to City Council and asked that it committee be created with regard to members of Parks and Recreation, a member for Planning and Zoning along with Council member to look at establishing the need if any for a tree preservation or heritage tree ordinance for the city of one crust and so we are bringing up to Parks and Recreation Commission today for the appointment of two individuals from the Commission to serve on this committee. Okay. Do we have how often have they established how often they were... Well they have not established that and there is a kind of a projected deadline of having something drafted by the first meeting in October or second meeting of October. Okay. Do we have any volunteers? I have a question. Yes. Is it? Usually we're having to volunteer. Well, I already have this in the open space plan, but I already volunteered myself to go walk around the parks and count the trees, and I was going to start with Talks Talkist Park, take this park, and it was the park. So, but if they meet during the day, I can't do that. And so that would be the big dependent thing. But I already have like four pages written about trees. So. Right. And this is not, this is an actual ordinance that would be established if it is concluded that it does need is needed for the city. So right now it's not late. We're walking around the city. It's more looking at the need for this type of ordinance. And this would only be applied for public land. But I believe there is discussion or the idea of seeing if heritage trees, because heritage trees can be defined on private property. So it's looking at what other cities have established and seeing if that need is something to be considered for City Council for a WebCrest. So I can, I mean, I'm pretty good at research, so I mean, I'm fine with looking up examples, but if they meet during the day, then whoever the second person in would have to be. Yeah, more than likely this will be something to meet after hours. Oh, okay, I did. Just because there is going to be citizens serving on this. Okay. Oh, we're not getting this. Yeah. I mean, all volunteer if nobody else wants it. I mean, we're waiting for two people. I don't know, I get to spray a new permission or whatever. I don't want to break the roof. No pressure. I'll consider it if I see a L and D. I'm going to answer that. That would be nice tonight. It'll be actually flexible depending on the availability of the committee members. So nothing is set in stone. It'll just be, okay, us reaching out to the committee members and seeing what's the best states of availability. So you need to? There is a requirement, an ask of two, yes. Okay. A states of availability? So you need to? There is a requirement, a nask of two, yes. A minimum of two, we can agree. A minimum of two. A minimum of two from parks and recreation. No more. Two only. A hard number. A hard two. Two only. All right, Jamie, you. If we have a chin, everything is three. I mean, as long as two, then the chance of two lickers is that. Yeah, I can both do that. No, no, that's fine. I would do that if we did three and we had no turn. Two with an alternative. Yeah, we could do that. I think so. No way. We normally exceed the standard around here. Oh, look at him. Big sales job right there. So who, how would that be? Would it be? We just can't do so. Are we sure by any? Yeah. I'll try to be first up or something like that. Just because I've already done so much reading. And that could be helpful, yes. Yeah, so I mean, I did bring to the attention that Parks was working on something. So that was a plus. Okay. And then who would be the second? Kelvin. And then the alternate? Okay. I haven't been here five minutes. It's like breaking a new person, man. That's something to be able to point out. I think your welders will be there still in order this. Thank you. So we're good. We don't need to vote on that. I would say you vote on it. Just to be safe. Chair, I move that we have a commissioner by any commissioner, eldritch and commissioner knew as a motion or however that order was. That's presented for the tree commission. Second. So we have a motion, I have a second. I have any more discussions? All those in favor, raise your right hand. Let's see, let's go. Thank you very much. All right. So, the Parks and Recreation Commission will review, discussing the take action on the 2024 City of Wincrus Light-Up events. I see it on there. That's, well there's no name here but yeah, okay. So there is a meeting tomorrow from 2 to 3. 2 to 3. I think so, yes. Right here. Okay, about that. It's from 2 to 3 clock and that will include representatives from the Women's Club as well as the mayor will be present if available a representative from the Alliance will be present. Our special events coordinator is actually out at this time and will not be able to attend and I will be attending as well. I'll be there. There is not we don't need to agenda as those meetings. It's real informal. Is that where is where is it again? Here at City Hall. I'll be dual about it. I'll read it. I'll read it. I'll read it. I'll read it. I'll try to about it. I'll read any of your correct as well as my other job. I'll try to be there. Okay. Okay. That'll be okay. Two, two, and a half. Two and a half. Two and a half. Okay. And we just kind of go over the calendar with the events. We are already in really September. By my calendar, we're already in November. Right. So we've got a lot of decisions to make tomorrow. Yeah. Is there any special items that this commission needs to focus in on? So in the past the Ho Ho Ho Market was sponsored by the Parks and Recreation Commission. And the last meeting there was discussions of relocating the market to a commercial business parking lot. The city is working with TML and Legal to ensure that that can take place because the property owner wants to make sure that the liability falls on the city and not him. And so we're reconfirming that. wants to make sure that the liability falls on the city and not him. And so where are we confirming that, we should have that finalized by next week. If it's good to go, the property owner is very welcoming to have that on his property. Of course, pending the liability responsibilities. And so once the special events coordinator gets back in the office, we will start recruiting for vendors and getting all that information out to kind of make it as big as possible. So really the ask is should this just turn into a city event instead of just a parks and recreation commission event? Sure. I'm going to. I'm going to just to. Not just say that y'all cannot help. I'm just, you know, because it is becoming a bigger event. Which is great. And the wrap up the light, light up is the award ceremony in January. Correct. It was made quite clear by the ladies, by the women's club that Parks and Recreation Commission should have a presence there. Yes. Right. So the January. It is going to be. Let me double check. I don't know if I can do it on my calendar. January 7th. Tuesday, January 7th. You're in town and you can make it. It's usually a, it's usually a... But what time is it? I believe we start 6 o'clock? Oh, okay, I can do it. Can I come in Christmas? Yes. It's highly encouraged. Yeah, highly encouraged to come to the Christmas event. Even on January 7th. It's full on. So that's the Christmas winner dinner. I can say that we don't take the lights down The light up winner didn't okay got it okay Most people think you have to be You know only the winners go there right no it is open. Nobody likes people to applaud. Oh no They this people put their lights up starting in October. People are dedicated. I'm just like, I'm happy to go. Almost people really wait a lot. Okay. Pretty much touch what we need to with the commission. That's all that I have at this time. We are working with Commissioner Flynn just so everybody knows with the dedication tree because that was a theme identified by the Parks Corporation Commission celebrating the Wincrust Pets. We have gotten some pictures in. We are going to continue to blossom that so if everyone listening are actually that while we listening it just submit those pictures because the more pictures we have the more the tree will become so we're looking at decorating ideas for that tree as well as the one at City Hall. If you don't have a current pet we have one and you got pictures of the the pet you had, well I mean send those those in. That is to fill the tree with photos of the pets of Winnerhouse. Yes, and once the tree comes down, we will be returning the ornaments that are made to the owners. And just so that you all know, Commissioner Flynn is going to be helping by cutting out these shaped ornaments. And with the pictures pictures we are going to affix them onto the wood and then weather proof them. So is it posted on how it's in the pictures and yeah we had it in the newsletter and we also have it on our web page. Okay. Yes. And we'll get that re-blasted for sure next week. Thank you. If we end up with a shortage, not that desired amount that we would like, I'd like to volunteer. I'll go around and pick up people walking the dogs and take pictures. Sounds good. I think you just have telling them, hey, send your pictures in the city. I didn't know about that till just now my wife is having some pictures probably to the road. So. One of the thoughts is also to get a boardmate for our dog parks. Yeah. Because it doesn't have to, I mean, it could just be when Christogs, but I think if you come and patronize our dog park, you're part of our city. Exactly. So we'll look at doing something on the dog part fences with the QR code where they can just take a picture and submit and that'll also help and Enhancer photo pink It has been We just took it down because it'd been on there for a long time. We got a lot going on right now. Yeah, I know worries We didn't get a lot We've get a lot. Yeah, we did we've gotten a lot Yeah, it is super cute I know he's right if we just get people to know about it. We'll get the picture dogs are cats both Yeah, the wind has fish you got fish I've a snake so whatever it's best. Here you go. This is the best. It's the best. And the reason why it's quarter inch plywood a little heavier because it's an outdoor tree, I was going to make it thin thinking about hanging it on your tree at home, but we want this so that they don't go sailing. That our winter winds are on here. Okay. So that wraps that up. All right. So park recreation cushion will review, discuss, and we take action on the operations calendar of park events in 2024, 2025. So we've really hit the, yeah. The, that's where we look. September is kind of the low before the storm. So first September 3rd. Oh, Bart dropped it. Yes. I had sent some stuff over to you know what's going on with this. So I will be honest with Dusty in and out with public works and then me being the solo person, it's been really chaotic. So unfortunately we weren't able to meet the deadlines that we needed to but I did look up that I know I'm gonna say this wrong unisec or unicec. They have an national art drop day in April. So maybe we just push it to April and then that we can be more prepared. One of the ideas is to actually get buying cabbages, have them here at Zid Hall, have people within Wincrest pick them up, and then they can just drop them the day of. I think it's like April 25th or something. And then we'll look at addressing the items and as far as hiring artists to drop their own stuff as well. Do we want to do we want to change this then? Yeah because just like next week. Yeah, yeah, wait, sorry. And I've been out of the office. It's okay. Yeah, that sounds good. We just have to confirm that day. You said you just go. Yeah, yes, you know, that's who it is. Let me look here. Can someone help you with heartcrofts? UNESCO? Yes, UNESCO, that's who it is. Let me look here. Yeah, so it's where artists go around or it can be anyone you can create anything, design anything and then hide it around the city and it's just like a treasure hunt repeat. I just saw it now. So when you find it, you get it? You keep it. Yeah. And it's a way to get out and discover your city. Also get free art. So the UNESCO date is April 15th. It says every year. April 15th. We're all part of the date. Also the weather might be a little better. True. So we're going to move that to April 15th. It's almost April 15th. And if we have two in a year, we have two in a year. We can celebrate UNESCO's and then the other ones. That sounds good. Okay. So then we got a national night out on Wednesday the 2nd. So national night out is going to be a block party. It's going back to the way that originally used to be and there has been information in the newsletter as well as on the website to register your block. PDs going to be going around as well as other individuals within the city and participating in each block national night out party. And I'm sorry this this was my error when I created this. It's on the first, it's actually on, it's on the first Tuesday of October. That's, that's how it works. I don't know, I don't know how I had it put on this with wind. But it is on the first. Okay. October, October the first. So there will not be anything at the Civic Center this year. We're sending it back out to the residents, just kind of getting the camaraderie together with their block, getting to know who your neighbors are, which is what the original purpose of this was. Maybe they'll be a contest. So we got still one for the kite fest. From actually, if I can, from a public works standpoint I would request that we move that to the 19th if possible as opposed to the fifth I would say the 12th but where we've already got a city a shred event going on that morning and we like to kind of have them on days where there's nothing else going on so if possible because I personally will not be here that week I would like to be available for that event I would like to be available for that event I would like to do it on the 19th if that is that's horrible to you if we would like you to be available so thank you so thank you Dusty is now the director of public works wow congratulations thank you man okay so i'll still be here with you guys it'll just be usually from out there so you can get this point forward yeah i'd like that to thank you for all the time and ever given this committee and you've heard the answer. He's not over again. Yeah he's on another side. I'm going to look forward to you out there. You're drilling it with that. I'm ready. I know there wasn't on the agenda but as long as we're publicized we have the kite. We've got the kites, we just need, like I said, we, we, the only thing we don't have right now is the markers. Yeah, we were held up on that. We have a van, we know we'll go grab that from Walmart or something. Where does the kite fest take place? Brook Falls Park, the, at the corner of Montgomery and Eagle Chris, there's kind of that big open space just south of the pond that's usually where we do it we put up a couple of canopies some tables we have kites to give away to the public this year mr. Lawson found us some kites that you draw on so if sometimes we don't have wind but we if we don't have wind for whatever reason believe it or not we've had some some on last year wasn't that your goes pretty good. It was the kites that were but we the issue got that you can bring your own or but we have some kites in this year we found some kites I think they're gonna fly better and they are something that you can draw and there's so I was gonna take some stencils out there so that you know they can use you know curves or whatever else to make their stencils out there so that they can use curves or whatever else to make their own design and markers and stuff like that. So it's kind of a toofer, right? You get to do an art project and then go fly. There you go. Save it and put it out for art drop dig. There you go. You got it. It's all over the center. Here's our truck digger. You're good. Okay, so that's October. And trucker treat will be here in the parking lot. So my question is, and then when that bear meeting night? That would be. And so that's up to you all if you want to reschedule it. If you want to cancel it. If you want to participate in trucker treat, I've been pushing that since I put it on this calendar, but there's funds available if anybody wants to go out there and hand out a little bit of candy that night. So. I just think with the holidays coming up, it's not going to be beneficial to cancel it, to reschedule it for a night, because there's sure. Expecially how deep we are in dealing with those things. So I'll just Are we good with why don't we bump it to the 24 just because like you were saying we have a lot of work Is that available? Yes, I don't see anything currently on the calendar. I believe water department is on the third win 30 days So they would be meeting on the Should be good Okay, should be good. The 24th. Okay, we're going to drop a stake in the ground here. Okay. We'll move that to the 24th. Okay, three calendar options. Okay, thank you. Mr. Chairman. Yes. But it'd be feasible to dismiss one person. Go out. I'm sorry, is that a gift? Would it be feasible to dismiss one person to I'm sorry, Senator. Would it be feasible to dismiss one person to go out and do that or does that interrupt the whole meeting? To go out there and do that. Oh no, we're going to move the meeting. So if you want to come to trunk retreat, you're free to go along down. Oh, OK. You go to trunk retreat. Oh, OK. And we do. Oh, I. We do. I did play it. I'm trying to. Yeah, we're not moving Halloween Halloween. We have some authority here, but we do have a good. Okay, no, that's good. Yes, ma'am. So because we did when October's meeting, can we clarify when September's meeting is sorry just to make sure I have it right? Is it September 26? Yes. Yes. Okay. Thanks. I'll add all that those to the next. Yeah. No. I'll put all the parts in. I'll put my calendar. Allication trees on the 13th. If you can be there, I will be. Yeah, that's November, yeah. Yep. And then the following week is candy cane. Just to know. What's that? It started a little early. Oh, you have to. Before it hits you. You have to. Yeah. That's just the dedication tree. That's the one that's over here. It's the one at the corner of Jim's Hill in Christmas. That's the one that kind of. This is a really big dog. Yes. I got to get a good one. I got to get a good one. It's where are you planning for the next Christmas? You just don't know about it. It's just 20 years old. It Christmas is 24. Yeah, it's just a sort of a Christmas. It's wonderful. Pretty much. Yeah, really good to ask you. Now, we've had a pretty turn out after the last one, because we're opening the dog park. That's correct. Do we want to do a dog park activity as part of this? Well, why don't we, uh, that'd be a good agenda item if you want to discuss that. Yeah. Which is coming up. Yeah. which is coming up. I'm just reminding you those two dates if you're in town, please show up. Okay, I'm sorry. No, no, we're good. Okay, so in the end of December, that first week there's judging in there somewhere. Right. And then the white up is that Saturday in the Senate. Judging is on the third is what I want my count. Okay. I think that's right. And then I have something here for the ninth and tenth is the bike ride. I'm sure. That it I think it's the ninth. Right? Yeah, we'll probably reconfirm that tomorrow, but I'm positive it's I believe he traditionally likes to do a Monday. Okay. Once all those get final, I mean, they're pretty much finalized, but I'll send calendaring bikes for everybody just so everybody has it on their calendar The ho ho market. Yeah, there's a question mark on the 13th that is correct On a Friday yes, but that's still up in the air based on Our conversation with the owner It's based on the liabilities, but I think it's going to be fine. So WEDC will be there tomorrow as well. I think there was more liability last year because of the location. We created the traffic there. Is that midcrown? Yeah, midcrown. Is it midcrown? The Hubble Home Market had the front, the blue. So that was part of the purpose of moving it. Sure. For sure. Well, it's a bit more for you. Yeah. Yeah. And you can see it all from. Well, it's all from the tree. Right. That's going to be a big thing. That's very trucks. Yeah. That'll be great. Okay. Okay, so that's tenetive still to 13. The 13th, I'm sorry. Yes. And we'll see how much we'll be involved in it in a couple of weeks. You all can have a boot like you're having the past. Hand off the cocoa. All right. And we said the winners meeting would... On the 7th. The 7th. All right. Yep. We need to go further. Sit. That's your call, sir. If you want to keep going. But everything is, if you jump to April and make sure we put a place over on the 15th tax day is also... Art day. Art drop. Oh, oh. When you're out in National Gardening Day, then you can hide your artwork. It's all coming together. Oh, yeah, that's cute. So Chair, Chair, I did one of the things we did of, didn't we do a meal for the parks in the summer? Years past we've done it in November, towards the end of November. This year we actually did it during National Parks. Parks and Recreation. Yeah, it's National Parks and Recreation. Yeah, it's like Parks and Recreation month I think. We had a meeting. It was down at the site. Yeah, I just wanted to make sure that those guys are going fine. Right, exactly. I can say sir that, don't be fine. We, as a city, have a Thanksgiving and a holiday luncheon. So we're eating for two months, don't worry. So I want to make sure your way sides my hand. Besides, Santa's. There you go. Okay. So that's it for the operations calendar at this point. We have the next I. Is the city managers report? The only thing that he hadn't shared with me but probably would be appreciated is I'm not sure if this commission is aware that the City Council and WEDC are looking at going out for an RFQ for a comprehensive master plan. Part of that will also include parks and recreation. And so they're in the process of creating that RFQ and I'm not sure when they'll be issuing that, but I did want to bring that up since I know that y'all are working on something as well. Part of that process will include engagement with Board and Commission members, stakeholders, and the community for input on what they want to see in the city. So are they accepting like an application? Is it? So RQ is a request for qualifications and what they do is they do a call for this is what we're looking for, what do you call for? So they're not looking putting together a commission to look at that? They did already. We did do a call for that and they did appoint Tanya Asuka-Matova to that as the resident representative. She applied for it along with other individuals and as well as sitting on that is going to be... excuse me, let me back up. That was with regard to the poll. Sorry, that was regard to the poll. If they choose to do a committee create another call for a committee, they can do that or they can just select the individual that they are already selected to serve on that committee because it was a call for RFQ RFP committee member. That's it. All right. General announcements and future agenda items requested. I'll read it for ordinance number 618 repealing ordinance number 593 Section 9. Every agenda shall include an item entry, grading, a member of the opportunity to propose an item for consideration of future gem dust for regular or special meetings. Any member may request the inclusion of such items at any meeting. And the written announcement, because our next meeting is on the 26th, so you would have to have them from us by when? Ten days? Well. Where are we? 13. I don't know how I was going to say. 13. 13. 12 is the yeah, but 13 is good. So if you want an agenda, if you want to know if you want to know the agenda I'm on the next meeting. There's a memo that we'll send to the city secretary. You send it to the city secretary. And she'll send you the format. You got to have it. Yeah, just to provide the background and information so we know what we're working on. Thank you. I'm on it. So a while ago I was curious if we were allowed to get shirts with our new insignia on it. And I think I think people thought I was kidding, but I was really serious. So can parks and rocks get a shirt with the emblem on it? Like, if I buy the shirt, can I put the emblem on it like if I buy the shirt can I put the emblem on I believe that's something that the city is looking at we're just waiting for the new fiscal year to start okay so just stand by okay all right cool it's coming got it thanks you might not even have to buy the shirt yeah yeah I'm in I'll wait I was picking it up. Got it. Thank you. We'll go around. No. Good. I just mentioned that expanding the tree dedication to the part of the the new dawn's part. We have that activity down there. So that would be a... I don't know if we'll need if we need extra funds for that. You know, the last time we were given away things, I know Santa got stuck in getting pictures with lots of dogs. If we can make that official and then Chris did mine against Paige so he can stay around for that. That would be great. Santa said he drew his line on it. But I think a lot of people love to be able to go down there, get in a picture, you know, painted really nice. A little bit. Bring it up tomorrow. Okay. All right. Is that part of the light up crew that they're doing that planning for that? I think yeah. For the dedication tree, yes. Our part in it was the theme, which we had come. In category. In what? In categories. In categories. Well, for the dedication tree, our role is we put the theme in cross paths. Okay, so. Okay, so we haven't to show up smiling faces. Maybe with our shirts with logos. I hope so. That's all I have. Thank you. Well, there's no further Item 10 is adjournment. Motion for adjournment. We have a motion to adjourn. Second. I have a second. I have a motion in a second. Is there any discussion? No discussion. All those in favor raise your right hand. Those opposed? Motion carries. We're closing the Parks and Recreation Commission at 6.44 p.m. Good job guys.
