I'm going to say, hey, 530 will call the meeting to order and have the pledges. I've heard the opinions to the flag of the United States and America, and we do the public for which it stands one nation and another. Individual with liberty and justice for all. On honor to Texas flag, I have pledged allegiance to the Texas one day under God, one in the Peace Hall. Reverend Brown? Thank you. Well, I get to push the button to the table. Thank you. And we follow the lead. Thank you for the opportunity to gather this evening to do the work of our city. And I ask the Lord your blessings upon those who have been elected and selected to lead our city. Watch over them in what they do. Give them wisdom, give them insight, give them peace of mind and graciousness, these things we ask in your name. Amen. Thank you. Reverend Ralph wanted to speak on the importance of the indication, but we cleared up some confusion. Occasionally, right today on our regular board meeting, the pledges and the invocation are not listed because we've done it prior on the board of adjusted meetings. So, you must have these things in your agenda. Yes, yes. So, thank you for your concern and your diligence. We appreciate you being here every week. Okay. Consider agenda items. Approval of the minutes from the April 21st, 2025 regular called meeting. I'm going to keep through. A second. We have a motion and a second. I'll approve. All approved. All opposed. Okay. Motion carries. Public hearing. I have to travel that in 531. We have the public hearing of the Board of Adjustments. We will hear and or written and oral comments regarding requests for for the allowance of a replacement of an existing manufactured home set in a lot of single family three F3 at L. L1, L1, and F block 137, LT, or LOT 16 to be replaced with a newer manufactured home. Physical address is 801 East Terrent. This clarification that's L-I-N-F. L-I-N-F, okay, thank you. That's not like a one. It does. Okay, this went on improvement and furnace. Yeah, okay, thank you. That's the area of town, I guess. All right, so any hearing, any information on this? She took long in here. Certainly. Yeah, she's there. Yeah, she's here. Absolutely. We have any public, anything else for many, what else? I don't know, but it's a lot we have that here. As a criminal or a criminal. And that's where it was in the attack. Yes. I know. It's a lot we have that earlier. It's a parallel or a parallel. It goes very clearly in the packet. Yes. I should note that the foot cracks that I put up on the tags today are actually given. Which is what the current will give us a minute of time. The ones in the packet are the suggested ones that are given. Thank you. Thank you. Thank you. Hi. For those of you that don't know me, I'm Katie Irvin. I am applying for a a variant to request a mobile. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. I'm a police officer. for Ratman and I get that I work for gave me this mobile home. My husband is in Weber failure and we live in the camper right now. And I feel that if we could out own this property and I own this mobile home and I feel that if I could put them together, I could better take care of him. And I feel that this would be a big improvement to the neighborhood, the looks and the safety there. Many of the neighbors support me in this. They have released some of the neighbors that are letters. We would read out many plans. We would be putting new skirt around it. We would follow all the ordinances. We would be remodeling the bathroom immediately. It has been 40 safety. We are already cleaning the yard up there and the outside of the house, if need be, we will retain. It is in very good condition, very good shape. As it sits now, nothing needs done to it where it is. Now when we move, there might be slight. But I feel very strongly about this and I've worked very hard on this to get where we are. And I thank you all for your time and your consideration. Thank you any other information? All right, so the hearing closed. Thank you Ms. Irvin. Regular agenda items, discussion of possible action to approve a request for a variance, to consider the allowance of a replacement of an existing manufacturer at home, home setting set in that single family SS3 to be replaced with a newer manufactured home. And second. We have motion in a second. All in favor? All opposed? Okay, motion carries. All right right so we'll adjourn to the regular All right consent agenda items Proved the Leno City regular meet regular meeting minutes from May 5th and approved Leno City City Council special call meeting minutes from May 14. I may to approve. I have a motion. Second. All in favor? All right. All opposed? Okay. I apologize for this. I'll do it. Dr. Clerk. I'll sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. and Ms. Bee, she says it's offered to increase the speed of our connections with them. It will sign a good year to get into our contract. You take that in .2 to see a blame I went and contract with the Vanguard Electric for commercial fiber optics of all our facilities and equipment. This new contract will increase the speed of all of our facilities from 100 to 500 make per second. And City Hall, which studies that would state a one gig option one, option two, go to two gigs, option one would be $4,059 and 29 cents per month option two would be 4280 per month. Option one is probably fast enough. We don't need more than one gig anyway. But it would help our facilities to fill in five minutes. So it's a good deal for the city, Jake. No, yeah, that's going to be my question. How often do you run into bandwidth issues at one gig? And if that's no, then it makes a pretty good sense of production one in my opinion. I mean, it really is, but I think I'm wrong, but I think option one going to one needs and 40% capital does all of the measures to go through seatbelt and that corrects smart measures and stuff. So, you know, the country for need and that has been. Before looking at a five year contract though, would it not be best to go ahead and go in option two that's the increased speed looking down the road five years we're still less than what we're paying currently we're still a couple hundred dollars less than what we currently pay to still cheaper and but for looking down the road if it's a five-year contract you know when you're doing a one-year contract it'd be a little different Thank you. Can we get ready to die and do any time, anytime, yes you do? I really go out from the run at this time because it's only a little different. Can we get ready to die in any time? At any time, yes you can. I really go out from one of this kind of cuts and 50,000 where you don't have to be the mean one. Well, my question is, do you want to get into a five-year contract? I look out of the first CSC into the two-room of three, and I know no rates to probably go up. But also, in the past, being in such a long contract sometimes is cumbersome. This contract had a very information fall like most municipal countries. Thank you. You have to go at least 50% of it. Do not have that to leave. If you want to shorten it, you will have to be in it until I am's growing. I don't have an issue with a prior year contract on internet and fiber. I mean, I think they've done us a really good service. And what they come in here and done, the infrastructure and what they've done for our citizens. I don't think we have the fabulous job, years. Do you have anything else to offer? You have any comments? Anything? No, it's a little lower, but I get to have time. I work for TBC and they won a year's and we've only increased our speeds over time. We've never raised our lowest package. So all we've done is continue to increase the speed, but we've not got another price. And we go here with lower price on the gig by almost $100 or $100. And the 500 typically is $249 and it's 99. So $199 would have been so. And in our industry, the speeds keep going up and we need more prices the same or lower. That's a based on parties come in of option one and with the ability to change that at any time. I move that we approve option one. I'm sorry. I have a motion and a second. All in favor, please option opposed. All opposed. Okay, motion carries. All right. Thank you, V.J. for these hearing aids or questions. Okay. Number two, discussion and possible action about the budget process and guidance clearance slash clarity for staff to move forward. Kira? This is how I guess we're having transition. I don't want to go back as exactly. I'm not really on the staff meeting with everybody and kind of started the need to have a budget workshop. I'm like a pretty good work job so that we could kind of sit down and figure out which direction we go for, actually do a full form of budget and present it. Which I will say with that, we're probably maybe going to be in the first week of June, trying to do it then. We can get clarification on capital staffing that's going gonna be in our thing like that. So this would be more of a fact finding workshop where we all headed, what do we need? What's obvious, what's one of these? Right, yeah. And since I didn't know, like, I mean, we met with each other and we talked about, like, you know, cancer, where they'd be, have issues with. I guess, money rise, so I would just, yeah, we've been in the need to know what we're really together here. We're going to need to do. Kind of staff also, we've got another meeting plan to provide ideas off each other. But before you can really look forward to them, I guess, once that comes up with when we know what the council's gonna support? Okay. I think we'd also, and I'm top to worry about this, but I'd like to see, and I'm not sure if I'm very very good at getting grants with this, but I'd like to see, you know, your wants in your needs, all of them, and I know there's probably going to be quite a few going to be chopped, but it's something that we need to put in our minds as a seed for maybe down the road that we're looking at and we're just getting it mixed and we've never even heard about it. So, we're talking about doing a debt first workshop. Here's everything. Yeah. Okay, here's where we are covered in the area. The money watch. But so Here's everything Because that's already less that a lot of councils priority list and we try to make this happen and we can This is temporary to a beautiful New transfer You. Part of the process. You'll call the data on the short. I don't have a choice. Yeah, it'll be in limbo. So you have no input. I need one one to have one thing for you. It's not really any different than the task. Except we might be asking for a little bit more information in front before the regular program starts. Right. Because there's some direction needed, there's good some projects over on how to get back to where we need to be kind of discussions. Yes. So we talked about that in the staff meetings and the staff meetings where it is chairing, and she's in the visual department here, but she has a list of their wants operating. Then we're not cutting things. We're just talking to the MMF, where the figures came from, and if we agree with them, and if they know something that we know, don't know, or we know something that they don't know, that we can massage some of those figures then before that comes to yon, then those figures on those budget work sheets will look better. But, it will be more accurate. But the Capitol and Prima said, Kelly is talking about, we had cutting in those who she has to every knew that. I mean, I'm just trying to get everybody on the council on the same page and, you know, we do have a new person and it just, I think it just kind of starts fresh and let me make it back on the same page. Karen, from my benefit, fiscal year starts, I took the one, I got right. Yes, yes. And our planning period, our budgeting period is typically what? When we start typically, when we commence that. I'm sorry, I'm sorry, I'm sorry. You can enable. Able is started and we finished right up before. But you have to follow our first actual formal budget with the City Secretary, July 20th. Okay. So we're trying to, I mean, that doesn't have to be the final, because we really don't have our bottom numbers on the property taxes of the stem, but usually we try to limit the amount of budget workshops we have to have, just because we've gone one year, I think we have like, it's just nothing. And then like we've gone, I guess I try to get out pretty good budget, whether it's just like not a lot of decisions that happen to me, but this year, you know what? What do our two together with us in the last year, she's easier to sit out and go on to be like, here are these. And we can kind of set a general timeline to win some of those other workshops, play out and other specific things. And even our first one, until July. Yeah, but I figure to teach you how to start June. I'm just going to be June to just have a brand for the session. A lot of ideas, stat as that we really can. You can't proceed without saying what council says. Okay, right. So do we need to take a formal action? Can you all just schedule a workshop? And what? You're getting to the second chair, and you're already at all. Yeah. You know, the wind we're looking at, all we all can see, you'll be able to look at it. When is the last, what is the absolute final that we have to vote on it and send it to one. to the one. Yeah, I can not say it. It was a second. Yeah. So maybe it was a second. Yeah, I mean, it's not a long process. Yeah, but I could remember it was the first except it was a second. It was a second. We had our public hearing in the first, maybe it was a camera and I thought that was not the property tax of budget for the second. It doesn't hurt completely a lot of earlier net because of the average. Right, yeah. Right, the last labor advantage is the line we're getting into a lot of labor. Yeah, yeah. And Travis just said, you know, we've come off just in past where we've gone through these, you know, making the rebudget. sometimes there was like six budgets of workshops, and what I'm talking about. But then when you're, we had zero budget workshops really. And we got a budget hand in two of a sudden, it's kind of like, yeah, you got to do it. So that's something we want to try. Yeah. Do you need emotions to have the workshop and date to be determined or you just feel like a good? I think because... I think this is making me... Yeah, look at it. I have a heart. We can... Okay. I guess we're going to transition off. Well, you can say it's to... I don't know what it means. You have a whole action to spend with now. I don't know when you're open now. I would suggest anyone who can't do a certain day contact Kim or let him know if Wednesdays are bad for you or so forth. But first we could do anything for you. Can we get to it? They can really have your calendars about it. Yeah. Yeah. We're going to do a day off. We're going to do a few days. I'm going to do a few days. I'm going to do a couple hours. Yeah. All right'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. I'm going to go to the next slide. Yeah, so what time frame is your for? I think we did like early afternoon last time Late afternoon? Sometimes we did almost all day Yeah, that all day Sorry, now I'm taking a live break and that sounds enjoyable Yeah You know, we have some priorities It's a day of learning, for sure You get a lot more data on same-erot or you get a lot more data. Yeah. And we won't be sorry if you're willing to hand out what you've got. All right. Y'all get with her, Amy or Kim about days you can't do it. Okay. Item number three, discussion of possible action regarding the equipment of Marion Bishop to the Leno economic development corporation. I'm going to see if I can attach me and resolve that statement. It goes through 2nd, 30th, 2025. So I might feel that position and I believe in Mary and it being a pro-class woman for the City Council. I know for a second. I have a motion at the second. All in favor? All right. Any opposed? OK, motion carries. All right, we will now go into the close executive session. We'll convene in accordance with Texas government code 551. and we to consult with the city attorney with a party legal matters and 551.074 personnel matters to deliberate appointment, employment, performance evaluation, all the things with the city manager. 5.51. That's a 6.49. Second session. Let me read. And I'm thinking. Okay, the city council recondent open session for discussion, flexible action concerning the appointment, employment, performance evaluation duties, compensation, discipline, and or dismiss low-city manager. So here I'm going to show you. Oh yeah, I hope to have the mayor form on hiring committee for the city manager. I hear a second. A second. All in favor? Aye. All in favor? Okay, motion carries. And we have any monthly reports? Just a few minutes. Okay, people. There was still enough effort. Okay. Any questions about those? All right, Dan, 6.50. Call it a day. Thank you. I'm going to start again. Good night. Good night. Good night. Good night. Good night. Good night. Good night. Good night. Good night. Good night. Good night.
