There was discussion about the IHOP and how was going, The dental building was in final through the bar and that type of stuff the board of supervisors extending the site plans for the IHOP and some other information. At the top it says that Percival Town Council considered the request on July the 23rd of 2024 and voted to direct the staff to engage discussions on this annexation for the purpose of a staff to send a memorandum of understanding about the issues associated with the proposed development, including water resources and usage, modeling, and traffic studies. I think we needors decided to chair that decision on any action. I also included that. That was on September the 18th for all of you to take a look at. I'll read that out to you and tell you what they did. Item five on the action report September 17th Board of Supervisors, meaning this came from the Tim Hems Street, the county administrator. Item five, supervisor, Kirchner moved that the Board of Supervisors defer this item to the November 7th, 2024, Board of Supervisors business meeting for action. I have a background in both Fortune 100 companies and startups business, entrepreneurship, product management. Our foundation is our comprehensive plan and our legal guardrails are our zoning ordinances. It is up to each of us individually to bring fact-based, unbiased discussion and decisions to this commission. Mr. I was going to say Mr. Lawrence or Mr. Andrews provided that, but the real fact is the secretary of the commission did the work and provided it. And thank you very much. Yes. You have an informational guide here, Assembly. You need to help get along here. And any other materials in me want to store in there. Welcome to take these. Okay, so I'm sure we just now got to hold all of that so take your time to look through it. I'm not going to go through time to ask if you had any questions unless you do. Anyone have any questions on these materials or would you provide it? Okay, hearing none, I think we should move on. Again, I'm going to give the floor to Mr. Lawrence on the draft comprehensive plan item 10c We had Hit some communication on us by email that this as far as we knew this was the first review Technically used for us for every year the conflant from its conception in 2025 or 2020 correction. We have newer staff, so we went about to look through basically off of page 118, that was the driver of of this in the implementation section of the plan. There's that list. What I did is I charted those priorities from the plan. Organize it a bit better than what was in that list and also create some lead departments. We think would would spearhead these priorities. Where we're at in terms of estimated time for completion. And just comments or notes, any additional information. Of course, at the top there's the background, and I actually put the paragraph that describes the annual review process, which is on page 120 of the plan. Now, there were five of the priorities that were considered more major priorities. They were bolded in that list. And those I took and described a little bit more in detail at the end here. Those would be the transportation plan, the zoning ordinance, which was something we've worked on that was probably, I would say, 90% of our time over this past year. The land development regulations and subdivision control that was originally associated with the zoning ordinance was not included early on. So it's something that staff, as when the zoning ordinance has updated, is something we're going to take on to do a review of it. To see if there is any major changes needed on it, it's about 50 by ages. A lot of it is dealing with administrative and procedural terms of site plan, submittals, plats and things like that and then the agencies, the review agencies that review plans. But there are some sections that may need to be corrected. Then there's the architectural design guidelines, the water resource study, and then the comprehensive parks and open space minister plan. So they have one in a little bit more detail on the next pages. The transportation plan was completed in 2009. little bit more detail on the next pages. The transportation plan was completed in 2009. There was a cost estimate updated. Most recent was $250,000. Budget request was submitted in 2025, but it was currently unfund as expected. You push back at least 2026. Now there have been some components of that transportation plan that have been worked on. One is the pedestrian and bicycle network recommendations. Town Council approved a pedestrian prioritization study earlier this year and included 13 proposed projects to enhance connectivity of the sidewalks. Carly three are programmed in the CIP, the biggest one being the 21st Street connector between the WOD trail and the Susan Kane Trail. That project is currently in the design phase construction plan for 2026. I presume there may be some, maybe you write away needs for that, but not too far off. Another idea we had, staff had in discussing with the county this Western, Loudon County Regional Park proposal. We've asked them to look at a series of intersections that go along Main Street because of the traffic implications with the park project. So they are proposing to do that and anticipate that data would be helpful in updating our transportation plan once available, especially since they are using Kim Lee Horn, one of the engineers we have on contract here. So the hope is to bring that cost down if there's any update of the transportation plan. The zoning ordinance, we think we know well, at least the ones who have been here, that was referred to town council recently back in late July and they're going to take it up at their next meetings in October. I gave a little bit of background there when the process started with Zonco, the original RFP, so there's some detail background on that and then the review process over the past two years and the land development, subdivision control ordinance. It's within our website the access of it is in a pendex, technically in a pendex of the zoning ordinance. It was not included in the original RFP or SCOPE. We're proposing to review those. The land development subdivision control ordinance for compliance with the 2030 comprehensive plan and the existing state regulations. I hope to provide findings after the zoning ordinance has been adopted. The architectural design guidelines, as some know, there was a proposal for a master plan for downtown. And as a part of that request for quote included was updating the design guidelines which would be townwide essentially for commercial buildings within our commercial portors and for the downtown so the consultant has been narrowed down selected and it's just to trying to shore up final final funding for that. I believe a proposal perhaps to get funding from the county through that. That would hope to start in 2025. And final page. The water resource study that was another priority of the comprehensive plan, the 2030 comprehensive plan. Kimmy Horn did complete a report in February of 2021. And in that, it had recommendations in the top two recommendations where the reservoir repairs and the water tower and those projects have they've both commenced. Now the reservoir work understand from engineering public works. It's supposed to wrap up at the end of this year. There's still some work remaining. I believe the bulk that's been done. And then the water tower adjacent to Woodgrove High School is in the early phases of construction with access road and water line installations that commence. water tower adjacent to Woodgrove High School is in the early phases of construction with access road and water line installation set to commence and the water towers plan to be complete by 2026. So those were the two main projects identified of the water resource study. Finally this updated the comprehensive parks open space master plan and I've talked recently to the Parks Manager. It has been a while since it was updated. And again, with Loudoun County's proposal, the regional park, we're going to look at opportunities to partner with them, maybe look at a regional park plan and an open space plan. There was another priority on the list about Open Space and Green and green belts and that seemed to be compatible with a comprehensive plan update. So, and another thought is beyond just the county working with the towns of Round Hill and Hamilton. That's just some ideas we've discussed mainly because of the funding that's required for that. That's kind of the main, those were the five main, well five became six with the land development, subdivision ordinance created as a separate priority now. Those any questions? I'll go to Commissioner Hobbock first. Yeah, I would be interested in learning more about some of these things. I don't know to what extent there's still any decisions are planning left to go like the Resort System Repair that was commenced. Interesting to see what was planned where they're at how part of the go. I mean, I don't know like I say that yet I don't have my feet under me in terms of fits in with what Address on the planning I feel like I need to Get a understanding yeah, and I believe Summer Wilkes had been in contact with the director of public works. Perhaps they were going to set up a tour. Watershed. Yeah. The duet was from the water system locations. But it may be a good idea to have them come in and kind of explain the system of the whole fight and by the men to do a presentation that might be a good start. Thank you. That's great. As far as updating the transportation plan, are we seeing for the full revision of the whole process? Yeah. What about amendments? Does that require a budgetary action by town council, even if it's an administrative thing? To tweak something that we know is not at all in the town comprehensive plan. Lining with the comprehensive plan, like the Northern Collective Road is an example, Oak Street Extension, et cetera. Can that, can those type of initiatives be moved forward despite the question about the $250,000 required for the rewrite? Yeah, the minor amendments can be done. I think the concern from the town council, I remember where that was discussed was that by changing, taking one road off or two roads, how does that impact the entire network? That was a concern now. Minor changes could be done certainly. Sure. Can you just, because the zoning is a way to perhaps leverage that as a necessary able to keep it in the sink until we get approved Okay Thank you for that next one The architectural design guidelines. I'm a little confused. It is is the crystal maybe you know this I don't know Has the budget been approved is it actually in the budget or it is is it earmarked or is it something that we could submit a budget request to actually get the funds? Boy, I'm not sure. Yeah, there was proposal for funding and there's there are some grants that are available. So and there was a process. I think it's going to go back until perhaps December because there was a process that they wanted to go back through EDAC to make sure that they're following the recommendation process of the master plan and the design guidelines. I guess my question is, is it budget or not budget? It's kind of a, it's almost nebulous, right? Is it budget? Does that mean it's earmarked and it's ready to be expended at need or we'll have to request it? It's identified but not funded. Okay, so it's way to describe it and it's in hopes of getting there may be a grant available. Okay. Thank you No other questions. Thank you, sir No major comments just yet. Second question is on the second page of items that we have here, there's one called Develop a Fiscal Impact Tool and Process. And I see under the comments that finances are beauty software app in the past. Which software application was that? I had a brief conversation with Miss Hicks in accounting and she said that something they looked at in the past. They didn't go with it mainly because the recent times there hasn't been a significant amount of development. They would justify an analysis. You know, of course, Valley Commerce is one that would qualify, but prior to that, they're hadn't been. She had just emailed me this afternoon, I hadn't had a chance to respond. There's someone that she had contacted that I get more information from. So it's something we are still looking into, but I'm not familiar with the software. Check my email. There might be the name of the consultant that's in there. And finally, under the last item is choose pilot programs for capital improvements and under comments and notes. The second bullet point is public works pilot program for PFAS treatment. How does that relate to the work of the planning commission? Work of the planning commission? Yes. Well, the comprehensive plan in itself is a time townwide program. So we're looking at capital projects or capital improvements, just trying to address that recommended action. Choose pilot programs for capital improvements. So, those are a few I've identified where there's attempts to make improvements using pilot, you know, pilot programs for improvements. But it's definitely not something to go through planning commission for approval. It's just informational. Okay. Update on the comp plan. Thank you. Yeah, so I'll just respond to that while it's still in my mind because capital improvements is part of one of our committee requirements in our pilot. So we'll probably discuss how to get that going. Let me, I had a few questions, I think most of them have been covered by everybody else, but on page one, RFQ, this is in the comment and notes section for the update of architectural design guidelines, which I'm kind of surprised that this is in that location. I think somebody might have mentioned it, but anyway, I understand there is an RFQ, so a request for quote had went out. Do we have a proposal back? We have proposals back from RFQ already. Or the architectural design? No, for the selector for the downtown master plan proposal. Yeah, there was back Okay, so is it yeah, so is the RFQ available to read? Yeah, I'm sure we can't look at the you know the response Yeah, I don't think it's posted Probably not any longer with but it should have been advertised. But I can get you in conflict. Yeah, I think it'd be helpful to have that on there. On the reservoir repairs and the new water tower again on the CIP stuff of the million gallon tank, the plans to take that down after the new 500,000 gallons upright. So do we have a good idea of what that's going to cost to make that? Or are we? I don't have a good number. I don't have a number. It's probably right now. That's probably an unfair question at this time for that. Let's see. We covered the PF time. For that, let's see. We covered the PFAS. Yeah, I sent anybody who wants to know PFAS, I sent you everything you always want to know about PFAS. And I was going to bring an example of Teflon that I worked with in the aerospace business. I gave you an idea. I'll do that next time I didn't pick that up. But when I go through this, and I go down, like put the first item on page one, I almost see that as a 0% completion. You know, I think that the update of the zoning ordinance, I think we're definitely, you know, from a commission standpoint, we are pretty much done with that. I don't know if we'll get any pushback or be asked to do anything else, but we'll make sure that we have a standing committee for zoning when we discuss this a little bit later. Update of the development of subdivision control. I think I heard that to be a zero basically a zero percent completion at this point. I don't see much of this and again this is this is not throwing stones. My point is we have a lot of work to do on both sides of the house here. So it is good to see a good start here and get this on paper to get started and start thinking about it. And I know we're fresh and y'all are fresh too across the board. So we'll go on and discuss some more about committees and how we see who can maybe help out. But is there anything else that we need to discuss here? Should we go on to committee? Okay, sir. Go ahead. No, I don't. The updates of the food. Right. I think so. Updates of the water resource study. Is there a plan for another study? Because looking at some of the infill as well as the potential annexation and or bringing the county on board providing for the recreation center. I have those discussions. I mean, 2021 things have changed. I'm sure. But is that on the list of the dues as well? I would have to find out on that. I know there were other. They had a list of different projects that could be undertaken. So it's just the first. Okay, just the first two. So there's a there's a wish list. Yeah. Okay. That was a good question. Again this study is old, four years old now, lots of changing. We know that there's conversations going on about servicing this 143 acre Western Lab recreation center that's going on between the two staffs and county staff and the town staff. We don't have any real idea of what those are going, how those are going or what that calls for. We need to understand that, I think. And additionally, with the annexation. And we can see I can see by reading the county's report and again I hope all of you will take some time to read that September 17 Information and consume that give you an idea of the complexity of all of this is coming in Anything else Thank you mr. Arons I think we'll move on to forming it says subcommittees, but I think we need to talk about that a little bit more. I don't know if the staff had planned a hit on that at all, but if you do, I'll listen. Yeah, I can just give a little background and we have discussion. I think the thought was early stages of the zoning, ordinance rewrite and update. There was a subcommittee at Nihem and Native Othelman. There has to be two members, otherwise it would be classified as a half a classified as a public meeting. But they did separate meetings with staff and Zonco to try to move along the process. Now the thought was with the comprehensive plan update coming next year if the Planning Commission wanted to consider a subcommittee for that, you know, work group. So that was the idea want to consider a subcommittee for that, you know, work group. So that was the idea of, uh, to consider. Okay. And it doesn't need to be decided tonight, but it's just something to consider. No, it doesn't, but we do need to start working on it and think of it. Because if we go to our bylaws on our article five, it says the following committees may be established by a majority go to the commission laws on Article 5, says the following committees may be established by a majority vote of the commission and wants to establish the chair, shall appoint members as necessary. And most of these that are listed, comprehensive plan, land use, subdivision, zoning, street traffic and parking, school parks and playgrounds and capital improvements, all suggest that these are made up of at least three members of the commission and not two. And that's what it says in the violence. Now, how we as commissioners deal with that will have to be disciplined to do it and talk about it. But when I go through this and I made some notes and I'll just I'll go through it and then I think we'll have some discussion on it afterwards. But when I go through these tables, update the personal transportation plan, I could actually assign a dash five, right? Yeah, dash five, which is street traffic parking. Roof relocation, opening, closing, wide-nove streets, alloys, expressways, and limited access thoroughfares, kind of covers that on that one. The update, the zoning ordinance, that is five-1-4, update land development, subdivision control ordinance, five-1-3, update the architectural design guidelines. I think that's up to the block. I don't know if that fits any of these committees that are listed in our, again, this is just for discussion that fits this. Update the water resource. I think that's under the five-dash one at seven under capital improvements. Comprehensive plan and open space master plan, as well as the next one conduct a land preservation study I think that falls under the five dash one schools parks and open space committee says the playgrounds but you know we should set that set that up that way. The Franklin Park bike trail, the S&S study, I just don't think that's in our scope of work. And we can talk about that. Develop a proper policy that might be in the subdivision, five dash one dash three, possibly. Develop the fiscal fiscal impact tool process. I don't think that's in our purview. Seek impact fee authorization. I don't believe that's in this commission's purview. Purview. Define measure and analyze me for affordable housing. Now in there we hear a lot about that and there's a lot going on. I think this one's really important and especially it has it has to do with our comprehensive plan and the effects that it might have on it as well as five dash one dash two and five dash one dash four okay and zoning. and land use. It seems to cover a bunch of that. And we really need to start understanding what that even means. The monitor development in the focus areas that's under the comp plan under 5-1, that committee conducting an update area plans in my mind. That's 5-1 that's two land use feasibility user fees and then pilot programs under CPI five dash one So you know I had a I had a brief discussion with mr. Hanbok about the affordable housing. There's a ton of information that again to do to do that. But I'd like to open this up and hear what everybody is thinking. There's a lot of information, a lot on our plate to take a look at. I'll start on my right this time. Mr. Rittow. I've had some conversations with individual commissioners on this topic. And my thinking is that there should possibly be a subcommittee formed with a view toward going through the comprehensive plan, going through the zoning and trying to identify potential opportunities for affordable or, and this is actually a separate category, missing middle housing within the areas of our town. So that would be a subcommittee to what primary committee? You call it a subcommittee, opposed to a committee. Because all I see in our bylaws are standing committees, and special committees, but not subcommittees. We can do all we want and get it organized. All right. Yeah, I think there's a lot of preliminary work that needs to be done in this area because I have sat on affordable housing committees myself past and it's a thorny problem, both with respect to identifying opportunities and even finding the current supply because a lot of it's not openly visible within the economy. It could be as simple as people renting out rooms to non-related persons all the way up to opportunities for changes to the zoning that would encourage that sort of housing. And there are a lot of programs out there, some federal, some state, some combined, or developing affordable housing, but they're mainly aimed at attracting investment in affordable housing, which is a good goal. And if there's any issue to them, it's that they're not really focused on the end result of what sort type of affordable housing you end up with as a community and what the impacts of that community are. I have a question. Tom, are you going to go ahead? Okay. What is the correlation between affordable housing that's still unintended to meet the needs of the different income levels and meeting the need of the income level via section 8 or something that which is subsidized housing. The two correlated at some point is that meshed together in the plan or how do we address that or do we address it? Well, they're fairly well correlated. Section eight is not the only program that funds affordable housing and affordable housing is generally defined as being income levels, I think the lower quintile or thereabouts. There are other sorts of affordable housing. There's an option called Workforce Housing, which is really aimed at individuals and or family units who are at the median level, local level of income, which is surprisingly high, but perhaps not so surprising given this is loud in county. And there are also various initiatives that people have undertaken with respect to missing middle housing, which kind of falls across all of those categories. And then there's rent control and things like that as well. And here in person, I'm gonna speak in here. I'm sure you're speaking here. There's rent control and things like that. We have some apartments that provide that in person as well. That's true, but I believe that's only as part of some federal program. Right. So I just wonder how we coordinate all that with the population. And I mean, if we were to address all that, are there, I notice that there's the unmet housing needs strategic plan was addressed in this document. And it's recommended we work with Loudoun County's housing and community development. A lot of the homeworks probably already been done. I'm just trying to understand where we fit in that. Like you mentioned, it's very complex. And I think we can provide a helpful hand in doing this in person's best interest. I think that's the intent here. Well, I think the fit for the planning commission is to review the programs and agencies that are available and then work those against the requirements of the comprehensive plan, the aspirations expressed in the comprehensive plan and look at our zoning and try and come up with some options for implementation of say. Thanks. Yeah, so I just to quickly go back and look at page two and develop an implement plan for affordable housing. What was written here was the lead department was the county planning and community development. And in conjunction with the comp plan update and we've done and with our comp plan update in 2025. So we need to get involved in that and understand what they're doing. So yeah, I'm in agreement that we have to have a subcommittee that is based under our requirements for a committee under the conference plan. And that's what it falls for us. And so we need to look at what this was, how this is sitting, this lead department, and what's available, and really start defining, measuring and analyzing the need of that. Understanding what it is. We're not going to pick any belly buttons tonight, I don't think, but we're going to start putting that together. Anyone else on this uppickers? Subject, I mean to jump in there. I definitely think it's a topic that we need to really take a look at. I know that's one of the reasons, you know, when we were reviewing and updating the making recommendations update the zoning ordinance that duplexes were something to me. There was in my mind was an opportunity to get after that with the intent of affordable homes, but I think without having it categorized or the specific parameters put on it, it could be $3 million duplexes. So that doesn't meet the intent of affordable homes. So that, I think it's definitely something we need to look at in this area. So overall, we've got to decide on some committees. Now we're going to do, how we're going to get that done. I'm not sure we're going to get that done tonight, but I think we're going to need some help amongst ourselves and how to figure this out. We're all going to get, and start putting together a strong man of how that's going gonna look, who can do what and support what on these committees. So who would like to head that baseline committee recommendations based on Article five? Anyone? recommendations based on Article 5. So what I'm trying to do is figure out how to come up with our committees and who's going to serve on them and how they correlate in what the comprehensive plan says because that's what it has. So we've got this and our bylaws and this basically what's in our comprehensive plan. So we gotta bring these two things together. Okay, and define these committees and what we want it to. And we, I'm not ready to do that this evening. I'm not, okay. I don't know if anybody is. And I'm not gonna be the one to do that by myself. Okay, so what I'd like to do is put together at least three people will start looking at this. And I can't meet together. It's always, you know, two to two. But start putting some straw, straw men ideas together to give our committees lined up. Our focus is all these things for our upcoming review of our comprehensive plan. Okay, which we final page 118, which the staff has provided to us. You're on H2. Does that make sense? Does that make sense? A lot of nods, yes. I get any hands raised or hands. I want to be involved. We can use this matrix as a way to create some community categories. It's definitely a good start. And that's what I did here. Now, if I look at this thing, estimated completion time, and I look at what they put here, and some of the things I've heard tonight, I keep hearing we're going to be done with all of this in 2026. I want to tell you something, you know, we've got an update, construction update on the east side of the town, on the Rouse 7, 287 interchange coming up. Got the 690 interchange coming up and all these kind of end dates are putting up these water towers, et etc. and I keep seeing this year 2026 pop up all the time. Well I'm starting to wonder. So that was a good question. Okay and I'm not going to get mired up in that gap. Let's keep that in mind as we go through that we have to set those and they've got to be realistic. But we are going to have to go through the review of our comp plan beginning next year. And I think we're getting set up, towns helping us with this to get this plan squared off, you know, so we can come out swinging. Okay? All right. All right. All right.
