The agenda order of business, I don't believe there's any additions or deletions at this time to this agenda. Moving on to public comments. The public comments portion of this meeting is now open. I will first call those who have filled out common cards and then everyone will have an opportunity to approach the podium should they wish. Please approach the podium. Good morning council. Ibet Gonzalo Spekobic, 10352, northwest 46 terraced, 3178. Thank you for the opportunity to give public comment. I just wanted to take a quick moment to number one, I appreciate immensely and I know the residents do. The fact that you've put this on to be addressed today, obviously this is an incredible issue for a city we've made so much advances in such a short period of time. And so I want to commend all of you for putting this before you and giving it the priority that it needs to be given. Also, I do want to state that there's been a lot of talk about where the site would be located. I think that we're at a point now where we really have to figure out what are going to be the strongest arguments for this site to be located well outside of the city of Dorao. I think that Mayor Commissioner Bermuda's is a current proposal is incredibly promising and God willing, the commission will consider it and do what they need to do to make it one of the potential sites. But I also think that we need to start speaking more about the city's negotiations with the county regarding the interlocal agreement and what that's going to look like. I do I believe that that particular agreement and the details of that may have a lot to do with whether or not other commissioners get on board with what the commissioner is proposing and I think that we need to have really healthy conversations throughout the city like we've had on other issues Just to ensure that everybody's point of view is presented and for those who maybe either agree or don't agree There could be strong dialogue and an understanding of wherever it lands why it is that the city decided to do what it did For me personally, I've been working on this issue for several years. I never really knew exactly what it might look like, but it's beginning to take shape. And I believe firmly that we're already at a point where we need to give commissioner Bermuda all the tools that we can possibly give as a city to ensure that he can secure the votes that he needs to finally move this facility out of the city of Jorap. So thank you so very much. I commend the work all of you are doing. Sui Jim. Good evening. In order to get the BCC to accept the full side, I want to ask you how can we prepare to get together for September 17? I mean, if you have some strategy or to mobilize people, barner, or clothing, something like that. Thank you, Mr. Amando Corrina. Madam Mayor, members of the commission. This is my first time in front of all of you. In fact, as much as I can remember, this is the first time that I'm in this chamber since I built it, on time and on budget, by the way. So I'm here to not to comment or much less or post the resolution. I can imagine a single resident of the route that would be opposed to moving the incinerator. But I'm here to talk about a related issue that is not getting as much attention as I think it should. So the incinerator has your complete attention. The insinurator is the shiny object. And may I say rightfully so. But I'm here to talk about the proposed trade and the development of the 68 acres of county property. And how is that gonna be developed? the development of the 68 acres of county property and how is that gonna be developed? Much of this decision, by the way, I realize it's gonna lie within the county, is there property? But I think Doral needs to be clistered clear about having a vision for what may happen there. And I want to humbly share with you my vision and equal impact. We should be in your forefront, almost as much as incinerator. And it's a message that I plan to convey to the residents of the route. So while there are a number of things that come to my mind, I want to offer three concrete and fundamental mosques. And I'm going to say on the doctrine of fair and good for the route. I think this is the minimum that you should expect. Is the minimum that I expect is the minimum that the resident should expect. So number one, related to that property, even though that property is a county owned property. It should be entitled consistent with the land use of the city of the rail. I don't want to wake up on day and find this property being owned in day county without any guard rails. So the county needs to be very clear. I think this is fair and good for the rail. Number two, traffic. We need to address the traffic, this property can generate, this property going from government, so it's going from zero to, I don't know what kind of density, that's why I want this to come on tell the rail, we need to address how we're going to handle the that's why I want this to come on the morale. We need to address how we're going to handle the infrastructure. So you have Trump National is entitled, and they have also right, 414 98 units. Those are brand new units of traffic. That is done. What's going to happen to this property, we need to shut about addressing, emitting the traffic on 54th and 87th. I think that is fair and good for the city of the route. Number three, I think this property needs to provide some public benefit to the citizens of the route. Number three, I think this property needs to provide some public benefit to the citizens of the route. I think that is again fair and good for the route. Are these three requirements reasonable? I think they are the bare minimum, and I would like to contrast that to what I had to go through to build downtown Drow. So reference to number one, downtown Drow with master plan in our accordance to Drow land use. And we had the input of the residents, we had a charred at what was the raw country club and the input of the founding fathers. So the raw was done, downtown the raw was done respecting the raw traffic. Downtown the raw is the only project that I know of in the county certainly in the raw, that reduced peak hour traffic. So unlike the government property is going to go from nothing there to whatever the density that we need to put some guard rails on, downtown around where 31 buildings of government offices that are peak hour generated eight o'clock in the morning and five, so we reduced traffic on 87. How do we do that? By balancing the uses. And what some people question at the time about, are you going to be able to balance uses? I think the proof is in the pudding. So if you see the kids going to school in the morning, walking to school, if you look at our retail, our retail, the number one customers of our retail are the residents of downtown Darralt first and Darralt second. So people don't have to leave to go to an urgent care. The U.M., we're gonna be building an outpatient facility, an outshadow about that. So all of these other trips are all brand new trips. So thirdly, providing some good for the sedances of the rail. The citizens of theal have always been front and present for me about whatever we did there. And the reason is that the residents of Doral have been very good to me. So I build all the beacon centers. I have never had one single neighbor common complain about our development, not one. So every time I have proposed something, the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of I will stop but I will tell you that I have it a number of other things that I wanted to make you aware of it. But I'm going to close with this. The well-being of the rail has always been front and center for me and I give you the best example. When the state of law, the legislature passed and the government signed a bill approving casinos, one in Dorao, and one in the fountain blue, Norman Bremen and I sued the state of Florida in federal court, and we won. So otherwise you would have had a casino. I view the development of this property in the similar fashion. This, we need to move the simulator and we need to be respectful of what happens with this property. So I don't want you to take your eye off of the development of the property. Being none, public comments is now closed. OK, we will move on now to the discussion items. Resolution. Discussion item 5A. Resolution of the Mayor and the City Council of the City of Duraflora. Supporting the relocation of the Covanta Waste to Energy Plants site. Providing for authority to the City Manager and the City of Turnian and negotiate an agreement with Miami-Dade County. Providing for expanded budget of funds and providing for an effective date. Okay, thank you very much, Madam Clerk. Before you, members of the council, there is a resolution that has been drafted by our city attorney, which discusses the matter of importance that has been brought for all of us several times, which is that of the relocation of the waste energy facility that is located within the city of Doraude but belongs to the Miami-Dade County solid waste. There has been new developments in this project for the county and I think everyone has been made aware of the fourth site that came up very recently. Additionally, there have been discussions about a memorandum of understanding with the county on Drowl's financial contributions. Should a location outside the city of Drowl boundaries be chosen? There have been several conversations back and forth with the county on this. The resolution that was adopted by the county originally back, I believe, in October, said that we would have 60 days after a location was chosen to negotiate with the county and I believe we all have every intention of doing that however being that this discussion is coming up before the county commission most likely on September 17th we felt that it was prudent and I did have a conversation with our commissioner about it it was prudent and I did have a conversation with our commissioner about it. It was prudent for the city to put more of an official position without making any binding agreements. Being that, I've also had several conversations with stakeholders of our communities such as CoDina Partners and Mr. Armando CoDina who graciously came today to speak and give his perspective on this item and understanding the impacts of this land swap and the development that it would create on 58th Street and how we would have part in that should the county move forward and what our limitations would be. I also had several conversations with the proposal to better understand how this impacts Darab. I would like for Mr. Guvierre to discuss the resolution. There was an additional section put in that you all just received. It's highlighted. It is the one, two, three, five, six, seven, eight, nine, ten. The 11th We're as Class Includes Implementing New Development Drar out urges the County to use best practices to ensure that every Consideration is given to the zoning, aesthetics, and the Traffic engineering of the surrounding areas. Which basically would Ask the county even though as very well stated by Mr. Kodina, it's not in the city's jurisdiction, therefore we would not have a sale over the zoning that we are taken into consideration and our growth is taken into consideration as this moves forward. Obviously, I think we're all on the same page. We do not want to see the redevelopment of this waste energy facility in our city for several reasons. I think that the Arcadeous report that was commissioned by the county also makes a very good argument as to why it should not be developed in Doraugan. But we do have some work to do and I know that we all have each individually done that work and we also have lobbyists that have been working at the County Commission to understand all the implications of this very large project. So, Mr. Collier. Thank you, Madam Mayor. Council, the resolution that you have before you is basically what the mayor has eloquently expressed. What it does is just, it gives the county our position that we do not want the incinerator to be located. We want the county to give all in full consideration to this fourth site, which as Mr. Covina pointed out, does bring its challenges, because it is very close proximity to the city of Dural. It's a very, very large site, and it would intensify the development around that area. That being said, it can be done in a way that takes into a counter traffic engineering, the zoning of Dural, it can be done in a way that would benefit the city of Dural. Also, this discusses our opportunity for both the manager and myself to continue working with the county on a memorandum of understanding that may consist of some contribution on the behalf of the city of Dorao. But to bring that memorandum of understanding back to this body for your full consideration and your vote. So that's basically what this resolution does in a nutshell. I will also just express I have had discussions with almost every single county commissioner. And as it was stated before and to express and also speak to some of the concerns of some of our residents, this will help us ease the concerns of certain county commissioners on our desire to contribute and be partners in this process, while I know that it's not something we're all pleased about because it's something we've had to deal with for many years. I think that it's the best way forward to be able to get a resolution finally. We're all elected to solve problems we didn't create. And so it's important for us to take this position. I think it would ease the minds of several commissioners as they move forward in studying a fourth option and also eliminating Dorao as a possibility. Some of the residents have asked, one would be the time to go to the County Commission to my understanding. There has been an item placed on the agenda tomorrow by the County Mayor as an information item. It will go to a committee meeting the following week, the Solid Waste Committee, and it will be officially heard on the 17th of September. Now whether a decision will be made on the 17th of September, we are not certain, but it would definitely be an opportunity for us to go and have our voices heard and be present if you so choose. And then we will follow this continuously and closely as we have over the past year. And certainly we'll make sure that our residents are informed as to how the county is moving forward and proceeds on choosing a final location. That's odd like to say on this, I think that it's very self-explanatory and really gives support to the commissioner on this fourth item as well as the county mayor and eases the minds of the rest of the county commissioners on our position as far as financially contributing. Is there any comments from Council Member? Through the Mayor. Council Member Portas. I just want to underscore the importance of where we are today. I think it's been many months, perhaps years in the making. I want to thank everyone that's here today and the audience, everyone that has contributed the residents, the ones that have here today in the audience, everyone that has contributed the residents, the ones that have spoken today. Mr. Codina, Sui, Ivette, everyone, we've seen how we've mobilized our residents, we've seen how other cities have mobilized their residents as well, rightly so. And so for me, I think that we are at a crucial point where we have momentum and I think that we need to continue to build on it and continue to push this. I just have a couple questions. My first question is, or perhaps a request, if it's not already in here, I was just taking a look at it and correct me if I'm wrong, but I would like to add that we are supporting the Commissioner Bermuda's request for a comprehensive and expedited review of the fourth location. Is it in here or do we? Or can we just add it? It's on the one, two, three, four, five, six. Seventh, whereas clause. Seventh and eighth. Okay. That was really the intent of this resolution So, I think that's a great opportunity. For 7th and 8th. That was the intent of this resolution to provide that support. To review the fourth location. Right. Which I think, again, it's a great opportunity. I think that it is a result of a lot of, again, mobilizing advocacy and a lot of the work that we've done and that has been done in this commission. The other question that I had actually was we're directing the city manager and the attorney to work with the commission in negotiating what we're going to be essentially contributing. But I just want to clarify that we're going to be doing that in the same manner that we've been doing this throughout the last couple of months where you are meeting with us because it is going to come before us. And obviously we want to make sure that the final product that comes is something that we, we won't have to really just negotiate too much here on the council. So I just want to make sure that the current structure that we have where you are speaking with all the council members is gonna continue. Of course, we have not committed to anything with the county one way or the other and we would keep you informed of every step we take before we make that step. And then the last thing is, and I know I've spoken to the city manager and our attorney individually about how else we can put this forward and how else we can push this. And you know, our lobbyists need to be very involved in this as well. So I'm hoping that we can also engage them in making sure that we have a plan for us to promote this and also ensure that we are speaking to the other commissioners as well. That's all. Thank you. First of all, I want to acknowledge some of the incredible work of our community advocates such as, and some of them are present here. And I know Councilwoman Polaris is recognizing as well. Cesar and Suis here, Selma. Racidents like any other resident that has been, they have been working on this since day one. So I wanna thank you for that. And they have hosted so far, and I'm saying this because it's important for them to be recognized. They have hosted close to 10 community events already, trying to inform the residents, being proactive. So I wanna thank you guys last week we hosted one at the landmark community. And I think that that's what is really making the difference at the end of the day, you know, community getting together, residents working together. The council working together at the same time and certainly helping and supporting our county commissioner and working with other county commissioners and the county mayor as well to make this happen. Certainly I believe as I said last year, this decision is not just moving, is not just about moving a facility is about taking a stand for environmental responsibility. So I think that we're in a great position. We have been working on this since day one. And I want to recognize my colleagues as well, because this is a matter that we all united. And that's the message that we're sending out today, one more time, because we did last year as well. We have been working together on this and we're gonna continue doing this until the end. So once again, I want to thank my colleagues. I know we have more work to do. I want to thank the Verizon's are here today as well because at the end of the day, as yes, it's gonna be a county commission decision, however, we're doing what we're supposed to do. And residents need to know that you're leaders and the administration is doing what we are supposed to do to make sure that this new facility is relocated, some roles that is known around.
