I shall write hand over your heart, repeat after me. I pledge allegiance to the plight of the United States of America. and it's a republic for which it stands one nation, one God, and the other will live a country for us. to the United States of America and to the public for which it stands one nation under God. The City Managers, any announcements or reports? Yes, good morning. This past weekend was Mother's Day. Hope all of our wonderful mothers had a amazing time with their families. For many of us, it's Mother's Day every day, not just once a year and they're precious and we adore our mothers. With that said, good morning, Mayor Reyes, Mayor Pro Temeramo, City Council staff and members of the public. Your continued strong leadership, your continued strong leadership and unwavering commitment to revitalizing, revitalizing Adalanteel's water and wastewater infrastructure has been very instrumental in moving our city forward. Staff remains focused every day on improving the quality of life for our residents, whether it's by attracting new industries and jobs, building housing or advancing development on Highway 395, one of our city's most critical economic corridors. While these priorities remain central, we've also made it clear, we've also made it clear that modernizing our aging water and sewer systems long neglected, long neglected by previous administrations, which is no longer the case under this new administration, is essential to the city's long-term success. I'm proud to report that this effort is well underway. The city recently completed a comprehensive, comprehensive city-wide water master plan, marking a major milestone in our infrastructure planning efforts. This data, this data driven study identify system deficiencies, projects water, future water demands and outlines necessary upgrades to ensure a safe, reliable, and efficient water supply for many years to come. We also successfully completed a citywide GIS, geographic information system master plan study. This advanced digital tool gives staff real time, it gives real time to staff access to the location, condition, and performance of every water and sewer line in the city. Greatly improving, greatly improving planning, proactive maintenance, and emergency response capabilities. infrastructure improvements directly benefit our residents and local businesses. By reducing service interruptions, increasing water pressure, enhancing fire protection citywide, improving water quality, and environmental reliability, lowering the risk of leaks, system failures, and costly repairs. As Edelonto continues to grow, these planning efforts ensure our infrastructure can keep up pace with current and future development. They lay the groundwork for new development, new housing and commercial and industrial investment, while preserving the quality of life for our existing population. These technical studies significantly, significantly improve our competitiveness for state and federal infrastructure grants. By demonstrating a clear actionable plan backed by real data, we position Adelanto, we position the city of Adelanto of head, a head of the curve in securing outside funding for capital improvements. In addition to our recent completed studies, the city has launched a comprehensive waste water treatment facility study, citywide, which is expected to be completed in the next coming few months. This critical study will assess, will assess our current treatment capabilities, identify areas for expansion, and ensure we are prepared to meet the increasing regulatory standards and future population growth. It is also another major step forward in modernizing our infrastructure and safeguarding public health as we lead at Alanto into the future. Our city engineering department led by Mr. Cobbles, Richard and Alex who have done a great job successfully implementing all of these processes will provide the council and members of the public a more comprehensive presentation. Once our wastewater treatment plan is completed, the study is that I'm referring to. The study of the wastewater treatment plan is completed. In addition to these improvements, our city engineering staff is working diligently in putting into production a brand new water well known as well number 16. This well is currently being serviced and tested for its water quality. We are very, very excited about the future water output of this specific water well and anticipate we anticipate we will be pumping fresh quality water for our residents. This is just another testament of this City Council's leadership under Mayor Rayce and the administration's leadership. Moving on to funding reimbursements, different topic, Saba, engineer, our grant writer. The city has received the third and final reimbursement on Chamberlain Park from the State Department of Parks and Recreation and the amount of $676,000, bringing the total reimbursement to the city in the amount of $2.8 million. Projects. Yes, thank you. Thank you, Sabah. And our engineering, amazing engineering team. This project will be closed out since full reimbursement has already been received. So we continue to work on our second brand new city park and we will keep you posted as we continue to roll this project out. Dennis and K Street, additional capital improvements throughout the city. Dennis and K Street rehabilitation project. This project has been completed. 100%. Additionally, a portion of Joshua Street was also included in the paving of the scope of work. Marking this the first time in over 30 years that these streets have been replaced or are being revitalized. And will continue to improve additional streets as funding becomes available. Thank you very much. This concludes my report. Thank you so much city manager. We're going to work council councilman Evans. Thank you mayor. Yes, I actually have a few. So first I want want to thank the city, city manager, Virginia, Brenda, MPT, Ramos for sending us up to CalCity's lobby few days. It was an amazing, amazing, amazing opportunity. I sat in, I think, all but four sessions. I did a whole lot of sessions sitting. And then, but what I realized in this one, and all the conferences that you guys have sent us to, and I have to thank MPT Ramos for this, was that the importance, and I've said it before, but I think today, that, that, that, that conference, you actually showed me how to network, right? I always talk about, we need to be closer to the event, We need to be where they're at so that we can never get in the hallways. We can talk in the hallways MPT Ramos talks to everybody. He knows everybody showed me how to network, right? I always talk about we need to be closer to the event, we need to be where they're at, so that we can never can haul, as we can talk in the hallways. MPT Ramos talks to everybody, he knows everybody, it's the most exhausting thing I think I've ever had to do with the way him and city manager floors, the way they run around and everybody's crazy. But I got to meet and make relationships was so many leaders from so many different cities. And it was so important because again, we talk about bringing back ideas from different places. And so that different cities. And it was so important because again, we talk about bringing back ideas from different places. And so that was amazing. And so thank you guys for that opportunity and in P2R almost for taking you around and making sure I met people. When I was like, I'm ready to go to bed, please can I go, I don't want to talk to nobody else. It's been a long day. No, no, one more event. We can go talk to one more person. It was a lot. So thank you for all that you do and the relationships that you build and then our willing to pass those relationships onto us. So thank you for all that you do and the relationships that you build and then our willing to pass those relationships onto us. So thank you for that. I also had Mojave Desert, Air Quality Management District meeting. Happy to report that we have reached an agreement with the EPA. Praise God, right? So the letter has been sent and signed by both parties that will stop the st- mm, st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- st- So the letter has been sent and signed by both parties that will stop the the the sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and sts and definitely just a bandaid, but it gives us the time to get for the two parties to come to a more permanent Decision so no one will be in trouble in the interim and so that's great Also the yesterday we had the Regional Steering Committee meeting for COC. Great meeting. We went over some some some things. I have the agenda here if you all want to get into it. I think that and I'd like to get the permission from council because I want to make sure that I'm representing us and not me when we go to these things. There was a moment where I almost wanted to be Steve on it and not councilman Evans there yesterday. And I think that what I'm seeing when it comes to the funding and even with the high desert agencies is that the same people are getting big amounts of money. Big amounts of money is better English. And they're not providing the service. And then they're putting the faults on the COC or some other reason why they didn't do what they were supposed to do and why they're funny didn't come and this, that and the other. And so I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I just want to, I and this that and the other. And so I just want to make sure that y'all are okay with me in those moments, calling out that. Because I think that if we really want to move the region forward when it comes to housing folks that are unhoused, we have to stop just giving money to our friends. Don't do that. No, no, when you're done, I want to say something. Got you. So, yeah, please, we have to ensure that the agencies that are actually doing the work are getting the funds. And if they're not, we have to stop giving them extensions. We have to stop, you know, committees backing behind them. And we're going to go talk to the COC for no, no. If you're not doing the work, there's a reason why the COC is not giving you the money. So stop asking this committee to back you when some of us know personally, you're not doing the work. Right? And so I just want to make sure that when I act like I act which all over there, y'all think I'll be mad at me over here. So Councilman Evans, one of the biggest reasons why, so I started sitting on that committee after the last election, right? And I was on the for like a good solid six, eight months. And the reason why I stopped going was because I clearly said, I'm not the top of person for this committee, because I'm solution oriented and not problem oriented. I said, so if you guys just want to turn this our two, our three hour reading into a complaint fest and walk away with no action plan or nothing else like that, I can do better use of my time because it was exactly what it is that you're saying. And you have more of a spirit of activism and that naturally as a person, that that was just truly a fight that I wasn't passionate for and that I couldn't, I didn't have the patience to deal with the level of issues just to be polite is going on there, right? So I will say this on behalf of, I really think that as they have those board members and those representatives that every board member should be working with and associated in their community. And it shouldn't just be the same for five people renting houses, buying homes, and when not realizing it to the way that they are. So there's for's there, there's for sure a huge call of action and a huge cry to action that needs to be done above and beyond them because there's a lot of people there that just honestly sit there, that sit there and do nothing because they don't want to, they just have to be there. But then they don't truly support, right? They've become very defensive and well, I've done my numbers and I've done that the the the help has faded away because they see the irresponsibilityness with itself. I for sure have fun, right? And and support you, support you with that. Yeah, I won't say bad words. I want to add also that I think, especially as a representative for our city and then for the organization as well, reaching out to new organizations to let them know, I think that sometimes the same old same old keep applying because no one else is there's no competition. No one is trying to fight for this money or being able to step up and say because some of the ones that are really doing the work are so busy doing the work, but they don't even know that there is a meeting or an opportunity available for them to go get some of this support. And so having an advocate like you there to be able to bring back the information to the council meetings to other organizations that you are familiar with that are not there and you can, you know, ask them why are you know there because you should be there or and there are many other people and organizations that you can also share the information and they probably didn't even know there was an organization because they're out there doing the work and they got that tunnel vision. So I too am glad that you are there. I would just caution to you in this that I agree with Ken's woman up to go fight them with bringing people in to talk against them instead of just battling back and forth with them because from afar when two people are arguing no one knows who you know what I mean. So just don't get Who runs that meeting? So right now, well, it's already fun. A court no, start moving forward. So it was Kevin Mahaney and Jalen. Jalen will still stay as co-chair. And then Don Quig was just voted in as co-chair, because Kevin is stepping down. OK. No, that. Yeah, that's just what I say. Let's beat him with with outside instead of just going in their battling because you're smart enough to handle them, but they're not good. You know, so if you bring out some outside people with your fight, I think that'll be good. I love it. I just want to add lastly, right? First and and formal shout out to Jay-Z for the line you just quoted. Okay. But I got that right. You got that right? I'm a 90s baby. It's okay. First, let me say that I love it. I love the question. I love the passion because that's what Alilante lacked for a very, very long time prior to this administration, right? The people that sat in these seats before us, they didn't care. They cared more about warming up these chairs and they cared about anything else, right? So number one, the fact that you're ready to dive in and really get into it and get down in dirty, like, yes, because that's the attitude that I take into all of these committees, right? Because if you're not, what are we doing there? That's right. I agree with the mayor. I'm at as well, just spend my time somewhere else, right? I would say though, is no on unleashing Steve Anna, right? And yes, and yes, 100% yes on the leashing council woman, Steve Ana Evans, right? Because we both know and one thing that we learned up in Sacramento is it's all in the delivery, right? State and be proud and and and address what you see potentially as a problem. And and where where that committee is probably lacking, make it a point to change the culture of that committee and how they think with bringing data, facts, information, solutions as well, right? Other organizations into that, those committees so that they can support, you know, whatever it is you're stating. The first and foremost, I mean, lastly, as long as you, you know, unleash councilwoman, Stivana Evans, who represents the city of Adelanto, like I think you could do a great job and it might be Adelanto's turn to change the culture of that committee. Thank you. Yeah, it, it, it, I definitely was councilwoman Evans. I wasn't even the Stivana Evans part yesterday. Just be quiet, quiet girl just be quiet just be quiet just be quiet. It's fine. It's gonna be great Right, so thank you for letting me add the Sivana part back to the Councilman Evans. So we'll be good I did Let them know about our breakout heights. I'm sorry our unbreakable heights program or project they are super excited and they said in any way that they can assist in that, they're excited to help us with that. As far as family assistance program, they spoke yesterday, they are now doing a talking circle at the FAM spot for ages 16 to 24. You do have to do an intake. That's just for their demographics so they can continue to get the funding, as we're right? Because they do have to do an intake. It says join us for a respectful non-judgmental space where people can share their ideas, feelings, and listen to each other's perspectives. Food and beverage will be provided. This is every second Thursday of the month from 1 to 2 p.m. at 14049. Amar Gosa Road in Victorville. That's the new take location for the Fam Spot in Victorville. There's a phone number here. I'll leave the flyer in the back. Y'all can have this. at 14049, Amargosa Road in Victorville. That's the new Tate location for the Fam Spot in Victorville. There's a phone number here. I'll leave the flyer in the back. Y'all can have this. I only have one. I don't know. Yeah, take a picture. And then my last thing, and I guess this may be for, I don't know if it needs to be a future agenda item, I just want to get if we can get an update on the application for COC and if that was accepted. That's just part of the regional steering committee situation. So that's all I got. Thank you, guys. Okay, let's see. First of some updates, I wanted to mention that New Leafs bread drive. As many of you know, New Leaf Ministries gives out bread and excess of 2,000 pounds of bread every Tuesday. In the city of Atlanta, we are moving our location. It will now be held at Journey 4 Square located at 1093-1, loss in avenue. So Journey 4 Square every Tuesday morning at 915 in the morning. There will be bread for anyone who wants bread. There is a ton of bread. There's so much bread. Except for the first Tuesday of every month, we actually donate all of our bread to another ministry in his area. So second, third and fourth Tuesday of the month. Also, I want to thank everyone who came and volunteered and donated close to our most recent close drive. We were able to close over 700 people. So just based on, oh, that's a lot of close. So lots and lots of clothes were given out. So that was good. And New Leaf was able to give out free household goods, free shoes, free accessories, all because of the donors. So it had nothing to do with New Leaf and everything to do with all of you who donated really, really great clothes for the community. And people came out from all over. People came from Lancaster, Palmdale, like all over. But I would be pleased to see many of the zip codes and addresses wore from the city of Adelanteau. So we were very, very happy about that. Also, I wanna thank our Sheriff's Department and of course Captain Lutz. The Cup of Joe with the 5.0 event on April 24th was good, and I gotta tell you, I didn't know. So I will just say at first, I really thought it was not good. I was like, oh no, this was not good until everyone told me no, that was good. Like 30 some people showed up. Yeah, so you know what it is? It's that room at the stadium is so big when you only have 30 people look, you know, so I was looking at that. But anyways, people came out, people had from all over the high desert, it was great and people were able to have a conversation and talk amongst each other and also visit with not just our Sheriff's Department but also our citizens patrol. And so it was nice and I'm looking forward to doing another event with our fire department and then another event merging both together. So fun with the firemen are next. So we'll watch out for that. It was really awesome to be on the Adelanto High School campus recently for their worship night. I could just couldn't believe, you know, these these group of students that that hosted this event, their desire to host this kind of event on their campus, they were on fire. And the fact that every time you looked at the door, more students and families were walking through that door. It was a sight to see, and it was incredible. I am so, so thankful that our high school in our city does so many great things. It wasn't just the worship night. It's just the progress and all of the wins that they continue to bring to our city has been phenomenal. So super proud to attend that event and participate and also just to know that that's the talent that we have in our city at our high school. So that was that was awesome. We are looking forward to I know the city is hosting their citywide yard sale this Friday, Saturday and Sunday. So hopefully everybody is sharing where those great yard sale deals are going to be. As you know, New Leaf Ministry holds their yard sale during those same dates and we have lots of new products all very very very affordable. You always get the best deals in New Leaf. But I'm sure that there are other organizations and people who are also having, tell me who's ever given a better deal. Nobody. $2, right? Everything's $2. No. I know. I'm telling you, we, it's true. It's true. So that's good. This coming Tuesday, so next Tuesday, Richardson Park, community action partners is bringing up their mobile food bank. So that's something you want to share. I just went, I have not gone to a grocery store in like the whole year. So I had to go for something and I was there and I could not believe the price, it's crazy. It's crazy. I did want chickens and y'all, yeah, people had some to say about that. But anyway, the price of the food is expensive. So why you guys do not go to the food banks? I don't know. But there are food banks every Wednesday. So this morning, there's a food bank and every Wednesday morning, there's a food bank right next to the senior center. I always try to put in the address, but it blocks it or will only give the senior center address. But it is 1-1-555 Cortez Avenue, and it is the building right next to the senior center. Every Wednesday morning at 9, residents throughout the whole high desert can come and get food. But like I was saying, next Tuesday, community action partners will be bringing up food and diapers. So diapers of all sizes, you can get diapers, you can get food, and the New Leaf Ministries will be out there giving out free wipes, which apparently the diaper program lost the wipes. They used to do diapers and wipes. So we actually had a very generous donor go and purchase over a hundred packages of those wipes, the Kirkland ones from Costco, the good ones, the expensive ones, the one that have 90 in a pack and not 70. They donated it for us to give out alongside the diaper bank next Tuesday at Richardson Park. And then next Wednesday, the 21st, we want to invite everyone to come out. The behavioral health commissioners for the high desert, they host a monthly behavioral health community event. It's their DAC meeting. It is every third Wednesday of the month from 11 to 12. It is an hour. It's something that you can do on a lunch break. And this month, they will be discussing fentanyl. And the, just, it's a general conversation, but how it's going to impact our community, our students, our adults, our, you know, everyone here. So we invite you to the behavioral health building in Apple Valley Wednesday, the 21st from 11 to 12. So it's an hour and then two last things. Just kind of save the date market on your calendar. New leaf ministries along with behavioral health and some other vendors will be hosting a mental health event. It's called breakthrough. Take a break. So we're going to have events for the youth and then an opportunities for adults as well to take a mental break. They'll be coloring tables. There'll be essential oil making tables. There will be art tables. There will be all sorts of tables where people can choose different coping mechanisms that they can play and practice with and also have discussions around mental health, behavioral health, some of the service providers of our area are also being invited and will be there. And of course, the behavioral health commissioners for our region will also be in attendance. It will be here in Atlanta, but save the date and check on Facebook because there will be flyers out for that, but it will be on June 7th from 10 to 12. The where is what we're figuring out now, but I suspect it will be next to Richardson Park or very close next Richardson Park. And then last but not least, I know everyone is super excited about the state of the city that is coming Thursday, May 22nd at Atlanta High School. I just wanted to share an advance that. So many of you know that my son is 12 and he lives in a residential treatment center. And so mental health and all these services are very near and dear to myself, our ministry and of course my husband and our family. So unfortunately our son was transferred to this new facility in Utah just three months ago. So February, the very beginning of February. So it's actually our first opportunity to go out and see him for the very first time in his new facility in Utah. And so unfortunately I won't be able to be at the state of the city, but I do believe that my colleagues here have got this, but we are super excited to go see our sons, see the progress that he's made, see where he is living, and meet some of his therapists and facilitators face-to-face. So unfortunately, I won't be here, but of course I will be here in spirit, but I know you guys got this. So with that, I am done. Councilor Macyl. Wow. My 8 cereal. Look, I just want to put this on the record. Like there's a few 501C3s that do some work in the city. Then they are usually in one area, one aspect, a sport, but this or that, right? New leaf is just all over the place with Amanda doing what she's doing and biasness, whatever, like you're at her bed drive or food drive or bread drive or clothing Mental health. There's so many things that she's putting on for this city. So up here I I wanna tell you, you need to be applying for the CBG funding, you need to be getting a fireworks stand because there's too many 501C3s that are not doing nothing in our city that do get these benefits. So stop worrying about you being a councilwoman and not applying for these because on your days where you don't sleep, you are doing so much more. So I just want to say that in front of everybody. So you guys can see that I'm telling her to apply because if you know the city, you are doing so much more. So I just want to say that in front of everybody. So you guys can see that. I'm telling her to apply because if you know the city, you know you're going to at least one of her 30 events that's going on through the city. And it's consistent, it's quality, and just a big shout out to you. And let's see here. I had the privilege and honor of coming, uh, May 1st, I'll be here to City Hall for National Prayer Day. Uh, we got a couple of pastors on this dius and I got the phone call. I'm like, why are you on me to go? You know, like, uh, but God calls you, you know, and he's going to use you in any way. And then I got over here and I just felt the whole spirit take over and it was an awesome event. Great pastors here, different in Spanish. And you can just fill the power from every pastor in their style, somewhere's music, somewhere screaming at you. So, you know, so there was a whole different style. So you get to see the whole array of pastors that we have up here in the high desert. and it was a blessing to kind of see everyone's sound. I'm glad I go to the church. I go to but it was good. I stayed for the whole event and I was really touched in the way we were praying for every single type of entity up here was great. So I really looked forward to the next one and we did make 51 National Prayer Day in the city of Adelandsum. This past week I was up at City County meeting up in Lake Arrowhead. Some good meetings, some good discussions with some past senators and some past speakers on how it really works in there and a lot of it is not done on the, I like what they they talked. And a lot of it is not done on the, I like what they talked about. A lot of it is not happening on the floor. That's the scoring touchdowns, that's the celebration dance. And everyone thinks that's the work. And it has nothing to do with the work. The work is in the committees, right? The committees, everything's going to get done behind the scenes. And they already know the outcome. if you're a good bill writer, you already know the outcome before it hits the floor, and you're up there to go pick up your trophy. That's pretty much how they explained it made a lot of sense. And for us to be sending Daniel and Mayor and all of us to these things, this is the committees behind the scenes where stuff gets done and gets money sent to us. We already know the money is going to get centrist before we announced it because we're doing that work meeting those people getting those connections. So it was an eye opening experience on when you go to these events on how it really works within the government at the higher levels Where you got to be part of these committees. You can't just be oh I'm representative I'm gonna go to work at my office. This is not how it works you so when you see people passing things That's that's where the work was being done. So it was a great experience. Again, Lake Arrowhead, I never got up to that special event, but it was awesome to be around the people where they were there. Um, this is a little quick announcement, little league seasons officially over at, um, at Atlanta, little league. So prepare for fall season, I guess, or summer season. I'm to keep you guys updated on what's coming up next with that. I have been spending time with residents in dumping areas. Just on a, we found some toxic possible toxic waste dumps, right? We're calling the fire department out there to check it out. It's just getting bad. So when we, when we ask you to look at certain bills or certain, certain amendments or whatever work asking you guys, it's for a reason. I want to take videos and maybe even do a PowerPoint on kind of some of the stuff we're finding out there. I'm working with one team right now that I met that will pick up recycled tires because there's dumping tires all over the airport area, all over the back sides. It's just really bad out there. So we are right now we're on a responsive and I want to be on the attack. Right. So Councilwoman Evans brought it up again that she was on the same page on bringing it back to what we can do for all this illegal dumping. Like we've been pushing for this cameras, everything full force because if we find out who did that illegal dumping on that, hazard is waste. Believe me, that's going to be persecution because there's codes on it. There's fire there's a lot of indicators on the way we're going to be able to dump it on that hazard is waste. Believe me, that's going to be persecution because there's codes on it. There's fire. There's a lot of indicators on it that we possibly find out who it is. And all of us as a dyes, I know stand strong on cleaning up our community and not having this because even the water is perfect and then tired of it. You know, I don't want my kids to be able to walk to the schools and not have to face chemicals and like all this debris that's out there. So I'm working hard on pushing with that with all of counsel doing that. And please, I'm going to be posting again the county number to call the county. And just as much as you are sending us our Facebook thing, some of this is county land, we can't touch it. Um, when it's chemical, there's something I'm trying to push staff to please just get out there and take care of it. We can't wait on county in you know, but the more we're county, county, county, calling them and saying this is on your land, get it cleaned up, get it cleaned up. They've been pretty good at coming out and taking care of it. We just got to be better at keeping the calling going. So I'll be posting that again, I'll city to post it again on our website and get it out there that any dump you see in county land that we call the county on this. Another all a city to post it again on our website and get it out there that any dump you see in county land that we call the county on this. Another great little thing that's coming that little it's kind of huge for girls flag football. So you've heard me talk about it for the last three years my daughter's been involved in flag football. While Adalanto high school is the first high school in the high desert that's going to offer flag football for girls high school this year. So they're already getting ready, they're already getting started. Unfortunately, they'll be playing down the hill against other teams that are already established because everyone is late to the party up here in the high desert and we'll take that advantage. But maybe by next year or the year after, the high desert will have own girls, fly football teams so we can compete up here. But big shout out to principal Perseus for seeing the vision, supporting our girls, our girls need that outlet. There's gonna be a lot less cheerleaders because the girls are coming out to play some sports and play some fly football and they're loving it. It's exciting to see the atmosphere over there. So it's a good thing that we're doing more I'm going to go to the girls' sports here in the high desert and add Atlanta High School. So shout out to the high school for doing what they're doing. And that's all I have here. So it's a good thing that we're doing more girls sports here in the high desert and at Atlanta High School. So shout out to the high school for doing what they're doing. And that's all I have there. I appreciate you for that. Thank you, Tim. Awesome. Thank you, Mr. Mayor. Great updates and announcement councils. Sit tight because I have a bunch as well. A lot. Your amputee has been busy for the last couple of weeks. Great morning, great morning to everyone here in attendance and online. Buenos dias, at la mislimda, y Lindos, Espanos, que está en aquel nosotros. Muchas gracias. I do want to just start off with three quick announcements and then I'll go into my updates to Councilwoman up the grove. Please send our, we got your back while you're gone. Please send our love, our prayers, our support to our guy Noah and let him know that Daniel said keep ballin' because I know he loves the ball. So yes, thank you for reminding us about State of the City. Happy belated Mother's Day to all the moms out there and to the moms up here. Thank you for all the amazing things that you guys do and continue to do. And lastly, I do want to wish everybody a safe and blessed Memorial Day coming up on Monday the 26th. We won't have our meeting until after that. So just thank you for all the veterans that are currently standing and that have stood to watch and that continue to make the sacrifices that a lot of us choose not to or or we're unable to Updates so starting off with piggybacking a little bit off councilwoman Evans. There's day and Friday April 24th and 25th We were up at the city leaders summit in Sacramento We did you're right. We said in so many sessions pretty much almost of them. Two of the ones, two of my favorite ones were the wildfire preparedness, right? Which is that's something that your MPT is big on right now, especially here in the city of Alonso since we're, you know, in a building phase. It's important that we build correctly. It talked about it was focused on building resilient, resilient communities and, educating, right? Educating our communities on what exactly we need to do to be ready for any type of wildfires or disasters. I think one of my most favorite ones was the building communities of trust though, right? Is how do we build going into the future, social and community designs so that it actually forces us to engage with each other, right? And the more we create these spaces for us to get out and sit across from one another and engage with another and talk to one another, then we're gonna begin to trust one another, right? Instead of being in front of our phones or our screens all the time. So shout out to Cal League for another great conference that they put together. Thank you. It was fun to be up there with you, Councilwoman Evans, and really just use that time to network. That to me is always the fun part and the important part, and not only do I want a showcase to this this whole council the amount of work that we've been putting in to ensure that Adelanto is recognized and is known and they're putting respect on our name now, right? It's important for me to show that to you guys because one thing that I believe in before I started, you know, my journey this council is I thought it's all about who we know right it's about who we know it's about who we know but I've learned that it's not actually about who we know and it's about who knows us right and right now when we right because I know who Jay-Z is but you know who I am, right? So right now it feels really good. It feels so good for us to what it doesn't matter. What room we walk into, what office we walk into, what conference room, what hotel lobby, whatever, right, filling the blank. They know Adelante. They know who we are. They know what we stand for. They know we ain't playing, and they're putting respect on our name and to me that's important and that goes to show the amount of work that we're putting in outside of the city versus inside of the city. So how do great time up there moving forward Monday. Daniel, you're going to quote bird man. I don't know what I'm saying, but respect them. Come on, you gotta go. But wait, but while we're interrupting him, I just want to point, we, Daniel, Mayor Pro Temeranos, and I got off of an elevator in Sacramento. And you would have thought he was Jay-Z. This group of people are like, oh my God, call some. It was, he's really doing the and I, I can't praise you enough for the work you're putting in outside of this, the, the, the, out off the hill, right? Let's not even outside of Adolanto off the hill and the way that the, the, the, the, the, the, the reputation, you're giving this city. It, it, like, I walked away. I was like, praise god, this time I'm I'm gonna go to pay because they gonna mess with him. I'm out of here, right? I ain't gotta go to the next dinner meeting. But it's phenomenal, guys. So thank you again. No, for sure. But like I walked away, I was like, praise God, this time I'm gonna go to bed, because they gonna mess with him, I'm outta here, right? I ain't gotta go to the next dinner meeting. But it's phenomenal, guys, so thank you again. No, for sure, and again, guys, it's time. It's time that they put respect on our names, and we're gonna do what we need to do so that they're we're ensuring that they put respect on the name of I the Lanto. Again, moving forward, Monday, April 28th, had another number 14 meeting with our amazing guide, Mr. Jim Hirsch and CalTrans District 8 to continue moving forward with our access, you know, war here. City Manager got all the amazing updates with that meeting. April 30th, that couple days after that, Wednesday, April 30th attended our solid waste advisory task force meeting in Highland. Nothing really too much to report back there. It's just we got presentations on SB 13, 8, 13, 83. And then we officially elected in for the Alternates Councilman Meza and Mr. Richard Nino from Burtek. So congratulations on that. Right after that, shot over to Palm Desert. I was in Palm Desert Wednesday the 30th, Thursday the 1st and Friday the 2nd for SCAG's regional conference and General Assembly. A couple things to report back from there is Adelante Omoche and it was second by the city of Cerritos to bring in the new officers for SCAG. Congratulations to President Cindy Ellen out of Long Beach. She's a new SCAG president and second vice president, Miss Jenny Crosswhite from the city of Santa Paula. And then obviously your mayor pro tem is now the vice chair for the Energy and Environment Committee. We also approved the 25, 26 year budget from SCAG and again, it's great that we have representation on two boards, right, one by myself and one by mayor because next year a lot of this funding and every year after that is gonna start coming through SC SCAC. So we are at two important tables when it comes to energy and environment and transportation. So best believe we're gonna continue to be a strong voice there and trying direct, we will not try. We will indirect some of that funding to the city of Aadolanto, not only the city of Aadolanto, but our region because our region is our responsibility as well. two sessions that I really like that I sat in there that I sat in on those days was the Olympic readiness, right? Even though we know, even though we know that the Olympics are going to be taking place, you know, the whole city is Los Angeles, it's going to spread and it's going to impact all of California, stretching out to Vegas, right? We will get people staying up here. We will get traffic coming through 395 and the 15 freeways. So, Skag has made it a point, you know, for these next couple years to ensure that there's more conversations and more cities are involved in getting ready for the Olympics, for events, and for hosting guests that are going to be, you know, obviously visiting our area and our region from all over the world. The other one was, again, resilient communities and AI, right? I'm going to touch a little bit about AI, a little bit later on some announcements, but AI guys right now, city manager, please, if we can ensure that we're directing or that we have staff that's actively engaging in AI updates. It's going to 100% benefit the city moving forward. Then Sunday the fourth, I flew out to DC, which I reported on a while back from the EOPA. So Sunday the fourth was our evening reception and your MPT received his certificate in public leadership. I finally finished the six-week course, graduated from that. I recommend and I think I've passed the information on to all of us if I haven't. If I missed you let me know and I'll give it to you guys. We need to all take this class. We need to all take this course, take this class, because not only are they offering scholarships and they're flying us out to DC, right? So it doesn't have to impact our general fund. We can take advantage of these opportunities to meet with the people that we need to meet out there, you know, without there and it's free, right? It's not in our dime. But aside from that, the information that I learned, all the stuff that I was taught, and then to be able to take part in this class with different elected officials, non-elected officials, and veterans from all over the country, it just goes back to building that network, right? We can reach out to Assemblywoman out in New Jersey. We can reach out to the Chief of Staff up in Oakland now, you know, for questions or, you know, solutions. So I recommend you guys apply if you guys need any help with that or need a reference, please put me down and I will definitely, you know, make a call for you guys. That following day, Monday the fifth, the main reason I was out there was I was asked to be a panelist and speak at the 2025 National Energy Security Summit that was hosted by the EOPA. That was for sure the highlight of my trip. It was a blessing and it was an honor to be able to be at a national level and repeatedly say the word Adelanto. Adelanto. Adelanto, right? If they didn't get anything from my speech or they didn't get anything from my comments or my responses, they walked away with one word. Adelanto, right? And I feel like I did my job at that point. But we definitely touched on the purpose of the conference was to just address and touch on the importance of ensuring that our current administration either unfreeze or rename or restructure but continue to release the inflation reduction act funding and the bipartisan infrastructure law funding specifically to underserved communities that has already started to roll out. It's frozen right now, but we're starting to see it start to come out. But that was the purpose of the summit is just to bring elected officials together and veterans together from all over the country and just express, you know, what these, what these programs resources and funding can do to communities like the city of I the right. like the city of I the not the right. There's cities out there like us that depend on this, a program. We're a program away, a grant away, a resource away from being catapulted into the future, right? So we have to go out there and advocate for these programs and it was an honor and a pleasure to be able to go out there and represent Alilanto, but not only Alilanto, the entire region. That My following day Tuesday May 6th was our EOP national press conference. Again, another opportunity to be on a national stage, and they walked away with the name Alilanto, right? Again, we talked about, you know, and we advocated for those fundings and just gave different examples on how we would use that funding or for the cities that have already received it, what that funding went towards. The following day, the seventh, Wednesday, the seventh was great. Got a chance to meet with with our representative, Mr. Phyllis, Dan Phyllis out there and say, manager, mayor, let me tell you guys something. I love every time I meet with them or any one of of our representatives in Sacramento or DC. I love watching them come to the meeting and they always have one thing in their hand. They have a folder and on the front of it it says in big bold letters, I'll tell them, right? I love that. And before I can even ask any questions, it's Mayor Pro Tem. Okay, here we go. And it opens up. And this is what we're working on. And this is what we got going. And here's what's coming down the pipeline. And these are the grants. This is our funding that you got to watch out for. And J. Mr. Obernotte is looking at this and a similar man, and I'm sitting there and I don't even have anything to ask or talk to them about afterwards. because I talked to them about their family because they answered everything that I was going to ask and even brought stuff to my attention that I wasn't going to ask, right? So, so it those kind of meetings continue. about their family because they answered everything that I was going to ask and even brought stuff to my attention that I wasn't going to ask, right? So, so those kind of meetings continue to solidify that you have picked the right team players and that they really give a damn about our city and that feels great. Got a chance to meet with the Department of Interior and the Department of Transportation, the Department of Interior. I didn't go out there with the ask yet, but I did drop off some Alilanto coffee mugs, some Alilanto pins and said, we will see you back here in a couple months, right? And I'm with the ask, right? With the ask of, what's up with these Joshua trees? What's up with these fake rivers? Like we need your help, right your help so Trust me. We're we're preparing to go back out there for the ask A lot as well with the Department of Transportation right dropped out I only had one mug left because I was gonna give to our congressman dropped off a mug to them and as well Let them know hey, we were currently working on a massive project with CalTrans. We might potentially need your support. But either way, moving forward, you know, we walked away from the meeting and they knew exactly who Adelante was and they were aware of the projects that we were working on. Same day, got a chance to meet with our amazing Congressman Jay Obernolte and Congressman Salud Carbohal from the LA area. Jay, City Manager, we need to earn mayor, please, because I know you have an amazing relationship with Congressman Oberyn Altien his wife, his lovely wife. I don't really think or maybe we do and maybe we don't, but for those of you that don't like Mr. Oberyn Altien right now is a very, very big deal in Washington,C. Whether you like him or not, whether you're for him or not, right? That's a different topic and a different conversation. He holds a checkbook right now, right? When it comes to AI, technology and science, right? AI, technology and science, something that we all need. His mission and his vision and what he's pushing when it comes to AI in our region had me had me an awe, right? He wants to sit down with us and talk to Aalanto about being the site for new test pilot programs when it comes to AI, right? And if we've got access to that and we agree to that, we've got access to the checkbook. And to me, that's what matters, right? Because dollars ain't red or blue, the green. And that's what we need to worry about. So please city manager, if you can, reach out to Jay and just open up those conversations through him and through Mr. Felice about his ideas on wanting to start test pilot programs with AI. And my favorite announcement about that trip was to piggyback off of Councilman Evans remarks, was Dan Felice and the EPA confirmed that they are gonna hold off on the sanctions, which is big to not only the city of Aralanto, but to the entire region here in Southern California. Moving forward and I flew back that next day, Thursday, May 8th, headed up to Lake Arrowhead with Councilman Mesa spent a Friday, Thursday and Friday the 8th and the 9th up there. I won't touch too much on that. He did a great job, but I will again bring up and just confirm the importance of networking. And sometimes the sessions are great guys and sometimes the sessions I'm not gonna lie to you. They're not that great Sometimes they don't have they don't apply to anything that I don't know our region have you know going on right now But something that's always there and that will always be there are Elected officials that have gone through the problems and the troubles that we've are that we're going through right now right? Right? And to be able to sit with the Joe Bakas of the world, right? And the Scott Wilkes of the world and the troubles that we're going through right now. And to be able to sit with the Joe Bakas of the world, and the Scott Wilkes of the world, and the Shannon Dijkies of the world, and to just soak up all their knowledge and to ask questions and to have them on speed dial. To have them on speed dial, you cannot put a price on that. And that's the true value of these conferences and why we have to continue to go. And more importantly, it's to our residents, right? Like you're seeing the results and you're hearing the reports. So yes, we might be in a swimming pool later on in the evening, but I promise you before we get in that swimming pool and we chill and we relax. Like we're doing our job, we're doing our due diligence and we're ensuring that we get what we get information to bring back valuable information that we bring back to our city. The 10th, I did nothing but I slept all day long, okay? And then the 11th, I had a chance to finally spend some time with my family and councilman Meza and his children on a cool little family day. And you know, with that mayor that wraps up a busy two weeks. And good to go. Thank you. Back your back. That's my back. Here's what I love. That's literally 45 minutes of updates from our city manager and the council. Right? I'll say blood sweat and tears because I wouldn't be surprised if you know they cut themself along the way you know with all the traveling and moving of luggage and running around in the wilderness cried because of sacrifices that we're having to be made and you know it's it's a hard being 30 years behind the eight ball, right? And I say that in regards to the region, this is what it takes. It takes a council staff, everyone to really work in unison and have their aces and their places and dominant in the areas that that they do, you know. Council, thank you, you know, for everyone really just dominating and the lanes that that were in and really putting out the lanto first and I stress this because the mindset that we have and we don't have this mindset to to be ugly. We don't have this mindset because we don't want to be ugly, we don't have this mindset because we don't wanna be partners, we don't have this mindset because of any of the reason of just a sheer fact that no one's gonna help us build our city but ourselves and our partners. You know, our Sheriff's Department, our firefighters, our first responders, you know, our staff, their relationships, council, our community because they haven't done it for 30 years and they're not going to do it. And that's just a sad reality that we just don't have that that that that support so it has to be our the long though versus everybody. And we don't say that in the sense that we don't want to work with other people. I say that with the senses. That's just what it is that happens. We have our state of the city and we said this, right? We said this and and and and with our council doing so much hard work and building these relationships. Someone has to be the bad guy, you know, it's been council and makes it for a while. But you know, I'm asking to kind of chill off and and I kind of want to I'm going to run with this for a little bit because everyone can come here and ask for money. Everyone come to the city and ask for support and ask for sponsorships and ask for this and ask for CBDG funding to go do stuff in other cities and do this. People will come here and they just want to take take take take but then when it comes to doing something for our community, well, where are they? Where all those organizations that ask for $5,000, $10,000, $15,000 to help their events, but then where are they when we have our own, right? So it's one of those frustrating things that the reason why we work so hard for the $800 a month before taxes, right, is because we love our city. We didn't do this for any of the reason, but wanting to better the community that we're bettering. Mayor Pro Tem, I'm listening to your, you know, your updates on a regular basis and people don't understand, it's our family the sacrifices. Our family sacrifices to the point of breaking sometimes because of what it is that we do for this and the scrutiny that we take and the and the backlash and the trying to find ways of being X, Y and Z. When all we're really doing it is to build a better future for our children, for our kids kids, and to really try to address some serious issues that are going on in society. So, council, thank you for all that you do. I am very much in a phase of not so much outward as much, but really on an inward aspect. And and Mayor Pro Tem, thank you for just picking up those reins and continuing the outward work in in in San Bernardino in in Los Angeles in Sacramento in Washington DC in that sacrifice because we have amazing partners, but that face still needs to be met. We've said that we want to be in the sea at least every 90 days, one way or another because of the big things that are going on. And here's the reality. If it's not our general fund taking care of it, we got to find other creative ways. So again, Mayor Pro Tem, thank you for that. But being on an inward base and really just focusing on other Lanto, my updates are short. And but impactful. Had a great opportunity. If you guys have not toured the Amazon facility there at SCLA. I highly recommend that you do it is a 1.2 million square foot facility and it is the only XL storage facility on the west coast. So they handle all the things over 50 pounds, right? TV generators, refrigerators, everything above 50 pounds for Amazon. They do the frights, they do air, so everything comes into the port. And from the port, it comes here to Victorville, and they distribute to I think 30 locations nationwide. So everything comes into this one, and then they ship it out the logistics and the way that they handle things, the safety, the, it's, you would think that, and I've never worked in warehouse work before, right? But like, you would think that you would just see forklifts, just, boom, boom, boom, boom, flying around like crazy just getting stuff done. No, they have stop signs. They have crosswalks. They have to wait for, they have to wait for five seconds before they can go. It is like a small little city inside of their building and the way that they operate, right? Phenomenal, phenomenal job and what it is that they're doing there. But one of the things that really made it impact from that meeting was the managers that were running that said a lot of our employees come from other lanto. Right, and we want to give back to our community. They're in Victorville and they're talking about one to give back to our community right because they said if our employees are giving so much other time, so much other resources to help us succeed. What are the things that need the other lump on these help with coming up and I said, well, let me go ahead and give you a list. And just ran it down right so it's great to again, it's the partners right. They didn't have to do that. They didn't have to say a lot of our community is an other lump so we want to give back to the city. you know, it's those partnerships of of genuineness and wanted to see the city be able to move forward. So great job. a lot of our community is in other lontals so we want to give back to the city. You know, it's those partnerships of, of genuineness and wanting to see the city be able to move forward. So great job. As I'm as on if you guys do want to go to or just to check it out. Let me know I can connect you with the managers over there on the 29th. I went to I was able I was selected to be a part of the, the bond oversight committee for the Victo Valley Unified High School District in regards to measure A and measure X, I believe, whether two measures have passed. There's a total of $360 million in bonds, right? To do a lot of work and additions in the school district. A lot of great insight, it's really to be honest, you guys. It's not an oversight committee. The first thing that I said was we need to change his name because it's not an oversight committee. Um, you know, I can't veto. I can't question. There's really, I'm just here to check mark a couple of boxes and go about my day, right? And just in regards to the proper, the proper expectation of what the community should expect, right? When you hear an oversight committee, you're expecting those people to be able to say, no, we don't want that company. No, we don't want this. No, you want to be able to have the checks and balances, right? But it's really not that. And I'm going to be fully transparent in that when it comes to these bonds, the way that they broke this stuff down, still. And rightfully so, everything falls on the school district. Everything falls on staff and the trustees, which is okay, right? They're the ones that are responsible for the development of the schools, but we're pretty much ambassadors. Like it is our job to just go out and be like, Rar, Rar, look, they're spending this money the way it's supposed to be spent, right? But it is a good thing because it allows that component of like civic engagement to stay connected with the board. Right, and I think that's one of the biggest things is for us to be able to be like, hey, they're gonna vote on this at the board. So why don't we show up prior and talk about these things, right? So it's big on civic engagement and awareness. With that being said, I was appointed to be the chair for that oversight committee. I'm excited to be able to make sure that the awareness and the communication and updates are ways that are acceptable to our region and our school district. A lot of enhancements are going to be going on there at Alvin to high school because that school is just moment and it's moment in all the right ways. Dr. Purcell is doing a phenomenal job and I'm extremely proud of her amazing leadership and administration that she has there. On the third, as Mayor Pro Tem is out in Washington, DC talking about, you know, national energy cases, myself and Councilmember Mesa, we had a meeting with our Assemblyman, Assemblyman Juan Carilo here on a Saturday, right? This is not just a Monday through Friday type of position. This is when the Assemblyman calls, you move your schedule around and you show up, right? So shout out to Assemblyman Juan Carilo for being able to come down and just give us, I'm gonna talk just briefly on it and not talk too much into detail, but the things that his team and partners in Sacramento are doing for the city while they're on to, it's huge when it comes to investment zones and really being able to take advantage in the right way, infrastructure wise, when it comes to the mood that's gonna be happening here in the high desert. When you look at the 7th California, the IE is a global search hub in regards to logistics and all of that type of stuff. IE South is fully developed, IE West is fully developed, IE East is fully developed, the logistical push and growth is all coming up here to the high desert. We have over 18 million square feet of logistical warehousing alone here in the Lanto. I think in the high desert, we're almost to about a hundred million square feet of logistical space going on in all of our cities here. Right. So that push and that statistic of doubling in population over the next 10 to 15 years is very, very true. And we're doing everything we can as a city to be able to be prepared to be able to take on those enhancements of the future, like AI, like science and so forth, right? So great meeting, very informative. Our assemblyman is doing a phenomenal job of their Sacramento representing our city. And we're worth staying ready for all of those enhancements and all of that growth that we have here in Alonso. On the sixth, I had the pleasure of being with council and I'm going up to grow when we met with IEHP and IEHP came here to the city with some partners about potential expansion and their model on what it is that they're doing to expand. They are phasing out of and correct them from wrong Councilwoman up to grow. But they're phasing out of the lease portion of their entity, right? What IHP has been doing is, you know, going and leasing 5,000 square feet, 7,000 square feet, 10,000 square feet throughout the, throughout the, in the empire, now they're in a position where they're buying, right? They're buying, building, they're buying assets, and they're staying permanently for the long haul, right? So thank you. And again, these are those committees. The way that IHP came up here was at the behavioral health meetings, one of the boards, which one is it? Community action partners, right? There's so many different ones. But at one of the Community Action Partner meetings, she's just been in the ear of IHP, of I, hey, no, come on the long toe, all the long toe. Everyone is hearing all the lump toe everywhere that it is. There we go that they finally said, you know what? We're tired of you talking about listening and coming to all the lump toe. We're going to just come to all the lump toe, right? And they came and they're pleasantly surprised, right? When they're able to sit down with with with with with with us and city managing as amazing staff and they're able to hear, you know, our mindset, they're able to hear the way that we've worked. They were just, oh, wow, we would have never expected this, right? So just getting people to be able to come to our conference room and allowing us to, you know, put on the show that we put on our action speak for the selves when they come here to build, right? So great, great meetings, a lot of good work, a lot of good framework that's going on. Well, ladies and gentlemen, you know, you like you can hear it in our end. And it's just been announcements of all the things and all the places that we're going. So I can't think each and every single one of you enough for all the hard work and all the and goes out of days and things that we are attacking, not just to make our lanto better, but really to make the region better and just being great partners to the... and goes out of days and things that we are attacking, not just to make our lanto better, but really to make the region better and just being great partners to the region. So with that being said, I am done with my non-visual meetings. But I don't want to bore you with those because there's nothing we're portable yet. So I don't like to just talk about stuff until we're moving forward in the good direction. So with that being said, I'm going to go ahead and open up public comment here at 1221. Members of the audience that would like to address the council. There is a yellow speaker card in the back that you can grab and fill out, bring it down here to the amazing Virginia and you'll have three minutes. If you're online, you know what to do. So at 1222, we're gonna go ahead and open up public comment here. But, Chiggy, anyone online? Yes, Your Honor. Diana's Marilda. Can I mute yourself, Diana? Am I unmuted now? Yes, you are. Excellent. Thank you. A couple of things. Thank you so much for listening to me today. Residents? Okay. The Boston Tea Party, right? We fought England because of the fact that they were taxing us unfairly. So we came up with no taxation without representation. So the whole taxing vacant landowners is part of that no taxation without representation and it's one of the reasons why there has to be a supermajority to pass any type of taxation. My suggestions would be to use code enforcement violations and leans on the properties. Another idea would be to have county and city code enforcement create a JPA. I don't know if that's possible, but that way the county can fund their part and we can alert them and things like that. And then work with California EPA to get grants for the tires and all that fun stuff. February 20th, California State Auditor came out with an audit for the Department of Canada's control, turns out in the city of Adelanteau, the city manager spent money from the general fund, even though the Department of Canada's control took the grant back. So I'm just wondering how much was spent, where did it go, and how do we plan to claw back those funds from the city manager, and how will we investigate this? Because $975 million, I'm sorry, $1,000, almost a million dollars, it's a lot of money. Geo has been ordered back to court again for the HDQ neutral spring of the immigrants there. Every nonprofit with not a long-term benefit corporation that has been awarded money, I'm just wondering, can we get a list of that and give the council members participate in those programs? Please look at and create proper legislation for Adelauntoe Benefit corporations. Now I'm not saying all the work you do outside the city is not important, but you need to create legislation inside the city to help residents help themselves. I also found pictures on Facebook of an auto-lontopan employee selling pieces of machinery. I am at your time, is that? There is no one else, John. I'm going to go ahead and close public comment here at 1225 and move on to the consent calendar. Items in a consent calendar, considered routine in nature and non-controvers no further discussion by the city council. There may be acted upon a one motion. Unless and over the council requires a separate discussion and item. Council anything want to move before emotion. Can I pull seven please. Pull seven for discussion. All right. Motion that we approve. The consent calendar. Second. All in favor. Hi. This is the only one. So let's go ahead and just talk about it now. Councilman Evans, go ahead. Yep, it's easy. Just a question and I apologize. Let's see y'all can get on me. I did not see the question earlier. Have we already put those positions up for employment? Like have we already listed those positions up for employment? Like have we already listed those positions wherever we list positions for people to apply? The finance assistant positions. Out of number seven, I apologize for a finance assistance. Yes, they were put out. We brought on board. Let me re ask the question. I know you were over there trying to answer the last questions. Thank you. Did we already list the positions? Where will we list positions for folks to fill the positions while we have the temporary contractor in place? We have filled the positions if that's jur asking for the finance department. Yeah. Yes, ma'am. The positions have been filled that we were requesting if they're still showing up on the website. We will remove them. So I think the answers yes yes, if they've filled them. No, the question is yes, they posted it on our website for those positions. But if it was. Sorry. Maybe. And maybe I've misread the report, but we're approving this Robert half for financial assistance. That's a contractor that was temporarily filling the two positions, right? Yes. So, okay. Thank you. No problem. For clarifying. We do have two existing positions that are filled. One of them has expired and we're asking to renew or extend the current agreement for that specific individual who is with us, has been with us for several months now. So is the intent then to keep the contractors in that place and not to throw them with actual employees in those two positions. Yes, we're still working on bringing in permanent employees. Perfect. So the positions are posted somewhere and folks can apply for those positions. No. I'm not. Yes. Yeah, not at this time. And now is your question, will they be in the future? Yep. So maybe maybe I'm not understanding the report. The way I read the report is that we are filling two positions with this firm because two employees left. Right. And now we're renewing the contract because the two positions have been with the employees that are currently in those positions. Does that make sense? With the contractors. Correct. And in the contractors left? No, the two employees are still here under the contract. What we're doing is amending to continue the service that they're giving the same. Correct. For those two positions. Right. So we're asking us do we, when do we intend on posting it to you? So our question is do we have any intentions on posting it to higher staff? So these are very, um, administerial low-level filing type of positions that type positions that will not or catching up prior very administrative work such as scanning documents and filing documents. Very basic task that will not require an employee position because our existing employees that are not contractors will be able to move that forward once it's caught up. Once it's caught up. Yes, ma'am. Perfect. Thank you. My apologies for misunderstanding. No, I clearly was not clear as well. So it's totally fine. No problem. And it's also a cost savings for the city to do the contractors that are there. Well, I saw that the 95,000 right? We're going to pay them is coming out of the salary savings. Right. But to me, what's the thing? for the city to do the contractors that are the well I saw that the 95,000 right we're then we're going to pay them is coming out of the salary savings right but to me when since there was salary savings and it said that people left and we replaced them with these people I understood it to be that we were this was a temporary thing while we found employees but if that's not the case and it is what it is okay we're good. All right. You want to motion that one or? Okay, while motion that we approve item number seven. All in favor? All right. All right. Moving on to new business, nomination and appointment for planning commission by council member up their grow. Turn that over to you. Well, I first off, I want to thank my previous planning commissioner, Adriana Garcia. She did a great job while she was here, but unfortunately she did decide to move out of the city limits. And so as such, I needed a new planning commissioner, but one of the great things when I first came to the city council, I had an opportunity to interview many applicants. And one of the people that I interviewed was Paul, who is here in the audience today. And it was really between Paul and Adriana. And so I'm really happy today just because of his background and experience in both real estate and just in the community and being here in the high desert. His network and contacts his reputation for all those reasons. He is my best applicant and I am hoping that this council will approve Mr. Castellas as my next planning commissioner. All right, thank you so much, councilman Evans. I have nothing. Councilwoman Mason. Paul, good to see you again, sir. It's about time. One hour. Let's go to the podium. Come in to the podium. If you want to give yourself a few minutes to kind of introduce yourself to everybody, we can start. Yeah. My name is Paul Casilla. I'm a local commercial real estate broker with Lee and associates. I've been in the region originally in 2004 and came back in 2011 and have been here since. I've now got about 11 years in my practice for commercial real estate and just I've been living at Lanto since 2011. So I've got to meet you. Great gentleman always here at events. We've had conversations before, so I'm really happy with this choice. It brings up our level of experience to our Dias for Planning Commission, so I really appreciate it. This is just some of the hard work again that we have a real estate person that's going to be looking over all the projects that are coming in. So this is for me, if I'm done, I appreciate you again putting in your time to be doing your civic duty with us at the planning commission level. So I appreciate you, sir. Certainly appreciate the opportunity. Mayor Brotun. Thank you, Mr. Mayor. Paul, I'm going to echo how Councilman Meza started off. It's about time, man. It is 100% about time. I've had the pleasure and the opportunity to have known you for quite some time now. Before I get into that, though, you're right. Thank you to Mrs. Andreja Garcia, right? Adriana, sorry, Adriana Garcia, for the time that she served and for doing a great job. And she was very much invested in a part of the city that we needed, you know, investing in. So thank you, Ma'am, for your dedication, your time and your support. And we'll miss you. And good luck, you know, and best wishes to your, in your new, in your new, new, new, new, new, new, I know you ain't going to be at the yard, so I know you will. So, but back to Paul, Paul, just I'm excited as well, for you to be on the team now, I'm bringing a tremendous amount of knowledge when it comes to land and real estate and I'm sure contracts as well, which is something that, you know, I feel this team definitely can use, especially down at the commissioner level. Great pick, great, Councilwoman. Somebody that I know is invested in the city, right? Please extend our thanks to your family as well, right? Because I know they're going to be, you know, as impacted. And, you know, you pick somebody with great knowledge, invested in the city, a good looking man, great beer. So I can't, I can't ask for, I can't ask for anything else. And with that, I'll. Yeah, you know, I'll say this. I talked about it a while ago, right? I think you were figure actually my 2018 with 2018 with you. And then I followed up in 2020, right? But I love how life evolves and opportunities always revisit and come back. So I'll say this publicly, right? And not to put any pressure on you, Paul, but to put some pressure on you. We're gonna have a lot of the work to do when it comes to Zakel Antaxe, right? I'm going to need to pick your brain. I'm going to need you to work and you know the relationships and just you know what happened, right? They still have a pick on some of their signs. You know, we could find them for all their signs that they left behind every single day. You know, when it came to our vacant land tax, the huge advocate for that just because it's what's best for Avalon-toe. I don't care about everybody else. I don't care about the land owners who don't live in the region. I don't care about the landowners who don't live in the country. I don't care about the wealth gaps in the, I get all of it, but what's best for the community of our Vellanteau is why we were elected and it was to do what's best for them, right? So I'd love to pick your brain on that and see how we can revisit this with support, right? Of course there's new things that we have to do, meetings we gotta have, things of that sort, but having a commercial broker on the forefront, right? I would recommend you me with this man to my right, not directly my right but the second ball guy and and then go and take him out he loves a great coffee he hates pastries he loves pastries picture but big pastries guy and just really you know the blueprint on on what it is that he done, how it is that he's done it, from your position 15, 20 years ago, right, is it something that worked, right? So I will most definitely say connect with him. And obviously we don't want you to be conflicted Now, right with a a government called it $10.90. But if that's what it takes to get some people to come here and build and do X, Y and Z, we have an amazing legal counsel that you can always pick their brain and talk to them openly and transparently to see what it is that we can do but having more advocates to be able to get the right people. And someone who really understands the data of what it is that they're looking for, right? You know, you hear it makes, it's gibberish to us, right? Because the culture up here in the high desert is very different. We'll drive Apple Valley for a good, you know, Italian restaurant. We'll go to his spare for some cash and food. You know what I mean? Some food. But you know the demographics of what these people are looking for to want to come here. Right? So super excited to have you here today. You know, I would say, buy us Lee, you know, one thing that the mentor and most of our mentors, I wanted to warn, has taught us is and it's something that, you know, if we get new screens or maybe we can do at the next council meeting, she says that she has on her on her computer screen, am I doing what's best for the city of Fontana? Right, because when we're up here as a planning commission, when we're up here as a council, right, we're doing what's best for the city of Abel Alto, right? Not what we believe, not what we want, but what the 40,000 residents who live in the city and the couple thousand that have both for us to be in the seats, right? So I'm excited. This hit the floor running and glad to see you up here, man. Thank you very much. I like to move for a point Well, let's open the public comment You know, let's open up the public comment. Appreciate you. Thank you Is gonna go ahead and open a public comment here at 1240 anyone online? Good to know. No, you're on her. I'm ready. Some. I'm going to go ahead and open a public comment here at 1240. Anyone online for you? No, you're on her. All righty. So I'm going to go ahead and close public comment and counsel woman of the girl. Would you like to send motion? Sir, somebody did. Oh, there we go. Never mind. Good thing I didn't close it. What's the time? The trees. What is it? Oh, great. Great day, am I unmuted? Yes, ma'am. Go ahead. I want to say thank you to the Adelante council. You all brought on a very, very great man. And Mr. Paul Casilla, a very fair man, a wonderful man that I know is truly dedicated to the city of Adelanto and the improvements and the enhancement of the economy of the city of Adelanto. I can absolutely say I am proud to see Mr. Paul Casilla as one of your of planning commissioners. Adelanto is about to do amazing things, even more amazing things. Thank you. There's no one else you're on there. All right, so now I'll close. We'll come here at 1241 and uh you know some motion? Emotions to a point uh Paul Casila as the next planning commissioner for the city of Adelaide. That's second. She's second. All in favor. Hi. I was trying to give it to you Danny Danny. All right, we're gonna go ahead. Okay. Can you hold on one second so we can get photo ops? We want you in the photo. No. Okay, so go ahead and repeat after me. I state your name. I, Paul Kassila. Do solemnly affirm. Do solemnly affirm that I I will support and defend that I will support and defend the Constitution of the United States, the Constitution of the United States, and the Constitution of the state of California, and the Constitution of the state of California against all enemies against all enemies foreign and domestic foreign and domestic that I will bear true faith that I will bear true faith and allegiance to the Constitution and allegiance to the Constitution of the United States of the United States and the Constitution and the Constitution of the state of California of the state of California that I take this obligation freely that I take this obligation freely without any mental reservations without any mental reservations or purpose of evasion or purpose of evasion and that I will well and that I will well that I will well and that I will faithfully discharge the duties discharge the duties which I am about to enter which I am about to enter. Congratulations. I would like to thank you all for the opportunity to be here today for the opportunity to serve the city of Adelanto as a planning commissioner to echo some of the sentiment already given. It has been a goal and an ambition of mine previously that had been hampered and is now something that I get a chance to participate. Maybe it's the right timing. I do believe it would be God's timing to have this chance at this point. I do have a lot of experience in real estate. By no means, I ever think that I have everything figured out. I'm happy to collaborate with each of you as needed when needed on any projects that make sense. And of course, if I'm working with clients in the city, I would recuse myself from any votes that are in conflict. So I don't have any issue with that. And as long as everybody's happy with that, that's how I would conduct it. It's good to work. It's good to work. Thank you so much. Future gen items comes on. I don't have any future agenda items, but I do just food for thought for the future. One with this appointment, super great choice. I was when I saw him, I was like, I hope that's what's happening right now. But I think that moving forward, we need to remember that the planning commissioners serve at the mercy of the council. So if any planning commissioner leaves the council, we should be notified. There should be, I'm sorry, leaves the commission. We should be notified. There should be an email that goes out with the reasoning if it's necessary for us to know the reasons that we were, because when you said, I was like, well, what's you talking about? What happened? Oh, I missed it. in that case, they don't worry about it. It's in the email every time. But you said something when you're doing your announcements, you said potentially a feature agenda item. Deemoral, did you want to? That's for this date on the COC. Yeah, I did on the COC application. I know we were supposed to submit that so that we could get an appointment there. Also. Great work. I actually went on to Dennis Street, the other day. Yes, two nights ago. Great work. Whoever we contracted with it lay that asphalt was amazing. But I do have a question on like the sides of the road. It just kind of drops off. So I don't know if we need to move dirt back up against that or if they're planning to put a curb in or what's happening there. But if somebody can go out and just check that, it seems like it could damage cars. I didn't drive over it. And just city manager, you and I talked about this before. I really appreciate the way that we did his swearing in here. I think that if we need to put it into. I don't know if it's an ordinance or what it is when we're swearing in commissioners that it's done this way because we had some issues with it being done at the commission meetings. And so this was perfect. I think this is the way that we should do it moving forward. Just to the top. So no, Councillor on the floor. I have nothing. Councillor Measle. Okay. I do have a couple. I would like to put on the agenda to talk about having Easter as viewed as a city holiday. It's not officially a city holiday and with that national prayer we just had and and representing I would like to put that on the agenda to have Easter possibly the Monday after Easter to be recognized as a holiday in the city about a lot. Yeah. So I know that also going to all the favorite. I don't know how to go about this, but we're talking about dumping a lot. And we're talking about County Jesse. Is it possible that we can get meetings with whoever that County representative is that we need to talk to and bring him for some kind of meaning of two, two, one or whatever we got to do to see what we can come together as a plan to attack or dumping in the areas that they're doing. Yes. I'll second that. All right. I know, I know, but I want them to the collaboration, a collaboration, not just hey, we're calling you like I want to get the. They need to fill it and they also maybe they don't even know you know what I mean. So like that I want to give them the benefit of the doubt that this is a real addressing issue. Maybe they just get a phone call and some secretary picking in and making it happen, but we got to get the people that are making decisions in the room and see if we can collaborate to really solve this issue. And that's all I have right now. Mayor Platoon. Yes. Thank you, Mr. Mayor. So first one is if we can bring back to the agenda or just bring, not even back, just bring to the agenda a veteran flag program that I had requested a while back honoring our. And I guess this can be discussion whether we want to honor current active duty members that are in the city or if we want to do veterans. I know his spare has a really really great program so Todd I know you're listening in if you maybe want to pool. You know there are their ordinance or and see what they're doing and maybe we can just mirror that if it makes sense. I'll say that on the favorite. And you want this discussion item, sir? I would like discussion and direction. And action. Please, and action. Yes, ma'am. So Mayor Prattam, if I may inquire? Yes, sir. So the nature, are we talking veteran banners? Or what exactly? So I think that's what with a discussion will be a part of right. I've seen cities do where they're doing banners of actual Active duty members right now that are that are serving and then I've seen cities do a hybrid of both that have served before that are currently serving and And I've seen like we also that they veterans, right? So I think the discussion would be what this council wants to move forward with. And then from there we'd be we'd be given the the action and direction. I've also seen them where it's for Goldstar family members. Right. Okay. So second is if we can bring back to the agenda, the utility box program so that we can discuss what this council wants to see moving forward. The artist already has some drafts that we would like to present to the council, but then as well get ideas on if we want to see something else because I'd like to move forward with with with another three to four utility boxes. No second that all in favor. And you want that also as a discussion in action. Yes, ma'am. Yes, please. Second, I think maybe this is just an update city manager. If we can get an update on on that broken wall that's on Chamberlain and what's the two streets that go in? Steven's in between Steven and Juniper on Chamberlain on the north side. The wall's been broken there for a while. I don't like driving by it. I know residents don't like driving by and seeing it's been there for a while. So if we can kind of just get an update on, is that something that somebody else has to fix or if we have to fix, I'd appreciate that, please sir. We'll look into that, thank you. I'd like to bring to the agenda, the next agenda or whenever we can. I would like to highlight somewhere, and maybe again, a discussion item and and direction or action, whether we can have somewhere on our website or somewhere in our newsletter where we have like a regional corner or regional update, right? As we continue to serve on these boards and I know we do updates here, but who knows who listens, who knows who knows who knows who comes back and sees the videos or whatnot. If we can have somewhere there where we can actually put our regional announcements from SCAD, from SBCTAs, I think it would be important to have that and then also just like it just shows it's going to give a reason for people to come to our website, you know, or to our page to actually look and see what's going on in the region. and then for island of the bee to see that's announcing those updates and reports I think is a good idea. I can get a second on that. I'll second that. All in favor. Hi. And then this was a question for CM. Are do we currently have an ESCO company that we're working with? Energy service company that we're working with that that comes in and kind of looks at all our facilities and see what they can do in regards to like saving us, you know, money with different type of structures or anything like that. We don't. OK. If we complete, and I'm not going to ask this as an agenda item, but if we can kind of just make a note of that and kind of maybe. We don't. Okay. If we can, and I'm not going to ask this as an agenda item, but if we can kind of just make a note of that and kind of maybe start and we will talk offline on some ideas. But if we can kind of maybe just do a little bit of research on on bringing in some escrow companies, I think that would be a good idea. Please sir. So noted. And that's all I got there. Alrighty. Just from a discussion that we had earlier, right? And I think city manager, you let me know. So, no, that's all I got there. All righty. Just from a discussion that we had earlier, right? And I think city manager, you let me know about this. I wanted to council meetings ago, but I think the wrap up the completion of our park on Chamberlain, right? We should have a workshop or discussion item on what we would like to name the park. So we can have that. So I guess that would be a discussion and an action item. Can I get a second? Second. Well in favor. I had conversations with the stadium in regards to us wanting to do like four different events throughout the year. Remember how we talked about like movies in a park park, Halloween, Christmas parade in 4th July? They were for the idea of partnering with us for the 4th of July, right? And the exchange was us running and working the bar for the 4th of July event. They do have a, I guess, promoter, I guess easiest, easiest word is that that's throwing a Fourth of July event, I believe he made me mention that they have like a 30 minute firework show that they're going to be throwing on a bunch of events and activities. So I know our benefit corp is low on funds, but the exchange that we talked about was potentially a 10,000 dollar donation for the Fourth of July event. The exchange was us getting the percentage of the bar for the benefit court to refill that answer. Right. So I'm not sure if that's something that we want to do. We can most definitely pull the promoter and Darryl here for discussion, but if we can have an action item for that donation for the fourth July event. All right. All in favor. All right. Mary got two more. questions or items. Okay, I right, questions are items. All right. Okay, I'm in position. Yeah. And the last one is we're getting close. Y'all know I am the, I've taken the role as being the anti-firework guy. So to stay true to to to that, right? Just in the last week, just in the last week, I received a lot of calls about potential people who are applying for this. So instead of waiting to that day and having to approve and not having backups, I'm not gonna publicly say which, but there is two specific applicants that are on there that I've had several calls about. And people are not happy about it because their services are not happening in our community. They are not a part of our community technically anymore. And there's no one that can recall of when was the last time they used the proceeds from the firework booth to benefit the community of all the long term. Right. So we've kind of given away any kind of oversight when it comes to that now with us not having having to you know do cleanup days and do those X Y and Z's. I'm I'm not happy about that I think more should have been done but it is what it is but if we could at least revisit who are the pending applicants prior to this in case we do decide to say no to specific vendors that at least other non-profits in the community may have the opportunity to apply for a firework booth. So if I can get a second that we can revisit every time. I'll know through you visit fact that it does I would substitute motion. I'll love to revisit and lift the bar. You know what I mean? If we're saying it we're not wanting to give CBDG funding to people who don't live here in the city. And we're not trying to do X, Y and Z. You guys know my stance on this whole thing. Non-profits are nonprofits because they're tactics're tactics. And that's the only benefit between the corporation and the nonprofit. It does not mean that government should find ways for you to raise money that I have a completely. And if we're going to play that role, then guess what? You better be a partner to the city of Alolanto if you're going to be able to use our community to raise you money. That's that's just my outlooks. I would love to revisit the whole conversation on on standards and expectations because I would rather have I would rather have not 13 vendors to 13 people who would just take advantages opportunity to do X Y Z. I'd I'd rather have a strong seven who we know are about the community who are about giving back or about helping you know the people of the Lonto and so forth right so I can get a second. I'll second. On a favor. All right and that's it. So for that item you're wanting that item on the next agenda because the firework item is coming before the council on May 28th at the next council meeting for you guys to consider who will be receiving the firework. We may have to have a special, well, I don't have a special just for one. Yeah, because I will be before the council on May 28th for your consideration. So then let's just have if you could just reach out to if staff, okay direction I'm asking right. If staff can just reach out to to not slow it down for this here, but if. have, how it can just be prepared just in case we say no? For that meeting. For that meeting? Absolutely. Then you know what I mean? Let's just do that. Because again, once I speak on the things that I want to speak on, Council honestly, I wouldn't be surprised if we say no to two or three of them. Right? So that's just, I don't want to, I don't want to hinder that, but also don't want to slow down what we have going on for this year's firework. Yes, sir. And then also just to let you know for anybody else that wants to apply that window has already closed for this year. It closes in April. So that's what I'm saying. Like I'm not sure if there's anything that we could do. We can ask Naika and Hyman, see if there's anybody that can apply at this point. But we'll figure that out. Absolutely. Okay. Yeah. Yeah. One is city manager. If we can get a report from the fire department about the explosion that happened. In our industrial area the other day. I want to know what was going on and if they were approved to do those kind of testings in at their company. That could be an email or just that's fine. I just need a report from the fire department. So noted. I saw this great thing that other cities are doing and I wanted to see if we can implement it. It's working with the sheriff's department. us building a two feet by two feet sign. Mrs. City, Ratt of Atlanta, tagging enforcement, whatever we're going to do. So before we go paint over tagging that we use that as a marker to say this day, this time was, we're cleaning this up. And if this is a two by two, this was eight by eight tag that they did. So there's money. It was like $600 for that sign of a tag sign. But if it was more than that, then the fine would double, right? And then finally, when the sheriff's department find out who that tagger is, that fine is now assessed to that person for all the tags that we had to clean up. So I think it's us not just cleaning it if we take a photo and kind of measure how big their tags are doing. And then finally, when Sharers do finally, I don't want to say finally, but when we do get them, we know that, hey bro, we caught you 25 times. This sign shows how big your tag was. This is your penalty. And this is what we can help law enforcement kind of do it. Yeah, thank you. What city was this at you? I can send you what I saw. I sent it to you. They may have an ordinance. That's why I'm asking. We just would have to take a look at that ordinance. And okay, I'll send it over. Okay, thank you. Yep. All right, exactly. I would have been said I move for the adjournment. Our next recording of the City Council will be on May 20th. We're moving the end. Our time out here is 101. Hey mayor, city attorney quick. I just have to report for the record that we did have close session. And there's no reportable action. That's all I missed that. Maybe I missed it. Thank you, Todd. And would that be in send? I'm motion. Can I get a second? Second. All in favor? Have a great day, you guys.
