It's called as median March 24, 2025 to order. Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, indivisible, with liberty and justice for all. Alrighty. First item on the agenda is public comments. Court short. We have two people signed up. Mike Sullivan. If you'll come forward, state your name and address for the record. I am Mike Sullivan. My address is 5620 Centrelbrook Drive in Louisville. I am here though on behalf of the Clemens Food Pantry, which is a Clemens address. And I am just here to say thank you and to tell you what you already know. I'm sure but I just wanted the public record. Lynette Fox is a gem. What she has done in the last two months to benefit us directly, but really, Clemens as a whole has been amazing. The goodwill that she has put out in the community, and we've had people who have never reached out to us before bringing in donations. We have the local news and the regional news covered what the elementary school did. And she had a hand in making sure very quietly, very quiet hand that everything was running smoothly over there. So I know she does a lot in with marketing, but from the citizen of Louisville. It really is impressive to see what she does for you guys. And I know Mike and Amy, you guys were all supportive too, but man, but that does a good job. So I just want to everyone in the town here. Thank you. Thank you. Okay, and now Derek Boone. Good evening. My name is Derek Boone. I address 76 7-6-1-7, rolling out court here in Clemens. And I'm here this afternoon to find out about a excessive barking ordinance. My neighbor's dog barks incessantly for hours at a time. And I've tried calling, I've I try texting,'ve tried talking, and nothing seems to work. So I call the Sheriff's Department, the non-inverdency number, and was told that the City of Winston-Salem has an excessive barking ordinance, but for Scythe County does not. So the only thing that they'd be able to do is if it's after 11 p.m., they could, I guess, a excessive noise ordinance that's violated is after 11 p.m. But that means I can't enjoy my backyard. This is all during the day, evening and at night time. So I was wondering if there's a possibility that the village of Clemens could adopt an excessive barking ordinance similar to the one that Winston Salem has and that is excessive barking is anything over 15 minutes. And if you've ever had a dog bark for 15 minutes, that seems like an eternity. But that's a reasonable amount of time. I mean, I even told the neighbor, I don't mind a dog barking. It's a good thing. If it's an alert, then, you know, if somebody's in the backyard, that's great. But after 15 minutes, it's excessive. So that's, I'm here this afternoon. This evening. Thank you, Derek. Thank you, Derek. Thank you. Thank you. I'm going to do some polish work that to me. Assistant Manager Clerk takes care of something. I like to have a clear short. Assistant Manager Flight. All right moving on. Approval of the minutes of the March 10th, 2025, regular meetings. They need a move to approve. Yes, motion please. Yes, I make a motion to approve. Second. Second. All in favor. Hi. All opposed motion carries an analyst. Changes in approval of the agenda. Are there any changes to the agenda? Very none. I entertain a motion to approve the agenda as presented. I move to approve the agenda as presented Have a second second on favor. Hi I'll pose motion carries an animal Next item is announcements and they're known for this evening We will move right on to the Events coordinator update Assistant manager, please. Good evening, Mayor and Council, for our current events, we are right in the middle of Forsyth County Creek Week with over 170 events happening throughout the county. In Clemens, we did a cleanup over this past weekend, we had great weather, we had great volunteers, including 68 people who picked up 50 bags of trash. Today, we host the medicine drop at the James Street Fire Station and 76 cars came through to dispose of 200 pounds of unused medication. This Thursday and Friday, we're doing shoreline kit giveaways at public works and for future events. Wheels and squeals will be April 12th at Morgan Elementary from 11.30 to 2 and Clemens Community Day and the kickoff to the Clemens Farmers Market season is April 26th from 8.30 to 2. That is all. Alright, thank you very much. Moving down to council comments or any comments this evening. Hearing none. Well goodness, wait. Shoot, I didn't know we were going to fly through it that fast. I would have told that our friend Derek. I would have told our friend Derek just a wait a second and we could address his concern. That just went so fast. I wanted to share it, you know, I've excessive barking stuff. Wait, we're at comments. Okay. I've heard a number of complaints about this over the years. And just having the, like he said, having the 11 p.m. noise ordinance to fall back on isn't extremely helpful when you want to like sit on your deck and enjoy it or on your front porch. Anybody who's been to my house or Met Rally knows I have a Barker, but he's right, 15 minutes is insanity. Even, you know, so it's a very reasonable rule that our ordinance that Winston-Salem has in place. I think as we're overhauling our own ordinances, and we've most recently taken a step back and looked at a lot of our nuisance ordinances, perhaps this was something that hasn't been a thought of yet for us to discuss and perhaps include. And again, I say this as a lever of dogs and a very barky one, but certainly not one that lives outside and barks and ruins other people's enjoyment for hours on end. But understand the pain that some of our neighbors go through with that. So just so like us to take that into consideration. Can we ask staff to look into the Winston Salem one at this time? that we can. We can ask them that maybe we could just more for theirs and to our policy and adopt it in one of our ordinances here. So it's similar. I don't know if it'd be exact. I don't know what they're saying. Maybe let them take the lead on it. Just direct them to look into that. Let's see. Head, Bob. Yes. Yes. Yeah, I think it makes sense to look at it for sure. Yeah. Absolutely. All right. Well, OK, cool. Thank you. How is that? Mayor, thank you. Yes. Councilman Taylor. Thank you. I just really want to give a shout out. I know they're not here, but both Doug and Caroline and the great work great work the past two weekends they've been doing with our walk audits. I actually got the pleasure of joining both of the walks this weekend I know Councilman Wooden joined in the morning and I think it's just a wonderful opportunity that is not a survey to really get feedback both of audits, walks we were able to get citizens who live in that area to actually join us. So it wasn't just the Vision Zero Task Force or the consultants. We actually had a gentleman who lives in Waterford who noticed that we were walking the same walk that he does on a daily basis. And he said, I want to join this. We enter faced with a lady over at Peace Haven who regularly walks in that area and gave us so much insight into her daily experience beyond just what we were seeing and experiencing ourselves. So I just again thank them for. Of course, us all for being open to having all of these projects. And of course, any citizens who joined the past two weekends, I think this was a great way to absorb feedback from a real experience. Very well said. Thank you. Any other comments? Very none. I'll entertain the motion to go to close session for discussion of personal matter and accordance with North Carolina General statute 143-318.1186. I make a motion to enter close session for discussion of personal matters in accordance with NCGS 143-318.118. I'll drive a second. Second. All the favor? Aye. Aye.
