All right, I'd like to call the work sessions order. We have a bunch of allegiance to the moment of silence. We'll call up the slorns. Mr. Haas. Yes. Mr. Krishnam Singh. Here. Mr. Ellis-Gavin. Yes. Mr. McDonough. Yes. Mr. Perry. Here. Mr. Savitino. Mr. Smith. Here. Mr. Stevenson. Here. Mr. Wilover? Here. Mr. Lombardo. Here. Well, Fred. Thank you. Any visions of deletions from the work session agenda? Mr. Chairman. Yes. The report that I've requested from Ray Township about, I thought earlier we would all counsel got it. I got the 5K and also the CKF resolution regarding the like-at-a-data support that Luzer and County all got that same name. Okay. We have our consul's already been a contractor. So there's something for some affiliation on this. Okay. Would you like to add something to the agenda to that effect? I think we just had a brief discussion. Like we talked about the things that need to necessarily cancel approval, but I think we shall be aware of it. There's a job there. It's up to you. If you want to add something to the agenda, that's fine. I think the suits and the seat that President are very concerned. Okay, discussion regarding the seat that comes to hold. Publication for the day for the afternoon. That's it. Okay. They've got to be number seven and eight. Thank you. or further additions or deletions? Is there a motion to adopt the agenda? So, one more. Sorry. On favor? Opposed? The agenda is adopted. Okay. Budget reports. We have. We have. the month of March. The first report is the revenue report. Our revenue is currently at 13% for $21 million and 21 million and over $150,000. They're currently at tax collections at the end of March. They're at 13.6 million, which represents 11% of the current tax revenue budget. That's about a month of collection, about five and a half weeks actually. Expenses are at 26 million, 412, 438, 417% of budget. Next round, we listening to about the transfers followed by the accounts payable in detail. The last report is the treasury report showing the cash balance of 125 million 768 558 at the end of March. The cash balance in February was on it was 29 and 44 thousand. The interest that we've earned through the month of March is $1,15,538.37 of that ARPA accounts for $2,251,000, $1,765. So our year-to-date total interest is $1,155,000, related before. Our ARPA cash balance still sits at $42,087,405. We've earned ARPA interest year rate for the first three months at 598,000, 307 and our ARPA interest earned in total is 8.4 million. So there are any questions? Any questions from Mr. Rosal? All right. Thank you very much. Moving on, discussion regarding the ordinance, regarding resolution committing a local man for state operating assistant to Hazelton public transit Mr. Sharpe here You should be on by zoom Mr. Sharpe are you on the zoom? Yeah Mr. Sharp, are you on the Zoom? Maybe that's him. Yeah. You see the number on the... Ralph is the name of... Mr. Sharp, you can try on... Do you think of yourself now? We should be able to hear you. Hello? Very good. Good evening. My name is Ralph Sharp. I'm the director for Hazleton Public Transit. I am here once again this year requesting our local match from to receive our state operating funds of $2,835,157 in order to receive these funds to help us operate in in a loser county, we need a local match of $229,778. I did submit a paperwork from our local city council making a request for our local match also. All right. Are there any questions for Mr. Sharp? Mr. Lovic? I've learned the resolution, we could also carbon copy these state represented in state center for the area. Absolutely. Yeah, we can add that before we pass it into the next meeting. Any other questions for Mr. Sharp? Any discussion? I have any other questions. I could, Mr. Chair. Mr. Hath? I think Mr. Sharp could do a seat with you. Just to add a few. the the HPT goes into neighboring counties, we talked about this before, about $20,000 of cost we estimated as lines into carbon and I worked at School of Countries. So I know Mr. 17 was talking about that last week for working on that. Were the odds we can secure that extra funding before the matches continue. Well, since the last year when I came before the county council asking for a local match, I've been working and trying and looking for avenues in every year. It's just that I don't get a not making any re-weight with two-cut tang obtain those funds and being honest. Mr. Septino you want to talk about your conversations that you have with Carving County commissioners? I'm C. Catwick it's people who are the Carving County commissioners and he is open to contributing over the next couple years and ramping up to I think their part of the match is about eight months and dollars. County manager Kirk Moe was gonna be meeting with that, and we should discuss that with details. Right. Yeah, we have meetings. Actually, one is, being sure, a bridge with Carvin County and that bridge is in dire need of repair. So we'll be meeting with them on that and we'll also be meeting with the Carpoun County commissioners. To maybe do some joint work when it comes to our 911 in emergency response, I did reach out to Commissioner Sofranco yesterday, actually indicating to him that it carbon canning in any assistance because of the fires that we would be more than willing to assist. I know EMA reached out to them. So we're developing a very strong relationship with Carvin County. And I think that they will start contributing to this fund. I have not reached out to any of the commissioners from School County, but I'm hoping to do that as well. We're making some headways of the carbon county. I think we boarded a boarder's carbon county and I think it's time that we reach out and we collaborate and I think that there are many to that. I have bummed the exact dollar values. From the local match that we are looking for, which is 229,778, Luther County portion is 205,191,76. Carving County is 20,454, and SchoolCounty is 4,136 Thank you, Mr. Sharp any other questions? Mr. Tarn. Yeah, Mr. Tarn, you know, I think three minutes ago you said Okay, so 20,000 is probably the correct record. Thank you. Okay, and any other questions? I think I'm trying to comment on a question I couldn't miss your chair. First of all, thanks for the number of property health. The carbon kind of was strange. I think I saw that fire in the news. That was a class act offering our car. And secondly, I really appreciate that I aligned with our neighbors because that just makes good governance for all our people. And I know there's an administrative conference coming on the federal management's going to attend to that by fully support that 100% might be a good venue to do that as well. And the question is who I might bring. But I might have a comment on that. What's that? Today, depending on that concrete council, what occurs on every second? All right. So you see time? Thank you. That's OK. They have provid you for that. A fourth copy. We'll get that. Any other questions from Council members? All right, thank you, Mr. Shark. We appreciate it. Thank you. All right, next up, discussion regarding resolution committing a local match for state operating assistance for the Luther County Transportation Authority. Mr. Fuey. Good evening, everybody. Oh, I should have my phone. It's my phone. It's my phone. It's my phone. It's my phone. Thank you. Good evening, everyone. Bob Fulon, executive director of Missouri County Transportation Authority, and I'm also here requesting our local match for fiscal year 2025-26. So under section 1513 of Title 7, the Court of the VA Post, we received approximately $678,868 in operating money from Pennsylvania Department of Transportation. So under Act 89 of 2013, we're required to match that with local match. Right now, this match that I'm requesting from the council is $871,609. I think we're at about 11% local match. Every transit agency in the state eventually is going to reach 15%. So it goes up gradually until you get to the 15%. So my request is for $871,690. That will match our operating money and allows the continued operating through this next fiscal year. All right, thank you. Any questions? Any questions? I think this is my question, Mr. Chair. Yeah, go ahead, back to Mr. Sartre. Oh, that's okay. So I know a few years ago, we used some ARPA funds for the match that particular year. I don't think I know that's not available now, but it's a question more for a note. Well, Eddie, it's out there. My other one will take from the general fund to provide the match for HBT and Missouri County. LCTA. We know that everyone will wear out. Thank you. Okay. Any other questions? All right. Thank you very much. Okay, next up we have discussion regarding resolution acknowledging the name change of the opioid fund recipient always believe recovery to true North recovery of NEPA. I requested this beyond our agenda mostly because the mission statement is the same for the organization. It's the same organization, but one of the things that did change was not only just that the names of people are aware that it's the same organization just going by a different name, but they also changed their tax ID number, their EIN. So I kind of figured to be on the safe side, we should just recommit these funds just to the same organization, obviously there's a new EIN number, a new technical name, but it's the same organization which I guess we're committing but the funding that's all. Go ahead. Yes, go ahead. Mr. Robich, sorry. He raised his hand. How was it more because any additional paperwork that needs to be done from that organization to make sure that they're in line with former agreements? I'm going to make a year. Is there somebody from? Go ahead. My name is Chris Coney and I was hired to manage the project through the development stage of this. Once we got the graduate, we saw the online modification that had been done and as John had It's the same mission statement, same project, and they purely just they being in the owners decided to just change names from a marketing point of view. And that was really it. Thank you. Any other questions? Yes, my Dr. Faysher? Yes, I'm good. Okay. Okay. So I'd actually do a question because the EIN number, that was a little confusing to me as to why that had a change. Was it just because the name had a change, so the EIN had a change as well? Yes, it is correct. I hold the validity. Okay, so the new validity. I'm not super familiar with that. I'm not super familiar with that. Okay, thank you. Any other questions from council members? Thank you. Number five, discussion regarding the resolution adopting changes to existing cooperation agreement pertaining to the redevelopment assistance capital program grant on behalf of Change Academy Lake of the Ozarks. There was a request. The consultant is here as well, but any RCAP that passes through the county to county is the applicant. The entity receiving the RCAP funds is the subrecipient or the subgrantee and we always put a cooperation agreement in place and the office of the budget came back in the agenda of the mill. They three changes. The second bullet I did not agree with because that language has been included all of the cooperation agreements. So they did come back and suggest new language. The subgrantee will reimburse the grantee local municipality for any ineligible expenses for which the grantee local municipality reimburses the state. So you know, if council is okay with that and our solicitors office is good, then we would just ask that the changes be made and in the cooperation agreement be signed. And I don't know if you have any questions regarding the project, because this was done a few years ago. attorney's scheme. So, if the state wants to take money back, we would pay and then they'd have to pay us back. We would have them be. I mean, they would pay us. We wouldn't take it from our county coffers, from any of our funds. Okay, it says that in the agreement that they want to pay. And the check would have to come from us from on, from the entity. The subgrantee would provide that. Okay. What's a grant you doesn't have money? Yeah, I believe the subgrantee does possess the money they paid for this project in full. It was over a million dollars and they're just being reimbursed for that. So can you just take your name? I'm Eric Crockman and I work for Benish, where the engineering company is. Okay, great. Any questions? All right. Thank you very much. All right. Next up we have discussion regarding resolution to renew the lease. Okay, thank you very much. All right, next up we have discussion regarding resolution to renew the lease from the city of Pipsons, and the Manchester City. All right. Okay. Thank you very much. All right. Next up we have discussion regarding resolution to renew the lease in the city of Pipsons of Manchesterio District Court, 110404. Mr. Reimach. Mr. Chair. Hi. Good evening, council. Here we go. Once again here to update your entire lease for one of our next year of districts. The district court of 11104, we're looking to extend the entire lease by two years. I think that was the increase in rent since the Pithton, as how is the Ministry of District Office for many of the mayors and the continued maintenance and facilities to solve some of some security and answers for the early jack. So we respectfully request. We can go to the favor of extending these. Any questions? All right. Thank you very much. Next up, discussion regarding the five-camera. And the shutting down of the road. Absolutely. Yeah. But I think it's just a managerial thing. Just a Manager crock mobs that something that I don't think it has to go through council. Is that something that your office would need to approve? Yeah Council and just of that council and and everyone's aware it's safer with the road shut down for the the graves. They will have great additional drabter and local police. Any questions? Yeah, thanks for the program. Thanks for your time. Thanks for your time, sir. The second one, everybody, you got an email. I think it was just yesterday. I appreciate you sharing it. I'm printing out the contents of this from C-CAP. And there's a two-AP and there's a two-ply answer member and just explain what they're looking for. Those of you who have had the C-CAP gatherings before, there's strength in numbers and we have issues with the state. C-CAP is a wonderful, I found a wonderful organization to really help us navigate some difficult water, sometimes and also this, an all-pissout on the ground, just in the act of governing. So what this is asking us to do, they need 25% of counties to sign in half a day, but just to affirm that we, we designated our constables as independent contractors, just like we go in election day with our poll workers, they're a component of the election board there locally, so that's how they're paid. That's all they're really asking for is to sign this, to get that out to Frank Mas, I think is the point person with that, Mr. Chair. And again, you all receive an email. Just one, it looks like Manjure can do this as well. I don't know if he had a chance to look at that, but it seems like for his email, there's more of the essence. You know, the memorandum's due to 2016. There's something with Adam's County there that I think they needed because of some kind of the election. We can be very narrowly and pick it that way. I can get that out. Yes. Thank you, Madam. Thank you, Madam General. Any other questions regarding this? All right. I'm right, time tonight. Public comment. Sorry, you want to go back up and finish your comments. Mr. Wyland? All right. There you go. So just continue where I left off. Now to my final point in the hiring of the County corner, I wish to clarify for everyone that he is not a licensed field director, he may be associated with the funeral home and service that's president, but he never received formal education and mortuary science, which includes, in my own opinion, educate most valuable than in my opinion, education on the laws surrounding the funeral industry. High along the way, fellow colleagues in the industry, have been the past come to county council meetings to raise concern over a funeral director or employee of a funeral home, serving in the role of county corner. And let me just specify, not a deputy corner, the role of County Corner, the head role. Let me share this following opinion with you all. The County Corner should not be a funeral dinner, nor should the corner have or had any affiliation or a point with a funeral home. It leads to a potential conflict of interest as recommendations may be made by the corner to use a funeral home in which there is an affiliation. Now understand ethics clauses are most likely signed by all deputies and the corner, but I just needed to make that point clear. So given that the newly hired corner isn't unlicensed employee, inserts as president of a funeral home, who is to say that he will not be filtering business in his direction or into the direction of one of his friends. After all, he and the I would miss his news interview. He walked around his funeral home of employment, sat at the desk with a reporter with the name of the funeral home smack dab on the computer screen. To close my time here, I would ask that you, the county council members, please have a meeting with the county manager. I don't know exactly how that works, but I think you need to re-review this with the county manager and I thank you all for your time here today. Thank you. Anybody else in the public comment? In the audience? We have a handle on the Zoom. Mark? Mr. Chair, this is Mark. We have all the people that speak in New York. Yes, we can. Thank you, Mr. Chair, and this is in regards to what was approved last week by the Board of Elections, the suit up, as I call it, the suit up drop-offs, the run of the next drop-offs, where we want to call it, uh, drop box, that they modify drop box. Uh, it's not about whether, you know, the same debate that's been going on for us is 2020 about the legitimacy of drop boxes. This is about the liability issue to the county in regards to this purchase. As I made clear to the election board and to the Bureau at last week's day I would hope that the count will and especially the county manager and the office of law would look at quitting a since this is the eye of the program and this machine has not been certified and it's an important point Mr. Chair. The machine the Rumbach Dropbox, has not been certified by the Commonwealth of Pennsylvania and Northern Department of State. So therefore, since this is a pilot program, I strongly suggest that urgent plea with the council and the manager and the office of law to put an identification clause in the agreement with one back so that way it would hold harmless the county loser in case anything happens with this machine or with regards to chain of custody or liability issues that would come from this purchase of this modified drop-off. That's all I ask Mr. Chairman, thank you very much. And you have the... Thank you, Mr. Rayboh. Any other public comments? And can you also on the Zoom, any of them in the audience? Mr. Tharnes, something you would like to say. Very, very good. Thank you. Councilor Hesville, for your authority over the election board, I realize that. and I just want want to state my Disappointing in the election board decision to go forward with this new Fangled Hike check I'm against them. I've been against them for the very beginning. I thought they're a COVID. They were necessary Now it's fine, but I don't understand out there really wants to hear because in this day and age people wear masks all the time. Medical masks, it's accepted in society. People who wear masks all the time drop box, nobody will know who they are. And I don't understand how the same person can't go back every two days or every three days and drop another dollar. I don't know who would even know to stop them. They can't be identified with a medical mask on a hoodie. But I do know that if people had a voted person, that person can echo the machine and get it back in line and vote a second time and then get back in line thank you for your time. Thank you Mr. Todd. All right. Is there a motion to adjourn? Motion. Second. All in favor. I oppose. Meeting adjourned.
