Good evening with concurrence of the City Council, I'd like to ask staff to bring back an ordinance banning mylar Balloons in the city of Torrance mylar balloons are a safety hazard when they come in contact with or come close to power lines Which can cause power outages explosions down power lines fires and damage infrastructure While state law already prohibits the release of mylar balloons into the air and mandates that they be sold with a weight, these measures haven't been enough. We continue to see mylar drifting into power lines causing preventable damage and littering our beaches and ocean. By taking this step, we can productively reduce environmental harm and prevent unnecessary disruption to our power grid. Do I have concurrence? That's a six six one I'm a no but it doesn't matter. As part of this staff, as part of this effort, staff research security solutions and reached out to Meridian Rapid Defense Group, a company with extensive experience securing large-scale events like the Tournament of Roses, the Super Bowl and several other major spectator events. Tonight Council is being asked to consider three options. The deployment of this equipment throughout the parade route could alleviate some personnel deployment that makes sense. I'll take into the details of the specific security plan. But in reality, we could see some funding coming back in that regard. Okay. And that includes costs for the equipment in the setup if necessary. Yes, the equipment throughout the route, throughout the 5K, and also staff on hand up to 20 people plus the 18 wheelers, big rigs delivering the equipment throughout the day. If we need something move, they'll be available. Okay. And is this the only company that we contacted? No, currently the most promising. Some we've contacted fell short in terms of what they could provide. This is the most extensive and are opinion the most professional and tested group that we've counter. Very familiar with the company that we contracted. I just want to make sure we're not committed to the entire $180,000 contract in case there could be some equipment that could be utilized from other places. Well, in order to facilitate the event, the cost for the Meridian Group would be $180,000 roughly. $180,000 roughly. We might see savings on other avenues in terms of staffing. Good evening Honorable Mayor City Council, I re-know-neil management assistant for the City Manager's Office. Item 10B is a recommendation of the City Manager for City Council to accept and file a research update and discuss and provide direction regarding the establishment of a public health department. This research was conducted in response to a follow-up made by Council Member Matucci during a City Council meeting on January 23rd, 2024. The goal of this research is to identify the requirements, funding, and steps necessary to establish a city-operated public health department. Today, staff will provide an update on our research regarding the feasibility of establishing a public health department. We will start with the minimum requirements for a local public health department. Per the council's request, we will also receive an update on the status of West Covena's public health department, which is in process for approval. We will review successful public health departments within LA County, review public feedback and potential from public private partnerships, analyze the financial considerations and challenges, and finally present the POPs possible option your honorable body may choose to follow. So starting off, any public health department must meet a minimum set of requirements as defined by the state. The California Conference of Local Health Officers are responsible for the development of the guidelines and regulations outlined in the California Code of Regulations. These include collection, tabulation, and analysis of public health statistics, community-equal disease control services, environmental health and sanitation programs, chronic disease prevention and mitigation efforts, public health nursing services, and public health laboratory services, which are required for populations exceeding 50,000 residents. Any local health department must have the capacity, expertise, and financial resources to meet these mandates effectively. The extensive list of requirements can be found on attachment one. Perc Council's request, staff was instructed to provide an update on West Covina after their health department had been approved and in operation for one year. However, West Covina is still pending initial approval from the state to move forward with recognizing and officially operating the department. At present, the Public Health Regulatory Package update is at the State Department of Finance for the analysis of economy impact to the state of California and the funding for local health departments. California Department of Public Health has not provided any estimated time frame as to when the State Department of Finance will be able to finalize their analysis and funding of the local health department. In the meantime, West Guvina is simultaneously performing their initial obligations as a public health department, including conducting a community needs health assessment. As previously mentioned, with a municipality with more than 50,000 citizens, the state requires laboratory testing services. In order to fill this requirement, West Covina has approved a contract for laboratory testing services with Long Beach Public Health Department in March of 2024. This contract can be found as attachment to for your viewing pleasure. According to a February 2025 City Council meeting, the City Health Department has spent approximately 83% of its contracted budget for initial startup with no alternate funding identified. This initial startup process began in 2020 with a limited contract budget. West Govina City Council has requested its staff to present and draft a strategic plan to be presented at a future date in order to understand how the remaining funds will be distributed to prior to the approval of the state in order to begin generating revenue through licensing. To better understand the potential frameworks of a local public health department, staff has analyzed both the city of Pasadena and the city of Long Beach's public health departments, as they are the most comparable cities within LA County that maintain their own public health department. Although the City of Vernon does maintain its own public health department, previous research from staff has concluded that the City of Vernon is not a comparable city for a multitude of reasons, including dissimilar population sizes, as well as the limited functions of their health department. First, we will start with the Pasadena Public Health Department. The Public Health Department has been in operation since 1892. In 2016, the Department received accreditation from the Public Health Accreditation Board, demonstrating its commitment to meaning national quality standards in public health. The department successfully completed the evaluation process to maintain its national accreditation through year 2028. This chart here shows the department structure, including six separate divisions that make up the department. According to its 2025 budget book, there are approximately 117 full-time equivalent employees in the department with a notable decrease of 28.8 full-time equivalent from the prior fiscal year. The full Pasadena Public Health Department organization chart is shown as attachment three that displays the duties of each of these divisions. The department has a budget of $21.18 million for fiscal year 2025, which is approximately 19.8% lower than the budget for fiscal 2024. The primary funding sources for the department include county and federal grants, their health re-alignment fund, and a fee for service model based on user fees. Attachment per four provides these general department fees from 2019 and they estimate the approximate fees that are paid by citizens. Historically, the city's general fund has not been utilized for public health department services. However, due to rising costs, grant funding is no longer sufficient to cover these administrative costs. The department does not collect enough revenue or grant funding to cover overhead costs and must turn to the general fund to offset these shortcomings. The 2024 budget includes approximately $522,000 from the general fund to offset these short falls. The graph above displays a five-year fiscal trend for the department with categories categories displaying budget trends for personnel, servicing supplies, internal service charges. And as you can see, there has been an upward trend over the past five years in the overall budget. However, as previously mentioned, fiscal to year 2025 is projected to have a 19.8 decrease in this budget. This decrease is primarily due to the loss of grant funding, including the conclusion of eight grants and the reduction of two others. As a result, nearly 30 full-time equivalent positions are being eliminated with 19 of these positions already vacant. As shown in the chart above and blue, a significant portion of the budget goes towards personnel costs at approximately $14.2 million. That is 2.4 lower than the fiscal year's 2024 personnel cost. Service and supplies will see a $3 million decrease in 2025 internal service charges will maintain its relative $2.4 million dollar budget. More information on the fiscal trends of Pasadena's public health department is located on attachment 5. Pasadena is home to Huntington Hospital, which ranks 10th in California according to US News, and is a part of DCD or Sioni Health System. The Public Health Department has a close connection to Huntington Hospital as they have worked in partnership to execute the community health needs assessment of Greater Pasadena, which includes the surrounding areas of Altadena, South Pasadena, and San Marino. Huntington Hospital developed and improved an implementation strategy to address significant health needs that were identified in the community health needs assessment. The development of the Pasadena Community Health Improvement Plan was a community- and a process based on the findings found in that community health needs assessment. This was conducted in conjunction with their partners at Huntington Health and the process is used by communities to set their priorities and coordinate and maximize the resources available. Next, we'll be moving on to review the case study at Long Beach Health and Human Services. Long Beach conducts over 350,000 public health visits annually and offers services to promote healthier and a more equitable community. Long Beach offers a variety of services aimed at promoting health and wellbeing, including public health, nutrition assistance, homelessness services, environmental health, and community services. This organization chart and it's the duties of each division are found on attachment six. In fiscal year 2024, Long Beach has approximately 500 full-time equivalent employees. However, they have eliminated over 70 of those positions to address budget shortfalls and reallocate resources to essential services. City officials have indicated that cuts were necessitated by the loss of state grant funding and the conclusion of the Long Beach Recovery Act. The Act created as a response to the COVID-19 pandemic, marshalled approximately $297 million of patchwork of funds across 85 programs. 70 of those programs are expected to end of this year. The organization operates with an annual budget of approximately $117 million, which includes funding from various sources within the health fund. The health fund is composed of 65% grant sources while the remaining 35 are from non-grant sources. These non-grant sources include the general funds share of the total 1% tax revenue. Additionally, the Long Beach Recovery Act funding is a notable contributor, though it's important to note that its funding has concluded in the 2024 fiscal year. Many of these grant sources, it's important to know as well, are also one-time funding sources that continue to be factored into the budget. The Long Beach Health Department also depends on its fees and charges for services which can be provided and seen on Attachment 7. The Long Beach Collaborative includes several key healthcare organizations such as Memorial Care, Miller and Children and Women's Hospital of Long Beach, St. Mary's Medical Center, Kaiser Permanente, South Bay Medical Center, and many more. This alliance took a different approach to addressing the needs of its community. Conduit Health Community Health Community Institute, a company that specializes in the community health assessments and improvements worked with these entities to conduct their community health needs assessment in 2019. In collaboration with the Long Beach Department of Health and Human Services, they prioritized significant health needs and created a racial and health equity data hub, which is available for public consumption and awareness. This partnership ensured the continuity and efforts to understand and address health-related needs across Long Beach, bringing together diverse organizations and a shared mission to improve community health. As a part of our research staff reached out to key regional and health care partners for their input and concerns. Starting with South Bay Cog, the leadership at South Bay Cog have expressed that they were not willing to pursue collaboration at this time if Torrance continued in its research efforts for a public health department. South Bay Cog has previously researched the possibility of a South Bay regional public health department on behalf of interested member cities and concluded that it would require the formation of another joint powers authority. Additionally, leadership indicated that South Bay Cog does not have the expertise to do either cost effectively or in the most efficient manner that assures quality of services at this time. However, leadership at South Bay Cog was kind enough to extend its services to Torrance to connect with other interested cities if research were to continue. Additionally, if the research were to continue beyond this exploratory phase, leadership at South Bay Cog recommended speaking with the Beach City's health district for further guidance and insight. Next, staff spoke with leaders from Providence, Little Mary, a little company of Mary. And at this time, I'd like to take a moment to note that the leadership from Providence is likely watching the session as they have been interested and being informed about the concerns and decisions of the council. I would like to thank Jonathan Hughes and his team for meeting with me to discuss this matter. So thank you, Jonathan. Our meeting highlighted some several key issues concerning the regarding the creation of a Torrance Public Health Department. One primary issue was the potential for additional regulations, which can complicate hospital operations and create confusion regarding reporting lines, particularly with state and federal oversight. It was also noted that decentralizing administrative functions could hinder hospital efficiency and that new fees and the staffing burden on the city were concerning. There was also the concern about the competition for medical talent between city and hospitals as the medical sector is currently facing major staffing shortages. Additionally, existing partnerships with the county and Providence could be at risk if the city establishes its own health department, particularly in terms of funding for community health assessments in future. Our discussions with Torrance Memorial Hospital, we gathered valuable insights. There were recognitions of the potential benefits that may arise of a local health department. However, as we've seen with Providence, there was a significant concern about the complexities, particularly around operationalizing the initiative, managing the staffing needs and addressing infrastructure challenges. Emphasis was placed on ensuring that the department remains customer, centric, and not punitive, with a strong focus on fostering effective partnerships with LA County to avoid redundant efforts. Additionally, the importance of using local data to inform decisions was underscored. On the other hand, concerns were raised about adding another layer of bureaucracy with the potential financial burden and the diversion of resources from essential services. It was noted that adequate funding is crucial for the initiative, success, and leadership agreed that the need for further feedback from community partners and the perspectives of hospitals is necessary to better understand the potential impact on vulnerable populations. One of the biggest factors in this decision is funding. There are several key financial challenges to consider. First, there are no special property tax allocations available at this time, meaning funding would have to come from either federal or state grants or possibly the general fund potentially impacting other city services at this time. Additionally, if the city would face significant and indefinite costs, including potential property acquisition, the hiring of staff, and securing state approval. Grant availability is also limited, which makes long-term funding strategies complicated and unknown. Finally, as we've seen with the city of West Covina, the timeline for state approval is indefinite, creating a gap between initial startup costs and the approval to begin generating revenue through licensing and applying for state and federal grants. As West Covena is the only city in California who is developing a new public health department, staff cannot accurately gauge a startup timeline or start up costs until this procedure has been in completion. To effectively assess the state approval process, staff must continue monitoring West Gowino's progress as it moves through the new state approval procedure. There may be aspects or issues within the process that west kovina and the state are unaware of. Additionally, this process would require additional financial burdens on the city, approximately 5 to 6 full time staff members during this initial period to adhere to the guidelines and requirements of the state for approval. To alleviate some of these funding source issues, there may be a possibility of forming a special community services district, which could generate additional revenue. However, this option would require voter approval and extensive research beyond this research update. So given the information outline, the staff has provided three options for your honorable body to review. Option number one, accept and file direct staff to bring forth a subsequent update on the city of West Covina has established their public health department for a full one-year period. Option two, accept and file direct staff to bring forth a subsequent update based on council's priorities or additional research increase. In option three, except in file direct staff to halt research efforts on a potential establishment of a city operated public health department. Staff is available at this time for questions. I'm a surprised this health system or whatever you call it, this idea came from Matucci, who is well known. He was an anti or anti-masker and anti-vexer. So he did not give a hint about the people getting sick, spreading the disease. No, he got sick and he said, oh, it's OK. Everybody going to get sick. He did not care about it, but he's pushing this agenda. My opinion, this lady, nice presentation, by the way, give you four, I mean three options. There is one more option. Drop it. Drop it and forget it. You don't have money. Again, this is spending millions of dollars to start up something that we don't need. Or just annex Long Beach. Let's annex Long Beach. They have one already and ship everybody there like the homeless. Anyone else from the public who wants to speak on this item. I don't see any me or me make a clarification. Okay sure. Thank you. And I'm glad to see that I think this is your first presentation to the council, so good job. On this matter of the creating a Torrance Health Department, I guess my own observation goes back to our recent experience with COVID, the response by LA County to the COVID pandemic, having to cover the entire county and in comparison, looking at the local responses by both Pasadena and Long Beach for their residents. It was my observation that when vaccines became available in both Pasadena and Long Beach were very quick in delivering those vaccines to their residents. LA County had a much more difficult time in rolling out the vaccines. It was at least in my opinion very chaotic. I know that for my own experience with my family, we had to seek vaccines in different parts of the county, which weren't locally available. So on one level I can understand that if we did have our own local health department, we could be more responsive to local health needs. Also our response to the illegal street vendors required us to hire Ellie County Health to enforce our ordinance. And it was limited as to, I mean, while LA County Health did support our efforts, I think it would, if we had our own health department, that once again would have enabled us to be much more responsive to local needs. I do believe that at this point, it's a good position for us to sit back and to watch West Kavina as it moves forward with its own application. That doesn't require any expense on our part, just to sit back and watch and to learn from their experience. One question for staff. You noted, I think the report noted that Pasadena's health department was created in the 1890s something and Long Beach was created subsequent to that. Are those in addition to Vernon and looking statewide? Are there any other applications before the California Department of Health or Department of Finance to create separate health organizations? at this time West Colvina is the only city continuing that at this time west kovina is the only city continuing its efforts with the state to receive approval. There were other cities between 2020 and current who had researched this effort but have continued discontinued that research at this time. All right, thank you. In your discussions with our two regional hospitals and looking at the responses, was there a presumption by management that the creation of a separate Torrance Health Department would be redundant to Los Angeles County Health? Yes, Councilmember. The response that we received from the various hospitals indicated both a redundancy and a decentralized process for these hospitals, some of which have hospitals located outside of the city of Torrance as well. So being able to streamline this process with the localization of a public health department was not something that they necessarily took on a positive matter. Okay, thank you for that enhanced detail. And I guess my last question would be looking at sources of funding. I noticed that for all these health departments, their primary sources through grants and subsidies rather than through fee generation. Is that correct? Yes, the primary funding cause is through grants through the state or federal. The fee for services creates a small portion of the public health department budget. Okay, thank you very much. Thank you, Councillor Matucci. Thank you, Mayor. I just wanted to remind everyone that we it's been five years to get to this point. It would be a really shame to just kind of throw it all on the trash. I concur with Councillor Codge's assessment that we should probably just put a hold on doing more research and wait for West Covina to come through and open the doors and maybe give him a few months so they can give us, you know, maybe one first quarter or even, you know, two quarters worth of feedback. So that might take us into maybe mid, you know, mid-2026 per se, or even if it's 2028, doesn't matter. But I really do think we should keep the conversation going and just wait and see if we can have, and we'll call it a road map, you know, with direction. And really, I mean, we don't have to sit there and reinvent the wheel of West Covina, it's gonna be a a successful opening in operation then maybe we can just simply look at what they're doing and then at that point we'll decide whether we want to move forward with it or not but I don't think we need to put too much more effort until that time. So I'd support us holding it holding on to any further research until West Covina opens give or take a few extra months of operation. Thank you. And thank you for meeting with me and helping me understand some of the questions that I asked you for clarification. And thank you for a great job. First time you're doing great. A couple of questions for public awareness that I asked you earlier. This is a third time we're bringing this item for after research. Is that accurate? It's actually the fourth time. Okay. Thank you for that. The whole public health department concept that we have entirely depends on state and federal funding. Correct? It would primarily consist of state and federal funding. There would be a small fee for service charge, as mentioned, but in terms of generating revenue to support the public health department based on research, it would not be sufficient to cover all of the administrative costs and service charges. And the state and federal funding they're not on consistent basis. It's one time grant that we have to apply again and you're not sure if you're going to get that again or not. It's the correct assumption. Depending on the grant council member, there could be a one-year grant funding, but there also are grants that are two, three-year terms. The other issue with grant funding is they operate on a different cycle than these cities finance budget. So we start July 1st, some of these grants operate on a different timeline. So these grants may expire midway through the budget cycle for the city, which can cause some concern about covering the remaining costs. Okay. So basically what I'm hearing is that the source state or federal is not consistent again. That's correct. Okay. But the fourth time that we're bringing this item, how much time we have spent on this item. Your Honor, Danny Santana City Manager's office. Councilman to your question. Miss Wendell can speak to how many hours she invested in her presentation, but we have had a number of different team members that have supported this. Depending on the time span between updates that have been provided to Council, it varies. I would say it's anywhere between 15 to 20 hours at each, just checking in prior updates and how to include additional assessments as to the status of other agencies that we're pursuing public health department research at that time. The one that comes to mind immediately is the city of Santa Ana that is since cease the effort. But it varies between 15 and 20 hours depending on the presentation itself. 15, 20 hours per? Per, yes. Okay. That's not a whole lot. Okay. Do we qualify from any grant funding to do this research and instead of federal because we want to go and pursue this option. We apply for- No, we do not. This is all within our existing operating budget. We did not or- We have that pursuit. I would not have heard of any grants available for the established for know the Public Health Agency Council. Oh, can't have that. That will require additional research, but we're not aware of any sources. the state of approval. four years to depending on the department it's looking at. Maybe please correct me from wrong. Did the designate three or four individuals to research on this initiative? Wes Covina, did they? To my knowledge, they have approximately three full-time staff members at Wes Covina, including their chief health officer. Those three staff members are the sole responsible individuals who do the grant funding research as well as continuing the monitoring of state approval. Okay, thank you for that. So establishment of this will require a lot of efforts. Plus, we have to have our own facility. We have to have specific funding. And like we have to have our own facility. We have to have specific funding. And like we talked to earlier, do we have just hypothetically, just in case we keep on pursuing this? Do we have any facility in mind that we have to purchase? That's it in addition to funding that we may get from State or Federal. How much will that cost us? Your honor and members of the City Council, Danny Santana City manages office. That would depend on the extent of services the city would provide through its conceptual health department, just comparing us to the Long Beach model. We're about a third in population, but we have a much more diverse commercial base. So we may have to be likely north of Pasadena, south of Long Beach, so maybe somewhere in the 70 to 140 team member in order to be able to support the 12,000 plus businesses that we have in the city. And the very types of uses, the hospitals, the medical industry that's here. Depending on that head count, that would dictate what size of facility we would need. And the need for public accessibility from a permitting counter standpoint that would also have to be points of consideration. So we would not put a staff would not want to hazard a guess at this point as to what the cost would be with acquisition or whether we can repurpose an existing facility. It would just it would be a sizable endeavor. Thank you for that. I think you will answer a couple of more questions. Mr. Sontana. So I know that what I'm hearing from the staff and also from the data seems like it's not a beneficial. It seems like it's going to be a lot of expenses going towards that and a lot of unknowns, how much grants we get from federal and state. In your opinion, are there any benefits if we go with that initiative, any concrete, any benefit that we think of that will help our population that we're not achieving right now. I'm sorry but I'll do my best Councilman. Thank you. My prior experience and prior capacities with the city, we often did hear interests from businesses to concerns with the lengthy health department review process, having to go to different offices to secure certain permit approvals inspections. If those were located in Torrance, there would be some intrinsic benefits associated with that. I don't know we can put a price point on that other than convenience for those that are looking to set up a entrepreneurial enterprise in our city. But that goes from very micro level to the more macro points of consideration that Miss O'Neill raised with our hospital industry. There are, they have shared concerns and that's why staff reaches out to make sure we understand as much of the factors as we can. That there would be duplication of effort for some of our corporate citizens by having to go to different regulatory agencies to secure those approvals, should the city and institute its own health department. So there can be some benefits to some and then some added effort to others. Should the city break off inform it so. Councillor, if I may add to what Mr. Santana said, I'll have to ask the manager. We have have pastures ourselves to follow us, Covena, for them to determine some of those benefits. And Pasadena, Long Beach, Vernon, and the only other one is Berkeley in the state. So one would determine, there's reasons why the pros versus the cons. As Mrs. Antana stated, I'm sure there's some benefits to having local control, which is on the more overachieving concept. The question is the cost associated to establish such an agency. And then the pros, the cons, that's why we had an appreciation to council for wanting torrents to follow others. When this initial effort started, it was a significant frustration by many cities, including Glendale. I recall, as mentioned earlier, Santana, I think even Beverly Hills. And as agencies continued with the in-depth research, they all at some point made a decision to halt those efforts. In our case, this is just a routine research project that now, this is now our report, management assistant that has the opportunity to learn this object matter, continue to expand on the scope, and then we seek that the input as far as the benefits and then we'll determine if West Covena establishes, and they see benefits as a result, we'll be able to ascertain and make adjustments and give you a more educated response having that data. Thank you. Your honor, if I could add to Mr. R City manager's just an overview there. One of the reasons for the recommendation number one is to wait 12 months after West Covina has established. So that way we could actually come with some concrete examples of the benefits and the negatives that may have resulted. That time from an implementation to reflection and then hopefully having something of substantiation would be very helpful to staff to be able to offer a more refined recommendation to council. So are you suggesting at this point which is halt and wait until the West Coenag gets it, And then we start we start or you want us to continue your recommendation is to continue looking at. Councilman I believe the recommendation number one was to wait until West Covina has completed the establishment of their health department for one full year, meaning one operational year. And then return to council with an update at that point. Okay. Yeah. Okay. Thank you both. One important question that I'm leaving at the end because I think I spoke with you about that as well. Medical, most of those facilities that go with a lot of litigations, I have known personally some of the institutions that are going with a lot of litigations and that eats up quite a few funding. Do we know, I know that's a confidential information, at least the number of litigations against any of those major hospitals that we have. I think I requested you to look into that. Yes, Councilmember, I re-noneo management assistant. At this time, staff does not have that information available, but as mentioned, we have discussed the inquiry into this information, and staff has connected with other hospitals and city staff within the Pasadena and Long Beach Public Health Departments to obtain that information and staff can provide that information once we have received that. Okay, thank you. Thank you for all your presentation, health and information. Thank you, Mayor. Thank you. I'm going to give myself a couple of minutes before I call Councilman Karji. Some of the thoughts I think first of all, thank you, Aaron. I think seems like each update is based on the next new management aid intern. So hopefully you're able to find a little history. I would encourage that I actually think we probably want to continue, but we need to think a little bit more which we're heading. I think during COVID a lot of us want local control. And I would say most would agree that a county of roughly 10 million one size does not fit all. The other data point is as far as I know is that West Kovina is, I think, roughly the first city in about 100 years in state of California that's trying to stand up their health department. So the state of California doesn't even have a process and they're creating that process. And that's why the report sounds a little bit more negative on what is the benefits with the outcome. So I would encourage that the time that are, each of our new management interns come out is actually small, but I prefer actually we actually continue it. Now you will not wait, but I think we ought to think about some of the things that I'll share. We do have a big advantage in the city of Torrance that we have two premier hospitals in the nation. And I know when I had a conversation before Craig Leach, who was the former president of CEO of Torrance Memorial, he was very interested. The air is a concern. It all depends on how we approach the discussion conversation with these two medical centers. You'll get the different type of response. I think there's definitely, I would say, we're not looking to create more bureaucracy and more duplication. I think we need a streamlined and simplified for our local community. I think we might want to start looking when the next interns start looking at it is how could we leverage the power of these two medical centers as opposed to duplication so that they take some of the tasks. Funding wise, you know, each city, at least in the South Bay, I'll just pick the 16 representative cities in the South Bay cog, probably pays certain amount of funds of contribution to LA County, which ends up funding their LA County health department. And those are the areas that I think we should study, you know, what is the path to get the funding if we went on our own? Because somebody is contributed to their pot. That's how they're running it. The other area which I think we need to look at is even though the COG sounds like the initial is a pushback and that's usually the response when you come up with an idea because no we don't want to put more effort into it, totally understandable. I did have a conversation with the former mayor of rental palace verdies when we talked about this. And he was very excited. As a matter of fact, he anticipated that should the city of Torrance take the lead since we're the largest city with the two prominent hospitals that could leverage. And we have a lot of medical personnel here who could probably, you know, help us stand this up is that if the eventual answer is more leaning positive as we get the whole, look at the whole picture, better local control, just like what Councilman Kojiji said, you know, health directives that's pertinent to local situation as opposed to the whole county that other surrounding cities in the South Bay Cog because we actually reached out, I think the past, you know, Long Beach during COVID to see we could tag on to their health department. And I think it was a negative at the time. But if the local cities, especially the South Bay local cities, should we ever get to that point? I could see a lot of them start reaching out to the city of Toronto to see we would we would adopt them as well. And party adoption would be some fees. So hopefully you get you the picture when I'm thinking is that those are also opportunities for our to stand up our team and build our budget. So I think some of the things we need to think about is not just the standard way. We need to look at our situation, our unique strength that we have. It may not even be the same as West Covina once they stand it up because I'm not sure West Covina has a strength we have either but they are sort of like the trial case in about about 100 years. So I think there's wisdom watching them but I think for intern project, it's worth putting some brain cells on to see some of the other things that I'm suggesting that we could bring in revenue. Yes, you know, each time I think, you know, intern, I feel like we get a new project. So we almost think like, you know, we're almost on this is on a lifeline, but I think we think of a big picture. I think there is potential here that we need to look at as opposed to this looks like it's a downer and it's going nowhere. That's how I'm reading this a little bit. And I think some of my colleagues probably looked at it, but you know, this be going nowhere but at a minimum you know I think we need to keep this alive even though we're only spending. Let's say we only spend 60 hours between each other. I think that's not a big deal. Yes, City Manager Aramchaparian, the extent of the research or the scope that council would want, not to undermine the caliber of our team members who have come before Irene and done this work, we've done pluminary research based on studies and existing structures. If council wishes to do more of a technical study, what I would recommend is providing staff direction to obtain technical experts, i.e. consultants, that can help the city in doing that additional research, determine some of the benefits, as you mentioned. Just for a record, staff is not opposed to this endeavor. We're just going with what established data and the feedback is. So I would recommend Council, at least from a direction, perspective. If you want us to elevate the level of research and effort, then we can bring back to you a scope with some recommendations as far as potential consultants and the funding that can be required to build on the work that our fine management aids and management assistance have done to date. So I just want to set the record straight. We're available to serve at the pleasure and direction of the council. Okay. I'll go along with that. I think I'm not suggesting we level up so high in adding too much a larger budget yet. I'm just suggesting that with, you know, the interns were getting, those are areas they should look at without asking for a grander budget. I think we could, you know, challenge them with their widths in how they could go, at least explore when they're looking at things like this. The challenge is when we have a handoff from one management aid intern to the next one, does the tribal knowledge get captured and passed on? So it doesn't look like we're starting over again. That's probably the error we need to look at. We do have them watch the material and review the content and the items in part of their deliberation to build up on this knowledge. But up to now the direction has been follow what's COVID which we have. But if we want to expedite or elevate to make this then we have to assign either to more of a management and socio-type effort or bring a supplement with some additional support. Thank you. But if you want us to halt any future research or bring back to you in six months or a year, West Kavina stumps up and down and give us additional direction then? I think using our management aid in turn is good and maybe if the management in turn wants to you know query you have a meeting with I'm going to volunteer myself as the things that we have to look at prior to the next update and fully open to that my time is free right so just things like that I was just thinking out loud some of the things because I looked at all the report and I appreciate the study you did. I know because the progress is probably much slower than we would like. That's a problem. And again, it goes back. No one has the formula after 100 years. That's a challenge, right? The City of Vernon only has 200 residents and it's primarily all business industrial and I believe their industrial base brings in about 50,000 plus employees a day. So for their health department, I guess health and environmental services, it would seem that their focus is primarily on the businesses in the city of Vernon. Is that correct? Councilman Irene O'Neill, management assistant. According to the research that has been done on the city of Vernon, a majority of its public health needs are actually done by LA County. The only primary function of its health department is in environmental aspects. Given the fact that there's only 200 residents, they as a city have decided that it's capacity and it's financial burdens of a fully structured public health department was not necessary. All right. See that approach really interests me because I listen closely to my colleagues' comments, Councilman Shake. I don't think I could support the creation of a big expansion of bureaucracy that has to depend on annual funding, which is an in sync with our own fiscal year calendar. But the city of Vernon and the services that it provides, and I'm not sure if that's fee for service in which they're charging the businesses for certain inspections, whether it's for the restaurants, food processing, underground storage tanks, site mitigation, site mitigation, things like that. That would seem to be a better model for us to look at versus the creation of a large bureaucracy that requires just a lot of front capital to get it off the ground. And so I would be, I would like to encourage maybe sourcing more data from the city of Vernon to see what their revenue model is. And if it's net revenue neutral, or if it's even a slight positive, and that benefits our own business community, then let LA County Health continue carrying the burden of all the other, you know, say, laboratory and, you know, in-house doctors. So to have that type of extensive outreach with them, that is the reason why we entered into this contract. However, since then, we have not had to pay anything to them. If we've needed them, they would come back out at no charge to us. Fortunately, by doing that, it did set that precedence and we have not had the issue like we did prior. And so we take that responsibility over from the county if we set up our own health department of going in and inspecting our local restaurants, doing. But if perhaps we can look at the Vernon model and maybe learn from the types of limited services that it provides And also if we can find out if the operation of their health department and Environmental quality is revenue neutral or even you know a positive or slight negative Perhaps that might be a model for us to consider rather than take on all the full responsibilities of a full blown health department. In the research regarding the case with the city of Pasadena during the global pandemic that we are referring to, this public health department did need to be required to adhere to the state regulations. So in cases of emergency, the local health department would need to adhere to the state regulations. In terms of that limited scope in the case of the city of Vernon, that information is not something that staff has available at this time, seeing as how we have specialized in Pasadena and Long Beach. Okay, yeah, that's what I was thinking under the limited scope that Vernon has is they also had to follow the state regulations as well. And Long Beach, I believe, well, I know, because I actually work for Long Beach, they still did follow the state regulations, so they did not make a decision about any of the public health concerns either. We would also be able to do some of the, I know Pasadena had a fee listing on some of the things that they had charged for. In your research, did you make the determination on the Pasadena portions, particularly from the business part of it, of the fees that they collect? Are those revenue neutral or are they, does it add to? Or do they break even? So based on the research that staff has concluded, it has been estimated that those fee services are not revenue neutral. They actually do not cover the administrative costs and the services associated with those revenues. And the same goes with the City of Long Beach. Staff has advanced three game options with the Torrance Group Sales Office. With the Dodgers, excuse me, Group Sales Office, seeking the lowest pricing and high seating availability to keep Torrance attendees in one area. The recommended 1,050 tickets is informed by the sales totals for the past two seasons. The game and ticket options are Sunday June 22nd versus the Washington Nationals, game time 1 10 PM, 1,050 tickets, costing $39,910. Sunday, July 20th versus the Milwaukee Brewers, game time 1 10 PM $1,050 tickets at $42,010. And Sunday, August 10th versus the Toronto Blue Jays, Game Time 110 PM, $1,050 tickets at $33,610. In addition to those Game Day tickets, the city may also purchase an on-field opportunity for $500. The voter opportunity includes up to 30 people for a group photo session in the outfield of Dodger Stadium. As in prior years, the city may offer the Dodger Day tickets for resales with the community at a reduced price. For your consideration, staff has provided a table on page two of the report, detailing reduced pricing from 20 to 50% for each of the three games. It is recommended that your own body provide directions to staff one on the purchase of one thousand fifty LA Dodgers Day game tickets to the purchase of an on field folder opportunity, three selecting the game date for the ticket purchase and four on the resale of the tickets to the community potentially at a subsidized cost. So that's a great way to make money for the city. That's how I bought my house. I bought something from my neighbor for $5, and I sold it for $3 to the other. And then the $2 I lost, I bought the house. So how stupid is this? And by the way, what is it, Dodgers, that's making money for LA? Los Angeles. It's not Torrance. Los Angeles. I think it's a reasonable ask that we purchase the tickets at the obviously the face value and resell them at the face value their an effort to recruit the whole amount you know because there's still I think there's going to be plenty of interest to go see the Dodgers at the full ticket price considering the players that are there nowadays so I really do think it's you know I think it's nice that we've done it for many years, subsidized, but I think $38, $40, $32, depending on which game we pick, is still pretty reasonable, even if it's a family of four. I'd be more worried about buying a beer and popcorn. The cost of that is probably a lot more than this ticket. So yeah, I'm all in favor of up-fronting the money to buy the $1,050 tickets, but as far as reselling them, they should be at the face value so we can recoup that money and put it back in the general funds. It actually equates to a very, very reasonable advertising cost for our city. So I'm okay with the subsidy, but what I would like to see happen with the on-filled VIPs photo op is maybe draw tickets from the individuals that bought the pictures from us. I mean, the tickets from us because we've all been down on the field. We've had our picture, but not everybody in the city at Torrance gets that opportunity so I'd like to recommend that that be some kind of resident opportunity thank you thank you anyone else from the council have any comments or questions okay if not I think there's actually as your getting ready to do the motion, Councilman Matucci, there's another question is also which date. So there is a general motivation at that point then to buy a ticket. But it's hard to know the veracity of the sales demand based on a full price. The Finance and Governmental Operations Committee met on Wednesday, February 26, 2025 to discuss the annual comprehensive financial report for the fiscal year ended 2023 to 2024. The fiscal year 2024 to 2025, mid-year budget review report, and proposed mid-year program modifications. The committee also received a presentation from the city's external auditors regarding the results of the city's audited financial statements for the fiscal year ended 2023 to 2024. As of December 31, 2024, it is projected that the city will continue to improve its overall fund balance position, most notably with a general fund increasing by $14.6 million. This is driven by a 9.4 million contribution to the city's pension pre-funding trust and an overall expenditure surplus of 5.9 million due to vacancies across the various departments. The general fund operating funds revenues are projected to come in $1 million under budget, largely driven by decreases in utility users' tax and and charges for services from various plan check fees and inspection fees. Partially, off- largely driven by decreases in utility users' tax and charges for services from various planchecks fees and inspection fees, partially offset by expected increases in transfers from the airport funds non-aeronautical or land lease division. The general fund operating funds expenditures are projected to come in $4.8 million under budget. Expenditure savings are primarily realized from salary savings due to vacancies, totaling 154.1 full-time equivalent positions. The measure SST funds budget was originally adopted with a deficit of $2.3 million due to plan use of fund balance to support the city's capital improvement plan. Currently, the projected deficit is $955,000, primarily due to projected savings related to homelessness reduction efforts, as the city has been able to identify various grant funding sources to mitigate the need to use general fund resources to support these activities. Lastly, the committee considered and approved proposed program modifications from community development, general services, and public works departments across the general fund, water fund, and airport fund, which will have zero net fiscal impact to the city's budget. It is a recommendation of the Finance and Government Operations Committee that the City Council accept and file the annual comprehensive financial report for the fiscal year and 2023 to 2024, accept and file the fiscal year 2024 through 2025 mid-year budget review report and approve the proposed mid-year program modifications. The numbers clearly speak to them for themselves and I'd like to ask staff could you kind of walk us through what SST has contributed to the city and what would have happened if it had not passed. Mayor counsel Ian daily finance director measure SST certainly has been a lifeline to the city of Torrance as noted in the mid year budget review report generates just over $25 million for us that allows us to pay for about $12 million in staffing related to the police and fire departments. Absent that funding would have significant reductions in programming and level of service in those areas. Additionally, we're able to spend about $1 million with respect to homelessness and cybersecurity initiatives. As noted by Chair of the Committee, Kaji, we've been able to secure grant funding with respect to the homelessness efforts. So we've been able to preserve some of that funding for future year usage. It also has allowed us to contribute to our reserve funding, ensuring fiscal resiliency for years to come. And then most notably, this particular year, FY 2425, $8.6 million was committed to the city's capital improvement plan to invest in community buildings and parks and things of that nature. So it's certainly been a significant contributor to the torrents that we know as today. point I would want to make as part of the mid-year budget review report, I did point out identified gaps in funding needs growing. When we adopted the fiscal year 2425 operating budget and capital improvement plan, we did know a recurring structural need for additional funding to address our capital plan. So with that this will be a continued focus and discussion as we enter into the budget cycle for the coming fiscal year. But abs and SST there would have been significant impacts to us as a city and our operations as we know it. Thank you Mr. Daily an excellent job on your first presentation as finance director. Let's start out with the police department. When SST was passed, it was a campaign to the public safe strong torrents that we would focus our attention on ensuring that the services that torrents is known, which is our public safety services, police and fire, and our city's greatest assets, which are our employees, that we were addressing those funding issues. SST has allowed us to provide contracts to our police and fire services. It's allowed us to buy equipment that was very much needed. Maintain equipment that was also needed. I will point out that the fire department and both police department have response vehicles now that are new. And we're able to even add to the fleet to the services fleet I believe our new or BLS program that you'll see the ambulances going out throughout the city is just very successful to the point where we're even having to expand that program is Is that not correct, Chief? Do you may? Yes, ma'am, that's correct. And we're also doing some replacement vehicles in the police department. And it's allowed us to actually be the department that was at the forefront of recruiting police officers, lateral police officers. These are police officers that have already been trained, that have worked in other departments, that were able to take their experience and knowledge and incorporate them in here at Torrance by offering packages that made us very attractive to come and work for. So let me put that rumor to rest. Secondly, the city of Torrance has been so fortunate to have our former finance director, Sheila Pisson, who is top notch in the United States. I might add award winning and has gotten us several awards here at the City of Torrance for our budget documents and our financial acumen who has put her knowledge skills and ability together to be able to move torrents from a place that we didn't want to be to one that we have a path toward the future. And when she decided on her own to step down for the greatest reason in the world to raise her two beautiful children, which I commend, commend what we did not want to do here at the City of Torrance is to lose that knowledge. And I'm quite sure that Ian probably would have foregone most of his salary to keep that knowledge on board too as well. So we were able to keep her in a position that was vacant, that we did not have staff. So in order to keep that knowledge and what she's been able to do with us and be able to assist Mr. Daley, that is exactly what we should be doing for employees that have that type of ability to be able to deliver this type of analysis. I retire finance departments pretty amazing. I see Nancy Nancy over here in the audience as well that help put this report together to be able to meet the demands of the finance and operations committee, not to say that they aren't demanding, but just saying they're a little demanding and to turn out reports and to keep questions, I myself want to thank all of you for doing that. So I just did not want to sit there and let the community think even for one second that we would ever define any public safety department that we haven't been responsible with our SSST funding and we're not putting the business of Torrance especially where we were financially back into place because we have a pretty healthy reserve and I want to go ahead and squash the rumors to going around on the internet that Torrance is broke. We were almost there but due due to SST, our financial management, the brain power sitting in this room of how we run in the city, Torrance is looking way better than it did before. I think, uh, let's thank our community members or residents who pass this measure at a flying colors. And I think it's a testament how much our community is involved with this kind of this process. They understood how important it is to pass the measure, SSD and to spend that money. And to our staff, they held their end of the bargain. They used, they allocated this money where it needed to be allocated. Our staff, the community members, everyone is involved, involved how to spend and get benefit from SSD. Very important because of SSD, we have the public safety at the top priority. Because of SSD, we are keeping our libraries open. Because of SSD, we have capital improvement. Within two and a half years, we see how much money we have spent for capital infrastructure. Yes, it was a little slow, but you need a lot of behind the scene efforts to procure who is going to do the right job for the city. And again, this is all because of our community. They understood how important was to pass SSD at the time we requested them. Every single person of our community and the staff need a big handful of applause for this. They're doing a great job. SSD allocation funds are available on our website. Go ahead and look at it. Where are we spending that money? It's very transparent. And who is benefiting from that? The community, the one they voted for it. The community has spoken. And the staff has responded and acted what we wanted to use these funds for. These funds did not go for promotion of any of the staff members. That's what we promised, this council promised, and that's what we delivered. And again, I want to close and thank you to every single community member who voted or who didn't vote, but they all are getting benefit for this. It is obvious, it's pretty clear where are we spending the money and how beautifying we are using it, we beautifying our city. Thank you again all of you. Thank you Mayor. Thank you.
