Carter was an inter-appearance for Mr. David, Mr. who was the original attorney for the opponents, who I got the first post moment. After Ms. Carter entered her appearance, I had discussions with her and found that Mr. Patenau, who was the expert, who was his zoning commissioner, in Pennsylvania had a zoning calendar and he was not able to attend. Miss Carter and I had discussions and she said she would not allow just the two opposed, not sure to not oppose his said, she wanted to cross examine him. And when not opposed, opposed postponement, we felt that Mr. Pat know Dr. Pat knew it was very important. So on that basis, we had requested the postponement further postponement this matter to make sure Dr. Pat know that is available. Hit discussions with Ms. Burr concerning same. And that's a reason why we're requesting a postponement. I think Ms. Carter may be on the, on this call. Yes, I can see her. And we are here this evening with a request to that the board confirm new resident agent and two additional licensees for this class B license. I have here this evening the resident agent Brian Fish. Mr. Chairman, just for the identification of the other members who are online and KCAMC also sitting next to me is Mr. Colin Brennan who is our club manager and Andrew Schickner who is one of the other applicants. David Scott Gruber is available virtually online, was unable to attend this evening to a prior commitment, but he is available as well. And with that, I would ask Mr. Fish, are you currently the secretary to the Board of Directors of Cattail Creek Country Club and Incorporated? And as the secretary to the Board of Directors, are you an officer of the board? Yes, I am. The two other individuals who are included in this change of resident agent application, are David, Gruber, and Andrew Schickner, are both misiers, Gruber and Schickner officers of the Board of Directors of Cattail Creek Country Club, incorporated. Yes, they are. Are you, Mr. Fisher, resident of Howard County? I am. And how long have you lived in Howard County? About 38 years. Are you a registered voter? I am. Have you ever been convicted of a felony? No. Have you ever previously held a liquor license? I have not. What do you currently do for a living, Mr. Fisher? So I'm in business to business sales in the insurance industry. I've got an office in Columbia and work from home. Been doing that pretty much my whole adult life. Just to relieve any ambiguity, because some of the applicants that I have are extremely young and some just look extremely young. I put you in that latter class, do you wanna tell the board members how old you are? Yeah, I'm 42. Okay, very good. Now that we clear that up, you're not planning to quit your job and be a permanent resident agent, is that correct? That is correct. So the question I have for you is how do you plan to execute your responsibilities under this license in conjunction with Mr. Gruber, Mr. Schickner? So I live very close to the club. I'd say I'm typically there four to six days a week, with Mr. Gruber and Mr. Schickner. I know they're relatively close and they're just about as much as I am. In the coming years, I will be moving to a vice president role at Cat-Tail, and then ultimately be the president. that's going to definitely have more time at me at Hatel. And for me and the other members that are on the liquor license are hoping to be on the liquor license. We understand how critical it is for Hatel to make sure the rules are followed. And I'm confident that the team, the three of us, we're going to be able to do that. The three prior members are the current existing members, Stephen Schring, Scott Seagress and Luris or Abberscato. Their part of the current leadership is and they're rotating off, is that correct? Correct. And so the three individuals that we have proposed in this application are essence kind of rotating in. Correct. And you as a resident agent, you were the secretary and then rotating into the higher position. Correct. Okay, so you plan around to be the longest, right? I will be asking. Do you understand that as the resident agent, that the liquor board will look to you to assure that the alcoholic beverages laws are enforced and complied with? In other words, Mr. Schickner and Mr. Groover certainly have a responsibility, but you are the resident agent and is based upon your resident status and your classification as a resident agent that they will look primarily to you to ensure that the liquor laws are followed. Yes, I understand. You and I sat down and reviewed various regulations, and specifically we went over chapter five of the rules and regulations in the Board of Licensed Commissioners. Do you remember that session? I do. And we went paragraph by paragraph. Do you understand those rules? I do. And are you able to ensure that no prohibitive practices will occur in the restaurant? I am. And have you taken an alcohol management program? I have. And have you successfully passed that? I have. You also realize that you must continue to reside in Harrow County for as long as you hold the alcoholic beverage license as the... program. I have. And have you successfully passed that? I have. You also realize that you must continue to reside in Harrow County for as long as you hold the alcoholic beverage license as the resident agent. I do. Is there anything else you'd like to explain to the alcoholic beverage hearing board at this point? No, I'm good. Okay. Mr. Fish is available or any questions that the board might have? All right. Mr. Fish, I have a few questions. So, one is, is there a manager who is at the club handling the day-to-day operation and together with the alcohol cell? Yes, there is always a manager on site that will do that. And all of our management staff has their certification as well. well. Okay, so how often do you plan to go there and you know check out things? I would say five days a week, four days a week is typically what I'm there now and you know as I said I need be I can go a little bit more but as time progresses as the vice president roll and President roll come by, I kind of think it'll turn into a six or seven day a week situation. Okay. Are those three previous licenses, they are still employed by the club? Or meaning that are they available for help? They are rotating off, Mr. Chairman. Actually, they are not, none of these individuals are employees of the club. They are members of Mr. Chairman. Actually, none of these individuals are employees of the club. They are members of the club and doing this on a volunteer basis. But the three existing members are still, or the three existing licensees are still currently existing members. I'm sure that they would be more than happy to assist these individuals in continuity. Mr. Fish, are you aware of any violations in the past five years, ten years? I'm not. Okay. Mr. Cal. I have some questions. So it's a pretty large restaurant area. Can you tell me how many managers you do have? I'm not familiar with the area with your restaurant. So I'm interested in some of the details. How many managers do you have? Can I phone a friend on that question? Okay. If it's too much for detailed, that's okay. I guess I just want to know if we have bar managers, if we have people that have to be able to. Yeah, so we have a general manager, we have a bar manager on site, we have many, I think at any given time, there's usually two or three, maybe even four managers. And again, all of our management staff, has their certifications squared away. So am I assuming that you guys are just taking over over these positions, but you're keeping the same staff? Is that really what's happening here? Correct. Okay. So how many servers do you have? And are they all, are most of them staying and are most of them trained? Yeah. We have trainings on, you know, from top to bottom on that and there's just because of this change over the servers and the staff will stay the same. Okay, that's all we really want to know is if you haven't had any, I thought I want to know, you haven't had any violations so that's good and if the people are staying the same, that's good. We want to make sure you have management that have served alcohol because you folks haven't really served alcohol in terms of a lot of experience, right? You guys are just the management level, correct? Is that true? You're more of a management level, correct? Correct. Right. So we want to make sure we have the doers around. So the other questions that I have are, I think that's it, Ben, really, because my biggest concern is what was that? Was that what kind of measure structure you have? Are the people staying? What's really this? And when you say they're going to be there four to six days a week, I've heard that a couple of times now How many hours do you expect to be there? How long? I'm there a lot. You know, we have actually I was doing work last night with CatTale So you know, it's it's a lot, but you know, obviously it's something that I enjoy and enjoy being around so it's not a big deal Well, yes, I guess I'm hour? No, I mean, I would say I'm at the club 30 hours a week, 20 hours a week depending upon. So thank you. And just to clarify, so you're volunteering, you're not paid in anyway. That's correct. The, um, are you term limited in what these positions are? Um, yes. So every, you know, basically currently, I'm the secretary. I'll be doing that for two years. I'll be Vice President for two years, President for two years, and then outgoing President for two years. With that, and I'm assuming these other licenses, or the other people that are applying are also under similar constraints. Correct. Have you considered staggering the terms of these licenses so that it's not a complete turnover at the same time? I think we had something we can look into. I guess I'd have to talk to Sang and Council about that to find out what's going to be best for us, but absolutely something to think about. I just wondered if it ever been brought up before. So all that you said, all the management staff are alcohol, where the certified is that flowed down to staff, including those who serve alcohol in the golf course, or they just trained by the, is it kind of a train, the trainer type of thing with the management staff? They're trained by the management staff. Okay, but they're not formally certified, but they certainly get that level of training, correct. Okay, and that's normal. So that's what I'm clear for that. Thank you, correct. To the board members, I suggest we hear from one more witness I can Given where the questions are going. I do have mr. Brennan column Brennan who is the club manager I was remiss and not discussing how the country club itself works and how the restaurant operations works and the staff It is is sometimes the seasonal things, so there's constant variance of employees and it's quite a staffing operation. I don't know if you prefer that or actually speak to Mr. Schickner who is our treasurer, he is not term limited. And he would be staying on this license, I would think about equivalent to Mr. Fisher if not longer. Does anyone on the board have a preference on either witness or both witnesses? I've been the food and beverage manager for four years, and this will be my third year as a general manager. Okay. And what do you do as a general manager? I oversee the entire operation, but I do kind of specialize in the food and beverage side of it, since that's my expertise. I've been in the food and beverage business for 25 years. And there is leadership staff as to the restaurant who assist you? Yeah, we have a separate leadership staff, which includes three managers, bar managers and shift leaders. And approximately, I know it's difficult to quantify, but how does employee retention and training work? Well, we've been lucky in the last few years that we've retained a lot of our employees. We have seasonal employees as well, but most of them stay with us for several years with and throughout college. So the training process is, you know, we come in, we train our servers. As was mentioned before, all of the managers are alcohol awareness certified. They conduct the training with the servers. We have lead servers who also conduct the training with the lower employees. And everyone that serves alcohol is given alcohol awareness training. So you have a clubhouse of approximately 20,000 feet plus and in that clubhouse on the bottom floor is a full service restaurant. Is that correct? Including bar? Yes, including. And then upstairs you have space where you have banquets, meetings and so forth and cater certain events and so forth. And alcohol is served throughout this clubhouse. That's correct. OK. Anything else do you think that the board should know? Just that we've had a very solid record for the time that I've been there, and I know in the past as well. We take it very seriously. We understand how the big responsibility it is to serve alcohol. And I do everything I can with my staff to make sure they're trained and certified and we're doing things the right way and continue to have that clean record. Thank you. Any questions from the board, please? I have a couple of questions. So how long the club has been in existence? It was founded in 1993. What is percentage of the alcohol or the overall food sales in the club? It's actually, I would have to don't quote me, but I think it's about 25% about 25% in the alcohol mostly are. It's mostly beer in one. All right. Other both members. So I think it is's no further questions, I believe we can get into deliberation. Any comments? I think this is pretty straightforward. I think, you know, the fact that these three folks are just basically licensees. The fact that the FLAQT of Brian was going to be there about 30 hours is good. I like the fact that this manager has been there three years and he seemed pretty solid. That's good. They have a good structure from what they say. I like that. And that their retention is good as they say. So I see no issues with it. I think it's very strong. I really would like to understand how things work on the golf course someday. But I don't think this was the time to do that. This is like the third golf club that says that they sell it on the golf course. I'd like to see how many drunk people are on the golf course and how that works and how they manage it. I just would like to understand that better, but that's okay. So I think it's fine. Well, this Johnson what, what I'll tell you as a person who golfs just enough to not be pathetic but is pretty god awful. I can tell you how that works at another time. It's okay. It's okay. It's okay. No one else has made a big deal upon it. So I didn't make a big deal about it. But I still wonder about that. It is not as a joke goes it's okay for the first 18 holes. The 19th hole. Okay. Anyway, this is extraordinarily straightforward. I mean quite frankly it's just, it's really a matter of paperwork because the way that leadership works the club, the day-to-day ops limit of sub and the subrennant is pretty much the same as it's been. And that seems to be a fine solid operation. So I am encouraged by the fact that Mr. Fish is going to spend that much time keeping an eye on things. I know in a lot of cases, I'm just the guy whose name's on the paper and y'all figure it out, but he's actually engaged. So I think that's a real positive. it should be commended for that. Other that Other that no, I think we're good here as far as often sir Yeah, I call the comments. Yeah any other comments from the board I Have no concerns I just respect the other board members say about golf 12 because I'm not a golf person so I just respect other board members say about golf club because I'm not a golf person.
