Thank you all for waiting for us. We're now back from closed session. And at this time, we'll go right into our agenda. We left off at item 16. Under the assessor's office, assessor department ratified memorandum understanding with California counties. California assessors association and California Board of Equalization for standard data record and e-form support. Authorize assessor or designate to execute extensions and authorize assessor or designate to increase projected payments not to exceed 15% underserved conditions. We have no requests to speak on agenda item 16. No district item. Secondary objection, motion carries item 17 please. Under district attorney approve retroactive purchase order for Gregory, the angel doing business as as securo data analytics LLC for DNA database and recidivism analysis consulting services. We have no request to speak on item 17. To an all district item. Mr. Chair, can I just ask a question? Yes, please go ahead. Just 17, 18 and 19. I guess is this common that we do this retroactive? And if so, why? And if no one's here to answer the questions, can you at least let us know later? I just don't like us having to do this retroactive. Oh, there you go. Come on. Good afternoon, supervisor. No, it is not common for us to do retroactive. We batched three of these together. Unfortunately, we had three. There are unique circumstances for each of those three. But throughout the fiscal year, these were the three at the end. We needed to clean up. Okay. Thank you. Supervisor Sarberto. Yes. Thank you chair. Thank you for coming to the podium and my question was very similar to Supervisor Winds. I also wanted to say thank you because we asked this question in advance from the DA's office and You your staff explain that this is a regular. This is you know something that nobody's happy to see done this way because we know it could unnecessarily put us at risk because we know some of the work was done in advance of the contract. Beyond the contract expiration time. So to the extent that I was satisfied that you all said you were going to be very, very careful going forward. And it's not on the merits of the issues that I have any issues with it's just more The administration of it Understood it's our goal that you won't see me up here for another retroactive contract Good enough. I'll move the item if it happens. Supervisor Foley. Thank you I just wanted to just for the record clarify the so the old so the where we got messed up the old contract was May 2023 through December 23. And the new contract was issued March 24 through February 25. So it was a gap between December and March that caused where work was performed, but we didn't have a contract in place. Right. So one of our employees directing, secured secure to continue doing the work, not realizing the contract had lapsed. They performed their work so we want to make sure they get paid for that work. Thank you. I think I heard a motion. Yeah. I have two motions. First one by Supervisor Foley and then Supervisor Mead. Also a motion. So I need a second. Okay. Thank you. All right, an objection? Motion carries item 18. Under just a good journey, I've re-w sort of for Katie Parsons for consulting services for data research team. And we have no request to speak on agenda item 18. Old district item. Second, I have an explanation for this one too. Please go ahead. This was a retroactive because the consulting services provided by the vendor in January and February exceeded the available funds under the existing contract which expired in February before the contract modification could be completed. So that's what have on there. So if I was to know in? Mr. Chair, I just actually want to ask a question of can we bundle some of these votes? Can we look at all, if there's no public speakers on, like say, all the DAs, can we just do a one vote for all the DAs and one vote for all the sheriff or do we, unless a board member wants to talk, speak about it or if a public wants to speak about it, can we do that, Mr. County Council? I think they need to be read each item needs to be read, but they could be she can read them all once. Oh, if you want to do that. Would that work for everybody? So I'll move that you read 18 19 and 20 20. We really have a motion second 18. So you answer with 19? Sure. All right. Well, we have a motion that's vote on the motion which I care of item 18, the objection. Motion carries. Now we're on to 19. Please read 19-20. How many we can go? How many did we suggest? 19-20 for the DA. Okay. Let's put there any speakers on any of those items. No. All right, would you please read those items? Under district attorney item 20 approved contract with inside public sector ink for Microsoft unified support services and authorized committee procurement office or deputy designated ex-U contract. And that was item 20, excuse that was item 20. And item 19 approved right to purchase order for child law ethics APC for legal ethics consulting services We have no request to speak on agenda items 19 and 20 move the items Okay, is there a second here's a move name Jackson motion carries item 21 or you know on 21 Anyone was deleted? Okay. 21 or we know on 21. Anyone was deleted? I'm sorry. 21 was deleted. Yeah, all that's going to go again. 22. Under Sheriff Corn approved a amendment 2 to contract with Argus contract and LP for routine industrial cleaning of pipe chases. And on the right, can I be here? Officer DePita, I just need to execute execute the amendment we have no request to speak on agenda item 22. Madam clerk can you look at all the sheriffs and see if anybody is there any speakers or any board members wants to point of those if not then can we go ahead and no speaker no speaker request for items 22 through 25. Can you please go ahead and read all four items then. Mr. Chair, the only one I would like to to pull out of that bundle is 25. Let's do those three please. Item 23 and a share of corner approve. We'll add to amendment three to renew contract with Paragron Technologies Inc. For real time data data visualization platform and authorized county procurement officer or tapetized as a need to execute amendment. Item 24 in the Sheriff's Cornered-Up resolution are proving to revise billing rates charged to cities, county agencies and departments and other governmental organizations for installation, maintenance repair and programming of 800 megahertz equipment. Authorizing sheriff's corner to amend agreements to reflect revised rates. Super seating and rescinding resolution 24-060. Make SQL Exit and findings under public resources code section 21080B8. And SQL guidelines section 15273 and other related findings. And item 25 and a sheriff Cornert approved contract with air bus. Can I exclude that one? No, that'll be 25. Secretary. Second. Moved and seconded the objection. Motion carries. I have 25 please. Under share of corner proof contract with air bus helicopters Inc. For purchase of H 145 air bus helicopter. In other words, can you procure an officer deputized as he needs to execute contract? We have no requests to speak on agenda item 25. All district all district item. Suvisor Sarberetto, you asked to come to us. Yes, thank you, Mr. Chair, for that. I'm supportive of the item. I just wanted to ask about how we come up with these threshold miles and years. I know that for us, according to the ASR, we're looking at surplacing or, you know, expiring a piece of equipment and here in particular this helicopter once it exceeds 7,000 hours of time or of usage and 10 years or 10 years of operation. So this is more, and I'm not sure where these threshold amounts come into play, because I know the LA Police Department has different thresholds. They have 15,000 flight hours or 10 years of service whichever comes up first. Is this an issue for the auditor controller, is it done by the sheriffs? Good afternoon, chair members of the board, Brian with the Sheriff's Department. So to supervise your question for this particular type of helicopter, it's kind of an industry standard that those are the hours before major services or maintenance or things get redone. And that's where we're operating under. I think other, I don't know the LAPD has the search and rescue helicopter or the mid-lift helicopter that this one is and so those standards are different for those different types of helicopters. So as far as other agencies, other peer agencies of ours, they use these search, these same standards for their search and rest. That's our own policy. Okay. Just, I mean, just going forward to the extent that we're consistent with that. If we can extend the life of some of these and we're not being overly, you know, cautious, obviously we don't want, we don't want to have equipment that's going to endanger our staff after the public. But right now, during times when we're trying to be really careful, this is a $17 million helicopter that we're going to be replacing, I just want to make sure we're current with the insurance. Correct. And as those thresholds come to fruition, we make those germinations, whether we can extend the life of that. And what's the cost benefit of those options when we want to things come up? Thank Thank you all. Go ahead and move the item. Second. Any objection? Motion carries. Now we come to health care agency items item 27 has been continued and item 37 deleted as to the other items. Do we have any public speakers? I do have a request for item 29. Item 29. Is there any comment that the board colleagues would like to make on the other items? I have comments on 29 and 31. Okay, so- I'll move 27 got continued. Yeah, and and so I'll move 26. Are you have to read it? Well, we can we do this as a group 26 so 26 and 28 first and can we and you want Comment on 29. Okay, let's do 26, 28. That's 26 and 28. Okay, Mr. Hill, your agency approved contract with DTX USA EANG for professional credentialing verification services. And others can I become an officer of deputy- 28. Okay. Under health agency, I approve contract with data xusa for professional credentialing verification services. An authorized county procurement officer deputized as it needs to exercise cost contingency increase not to exceed 10% under certain conditions and execute contract. Item 28 approved continuation of local health emergency by county's health officer issued on September 20, 2024 for Tributeful Canyon Airport fire and affected areas to facilitate debris and ash removal as well as medication efforts to protect water wells and sent review to Germany for continuing local health emergency for June 10, 2025 930 AM and every 30 days thereafter until terminated. We have no requests to speak on items 26 and 28. Second. Second, an objection to motion carries. Now move on to 29 separately. I'm health training. Does he approve of amendment three? Do we new contract with children's hospital of Orange County? Do we in business as chalk children's for inpatient mental health services for youth? And authorize can I be care and officer or deputize designated to execute amendment? And we have received three requests to speak on agenda item 29. Please call the speakers. Dr. Heather Heusty, Jenna Jensen, and Kate. Good morning. Thank you, Chairman Chaffee and the Board of Supervisors. I'm that Dr. Heather Heusty, I'm the Chief Psychologist at Children's Hospital of Orange County. I'm really happy to be here to talk briefly about our inpatient unit given that it's been mental health month. And I know we talked about some statistics earlier, which really appreciate your guys' attention to that. I just wanted to bring one statistic forward. When you think about the children in Orange County, I just want to give you a range of the scope of the problem. For the number of children in Orange County with mental health conditions, it would fill three angel stadiums full of kids. And of those, perhaps one angel stadium receives treatment. This is why it is so critical for us to maintain our children's mental health services. We know that untreated children's mental health can lead to increased risk of homelessness, substance use disorder, incarceration. At our inpatient unit at Chalk, we provide beds for children under the age of between four and 18. We're the only unit right now in the county that provides services for kids under the age of 12 and about 25% of the kids we see are under the age of 12. We have a lot of services that we provide that are unique including individual rooms. Parents being able to visit 24 hours a day, seven days a week. In most units, they get an hour a day of visitation. We really appreciate you guys supporting our program and the youth of Orange County. Thank you. Thank you. May I have the next speaker, please? Jenna Jensen. Good afternoon, Chair Tafi and supervisors, Jenna Jensen from CHOC, also a constituent of Santa Ana. I'm happy to be here today to talk to you about our mental health and patient center. You know we opened this in 2018. I was here the day we opened it and I told the board our first patient was a five-year-old child. Unfortunately, we're seeing more and more children under the age of 12 being admitted to our unit. We're also seeing more and more children with very severe diagnoses. And the truth is it's getting harder and harder to provide these services. The cost of providing services is going up. We had an 11% increase over two years. And we expect another 5% increase in cost this year. And this year's contract provided a 1% increase. So what I'm asking you is what we'd really like to do is work with our health care agency to try and find some strategies to maximize the state's participation in reimbursement for medical for inpatient psych. We think there's a way that we can make some progress there and we really like to work on that. So that will be our goal in the coming year because the situation is becoming more and more unsustainable. With the cost becoming higher, the challenge is becoming greater and the reimbursement not moving. So that's our ask today is that we can really put our heads together and find some solutions in the coming year. So we're not back here again next year telling you we're getting very worried about how we're going to sustain this program. Thank you. Thank you for your time. And our last speaker. Good morning. So the highest good in the world is the bond between covenant, the bond covenant love between a man and a woman in the act of sex in a marriage. And the fruit, the highest good fruit of this most beautiful act is the hope in a new human being, hope for the future and flourishing of our or a society. So we just gave on April 8th we just gave Chuck $1,15 million for project health. So project health has to do with bicultural issues and LGBTQ whatever I plus A is. So they also are dealing with psychopharmacy and we we're giving them another 1.5 million. We know they are hooked up with UCI. They do give transgender drugs to our children which is very painful for our society. How can we let them counsel our children if this is what they are doing to our children? Not one penny. Thank you. Speaker's, Mr. Chair. Okay. Is there any comment on my college? So rise and win. Thank you, Mr. Chairman. I just, just a couple comments. I've had recently had the opportunity to hear from Chalk about the hospital's mental health and patient center and the vital mental health care it provides to children and teens, especially really it's the only one around in Southern California that provides to children under 12. And so, I want to thank them for their work and make sure that they know we appreciate you and that I know that Chalk is also facing continuing sustainability challenges in this program and that I want to make sure that staff knows know, staff knows that I believe this contract was reduced from last year. I hope not, and if so, please look at it for future that this is a very important program for Orange County, especially for these children, and quite frankly, we get children from other areas coming into Orange County as well. So please as we move forward that we continue to look at how we can help and continue to be there and making sure that they are still open for this program in the future as well. And with that I'll move the item Mr. Chairman. In a second the objection motion carries. I think item 30 there was some comments on that as well. Please read item 30. Any help carries? I can see a proven amendment five to renew contract with Life Technologies Corporation for laboratory equipment, maintenance and laboratory supplies. And authorize county procurement. Officer, dupetites as we need to execute amendment. We have no requests to speak on agenda item 30. District two item. Second. Second's an objection. Motion carries. Then we got 30, 31. How far can we go? Are there any out? I have a comment on 31, Mr. Chair. Okay, then let's go ahead with our next item. I'll help your agency approve mastering individual contracts with various providers from Medi-Cal administrative activities. I approve sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I guess I have a question is why doesn't HCA have to return to the board for approval of any agreements made by medical, because I think the board should be able to have the authority to look at these and approve them versus just staff approving them as they go with these procurements? Hi. Lorraine Daniel, health Care Agency. Thank you for letting me speak on a wheelchair and chair members. This is a pass through contract with the state. So we actually don't have a contract with first five. So it is an actual pass through. We're just the local authority for helping pay the claims and processing them for the state. So the contracts themselves are with the state. So that's why we're just, we are required to pay any providers or subcontractors that first five adds to their contract. Thank you. All right. I will move the item. Second. In any objection? Motion carries Item 32, please. Mr. Chairman, can we do 32, 33, 34, 35? I have some questions on this item. I think we have some questions coming up. Please read item 32, please. On health reasons. If you contract with Star's behavioral health group, do a business as coastal star behavioral health for adult crisis residential services. I've read contracts with, excuse me, for adult crisis residential services and crisis stabilization services, Irvine Campus. I've read contracts with Phoenix House Orange County Inc for drug medical co-occurring residential treatment services. And so, Marine Center Services Irvine Campus. And others can become to be coming. Officer Dupetites says they need to exercise cause contingency increase, not to exceed 10% under certain conditions in execute contracts. We have no request to speak on agenda item 32. Supervisor Foley. Thank you. If we could get someone from healthcare agency to come to the podium. Good morning or afternoon honorable board and e in camera for the healthcare agency behavioral health director. Thank you. So when can we expect the services to be open for the public? So the buildings will be completed most likely in August there have been some delays that have held up some of the construction, but August would be the date that the buildings would be completed, and then because of some of the funding arrangements within 90 days of, so the beach of funding that we have requires that we start services within 90 days, but the goal is to start services within 90 days for all of the programs. Okay, and then we have some other phases. So can you describe for us what's the next phase specifically for children and families? So there will be a perinatal program, so that's a substance use residential program that serves both the mother and it has space for children. And then additional withdrawal management services for substance use disorders. Okay. And then the contract that we're approving here today, the services provided, the sobering center, the residential treatment program, the crisis stabilization unit, crisis residential services, will those all be available for anyone, whether they are Medi-Cal or not? So those services will initially be for the Medi-Cal population, but we will make sure we will on the substance use portion. They will be open and on the crisis unit, they will be open for anybody who needs those services. Okay, so if you have private insurance, you still be able to utilize the services here. Correct. is it still our plan to try to have 26% of the clients have private insurance? The plan is to get to that, to make sure the stabilization of the funding, yes. Okay. All right, thank you. But that'll move the item. District three item. Oh, sorry. Okay, motion carries. All right, now, 33, 34, 35. Do we have any public speakers on any of those? No, we do not. Any board comments on any of those three? Let's do the next ones, 33, 34 and 35 together. I'm health agency approval amendment three to renew contract with waymakers for children's specialized services and otherwise can words, can the procurement officer deputate designated to excuse amendment item 34, approved master contract and individual contracts with the regions of the University of California. On behalf of the University of California Irvine, Joe C. Wenz School of Population and Public Health and Prompt Care Occupational Medicine for physical examination services. of the University of California on behalf of the University of California Irvine, Josie Wens School of Population and Public Health for occupational medicine, physician, consultative services. And others can I procure an officer to protect his needs to exercise cost contingency increase, not to exceed 10% under certain conditions and execute contract. In item 35, approve contract with the Regents of the University of California. On behalf of the University of California Irvine Medical Center, in UCI, University of Physicians and Surgeons, for public health, medical, hospital, lesions, services. Authorize, can I be given officer or deputized as a need to exercise cost contingency increase, not exceed 10% under certain conditions. We have no request to speak on it in items 33 through 35. All right, we have three items in consideration. Second. Second. Second, abjection. Those items are approved. Item 36 has been continued. Item 37 has been deleted. I do have a request that we have supplement 87k if we might move to that quickly. And that's a supervisor and a windsman item. S87K, Understripe Riser, Wendell, Dopp Resolution, proposing a self-coast air quality management district proposed. The bill is billed. The bill is billed. S87K, under supervisor Wendell, resolution, proposing a South Coast Air Quality Management District proposed amended rules 1111 and 1121, urging the South Coast Air Quality Management District to indefinitely delay or withdraw these regulations. Mr. Chair, we have three requests to speak on S87K. Please call the speakers. Brian DeFranco, Paulina Alvarez, and Chris Murray. Good afternoon, honorable board. My name is Brian DeFranco. I'm here to speak on behalf of Assemblywoman Lori Davies on her support for supervisor Wynne's resolution. If you don't mind I'll read from a letter here. Dear Chairman and Board members, I respectfully write in opposition to the South Coast Air Quality Management District's proposed rules 1-1-1-1 and 1-1-2-1. And to urge the Board of Supervisors to support Supervisor Nuens resolution using SCAQMD to indefinitely delay or withdraw these regulations. Similarly, as proposed rule 1-1-1-1 and 1-1-2-1 will require residents and businesses more than 17 million people to transition their furnaces and water heaters to electrical units and eliminate the use of natural gas. The proposed rules will go into effect for residents in less than two years. I'm in complete support of efforts to improve air quality, however, these proposed rules have not shown that they will make any substantive improvements for Orange County residents. Yet, the paying homeowners will feel to their pocketbooks as they are forced to construct spaces for bigger devices, rewire for new electronic designs, and pay for electricity with appliances pulling and already unstable power supply will be significant Water heaters and furnaces are not luxury items. They are necessities Californians are facing a housing shortage housing affordability crisis Now is the wrong time to put new expensive rush mandates in place Thank you for hearing me. Thank you for reading a letter from Sway Woman Davies. May we have the next speaker please. Sorry I'm a little shorter. Good afternoon chair and supervisors. My name is Paulina Alvarez. I'm the new government affairs Manager for Orange County Business Council, where we work to advance the region's economic development through a strong focus on housing, infrastructure and workforce. We represent Orange County's leading employers and advocate for policies that keep our region affordable and economically competitive. OCBC strongly opposes AQMD's proposed amended rules 1111 and 1121, which would require all new and replacement space and water heaters to be zero knocks. These rules are well intentioned but are being implemented without realistic consideration of cost, feasibility or equity. Retrofitting existing homes and buildings is prohibitively expensive. According to AQMD's own data, it costs up to $18,800 to install a compliant HVAC system in a single-family home, and over $12,000 per unit in multi-family housing buildings. Hot water systems add another $5,800 per unit, and these upgrades are not optional under the rule. They would be mandatory for homes and units as appliance fail or need replacement. Orange County's older, affordable and senior housing stock will be hit the hardest. These buildings were not designed for electric only systems and many will require costly panel and wiring upgrades just to meet basic capacity. These costs are not covered by rebates and will be passed on to low income tenants and seniors on fixed incomes. The cost of living council of which OCBC is a member estimates the total region cost of a compliance at $7 million. We urge the Board of Supervisors to take a formal position of opposition to par 11 11 and 11 21. Thank you. Thank you. Thank you and one more speaker. Good afternoon, Chairman and members of the board. Thank you for your opportunity to speak today. My name is Chris Murray, Executive Director of the Association of California Cities Orange County. On behalf of our board and members, cities and affiliate members, I'm here today to speak on behalf of support of the resolution before you. ACCOC has long been a proactive partner in advancing our region's efforts to improve our energy efficiency and sustainability policies that reduce our region's carbon footprint. Our commitment to improving our quality and public health remains unwavering. However, despite recent amendments, we respectfully urge the board to oppose the current version of AQMD's proposed rules 111-1 and 1121 as they raise significant concerns about their effectiveness, affordability, and public transparency. We have four primary reasons for this. The lack of economic clarity and consumer protection. There's currently no comprehensive economic analysis that reflects the financial burden these rules will place on our consumers, especially seniors, renters, and low income households. Energy redundancy and grid reliability is number two. Our region's electric grid also already faces significant challenges from mandated wildfire-related shutoffs to brownouts during heat waves, removing natural gas without a reliable backup, undermines community resilience. The last is transparency and feral uncertainty. We also question the regulatory path forward. Just recently carved with Drew, the Bay Area's similar rule from consideration in the state implementation plan, why should we expect a different outcome? And then lastly, limited air quality gains. This will have a tremendous expense for residents, but the full implementation and benefits, which will be marginal, won't be realized until 2067. I understand my time is up, so I'll just conclude by saying I do have here a full letter that I can leave for the record from our board president, as well as the letter that carbs sent to the EPA with drawing the Bay areas plan, the similar plan and proposed rules in their state implementation plan consideration. Thank you. I'm bringing this back. Surprise to win. This is your item. Thank you, Mr. Chairman. First, I want to just to thank you for entrusting me to be on AQMD. And as you're pointy on there and representing the county of Orange, I just want to make sure that I bring your attention to important issues that affect Orange County residents. And South Coast AQMD has proposed two regulations that will have a negative impact on us and I also want to acknowledge Supervisor Wagner who previously served on AQMD. He shed light on the adverse impact of these rules and successfully obtained a delay on this matter in its earlier form and so echoing his concern, these rules even in its amended form is inaccurate. It is burdensome and it's costly to everyone in Orange County. There needs to be a more balanced, cost effective path forward. One that doesn't put renters, seniors, and working family at risk, just to meet a narrow mandate. A mandate that ultimately has little effect on the environment or our ozone numbers. I'm bringing this resolution forward because AQMD staff's proposed amendments to rules 111111 and 1121 will have serious far reaching consequences for our residents. They are sweeping mandates that would touch nearly every home and apartment in our region at a enormous cost. And let's just be honest, our constituents are already overwhelmed with rising utility bills, housing, food, fuel prices, you name it. These rules can add thousands, tens of thousands of dollars per household. And it doesn't matter if your renter or owner, if your renter, the owner will end up having to raise their rent price as well. So it will be passed on from the manufacturer to the consumer to the consumer to the renter. It doesn't matter. And you know, what it just, you know, to what the rules do. This is not a voluntary transition. These rules mandate the removal of natural gas appliances and force households to switch to electric, whether they are ready or not. It's disguised as a choice, but if you don't choose correctly, you must pay. So, issues with the rule, there are so many problems with this rule, but I'll just give you just a name a few. First, as mentioned, it's very expensive. A recent study estimate that a homeowner in our region would pay nearly $48,000 to replace both the furnace and water heater. That includes the appliances, panel upgrades, plumbing changes, permitting. That's not a rebate-friendly fix. It is having to get a second mortgage to do so. And that costs in comparison to the gas heater, you know, if you change your gas heaters instead of getting electric, we're looking at $3,000 to $6,000. While the electric heater itself is $6,000 to $20,000, not including all the other causes that have to change your wires and everything else. Second, we do not, in this day, have the infrastructure at all to meet these mandate in terms of electricity. Our electrical grid in this state is a ready strain. California already wants to force our gas power cars. And I sat on many, many committee hearings in the state senate last few years. And every time this issue comes up in terms of our electrical grid, I ask the members who keeps on wanting to reduce the years shutting down the gas cars. As I said, if all the cars today, we all go home today and we charge our cars into every one of us, the 30 plus million cars out there. And we all charge our cars at the same time, five o'clock. Will that work? The answer every time in the last few years is no. It will shut down the entire grid, the electrical powers of California immediately. So now, not only we're doing that, that we can't sustain that grid, now we wanna add in all the gas furnaces and the gas heaters and make those all electric. So we don't have the infrastructure for it. Third, it does not reflect the voices of the people that matters most. I appreciate AQMD has been working with groups, with insiders that represent different organizations. But what we haven't done from AQMD since I've been there that I've seen is to actually go to the average homeowners or the general public and ask. How do you pass a rule affecting 17 million people because AQMD represents Orange County, LA County, San Bernardino County and Riverside County without real public outreach. Many of our constituents housing provides small business owners still don't know this is coming. And it's surprising because this has been a discussion since last year. And we're still getting people who didn't know this was happening. And a lot of even my cities are now jumping on opposing it because they didn't know about it until we start alarming them as well. So despite the lack of publicity, we've only, we receive more than 11,000 letters opposing this rule. Now remember, this affects 17 million people, so 11,000 is not a lot. And only 2,900 supporting it. I want to give a shout out to the Orange County Hispanic Chamber. They are standing steadfast in opposition because these rules are devastating to small businesses and working class families. Other organizations that are in Orange County and within Southern California that has jumped on to oppose this is like the apartment association Orange County, the building industry, associate Orange, a setting California California senior alliance, association of counties of Orange County, the honorable Chris Murray was just was here, who just spoke and we appreciate it.s of Living Council, Orange County Business Council, that was just here as well. And many other local chambers, commerce, housing advocates, and small businesses. Cities, in my district, you name it, majority, if not all of our cities have already opposed this as well. This resolution is just AQB to withdraw these regulations and find an alternative that is cause effective and equitable. Let's just be clear, the mission reduction from these rules won't fully materialize until 2061. And yet we're being asked to disrupt people's lives and budgets starting in 2027. And even think about this, this is only what, this is like 1.7% that would even, has any effect to our ozone mandate. And so this is so minimum that this is not the way to go and we need more public. So I wanna close with, you know, is asking my board to support this, and I'll move this because I'm asking you to stand by and allow rules that don't hurt the people re-represent by making that we need to, oh, that we represent without making a meaningful dent in the emissions, we need a better alternative and we need the different incentive to base these rules on. And so with that, I won't move the item, Mr. Chairman. Thank you. Mr. Pfizer-Widen. Thank you, Mr. Chairman. And I am proud to second this item and want to thank Supervisor Wynn, who has shown great leadership in seeing this through. When I started on the AQMD board, I was sounding the alarm about these proposed rules back in December. I wrote an article in the Orange County Register because virtually no one in the community was paying attention to the just debilitating effects for no good reason that these rules would impose. And as a result of that, we've seen, as was demonstrated a moment ago by Supervisor Wynn, we've seen a great number of folks come to the table, complain about the scope and cost of these rules and say there's got to be a better way. At that time, the public was largely unaware of eight QMD's push to require homeowners and businesses, landlords and tenants to replace their gas furnaces and water heaters with electric. That kind of sweeping mandate, as you heard, would apply to 17 million people in the basin with huge cost implications, and we cannot let those fly under the radar. Indeed, this resolution and the stalwart opposition from Supervisor Wynn has made sure it does not fly under the radar. Since then, the public's responded loudly and clearly. We've seen overwhelming community opposition. In fact, the opposition has been so strong that AQMD, not one usually to respond to individuals when they complain, much more plugged into the environmental justice community. Even AQMD has been forced to walk back some parts of this policy, but they have not walked it back far enough. It needs to be taken off the table completely, even in its current form, it goes way too far. As you've heard, there have been lots of cities by partisan agreement among city council members that this is not the way to go in the Southern California area. San Anna, Anaheim Fullerton, San Clemente, Dana Point, Brea, Huntington Beach. Those are all cities not in my district. In my district, Durable and Deville Park Lake Forest have voiced their opposition as we've heard the Association of Counties Orange County has done so. The number of groups that have come and spoke to us, Hispanic Chamber that gave us a letter just yesterday. There is strong, there is bipartisan agreement that this policy from AQMD is not the right approach. The rules has proposed threaten to create burdens on working families, on renters, on small businesses, on big businesses, on landlords, higher appliance costs, costly electrical upgrades, limited product availability. They failed to account as was outlined by a supervisor win with the problem of grid reliability or rather unreliability or the unique needs of diverse communities around this entire Southern California basin. But wait, we got letters yesterday, slew a letter letters. Somebody finally woke up on the other side and said, oh, we got to send a bunch of letters in. And we got form letters telling us that, well, the savings could be up to $195 million over the course of time. Number one, that's a lot of time. Number two, although that sounds like a lot of money, $195 million in savings, when you stack that up against the approximately $20 billion in costs that have been projected for these rules, is a very losing proposition. So let's not spend the $20 billion and put this thing to bed. We hear a wait, but the American Long Association tells us all about the NOx emissions. Now let me say, I got my start in public service in this county as the president of the American Long Association's Board of Directors. Nobody steals a march on me when it comes to the issue of clean air. I was there. I was the president of that organization. And yes, we have NOx emission issues. Two things to know about it. One, the savings don't really kick in until 2061, as you heard from Supervisor win,, more importantly, the degree of reduction in NOx emissions is diminimous because these appliances are not the main, they are not even a major proponent of NOx. And so if you want to deal with NOx emissions, if you want to take the ALA and the problems that it identifies as gospel and attack it, you've got to do it in a way that has nothing to do with these appliances. And so we need to send a clear message. We support clean air, nobody, nobody gets in front of me on that, given the history I have in this county, but not at the cost of affordability, not at the cost of local control, not at the cost of common sense. I urge my colleagues to support this resolution so that AQMD hears us loud and clear that these rules, these mandates, this silly way of not solving a problem at an enormous expense, at a time when the grid can't handle it. At a time when our housing costs are going out of sight, at a time when more and more of us are finding it impossible to keep roofs over our head. This is not the way we go. This is doubling down on stupid with these rules. We must stand against them. I urge my colleagues to vote no on this. And I thank Supervisor Wynn for the wonderful job she's doing at AQMD to bring a light to this. Thank you, sir, Wagner. I just would note, you know, I did inconsistent, a few years ago, you got extra points on your affordable housing application. If you included gases of utility, because that gave tenants a better buy, a cheaper choice of having their homes heated and their water heated as well. And because it cost more to build with gas lines. If you had simply all electric, you just put in electrical wiring, but if you had in gas as utility, you had to put in the piping and the extra meter and all that. Well, strange, that rule's gone away now. It's so abrupt. So anyway, thank you for bringing this. I support this. And I see no objection. Motion carries. Okay. Applause. Now we go on to our Orange County Airport. Are we waiting for a district five item? Well, we can read all three of those together. Whether any public commenters. I do a seek you may resource a privilege. Amendment 2 to renew contracts with age well senior services zinc and community senior serving. Do you miss? Let's go on to item 52 please. I do a seek committee resource. I approve of amendment two to renew contracts with age well senior services zinc and community senior serving to in business as meal on wheels Orange County for elderly nutrition program and authorized candy procurement. All of us are deputized as agreed to executed amendments. We have no request to speak on agenda item 52. Supervisor Wagner. Thank you. Thank you, Mr. Chairman. Chairman and I do have to oppose this and the other two items that are giving money to. So, Fawzler Wagner. Thank you, Mr. Chairman. And I do have to oppose this and the other two items that are giving money to age well into meals on wheels. We have been down this road a number of times. We have had deals with these folks before. They have not gone well for the people of Orange County. And all of us at one time or another have expressed concerns about continuing to go down this road. The response always is something along the lines if there is nobody else to do the work, if we don't give it to them, then folks are gonna fall through the cracks. And we're probably two years on from hearing those excuses. I'm not gonna vote for these contracts. I'm tired of those excuses. I do believe that in this country, competition works. If we were to say loud and clear, there are problems with these organizations. We would like some entrepreneurial individual to set up a competing operation and compete fully and fairly for this business. Give us some options. That number one would have already been done. And number two would now not box this board into a corner where it's gotta give this money out. It's gotta do this contract or else, or else. I can't see my way clear to this. I've made it clear to administration for years now. Do not bring me age well contracts. I won't support them. Apparently the response is thanks for playing Wagner and we're going to go find three votes somewhere else. That's all good. You know, I've lost many of voting my day, but I am fully prepared to lose this one and I would urge every one of us to say I've lost many of it in my day, but I am fully prepared to lose this one, and I would urge every one of us to say to administration, no thank you anymore. And let's find someone else who can and will do this work and set up competition. And maybe some of the problems we see with these providers, maybe they get their act together and we don't see them again. And they can bold themselves back in in the mix, but we aren't there and we'll never be there unless we bite the bullet and say no this time. Thank you, Supervisor, Supervisor Foley. Thank you. While I definitely respect the concerns raised by my colleague, I think we should hear from staff because we have done an RFP and these are the responsive bidders. And I do also know that at least for my office we have continually asked about auditing the contracts, ensuring compliance and the like. And we have Mr. Wright, could you come to the put or not sure. Good afternoon, Chairman Chafee, members of the board, Dylan Raito, C Community Resources. Yes, and RFP was let in 2023, first year contract awarded in 24. We're back for the first renewal of that contract. And there were two responsive respondents to the RFP. We certainly can put out another RFP if we have that direction to see if there are additional vendors able to provide or what interested in providing the service. This is a state program we administer on behalf of the state so it is within their, the parameters set by the state. Okay, and Mr. Wright, we've been monitoring these contracts and compliance issues. Is that correct? Correct, we did provide the board a six month update after the first six months. That was requested previously by the board and all are performing, anticipated to meet performance requirements by the end of the year. Okay, and I notice that there's a variety for the age well services contractors. There's a variety of subcontractors that they are partnering with. So it's not just partnering with age well, it's with all these subcontractors as well, is that right? Yes. And then for is the same true for meals on wheels or is that? And the other concern I have with not moving forward is that the meals on wheels contract in this regard. This also serves our senior centers. Is that right where they provide the lunches at our senior centers? Correct, there's option for home delivered meals but also congregate meals at centers. Okay, and we have a variety of senior centers that are in the county that are contracted with meals on wheels as well to provide the services. Yes. Okay. All right, I'll move the item. Mr. Vaz, you're going to win. Thank you, Mr. Chairman. Dylan, it's real quick. So if we ask you to pause and to start again, does that stop the meals right away, or can we continue them until we get another contract? It would cause a lapse or a gap in service we'd recommend. Typically, we do an RFP, and then we, toward the end of that term, we would issue a new, however, if the board direction we would recommend approval of this and we begin an RFP now. There are termination provisions in all contracts. But if we do this one now, it goes to, it goes to next year though. Unless we choose to end the contract sooner. Okay. I, thank you. I share very, very similar concern with Supervisor Wagner. I wasn't here during the time, but when you have providers who we as a county sue and a force to reimburse us, I have a problem with that. It means that these providers, including meals on wheels as well. So it's not just age well that we had problems with. There was both. And so I think we should, I have no problem maybe going from now to the end of the year and go out with another RFP. And then see if there's others that can come out and start coming together and providing the service. And we might come back just, yeah, maybe this is not only two, but I think that if we can, if the make of the motion maybe give this contract six months. And then have staff to go out with another RFP. Then we can have that provider starting January of 2026. Okay, so you provide your Sarmiento? Well, if you want to answer that. Well, I'd like to hear, it's hard because I'm not sure what I can say and what I cannot say. I'm not sure everything that was said is factually accurate. And so I just don't know what I can say. Mr. Page, can you give us an update on where are we with regard to any disputes with age, will or meals on wheels? Did we file a lawsuit? Thank you, Sir Reser, for a little no, we did not. We did have a contractual interpretation dispute with both service providers, that is to say both age well and meals on wheels. And in May of 2023, the county and the service providers service providers did reach an agreement. As part of that agreement, the parties agreed to basically normalize relations. And I will say that the dispute that we did have with these vendors related to a contract that was quickly put together during the height of the COVID pandemic that on its face was subject to reasonable and differing interpretations. It was a a called a fixed fee reimbursement contract and we of course took the view that it was a fixed fee or I'm sorry the reverse. We took the view that it was a reimbursement contract and they took the view that it was a fixed fee meaning they got to keep the all of the contract amount and we said no it's only to cover your expenses. So in my view, that dispute was unique and it was resolved. OK. And we did do a RFP after that. And the RFP that we conducted afterwards was broader because we actually were trying to get some providers that might have more of a different cultural meals kind of a focus. And we again, we didn't really get anybody. And part of the problem is the amount of money that we're paying is so small. Is this right, Mr. Wright? I believe that, is this correct, I should say? That the amount that we pay is such a small amount compared to what it costs that we don't get a lot of bidders because people aren't set up for providing congregate meals or home delivery meals at such a nominal price point like meals on wheels and age well as. Is that accurate? Thank you. That is accurate. What other factors so cost, but cost not only to prepare the meals, but to prepare the meals within the dietary requirements of the state and then also to provide case management and other services as part of that as required by the state. So there's some additional layers there and that was in response, in reaching out to those who responded to the RFP and then either were backed out or were deemed not responsive. That was what we heard that the margins for too small would not make money, could not meet or would not be able to meet the state dietary requirements. Okay, and then to be able to respond to civilizer's wins request for a six month time frame instead of a one year time frame, how long if we were to do another RFP, how long does that process take? If the board would be willing, I would like to consult with the county procurement office to determine how quickly we could move the RFP forward. We also want to leave enough time for it. We want to take a close look as to what we released last time and make modifications to the grace to extend possible to encourage the largest number of responses. And then leave enough time for folks or for firms to be able to prepare their responses to. I mean, I'm inclined to leave the motion as is because I think it's going to take at least six months to get that process up and running and a determination and then item brought to the board and the transition. So I feel like we're going to need the year even if we wanted to change course in order to have a non-disruptive transition because the whole point is we don't want to disrupt seniors. I mean this is these are predominantly serving seniors, especially people who are disabled. So I'm just going to leave the motion as is. Thank you. I might add to that that even if we didn't know the RFP you may have the same winners have come back. Okay, survivors, Sarri Manto. Yes. Thank you, Chair. And so I'm going to be supportive of the motion, I think, for all the reasons that were stated. I think we had this conversation when we went out to procure this contract previously and then we conditioned it with, with making sure that there was compliance and for you to really keep track of them. I'm also not thrilled about the dispute and the way it was handled, and you're right. I mean, I think County Council's right, the way the contract was written, not the most clear written provision, so I can see why there was some dispute, but the way the dispute was handled afterwards was difficult. I just don't know what the industry looks like here, whether or not they're, you know, I certainly think the more competitive process we have, the better obviously for delivery of service, for cost, all the above, but to the extent that we have these providers as is the only providers that bid on these contracts, it really does force us into making just a singular decision, which is unfortunate. But to the extent that we're going to keep telling you to go out and procure this and nobody responds, I don't know what that exercise looks like. At some point, we're going to have to make a decision on whether or not we're going to continue the relationship and I think if you see that there isn't any downside to this relationship or you're not seeing some you know some metrics not being met failures to perform you know we've got to get there I just I just think we all have sort of a bad taste in our mouth from just the dispute that we all experienced. But to the extent that these services are vital, they're important. We need to act on them. I certainly am going to be supportive of them today. Thank you. Dr. Supervisor Wagner. Thank you, Mr. Chairman, a couple of things. I hear that this situation was unique and resolved. Well, it was unique. It was unique that providers took such a repacious position with respect to county dollars. It was resolved short of litigation in part because we had no faith that the providers would not just declare bankruptcy, reorganize under another name and go along blively, and the public would be out all of the money instead of as it turned out, only half of the money. So it was very unique and it was resolved. It was resolved that the public took it in the shorts. And I'm told we're supposed to normalize relationships except that that may be with the county, the county they can go apply on an RFP, but as a representative of those taxpayers as someone who has got to guard those tax dollars. I can't just say, well, never mind lawyer said it didn't happen. We're going to normalize relationships. I'm going to forget about it. I have not forgotten about it. They took money out of the hands of this county, COVID money. Now, we got a guy going to jail shortly who did some, I will not say similar things, who also took COVID money. But yes, it was an unprecedented time, but it does not give providers an opportunity to feather their nest in a way that is not what we agreed to, at least in our view. It is unique that a provider like this would so try to damage its relationship with the entity that's giving it all of these contracts, I was flabbergasted. I will also disagree a bit with Mr. Wright that when the contract ends, we may have folks fall through the cracks. We may not be able to provide these services. That is not how things work in America. Entrepreneurs will step into the void. They will see opportunity and they will provide. Now, maybe they won't do it at quite the same dollar as age well and and meals on wheels. But remember, age well and meals on wheels are already playing with our money. All right? So if we recognize folks out there who can do this job can step into the breach, then over time we will build up those competitors that we worry we couldn't find when we put the RFP out. We will not let people go hungry. Folks will step into the breach. And I will note there are three different contracts here that are really all under this umbrella. There's senior emergency, non-senior emergency and see and some others. Okay. Let's talk about all three of them. There will be people. There's senior emergency, non-senior emergency and some others. Okay. Let's talk about all three of them. There will be people out there who can step into the breach. If we say thank you, but we've made our feelings about these providers and their corporate behavior, manifestly clear and retired of seeing them come to us until we know those behaviors are fixed. Until there is competition, we will not know those behaviors are fixed. I'm still a no. Thank you, Sue Ross and I. Thank you, Mr. Chairman. I misspoke. It was a dispute, but the dispute was a $7 million settlement. So it's not just a dispute. I mean, okay, we might not have officially sue them, but obviously something happened, and they came to the table and provided the settlement back to the county. For this closure, many, many, many, many years ago, decades, several decades now. I was a volunteer for senior meals on wheels. So I know the program, I was just a volunteer going out and passing out food to people's homes. So I don't know the inside information or anything like that. So I was just a volunteer wanting to be helpful in the community. So I'm familiar with the program. I still think that if there's these kind of problems and it goes to any county providers, there's no different than my comments when I was at Orange County Transportation Authority, is we should not be rewarding people who don't do the work. We shouldn't be rewarding people who ends up cheating the county of orange. Ultimately, it's the taxpayers' money. And we're not here to say, let's stop the program and not provide a food. We will provide a food. But we're not going to settle just for the sake of settling. And so if this pass,, I will definitely keep on it and watch senior meals on wheels and H-well as we move forward to the next RFP. And really, I'm going to really completely focus on to see if they're going to meet the mandate, if they're going to be able to work their way back into being able to be a provider with the county and not having us to have a dispute and millions of dollars were settled back and paid to the county voicemail. Hey Sue, Riza Foley. Thank you. Look, I was not here when this contract was entered into that was the basis of the dispute. I don't even know who was here. Maybe, yeah, sub-resur-wagner and Chafee were here. And I was not happy with how it was approached. But let's be clear, the work was completed. It wasn't a matter of the money didn't go to the cause and the purpose of the contract. The dispute was over whether or not if there was money left over after all of the meals were delivered and the expenses paid, who was to keep that money? Was that money to come back to the county or was that money allowed to stay with the provider and and I Didn't like the approach that they took. I thought that once we said that the money had to come back, they should have just given us the money. But they had a dispute over the terms of the contract. I think it was, I'm not going to say too much, because most of what I know is from closed session. So, but as indicated, I also expressed, I also expressed concern about partnering. We went out for an RFP, and all this talk about entrepreneurialism, and somebody will step into the void. It didn't happen. Nobody stepped into the void. No one has still stepped into the void. I'm happy to entertain any consideration of any alternative provider for providing congregate meals and home meal delivery. But there isn't anyone stepping in to do that service. And just so we're clear about what we're doing here. This is a $3.3 million contract for elderly nutrition program for age well and they're providing nearly 400,000 meals with that money and then for meals on wheels it's a similar contract. It's a nine million dollar contract and they're providing again home delivered meals 545,625 home delivered meals 233,814 congregate meals. So it's not a small number of individuals that are being served. And so I do think there's a lot of people who are involved with meals on wheels. I have a friend in Newport. She delivers meals on wheels. She bakes. She puts together little care packages. She does way more than we're paying for here. Now I can't tell you that everyone does that, but she's very good. Now, so I just don't think we have any other options. I'm not willing to cancel the contract without having alternatives because we don't want seniors to be without meals. So that's the bottom line for me. Also, they've been audited. They've been in compliance. We haven't seen any other issues other than that contract dispute. And so from my standpoint, they're in full compliance. They've been audited. They have a clean record going forward. And so I'm prepared to vote for this item today. Thank you. I will put a slightly different context on this. I've visited Males on Wheels, some of the kitchens, I've been around some of their delivery services. They have loads of volunteers that help them out. That's why the services are at such low cost. It's remarkable what they do. You know, the many years we've had them as a provider, they had one dispute, which was resolved and happened during COVID times and everything was kind of a skew. And so I'm a fan of theirs. I don't see them as doing anything wrong. They're doing a great job. That one little tiff we had has been resolved. And so I'm in favor because I like what they do and they do a good job. So it's been moved and seconded. I know there'll be at least one no vote. And an extension carries three with one objection and one of extension. All right. Chair, can I ask you a second of the motion? Did you second it? Okay, thank you. Thank you. I'm sure. I'm sure. Sorry. Okay, moved and seconded. The vote has stated. All right, now we come to 53. Was there some issues? Was comments on 53? I just have a question. Okay, let's go separately to 53. Chair, I'd like to be reading the title first. Yes, please. Item 53 and OcCcury Resources approve of Amendment 3 to renew contract with We Are Grounds Well to embassies as grounds well. Approved of Amendment 2 to renew contract with way makers for dispute resolution programs act services and authorized county procurement officer to prioritize designated to excuse amendments. We have no request to speak on agenda in 53. So if I was to win. I know my staff has asked the question. I don't know if we've had the answer. Is this the same grounds well as the one that we cancel or not renew for the Human Relations Commission? Good afternoon, Chairman and members of the Board, Dylan Wright of the Community Resources. Yes, this is the same organization. So, okay. So we did not renew their contract there. I know they're kind of different, but human relation is more of a dispute resolution, organization or a commission. But yet, now we're going to give them a contract for dispute resolution programs. I'm kind of confused. I mean, they can't do the other job. Why can they do this? Or how could they? I know that the, my understanding was that the board wanted to bring that service in-house and that there was not a desire to renew the contract with them for that particular service. I had not heard of any concern with their performance, either from the corridor or anyone else with respect to the speed resolution. But if there is a concern, obviously we want to address it. Thank you. That's it. Thank you. Okay. Suvisor Sarmiento. Thank you, Chair. I don't know if this is similar to staffing a human relations commission. I just figured you opened it up to those who could provide this service. And I'm not sure if it's similar, different apples and oranges. I just felt like again, and just to give a little context on the previous decision to discontinue the services of groundswell as a staff staffing organization to the Human Relations Commission. It wasn't a unanimous decision. I believe back then, Supervisor Doe pulled it and pulled it off the budget agenda and made a motion to discontinue the relationship with groundswell. And then their services were discontinued as a result. So I'm not sure how much of that has influenced this decision or did they compete for this role? Yes, so a request for proposals was issued. I want to say we've been this is the first renewal after an initial three-year term. And Chapman University and Waymakers and Groundswell all proposed. Their proposals were responsive, all were accepted. Primarily because there's an issue of capacity. No one firm could take on the full caseload that the court of court referrals. And so we were able to split it between those three providers. This year for the first year, Chapman University is, as a matter of policy, they're opting not to continue and are not seeking renewal, but we still have the two. But that is the history. Got it, so it's Waymakers and Grounds Hall, correct. I'll move the item. Mr. Chibin, may I ask another? Mr. Roosevelt, your next. Thank you. Point of order. Point of order. Point of order, which I do believe takes precedence. Can we divide the question and do the groundswell take separate votes on groundswell and the other way? We want to buy for Kate. Yeah, if we might. I have no objection to that. All right, thank you. Yeah, all right, the superfoil you were on. Yeah, I just wanted to clarify what we're voting on. So groundswell and waymakers have both been providing services for 15 years to the county the specific item we're voting on is dispute resolution in the courts and so it's part of a when you file a a petition with the court or a lawsuit with the court, $8 of that filing fee goes to an alternative dispute resolution program. And so these two providers have been providing some of the alternative dispute resolution services. It's not clear in the staff report, but based on my own personal, professional experience. It could be anything from family law to landlord tenant to civil, you know, simple, civil matters. So these are not the same kinds of services as preparing a hate crimes report, completely different type of service. So I have no problem with this one. Okay, Supervisor Wagner. Yeah, briefly, I'm told this is responsive to an RFP, but we've been doing them for 15 years and this is amendment 3, which says to me that RFP, if it existed, was a long time ago. And so we just keep renewing it. So really, this is not responsive to an RFP, the original contract was. We're just re-opened, like we did with items 53 or 52 before that. And so I I mean I continue to have questions. Waymakers is great. No no problem with with waymakers but it was the not unanimous but considered opinion of this board with respect to ground swell that there were problems there. And you saw this to stand there and say, well, I didn't know it came with anything with respect to speed resolution is interesting because there were problems there. And I worry that we are continuing with those problems in that organization with this part of the item. And so I will support waymakers obviously, but do have serious concerns about a third amendment to the groundswell contract. Thank you. Is there a rise in the wind? Yeah, I was just going to make that comment too, is that this is not a new contract or it went out for an RFP. This is a proof amendment three for groundswell and a proof amendment two to waymaker. So I don't believe this is a new RFP that went out. This is just an amendment to those previous contracts. 2022. Mr. Faradou Sarriato. I guess Mr. Chair if you've agreed to buy for Kate maybe we could just go ahead and take the vote. The only question I had is why the contract is with OCCR rather than County Council since it seems to involve more legal matters? I'm not sure. I have moved head internal discussions about this existed previously before OCCR or OCC community resources existed. This was part of the OCC community services department which was then merged with OCC housing to become OCC housing and community services. and this and dispute or excuse me domestic violence both of those Which are kind of they don't necessarily have a good fit anywhere else we're just part of those two departments as I understand it got it so it's yours Thanks Surveys are fully thank you mr. Wright. I just want to get the record cleared up here So it's my understanding that the RFP was done prior to the contract being approved in 2022. Is that correct? Correct. So we're talking about our normal. We're going to do a three year contract. Two on your review. You get bid on it and these were the providers that were selected. There were two amendments that were made to the contracts that related to changes to the terms of the contracts. Is that right? Yes, either changes to the terms or in the event that the funding available based on court filing fee collections is higher than we administer, depending on the dollar amount, we could administratively amend it to increase the amount available for those services to the court. But this was a RFP that was done. There were bidders that bid on the RFP the board in 2022 selected three of the two that we're considering now and Chapman has fallen off. They're not interested in continuing probably because because it's too expensive for them to do the service. And then now we have two bitters. So just to be clear, this is not an old contract that keeps getting amended. This is what we bid for a three year contract. So this is the last year on the three year contract. Is that right? This is the first renewal. So we've had the three year term, this is the first renewal. Okay, so how many renewals we have to? Two one year renewals. Two one year renewals. That was the original plan, is that right? Yes. Okay. All right, thank you. All right, all right. The request of bifurcation. Let's start with Waymakers. May have a motion to improve the contract with Waymakers. Second, any objection to the waymakers contract. That part is approved unanimously and now we come to grounds wall. It's a motion for grounds wall. Second. Who didn't second it? All those in any objection? No. Okay, can clear three two. Two objections, supervisor Wagner and supervisor Nguyen. All right. Now we're on to 54. I think. I know as you can be resource, I approve amendments to renew various contracts with senior non-emergency medical transportation program services funded by tobacco settlement revenue. every new measure and funds including Amendment 3 and Amendment 4 with Abbasar Inc. for Service Area 1 North County. Amendment 3 and Amendment 4 with age well senior services Inc. for Service Area 2 South County. Amendment 3 to contracts with Abbasar Inc. for Service Area 3. An authorized county procurement officer to be tested need to excuse the amendments and future amendments and reserving conditions and we have one request to speak on agenda item 54 please hold the speaker Steve Moyer Thank you. Thank you. Good afternoon, Chair. Good afternoon, Chair, and Supervisors and County staff. My name is Steve Moyer. I'm CEO of Agewell Senior Services. I'm over 70 years old and had a tremendous career in business and my heart. I might as well tear this up based upon everything that I've heard today. To sit there and hear something that you feel is so wrong, which I feel is so wrong. It, I have to speak from my heart and just totally off. Age well, we're probably serving our 50th anniversary right now, 50 years in Orange County. And we run the essential medical transportation services transportation services, home delivered meals, congregate meals. Last year we served over 430,000 home delivered meals, 94,000 congregate meals, and 41,000 non-emergency medical transportation trips. We have over 750 volunteers. Last year or within the past year, we opened two new sites. We opened a brand new site in Eliso Viejo and also in Irvine, the Tribucos Center. Also Irvine wants us to open another, which we will. And I'm sorry I'm running out of out of time here but if I could just end it and say we try the very best that we can and with all due respect supervisor Wagner I've reached out to you and wanted to meet with you I actually delivered meals back and forth with you. You did come to me with the money. Okay, let's. I'll be happy to talk. Thank you for your remarks. Thank you. Let's move on. Okay. Thank you. Thank you. Yeah. Thank you very much. All right. Item 54 is an all district item and we have Suvice Nguyen. Look, I actually didn't appreciate those comments toward one of my colleagues. I mean, we can disagree with vendors and we can disagree. But I think the appropriate approach would have been just to call supervisor Wagner's office and quite frankly mine as well. But to call out a supervisor up here I think it's, I mean we can go back and forth and I don't think it would be productive by any means. I actually don't have an issue in this this this item. But now that I've seen that I might now have that an issue. I think is you know if you have an issue with our decision up here feel free to call us but to dispute with us here on the dias I don't think it'll be helpful and productive in any way because ultimately our all of our goals is to provide services to county residents. We might have different approaches or different thoughts on how that goes, but I think wanting to dispute it with us here on the dias is my, I think it's inappropriate. Thank you. Thank you, Sue Foster Wagner. Thank you very much. First amendment gives them the right to come up here and say whatever he wants. But let me be honest, what has disturbed me is that the history of age well that was recounted by the speaker is an honorable one. And they were a long time, very good, very loyal vendor and servant on behalf of this county to the folks that they served. What was enormously disappointing to me, and I think to the board, but I don't speak for the board, was that they acted in a way that was very unbecoming of that history and that agency, and that is what, what to this day wrinkles. And there is no way of coming back from that because you have done damage to the people I am pledged to serve. And so that's what disturbing I never sought coming from age well I never sought coming from meals on wheels and all of a sudden we find ourselves in a dispute that was utterly unfathomable and now to come up and say well we're just supposed to have businesses usual to come up and say but we've got this long history yeah you had long history, but you poisoned your relationship. And you have a First Amendment right to defend yourself to the Hilt, and I have an equal right to express my disappointment in the way they handled the situation. And more importantly, I have sworn oath to vote my conscience, which I have been doing in these items. And for that reason, Mr. Chairman, I will be in no on this item as well. All right. Thank you. Did we have any motion on this? No. The item. Well, are we b for Katie where would we do that let's see mr chairman there's service area so seven everybody except for age well I think is service area two so every all the other service area and then bifurcate service area two which is age well. There's also six I think. I only saw them. Service area two which is all the South County. So yes I will be voting for this. But I'm not saying you should. I'm just saying that if we just bifurcated so that it helps supervisor Wagner on the other items. Where would we have bifurcated again? We have seven items. So there's service area one, two, one, two, one and two and three. So we just do service one area one and service area three first. All right. Is there an objection to that? I'll move. I'll move those two service area. One and three. Yes, sir. All right. Any objection? That's approved. Now the other service areas may have a motion on that. All right. Any objection? Get that approved. Now, the other service areas may have a motion on that. Move the other service areas. I will second that. Any? All right. Where are we on that objection? Are the no votes? No. Suvazir Wagner? Epstein? Okay. Three in favor. One abstention, which is Suvaz Nguyen, one no vote Suvaz or Wagner. Mr. Chairman. Okay. Yeah. I just want to say look, I I'm a person who believes in giving people second chances. And so if people cure and they resolve the dispute and they move forward in a good faith manner and continue to provide quality services, comply with all the rules and regulations and pass our audits, I don't understand why we continue to penalize people. So I'm good with it. All right, thank you. Now we go to item 55. I know as you can may resource approved amendments to renew contracts for older adult program supportive services. I approve amendment two to contract with age well senior services, Inc. And community senior serving to in business as meals on wheels Orange County for support services. I prove amendment three to contract with community legal aid SoCal for legal assistance services. I prove amendment two to contract with council on aging Southern California Inc for abudment and elder abuse prevention program services. I prove amendment two to contract with Hope Community Services Inc for groceries program services. I prove amendment two to contract with Alzheimer's Family Services Center doing business as Alzheimer's Family Center. For Alzheimer's daycare resource center services and authorized care and procurement officer, deputy designated to execute amendment. We have one request to speak on agenda item 55. Please call the speaker. Annie Nguyen. Let's see her. I don't think she's here. I'm probably not here. All right. So this is item 55. That's why it's no. Just will quit just to want to just confirm with staff that these contracts are renewed for older adult program support services and that's it right? Nothing outside of that that this contract can be used for. Yes, correct. Perfect, thank you. Thank you. All right, this is an all district item. Move the item. Second, any objection? I'm going to be a no. There's a vehicle. No, so it's Wagner. Any abstentions? Any other objection? Abstentions any other just an extension for me sir okay three in favor one no vote one abstention we go on during the page all right our public public works agenda item how many of these items 56 to 62 to have any public speakers items? No. Are there any of those items that my colleagues would like to discuss separately? Seeing. It's item 59. Item 59. Okay, on the other items 56, 57, 58, 60, 61, 62, please read those items. And this is more because the whole time I've been here representing Wagon Wheel, we haven't really had anything to highlight for them. And so we are proving a pavement rehabilitation project which will repair and approve road conditions along Oso Parkway in the unincorporated area of Wagon Wheel. The pavement condition index will move from fair to very good enhancing public safety and making the area eligible for future transportation funding. Congratulations, wagon wheel. Yes, been moved in second in an abjection. Those items are approved. They never get any love. Now we have some flood control items. 61, 65. 63, 65. Yeah, and the public speakers and any item the board member would like to pull. 70, Mr. Chairman. 63 to 65. I'm sorry, yes. Thank you. We have no recourse to speak on item 63 through 65. Move the items. We're going to say any objection, motion carries. Now we come to items 66, about 370, I think, so if I was to win what a number 70 separate. Okay, any objection to doing 66 through 69. And, by the way, let's please read those items. I'm Rosie Wiesen recycling to prove a memo one to renew contract with Helix Environmental Planning Inc. for Landscape Maintenance Services for a native plant habitat management at North and Central Regional Landfills and authorized canopy care and office for a deputy design to make minor modifications To make minor changes to minor changes in certain conditions and execute amendment item 67 to prove a memo one to contract with SWT engineering ink Revising project name to prima zone for phase B and and C, project specific design, and construction support services, premier district of landfill, and authorize director, or does it need to make minor changes under certain conditions and execute amendment. I see wasting recycling a proof contract, change order three to extend agreement. the Suke Construction LLC for Frank R. Bowerman landfill phase eight a one groundwater protection project and not the rice director or designate to execute change order. We have no request to speak on agenda item 70. Supervisor Nguyen. Mr. Chairman, Sue Reiser, win us inform me that she has received campaign contributions from this contractor. Okay. And we'll be recusing herself from the discussion and vote on the side. Okay, and that's it. Okay. And who's in seconded? Thank you, one recusal, the motion carries. Thank you. Now we come to probation, item 72 and 73. Do you have any public speakers on those two? No, I do not. Any of our colleagues want to comment on it? Would you read 72 and 73 please? Under probation, I approve amendment three to renew contract with American Justice Solutions in due in business as corrective solutions for full case management, supervised electronic and fine-man home detention program, authorised County procurement officer, deputy Assistant, needs to execute a amendment. Reaffirm continued designation of Chief Probation Officer as Correctional Administrator of Supervisor Electronic Enforcement Program and review program rules and regulations in administrative policy. All right, please make your comments. Thank you. As to item 73, just want to thank our probation department for the good work. This took a little while to get this RFP and to get somebody to bid on this. Our juvenile justice coordinating council has been working on this for a while, so we think this will be good for the juveniles who are in our care to be able to give them some life skills so that hopefully they do not return. Thank you. Thank you. Any abduction? Motion carries. Item 74 has been continued. Please read item 75. I'm a county council of the continuation of local emergency for the airport fire. An order review to determine need for continuing local emergency for June 24, 2025, 930 AM. And every 60 days thereafter until terminated, we have no request to speak on agenda item 75. I have a motion or comments. Second. We've been seconded in the objection. Motion carries. Chair, I do have request to speak on 76 and 77. Let's call those separately then please. Okay. Item 76, Senator Ken Executive Office approved grant applications and awards submitted by district attorney, health care agency and OC community resources and Rector Active Grant Applications and Awards submitted by health care agency and OC community resources in May 2020, 2025 grant report and other actions as recommended. And I have one speaker request for 76, Brian K. Please come call the speaker. Please go forward. Happy day. We're discussing the grant applications. What the money is given to Orange County for, and then what Orange County ends up spending the money on. Earlier in the meeting there was some discussion about Medi-Cal and how- Is there any grant you'd like to discuss? Yes, this is the grant money that's given for Medi-Cal. Is that one of the grants? There's private, there's profit from the grant money. Those are billing items are not grants. That's the grant money. That's how it spent part of the billing. I'm curious you keep interrupting me with questions. You don't seem to really understand what I'm talking about. Is there a reason why you don't understand what I'm talking about? I'm sure outside the agenda. I'm on the agenda. No, you're're talking about the grant money and how you've received grant money to provide services for Medi-Cal, which is greatly under performing. They're not providing enough service. We actually have competitive companies coming down here and bidding and petitioning their outside the agenda to receive their funding for services that they actually had 30 people come down here Bragging about the mental health services being provided by another company. I Haven't heard one person from Orange County mental health come down here and brag about the services provided by Orange County mental health So I'm just asking you to pay attention to how you spend that grant money. So your time is up, please sit down. No further requests. Are you okay? Mr. Chair, Chair, Chafee sir? Move the second. Any comments? Thank you. Any objection to the motion carries? Thank you. Item 70, next item is 77. 77. 77, thank you. Executive Office, I pre prerecommend it positions on introduce or amended legislation and or consider other legislative subject matters? We have seven requests to speak on agenda. I am 77. Please call the speakers. I'll call three names at time. Please line up at the center of the room when your name is called. Chuck, Esther, and Michelle. Chuck, Esther, and Michelle. Chuck Esther and Michelle. Next three speakers, Roseanne, Kate and Brian K. Okay, Esther here and I'm here to speak up for, to say vote no for the VOTE's Choice Act because it sets up people for fraud and we already have 45 different ways of verified fraud in Orange County. And when it comes up for renewal, I'd like for you to vote no. Thank you. I'm so grateful to have you with us. I'm so grateful to have you with us. I'm so grateful to have you with us. I'm so grateful to have you with us. I'm so grateful to have you with us. I'm so grateful to have you with us. I'm so grateful to expired and you have yet to address that. The voters choice act. So that's our question and we need an answer. And it seems you guys don't have a problem talking down from and public comments. One of the things that could be avoided would be Janet Wins saying, call the office. Don't come down here exercising your first amendment speech and complain about what we're doing in person. Call our office. Gee, hey, Janet, have you answered any phone calls from your constituents? No. So calling your office is pointless. Supervisor Sarmiento, Vince, how many times have I called your office? Probably over a hundred. You've invited us to call your office so that you can provide services. Have you provided any services remotely concerned with the petitions and with the legislation that people have asked you to enforce? No, you haven't. Katrina Follies, that's her in Bragg's about her Polish and Jewish friends, and claims that she gives everybody a second chance. I was never given a first chance and that's because Officer Michael Kuhn of the Anaheim Police Department continues to say that Polish people and Jewish people are niggers and Katrina fully supports that, endorses that and wants to keep him working. Time is up. Happy day. Fuck you, bitch. OK. Next speaker, please. Good morning. So let's see how much money have we wasted with the Voters Choice Act? In the 2018 primary before the Voters Choice Act, it looks like we spent six million. 2022 primary 12 million. So we just wasted six million dollars of your constituents money. When are we going to get rid of the voters choice act. I think the general election from 2022 was somewhere between 24 to 36 million dollars. When are we going to get rid of the voters' choice act? Besides being incredibly costly and wasting the taxpayers' money, When are we going to get rid of the voters' choice act? Besides being incredibly costly and wasting the tax payers money, we could, from six million go even down further, if we had one day voting, we had paper ballots, paper poll books, voting in precincts, hand counting in precincts. And heaven forbid, we know that day who go to the next floor. Stop wasting our money. Last speaker is Lisa. Hello, board. I'm Roseanne, the orange county chair for New California State and the Orange County Senator for New California State. It's here. Where's my overhead please? We've been talking about this for a long time. We've had a lot of surprises. No one expected money to be falling from the skies forever regarding money. But Chris Street who you're all familiar with, if you've been in Orange County for a few years, then you know that he's been predicting that the Financial collapse of California would be happening. He was thinking it would happen around 2011, couldn't even hear He's worked with he worked with financial advisory panel in Sacramento years ago and was intimately familiar with all the numbers of California and predicted that Newsom would bankrupt the state in 2021. But nobody saw that Newsom would be getting 97 billion from the Biden administration during COVID. So imagine that, that's 97 stacks of $1 million dollars that was spent. In the meantime, Newsom, since he's gotten to office, has increased the spending $100 billion. Now, the most recent revised budget was submitted 20 minutes before the absolute deadline, and which it ends up having 12 billion cash deficits now without. How can that be? Thank you for your comments. All right, this is item subnated. I'm sorry, one more. I apologize, please come out. I'll be quick. So the Board of State's Choice Act was an opt-in with public approval piece of legislation. The very first time that you did that meeting, you only advertised it on Facebook and you got 28 citizens. Please do it again. About 50% of California is VCA and 50% is not. Riverside County is not. We would have great data to compare. And also, Orange County, ROV, has the most thorough audit thanks to the citizens of California, paid for by the citizens of California. Thank you. Thank you. All right, this is item 77. With item with comment. Okay. So if I was to win. Can I just abstain on number two? SB 239. Abstention on item two. Supervisor Foley. Thank you. So a couple of items I wanted to highlight. One is HR 965 by Sherman. This is a housing, the Unhoused Disabled Veterans Act. Very important bill through the Housing and Urban Development Office, changing the definitions so that any veteran who has an annual income that is based on disability payments received as a veteran is not automatically disqualified from receiving a veteran's affairs support of housing voucher. So looking forward to supporting that as well as Congressman Levin's HR 1012, the Spent Fuel Prioritization Act of 2025. Our spent fuel solutions committee that the board supports has been advocating for bringing forward this bill. It's a bipartisan bill and it would amend the Nuclear Waste Policy Act of 1982 to prioritize the acceptance of high level radioactive waste or spent nuclear fuel from civilian nuclear power reactors based on the operating status nearby population, earthquake hazard, and national security risk. This is important for us here in Orange County because we have San Anofi right on the earthquake fault line and as sea level rises. So we've been working to get this bill on, and we're excited to see that it's moving forward. Currently the Department of Energy has an oldest fuel first policy that gives preference to waste according to the chronological date in which it was produced. And Santa Nofri has been operating since 1968. So despite this requirement, we haven't had that nuclear fuel, that spent nuclear fuel moved yet. So we're looking forward to having this move through the process. And then as to SB 239, I'm supporting that bill because we have an in-home health supportive services commission here in Orange County. And since I've joined the board in 2021, I'm not sure they've had a meeting because they can't get a quorum because they can't come to an in-person meeting because they don't really have ability to take a day off, they don't get paid for vacation, they can't travel that easily and they care for people who are extremely disabled. So this would allow for teleconferencing into those kind of committee meetings, commission meetings, and that's just one example of how that would help us to be able to actually We have a meeting with that commission that we have required to have. So with that I'll move this item. Thank you. Any objection? Okay motion carries. I'm sorry was there. Sorry, yes, the extension is noted. All right. Now, let's see, how about 78, 79, 80, 81, 82, 83? Do we have any public comments on any of those? No, we do not. Do we have any issues, Jesu? Where and Wynn? I just have eight. I'm sorry. I'll be right back to the meeting. All right, let's, our next one is 78. Let's take 78 separately. Okay, executive office approve amendment 14 to contract with friendship shelter ink for coordinated entry system services for individuals and survivors. We have no request this because item 78. Surprising to win? Thank you, Mr. Chairman. I see this as just amendment 14. And I just in general a lot of our contracts on this agenda is amendment 14, amendment 20, amendment. I don't know if this, Madam CEO, this is something that is normal. Do we do a lot of these amendments? Do we not go out with RFP? Do we not look at other potential contracts? So I'm just more curious on just the process of procedure. I may have who can answer that. I see you. Are you? Yes, I'm just looking at the specific one because we're following policy, right? So the contract policy manual allows for a certain length of time and then depending on the services being provided, we may do extensions, renewals. So it has to be consistent with the contract policy manual and then it's going to depend upon the service, whether it's sole source. We may do amendments to modify scope of work or it could be dollar amount. So there's not one specific answer related to amendments. Mr. Chairman, on page two it shows that we've first voted on this in February of 2024. And while it seems like 14 amendments might seem like 14 years, that's actually not correct. It's only been one year. And there were amendments that related to a whole variety of different matters. Deputy purchasing agent, authorizations, payments. I mean, there, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, housing, the terms and some of the delegated authority that was approved. Correct, if I just comment, the contract policy does allow for administrative changes without coming back to the board. So it appears that that is some of the circumstances related to this item. Right, so we had a vote on February 23rd of 2024. We had a vote on April 25th of 23, that was an amendment to the contract. Another in August and friendship shelter provides a whole variety of different services for the county. So it's unclear to me and I don't know who could speak to this, maybe Mr. Beck is in the audience. But it looks to me like these are different additions that have been added to an overall contract. Because they do shelter services for Laguna Beach Shelter. They do shelter services for outreach and engagement for South County. They do domestic violence, shelter services. They have a whole bunch of different contracts. I don't know if that's what the reason is for all the amendments, but it's on a short period of time where there are these amendments. Good afternoon, Mr. Chairman and our board, Doug Beck, Director of the Office of Care Coordination. So yes, there is one mistake here. I apologize. I'm about to say this, but the first board action date that you're referencing, Madame Vice Chair, should actually be February 23rd, 2022. This has been a contract. Most of the amendments, as mentioned, have been administrative amendments around different aspects. For example, our office moved from the health care agency to the CEO's office, so that required an amendment. This particular amendment is to adjust their budget just a slight bit based on budgeting piece. We are still within the original agreed upon length of the term of the of the contract. This was a contract that was approved after a formal bidding process? Yes, it was. Okay. Thank you. Mr. Chairman, my comments was, I'm not disputing of the work by any means. It's just that it makes me nervous and uncomfortable when you see so many amendments. And I just don't want people to go into these RFP and low ball and get the contract and then goes come back and get more and more amendments with us why we're in the contract period. That's really what I'm looking, I'm bringing up to the board's attention. I mean, I have, I've just been here for a few months, so I don't know what how all this has transpired, but seeing all these contracts on this agenda and these numerous amendments, yes, some of them might be administrative, but when the one that has cost to it, it begs the question is, are they low in volume when they're applying for these bids? And then by the end of the contract, we've had so many amendments, we don't even know what the cost is in the end. So that's just a comment that I just wanted just to bring to your attention and with that, that's thank you, Mr. Chairman. Thank you for your comments. Okay. Do we have a motion? Move the item. Any objection? Motion carries. Now, can we go how far can we go here? 79, 80, 81, 82, 83. Do you have any public speakers on those items. No, we do not. Any comments from colleagues? I just, Mr. Chairman, I'm fine with voting on 82. I just have a directive for staff. We can vote in the package if that's. Okay. I'm okay with that too. Do you want to ask the question now or direct for 82 after it's announced? Go ahead and do the reading of those items and we'll come back to supervisor Nguyen. Up to 83. 79383. Yes. Okay. And we have no request to speak on item 79 through 83. Thank you Madam Clerk. So as for when you had a comment. Yes on 82 Mr Chairman I would just ask if we can get the subcontractor lists every six months versus annually and that's it. Okay that's a direct to this staff. I think that's fine. Move all the items with that addition. Moved to second and objection. Motion carries. Thank you. Now we're at 85. I can't exact. Thank you, Madam Clerk. I'm pleased to bring forward this item to improve 450,000 by fourth district discretionary funds, from two two sources. I want to new initiative led by office called the Community Health Ambassador Program or CHAP in partnership with the Cal State Fullerton's Public Health Department. Through their two-year matches program, beginning in late August of year graduate students work alongside community-based organizations and public agencies to gain real-world insights, real-world insights, identify gaps and develop tailored solutions to improve community health. Too often, our health care system focuses on treating illnesses without fully understanding and individual circumstances, like housing, financial stability, access, or food insecurity that significantly shape health outcomes. Even when those underlying issues are identified, there's rarely a clear way to coordinate solutions across systems. Chap is designed to fill that critical gap. The students will provide valuable insights that can get community-based organizations and agencies can leverage while gaining hands-on experience working alongside frontline partners to create meaningful practical solutions beyond typical classroom learning. to participate as many as 30 students will participate in the program. Track will reveal new on the ground insights from residents, empowering agencies and community organizations to improve how they meet will needs and allocate resources. We're very proud to track the track and the city of Stanton, which is a small city and we're looking at the whole city to study. Stanton, like most smaller cities faces unique challenges due to the size which limits available resources. That's why standin' is an ideal place to pilot CHAP, allowing us to strengthen connections to county and local services while generating insights that form both local solutions and broader system improvements. We'd express my gratitude to our partners at Cal State Fullerton, especially. Dr. Ronald Rochon, who is president of Cal State Fullerton, Dr. Michelle Wood, Professor in Chair, Department of Public Health, Dr. Tabisher Nubari, Assistant Professor Health and Jacqueline Gonzalez, Director of Local and Community Relations. Cal State Fullerton is committed to championing CHAP as a long-term program. And together we look forward to how it will continually build bridges between residents and agencies through data driven insights. For watching adaptive solutions and stronger health outcomes per year is to come. With that, I move the item. Second. Any objection? Motion carries. Thank you. Now we go on to our next item, which is supplement 87e. I'd advice you are fully approved sponsorship of various nonprofit entities from fifth district events funds. Approved addition or revisions of events to fiscal year 2024, 25 county events calendar, make related findings in the group of section 26227 and authorize auto control to make related payments. We have new requests to speak on S87 E. Let me read them. Second, an objection, motion carries. Now we go to supplement F. I'm sure by the way, I didn't put sponsorship of various nonprofit entities from third district event funds. Approved addition or revision of events to fiscal year 2024-25 county events calendar. Make related findings in the government code section 26227 and authorize auto control to make related payments. We have no request to speak on 87 F. Second. Second. No objection. Motion carries. Supplement 87 G. On a chair, a tapey,y a prisponsorship of various nonprofit entities and for district events funds our provision or revision of events to fiscal year 2024 25 county events calendar make related findings under government section 26227 and authorize auto controller to make related payments We have no request to speak on s87G. I move the item. Second. Any objection? Motion carries. H, please. Under OCE Ways and Recycling, I approve amendment 2 to waste disposal agreements with the County of Orange, cities, sanitary districts, and facility operators and authorize director or destiny to execute individual amendments. We have no request to speak on S87H. So all district item. Second. Second. Second. The objection. Seeing none, motion carries. Aye. I do. I see public work. And set second reading and adoption for June 10, 2025 930 AM. We have no requests to speak on S87J. Sir Fajan, wind. Thank you, Mr. Chairman. I have two procedural requests to make. First is, I respectfully request to first revise the agenda item title due to clerical errors in the original title. It may not provide sufficient information for proper public knows under the Brown Act. So I request that the title be corrected to accurately reflect the subject matter. And second, I requested this item be continued to next board meeting on June 10th. Why I acknowledge that June is reserved for budget hearings. This item was delayed due to a clerical error not from my office or caused by my office. Given its importance, I respectfully ask that the Board and Madam CEO make an exception to allow the first reading to be heard at the next board meeting, ensuring timely consideration of this matter. Yes, legal counsel. And thank you, Supervisor Winn, and thank you, Mr. Chairman. And it was our mistake. So in preparing this proposed ordinance for the Board, we use the prior template. And in the title of the template, you'll see that what's before you is regarding the Orange County Health Authority. Of course, this item does not relate to the Orange County Health Authority. It relates to restrictions on the sale distribution and possession of cradum. So I do apologize for the mistake. I'm sorry for the delay, super-reservant. And I suppose our request as well, that the board hear this at the budget hearing. I'm recommending the board not move forward with this today because under the Brown Act, right, the board needs to give notice to the public of every item of business to be transacted or discussed. And my concern is with the title saying it relates to Cal Optima, right? Interested members of the public wouldn't necessarily be notified of the board's intention here to consider an ordinance relating to the distribution possession and sale of Cratham. Second. Move to seconded. Any objection? Thank you for correcting that. Now we come on to 80's see the next one has done 87K 87 hell please. Under the city by Mr. Sarmiento a pre-veh allocation of $500,000 from second district discussion funds to charitable ventures for support of nonprofits serving immigrant families and children. Make related findings under government code section 26227. Authorized candidate office are designated to negotiate an interim agreement as necessary, and authorize other controller or designated to make related payments. We have no requests to become S87L. Surveyor, I was a Sarmiento. I'll move the end. Second. Any objection? Supervisor Wynn is a no, are you a no? Extension, it's okay, anybody else? Okay, Carrie is with four in favor and one abstention. Thank you. It's supplement 87M. Under supervisor Sarmiento approves sponsorship of various nonprofit entities for insect district event funds. A prohibition or revision of events to fiscal year 2024, 25 county events calendar. Make related findings under government code section 26227 and authorize auto control or to make related payments. We have no requests to become S87M. Mr. Perez-O-Sarmado. Move your second. I'll move to the second at the objection. Motion carries. Now we have a public hearing. Would you read please item 88? I would assure of corner public hearing to consider adopting resolution approving updated fees for processing of new renewal or animated applications for concealed firearm licenses. Super seating resolution numbers 999-162 and 20-028 and making SQL exemption findings under SQL guidelines section 15273 and public resources code section 2108 0b8 and other findings. All right, I think this is several items This is an ordinance there'll be placed on the agenda next scheduled board to to worth meeting And several other items this emotion. This is a motion. This is a public hearing. I'm going to open the public hearing. Are there any members of public to comment? No, we do not. I'm going to close the public hearing, bringing back to the board. May I have a motion? second. Four in favor, one abstentions, supervisor, new in. Now We come on to item 88, please. 89, I'm sorry. 89. I got on the wrong page. Sorry. I don't know. I'm holding the hearing now. Are there any public members of the public? Yes. So the public hearing. I'm holding the hearing now. Are there any public members of the public? Yes. the Environmental Policy Act. This is the public hearing. I'm holding the hearing now. Are there any public members of the public wanting to comment? No, we do not. I'm closing the public hearing, bring it back to the board for consideration. Is there a motion or comments? Mr. Chairman. Please go ahead. Is Ms. Bidwell still here? It's just such an important item. I know it's been a long day, but it's an important item, and there's a lot of changes happening in terms of our planning for housing. Could you just give us a brief overview and then highlight any concerns you have as to changes from HUD? Good afternoon, Julie Bidwell, Director of OC Housing and Community Development. Certainly on this item before you is approval of 2526 Community Development Block Grant funding, as well as our home funding and our emergency solutions grant funding. Currently, for HUD, we have the allocations for 25, 26. They're flat from 24, 25, about a 1% increase. So we have that in hand. We know coming forward with the President's proposed budget, which still has to go through Congress. Currently, that skinny budget would call for the elimination of the community development block grant program and the elimination of the home program This is this funding separate than housing choice vouchers. There's no housing choice vouchers in this item This is also a five- year plan for the use of these funds As well as a citizen participation plan, but that's what we know right now kind of on the the federal outlook so the the programs that are Being proposed to be cut are as I understand there's five programs that amount for about 43% of the funding is that right? So that's the housing choice voucher program. OK, so yeah, that's all right. If you'd like me to speak to that, I will. Certainly on the housing choice voucher program side, another the other side of the HUD house. There is, if you combine all five programs together, it's about a 43% decrease in that funding as well as a proposal to block grant the voucher or rental assistance programs to the state, which we're not sure what that would look like, has not been done before. So that's currently in the president's proposed 2026 budget. So are there any, you said there was cuts proposed for 26? What would those be within this program? So for this program, housing authorities run on a calendar year. It's very fun. So we do have in hand our 2025. So that is not of any issue. We have that funding allocation. It'll be the 2026 budget that they are working on now that we don't know. And do we know if there's any proposed cuts? Yeah, the 43% is the president's proposed 2026 budget. Okay, but I'm saying for the home funds. Yeah, so- Is that the same thing? How it's being proposed? We haven't been beyond the 2526, because that was the 2025 HUD budget. Right. For 2026, the president's proposed budget calls for the elimination of the community development block grant program and the elimination of the home program. Okay. And to combine together, that's 43%. No, that's the housing choice voucher. That's right, I was trying to figure out. I'm sorry. What's the amount for the, what is being proposed for 2026 for the home funds and the community development block grant program? So for us, we just know that that would be complete elimination of our home funding, which is how much? One moment, please. I'm looking at the housing choice vouchers. So for the community development block grant program, that's about 3.4 million. And for the home program, that's about 1.2 million. The home programs for affordable housing development and CDBGs for public facility and improvements, housing rehab, public services. Okay. All right, thank you. Thank you. All right, this area of motion. Move the item. Any objection, abstention, Seeing none, motion carries. Item 90, please. Under OCE Public Works, public hearing to consider reading and adoption of an ordinance of the County of Orange, City, California. What we acknowledge that the county is facing a significant financial crisis, the lack of transparency surrounding this decision is deeply concerning. Indeed, any explanation whatsoever beyond budget constraints would have been tremendously helpful for the service providers who are working with our community members. Human options has led many street family resource center in Santa Ana for 20 years and the Newport Mesa FRC for 10 while providing domestic violence services across the platform at six other FRCs, plus our business office, two family justice centers and three confidential shelter and transitional housing sites across Orange County. As currently proposed, the budget would eliminate all fact funding from both the Mini Street and the New Port Mesa FRCs, as well as the Friendly Center site in Orange. The remaining FRCs, which were already underfunded in the current proposed budget, will struggle to meet the increased demand. We were very concerned about what will happen to the clients relying on these services. The three FRCs not funded in the next contract cycle collectively provide services to over 6,000 families annually. These services include emergency assistance, counseling, case management, legal advocacy, personal empowerment classes, safety planning, and more. The loss of these centers will devastate already on this. Thank you, ma'am. The next speaker is our Vatana Pyeong, Gabriela Blanchard, and Guadalupe Sosa. Good afternoon, supervisors. My name is Vatana. I'm the director of the Cambuan family, and here to share some concerns regarding lots of funding for the 3 Family Resource Center in Orange County and a devastating impact on the community reserve. They can one family has provided services at the Ministry of Family Resource Center for over 25 years, and losing these services would be a devastating setback for parents, children, and youth who depend on these critical services. The family resource center has helped countless individuals achieve better health outcome. example example, through the Family Resource Center in Ministreet in San Deanna, the Camp 1 family has been able to help a family of four, two Cambodian speaking parents with two children, Jonathan, 13-years-old and Jessica, 9-years-old, without in-language and culturally responsive services. The children are doing much better in school now and the parents striving with their small business because they rely on the family resource center in language, culturally responsive and linguistic competent services. Without the family resource center where this monolingua, come I speaking family like them go to receive support services. And the major family resource center is Center is the only FRC in all five orange county supervisor district with this specific Campbell language capability. And we would like to urge the board of supervisor to explore other funding sources to fill this gap and to allow the three F Family Resource Center to continue their services to the community. Thank you. Thank you. Thank you. Hi, my name is Gabriela Blanchard. I'm a resident of Irvine, California. Seven years ago about this time, I went to seven years ago, I walked into a family resource center in South Orange County after escaping an eight-year-long abusive relationship. I had no car. I had my credit cards taken away and a threat to take my life if I left. I had two nine-month-old twin boys and less than $100 in my bank account. And I know my time is up, but please consider allocating funds to keep these resource centers open. The tax dollars that this gentleman referenced don't change lives. They do. I live at a beautiful condo in Irvine now. I sit now on the board for human options and it changed the trajectory of my life. So these funds do matter and I didn't become dependent on the funds. They gave me resources that were stepping stones, so I was no longer dependent on it. And I've been able to rebuild my life. So thank you. Thank you. After Guaralupisosa, the next three speakers are Nick Koldav, Jill Klassen and Tina Dupieu. Hello, my name is Wadalupe Sosa, resident of OC, and I just wanted to thank the 15 to 20 resource at Centers that helped me in 2022, especially human options as I am a DV survivor, helping me and my four children become more independent. These resource centers educated and became my stepping tools for the dream that I had of a healthy future for me individually and for my family of four. I've experienced a lot of things firsthand and I can relate to many of the community and now that I am more well situated thanks to these resource centers I took advantage to elevate myself, educate myself, finishing high school diploma, now college, student, and now with human options and advocate helping others find the proper resources to help them navigate through this hard situations that they may be going through. And I just want to say as well for funding cuts, will cause locations to be further away from people with disabilities. Like myself, I don't have a vehicle making it super difficult with four smart children to travel across cities just to get the proper resources that I may still need as a college student. I'm not where I'm at, where I want to be, but I am going there and one big person I see as a person that I love is Betty Martinez from Irvine. So just like her, I would, I want to be something like her. Thank you. Thank you. Good afternoon Chairman Chaffee, everybody here. Nick Colliff, Santana, Civil Engineers, civil rights activists. I would like to respectfully dissent with today's celebration of Jewish community achievements, heritage, and Holocaust issues for 15 years anti-deformation league, the neighborhood, Jewish attorneys and administrators prevented me to get a professional job as a licensed civil engineer. For eight years, I could not retire. For seven years, I was stuck with fraudulent child support. For 280 days, Jewish judge in family court it refuses to sign stipulation for my retirement. After all, I've said I don't believe we should celebrate such a controversial community, particularly at the day when we are talking for atrocities in Gaza. Thank you. Thank you. Mr. Al-Rical, Gabriela Hadago, the translator, is present. Her title will be doubled. Buenas tardes. Buen día, la mesa directiva y asistencia en general. Nos presentamos en esta ocasión, principalmente con dos propósitos, uno positivo y el otro no. I will start from the beginning of the video. the We thank you with my usculas. These are the demuestra that with the desire to fulfill our work we can do a good difference in our environment. We hope that it continues on this path. As far as what a requiem, attention is activated, so verbia, from the director general Maria Bernal and Nubia, sub-director to our program, which explains why the personal of our facility had no incentive to do well in its task since in any situation the representative of the program would support them or not the reason as in the lamentable case in which the clients used to host and provoke other clients who criticized the bad practices of those who seek to do so, it's the situation of the Alejandro Soryo, who, cynically, castigated individual and exaggeratedly with the permanent suspension of the program after the insult. Okay, hello. I'm with Clara Vida. I'm, my name is Gabi. In this is Alejandra. Good day to the board and to the audience and attendance in general. We present ourselves here on this occasion for two reasons. One, positive, the other not so much. Number one, I'll start with the first. Since the change of director in our facility in Santa Ana, an effort has been noted by the new person in charge of improving relations and clients with the quality of programs. We really appreciate it. It is a lot. And it shows us that your desire to have a job well done for all of us. And this is made a big difference in our environment. We hope that they will continue on this path. Number two, ask for what still requires attention is the arrogant attitude of the General Manager Maria Bernalinubia deputy director to our program, which explains why the staff of our facility did not have any incentive to carry out their tasks since in any situation that was presented to her before the program, she would support them, than whether or not they were right. Such was the unfortunate case in which two of the clients were used to harass and provoke other customers who criticized bad practices and it was sought to get rid of them. Such is the situation of Alejandra Osorio, who was cynically and exaggeratedly punished with a permanent suspense of the program. I guess her time is up. She just wants to say thank you and please do something about it. Thank you. Thank you. Thank you. Good afternoon. My name is Tina Dupuis and I live in New York City. I came here today to have face-to-face meeting with you. I was at one time one of the youngest syndicated columnists in the country. I was in 150 newspapers every week back when we had 150 newspapers every week. I'm an award-winning journalist and two weeks ago I was invited to the Oscars of books because I've gotten award. And I'm here because this is Orange County foster care awareness month. And I am a foster child. I grew up, I was raised by the state, they call us words of the state. We're not actually words of the state. We're not actually words of the court. We're words of the county. And there are two children who are under your care. And I can't mention their names publicly, but I would love to talk to you about their case. Because these are teenagers who have been in the foster care system for now half their lives. And they are experiencing an injustice. they become cynical. And they're not going to be productive members of this community, when they've never had someone care about them and care about their experience. They're not being listened to. And they are, you know, you're five people. These are children. These are not numbers. You're not numbers. They're not either. There's 2,000 children who are under your care. And there are two that, you know, it's budget neutral. There's no money. It's just listening to what these kids want and what they need and what they are not getting. Thank you so much for this time. I appreciate it. Good afternoon, board. Thank you for taking the time to hear me speak today. My name is Jill Klauson. I'm a former resident of Orange County currently in Los Angeles County. And I'm also here today in honor of Foster Care Awareness Month, which was designated by this board of supervisors in May of 2019. And I have come all this way to speak on behalf of the children languishing and suffering in the system. Not far from where we sit right now, Foster Children are being placed in the Orange Woodwood Children Center which operates next to the jail and juvenile court Hardly an atmosphere that lends itself to healing let alone thriving Complaints from past residents include violence between the kids due to lack of supervision and severe punishments from normal childhood behavior It's pretty much foster care purgatory where children are dumped between each unsuccessful placement. In a recent alleged incident reported in October 2024, a child complaint of rough handling by members of staff resulting in injuries when staff intervened in a fight between two children in their care, which resulted in the complaining child being put in restraints for nearly 10 minutes. This is simply unacceptable. I'm calling on you today to request that you personally visit the Orangewood Children's Center and see firsthand the conditions that the children are living in and perhaps recommend a new grand jury review of circumstances at Orangewood. Thank you very much for your time. The next three speakers are Michael and Colson, Luis Sedino and Paddy Cabata. Hi, good afternoon, of Supervisors. My name is Michael Van Kulsen and I am from the city of Garden Grove, California. And I'm just an average Joe and I am also an IHSS provider for my mother and I used to provide for my father as well. I am a union member for the United Domestic Workers of America. And so my father is not within my care anymore. He used to fight in the Vietnam War, and he is a veteran. Because his hours have gone cut. Because of that, I'm not able to provide care for him anymore. And now that the state is paying a lot more for his care and is he is living farther away from family. However, I want to say thank you, I would want to say thank you to this board for coming to the bargaining table in good faith at our last session. And I hope that discontinues because it's so important that caregivers like me get good wages and benefits. Things are so expensive in Orange County. And without a good contract, low-pay-care workers like me aren't going to be able to provide life-saving care in this county. I look forward to seeing you all in the next bargaining session and for continuing to work together in good faith and make sure our care providers that care for. Thank you so much for listening to me. Have a good rest of your day. Thank you. Good afternoon. My name is Lucia Deño. I'm an IHS caregiver also. And you DW member from Anaheim, and I provide care for my mom, Isabelle, and I also want to thank you for coming to the bargaining table with good faith at our last session, and I have the same story he does right now, just so I won't repeat it. I just want to let you know that for me, better wage would mean, especially this year is a lot different than last year that I sometimes count the days, when's my next paycheck going to get here now, you know, because it's just very change a very different change in the stores. And everything is changed. And we have to budget look for where we can get better prices, which not many, but that's a drive around from one store to the other looking for Where can I find cheaper groceries or anything really and right now I was speaking to someone earlier a provider and I asked the provider that said his His grandma passed away and I said well, oh you could still be a provider. And he said, no, I can get paid more out in an hour. So that's what we're going through. Many people are not being able to find providers for this already wage that we get just to let you know. Thank you. Thank you for listening. After Patty Patty Kabata the next speakers are Brian K. Lynn Morris and Eileen McDermott. Continuing from what I previously was going on the Orange County Commission on the status of women and girls acts in an advisory capacity to the board of supervisors to foster the advancement and improve the lives of women and girls gather information and address unique issues and promote gender equality and empowerment. And that is a reason that I ask that Caitlin Bezer, I see sorry I don't know how to say her name, be removed from the commission. She has taken an oath to represent the area for in the Senate and a unified school district. So she serves all the community equally. After the May 6 meeting, I don't see how it's possible for her to address her constituents and the unique issues facing girls like advocating specifically for biological girls in saving girl sports and providing safe spaces for girl sports and upholding her oath at the same time. Right now we are in a place where we need women to advocate for biological women. And when you're given the privilege to sit on a commission, then the person sitting on the commission should be able to speak to all of you freely without being compromised by some other position that the individuals holds, which in her case would be sitting on the center and a unified school board district. And if you look at the last meeting, people like myself are in a shirt like this, we're called transphobic and I'm a biological woman. So how can a woman who sits on a board like that and agrees with those kind of remarks really sit on a board and represent biological women? Thank you. Happy day. Happy day. When I attend these meetings, I listen to you. And you make statements that inspire me to come down and share evidence, facts, laws. I mean, you took on your very first meeting. You had your claws out and you were trying to make things better for Orange County. Then, sir, it almost all means. You're saying, call me. Let's take care of things. Let's make things better. Wagner, you're famous in the beachfront community. Doug, you and I were getting along just great lately. You've been really a very combative. It's a shame. Katrina Foley there. She's making all these, she gave a great speech. I'm Polish, half Polish. My family lived through World War II, survived, went back and fought on the front lines. And I would love to comment and compliment her, but all I can do is say, no, the things you're saying aren't true. I'm not here to pick on you or make fun of you or Stand here and say that what you're saying isn't true I'm here to give you the opportunity to make your statements true To add credibility to what you're saying you can succeed Pay attention to the speakers happy day By the way, you gave everybody else an extra 30 seconds when I wanted five you shut me down Thank you for this five to ten seconds right now because I do love you chair Chafee sir I do love you thank you supervisor Foley I do love you supervisor Wagner I do love you supervisor Sarmiento and I love you as well supervisor Mr. Wynn. May we have the next speaker please act like it. Hello again, good afternoon supervisors. Lynn Morris CEO, D.D. Hirsch Mental Services. Just wanted to provide a few points of clarification on agenda item number 36, associated self-harm reduction services. First of all, D. Ehersch is well versed in Medi-Cal certification, and we would have no problem at all getting Medi-Cal certified. We were told by the QM Department at HCA last week on Thursday during a site visit that it would take two weeks to one month to submit our application for Medi-Cal certification. They mentioned it would not be a problem to get it submitted before July. If that's the case then, there would be no lost billing or revenue. If it were after July, for some reason, we can retro-build to July 1st. So if medical is the assumed issue here, it's not really an issue. There may be a few months difference between us and Ocapacca and getting the medical certification, but please do not underestimate the 15 years of experience that we are ahead in these services. For a suicide prevention, we've been providing them since 2010. And the cost to start over would be much higher than it would be to wait an extra month or two where we can retro services still. Our staff recall the question during the interview process to be are you medical certified and if not are you where are you in the process. We respect the procurement process but something is not adding up as to the score that we received for that particular section. Our services have also been referenced as equal and respectfully they are not. They are different. We are specialized in suicide prevention. The evidence-based practices we use are specific for suicide prevention. They're not their traditional mental health crisis intervention services. Thank you for your time. I appreciate the support and special thank you to your chief staffs who have been very responsive to all of us. Thank you, ma'am. After Emily McDermott, the last three speakers are Michelle, Lisa and Rosanne. So I come every two weeks. I've missed a couple times, but I'm here because I'm honoring those soldiers and those men that fought so bravely and valiantly. And I'm here to honor them and to fight for our rights as United States citizens that they gave their lives and their time so that we could have a vote. And I come today again and I say, what are you doing about the 40,487 ballots more than there were register voters? I'm not going to let this go. And then the second thing I'm going to bring up is we have these specialists, these people from Choc Hospital, and these people that have gone to universities. And of course you that have gone to universities in law school, it's very simple. You worried about kids? You worried about these kids with mental issues? Introduce God. Bring God back into the schools, into the homes. We've done everything to prevent God from being there. Bring him in. There won't be this mental health crisis, both with the ghosts and children. It's where we need to go. Thank you. Please start now. Our next two speakers will be reading into the public record. A press release dated May 1st, 2025, written by Marley Hornex, CEO of the United Sovereign Americans, aka USA, titled USA, submits urgent evidence to Congress following California election hearing. St. Louis, Missouri, using multiple trusted skip tracing and identity verification databases United Sovereign Americans, USA, investigators recently released results from a prevalent study of the 2024 election in Orange County, California. The shocking results indicate that one-fifth of likely non-citizens in ballot borders or simply do not exist at all. On April 29th, 2025, the U.S. House Committee on House Administrations convened a hearing titled, Why the Wait, Unpacking California's Untimely Election Counting Process. Lawmakers now have five days to submit relevant materials into the official congressional record. USA sees this opportunity delivering the evidence from the Orange County elections. In addition to the Orange County study, USA's report, USA California election reports, details and even more deeply compromised electoral system in violation of multiple federal laws including voting rights act, help America vote, and FISMA. Key findings, 9.5 million voter registrations contain material omissions. And I'm going to jump to 2.8 million votes were edited after certification. It was an accurate, if it was accurate, when other people got time, sir. Please, this is for your benefit. We want you to succeed. Excuse me. You're done. Thank you. USA's highly credentialed cybersecurity data experts warned that the voting system infrastructure is not only riddled with invalid data, dozens of successful attacks on our election systems were exposed. U.S.A. analyst report, these are not addressed simply by cleaning the voter rolls or eliminating voting machines. Federal security mandates have been waived or ignored for years. This is a national emergency. USA have submitting its findings to the House Administration Committee, which includes I'm not going to list them since you won't give me time. USA CEO and co-founder Marley Hornick issued a strong warning. Critical voting systems controls have failed massively. Actual California election results are unknowable. She added this is outright fraud on every American citizen in a direct threat to national sovereignty. California is illegally certifying uncontrolled election returns, whether knowingly or unknowingly. USA's previous reports documented 2022 misconduct were sent to both state and federal officials before the 2024 election. Yet the same violations repeated with equal or greater severity in 2024. Congress must respond. USA is calling on Congress to hold hearings and implement emergency reforms to secure legitimate representative government in 2026. United sovereign Americans is a nonpartisan, volunteer civic organization committed to restoring the fundamental rights of every American citizen To legitimate representative government through legally valid elections. Thank you Next speaker please Last speaker is was in Hello, Board. So once again, we're talking about Chris Street revealing California's economic collapse. The 2025-2026 budget has now been revised, revised, revised to have 45 billion deficit, and it's projected that it will probably be at least double that. So with that, the new sums numbers are based on optimistic corporate and individual income tax, in-create revenues, and yet they are based on pessimistic performance of 8% when realistically with the economy that way it will be going, which should be about 80%. In other words, skewed justification on planning a budget. The irony of all of this mess of the state is that our elections were free, which they're not. They cost a ridiculous amount more than they would if they were paper ballots in person. they were fair, which they are not, as we have seen countless evidences of voter fraud and numbers changing literally on TV screens, and if they were transparent, which they are not, we wouldn't be in this mess right now. Literally, the manufacturers of the voting machines are the only ones who can access them. That is absolutely unaudible and completely ridiculous. Newsom has never won any of his governorship's and he was recalled. Thank you. And CS Doge. No further speakers, Mr. Chair. Is there one more that has filled out a form? Did you fill out a form? In addition, the Orange County study for a SA report titled USA Health for Neal Action Reports, legal relevance and credentials, details and even more deeply compromised electoral system and violation of multiple federal laws including the Boatoting Rights Act, help America vote act and FISMA. Keep findings of the 2024 elections, 9.5 million voter registrations, contain material omissions and errors. 5.6 million votes were cast by those voters. Another prevalent study was in 2022 election, and the state of California indicates one million votes were counted from voters who do not exist. And yet another study of 2020 and 2022 elections show that 2.8 million votes were edited after certification. It was, if it was accurate when it was certified, why did it change? If it wasn't accurate, why was it certified? No further to speak, Commissioner. Thank you, that concludes our public comments. Let's ask, are there any memorial adjournments? One there. Okay, you have two. And I have one myself. Oh, I will start right here. My love, supervisor Sarrianto. Thank you, Mr. Chairman. And I want to adjourn this meeting in memory of Jerry Rosen, who is the founder and former CEO of Working Wardrobes. She peacefully passed away on May 14th, after courageously facing a prolonged battle with cancer. 35 years ago, Rosen founded Working Wardrobes, a nonprofit dedicated to giving people affected by domestic violence, homelessness, drug abuse and incarceration, and many other barriers, the clothing and tools to find employment and regain stability in their lives. She spent more than 30 years as the organization CEO. Through her vision and leadership, Jerry transformed a simple act of providing clothing into a profound movement of dignity, self-sufficiency, and hope. Over three decades, her organization grew from a single event to a beacon of opportunity, helping over 115,000 individuals reclaim their confidence and livelihood. Jerry's belief in the power of a paycheck was more than a philosophy. It was a lifeline to those facing adversity. She is is no longer with us, her spirit and doors and the mission she built, the lives she touched, and the hope she instilled in so many. May we honor her memory by continuing to support and help those in need, ensuring that her legacy of service and empowerment lives on. I didn't have the privilege to know Jerry Rosen, but I want to thank you all because we had some racks of empty racks for people to contribute to working wardrobes just a few weeks ago and many gave a lot of very beautiful clothing for the working wardrobes effort. So with gratitude for her life and her work, I ask that we adjourn it in her memory. Thank you, colleagues. Thank you. Yes, Vice Chair. You have it, Moil. Go ahead. I'm just going to, I had planned to adjourn in memory of Jerry Rosen as well because she resided in Rancho Mission Viejo although her working war droves was in Santa Ana and it was all she also had centers in Costa Mesa and Laguna Miguel. I am not going to redo all of the lovely comments by supervisor Sarmiento only, only just to say that we'll misjerry her spirit and her just dedication to making sure that people have a way to uplift themselves with dignity and to be able to carry on. She always was there to help people. If you want to give a gift of empowerment, you can consider donating to working wardrobes in Jerry's memory. And you can go to their website at working wardrobes.org. Second adjournment that I'll request my colleagues join me in today is for my friend Melinda Cele. Melinda had a quote, growing old is not for Cece, she would say. But the example she led living life can be fully abundantly joyful. She passed away this past weekend at the age of 86 in her home in Newport Beach with her beautiful daughter Susan right by her side. Born on January 15, 1939 in Eagle Rock, Melinda became a Newport Beach resident at age 16. She attended Newport Harbor High School, then went on to Orange Coast College, where she was crowned Homecoming Princess. Melinda then graduated from Cal State University Long Beach with a degree in education and a heart set on shaping our community for the better. Her career is a testament to her adventurous spirit and her investment in Newport Beach. She became an elementary school teacher, she built a career as a side in real estate, and she spearheaded a small business broadening the horizons of high school students leading them on tours of college campuses across the country. In 1963, Melinda married the love of her life, her husband of 62 years, Hall Celey. The couple shared a deep commitment to preserving the unique character and natural beauty of Newport Beach. Together, they raised two children, Susan and Bob, and are the proud grandparents of eight beloved grandchildren. Beyond her personal and professional life, Melinda's legacy of leadership, compassion for her neighbors, and dedication to building a safer, healthier, thriving community inspires all of us. Melinda served as an active community volunteer, serving at one time or another on the boards of directors for the Environmental Nature Center where she was awarded the volunteer of the year in 2006. The Orange Coast Alumni Association, the Newport Foundation, line in the sand, an organization to protect the quality and character of life and neighborhoods in Newport Beach. Still protecting our Newport, otherwise known as Spawn and Air Fair, to make sure that airplanes fly quietly overhead. In 1993, Melinda helped found women in leadership, an Orange County-based political action committee that endorses and empowers women candidates for elected office. That's where I met Melinda and her daughter. We were both pregnant with our first child and Melinda introduced us saying, you two need to know each other. We've been fast friends ever since. She was also a founding member of AirFair, the Community Watchdog Group Group dedicated to monitoring issues involving the sustainability of our airport. Melinda pursued adventure with a great zest for life. She was an avid bookworm, always reading, and loved the outdoors, from swimming and snorkeling, water aerobics to skiing and hiking. She enjoyed nothing more than drinking wine with her friends and traveling the world from Fiji, Turkey with her daughter to Egypt and China. I will remember Melinda as a force of nature, a compassionate heart, the wonderful mother of one of my best friends. The apple doesn't fall far from the tree. It takes a spectacular mother to raise such an excellent friend. And we're all going to miss her so much. I express my deepest condolences to Melinda's family, friends, and the Newport Beach community. May her memory be a blessing. I request my colleagues adjourned today's meeting on this day, May 20th, 2025, and Melinda's memory. Thank you. Thank you, Vice Chair of Sufizer Weigner. Thank you, Mr. Chairman. And I have two adjourns in memory, but I do want to start and thank Supervisor Sarmiento for bringing forward the adjournment memory of Jerry Rosen. When I was mayor of Irvine, working wardrobes was in Irvine. I joined this board. It was in my district until a fire a few years ago, genuine, genuine community asset who will be missed. So thank you for bringing that forward. Two separate adjourns and memory for two remarkable people. I ask that we adjourn today's meeting in memory of the inaugural Orange County Fire Authority fire chief, Larry Holmes, who we lost on May 7th at the age of 83. Mr. Holmes' fire service journey began in 1958 when he was 16, as a seasonal firefighter with the California Division of Forestry at the Tribuka Fire Station, where he worked for several summers. He rose steadily through the ranks and in 1963 was promoted to Captain. After the fire season ended, Larry accepted a position as a firefighter with the Huntington Beach Fire Department. There he again rose through the ranks, eventually serving as Fire Captain. Larry was appointed fire chief of the Orange County Fire Department in 1980. He served in that position for 17 years. However, during his tenure as fire chief, he also worked here at the county as the interim county of Orange Chief Administrative Officer. A position we now know as CEO for about 18 months. Afterwards he returned to his previous position where he continued serving as the fire chief of the Orange County Fire Department until it was restructured as the Orange County Fire Authority in 1995. He retired from OCFA in 1997, Larry. And his wife Ann moved from the city of Orange to Northern California outside Placerville for retirement. Larry will always be remembered for how he made people feel. He was a humble, unassuming, compassionate, and great listener. He was a genuine servant leader I asked that we adjourn in memory of Larry Holmes. I would also like to ask today that we adjourn in the memory of Harvey Moreno, the founder of Moreno's Restaurant and Bakery. Mr. Moreno was born and raised raised in El Medina, a neighborhood in Orange, and passed away on March 11, 2025. He was 88 years old. Way back in October 1969, Harvey and his wife, Eleanor, opened Marano's restaurant in bakery in the city of Orange. At that time, Harvey worked as a test engineer at North American Rockwell, the new layoffs were coming. The present location of Marinos is their third where they turned a Quaker house into a lively 120-seat restaurant and spacious 300-seat patio. One of the most outstanding memories of the Marino family was the visit of then- president George Bush and his wife Barbara in 1988. And of course, maybe more special. The celebration with Harvey and Eleanor of the restaurant's 50th anniversary in the fall of 2019. After 56 years in business, after 56 years, the business is now in the capable hands of three of the five Marino children, Linda, Paul, and Steve or the General Managers. And Marino's continues to thrive under their leadership. Harvey and Eleanor lived in Orange, Elma, Dean, and neighborhood. And were married for over 65 years. They had five children, eight grandchildren, three, eight grandchildren and three great great Let me try that again They were married for 65 years That was enough to boggle my mind. They had five children, eight grandchildren and three great grandchildren Please remember Harvey Moreno and his families in your prayers. I ask we adjourn in his memory Thank you, and I have one adjournment myself. We adjourn today's meeting in memory, Dr. Richard Michael Rivera's EDD, who passed away peacefully on April 29, 2025, at the age of 81. It voted husband, loving father, proud grandfather, and great grandfather, Richard is behind the family that adored him, his beloved wife Ramona, his children Bob, Lisa, Jesse, and Steven, Stefan, nine grandchildren, and three great grandchildren. He was also my classmate at Oldtenham High School. Richard lived a life marked by service, wisdom and compassion. Richard was born on June 27, 1943 in the rural agricultural city of Sangar, California. As a first and fourth children, wanted Jesse Ramirez. As the eldest, Richard embraced a deep sense of duty, proudly helping and supporting his siblings that he carried throughout his life. In 1995, the family relocated to Florida, California, settling on Roslyn Avenue. There, the richer began to build lifelong friendships and cherish memories. In 1957, he became a freshman, a floating unit in high school. Richard excelled in the school's most advanced math in English courses. Though he planned to attend Fullerton College, Richard made his selfless decision to postpone his education in lists in the United States Air Force in August of 1961, where he served to 1996. He liked to propose to his dream because of the Berlin crisis and served in the St. Cheek Air Command during a time of heightened global tension. They're proud veteran of the US Air Force had carried this dedication, to have this far beyond his military years, just charge on December 7, 1966. He attended Philip and College in January 1967, earning a social degree in sociology. Then become a titan, getting a bachelor's in Master's degree in Sociology from Cal State, Florida. 1983, he earned a doctorate of education in Community College of Administration at Nova University in Florida. Despite many accolades, when asked about his grave as a achievement, Richard buys on a mission and without hesitate would say, my family. On July 5, 1969, he married Ramona. His beautiful bride, who became his biggest supporter and the rock in his life. Richard and Mona were fiercely dedicated each other and together they best emphasize, exemplified love, respect, and dedication. As saying goes, the ever great man is a great woman, which is certainly true here. This year would mark their marriage of 56 years. Richard was a man committed personal growth and integrity. He never offered advice with not following himself. Throughout his life, he was known for sharing words of wisdom and one of his most repeating saying was, there was no such thing as cannot. He spent nearly four decades in education with the North, Orange County Community College District, only serving as dean and vice president of the Steven Services at Folkton College. As professional, he learned that academia was more than just an institution of higher learning. So the vehicle of great influence and cultural development on practices, both in the classroom, in the campus, political arena. His leadership helped shape lives of countless students and colleagues, many of whom still credit him with their inspiring paths, inspiring their paths. We saw, beyond his professional achievements, Richard was deeply involved in his community and always guided by his strong faith and heart, he grew to serve. Dr. Marius was a civil rights advocate and fought for equality dignity for the disadvantaged. In the early 1970s, Dr. Marius helped we see the desegregation of the Mayo community advocating for equity and education and treatment. He generously gave his time, his talents and his kindness, quietly creating a ripple effect, positivity, purpose of a deer in deer for generations. Dr. Merrill's was no humility, strength, humor, and unwavering love. His legacy lives on, not only in his family, but in every life he touched along the way. And this dearly, we celebrate a life well-lived, full of service, faith, and heart. And very pleased that we have in the audience today, son Jesse, Jesse's wife, Cameron, and daughter Gabrielle, and they're delighted to see them, and I hope I can chat with them briefly after the meeting. And with that, it is now time to adjourn the meeting. Our next board meeting is scheduled for 9.30 AM on June 10th and maybe on the 11th for budget hearings. If we move expeditiously, we will only need to meet on the 10th. So today's meeting. Mr. Chairman, before you adjourn, I just want to confirm you got my vote for 38.39 and 40.
