We have three tonight Three very special people in the city long long-term service Our first presentation is a recognition of outgoing community services commissioner Donna Perry and a vast mayor pro tem Nielsen to present Thank you, mr. Mayor Well, I have done I know Donna Mars Perry for Decades and She is a positive force of nature in Tustin. She's been an exemplary volunteer for many, many years for all sorts of things from Shaleigh Kukov to Tustin Historical Society to you name it. Donna's been involved with it. And she's made an impact, a very positive impact on our community. And I'm very happy for Donna that she wants to do something else, but I'm very sad for our city because we're losing a very vital cog in community services commission. And like I said, a force of nature. So in recognition of outgoing community services commission and like I said a force of nature. So in recognition of outgoing community services commissioner Donna Marsh Perry I'm going to talk a little bit about the proclamation the city is offering. Whereas Donna Marsh Perry has served as community services commissioner for the city of to Austin since March 2008 dedicated 17 years of service to the enhancement of community programs and whereas Donna has been an instrumental advisor on over 20 park and facility improvement projects. That's amazing. Ensuring their success and contributing to the continued growth and improvement of Tuston's public spaces and And whereas, through her leadership dedication and expertise, Donna has played a vital role in enhancing the quality, accessibility, and sustainability of parks and recreational facilities for the benefit of all residents. And whereas Donna represented the commission at more than 200 community advance through Houtenue. That's pretty amazing when you think about it. Always advocating for the betterment of the Tusson community. And whereas she served on the subcommittee that helped trap the public art policy and served on the Adah committee for Tusson's first public art project, the Mosaic, Tile, Muriel, at Citrus Ranch Park in 2012. And whereas Donna has served as chairperson for both the Tustin Tiller days, and Street Fair and Shilly Cookoff, organizing committees, contributing to the success of all these community events. Now therefore, the City of City Council, the City of Tust, California, extends their gratitude and recognition to Donna Mars Perry for her service and advocacy to the Tuscany community. So I'm going to ask you to come forward, please. I'm going to give you a moment to speak to you once we're done with this is a small token of our very great scheme for you and it's been made up because it just amazed you. You know, when you read your list of accomplishments it looks like it's about five people and it's just done works for us. Thank you. Thank you. Thank you. So I'll give a cake too. I have appreciated you, Mr. Mayor and Council members, for all the support that you've given me and all the support that the predecessors have given me as well. 17 years went by really fast. So that was really kind of shocking to me. I share the story that my father moved us to Testin' on my 12th birthday, and after living in a dozen places all over the United States and Europe, because like Council Member Schnell, my father was career air force, when we got to Testin' I thought, oh my God, what did he do to us now? This was the end of the world. It turns out it was the best gift he ever gave me. I love this community very much. I love it with all my heart. I love serving the people of Tustin. And the good news is, with my new hat on, is at the Historical Society. I love this community very much. I love it with all my heart. I love serving the people of TUSTIN. And the good news is, with my new hat on, is at the Historical Society. I'm going to be working with staff now on preserving and educating everyone on our rich history that we have. Right so whereas Steve Kozak has diligently served as a member of the Tustin Planning Commission since 2006, a little bit more than 2008, not a competition. Demonstrating exemplary service and unwavering dedication to the growth and well-being of the Tustin community. whereas whereas Steve has been a steadfast advocate for the city of Tusson, demonstrating a commitment to effective planning that fosters a balanced and inclusive community. And whereas he has supported policies and programs that support responsible development and long-term prosperity for current and future generations. And whereas Steve has demonstrated outstanding vision and commitment in guideful thoughtful planning and development decisions that have shaped the future of our city, ensuring smart growth and a high quality of life for residents and businesses alike. And whereas in addition to his dedicated service on the planning commission, Steve has consistently demonstrated a deep commitment to his community through active involvement in various organizations including the Tufts and Community Foundation and the Tufts and Police Department citizens of Casmic Academy. Now, therefore, the City Council, California, does hereby proclaim and extend gratitude and recognition of Steve Kozak for his distinguished service to the Tufts and Community. I just real quick, I'll just share a comment too. So I got the privilege of getting to know Steve on Planning Commission. That was really one of my first big investments and getting more ingrained in Tustin. And Steve was such a level headed practical decision maker and was such a great mentor to me. And introducing me to what we did here at the city on the Planning Commission and he's been such a great partner on the Planning Commission since then and it's always such a pleasure. You're all over the community, your whole family is and it's just always, it just puts a smile on my face. You're always so positive and glowing and so I appreciate everything you're doing for this community. And lastly, it's very cool, I think, almost poetic that tonight on consent we're also approving your son for planning community. I think that's just a very unique story and I'm excited to have been part of it. So thank you. So. I think we'll just say some more comments real quick. So, three of us up here actually serve with you, Steve, on the planning commission. Mayor Pro Tem, Councilman Gallagher and myself, and I can vouch for your experience and your service on the planning commission. It's not a fun job. The room is usually full like this during planning commission hearings, and by the time it gets to council, we've got things ironed out. but thank you so much for your dedication to our city. So I started earlier than the other two and serving on planning commission early in the 2000s. 2002 and serve with Steve for a very long time on planning commission and you know I just reiterate what the others have said very level headed very calm in the midst of sometimes controversial issues where people don't like some decisions he's he was a rock he was like Gibraltar it was really really good to see particularly when I was was new and fairly squirrely at the time, and it was great to get counsel from Steve, and he was always that way, and was always a major benefit to the city of Tustin, and I admired the way he handled himself, and I admired the way that he worked. From helping to guide the transition of MCAS TUSD to the legacy and ensuring preservation of Old Town's rich history, to shaping countless projects that have enhanced the quality of life here in Tustin, I am proud of the work that we have accomplished. Tustin is a thriving community and I am grateful to have played a small part in a journey to that end. I also want to attend extend my deepest appreciation to the dedicated city staff and my fellow commissioners Past and present your professionalism expertise and commitment Have been invaluable to making Tuscany an incredible place that it is today Serving Tuscany has been one of the greatest honors of my life. Thank you for allowing me to serve the City of Tesson. Thank you to my loving, Steve. Our next presentation, number three out of three tonight, is in recognition of police chiefs to Greenberg and I've asked councilmember Schnell to present. really it's my distinct honor to actually do this proclamation. There's a reason why the city of Tussin was named by a fortune a couple years ago as the number one city in California and number 12 in the country and it's because of the brave men and women that are in this room, it's your leadership. The most important thing that we can do as council members is ensure that we provide a very safe environment for our residents and for our businesses. And the reason we have that is because of all the women and women who are here, so thank you so much. Also, I have to say on a personal level, I knew I liked you when I first met you, we're both from Long Island. So, got it love New York strong. And the next chief that's coming in is definitely gonna have a very big holster to fill. Again, you've been absolutely amazing to work with and you've done a fantastic job again in the state of Tussin and I wish you a very relaxing retirement. So, in recognition of Chief Greenberg, whereas Chief Greenberg accomplished a remarkable career in law enforcement spanning nearly four decades, including serving as the Chief of Police for the Tufts and Police Department since November 2018. And over 32 years with the Orange County Sheriff's Department starting as a deputy sheriff and ultimately advancing to the rank of assistant sheriff. And whereas Chief Greenberg earned a Bachelor of Science and Management with an emphasis in criminal justice from Rutgers University in his home state of New Jersey. And whereas Chief of Police for City of Tusson Chief Greenberg oversaw a team of 160 personnel and extended as leadership role in Tusson by serving on regional boards such as the Orange County Chief of Police and Sheriff's Association, the Orange County Joint Terrorism Task Force Executive Board, the Annie Defamation League Law Enforcement Advisory Committee, the Orange County Criminal Justice Coordinating Council, the Homeless Death Review Committee, and the Orange County Emergency Medical Committee. And whereas during his tenure prior to becoming chief, Chief Greenberg has held critical leadership roles, including Chief of Police Services for the City of Stanton, Captain of the investigators division and the program manager of the regional narcotics suppression program and the commander of field operations overseeing patrol, homeland security. investigators division and the program manager of the regional narcotics suppression program and the commander of field operations overseeing patrol, homeland security, SWOT, air support, and bomb squad. And whereas as extensive training and homeland security tactical response in law enforcement, mutual aid has made him a trusted figure in managing the city's safety initiatives and complex law enforcement operations and whereas chief greenberg's leadership and contributions to the safety and well-being of the community are commendable and truly appreciated. He will be long remembered for his wit, his intellect, leadership and friendship. He leaves a lasting impact on his colleagues and will be dearly missed. Now therefore, the City Council of the City of Tuscany, California, does hereby recognize Chief Greenberg for his decades of service and wishes him well in retirement. You're going to be missed. Thank you, Council Member Schnell. Just real briefly, and you and I can catch up in private, but one story that stands out in my mind to your servant leadership was when we had the hangar fire and we were shutting down some roads out there. And I'm driving through trying to figure out what's going on and who do I find in the middle of the intersection guiding traffic but the chief there was no no job that was beneath your rank or your title you really have just been ingrained in our community and you kept it safe so thank you so much further comments He had a joke on the holster one that was good. These are such good words. I can't talk that. I just, I would be remiss if I didn't say something. And it's just been such a pleasure working with you these last few years. I think Ray said it best about the touch and police is what makes, is a huge cornerstone of what makes touch and so special. We are a safe community, but not only that, It's the reputation, the effectiveness, the innovation, and that can't happen without the men and women, but it also can't happen without good leadership. And that's where you come in. And you've always come in with that steady hand, calm, humble, and it's just been such a pleasure interacting with you and seeing you navigate just a myriad of challenging circumstances is always coming out ahead. And so I appreciate the leadership that you've given the city or in the time you've spent with us. So thank you. Thank you. Chief, didn't get a chance to work with you for very long. I don't know if I was a reason why you quit, but hopefully not. from from what everybody has told me, and we've talked a few times over the years. And I think it's going to be tough to have someone come in and do a better job. I think you did an excellent job, kept the community safe, kept the community involved. And that's not always an easy task for the police department to do, you know, when they're fighting the bad guys. So thank you very much for creating that culture. I appreciate it very much. And thank you for your service. Chief, I just want to say it was probably me not better to put down nails than that gosh you to retire. But I want to say I want to echo what my colleagues have said, but the thing that sticks out to my mind is in the summer of 2020 when there were a lot of protests over police actions and a lot of concerns about police activity. There was a Black Lives Matter march here in Tuston and the chief was out there along with many of the officers that are here in the room. And one of the things that I think was very different about that than we would see in other cities, is marchers were going up to police officers, not to harass or cause problems, but to take pictures. And there's a great Facebook picture out there with several during that time. And Chief, you actually inspired your men and women to engage the community during that summer. In a very difficult time to engage people, because it was also all remote. But it is a unique department where that connection between the community is strong. And you are the leader of that. And we will miss you, but it is all the men and women that you've led for these many years. And I think they're going to keep doing it when you're gone, but you will be missed in the process of that. And thank you for leaving that. If would you like to say some words? Yeah, I'm going to try to hold it together here. Mr. Mayor, Mr. Mayor of Pro Tem, Council Members, Department Heads, City Attorney, everybody out here. I can't believe it's been over six years and almost 40 years on the job. All of you said things that ring very true to me. This is a remarkable community. The men and women that are here. Thank you. Thank you for being here. This department in the city was great long before I got here. My goal when I got here was to try not to mess it up too much and be trying to build on it and make it better in any way I can. And that starts with the men and women to the police department, both civilian and sworn, and then extends out to the rest of the city. There's so many things I could talk about. I don't know how much time I have. I'll take whatever you need. I'll get the big hook. I want to acknowledge everybody in the room. Any success that I had is not my success. It's the success because all these people and a lot more. I want to apologize to a couple people that I arrested every meeting. Told them to, hey, make this meeting quick. I got things to do. They always did it with a smile, too. I probably bugged some other people in here, too. Shared some very unique circumstances over the years, including the hangar fire and protests and things like that. But I couldn't be more proud of this department and of the people here. And yeah, they will continue the day I'm gone. It will be like I was never here and that's a good thing. They know what they're doing. They're connected with this community. This community is connected with this police department and that'll never change. And so again, thank you all. I probably should name everybody here. But I won't. But I couldn't have done it without all of you, honestly. All of you. And the community. The community supported us through all that stuff. Whenever other agencies were getting protests and aimed at them and all the other stuff that went with it, we were getting cards and food and flowers. That speaks volumes to this community. And that's long before I was here. We just tried to continue it. So I wanna thank, I'm gonna get in trouble for this, but my son who's actually working right now, and my girlfriend who was working and is here to help celebrate. She told me I needed to retire and she was going to retire with me and she's not anymore. I'm not sure how that works now. Now I've become the cook. So I guess I'll be cooking a lot. Council member Finck has pulled item number 6, which is an ordinance update the TUSST and City Code regarding commission appointment process. Council member Finck. Yes, thank you, Mr. Mayor. And I had a question about, I had questions about this and I may have inspired the change, based on looking at the the state code updating us with a citywide mayor and so I'm supporting obviously these changes but I wanted to bring up to the council a potential additional change that we should make in this process since we since part of this is to our code reflect the change, now that we have a citywide mayor and district elections, I would suggest that we also amend the code to at least for the Planning Commission, the Public Services Commission and the Public, excuse me, the Community Service Commission and the Public Arts Commission have it so that there's at least one commission member from each district at the mayor appoints. And I know, well, we just approved the commission appointments. So congratulations to those new commissioners and the reappointed commissioners about some of which are in the room. But I know, for instance, on the up until Steve Cosex, a retirement from the commission, we had three commissioners from District One on the planning commission, which means there's some other part of the city that wasn't represented on the planning commission. So I think we would want to sort of transition that in some way so that it wouldn't prevent anybody who's currently sitting from continuing to sit or and like on all likelihood if they have another term that they're eligible for to prevent them from reappointment so we'd have to build in some transitional language but to adopt a system whereby we have that spread out to at least one from each city or one from each district. Okay I'd suggest that I I guess I'd make that in the form of a motion to direct ask the city attorney to come back with a revised ordinance that reflects that direction on those three commissions. Motion on the floor, do we have a second? Motion fills for lack of a second. The additional comments? Yeah. So the council didn't want to move to districts. That was a state change to voting rights law that then created an opportunity for people to go around suing cities, pushing for the conversion to districts. And in fact, our community didn't want it nor did our council. Mostly because each now member has only the opportunity instead of voting for five council members they can vote for. In some cities, one, thankfully for us, us and the mayor, so at least they have two representatives they can vote for. In a city our size, we just don't have, we don't have the population to support division across our city, and it actually would be more difficult to get qualified people for these commissions if we were to narrow Sells into these geographic footprints so in this case just having been on the planning commission having sat through these interviews It's very challenging to find While this time around we did have some good Qualified candidates we would not have had enough to be able to service every every district so for that reason, I would motion to approve the item as it is. I'll second that, but I just want to have a short comment is that we have a wealth of talent in our city. And I don't know that we should restrict it to a district format. I'm not real wild about district format. I think it leads to many feet. restricted to a district format. I'm not real wild about district format. I think it leads to many fiefdoms and more politics. And I think that if you have a good qualified commissioner no matter what commission they're on, they're going to want to do what's best for the entire city. And I wanted to make sure that especially since there's a crowd tonight, well a lot of them have filtered out, but understand that what we're doing in hiring these communications consultants is reaching out and doing this process to try to get more feedback for what to do at the, you know, in the legacy areas, in the hangers, and figure those out. And so I think it's really important. I just wanted to highlight that work. And so I really appreciate JPW. I think we all had had briefings with them where they presented what they're gonna be doing. And I just, I wanna thank everybody for doing that. And I want to get the word out to the public to engage with these folks as we go forward. It's really important because we have this huge chunk of land out there that we need everybody to engage in and help us figure out what we want as a community to see happen there. And so I just wanted to call this out as a particularly good thing. I want to say one other thing. Part of the process, and JPW will talk about this with folks from now until for many, many months to come, but part of the process is going to be public feedback and public feedback meetings. And I've said this to them, I've said this to staff and I'll say this to everybody here. For those public feedback meetings to really be effective, we're going to have to be there. And so I hope that all of us will make commitments to come to those meetings. I think the public will want to, they're wonderful communications professionals. But the public is going to want to give their ideas to the policymakers. And I think it's important that we all make that commitment to be there as well. So I just think it's very exciting. I wanted to pull it not because it's a problem, but because it's a very good thing that I wanted to hire. You make a motion? I will move. and I think it's important that we all make that commitment to be there as well. So I just think it's very exciting, and I wanted to pull it not because it's a problem, but because it's a very good thing that I wanted to highlight. You're making motion. I will move adoption. Well, second, and then just to follow up, and I completely agree with everything you just said. This council and the past council has really made a concerted effort to flip public dialogue and input at the forefront. And so the process is 25 years in the making out of the base. We've got a lot of work left to do, but it's vital that we get our community engaged. I am gonna give a shout out to Pete still in the room. No? One of the community groups that's trying to provide some feedback around the radio tower out the base. This is an example of the type of ideas and feedback that we want to be soliciting as a city council. So I agree with you and thank you for those comments. Just a really quick comment on this. I agree. I think it's very important to get the public's input on this. I think that the council needs to be there as a listening exercise and not trying, you know, foist an opinion or foist something on the public. I think it's mostly a listening exercise in which, you know, we need to know what they're thinking. Additional comments? We have a motion. Yep, Councilor Schell. Yeah, I think, you know, in addition to safety, transparency is critical. And I think this is an effort, you know, with the previous council, and now moving into this council, is to be completely transparent, get feedback from the citizens, because it's our city. I said, we're, you know, five of 80,000 people that live in Tussin. We want to make sure that we're building appropriately, and we're bringing the right projects, the right commercial projects, the right housing projects, into the city. and we can't do that unless we get feedback from our residents. And I've looked at the communications plan, it's very robust. And I think one of the problems in the past is the city meeting people where they're at. We talked about that on our call. And this new communications plan I think do a much better job of again meeting people where they're at and getting the information out about meetings, about what we're doing in the city from a building perspective. Mr. City Manager, do you have a report tonight? Yes. Thank you, Mayor. I wanted to provide an update regarding the Red Hill Avenue traffic a signalization project. The Orange County Transportation Authority has been working as the lead agency on the project that traverses the city's a test in Irvine, Costa Mesa, which includes 28 signalized intersections. The project is in its final phase with communication lines being installed to connect each intersection to the traffic control software followed by programming and traffic signal synchronization on Red Bull Avenue corridor. pushing O CTA for this synchronization timing to be implemented and operational by June 2025. They've been a bit behind schedule and this incursation timing to be implemented and operational by June 2025. I had the good fortune to attend the SIP-install event just that really caught the tail of the end of it on February 22nd in Old Town, fantastic event. So many people out and I know that the businesses in Oldtown really like seeing that. So I appreciate everybody who was there. I saw Council Member Schnell. I saw the city manager. I imagine a lot of other people were there. I don't want to steal anyone's thunder about the dog park opening. Is anybody else going to talk? All right. A lot of people are going to talk about the park barracks opening on Saturday. And I'm just looking forward to that as is my dog Re pleven the beagle he usually hangs out in Oldtown but he's looking forward to that I wanted to also give a shout out that night is going to be the Mr. Tuston pageant so that's the counterpart to the Miss Tuston pageant and is a big fundraiser so encourage folks to attend that I believe is at the San Ana Elk'sodge, and so encourage folks to attend. And the last, well, no, it's not the last thing, but the last observation I had was, I was at the Peppertree Park on Saturday, and I saw folks playing not just botchyball in the botchyball courts, but also folks had cut out, had sort of put up a temporary botchyball court on the grass. I went over and talked to them. They're from the Tuston Angels, which is the special Olympics Botchyball team. And so they're going to be competing in the special Olympics and Botchyball later this summer. So just wanted to say good luck to them. I wanted just to note on the agenda items. The Pacific Center east of the public comment that came in was about the possibility of smaller pieces of that offering being available. And it was a great comment. It's something that I thought I'd had asked and it was confirmed that as folks bid on that offering, they can look for smaller parts. So you don't have to come after the whole area if you're interested in that. We are going to see what comes. So there's a lot of possibilities. There's a lot of flexibility there. I wanted, the last point I wanted to make is I got an email over the last week about a group home house looks to be a rehab center, maybe a sober living. I have a question for you. I'm gonna drag this on past seven get ready All right Well the last couple weeks attended a few Orange County San district meetings nothing of of relevance to the City of Tussin. I did present at the Orange County Water Association on February 19th. It was a co-presentation with the General Manager of Orange County Sanitation District, just giving an overview of the organization as well as some of the capital improvement projects coming down the pike, some real innovative projects were discussed there. Also on February 21st, I had the privilege to be able to present at the Red Hill Lutheran community helper program, so there was 75 preschoolers, and they were not interested. The questions I got were like, I'd presented on civil engineering and they asked me what my favorite color was, So I don't know if I got through to them but I tried. And then really excited at the opportunity, I think some of the police, some of the police department might have been driving this. I'm not exactly sure who pushed this but it was had the opportunity to attend the real-time operations center. This is a county sheriff facility but it's actually located here in the in the city of Tusson, near Tusson Legacy. And as I share with them, I was absolutely blown away at the use of technology and what they're doing there it's really twofold where it's a force multiplier so the staff that they have are able to do a lot more but also just the the embracing of technology and creating value for the residents it was I was very impressed and it just got me thinking a lot about what we're doing at the City of Tuscany. And I know we're doing streamline Tuscany, but I think this is just this culture of looking at ways to embrace technology, to bring it in-house, to provide more value to our residents. Because at the end of the day, the City of Tuscany is a business. Our customers are the residents, and the more value we provide, the better off they're going to be. And so certainly excited to see what comes forward from our police on how we can better leverage that asset. And maybe some cases replicate it. But also for that, culture to trickle down to all the departments, looking at ways to be faster and permitting, or pave more streets for public works or make parks more fun using technology. I don't know what that one means, but anyways. And then last thing, I wasn't gonna say this, but I'm gonna go into anyways. But the city manager offered this to me. It was a, this is from the Orange County Business Journal. He saw a woman in here named Jennifer Gallagher and asked if this was my sister. I said, yes. So it gave it to me. So it gave it to me and I was, she works for Bank of America and I've been for years telling people She's a teller at Bank of America turns out turns out she's actually global commercial banking executive so I am very embarrassed But I appreciate you sharing the article with me and I'll conclude there I'm not sure she's gonna thank you for that Mayor Pro Temnielson did she a congratulate you for Engineers Day or Week last week? That's OK. OK. Anyway, just kind of real quick. On February 20th, I had the honor of swearing in Karen Marquez as director of the Board of the East Orange County Water District representing South Tuston. And again, congratulations to Karen. That was great to see her in there. So we got another person, Tustin person representing us. That's wonderful. And on the 22nd, I attended the Sip and Stroll. I think with everybody else in town. Great events, got a little exercise, a little tasting, you know, it was good, good stuff. And on February 28th, the had the pleasure of attending the fundraiser dancing with the staff at Tustin High School based on the TV show Dancing with the Stars. It put the Tustin High School teachers and staff as being the dance participants. And they worked with the Tustin High School dance team to come up with routines. And they actually had a three-judge panel. And they had probably, I think, 10 routines. And it was a lot of fun to see the teachers go to it and enthusiastic fashion and full costume and everything else. So I would give that fundraiser a 10. So it's all good. It's coached by Kirstie Stone, who a former name, last name was, he was a Neelson. It was well attended and congratulations to all that participated. On March 8th, Tussan Lions Club and multiple Lions clubs will be putting on a vision screening event at Century High School in Santa Ana from ADM to 2 p.m That event is free vision screening with optometrist going through you know glaucoma and Getting your prescription for glasses and you can leave that particular event with free pair of glasses based on that particular prescription so So last year we did it at Columbus, Tustin was a great event. I think we saw pretty much 350 people for that period of time or expecting a little more. So spread the word if you know somebody that needs glasses and may not be able to afford it or have them come on over to Century High School and Saturday. And that is all I have, Mr. Mayor. Thank you, Mr. Mayor Pro Tem. Just briefly I want to congratulate the commissioners that are still in attendance perhaps watching online for your reappointments or your new appointments. Commission work in the city is very important. As I kind of alluded to earlier, especially community services audit, planning commission, those are really with a hard work is done. And by the time it gets to the city council, you've vetted these issues and advised us. So thank you for being willing to serve and congratulations on your appointments. I do want to note that we have a couple of openings on the building board of appeals and the city clerk will be soliciting applications for that. If you are a new commissioner or a reappointed commissioner, and you know somebody that's interested in building more of appeals, please contact Erica's office, and she can arrange for an interview for that.
