So this is more, and I'm not sure where these threshold amounts come into play, because I know the LA police department has different thresholds. They have 15,000 flight hours or 10 years of service whichever comes up first. Is this an issue for the auditor controller, is it done by the sheriffs? So to supervise your question for this particular type of helicopter, it's kind of an industry standard that those the hours before major services or maintenance or things get redone and that's where we're operating under. I think other, I don't know the LAPD has the search and rescue helicopter or the mid-lift helicopter that this one is and so those standards are different for those different types of helicopters. got it. So as far as other agencies, other peer agencies of ours, they use these search these same standards for their search and rest. That's our knowledge. Okay. Just going forward to the extent that we're consistent with that. If we can extend the life of some of these and we're not being overly cautious. Obviously, we don't want to have equipment that's going to endanger our staff or the public. I'm that Dr. Heather Heusty, I'm the Chief Psychologist at Children's Hospital of Orange County. I'm really happy to be here to talk briefly about our inpatient unit given that it's been mental health month. And I know we talked about some statistics earlier which really appreciate your guys' attention to that. I just wanted to bring one statistic forward. When you think about the children in Orange County, I just want to give you a range of the scope of the problem. For the number of children in Orange County with mental health conditions, it would fill three angel stadiums full of kids. And of those, perhaps one angel stadium receives treatment. This is why it is so critical for us to maintain our children's mental health services. We know that untreated children's mental health can lead to increased risk of homelessness, substance use disorder, incarceration. At our inpatient unit at Chalk, we provide beds for children under the age of between four and 18. We're the only unit right now in the county that provides services for kids under the age of 12 and about 25% of the kids we see are under the age of 12. We have a lot of services that we provide that are unique including individual rooms. Parents being able to visit 24 hours a day, seven days a week. In most units, they get an hour a day of visitation. We really appreciate you guys supporting our program and the youth of Orange County. Thank you. Thank you. May I have the next speaker, please? Jenna Jensen. Good afternoon, Chair Chafi and supervisors, Jenna Jensen from CHOC, also a constituent of Santa Ana. I'm happy to be here today to talk to you about our mental health and patient center. You know we opened this in 2018. I was here the day we opened it and I told the board our first patient was a five-year-old child. Unfortunately, we're seeing more and more children under the age of 12 being admitted to our unit. We're also seeing more and more children with very severe diagnoses. And the truth is it's getting harder and harder to provide these services. The cost of providing services is going up. We had an 11% increase over two years. And we expect another 5% increase in cost this year. And this year's contract provided a 1% increase. So what I'm asking you is what we'd really like to do is work with our health care agency to try and find some strategies to maximize the state's participation in reimbursement for medical for inpatient psych. We think there's a way that we can make some progress there and we really like to work on that. So that will be our goal in the coming year because the situation is becoming more and more unsustainable. With the cost becoming higher, the challenge is becoming greater and the reimbursement not moving. So that's our ask today is that we can really put our heads together and find some solutions in the coming year. So we're not back here again next year telling you we're getting very worried about how we're going to sustain this program. Thank you. Thank you for your time. And our last speaker. Good morning. So um, they also are dealing with psychopharmacy and we're giving them another 1.5 million. We know they are hooked up with UCI. They do give transgender drugs to our children, which is very painful for our society. How can we let them counsel our children if this is what they are doing to our children? Not one penny. I've had recently had the opportunity to hear from Chalk about the hospital's mental health and patient center and the vital mental health care it provides to children and teens, especially really it's the only one around in Southern California that provides to children under 12. And so, I wanna thank them for their work and making sure that they know we appreciate you and that I know that chalk is also facing continuing sustainability challenges in this program and that I wanna make sure, staff knows that I believe this contract was reduced from last year. I hope not. And if so, please look at it for future that this is a very important program for Orange County, especially for these children. And quite frankly, we get children from other areas coming into Orange County as well. So please as we move forward that we continue to look at how we can help and continue to be there and making sure that they are still open for this program in the future as well. And then because of some of the funding arrangements within 90 days of, so the beach of funding that we have requires that we start services within 90 days, but the goal is to start services within 90 days for all of the programs. Okay, and then we have some other phases. So can you describe for us what's the next phase specifically for children and families? So there are, there will be a perinatal program, so that's a substance use residential program that serves both the mother and it has space for children. And then additional withdrawal management services for substance use disorders. Okay. And then the contract that we're approving here today, the services provided, the sobering center, the residential treatment program, the crisis stabilization unit, crisis residential services, will those all be available for anyone, whether they are Medi-Cal or not? Dear Chairman and Board members, I respectfully write in opposition to the South Coast air quality management district's proposed rules 1-1-1-1 and 1-1-2-1. And to urge the Board of Supervisors to support Supervisor Nuens resolution using SCAQMD to indefinitely delay or withdraw these regulations. Similarly, as proposed rule 1-1-1-1 and 1-1-2-1 will require residents and businesses more than 17 million people to transition their furnaces and water heaters to electrical units and eliminate the use of natural gas. The proposed rules will go into effect for residents in less than two years. I'm in complete support of efforts to improve air quality. However, these proposed rules have not shown that they will make any substantive improvements for Orange County residents. Yet, the paying homeowners will feel to their pocketbooks as they are forced to construct spaces for bigger devices, rewire for new electronic designs, and pay for electricity with appliances pulling and already unstable power supply will be significant Water heaters and furnaces are not luxury items. They are necessities Californians are facing a housing shortage housing affordability crisis Now is the wrong time to put new expensive rush mandates in place Thank you for hearing me. I'm the new government affairs manager for Orange County Business Council, where we work to advance the region's economic development through a strong focus on housing, infrastructure and workforce. We represent Orange County's leading employers and advocate for policies that keep our region affordable and economically competitive. OCBC strongly opposes AQMD's proposed amended rules 1111 and 1121, which would require all new and replacement space and water heaters to be zero knocks. These rules are well intentioned but are being implemented without realistic consideration of cost, feasibility or equity. Retrofitting existing homes and buildings is prohibitively expensive. According to AQMD's own data, it costs up to $18,800 to install a compliant HVAC system in a single-family home, and over $12,000 per unit in multi-family housing buildings. Hot water systems add another $5,800 per unit, and these upgrades are not optional under the rule. They would be mandatory for homes and units as appliance fail or need replacement. Orange County's older, affordable and senior housing stock will be hit the hardest. These buildings were not designed for electric only systems and many will require costly panel and wiring upgrades just to meet basic capacity. These costs are not covered by rebates and will be passed on to low income tenants and seniors on fixed incomes. The cost of living council of which OCBC is a member estimates the total region cost of a compliance at $7 million. We urge the Board of Supervisors to take a formal position of opposition to par 11 11 and 11 21. Thank you. Thank you. Thank you and one more speaker. Good afternoon, Chairman and members of the board. Thank you for your opportunity to speak today. My name is Chris Murray, Executive Director of the Association of California Cities Orange County. On behalf of our board and members, cities and affiliate members, I'm here today to speak on behalf in support of the resolution before you. ACCOC has long been a proactive partner in advancing our region's efforts to improve our energy efficiency and sustainability policies that reduce our region's carbon footprint. Our commitment to improving our quality and public health remains unwavering. However, despite recent amendments, we respectfully urge the board to oppose the current version of AQMD's proposed rules 111-1 and 1121 as they raise significant concerns about their effectiveness, affordability, and public transparency. We have four primary reasons for this. The lack of economic clarity and consumer protection. There's currently no comprehensive economic analysis that reflects the financial burden these rules will place on our consumers, especially seniors, renters, and low income households. Energy redundancy and grid reliability is number two. Our region's electric grid already faces significant challenges from mandated wildfire-related shutoffs to brownouts during heat waves, removing natural gas without a reliable backup, undermines community resilience. The last is transparency and feral uncertainty. We also question the regulatory path forward. Just recently carved with Drew, the Bay Area's similar rule from consideration in the state implementation plan, why should we expect a different outcome? And then lastly, limited air quality gains. This will have a tremendous expense for residents, but the full implementation and benefits, which will be marginal, won't be realized until 2067. I understand my time is up, so I'll just conclude by saying I do have here a full letter that I can leave for the record from our board president, as well as the letter that carbs sent to the EPA with drawing the Bay areas plan, the similar plan and proposed rules in their state implementation plan consideration. Thank you. I'm bringing this back. Surprise to win. This is your item. Thank you, Mr. Chairman. First, I want to just to thank you for entrusting me to be on AQMD. And as you're pointy on there and representing the county of Orange, I just want to make sure that I bring your attention to important issues that affect Orange County residents. And South Coast AQMD has proposed two regulations that will have a negative impact on us and I also want to acknowledge Supervisor Wagner who previously served on AQMD. He shed light on the adverse impact of these rules and successfully obtained a delay on this matter in its earlier form and so echoing his concern, these rules even in its amended form is inaccurate. It is burdensome and it's costly to everyone in Orange County. There needs to be a more balanced, cost-effective path forward. One that doesn't put renters, seniors, and working family at risk, just to meet a narrow mandate. A mandate that ultimately has little effect on the environment or our ozone numbers. I'm bringing this resolution forward because AQMD staff's proposal amendments to rules 111111 and 1121 will have serious far reaching consequences for our residents. They are sweeping mandates that would touch nearly every home and apartment in our region at a enormous cost. And let's just be honest, our constituents are already overwhelmed with rising utility bills, housing, food, fuel prices, you name it. These rules can add thousands, tens of thousands of dollars per household. And it does a matter if your renter or owner, if your renter, the owner will end up having to raise their rent price as well. So it will be passed on from the manufacturer to the consumer to the consumer to the renter. It doesn't matter. And you know, what it just, you know, to what the rules do. This is not a voluntary transition. These rules mandate the removal of natural gas appliances and force households to switch to electric, whether they are ready or not. It's disguised as a choice, but if you don't choose correctly, you must pay. So, issues with the rule, there are so many problems with this rule, but I'll just give you just a name a few. First, as mentioned, it's very expensive. A recent study estimate that a homeowner in our region would pay nearly $48,000 to replace both the furnace and water heater. That includes the appliances, panel upgrades, plumbing changes, permitting. That's not a rebate-friendly fix. It is having to get a second mortgage to do so. And that costs in comparison to the gas heater, if you change your gas heaters instead of getting electric, we're looking at $3,000 to $6,000. While the electric heater itself is $6,000 to $20,000, not including all the other causes that give to change your wires and everything else. Second, we do not, in this day, have the infrastructure at all to meet these mandate in terms of electricity. Our electrical grid in this state is a ready strain. California already wants to force our gas power cars. And I sat on many, many committee hearings in the state Senate last few years. And every time this issue comes up in terms of our electrical grid, I ask the members who keeps on wanting to reduce the years shutting down the gas cars. As I said, if all the cars today, we all go home today and we charge our cars into every one of us, the 30 plus million cars out there. And we all charge our cars at the same time, five o'clock. Will that work? The answer every time in the last few years is no. It will shut down the entire grid, the electrical powers of California immediately. So now, not only we're doing that, that we can't sustain that grid, now we wanna add in all the gas furnaces and the gas heaters and make those all electric. So we don't have the infrastructure for it. Third, it does not reflect the voices of the people that matters most. I appreciate AQMD has been working with groups, with insiders that represent different organizations. But what we haven't done from AQMD since I've been there that I've seen is to actually go to the average homeowners or the general public and ask. How do you pass a rule affecting 17 million people because AQMD represents Orange County, LA County, San Bernardino County and Riverside County without real public outreach. Many of our constituents housing provides small business owners still don't know this is coming and it's surprising because this has been a discussion since last year and we're still getting people who didn't know this was happening and a lot of even my cities are now jumping on opposing it because they didn't know about it until we start alarming them as well. So despite the lack of publicity, we've only we receive more than 11,000 letters opposing this rule. Now remember this affects 17 million people so 11,000 is not a lot and only 2,900 supporting it. I want to give a shout out to the Orange County Hispanic Chamber. They are standing steadfast in opposition, because these rules are devastating to small businesses and working class families. Other organizations that are in Orange County and within Southern California that has jumped on to oppose this is like the apartment association Orange County, the building industry, associate of Orange, of Southern California, California Senior Alliance, Association of counties of Orange County, the honorable Chris Murray was just was here, who just spoke and we appreciate it. Cost Living Council, Orange County Business Council, that was just here as well. And many other local chambers, commerce, housing advocates, and small businesses. Cities, in my district, you name it, majority, if not all of our cities have already opposed this as well. This resolution is just AQB to withdraw these regulations and find an alternative that is cost effective and equitable. Let's just be clear, the mission reduction from these rules won't fully materialize until 2061. And yet we're being asked to disrupt people's lives and budgets starting in 2027. And even think about this, this is like 1.7% that would even has any effect to our ozone mandate. And so this is so minimum that this is not the way to go, and we need more public. So I wanna close with, you know, is asking my board to support this, Now, you're going to have a little bit of a little bit of a little bit of a little bit of a little bit of a need to, oh, that we represent without making a meaningful dent in the emissions, we need a better alternative and we need the different incentive to base these rules on. And so with that, I won't move the item, Mr. Chairman. Thank you. Mr. Vice-Ward. Thank you, Mr. Chairman. And I am proud to second this item and want to thank Supervisor Wynn, who has shown great leadership in seeing this through. When I started on the AQMD board, I was sounding the alarm about these proposed rules back in December. I wrote an article in the Orange County Register because virtually no one in the community was paying attention to the just debilitating effects for no good reason that these rules would impose. And as a result of that, we've seen, as was demonstrated a moment ago by Supervisor Wynn, we've seen a great number of folks come to the table, complain about the scope and cost of these rules and say there's got to be a better way. At that time, the public was largely unaware of AQMD's push to require homeowners and businesses, landlords and tenants to replace their gas furnaces and water heaters with electric. That kind of sweeping mandate, as you heard, would apply to 17 million people in the basin with huge cost implications and we cannot let those fly under the radar. Indeed, this resolution and the stalwart opposition from Supervisor Wynn has made sure it does not fly under the radar. Since then, the public's responded loudly and clearly. We've seen overwhelming community opposition. In fact, the opposition has been so strong that AQMD, not one usually to respond to individuals when they complain, much more plugged into the environmental justice community. Even AQMD has been forced to walk back some parts of this policy, but they have not walked it back far enough. It needs to be taken off the table completely, even in its current form, it goes way too far. As you've heard, there have been lots of cities by partisan agreement among city council members that this is not the way to go in the Southern California area. San Anna, Anaheim Fullerton, San Clemente, Dana Point, Brea, Huntington Beach. Those are all cities not in my district. In my district, Durable and Deville Park, Lake Forest, have voiced their opposition as we've heard. The Association of Counties, Orange County, has done so. The number of groups that have come and spoke to us, Hispanic Chamber that gave us a letter just yesterday. There is strong, there is bipartisan agreement that this policy from AQMD is not the right approach. The rules is proposed threaten to create burdens on working families, on renters, on small businesses, on big businesses, on landlords, higher appliance costs, costly electrical upgrades, limited product availability. They failed to account as was outlined by a supervisor win with the problem of grid reliability or rather unreliability or the unique needs of diverse communities around this entire Southern California basin. But wait, we got letters yesterday, slew a finally woke up on the other side and said, oh, we got to send a bunch of letters in. And we got form letters telling us that, well, the savings could be up to $195 million over the course of time. Number one, that's a lot of time. Number two, although that sounds like a lot of money, $195 million in savings, when you stack that up against the approximately $20 billion in costs that have been projected for these rules, is a very losing proposition. So let's not spend the $20 billion and put this thing to bed. We hear a wait, but the American Long Association tells us all about the NOx emissions. Now let me say, I got my start in public service in this county as the president of the American Long Association's Board of Directors. Nobody steals a march on me when it comes to the issue of clean air. I was there. I was the president of that organization. And yes, we have NOx emission issues. Two things to know about it. One, the savings don't really kick in until 2061 as you heard from Supervisor Wynn, but more importantly, more importantly, the degree of reduction in NOx emissions is diminimous because these appliances are not the main, they are not even a major proponent of NOx. And so if you want to deal with NOx emissions, if you want to take the ALA and the problems that it identifies as gospel and attack it, you've got to do it in a way that has nothing to do with these appliances. And so we need to send a clear message. We support clean air, nobody. Nobody gets in front of me on that, given the history I have in this county, but not at the cost of affordability, not at the cost of local control, not at the cost of common sense. I urge my colleagues to support this resolution so that AQMD hears us loud and clear that these rules, these mandates, this silly way of not solving a problem at an enormous expense at a time when the grid can't handle it at a time when our housing costs are going out of sight at a time when more and more of us are finding it impossible To keep roofs over our head. This is not the way we go This is doubling down on stupid with these rules we must stand against them. I urge my colleagues to vote no on this. And I thank Supervisor Wynn for the wonderful job she's doing at AQMD to bring a light to this. Thank you, sir, with Wagon. I just would note, you know, in consistency, a few years ago, you got extra points on your affordable housing application. If you included gases of utility, because that gave tenants a better buy, a cheaper choice of having their homes heated and their water heated as well. And because it cost more to build with gas lines, if you had simply all electric, you just put in electrical wiring, but if you had in gas as utility, you had to put in the piping in the extra meter and all that. Well, strange, that rule's gone away now. It's so abrupt. So anyway, thank you for bringing this. I support this, and I see no objection. Motion carries. Okay. We go on to our Orange County airport. And then I do have to oppose this and the other two items that are giving money to age well into meals on wheels. We have been down this road a number of times. We have had deals with these folks before. They have not gone well for the people of Orange County. And all of us at one time or another have expressed concerns about continuing to go down this road. The response always is something along the lines. If there is nobody else to do the work, if we don't give it to them, then folks are gonna fall through the cracks. And we're probably two years on from hearing those excuses. I'm not gonna vote for these contracts. I'm tired of those excuses. I do believe that in this country, competition works. If we were to say loud and clear, there are problems with these organizations. We would like some entrepreneurial individual to set up a competing operation and compete fully and fairly for this business. Give us some options. That number one would have already been done. And number two would now not box this board into a corner where it's gotta give this money out. It's gotta do this contract or else, or else. I can't see my way clear to this. I've made it clear to administration for years now. Do not bring me age well contracts. I won't support them. Apparently the response is thanks for playing Wagner and we're going to go find three votes somewhere else. That's all good. You know, I've lost many of voting my day, but I am fully prepared to lose this one, and I would urge everyone of us to say to administration, no thank you anymore. And let's find someone else who can and will do this work and set up competition. And maybe some of the problems we see with these providers, maybe they get their act together and we don't see them again. And they can bold themselves back in in the mix, but we aren't there and we'll never be there unless we bite the bullet and say no this time. Thank you, Supervisor, Supervisor Foley. Thank you. While I definitely respect the concerns raised by my colleague, I think we should hear from staff because we have done an RFP and these are the responsive bidders and I do also know that at least for my office we have continually asked about auditing the contracts, ensuring compliance and the like and And we have Mr. Wright, could you come to the put or not sure. Good afternoon, Chairman Chafee, members of the board, Dylan Reidos, the community resources. Yes, and RFP was let in 2023, first year contract awarded in 24. We're back for the first renewal of that contract. And there were two responsive respondents to the RFP. We certainly can put out another RFP if we have that direction to see if there are additional vendors able to provide or what interested in providing the service. This is a state program we administer on behalf of the state so it is within their, the parameters set by the state. Okay, and Mr. Wright, we've been monitoring these contracts and compliance issues. Is that correct? Correct, we did provide the board a six month update after the first six months. That was requested previously by the board and all are performing anticipated to meet performance requirements by the end of the year. Okay, and I notice that there's a variety for the age well services contractors. There's a variety of subcontractors that they are partnering with. So it's not just partnering with age well, it's with all these subcontractors as well, is that right? Yes. And then for is the same true for meals on wheels or is that? And the other concern I have with not moving forward is that the meals on wheels contract in this regard. This also serves our senior centers. Is that right where they provide the lunches at our senior centers? Correct, there's option for home delivered meals but also congregate meals at senior centers. Okay, and we have a variety of senior centers that are in the county that are contracted with meals on wheels as well to provide the services. Yes. Okay. All right, I'll move the item. Mr. Vazio, no in. Thank you, Mr. Chairman. Dylan, it's real quick. So if we ask you to pause and to start again, does that stop the meals right away or can we continue them until we get another contract? It would cause a lapse or a gap in service we'd recommend. Typically we do an RFP and then we, to toward the end of that term, we would issue a new, however, if the board direction we would recommend approval of this and we begin in RFP now there are termination provisions in all contracts. But if we do this one now it goes to, oh, it goes to next year though. Unless we choose to end the contracts in there. Okay. I, thank you. I share very, very similar concern with Supervisor Wagner. I wasn't here during the time, but when you have providers who we as a county sue and a force to reimburse us, I have a problem with that. It means that these providers, including meals on wheels as well. So it's not just H-well that we had problems with. There was both. And so I think we should, I have no problem maybe going from now to the end of the year and go out with another RFP, and then see if there's others that can come out and start coming together and providing the service. It might come back just, yeah, maybe this is not only two, but I think that if we can, you know, the make of the motion maybe give this contract six months, and then have staff to go out with another RFP. Then we can have that provider starting January of 2026. Okay, so you provide your Sarriato? Well, do you want to answer that? Well, I'd like to hear, it's hard because I'm not sure what I can say and what I cannot say. I'm not sure everything that was said is factually accurate. And so I just don't know what I can say. Mr. Page, can you give us an update on where are we with regard to any disputes with age well or meals on wheels? Did we file a lawsuit? Thank you, Sir. Reservoir for a little, no, we did not. We did have a contractual interpretation dispute with both service providers, that is to say both age well and meals on wheels. And in May of 2023, the county and the service providers service providers did reach an agreement. As part of that agreement, the parties agreed to basically normalize relations. And I will say that the dispute that we did have with these vendors related to a contract that was quickly put together during the height of the COVID pandemic that on its face was subject to reasonable and differing interpretations. It was a the called a fixed fee reimbursement contract and we of course took the view that it was a fixed fee or I'm sorry the reverse. We took the view that it was a reimbursement contract and they took the view that it was a fixed fee meaning they got to keep all of the contract amount and we said no it's only to cover your expenses. So in my view, that dispute was unique and it was resolved. OK. And we did do a RFP after that. And the RFP that we conducted afterwards was broader because we actually were trying to get some providers that might have more of a cultural, different cultural meals kind of a focus. And we again, we didn't really get anybody. And part of the problem is the amount of money that we're paying is so So small, is this right, Mr. Bright? I believe that is this correct, I should say? I'm. the amount of money that we're paying is so small. Is this right, Mr. Wright? I believe that, is this correct, I should say? That the amount that we pay is such a small amount compared to what it costs that we don't get a lot of bidders because people aren't set up for providing congregate meals or home delivery meals at such a nominal price point like meals on wheels and age well as. Is that accurate? Thank you. That is accurate. What other factors so cost but cost not only to prepare the meals but to prepare the meals within the dietary requirements of the state and then also to provide case management and other services as part of that as required by the state. So there's some additional layers there. And that was in response, in reaching out to those who responded to the RFP and then either were backed out or were deemed not responsive. That was what we heard that the margins for too small would not make money, could not meet or would not be able to meet the state dietary requirements. Okay, and then to be able to respond to civilizer's wins request for a six month time frame instead of a one year time frame, how long if we were to do another RFP, how long does that process take? The board would be willing I would like to consult with the County procurement office to determine how quickly we could move the RFP forward. We also want to leave enough time for it. We want to take a close look as to what we released last time and make modifications to the grace to extend possible to encourage the largest number of responses. And then leave enough time for folks or for firms to be able to prepare their responses to. I mean, I'm inclined to leave the motion as is because I think it's going to take at least six months to get that process up and running and a determination and then item brought to the board and the transition. So I feel like we're going to need the year even if we wanted to change course in order to have a non-disruptive transition because the whole point is we don't want to disrupt seniors. I mean, these are predominantly serving seniors, especially people who are disabled. So I'm just going to leave the motion as is. Well, thank you. I might add to that that even if we didn't know the RFP, you may the same winners have come back. Okay, so Vice President Sarmando. Yes. Thank you chair. And so I'm going to be supportive of the motion. I think for all the reasons that were stated. I think we had this conversation when we went out to to procure this contract previously and then we conditioned it with, with making sure that there was compliance and for you to really keep track of them. I'm also not thrilled about the dispute and the way it was handled, and you're right. I mean, I think County Council's right, the way the contract was written, not the most clear written provision, so I can see why there was some dispute, but the way the dispute was handled afterwards was difficult. I just don't know what the industry looks like here. Whether or not there, I certainly think the more competitive process we have, the better obviously for delivery of service, for cost, all the above. But to the extent that we have these providers as the only providers that bid on these contracts, it really does force us into making just a singular decision, which is unfortunate. But to the extent that we're going to keep telling you to go out and procure this and nobody responds, I don't know what that exercise looks like. At some point, we're going to have to make a decision on whether or not we're going to continue the relationship and I think if you see that there isn't any downside to this relationship or you're not seeing some metrics not being met, failures to perform, we've got to get there. I just think we all have sort of a bad taste in our mouth from just the dispute that we all experienced. But to the extent that these services are vital, they're important. We need to act on them. I certainly am going to be supportive of them today. Thank you. Dr. Supervisor Wagner. Thank you, Mr. Chairman. A couple of things. I hear that this situation was unique and resolved. Well, it was unique. It was unique that providers took such a repacious position with respect to county dollars. It was resolved short of litigation in part because we had no faith that the providers would not just declare bankruptcy reorganized under another name and go along blively and the public would be out all of the money instead of as it turned out only half of the money. So it was very unique and it was resolved. It was resolved that the public took it in the shorts and I'm told we're supposed to normalize relationships accept that that may be with the county, the county, they can go apply on an RFP, but as a representative of those taxpayers, as someone who has got to guard those tax dollars, I can't just say, oh, well, never mind, lawyer said it didn't happen, we're gonna normal relationships. I'm going to forget about it. I have not forgotten about it. They took money out of the hands of this county, COVID money. Now, we got a guy going to jail shortly who did some, I will not say similar things, who also took COVID money. But yes, it was an unprecedented time, but it does not give providers an opportunity to feather their nest in a way that is not what we agreed to, at least in our view. It is unique that a provider like this would so try to damage its relationship with the entity that's giving it all of these contracts, I was flabbergasted. I will also disagree a bit with Mr. Wright that when the contract ends, we may have folks fall through the cracks. We may not be able to provide these services. That is not how things work in America. Entrepreneurs will step into the void. They will see opportunity and they will provide. Now, maybe they won't do it at quite the same dollar as age well and meals on wheels. But remember, age well and meals on wheels are already playing with our money. All right? So if we recognize folks out there who can do this job can step into the breach, then over time we will build up those competitors that we worry we couldn't find when we put the RFP out. We will not let people go hungry. Folks will step into the breach and I will know there are three different contracts here that are really all under this umbrella. There's senior emergency, non-senior emergency and some others. Okay. Let's talk about all three of them. There will be people out there who can step into the breach. If we say thank you, but we've made our feelings about these providers and their corporate behavior, manifestly clear and retired of seeing them come to us until we know those behaviors are fixed. Until there is competition, we will not know those behaviors are fixed. I'm still a no. Thank you, Sue, I was going to win. Thank you, Mr. Chairman. I misspoke. It was a dispute, but the dispute was a $7 million settlement. So it's not just a dispute. I mean, okay, we might not have officially sue them, but obviously something happened, and they came to the table and provided the settlement back to the county. For this closure, many, many, many, many years ago, decades, several decades now. I was a volunteer for senior meals on wheels. So I know the program, I was just a volunteer going out and passing out food to people's homes. So I don't know the inside information or anything like that. So I was just a volunteer wanting to be helpful in the community. So I'm familiar with the program. I still think that if there's these kind of problems and it goes to any county providers, there's no different than my comments when I was at Orange County Transportation Authority, is we should not be rewarding people who don't do the work. We shouldn't be rewarding people who ends up cheating the county of orange. Ultimately, it's the taxpayers' money. And we're not here to say, let's stop the program and not provide a food. We will provide a food. But we're not going to settle just for the sake of settling. And so if this pass, if this pass, you know, I will definitely keep on it and watch senior meals on wheels and H-Well as we move forward to the next RFP. And really, I'm gonna really completely focus on to see if they're gonna meet the mandate, if they're gonna be able to work their way back into being able to be a provider with the county and not having us to have a dispute and millions of dollars were settled back and paid to the county voinche. Hey Sue, Riza Foley. Thank you. Look, I was not here when this contract was entered into that was the basis of the dispute. I don't even know who was here. Maybe, yeah, sub-resur-wagner and Chafee were here. And I was not happy with how it was approached. But let's be clear, the work was completed. It wasn't a matter of the money didn't go to the cause and the purpose of the contract. The dispute was over whether or not if there was money left over After all of the meals were delivered and the expenses paid, who was to keep that money? Was that money to come back to the county or was that money allowed to stay with the provider? And I didn't like the approach that they took. I thought that once we said that the money had to come back, they should have just given us the money. But they had a dispute over the terms of the contract. I think it was, and I'm not going to say too much, because most of what I know is from closed session. So, but as indicated, I also expressed concern about partnering. We went out for an RFP and all this talk about entrepreneurialism and somebody will step into the void. It didn't happen. Nobody stepped into the void. No one has still stepped into the void. I'm happy to entertain any consideration of any alternative provider for providing congregate meals and home meal delivery, but there isn't anyone stepping in to do that service. And just so we're clear about what we're doing here. This is a $3.3 million contract for elderly nutrition program for age well and they're providing nearly 400,000 meals with that money. And then for meals on wheels, it's a similar contract. It's a nine million dollar contract and they're providing again home delivered meals 545,625 home delivered meals 233,814 congregate meals. So it's not a small number of individuals that are being served. And so I do think there's a lot of people who are involved with meals on wheels. Like I have a friend in Newport. She delivers meals on wheels. She makes she bakes. She puts together little care packages. She does way more than we're paying for here. Now I can't tell you that everyone does that, but she's very good. Now, so I just don't think we have any other options. I'm not willing to cancel the contract without having alternatives because we don't want seniors to be without meals. So that's the bottom line for me. Also, they've been audited, they've been in compliance, we haven't seen any other issues other than that contract dispute. And so from my standpoint, they're in full compliance, they've been audited, they have a clean record going forward. And so I'm prepared to vote for this item today. Thank you. I will put a slightly different context on this. I've visited Males on Wheels, some of the kitchens. I've been around some of their delivery services. They have loads of volunteers that help them out. That's why the services are at such a cost. It's remarkable what they do. You know, the many years we've had them as a provider, they had one dispute, but it was resolved and happened during COVID times and everything was kind of a skew. And so I'm a fan of theirs. So I'm not sure how much of that has influenced this decision or did they compete for this role? Yes, so a request for proposals was issued. I wanna say we've been this is the first renewal after an initial three-year term. And Chapman University and Waymakers and Groundswell all proposed. Their proposals were responsive, all were accepted. Primarily because there's an issue of capacity, no one firm could take on the full caseload that the court of court referrals. And so we were able to split it between those three providers. This year for the first year, Chapman University is, as a matter of policy, they're opting not to continue and are not seeking renewal, but we still have the two. But that is the history. It could be anything from family law to landlord tenant to civil, simple, civil matters. So these are not the same kinds of services as preparing a hate crimes report, completely different type of service. So I have no problem with this one. Okay, Sue Bosser-Wagner. Yeah, briefly, I'm told this is responsive to an RFP, but we've been doing them for 15 years and this is amendment three, which says to me that RFP, if it existed, was a long time ago. And so we just keep renewing it. So really, this is not responsive to an RFP, the original contract was. We're just re-opened, like we did with items 53 or 52 before that. And so I I mean I continue to have questions. Waymakers is great. No no problem with with waymakers but it was the not unanimous but considered opinion of board with respect to ground swell that there were problems there. And you saw those to stand there and say, well, I didn't know it came with anything with respect to speed resolution is interesting because there were problems there. And I worry that we are continuing with those problems in that organization with this part of the item. Age well, we're probably serving our 50th anniversary right now, 50 years in Orange County. And we run the essential medical transportation services, services, home delivered meals, congregate meals. Last year we served over 430,000 home delivered meals, 94,000 congregate meals, and 41,000 non-emergency medical transportation trips. We have over 750 volunteers. Last year or within the past year, we opened two new sites. We opened a brand new site in Eliso Viejo and also in Irvine, the Tribucos Center. Also Irvine wants us to open another, which we will. And I'm sorry sorry I'm running out of time here but if I could just end it and say we try the very best that we can and with all due respect supervisor Wagner I've reached out to you and wanted to meet with you I actually delivered delivered meals back and forth with you during the call. Very important bill through the Housing and Urban Development Office, changing the definitions so that any veteran who has an annual income that is based on disability payments received as a veteran is not automatically disqualified from receiving a veteran's affairs supportive housing voucher. So looking forward to supporting that as well as Congressman Levin's HR 1012, the Spent Fuel Prioritization Act of 2025. Our spent fuel solutions committee that the board supports has been advocating for bringing forward this bill. It's a bipartisan bill and it would amend the Nuclear Waste Policy Act of 1982 to prioritize the acceptance of high level radioactive waste or spent nuclear fuel from civilian nuclear power reactors based on the operating status nearby population, earthquake hazard, and national security risk. This is important for us here in Orange County because we have San Anofri right on the earthquake fault line and as sea level rises. So we've been working to get this bill on and we're excited to see that it's moving forward. Currently the Department of Energy has an oldest fuel first policy that gives preference to waste according to the chronological date in which it was produced. And Santa Nofri has been operating since 1968. So despite this requirement, we haven't had that nuclear fuel, that spent nuclear fuel moved yet. So we're looking forward to having this move through the process. And then as to SB 239, I'm supporting that bill because we haven't in-home health supportive services commission here in Orange County and we since I've joined the board in 2021, I'm not sure they've had a meeting because they can't get a quorum because they can't come to an in-person meeting because they don't really have ability to take a day off. They don't get paid for vacation. They can't travel that easily and they care for people who are extremely disabled. So this would allow for teleconferencing into those kind of committee meetings, commission meetings, and that's just one example of how that would help us to be able to actually have a meeting with that commission that we are required to have. It's only been one year. And there were amendments that related to a whole variety of different matters. Deputy purchasing agent, authorizations, payments. I mean, there are all different kinds of reasons why we did amendments. And it looks like they're procedural reasons. I don't know without pulling each of these contracts, but looking at the description that's in the chart at pages two and three, it appears that there were changes made to some of the terms and some of the delegated authority that was approved. Correct, if I just comment, the contract policy does allow for administrative changes without coming back to the board. So that appears that that is some of the circumstances related to this item. Right, so we had a vote at the board on February 23rd of 2024. We had a vote on April 25th of 23. That was an amendment to the contract, another in August, and Friendship Shelter provides a whole variety of different services for the county. So it's unclear to me and I don't know who could speak to this, maybe Mr. Beck is in the audience. But it looks to me like these are different additions that have been added to an overall contract. Because they do shelter services for Laguna Beach Shelter. They do shelter services for outreach and engagement for South County. They do divestic violence, shelter services. They have a whole bunch of different contracts. I don't know if that's what the reason is for all the amendments, but it's on a short period of time where there are these amendments. Could you just give us a brief overview and then highlight any concerns you have as to changes from HUD? Good afternoon, Julie Bidwell, Director of OC Housing and Community Development. Certainly on this item before you is approval of 2526 Community Development Block Grant funding, as well as our home funding and our emergency solutions grant funding. Currently, for HUD, we have the allocations for 25, 26. They're flat from 24, 25, about a 1% increase. So we have that in hand. We know coming forward with the President's proposed budget, which still has to go through Congress. Currently, that skinny budget would call for the elimination of the community development block grant program and the elimination of the home program. This is this funding separate than housing choice vouchers. There's no housing choice vouchers in this item. This is also a five-year plan for the use of these funds as well as the citizen participation plan. But that's what we know right now kind of on the federal outlook. So the the programs that are being proposed to be cut are as I understand there's five programs that amount for about 43% of the funding. Is that right? So that's the housing choice voucher program. Okay, so yeah. That's all right. If you'd like me to speak to that I will. Certainly on the housing choice voucher program side and another the other side of the HUD house. There is if you combine all five programs together it it's about a 43% decrease in that funding as well as a proposal to block grant the voucher or rental assistance programs to the state, which we're not sure what that would look like, has not been done before. So that's currently in the president's proposed 2026 budget. So are there any, you said there was cuts proposed for 26? What would those be within this program? So for this program, housing authorities run on a calendar year. It's very fun. So we do have in hand our 2025. So that is not of any issue. We have that funding allocation. It'll be the 2026 budget that they are working on now that we don't know. And do we know if there's any proposed cuts? Yeah, the 43% is the president's proposed 2026 budget. Okay, but I'm saying for the home funds. Yes. So, how it's being being proposed? We haven't been beyond the 2526, because that was the 2025 HUD budget. For 2026, the president's proposed budget calls for the elimination of the community development block grant program and the elimination of the home program. Okay, and to combine together, that's 43%. No, that's the housing choice voucher. Yeah, that's what I was trying to figure out. I'm sorry. What's the amount for the, what, what is being proposed for 2026 for the home funds and the community development block grant program? While we acknowledge that the county is facing a significant financial crisis, the lack of transparency surrounding this decision is deeply concerning. Indeed, any explanation whatsoever beyond budget constraints would have been tremendously helpful for the service providers who are working with our community members. Human options has led many street family resource center in Santa Anna for 20 years and the Newport Mesa FRC for 10 while providing domestic violence services across the platform at six other FRCs plus our business office to family justice centers and three confidential shelter and transitional housing sites across Orange County. As currently proposed, the budget would eliminate all fact funding from both the minstreet and the the Newport Mesa FRCs as well as the Friendly Center site in orange. The remaining FRCs which were already underfunded in the current proposed budget will struggle to meet the increased demand. We were very concerned about what will happen to the clients relying on these services. The threeC is not funded in the next contract cycle collectively provide services to over 6,000 families annually. These services include emergency assistance, counseling, case management, legal advocacy, personal empowerment classes, safety planning and more. They can one family has provided services at the Ministry of Family Resource Center for over 25 years, and losing these services would be a devastating setback for parents, children, and youth, who depend on these critical services. The Family Resource Center has helped countless individuals achieve better health outcomes. For example, through the Family Resource Center and Mini Street in San Deanna, the Cambodian family has been able to help a family of four, two Cambodian speaking parents with two children Jonathan, 13 years old, and Jessica nine years old, without in language and culturally responsive services. The children are doing much better in school now, and the parents are striving with their small business because they rely on the family resource center in language, culturally responsive and linguistic competent services. Without the family resource center where this model lingua, come I speaking family like them go to receive support services. And the mainstream family resource center Center is the only FRC in all five orange county supervisor district with this specific Campbell language capability. And we would like to urge the board of supervisor to explore other funding sources to fill this gap and to allow the three FAMILY Resource Center to continue their services to their community. And I'm here because this is Orange County Foster Care Awareness Month. And I am a foster child. I grew up, I was raised by the state, they call us words of the state. We're not actually words of the state, we're not actually words of the court, we're words of the county. And there are two children who are under your care, and I can't mention their names publicly, but I would love to talk to you about their case. Because these are teenagers who have been in the foster care system for now half their lives. And they are experiencing an injustice, they become cynical. And they're not going to be productive members of this community when they've never had someone care about them and care about their experience. They're not being listened to. And they are, you know, you're five people. These are children, these are not numbers. You're not numbers, they're not either. There's 2,000 children who are under your care, and there are two that, it's budget neutral, there's no money, it's just listening to what these kids want and what they need and what they are not getting. I'm a former resident of Orange County currently in Los Angeles County. And I'm also here today in honor of foster care awareness month which was designated by this Board of Supervisors in May of 2019 and I have come all this way to speak on behalf of the children languishing and suffering in the system. Not far from where we sit right now foster children are being placed in the Children's Center, which operates next to the jail and juvenile court, hardly an atmosphere that lends itself to healing, let alone thriving. Complaints from past residents include violence between the kids due to lack of supervision and severe punishments from normal childhood behavior. It's pretty much foster care purgatory where children are dumped between each unsuccessful placement. In a recent alleged incident reported in October 2024, a child complaint of rough handling by members of staff resulting in injuries when staff intervened in a fight between two children in their care, which resulted in the complaining child being put in restraints for nearly 10 minutes. This is simply unacceptable. I'm calling on you today to request that you personally visit the Orangewood Children's Center and see firsthand the conditions that the children are living in and perhaps recommend a new grand jury review of circumstances at Orangewood. My name is Michael Van Kohlsen and I am from the city of Garden Grove, California. And I'm just an average Joe. And I am also an HSS provider for my mother and I used to provide for my father as well. I am a union member for the United Domestic Workers of America. And so my father is not within my care anymore. He used to fight in the Vietnam War, and he is a veteran. Because his hours have gone cut. Because of that, I'm not able to provide care for him anymore. And now that the state is paying a lot more for his care, and he is living farther away from family. However, I want to say thank you to this board for coming to the bargaining table in good faith at our last session. And I hope that discontinues because it's so important that caregivers like me get good wages and benefits. Things are so expensive in Orange County. And without a good contract, low-pay-care workers like me aren't going to be able to provide life-saving care in this county. And he said, no, I can get paid more out in an hour. So that's what we're going through. Many people are not being able to find providers for this already wage that we get just to let you know. After the May 6 meeting, I don't see how it's possible for her to address her constituents and the unique issues facing girls like advocating specifically for biological girls in saving girl sports and providing safe spaces for girl sports and upholding her oath at the same time. Right now we are in a place where we need women to advocate for biological women. And when you're given the privilege to sit on a commission, then the person sitting on the commission should be able to speak to all of you freely without being compromised by some other position that the individuals holds, which in her case would be sitting on the Santa and a unified school board district. And if you look at the last meeting, people like myself are in a shirt like this, we're called transphobic and I'm a biological woman. Just wanted to provide a few points of clarification on agenda item number 36, the suicide and self-harm reduction services. First of all, D. D. Hirsch is well versed in medical certification and we would have no problem at all getting medical certified. We were told by the QM Department at HCA last week on Thursday during a site visit that it would take two weeks to one month to submit our application for medical certification. They mentioned it would not be a problem to get it submitted before July. If that's the case then, there would be no loss billing or revenue. If it were after July, for some reason, we can retro-bill to July 1st. So if Medi-Cal is the assumed issue here, it's not really an issue. There may be a few months difference between us and Ocapacca and getting the Medi-Cal certification, but please do not underestimate the 15 years of experience that we are ahead in these services. For a suicide prevention, we've been providing them since 2010, and the cost to start over would be much higher than it would be to wait an extra month or two where we can retro services still. Our staff recall the question during the interview process to be are you metacel certified and if not, where are you in the process? We respect the procurement process, but something is not adding up as to the score that we received for that particular section. Our services have also been referenced as equal and respectfully they are not, they are different. We are specialized in suicide prevention. The evidence-based practices we use are specific for suicide prevention. They're not their traditional mental health crisis intervention services. Thank you for your time. Through her vision and leadership, Jerry transformed a simple act of providing clothing into a profound movement of dignity, self-sufficiency, and hope. Over three decades, her organization grew from a single event to a beacon of opportunity, helping over 115,000 individuals reclaim their confidence and livelihood. Jerry's belief in the power of a paycheck was more than a philosophy. It was a lifeline to those facing adversity. Those she is no longer with us, her spirit and doors and the mission she built, the lives she touched, and the hope she instilled in so many. May we honor her memory by continuing to support and help those in need, ensuring that her legacy of service and empowerment lives on. I didn't have the privilege to know Jerry Rosen, but I want to thank you all because we had some racks of empty racks for people to contribute to working wardrobes just a few weeks ago when many gave a lot of very beautiful clothing for the working wardrobes effort. Melinda had a quote, growing old is not for sissies, she would say. But the example she led living life can be fully abundantly joyful. She passed away this past weekend at the age of 86 in her home in Newport Beach with her beautiful daughter Susan right by her side. Born on January 15, 1939 in Eagle Rock, Melinda became a Newport Beach resident at age 16. She attended Newport Harbor High School, then went on to Orange Coast College, where she was crowned homecoming princess. Melinda then graduated from Cal State University Long Beach with a degree in education and a heart set on shaping our community for the better. Her career is a testament to her adventurous spirit and her investment in Newport Beach. She became an elementary school teacher, she built a career as a side in real estate, and she spearheaded a small business broadening the horizons of high school students leading them on tours of college campuses across the country. In 1963, Melinda married the love of her life, her husband of 62 years, Hall Celey. The couple shared a deep commitment to preserving the unique character and natural beauty of Newport Beach. Together, they raised two children, Susan and Bob, and are the proud grandparents of eight beloved grandchildren. Beyond her personal and professional life, Melinda's legacy of leadership, compassion for her neighbors, and dedication to building a safer, healthier, thriving community inspires all of us. Melinda served as an active community volunteer, serving at one time or another on the boards of directors for the Environmental Nature Center, where she was awarded the volunteer of the year in 2006, the Orange Coast Alumni Association, the Newport Foundation, line in the sand, an organization to protect the quality and character of life and neighborhoods in Newport Beach, still protecting our Newport, otherwise known as Spawn and Air Fair, to make sure that airplanes fly quietly overhead. In 1993, Melinda helped found women in leadership, an Orange County-based Political Action Committee that endorses and empowers women candidates for elected office. That's where I met Melinda and her daughter. We were both pregnant with our first child and Melinda introduced us saying, you two need to know each other. We've been fast friends ever since. She was also a founding member of AirFair, the Community Watchdog Group Group dedicated to monitoring issues involving the sustainability of our airport. Melinda pursued adventure with a great zest for life. She was an avid bookworm, always reading, and loved the outdoors from swimming and snorkeling, water aerobics to skiing and hiking. She enjoyed nothing more than drinking wine with her friends and traveling the world from Fiji, Turkey with her daughter to Egypt and China. I will remember Melinda as a force of nature, a compassionate heart, the wonderful mother of one of my best friends. The apple doesn't fall far from the tree. It takes a spectacular mother to raise such an excellent friend. And we're all going to miss her so much. I express my deepest condolences to Melinda's family, friends, and the Newport Beach community. May her memory be a blessing. When I was mayor of Irvine, working wardrobes was in Irvine, joined this board. It was in my district until a fire a few years ago, genuine, genuine community asset who will be missed. So thank you for bringing that forward. Two separate adjourns and memory for two remarkable people. I ask that we adjourn today's meeting in memory of the inaugural Orange County Fire Authority Fire Chief Larry Holmes, who we lost on May 7th at the age of 83. Mr. Holmes' fire service journey began in 1958 when he was 16, as a seasonal firefighter with the California Division of Forestry at the Tribuka Fire Station, where he worked for several summers. He rose steadily through the ranks and in 1963 1963 was promoted to Captain. After the fire season ended, Larry accepted a position as a firefighter with the Huntington Beach Fire Department. There he again rose through the ranks, eventually serving as Fire Captain. Larry was appointed Fire Chief of the Orange County Fire Department in 1980. He served in that position for 17 years. However, during his tenure as fire chief, he also worked here at the county as the interim county of Orange Chief Administrative Officer, a position we now know as CEO, for about 18 months. Afterwards, he returned to his previous position where he continued serving as the fire chief of the Orange County Fire Department until it was restructured as the Orange County Fire Authority in 1995. He retired from OCFA in 1997, Larry, and his wife Ann moved from the city of Orange to Northern California outside Placerville for retirement. Larry will always be remembered for how he made people feel. He was a humble, unsooming compassionate and great listener. He was a genuine servant leader I asked that we adjourn in memory of Larry Holmes. I would also like to ask today that we adjourn in the memory of Harvey Moreno, the founder of Moreno's restaurant and bakery. Mr. Moreno was born and raised in El Medina, a neighborhood in Orange, and passed away on March 11, 2025. He was 88 years old. Way back in October 1969, Harvey and his wife Eleanor opened Marano's restaurant in bakery in the city of Orange. At that time, Harvey worked as a test engineer at North American Rockwell. The new layoffs were coming. The present location of Marinos is their third where they turned a quaker house into a lively 120 seat restaurant and spacious 300 seat patio. One of the most outstanding memories of the Marino family was the visit of then vice president George Bush and his wife Barbara in 1988. And of course, maybe more special. The celebration with Harvey and Eleanor of the restaurant's 50th anniversary in the fall of 2019. After 56 years in business, But after 56 years, the business is now in the capable hands of three of the five marina children, Linda, Paul, and Steve or the General Managers. And Marino's continues to thrive under their leadership. Harvey and Eleanor lived in Orange, his Elma Dean in neighborhood. And were married for over 65 years. They had five children, eight grandchildren and three, great, great, let me try that again. They were married for 65 years. That was enough to boggle my mind. They had five children, eight grandchildren and three great grandchildren, please remember Harvey Moreno and his families in your prayers. I ask we adjourn in his memory. Thank you, and I have one adjournment myself. We adjourn today's meeting in memory, Dr. Richard Michael Rivera's EDD, who passed away peacefully on April 29th, 2025, at the age of 81. It voted husband, loving father, proud grandfather, and great grandfather, Richard Lispy has a family that adored him, his beloved wife Ramona, his children Bob, Lisa, Jesse, and Stephen, Stephen, nine grandchildren, and three great grandchildren. He was also my classmate at Folkna High School. Richard lived a life marked by service, wisdom, and compassion. Richard was born on June 27, 1943 in the rural agricultural city of Sanger, California. As a first and four children, wanted Jesse Ramirez. As the eldest, Richard embraced a deep sense of duty, proudly helping and supporting his siblings that he carried throughout his life. In 1995, the family relocated to Florida, California, settling on Roslyn Avenue. As they had the richer began to build lifelong friendships and cherish memories. In 1957, he became a freshman, a folk tenured in high school. Richard excelled in the school's most advanced math and English courses. Though he planned to attend Fullidge College, Bullton College, Richard made his selfless decision to postpone his education and lists in the United States Air Force in August of 1961, where he served to 1996. He liked to propose to his dream because of the Berlin crisis and served in the strategic air command during a time of heightened global tension. A proud veteran of the US Air Force, it carried this dedication to have this far beyond his military years, just church on December 7, 1966. He attended Folkton College in January 1967, earning an associate degree in sociology. Then become a titan, getting a bachelor's in Master's degree in Sociology from Cal State, Florida. 1983, he earned a doctorate of education in community college administration at Nova University in Florida. Despite many accolades, when asked about his grave as a achievement, Richard buys on a mission and without hesitate would say, my family. On July 5, 1969, he married Ramona. His beautiful bride, who became his biggest supporter and the rock in his life. Richard and Mona were fiercely dedicated each other, and together they best emphasize, exemplified love, respect, and dedication. As saying goes, we have a great man, as a great woman, which is certainly true here. This year would mark their marriage of 56 years. Richard was a man committed personal growth and integrity. He never offered advice with not falling himself. Throughout his life, he was known for sharing words of wisdom and one of his most repeating saying was there was no such thing as Kahnat. He spent nearly four decades in education with the North Orange County Community College District, only serving as dean and vice president of the Steven Services at Fulton College. As professional, he learned that academia was more than just an institution of higher learning. It's a vehicle of great influence and cultural development on practices, both in the classroom, in the campus of political arena. His leadership helped shape lives of countless students and colleagues, many of whom still credit him with their inspiring paths. It's buying their paths. We saw, and beyond his professional achievements, Richard was deeply involved in his community and always guided by his strong faith and heart, he deserved. Dr. Marius was a civil rights advocate and fought for equality dignity for the disadvantaged. In the early 1970s, Dr. Marius helped receive the desegregation of the Mayo community advocating for equity and education and treatment. He generously gave his time, his talents, and his kindness, quietly creating a ripple effect, apostativity, purpose, and deer for generations. Dr. Merrill's was no humility, strength, humor, and unwavering love. His living clear lives on, not only in his family, but in every life he touched along the way. And it's dearly, we celebrate a life well-lived, well-observed, faith, and heart. I'm very pleased that we have in the audience today. Son Jesse, Jesse's wife, Cameron, and daughter Gabrielle. And they're delighted to see them. And I hope I can chat with them briefly after the meeting. And with that, it is now time to adjourn the meeting.
