I'm going to call to order the workshop agenda for the city of Pima at 5.30 p.m. This is a budget meeting. The first thing on the agenda is invitation to address council and we do not have anyone signed up. And the next thing on the agenda is the budget kickoff meeting and I guess I will turn it over to our finance director. Hello everyone. Hey I just want to thank you all for taking the time to come in here. I know it's going to be extra long with our little budget kickoff meeting. Normally they're going to start at five. We're going five thirty. We're going to be very nice, very short today. First I want to go over the budget calendar. So it says draft, real big, because everyone knows that these budgets can turn left, right, upside down pretty quick. So this is kind of our tentative schedule. We're going to have until, and we're hopefully going to adopt that budget on September 17th. So that would be great. But the farther we go along you can see the red just for, you know, we're kind of pumping the brakes. We haven't really made any decisions. Yellows when real decisions are starting to get made and when we get to that with the green on my sheet it's not on the one up there but that's when it's go time we like the budget. We're ready to start moving forward. And all of these meetings that you have on the budget calendar, those are not additional meetings. They're just prior to regular meeting. Prior to this, ma'am. And they'll start at five, hopefully. Hopefully we can get everything to do to be done at an hour period. and please feel free to come see me at any time to go over this budget and have any input. So it can all be ready for the next meeting or the next time we meet together. So my main question is, I have several questions for you. One out, I would love to ask you all to put in your ears together and let me know what the priorities for next year, what kind of vision you all see for the upcoming budget. So I'm not going to put you on the spot and take a bunch of notes, but if you all do want to say anything right now, that'd be awesome. If not, we can meet later send an email. As I'm starting to dive into all the different little quirks we have here at City of Keeham. We have two different certification days and I'm thinking about combining them into ones so everyone's kind of on the same umbrella. and regular employees are kind of separated So I didn't know if that would be something a new policy out like see me bring forward in the future I guess we'd have to just see what it looks like. I don't know what the difference is So and We'll get forward. Also, we've been kicking around a tuition reimbursement policy for our employees kind of a benefit. You know, trying to retain people, you know, invest in our future here with the employees we have. So they have growth to move within our own group here. So, and I know our budget isn't large, so it would be set at like $20,000. Employers would have to submit to their supervisor. They can't, you know, PV officer can't get a degree in basket weaving and I can't get a degree in public safety. safety. So things like that and you know and then kind of you know if eight people divide, eight people apply that would you know knock it down to you know divide it out equally and it would pin on what grade they make and how much money they actually receive. And if they don't stay within like three or five years then they'd have to repay back that tuition reimbursement. So, but that's just thoughts. I didn't know if y'all want me to try to meanly in order to put something together. So, and free auto, maybe have actions on in the future. And then. Also, I'd like to start a program of I'm gonna get where we're shard on our facility maintenance like HVAC to see how older our HVAC systems because you know we get through a hot over here and summertime next thing. We find out we got eight units that are 20 years old and they all go down at once and we're looking at a hundred thousand dollar got you because we're all sweating. I guess I have a maintenance contract agreement with a paycheck. I thought you did. No, no we don't. But we've replaced two lightly heavily. One deer and one here. Because if you had one of the gunpires, you would still have to do it. You know, There's some people like him and we had to make a dot-down and start and do something. Yes, we actually have been working and started that and we do that for a bit. So, all those little residential units sitting out there, we've already had to go good. That I don't know. The more't know. I don't know. I don't know. The more replace when I was here. I don't really know. I think she heard six or seven years ago what I've seen. So I'm not going to be able to see. Well, that's the reason it's been replaced. Yes, it was replaced. The one last year, I say last year, about six months ago, we used Dr. H. Mr. Cool or whatever they're called. And one of the air conditioners still had a warranty on, and they were able to pull that up. So we didn't have to replace any. We did replace the ones over here. We worked on the ones up here because I went up there with the guy and look at these and they worked on it. There's some other issues They said that we had about the way that the duck work and stuff was put in because it's a tin roof It makes it it doesn't make it Circulate the right way or something so that does need to be replaced But a lot of it has to do about the way that the place was the duck work was done. It causes the units to work extra hard during the summertime. So where is this? The duck work? I'm right where? You were there. This whole building. And when we got star, we thought that that would be the solution. They would come in, they would fix what needed to be fixed and they would, yeah. So what we've been doing is whenever something goes out, we try and get a couple of quotes and go from there, see which ones the best. Here's a problem. If you call somebody, we definitely with an issue, you can probably promise that hey, should I replace these? Even if you don't have a relation with those people, they're going to tell you to replace these. Well, the doctor or heat Mr. Cool, whatever, they were really good. They're telling us, you know, exactly. It doesn't need to be replaced. We got a warranty on some of these parts. Apparently it's written on there. So they were real good about telling us which ones had the warranties and what we needed to do, the best outcome for it. And we're sure Oscar is an H Mac guy, right? Yes. So we do have a H Mac personnel on staff for, you know, immediate or, you know, patched together's are just give us his overall opinion before we call someone out. So, I'm pretty sure, I know he picks things. So if he can fix it, he can fix it. So we don't just call a bid round if it's something small. So I'm going to come talk to you about this. Have a lot of opinions on your plan. OK. But I won't wait. This isn't about that. I'll come and see you. So I just don't want us to be, you know, we only budget $30,000 for, you know, facilities. and then we have a $50,000 issue that we could have. You know, it's 30-year roof and we didn't plan to replace it. But that's kind of things I want to get together. So, for the many years ahead, so not saying just this year, like, for planning in the. So that's basically all I got. I finished about 16 minutes early. So if I don't know if we can reopen anything back to the public. That the revenue estimate is going to be more towards probably going to be around July that's when we start getting I mean we can get I get an estimate from from Cheryl and but I mean you just there's no one haystrawls at that point so But we we can run with that if she's already sent me one and It looks like there's a little bit of increase from what she sent me so and property values so But we can start stitching that together and going over that And then I guess if would you, I'm maybe like, S-Mate 2% growth on sales aspect, I'm just a group of 7% and it's all there, but you know, yeah. I'm gonna to hold off until we see a couple more months come in. Our last figures we came in on this last month were a little bit lower than the two previous years. So I'm curious to see what the next couple months look like before us are saying that it's going to be an increase so. But luckily our popular months are coming up so I'm looking forward to shattering last year's numbers so especially with looping tortilla. Okay, one last chance and we'll adjourn. I beg your pardon? There are two major lawsuits with the appraisal district for major, major property owners in the city. And this is going back from 2024. So please bear that in mind. Because those finance directors can speak to that they may be able to claw back money that they've already paid. Second thing is the city has been in receipt of a letter from the Animal Services Board since February which was alarming and it talked about having to do major revamp and major assessments. So please keep that in mind as well. Yes ma'am. I just talked about the tin roof and the air conditioning and all. I don't know anything about anything but are you talking about this roof right here? This roof with the air conditioning and it's hot. The other side. Does it have the same kind of roof? No. Different. It's more of a traditional ceiling with tiles in it in the police department. The reason I'm asking is if there's no insulation up there it doesn't matter how many chillers you have. You have to get some insulation up there because those air conditioners will I mean thousands of dollars air conditioners will will go out within a year or two if you don't have any insulation in there and that's so I don't know if there's space to put insulation and it doesn't seem to be a big item here down in this part of Texas but insulation works both ways for heat and for cold so if there's space to put any insulation after you get the air conditioner parked in, I think it'd be a great idea because it adds to the comfort and you don't have to be cranking it so much.
