We're glad to have you here. Thank you very much. It's, go ahead. I will read this proclamation. We'll do some comments. I know the sheriff would like to say a few things. And then Barry, I promise we'll give you the last word, okay? So this is a resolution honoring Barry Cavre for eight years of service to Ditton County Commission's Court, Ditton County, Texas during a regular session on the third day of December, 2024 considered the following resolution. And whereas on January 1, 2017, Barry Caver was appointed by Ditton County Ship Tracy Murphy as the Assistant Chief Deputy and Jell Administrator at the 7th largest jail in Texas. Chief Caver will retire from the law enforcement profession on December 31, 2024. Whereas assistant chief deputy Barry Cavir started his law enforcement career over 48 years ago, which began in 1976 with the Angelina County Sheriff's Office in Lufkin. After a short stint with the Dabold Police Department, Cahver was accepted into the training academy that takes the Department of Public Safety in 1979, where he spent 29 years serving as a highway patrol trooper, highway patrol sergeant, Texas Ranger Sergeant, Texas Ranger Lieutenant, and Texas Ranger Captain until his retirement from DPS in 2008. Chief Caver has retained a Bachelor of Science in Criminal Justice from the Texas A&M University and Commerce and is also a graduate of the 201st session of the FBI National Academy. He holds a Master Peace Officer License and an Advanced Jailer License. He's a proud member of the Texas Jail Association, Texas Sheriff's Association, and the American Jail Association. And whereas Sheriff Tracy Murphy stated that Chief Barry Caver has established himself as one of the most respected jail administrators in the state. Chief Caver's innovative ideas have been adopted by Jail's across Texas. His leadership, wisdom and ability to bring people together will be greatly missed at the Sheriff's office. Didn't County is fortunate to be in a better position because of Chief Cavers' contributions. Quote, I will particularly miss his daily counsel and since of humor, Sheriff Murphy said, quote, true to his nature, he has also made himself available to our new gentleman, a straighter for advice and ideas. And whereas Chief Caper plans to enjoy retirement by spending more time with his wife Tami, of 40 years, there are three children and eight grandchildren. He also plans to be involved in consulting work regarding gel related issues and services. He also stated that he also, as he unpins his badge and hangs up his gun belt, he can look back at his chosen profession knowing he made a difference because of the way he served the citizens of Ditton County in a great state of Texas in the best way possible. Now therefore, it is all the Ditton County Commission's Court, Ditton County, Texas. Does hereby extend to Barry Caver, our sincere and grateful appreciation for his dedicated service to Ditton County? We congratulate Barry on his well earned retirement and extend our best wishes to him for continued success, happiness and good health in the years to come. You know, you did not have a fun job during your time here. And the life of Ditton County across the country, quite frankly, and it was a tough job. It was a tough job. And you did it nobly and with excellence, and I just want to thank you for your servant's heart, your leadership of your team, and just for all the great work that you've done. And you haven't really lived until you've done a jail tour with Barry, and seen all that they have to say grace over his mother would say. And it was a tough job, it was a tough job, but you did it with excellence and I just want to thank you so much and congratulations on all those decades of service in law enforcement. I'm not sure if I could call. But also thank you for 48 years of service in a tough job every day. But I know you have to really have loved that job to have done that job for 48 years. We don't stay in jobs that long unless we love them and we care about the people. Thank you for caring about the citizens here in Dinn County and all the other counties that you work in. Thank you for being a great employee for Dinn County. And I ask you to please go out and enjoy yourself, enjoy those grandbabies, and just have fun. Because when we retire, one of these days, we get to do that. But you have put so much into law enforcement, making sure that everybody else was being taken care of. Now, take care of you say be blessed Cam Carver it's just amazing to me to live in Denton County and to see all these former Texas Rangers that we have here in law enforcement I appreciate that so much because we know across the country being a member of law enforcement is not as popular as it used to be. In fact, I know some lawmen who say they don't want their kids to go into law enforcement. I think people like you and the others that our sheriff has chosen, let us know that there are still heroes that we can look up to. And I thank you so much for 48 years of service. Gosh, you must have started really, really young. And thank you so much for that. And for being a role model and someone that others can look up to, we're going to miss you. But as Commissioner Williams, pardon me, Commissioner Mitchell said, enjoy those grand babies. You've earned this time. And we appreciate you very much. Anyone else want to be a good one? I'd be happy to. I appreciate all the years of dedication you've given to our state and to our county. I want to thank your wife for the same, because as you know, your wife ends up having to be in the same job whether she actually is in it or not. She hasn't dealt with the same and loses out on many birthdays and other wonderful days that you have to miss based on this type of job that you've chosen as profession. And obviously your kids as well. They miss out on you as well. But I do appreciate it. I know there's a love for what you do for has to be. I will tell you retirement is not easy. So no matter what, especially for somebody that's been involved in our community and one way or the other, and so it's very difficult, but I wish you to try the best you can and enjoy it with your wife and many blessings to you and your families. And thank you again for all your years of dedication to our state and our county. And Chief, I just echo all those sentiments. It's so impressive 48 years in doing all that public service. I hope after hearing that resume that folks in this room, people of Ditton County understand the caliber of some of the folks that work at the Ditton County Sheriff's Office. And I'll tell you, when I was first elected, I was very fortunate that Barry was living in Ditton County and I called him and I said, Barry, I was very fortunate that Barry was living in Denton County. And I called him and I said, Barry, I want you to come around the jail. And his response was, I don't know anything about running a jail. And I said, I don't either. So let's see what happens. We'll get to it together. But I knew one thing. I knew that he would learn it, that he would put his whole effort into it, and that he would do it the right way, and I was right. And I'll tell you, you know, one of the most challenging times was during COVID for the jail. And we didn't get to work from home. We didn't get to shut down, and we had sick inmates, and we had sick detention officers. And quite literally, we were flying by the seat of our pants most days trying to figure out what to do. But some of the innovations and the ideas that Barry came up with became name when you get a chance because the proclamation said a lot but it doesn't say enough about what he's done for this state. And I've always said that he's been the toughest person to supervise in the entire sheriff's office not because he was difficult because when I was a lowly ranger, he was always Captain Caper to me, and he'll always be Captain Caper. And we're very fortunate to have him. And we're going to miss him at the Sheriff's Office. I'm going to miss him personally because he's my friend. And Barry and I kind of had a running joke nearly every day for the last eight years that I would have to do his office, and I would tell him, Barry, someday we're going to look back on this and laugh, but today ain't that day. Well, today's that day. Leads for one of us. One of us gets to laugh. He has earned this retirement. He's earned all the accolades that we can give him. He's a special person in my life, a special person for the state of Texas and for this county and he is going to be missed. It's tough when you have a... Sorry. It's all right. A 30-year relationship with someone working, and I know he's a phone call away. That's right. And I'm very proud of him, and I'm proud that he's my friend. Thank you. We get to follow that. Well, first of all, I like Dr. Nadeys for wife Tammy. She's over here in the corner of the video. And I know what you're thinking. Yeah, I robbed the cradle. Let's give her a hand. I'm here. There's no doubt of all the things that I've done in my life. This was the hardest job I've ever had. We were able to get through it. We've overcome a lot. But you guys sitting on these bench deserve credit as well. Because we came at you with all kinds of proposals ideas, recommendations that had never been done before and you listened to us, you heard us out, a lot of the things that you funded worked some of them didn't. It's a trial and error thing that was something we've never experienced anywhere before. I suspect we're going to experience something like it again. Hopefully it won't be an illness. It'll be something different. But that's the thing about it. I've got to rely on, you know, yeah, I'm receiving this accolades today. But again, those men and women at the jail that do the work every single day deserve the credit. They make me look good. They make the sheriff look good. But they're the backbone of this department. We've always said that. I've always felt like leading by example and being a a servant leader like I think Bobby said is the way to do that and when they see that you're willing to work just as hard alongside them that they do you just naturally has someone that wants to follow you and do exactly what you're doing and so that's just always been my belief and that's like well I've always supervised my employees. Whereas Gary Cook Senior Development Coordinator has been a dedicated employee of the Ditton County Department of Development Services since February the 9th, 2009. I'll retire on January the 2nd, 2025 after 15 years of service. Whereas Gary began his tenure with the Public Works Planning Department in 2009, as an associate development coordinator, after nine years with a Ditton Central appraisal district. He advanced to a role of development coordinator and later earned a promotion to senior development coordinator, where he served until his retirement. Whereas the routers career, Gary has been vital to the efficient operation of daily permit and floodplain management processes within the planning division of development services. He played a key role in coordinating development projects across the county, in fostering relationships with the development community and constituents. As a cornerstone of the development services Gary tackled any assignment with a mission first attitude, and will be remembered for his mentorship of the next generation of planning professionals that will benefit the county for years to come. Whereas Gary has consistently performed his duties with dedication and excellence serving the citizens of Ditton County with unwavering commitment. The Department of Development Services extends its deepest appreciation to Gary for his remarkable service and wishes him a fulfilling and well deserved retirement. But you always were great to meet with people, always receive positive comments when we're dealing with the development community And I always asked them how things going into with the process and y'all were ever vigilant trying to keep time schedules and keep projects on and plan reviews and just It was a lot to deal with we've had to staff up over the years. It was a lot. It was a large volume of work that you had to handle in that department. Then and it continues to this day. So anyway, I just want to thank you for being a service heart and being a leader to the department, especially to mentoring the next generation by yourself. Thank you so much. Any other comments? My first couple of years, two, three years here at the county, I spent countless hours in Gary's office learning how to do plant review, floodplain management stuff, deed research. You know Gary's kind of a resident expert on deed research and I always done a lot of stuff at the store called department as well. So really really appreciate him imparting the knowledge to me. And I wouldn't know what to know today for one big area. So I think Gary's done an excellent job of imparting that knowledge to today's crop of planners. And I think it was a very well-position for the future. I know your colleagues got a missed picket on you. That was always great sport around the future. I know your colleagues are going to miss picking on you. That was always great sport around the office. Get Gary going a little bit and you're always good sport about it. So we're going to miss that. So this is not say that again. time that's what I thought I want to make sure that you know the employees understand not to budget for this for the future for income purposes whatsoever we're very fortunate with the federal dollars to be able to do something like this for our employees I think it's a wonderful way for us to help employees during the tough time I know this is probably about as perfect of a time as you could do something like this when it comes to Christmas and the cost of that Thanksgiving. You know, it costs money to buy all the food for your families. So this is one of the most exciting things that we've ever approved in my mind. I know we've done a ton of really good things, but this is something that I hope our employees understand how much we value them. And this is really to try to show that as well for the retention for the future that Denton County does care about you and we hope that you take that to heart and realize that yes, we also have gotten really good every year that I've been here and that's just been fortunate. It's not because of me, it's just we've been fortunate to have the funds to be able to give raises. And so this is something that, again, I want to make very clear, will not likely ever happen again. Because we probably will never see those kind of funds from the federal government again, which hopefully we don't, because we don't have a crisis. That's where all this money came from. But it is a big day in my mind for the employees of Denton County. And again, I want to really thank each and every one of you for all the time and energy spent also to the budget office and everybody else involved. You know, there was a Jody took, I don't know, a ton of time with this. He had to go back and research it, obviously. So did the office to make sure that it was OK for us to do this through ARPA. We're out, except to the voters, as to whether or not we stay in office and then periodically we do get raises along with the other county employees. But our county employees are very special. We thank you for everything you do. I think many times we don't even realize how much you do until one of you is sick and it doesn't get done or whatever. So we're very grateful and we hope you'll enjoy the Christmas season even more this year. I'll wrap it up. I just want to thank our county employees for all the work that they do. You know, we don't see all the work that you guys do every day. Sometimes we're at home enjoying our families and you're working to make the county a better place to live working play. I want you to know that that does not go unnoticed. And you know, I am a advocate for taking care of employees, giving raises, and patent people on the back and encouraging people. We have not been able to do this ever in DIM County. And I'm so glad, you know, I don't think the federal government much, but I want to thank them for this opportunity that we have to give to our employees. And I think Ryan said this time, you know, December the 20th, Christmas is December the 20th. Many of you have families, many of you have young kids, and this will help. I pray that it will help you in providing some extra things. I know you take care of your family, you work every day, you get up and come to work every day, you get a good paycheck, but I hope this extra will help you smile. I'm glad that we're able to do that. I thank you for being the employee of Den County. You could work anywhere, most of you. Matter of fact, all of you could work anywhere you want to work. Because we have great employees, they do great things for DIN County. You can go, you can go somewhere else and do those great things. But you chose to do it in DIN County. Well, y'all, those are great comments from the members of the court. You know, you'll often hear me talk about publicly, and especially from the dies here about individuals answering the call to public service. Because I do believe it is a calling to serve your fellow citizens in a public way, whether that regardless of the position that you have here in the county, we're so blessed to have over 2,000 county employees working 24-7 to make didn't county a better place. And you know, when you pick up the phone, you need to call 911. The county employees are here. I mean, as it's working through development processes, as Gary Cook was here earlier, so we're welcoming new residents to the county. And so from birth certificates to marriage licenses, to death certificates and investigations and a probate court, you think, the elections we run, you think about all the ways in which the county stands there to help maintain a civilized society here in North Texas. And I'm so proud of our workforce and this the caption of our item here says one time is referenced earlier but a retention payment. So this is a retention payment. If you heard Mr. Cava earlier today talking about the tough time at the jail, especially the last few years, that's because employees were leaving the jail and getting other jobs elsewhere. And so this is to demonstrate our commitment to our employees and that we would like for them to continue their employment here at Ditton County. And so I think this is something that is a very good use of these federal funds. These are not Ditton County funds off of the tax roles that were derived from there. These are Ditton County funds. And I think it's important to put this in context as we're wrapping up the next few weeks here. We're wrapping up a lot of the expenditures related to the COVID-19 pandemic. And I think history will be able to look back on the commissioners' course during this time, during these last four years, and what we did in the investments that we made. And the investments that we made, many of them were one time brick and mortar investments. We purchased land. We've done some with these ARPA funds. We've done some one time, some very significant things that we probably wouldn't have done if we didn't have these funds, but it was nice that we were able to do it and do some long-range planning for this and actually future generations of Ditton County residents. We've done business grants to help our businesses, our small businesses here in the county. And so we've taken care of lots of segments of the Ditton County population from the very beginning. It is obviously with the medical issues that we dealt with and then the economic impacts associated with that. But here at the end, I'm so excited that we have the resource. So we're continuing to help some of our nonprofit partners. If you think about what we've been able to do, we've helped the most needy residents in the county, actually quite literally put food on their table right on. Bobby, he all worked on that with me and a lot on the food programs and the court as a whole. But I mean, seriously, the ways in which from really putting food on the table and the business grants and medical response efforts, which were stellar. And then you go all the way through to now taking care of the employees with this retention payment. And so this is not new, other Texas counties have done this. And so I'm glad it didn't count as able to participate in this as well as we kind of wrap up that these COVID response efforts. I do want to thank our county administration and I want to thank echo Commissioner Williams comments, but the court think the court for their willingness to look at this and what's the best way to do this. And what's the most equitable way to do this? And I think as counties and employees, as you watch this, I want you to understand it, the commission's court to great care and attention about what is the best way to do this fairly and equitably. And again, the elected officials are exempt from this. So very pleased and proud that we could do this today. I always take Christmas very important, special holiday in my bar at least. But I just want to speak with this, it's mostly a question. I want to know like what kind of agreement this is between these libraries. Now I'm not accusatory because I really don't know. But there's a rash going around of inappropriate books in the libraries. And I'm a post back because a lot of these people on the liberal side they can want to say because we don't want certain books in the library that it's some kind of assault on the first amendment and we're a bunch of book bearer. And I'm like, no, it's not, it has nothing to do about that. You can have, you can purchase and have any private book you have in your, in your houses you want. I'm saying that I don't want these inappropriate books in my public libraries with my county funds and taxes. And I'm not accusatory of these libraries because I really don't know. But if there is any kind of appropriate, inappropriate books with these libraries because I really don't know. But if there is any kind of inappropriate books with these libraries, I don't want this agreement going through. And I really don't know what this agreement is about. And that's really all, it's just a question and a statement. That's all I have to say. And everybody have a nice day. Thank you, sir. Judge, may I speak to that for just a moment? Just a moment? Mr. Lee, years and years ago, when I was on the citizens budget advisory committee for Denton County, we found out that there were parental controls that could be used on computers to make sure that inappropriate material was not accessed by young people. And so we decided when we were funding our libraries at that point that we would make that a requirement in order for county funds to be used The city of Denton's library chose not to agree to that so we did not fund them anymore I know that the libraries that are listed here have agreed to have parental controls on the computers I do not know about the rest of your question, which is do they have any of the books that Perhaps might be deemed inappropriate. That's something I think we'd like to check on. And if you find anything out, we'd be glad to hear about Melinda, you're raising your hand. Please go right ahead. Yes. I did give you guys a list of the libraries, every library in Denton County does have inappropriate books in their library. We are doing a research again this week to see if they have been pulled and I can get that information to you. I'd be glad to get that information to you. Again, it's something that we're fighting in the state from a legislative standpoint. HP 900 was for public schools. But if our funding is going towards public libraries, well, it was for school districts. But if our funding is going towards public libraries, we need to make sure that the material that these children are reading are age appropriate and are not sexually explicit. So but I can get you a full, I just reached out to my team, we're gonna have a meeting this week, I'll get you a list of everything that's in the library so that you guys can make a wise decision on that. And I so appreciate you guys taking the time to do that. So many counties don't care about their children. And the one thing I can say about Denton County is we do. We care about our kids, we care about our families. So thank you for all you guys do. Thank you. Thank you, Madam. Thank you. Thank you. Judge, could I move the whole Decide until we have had a chance to see the list that Melinda's team is going to be providing? This is budget items for these libraries, Diane. I understand. We've already put in place parameters that they don't have that. Of course, you're going to have additional things. And so when you have additional things, you get cut off the list. If they don't agree with the parameters that we do, you're saying that we could go ahead and include this in those parameters. Once we get this information, I don't agree with holding it. Judge, go right ahead. I kind of agree with both sides of this, so I think that just a suggestion that we approve the funding to go forward. Obviously, once we will do that, we'll hear from some of our wonderful citizens that are going to help us do some research, bring that information to us, and then from there we can make further decisions going forward. We can that point in time if you want to call it demand I don't know if that's the right word to make sure that the books that are maybe found that are inappropriate that we feel are inappropriate if they are found in these libraries and the funding that we say these need to be pulled and if they don't then obviously future funding will not be available to them. You know, DIN would not accept up on DIN because they wanted to do, yeah. Just like Commissioner said. And is the Betty Foster, the DIN library, which was the Betty Foster library? I think that was the end. That was it. That was that. And I was on the court when we made that decision that we had to do. But they're on here now. I was just curious that Dentons changed their mind regarding the filter on the computer. Do you follow me? I think we should check on that. I'm looking right now, kid. Do you follow me? Do you follow me? What? Go ahead, Alejandro. The city of Denton is not included in there. Okay. That is not the city of Denson Library. That's not. It's a matter of exchange. Okay, that if I'll say one is, this ponder, what's the other, what's the Denson Library's name? It was, I know the one right. It's more so than a second or second. We do have the money allocated. I will say that we do have the money was a commission or Mitchell's thing. Go ahead and okay the money and then if we find it they're doing that then we don't have to give them the money. Yeah, Commissioner Edmiss is that okay with you? I mean I'm with you on the same thing but I'm also with Commissioner Mitchell that I don't want to not have the agreement has been executed by the cities or just executed by county? They've been executed by the cities. The reason that we have the contracts with the local libraries is because the county can either have a county library or a series of county libraries that are actually county facilities and run by county employees or in lieu of that the county can make these payments to your local libraries throughout the county. I think these are all in cities, municipalities. And so that is the reason why the commissioners court over the years has funded the system the way it is as opposed to going out and creating County, getting into the library business itself. And yes, there are issues about reading materials that are available in libraries. It's a big topic that's not new and it's not going away. And the one thing that the court has addressed was placing the filters on the computers because of internet searches and concerns that children were potentially having access to inappropriate material or anybody else for that matter was accessing inappropriate material and children can see it. So I'm not sure if we have had a library committee in the past. There is a library committee and we could do this past. We did budget the money already and these are executed. If we proceeded today, we could always pass along the concerns of the citizens to the library committee for their consideration. I think what's being addressed today, but Mr. Lee, it's important. But as far as what we're doing here with the contracts, it would be something for the court to decide whether to continue to operate in this manner, which is probably a good thing in a county, the geographic size of the county because you're providing funding to different geographical areas of the county. You know, they're closer to where people live as opposed to trying to build four or five libraries in different commercial precincts or. And beyond most of this was because we don't have libraries in all of the cities. And anyone from any city can go to any library that's on this list. And use that library. If they don't, if we don't pay for that this, then if I'm living in Lewisville and we don't have a library and I go to DIN, I have to pay for a library course where in this contract that we have, any and I go to DIN, I have to pay for a library call or in this contract that we have, any where you live in DIN County, you can go to any of these libraries. Because the cities have their own budget that they paid for these library services, we wanted to make sure that citizens all of the county had access to the libraries and we wanted to make sure that kids and even adults, as you said, didn't have access to the libraries and we wanted to make sure that kids and even adults as you said didn't have access to inappropriate information. But I do agree with the you know with the county partnering with these particular libraries and if there is something that needs to address as far as materials that are at, you know, some are all of the libraries or maybe not. Then, you know, that's something for the court to pursue. But otherwise, these facilities will sorely miss this funding. Don't get it. There's all withdraw my request to hold. Okay. It's a live nativity scene called a night in Bethlehem. It's from the 5 to 8, December 5th through 8, 6 to 9 30 on Trophy Club Drive. It is their first annual live nativity production, which will feature live music, live animals, and beautiful scenery to depict the birth of Christ.
