Ectrics of the Bible, can come a time back during the meeting, having posted outside of the interview. Ms. Branch, who's home? Mr. Hamlet. Here. Mr. Newman. Here. Ms. Thurrey. Here. Mr. Stenson. Here. Mr. Fox. Here. I can't please join me in the interview. Thanks. Let's pray. Oh my God, Heavenly Father, we thank you for this day. We thank you for this time and we can gather and Do the business of the people of Carlin County. I just pray that you will be with us in this time. Feel us with your wisdom. That pledge is only the State of America for which it stands one division under God and gives it flow for liberty to the justice for all. And this is Kelly Dushart comments. Just serve Mr. Chairman, members of the Board, Derek Stamie County Administrator. And I do have some comments for you this evening. I'm going to start with some staff highlights. We do have a new hire in the building inspections office. This is Gina Morrison. She is joining us from Palatine County, where she served approximately seven years in the circuit court clerk's office and she is building the position of our building permit technician. She's been here for about a week now and it's doing a great job at the ground running and brings a lot neat ideas and great teamwork abilities to our team and we're very excited to welcome her. She's unable to be here this evening but with you get a chance to stop in in the community development office. She's in there in the front there and be sure to introduce yourselves. The next staff highlight we have is I'd like to take a moment and recognize Mr. Daniel Riegelman. Daniel was our IT director. Daniel, you want to wave to everybody? Daniel is the man behind the curtain. He's our IT director here in the county and I just wanted to take a moment and thank him and he's been extremely busy as we all have but he's been a busy with an email migration project over the past month and hasn't gone as smoothly as we've all wanted it to but it's that type of project is typically handled by a team of people and Daniel has done that on his own. I know that he's got some help from our third-party vendor, but it's been a heavy lift for Daniel. I just wanted to take the opportunity to thank him for that work. And also, you may have noticed the camera over there across the room. We are now live. We are live streaming our meetings. And you can actually access our live stream if you're not able to be here. We're going to start documenting our meetings via video and we're going to live stream those on the county web we actually own a YouTube page that we've created but the link is available on the county website under the calendar where the meeting is scheduled to take place there's a link embedded in that and Daniel was key in bringing that project to completion here over the last several weeks and again I just wanted to take a moment thank you for his efforts so thank you Daniel. Additional comments but you have some upcoming events that I wanted to remind the board and our general public up. If you have the 9-11 ceremony tomorrow at 9 a.m. at the high school football field located at 15 school road, Commonwealth Union 2304-0. We have the county town hall meeting which is scheduled for September 24th, 2024 at 6.30 p.m. at Spreysbury Farm and that's located at 9 located at 94 Carter's Road. It's a common one to dress as well so we just wanted to make sure that the public was aware of these town hall meetings that we're going to start having. They are informational meetings where we're going to be sharing some of the initiatives, some of the challenges of the county's facing and our efforts of plan and prepare and deliver services and maintain everything operational. So we invite you to those town hall meetings. Tyre Weeks cycling day is October 5th, 2024, 7 a.m. to noon, that's at the Luther P. Jackson Complex right down here on Anderson Highway, 1874 Anderson Highway. And then also our trunker tree event, which is, I believe it's our fourth annual trunker tree event. Very popular. I believe it's our fourth annual trunker tree event. Very popular, I believe we have 1500 people in attendance last year. The community loves it. Kids love it. That's scheduled for Friday, October 25th at 6 p.m. at the same location at Luther P. Jackson complex. So we've got a lot of events coming up and we're going to continue to push information out on these events via our community guide, Facebook posting, social media and also through text alerts and press releases. One thing I did want to bring up to the public as well and to the board was an update on the Amish plug-in situation. We've all been impacted by the accidents that have occurred here in the county over the previous three to four years and one of those recently approximately six weeks ago and we're going to hear a little bit from our sheriff's office tonight on this as well and also our carvers of VDOT. But we are taking this issue very seriously and speaking from county administration into the board's perspective we are working collaboratively with VIDOT to identify areas where some additional signage may be beneficial. We're also working with the school system and here with county administration on a public education and awareness campaign through print media, social media and through the public schools. So more information to come on that, but our goal is to make sure that we are doing everything we can to educate the public on sharing the roads with our Amish community. And lastly on this, we are going to be pursuing some regional discussions. There are other localities that face similar problems that we do. Similar issues with sharing the road with the Amish community, such as Charlotte County and Buckingham County specifically. They have similar concerns that we have. So having that dialogue regionally, there may be an opportunity for us to come together as a region to help with the issue as well. The last comment I have for you all the same thing is I touched on the live streaming efforts already. We do ask for patients. This is a new effort on behalf of the county. Things happen technologically. We're going to do our best to troubleshoot. We want your feedback. If you as a citizen, you go home and view the video and you have a suggestion or comment to improve this process, please reach out to us in the last note, because we always want to get back. So again, that last read can be accessed on the main county webpage. With that, Mr. Chairman, that was a lot of comments, but I'll be glad to take any questions at this time. Any questions? Any more, Mr. President? Thank you very much. Thank you. Thanks, sir. It was great. next is the approval of the agenda for the motion to approve the agenda chair of the chairman Next is the public comment for the GID violence. This branch here, GID is out of tune. As an American comment first on this, this for public transparency, all forms in projects and read to address to be a agenda for all the meetings going forward. This is that can. This is something new. This will allow you to speak on agenda items before we bring them up. We will board discussions before we even let them. And we're having a comment period and we will continue to have a comment period. But this is an opportunity for people to speak to us in the comments. Thank you for that. We don't have anyone signing up today. But we'll move forward with the state and level of the part of agencies and the community to search for a lot of the ports. Starting with government council schools. Dr. Gums. Good evening, Mr. Chair, members and board, Mr. Sainte and the screws. Just give you some updates from what we last met in August. You know, you school system. The school year school of wealth. We're about a little over a month in and so forth, actually interim is one hundred a day. So we're halfway through the nine weeks. We're almost fully staffed for the school year. We still need a school counselor, a Spanish teacher, and we have interviews scheduled for ARJROTC. We have to have two instructors for AROTC. We've actually had three applicants, so there's been an answer. Congratulations to Dr. Wheeler. She was just named as the assistant principal at the Commonwealth High School. She started on Monday. She hasn't been serving as a special educator at Commonwealth High School. And I think it's important to note that all of our school level administrators, elementary, middle, and high school, have all been teachers at Conflict County Public Schools, so they moved up to the ranks, so it's kind of a grower out of the program. Last week, next is Mobile Vision Clinic was on campus providing eye exams for our students, elementary, middle, and high, they're able to sign up for that and a mobile band comes on site. Air first year of cosmetology is going well. I went in there the other day and I learned about it and this was a thing. I learned about non-section, permed, broad set. That's quite a process, but I did learn about that. They offered to do it on day, but I'll give you my much to work with. So anyway, HVAC and Weld students are doing well at SBCC, we send students there. I'm learning great job skills and already talking about the different beads and the fittings and different things like that, so that's good. CNA students began their clinicals. I don't know if you saw on social media where they had on their blues scrubs and so forth, so they came and got their official IDs, so they can go out and practice their clinicals. The FFA students participated in Virginia Cooperative Extension Gary Day that was held at the barn at four house, so that was good. I saw it already took a picture with the dairy queen, so it was pretty interesting. CNA students posted a blood drive and they collected over 35 pints of blood, which can potentially save 105 lives. The Conway County Public Schools athletic department is still selling weed even starting for $5 first bull. That is definitely the deal of the day. It's going to start your holiday shopping. False sports are underway. Golf, cross country, volleyball and JV football. We have Duke Spirit Ware on sale. JV football had their first scrimmage and did very well. They were against Brunswick County Schools and they officially kick off their season on Thursday and out to this, they'll be traveling to out to this stuff. And they're a couple of middle school volleyball team just one and three sets against Buckingham. When we meet our neighbors down around 16, we beat the green and gold, we do very well. So we're very proud of that. On Saturday, a couple of high school cross-country member Victor Cruz competed in the pole-green class C division class in place 5 out of 183 runners. This was his best time since he began running. Congratulations to Coach Tyrone Mosby for returning as the compliment high school hit basketball coach. Coach Mosby was the coach from 2003 to 2021. Took a break, and now he's returning to the sidelines. And congratulations to Deshawn Stern for being named the JVC-CPS Boys Basketball Coach. They're both alumni of the School Division and they shown Father Keith White with big and sports and compilings goals. And there's a lot of excitement about that. College infinite night and fast night are September 26, 2024 at 5.30 at the high school. If you've never filled that up fast before, that's quite a process as well. Lots of learning are taking place. As you probably see in the news, new accreditation, new accountability, implementation of Virginia Literacy, and our cell phone policies and working on instructional coaching and staff is definitely participating in professional learning. Parent teacher conferences are scheduled for the afternoon of September 19th, from one to six. This year we added a morning session on the 20th from 8 to 12 for parents that the families that may not be able to do the evening but maybe able to do the morning. So that's the first course. On the evening of September 19th we're hosting a the first lady, young and doctor of height will convene a fireside check to discuss the findings of the book, the anxious generation, and how it informs their communities and schools and limiting social media and self-own use to help restore childhood. So we'll do that. That's on the night of our parent-teacher conferences from 7-8 will last a week and then from 8-9 there's a chat about what people just saw. The LCBA that's on Main Street and the formal area of Dabrief Commerce are hosting new teacher, returning teacher reception on Thursday at 530 for teachers of Fuqua, Conflin and Prince Edward to welcome them to the communities. And we appreciate the support. The School Division, Conflin Schools along with other R&A schools are participating in AI professional learning about professional intelligence and the impacts on education and so forth. Actually, Cumberland is hosting that. So the schools are coming here and so forth and having best implement in the division. As Mr. Stamys said, tomorrow we are hosting the Not-A-Line Remembrance Sarah Honey. I think it's great that the school in County Parking for that and it is very student center students are leaving that ceremony from elementary, middle, and high. They mark of course born in 2001 but it's good that we are of the history and the importance of it and so forth. And as always thank you Bruce for the Board of Common County Public Schools. Thank you. And of course Mr. Thank you. And the cross-missory. Good. Next is, read out and write a lot. All right. Good evening, folks. Chairman, members of the Board of Administration, write a lot for assistance from the State Administrator for read out. Here to give an overview of the last month's activities in the park. So we'll go through the typical budget. Again, this is approximately what happened to the plan to date about 240,000 and an expended in this slide just to graph for our presentation, show shown in the where we're at. The green line that we see on August, that's to be met at our target. So September is below the target at this point, but next month, that bond should be represented in closer to the YOR. This slide here is a summary of the work orders. Again, we've seen the departments who are customer service line. There were several trees down. The name is Dorn, Dorn is home-revented that we had. A couple of dead animals will see more of that, obviously, as the fall approaches, we get more deer activity and so on and so forth. There was a two primary, primary so on there, a visibility again. I'll say that every board meeting, if there are locations anywhere in the area that citizens were bored like addressed, let me know or call one and one or four or we're ordered and we'll have that to take care of. Secondaries have first, no last month, final mode becoming up in our field boroughs, both in the department. So, uh, Contrusion projects, so the RAP45690 roundabout, contract completion is November 21st. Uh, late last week, the photoconfiguration roundabout was open. And today they actually complete the paving. So there's some ancillary work that still means to be done, much less items, a lot more so forth. But they're certainly on track to the meaning of getting the completion date. Surfer Street and Projects, the actual placement of the Surfer Street with Route Carmeling county is complete. The whole remaining couple of know that is or why working. And this planter's project is actually complete with an open humbleing county. So I'll spend the bulk of my presentation on my discussion tonight on the route forward where I was talked about. Several meetings, past couple of meetings. It was completed by the department. This was for Stamie. I provided that to him late last week. I know it was the other opportunity to share that with you all. But I'll go through kind of a high level with the final consensus list. So within the existing, within the existing R6-D corridor between parliolol and in route 13, there's three speed zones. So within those existing speed zones, there was actually no speed reduction. But there was the inclusion of an interim speed zone down at the eastern end of Route 60. I'll get into that in more detail. The other outcome of the findings were that the 20 recommendations, Simon's vegetation, David Morgan's, and again, I'll put that in more detail on a couple of slides. This slide here represents the 3D speed zones that I had referenced. If you start from the west and work east, just to the east of Tarlawe, if there's a short 45-month hour section, there's no change there. They need to transition into a 35-month hour zone through the courthouse area, no change there. And then the third zone, as you head further east, was actually, it was a 55 mile an hour zone and within there the findings were that the recommendation is to install or place a 45 mile an hour zone. So you step it down from from less to east, from 35 excuse me, 75 to 45 to 55 from east to west, 55 to 35 to 35. This slide here, I presented this just to give you an idea of the speed and how the stone was conducted. Again, starting in the bottom of the slide, the western port of the corridor. The analysis was conducted at the calculation. The operational speed was 50 miles an hour. So anywhere from up to 5 miles an hour, the speed limit remains. If it was below 45 to 40, speed limit would be adopted. Reduced, that makes sense. The second, the second zone of 35 mile an hour zone, the operational speed was 5 miles an hour. We get over that's the limit. The third section, as you move up further on the slide, again, that section was posted 45, the operational is 48. So again, that's 40 with the 45 mile an hour zone in. And further to the west, further to the east, excuse me, is the 57 mile an hour operation speed. This slide here is represented as a representation of the crash in someone in the corner. If you look to your right, the cluster yellows the green and the paint that's the 35 hour zone That's where most of the accidents had occurred and there were some additional improvements within that area that I will touch on One thing to note that a walnut corridor is a three year period from May of 21 to April 24 or 21 crashes with zero fatalities. And then there's a crash rate in there and injury rate. Essentially the corridor falls below those rates within the district and the state except for the injury rate on state by level. So the point being this corridor is actually better, quote unquote, with respect to the accidents and incidents that most of the areas around the state. So there's a couple slides of the through a little more detail what the actual improvements are. The slide on your left is the eastern section of the corridor just west of Route 13. Again if you're coming into the courthouse area from 55 it was going to be 45 an hour an hour a sign showing with the 45 an hour ahead go in the other direction is a 55. Having further west there is multiple locations is the image on the right. There are several locations along this corridor that have utility poles. They're called Chevrolet or identification markers that are going on the utility poles. Those poles are within a clear zone, so we have decided as a department in accordance with standard practice that East side the assigned place on those walls. So further heading further west, again we get to see more of those signs placed on utility poles and then also placement of drought signs and just to help clarify and provide clarity to the drought to color. More of the same as a dead further for the West on the image on the right, excuse me, on your left. The image on the right is actually, we're back at the east now. This is just as you go from a four lane section to a two lane section, just outside the core house here. So we're gonna make some changes to that, because this is where many of the accidents occurred. This is essentially how it looks today with the arrows. And that's how it will look when we forward with slime placement, removal of the skip lines and additional arrows. And then in addition to that, just beyond the arrows, there's going to be a smoother transition from what you see to there on the E.D. line to this. It's basically going to be a flatter curve. So that will, in essence, help with the transition and hopefully reduce accidents within that zone. So that was a mouthful within the court or there. I know you all have that and I'll take questions at the end with good old circuits out to me offline. The next step is for the study. So as I indicated, this fee reduction signage before that actually can get posted, what the department has to do is solicit law enforcement concurrence of both sheriff's department and the state police. So we've got what we're reaching out to the sheriff's department to get the fact that the current is well-as-they, please. And then once that concurrence is okay, we'll do a internal resolution by our traffic engineer. And then that gets passed up to our essential office. So that will memorialize the actual speed known. the engineer and then then and then the other changes that I shared on slides. So I'll go ahead and initiate after that meeting and all those other strong objections or questions and we'll get that on the schedule. So that was the, well beyond that, I'm going to slide on this quick update on the role of rustic I wanted to share with you all, there's two routes that are on this year's plan, about 7 to 1, I it's going through around 692, where I would pre-prewed. They are actually going to be the service treatment, it is not going to be in place this year, because we're getting too late into the fall, but the road's actually going to be graded out with snow. I want to thank Mr. Stamie and Mr. Grange for getting the resolution so we can actually get that initiated. So again, those two rules will be started this year, but they will be completed next, next control. Well, that will have my report receiving, because I don't want to have any questions. So I'm saving you say thank you. Other one question? Yes, our school bread and rail six. And you're going to go from other and other sectors. Yes, so when we, uh, school, several weeks back, I, I've been on here, I've been on here once back. Um, the intent was to get this behind us and see what the kind of things are. And then we can transition back to the school area and I'll need to revisit the concerns that we can put that on our new list. I do have one thing, Brian. I know that you talked to Brian about the 35-9 hours in the head, talking about instructions, the same things that we're talking about as they bush that is covering that 35-9 hour ahead right there at the plantation Christmas street farm. I'm not laughing because I missed it, but it is not here. It's right into your question. OK, good. So it's like 100% long. Yeah. We'll get that with this study. So I don't know. I'm going to make sure it's on a list. VDOT is where we have multiple requirements to do some things. We've got a sign route out there. We've got a payment for a brewing of street trimming. So that will be taken care of. I'll give you nothing next meeting. Zubo or Adam. Thank you. Okay. Okay. Tell us a little bit. Okay, fine. Thank you. Next time is the current Sheriff Office. Same thing I did. And since I was a current sheriff office, same the other day, I just didn't have to care. Thank you for chair of object policy. I couldn't be using. If you had us touch on for a radio project, where we're getting connected with the DSP store, it's gonna work with the seating. We've actually managed to put a little foul on that project we're pretty happy with. As we think We've actually managed to bring a little foul on that project. We're pretty happy with that. As we think of that, we've put it in means. We've really got to cost them that. The county administration has been great pushing that forward. Prove these are our priorities and kind of in spirit heading at least. Kind of taking up that mail and talk over with it. We're pretty excited about that. So touch on the on the bug incident. We have been working with county administrator or identifying some areas of concern for some additional signage and sort of thing. We've also had some complaints, and directed some complaints about being wrecked or driving on permanent roads, and there's dirt in it. So we had additional patrols in those areas, trucks a little folks down, passing the crazy times, great areas. We also have as complaints of large trucks and speeding and local road, we placed a sign of more of a speed board, it's placed in speed by radar over there, and we have additional controls in there. I don't believe we should be speeding some of this. We're running the Genstake Police, the DOT folks have worked. The police have built large trucks. I'll stay in the void. The scales will be safe to expect some of the trucks and that's what the president of the board trained in. But I have. So we've got them out there. I think they were there two days, stop year two or three trucks, and leave one of those individuals actually lived on the road. Other than that, we have, I don't know if this is a criminal for me, we share a product with one of them. We have two new deputies in Police Academy, Jay-Shaw and Dupy and AJ Wingo. They're both raised up here. Both of us, we have pop-ups for them. They're gonna be in the academy to middle of the summer. Hopefully we'll have them field-trained up in reddish roads. We did the M-chatting right. See them say aye. That's from earlier than what I had. If I had any questions, what's your question? Thank you. Thank you for the update. Thank you for the update. Good. That's all we do is advise you to board this Christmas. Good. You can go ahead and head to the board. Okay, just one through ten. Your board can take your five-month-long budget report. That's the people in different form for the business in the year so far. So your information here and your questions are going to be now or do you have any information you're going to reach out to me at any time? The second item we have is a request from coming to the public schools. They have requested that the board approve a budget settlement to $1,076,391.29 cents. This funding is actually for five individual grants. This is a chief park appropriation. Part of this is a roll over appropriation from Eclash 24. It's funding that the board approved last fiscal year, but the funds were not used. The total of those two frames is $876,548.1. In addition to that, they do have new funding. This is the school year thus far and the amount of $199,843.9. The funding must be used in importance with the guidelines of each individual brand and funds cannot be submitted in the current budget for the FYC. The request for the supplemental preparation was not included in the school's FYC25 adopted budget and does not require an additional little funding. With that in, it's my recommendation that the school's appropriation can supplement in amount of $1,076,391 dollars in total tax. Any questions from the students? Do we have a motion to approve that appropriation has been crossed? So they're out's a second. Mr. Hamlin. Aye. Mr. Newman. Mr. Carrey. Mr. Stimson. Aye. Mr. Stimson. Aye. Thank you. And next step, your Jonathan, the planning and zoning report. Good evening, Mr. Chairman, members of the board. This evening for you, I have a monthly planning and zoning update on the EGIS 18 through 21 of your board packet. This is for the month of August. one commercial accessory permit, seven residential primary permits, seven residential accessory permits, and only two farm structure permits. For subdivisions, we issued six this month and we have 29 pending. We've approved three surveys of existing lots and have a total of 27 pending. As for the commercial INS permits, we still have just the one and that's the CAHPSCRAVE Reservoir. The Reservoir is currently at holding pattern at level 272. They have to hold this elevation for a period of two weeks just to make sure that the dam is holding the water, that there's no leaks, everything is good to go and then they can start filling again. For residential EMS permits, we had issued a toll of eight and on the last page you'll see we have a list of potential code amendments that will be coming up with a planning commission shortly and then coming to your attention as well thereafter. And that's all I have for you this evening. So I've never heard of a question. How long is the whole one that will be set between two groups? So they're coming near the end of that two-week-old interior. Okay. Thank you. to be called in here. Next county term is report. Mr. Chairman, I have nothing to report this month. On the consent agenda, I'm representing the position rather early. Yes, sir, Mr. Chairman, members of the board, a couple of items for your consideration under consent agenda. First is the approval of bills. And second is the approval of your meeting minutes from your August 13th, where you'll at least get your meeting and your September 4th workshop. Those can be found on pages 18 and 54 of your board packet. I'm glad to take any questions at this time. Anybody have a question? any questions at this time. Any questions? Okay. A very good question to recruit. So, please. Check. Mr. Handle. Aye. Mr. Newman. Mr. Tavery. Mr. Stimson. Aye. Mr. Stimson. Aye. And all new business, the steps of the new cost? So Mr. Chair, members of the board, a couple of items for your consideration on your new business for this evening. The first can be found on page 59 of your packet. It comes from steps out of Farmville, and you may recall at the last meeting on August 13th, Representative from Steps, Sean Rozier, presented to the board an update of their services as a whole, as an organization, but also requested funding for their supportive housing project. They originally approached the Board back in the spring during the budget process. We asked them to come back at a later time when they had more information on the project and then seen some other commitments as far as funding. And just to remind you that the Sportive Housing Project is about a 48 acre project located in farm with a house about 60 units for a sportive housing homes housing. Currently steps utilizes hotels and other types of shelters in the event of family emergencies where folks need shelter. There will be six rooms allocated for Comberlin County. The funding request from steps to Comberlin is for $25,000 spread over four years, so it would be $6,250 per year. And the County Administration requests that will work considered the support of housing funding request as presented this evening. I'll be glad to take any questions. Questions from Mr. Steg? I have a question. $25,000 for every four years. $6,250 per year. All right, so that's not a good time ask. It's for over four years, $6,250 per year. Obviously, that's not a good time ask. Is this going to be an every four year ask to support their efforts on going? Okay, that's a great question. So this funding has been presented to us as capital-based. So this funding is specific to actually building a fire in the property, handling all the construction costs associated with the support of housing unit. So it's my understanding that this is a one-time ask, that it won't be a repetitive ask as part of that project. And do we know anything about, I know, Stubz said that they will allocate or set aside six rooms for a smaller county lives contributing. Do we know the guidelines of what kind of criteria they're looking for when given the temporary housing? I guess my question is if this is to deal with short-term homelessness, how do they allocate six rooms to come in county? If someone has homeless and they're no longer a resident of the county? I'm trying to figure it out. Yeah, I can't speak to their internal processes. I would misspeak if I did. I can look into that and find out, but I do know that they have a pretty strict process as they review the applications that come through. They don't just take your work for it, but they do set us out of those six spaces. And once those are filled, they still work to find placement, even if you're a condolent resident and they don't have any space available, they look to find placement locations. But I will get that information to you in the district board as well. And then the question is, would you stay? Regarding the steps. Okay, do we have a relation to the report? The funding report, that's presented. Assembly. Second. Mr. Hamlin? No. Mr. Houndrich? Aye. Mr. Terry? Mr. Stemson? Aye. Mr. Sons. Aye. Assistant Sonner. Aye. Next, the VRS enhanced hazardous duty benefits. Sir, Mr. Chairman, members of the Board, the other item for your consideration under new business is related to enhanced hazardous duty benefits. And just to give you some background on this item, the Combo and Chair of the Office currently operates on this item. The Cumberland Sheriff's Office currently operates with a 1.700 percent multiplier. VRS does allow for low-calities to approve through it in a revocable resolution and increase to 1.85% for public safety positions. If this was adopted by the board, via resolution it would become effective one month after its pass and would be applied to all current and future public safety positions. It would bring the county's contribution overall from 10.68 percent to 11.44 with an annual operating impact of approximately $29,000. I do have this resolution prepared Mr. Beasley prepared this resolution specific to Conorlin and the specific to Conorlin and the recommendation, the County Administrator recommends adoption to restillution for an hazardous duty benefits as presented. And I can read that resolution into the record of desired wild work. Please. Okay. We're asked Section 51.1-138 of the Code of Virginia as amended permits of locality in the Commonwealth of Virginia that currently participates in the Virginia retirement system to make an irrevocable election to provide enhanced hazardous duty retirement benefits for eligible employees that are comparable to those benefits, provides Virginia State police officers and, whereas the locality believes that law enforcement officers serving in the Cumberland County Sheriff's Office. Our position is comparably hazardous to that for Jenny State police officers. And whereas the Board of Supervisors believes it is appropriate that law enforcement officers serving in the Cumberland County Sheriff's Office receive the same benefits as their counterparts in the Virginia State Police and desire to elect that these officers receive before mentioned enhanced benefits and whereas such election is subject to approval of the BRS Board of Trustees. Now therefore we are resolved that Cumberland County does hereby elect to have such employees of the county who are employed in the positions of full-time law enforcement officers in the Cumberland County Sheriff's Office in whose tenure is not restricted as to temporary or provisional appointment become eligible affected the first day of October October 2024 for VR. VR has been a bit equivalent to those provided for state police officers the Department of State Police is set for work in Virginia code section 51.1-138 including the retirement multiplier of 1.85% and little benefits that would otherwise be provided to such employees. I understand. Yes sir. Forwards, do we have any questions for Mr. Stanley? I don't think there are any. Mr. Chairman, I don't have questions for the county administrative, but I thought at any time that we have budget expenditures that we would at least be able to have discussion amongst ourselves. I was not afforded that opportunity as to why I would go against the steps funding. So I guess I'll utilize this kind to, if you have, I don't have a question for a kind of minister here, but I want to give him push into any time that we spend additional monies from the citizens of this county. When we cry that we need funding, we need revenue. And yet we spend money on things outside of this county. I'm the first and foremost concerned about the folks that live and have to work a job or two jobs to put food on the table. And they're never gonna see their taxes go down that we all admit are too high. and they're never going to see their taxes go down that we all admit are too high. That's $25,000. We heard that our deputies are underpaid. Now I'm fully supportive of any measure that can increase the pay in our first responders. I support them 100%. Their function of this county and their integral to the functioning of this county. Gladly support this measure. But I wanted to talk about the $25,000 that could have gone to increased pay for everything, but I wasn't afforded that opportunity. So I'll refrain from any further discussion on it. Mr. Ann, we'll just, for the record, these were the honest, perfect discussions with the last workshop. And this is our board meeting with public attendance. And if I'm gonna vote to spend their money, I'm gonna let them know why I am, or why I'm not voting to spend their money. Do we have a motion to approve the resolution for enhanced hazardous benefits? That's what I'm talking about. So, second. Mr. Hamlin. Aye. Mr. Nune. Aye. Mr. Stemson. Aye. Mr. Saunders. All right. Now on to public hearings, which we don't have any hearings today. Additional information in the packet. Next slide would be public comments. Sorry, there's a branch. All main individuals here sign up for the public comment period. It will be allowed to speak when called upon by the chair. Members of the board of state and advisors or county officials will not respond directly to questions asked during the public comment period. Instead, answers will be directed through county administrator in a later day. Please provide contact information on the side of sheet to all proper response of the county administrator. And we have, first of all, the B, bedding arms. for some of the minors? Good evening, I'm getting hired. I'm going to the five-seventh district in deep-run road. Thank you for allowing me to speak. In listening to your meeting this evening, and I have not reviewed the minutes when the workshop had, but this is the public meeting. And I really thought there'd be some follow-up comment about the letter to be sent to Greenwich, and it's not invention-sealing. So, you know, it kind of lets those of us here, it kind of lets us in the darkest of what's happening in yellow and to say that you're being very transparent with us. The other thing is, in case you don't know it, green ridges follow their air permit application. The interesting thing about this is, the people from Green ridges came and had meeting at the school, high school, and all this effect, and the father's application on all this success. They were once at that meeting. The day went and say anything about being going to the EQ and the father and the father. The other interesting thing about this is even after they had a meeting with DEQ that they could make a prior to following the application, DEQ, some of the other letters, that's asking for additional information. So it makes me wonder, come from business world, what will we do when these people are on campus, if they can't follow directions from DEQ about following an application, how do you think that they can run a landfill in this county? That's all I have to say, the vacuum. What stuff does David Lance? stuff is good lands. It's a day in lands. I have very terrible land right now. Sorry about that. I live on Cumberland Road. I just want to mention basically what I normally mention at a lot of these meetings, which is in the ways. I just want to, I know that it is being worked on, and I appreciate that, but that does not stop me from hearing it, and it does not stop me from mentioning it. A couple weeks ago, there was, I don't know what was going on at the building, but there was something going on that I constantly complain about on Devin Port Road. And I actually asked when I called to have the deputy, I was stopped by my house as possible. I was hoping he would stop by before, but he did stop by afterwards. And I was very pleased to hear him say that he heard in the ways from that building all the way down on Tarwalette. So if you don't know where exactly I'm talking about, 11 Deb Morero, I live 1500 feet away from that building and I hear it constantly. Tarwhalla is probably a good quarter of Mono or more away from that building. And the deputy director of the noise, I am tired of complaining about it. Again, I understand that the main work on it I appreciate it. But I am letting you know even though you're working on it, I am still hearing it. And according to noise ordinance, I should never hear it. It is interesting to me that nobody seems to know in this county but the noise ordinance is, or how we knows, or if there's a time when I write, which there is not, unless somebody can show it to me. There's no time limit. There's no time limit. I can play a user card. I can be loud until this time. You can't. It's not a new word. It's at all. There's only specific stipulations for times listed in that word. But I feel like I'm getting hired from just up here because that force is possibly fighting the battle that we should be fighting. If the website of the county I live in states that I deserve peace and quiet, I should have peace and quiet. And if I don't, somebody needs to do something about it. I'm not saying that people should not be able to have their time. But what I'm saying is that if you were renting a building, and that building was put in place and nobody around that building wanted it. I have all of the notes, nobody wanted it. It was put in place by board supervisors and building whatever the other department is called. Long before you're over here. But the issue is that it was put in place when everyone was here saying it and wanted. But everyone who sits behind the desk said, don't care what you want, we're gonna do it anyway. So, my last 20 seconds, I would just say, your jobs are extremely important. I don't work for any of you. All of you work for us. I'm not trying to be disrespectful. What I'm saying is is it is extremely important that the citizens understand that you guys know what you're supposed to be doing and you take it serious. I'm asking thank you for coming, I appreciate it. That's the end of public comment period. Next is Chairman of Board Member comments. I don't want to go back and say what I really want to say, but I just want to thank everybody here that's attend attendance. I say it every time. Thank you for showing up. Thank you for making your voice heard from day one. That's what I'm about. That's what I'll always be about. The people of this county. And making sure that your reference is on this board. Thank you for showing up. I just would like to leave citizens to know that when we sit up here and we are free to donate to a organization is more of a cost. Not only are we spending their money, we're spending our money, because we picked taxes here for work. And that's why I believe we agreed as a board to do it over a four year span instead of coming up with a 25,000 hours of home work. We never know what we're gonna be in a position when we're gonna need steps. Yeah. Steps have helped a lot of people here in the Commonwealth County. And we need to support them because we never know whether it's gonna be us or our family members or several we know that needs steps to support. And so that's why I agree to give them what they ask. Thank you. Personal thanks to Daniel, Mr. Stankton, or Morgan Overture, Mr. Stankton, or more than all the audio systems, video systems. I notice a lot of work, and I know especially Daniel, how much an outlet of breath can be given to an organization that's a champion of yourself. Almost an instrument, so thank you for your effort. Hopefully this will bring more transparency to the board. In addition, having the sound period in the beginning of the meeting, where you guys should talk about the J-Di to the board, we talk about it, and find us information. We appreciate you for your time. We appreciate everyone who comes to the important meetings. I just want to thank you very much. Thank you very much.
