The applicant is Angel Caesar for Blue Engineering for a location development plan and a tentative track map to subdivide a 9.11 acre lot into 12 manufacturing industrial lots. The location development plan portion of this project is to construct 12 manufactured to all of a prefabricated shell buildings, each of them 10,000 square feet on the southeast corner of Dazing Cassia in the manufacturing industrial zone. At this time, no cannabis is proposed. The shell buildings are to be leased or sold for manufacturing uses. The project location is surrounded by manufacturing industrial on the north, south, and east side, and the west side has the public utility zone. Before you is the proposed subdivision, each of the average lot size is approximately 30,000 square feet. And minimum is 20,000. Before you is the fire department approved site plan showing the location of each of the proposed shell buildings. Before you are the proposed elevations, the maximum heights of each of the buildings is listed at 27 feet. And before you is an example of the type of the proposed material for the proposed shell buildings. The proposed development meets or exceeds all the manufacturing industrial development standards. And in initial study was prepared for the project and staff conducted a medicated negative declaration. Staff concluded that a medicated negative declaration was the appropriate environmental document. And it was circulated between November 5th, 2024 and December 4th, 2024. And we receive comments and those comments have been addressed through a response to comments. So for this project, staff recommends adopting resolution 2510, 10, adopting the mitigated negative declaration and approving tentative parcel map 20750 and location development plan 20303 based on findings and subject to conditions of approval. I'm just throwing some things out there. Of course. I'll address you if that's fine. And when we have projects like this, like you said, this is the proposal to build the building first. And then whoever runs a business, they obviously come back and talk to the desk and get permits no matter what the business is. So they're not the intent, of course, as their money is to course get those buildings either sold or filled up. So it looks like a very clean project looks like good intent again to the you know to people that don't know if I open a furniture factory I'll be in to get my permits and stuff like that. So just for questioning we don't know what going in there, but bring them on. Terry says we can always use another good building. So any kind of development that would come in would always come in for for its own individual permits, usually for interior TI or tenant improvements, additional walls, additional times if the use is requires a conditional use permit, they may have to come in for in for that to that would include uses like cannabis, in which case they would have to come into the planning department to obtain those appropriate permits. This item, LDP 25, dash 01 and CUP 25 dash 01 is located at the northwest corner of Emerald and Cassius Street. The applicant is Mr. Craig Wilde representing IPG Emerald 20 Holdings LLC. Before I begin, I just have one for the record, housekeeping item on Monday. We forwarded to the commission two documents. One was the staff report, which had some minor erratic and it related to the correct state clearing house number for the 2035 Adelante-O-North Sustainable Plan EIR. The other item is a revision to the resolution which corrected the previously we had in there the notice of determination on page four and that has now been corrected to a notice of exemption. Alright. And I did receive those as well as probably everyone else so great let you know it. Thank you very much. Mail did get through. So we have the the location development plan and the conditional use permit both with the same number makes it easy 2501. This is a proposal to construct a 30,200 square foot truck trailer maintenance facility with a thousand square foot office on a 20.61 acre site. And again, this is at the northwest corner of Emerald road and Cassia Street in the light manufacturing zone in the city of Adelanto. The assessor parcel numbers are 3128-301-0611-12. So the map here indicates This is the property right here. And as you can see, it's zoned LM on all four sides. Just to note to the north is a 38 acre site which came before the commission and was approved in June of 2023. Also by Mr. Wiley, in that case it was called IPG Rancho 38 Holdings LLC. So we have that facility here, distribution and warehouse, and now he is bringing forward this truck maintenance facility. We're hoping that there will be some synergy here between these properties and things will kick off out there from a development point of view. the West is Northwest pipe, Emerald Road to the east and then the solar farm to the east of that. The south is vacant and again all the properties surrounding it are its own LAM, our light manufacturing. So this is the overall site plan. Again, that's a 30,200 square foot truck trailer maintenance facility with a 1,000 square foot office. It's a pretty flat site. There will be two access points, one here and one here, onto Emerald Road. There are a thousand feet apart, per the fire department. There is a requirement for 34 parking spaces and they are providing 34 parking spaces. But the overall parking here is for 520 truck parking spaces. This is the landscape plan. The landscaping heaviest is along Emerald Road, but it's also throughout the parking area. There's a 5% landscaping requirement in this zone and the applicant is proposing 15% landscaping. So kudos for that. This is the building floor plan. Obviously maintenance facility. So there's a series of truck access doors here on the south side. These are the conceptual elevations. This is a concrete tilt up building. It'll be about 34 feet high. Building is gray beige with white tones and darker blue panels at various expansion joints and connections. It's actually pretty darn nice looking for truck maintenance facility. And these are just some different shades of blue and gray that will be utilized on the building. The off-site improvements are Emerald Road in Cassia, which will both be improved to half width from the center line to the property line, curb, gutter, and sidewalk, within a 60 foot right away. This project meets or exceeds all of the development standards in the LM zone, the building height is well within the 55 feet that's allowed, the landscaping we covered there. It's in excess of what's required meets the parking and meets all of the lot sizes and setbacks. So now we're at the environmental determination and we're on a bit of a learning curve here at the city. You've probably been, those of you who have been on the commission for a while are used to seeing ISM and D's initial study mitigated negative declarations. what we are using here and the applicant's environmental consultant has used is Section 15183 from the sequel guidelines. And this has been tested in the California courts as of this past January I believe. And basically the idea here is you look back at the general plan, which is the Adelante on North 25, 2035, excuse me, comprehensive sustainable plan. And right now this is the best number that we have for that. There's several numbers in that document. But for the record, we're using 201-403-1034 as the state clearing house number. And the idea is to look back at that general plan. And if the project meets or exceeds any of the requirements in the general plan, any of the provisions, I should say, then there is no need for additional environmental studies over and above standard studies that you would expect, biology, archaeology, air quality, greenhouse gas, et cetera. So it saves some of the, in streamline, some of the process in that there's not a long weight at the state clearinghouse for various agencies or parasitic law firms to review these documents and see what they can do to slow things down, which is basically what they do. I've tried to say that as politely as possible. Very good. You did very good. Okay. All right. So given that, excuse me, we can make the findings that the project is consistent with the general plan and the zoning designation of light manufacturer. The project complies with the light manufacturing development standards. We believe that the findings can be made for the LDP and the CUP. It should say both of those in a positive manner as discussed in the staff report and specified in the draft resolution and supported by the conditions of approval. And lastly, staff believes that this project provides valuable public benefits as specified in the draft findings. And that would include the jobs. These will be good paying jobs, mechanics, and a likely number would be about 25 people employed here. So for that reason, staff is recommending that this commission adopt resolution P25-11 adopting section 15183 exemption based on consistency with the previously approved general plan EIR and approved location and development plan. LDP 25-01 and conditional use permit 25-01 to construct the 30,200 square foot building with a 1000 square foot office on a 20.61 acre site located in the light manufacturing zone in the city of Adelanto, California based on the findings and subject to the conditions of approval. Synergistically, I would say yes, because they are, we'll call it compatible functions, but they are wholly and separately owned by two different entities, and they will be, they're marketed as two separate entities. We won't say that they'll be operated owned or occupied by one individual entity, but yeah, they certainly complement each other. Thank you. Actually, no. So my other question is, so if that was in 2020, wouldn't that mean that at some point, if it's not completed, then they're gonna have to come back before commission to extend that? So the basic planning commission on that project is provided for two years. And to continue that two years, you either have to apply for building permits, which we have. Or there is an opportunity to extend it under the Autolanto's code for up to an additional five years. And so that extension, my understanding is upon request. And then also the fact that I definitely appreciate the fact that he has allocated energy resources and time to committing himself to figuring out a way to get this community garden for the city of Adelante.
