Up first, Mr. Paul Pittman, along with other members of the Florence Tennis Association Board of Directors requested a peer before council to give updates on tennis events and activities in the county and cooperative ventures between the tennis organization the county parks and recreation department. We do have some new information about the relationship between the Foreign Census Association and the county parks and rec. We want to make sure you're aware of what's going on there. Before I begin, let me introduce my companions. This is Jennifer Giles Robinson. This is Theresa Freeman. They are a couple of our newer volunteers. So we're not all, all guys. Basically, first I want to thank you for the work that has gone into Ebenezer, Greenwood, and Lions Park. That's a real boost for the tennis community in the county and we appreciate it. All right. So, we would like to give you some updates on what we have. The United States tennis association has the itself a goal to have 35 million players, 535, 2035, so 35 by 35. So we fully intended to accomplish that. So now US tennis has seen five straight years of accelerating growth of participation rates. Last year, 27.5 million players has been joined in play tennis. And the one in every 12 Americans play our sport. This is the most ever. So there were significant against in players from underrepresented groups. And in younger players, so now 45% of the new players that are all under age 25. Here's our local update. So this year, the FDA will manage and support 18 March tournaments that will bring in thousands of players and fans and will cover half of all four sports to recent revenues. The National Junior College Championship is going on right now. And we also provide activities for creation of players like myself and my family including beginner programs lessons clinic. to provide activities for the creation of players, like myself and my family, including beginner programs, lessons, clinics, and adults and the junior leagues. The QR code on the fire, you guys, OC there, with all those happy players on the teachers, they will lead you to the about 10 of those special events we have set out in May. And this month, which is the National Tenants Month, so most of our events are free and often open to public. We are most excited about the Ron James U-10IS program. Under this program, we have served over 500 children and we do have after school programs that are available and Saturday, fun days. So you all are welcome to attend that and bring your families out. And these programs are free. We're targeting kids who don't typically play tennis. So we are planning some events in June and we look forward to the things that we've done going to do and the things we've done in the past to develop the curricula to and special efforts for the children. So thank you so much. Thank you. Okay let me make one small change that's 500 people in a kid's typical year for the Ron James program. We've been running since 2021 growing steadily. We're up about 1300 kids in total, but we've served so far. The, let me talk specifically about the county for a little while. Nathan Dawson and his staff are great people to work with, and we've with them a good bit. Right now we are in the process of basically doing some forced multiplication in that we have recently held a training where we train people from the city and county parks and recreation departments to do beginner tennis, particularly with kids. within 1 went in and got grants for each of those organizations to provide tennis equipment so that they will have their own stock of equipment. So essentially we want work to try and prepare the recreation departments to do some tennis teaching and bring more people into the game. At the same time, we are working to equip them to grow their own tennis efforts. On June 6th, we will be having what we're calling a Parks and Rec Day. We got a Southern grant to put it on. We're inviting people from all of the Parks and Rec Departments in the PD area. What we're going to do is a little bit more instruction on how to teach tennis, followed by sessions with people from the U.S.D.A. Southern and the U.S.D.A. South Carolina. They're going to talk about grants, possibilities, money flowing down from the top in the U.S.D.A. for Parks and Rec. And that money is increasing steadily and is that a pretty significant? A couple of things, that is basically what we're doing, but we are also doing a couple of really kind of small things. If you look at that little flyer about tennis pantries, that's something where we could use your help. We're going to be putting one of those in Lions Park. It's essentially going to be stocked with serviceable rackets, balls, and the idea is the kids you see hanging around the park. When there's an open court, they'll have a way to get out there and try. We'll keep it stocked. We expect to have some losses here and there, but we'll keep it stocked and make sure that they have that opportunity. That's a national initiative that we picked up on. And Mr. Dossie was kind enough to give us a Lions Park as one of our sites. The last thing I want to mention is that as we go into trying to grow tennis, keeping going tennis, we really do need some help from you guys. As we hold this event on June 6th, we're reaching out to all the parks and rec departments, but we know that there are individual constituencies that have an interest in better tennis facilities and possibly equipments that possibly funding. The information about that is in the packets. If you could help us spread that around, we would gladly welcome other folks who aren't in the parks and wreck business. For instance, the mayor of Papago is going to be attending you that. So any help you can give us along those lines would be greatly appreciated. Thank you very much. Do you have any questions for us? I do thank you for your interest in the lines Park project of You know, I had several of us and I was there when we opened the the courts here recently and they saw the grant That you guys guys will do appreciate all the help you're doing with that. That's a great effort going on We as I mentioned we're working with the Dossie so that they can begin some training there on their own We also have approached a young lady who lives in that area to work for our run James Program and do some work for us there. Of course, all of our programs are free, opened everybody and we specifically target underserved kids. So hopefully we'll be able to get something going there under that heading too. What's your most huge part in the county? From a tennis perspective, it's the tennis and foreign tennis center definitely. And of course it is a public park. And we mentioned 18 major tournaments a year. Rarely a weekend day when there isn't something significant going on. The adult leagues play a lot of their matches there although they spread all over the league area. We have junior team tennis there and we have a lot of recreational play. We're in groups that play out there recreationally on a regular basis. The next most popular spot would be probably the Ebenezer, which has a huge following, is usually pretty darn busy. And I would say Tim Rodd still gets a lot of play, although a building right, pick a ball of course right next to the court has made it less popular because of the noise factor and things like that. But definitely a lot of usage. And I know that's something that is hard to convince people because you drive by the courts at 10 in the morning, nobody's there. If you go by after work or after school you're gonna find crowds. Some of the smaller parks that have been built around need more marketing and that's one of the things we try to do is to get people to the underused facilities. Any other questions? We had a meeting right after the last Council meeting and addressed the issue of Barned O'Mittiums and how they're taxed. And we just, we're nothing we need to do, the rules just need to be followed, essentially, but a lot of people are building barn to mediums and calling barns and they're, it'd be in permanent residence. So, this need to do some inspection when we do things like that. No rules need to be changed. We need to follow the rules. Thanks, sir. Up next, we've got Justice and Public Safety Council in Miss Frings. Yes, sir, following today's council meeting, we will have another meeting of the Justice and Public Safety Committee. We'll be discussing, are taking updates on the ongoing fire study, as well as the EMS staffing and location study just being done as well on it and also we're going to be having some discussion on ordinance said me to which was introduced at our last meeting. We had our last meeting on April 10th with the City County Conference Committee, which is made up of three council members and three city council members where we've discussed by making those meetings quarterly on the city hosting too and the county hosting too. Hickson has devoted over 40 years to feel the field of education demonstrating on wavering commitment to the academic and personal growth of students across South Carolina, Georgia, and Louisiana and has served Florence County School District 3 with distinction and progressively responsible roles, including teacher principal, director, assistant superintendent and since 2015 as superintendent. Whereas Dr. Hicks has simplified transformational leadership immediately, implemented a comprehensive financial recovery plan to eliminate a 1.2 million deficit and increased the district's fund balance to over 4 million. And whereas she author and innovation grants provide and has an academic and emotional support to students who have repeated multiple grades pairing with each with an adult mentor to serve as a God and advocate for their success. And whereas under her leadership, Lawrence County School District 3 has seen significant facility improvements, including the expansion of the cafeteria at Scranton Elementary's STEAM Academy, renovations at Donna Ronald E. McNair and J Paul Trula schools, Ward Memorial Stadium, and Blondon Street Auditorium, and a district-wide security enhancement effort beginning with the comprehensive upgrade of the camera system at Lake City High School. And whereas under her leadership, Lawrence School District 3 embraced 21st century learning strategies, including expanding a expanded family engagement through the parent academy. And whereas during the unprecedented challenges of the COVID-19 pandemic, she convenes stakeholders task force to focus on student academics, attendance and safety, initiate it, target it, target it, train it for educators and parents, deploy it to doors and interventionists for in-person virtual learners and prioritize services for students with special needs. And we're as Dr. Hickson has been honored with numerous awards and recognition throughout her distinguished career reflecting her lifelong dedication to educational excellence, equity, and student success. Now therefore be it resolved that the Florence County Council hereby in St. Francis Deepest gratitude and highest appreciation to Dr. Laura M. There's so much more we could have said, but ran out of faith. We're limited, but you've done so much for our community, our school district three in Plurse County, and the state of your time. There's one of how much we would appreciate what we'll be talking about. or heaps and we hear the words of transformational. I think that's got very true. And. a year's time is one of how much we would appreciate it when we talk about Dr. Hicks and we hear the word of the transformational. I think that's got very true and I hope people say it's the end of an era and while it may be the end of the doctor he's there. I do know that going forward we're going to keep going to write grace and call it the foundation that you relate and the lives that you've touch over your board for years and service. But I'm just grateful that we have had the opportunity to impact so many lives and we all know that education is the key that will change the trajectory of all kids. In order to promote the economic welfare of the citizens of the counties by providing employment and other benefits to the citizens, the counties have jointly developed an industrial and business park consisting of certain property located with the partner counties as provided by Article 8, Section 13 of the South Carolina Constitution, and in accordance with Section 4-1-170 of the Coto-Lawson South Carolina, 1976 as amended. The terms and conditions of the park are set forth in an agreement for the development of a joint industrial park and business park dated April 22nd 2018. The county desires to consent to an amendment to the park agreement to provide for additional property located within Marion County to be added to the park agreement. Thank you Mr. Yoke. Yes, Mr. Chairman, the company Stone Container Corporation was by order the circuit court of the 12th Judicial Circuit to receive a quick claim deed of certain real property described in the title of the resolution. The county desires to comply with the court's orders to transfer its interest and said property to Stone Container Corporation. Stone Container has determined that it is in the best interest of the company to receive the property by Quick Claim deed. The chairman of the county council has authorized to execute and deliver the quick claim deed and any related documents that take all actions necessary to effectuate the transfer of the property. We were actually contacted by the corporation. The circuit judge gave the order about 20 years ago, but for some reason the property was never transferred. And these are roads that the county no longer maintains that are on the property of the company. And they wanted to get possession of these roads to be able to use it for further expansion, lay down yard and whatnot. Since the inception of the county's participation in the program, each procurement card has been used solely for official authorized use, and each transaction has been reconciled timely and fully accounted for at all times in accordance with section one of the resolution. It has been transferred to Darlington County, and they looked at it and say said, Darlington County actually provides more funds to tech than Florence County does, even though we have a larger number of students. So they desire to make that funding more equitable between the two counties. So they had to desire to reduce their millage. And I think they're gonna reduce their millage, maybe as much as two or three mills, because the value of the mill over is not the same as ours and as a result tech asked us to increase our millage so the funding for tech will be about the same it's just a shift in the millage from one county to the other. Did we not offer a couple of years ago to give them the I think it was a bit of a test for milling increase? Yes sir when we were going through reassessment as a part of that process, Millage has to be adjusted. And we said, you know, the tech millage ours had not been increased for some time, you know, probably as many as 15 years. Miss Laurie remained on the line and her display of customer service was impeccable. She kept the caller engaged in conversation, even laughing at some points, but most importantly, she made a difference and a positive impact on this lady and her husband's life. Next from Christie Birch and Emergency Management I was happy to attend an event this past Saturday at the Florence Center parking lot. Storm Expo with Duke Energy sponsored by Duke Energy and a lot of public safety first responder people and equipment were there. And during that event and Duke Energy awarded Florence County a $20,000 hero grant, which would be given a Florence County EMS, which will be used to replace a 1999 Gator that EMS has been using. It's over 25 years old, needs to be replaced, so those funds will be used for that. So we're certainly grateful to Duke Energy for their partnership with Florence County as always. From Nathan Dawsey finally in recreation, the disc golf course project, the course design has been completed, site work for the parking lot has started in the storage bathroom facility, the bid has been published for that course. At Lynch's River County Park, the splash pad, actually had a soft opening, this past Saturday, and we have scheduled a grand opening from May 24th, which is the Saturday of Memorial Day weekend, hopefully we'll have a large crowd there for that. The horse trails and campground the new campground has been completed the trails are nearing completion the horse rain has been completed and the equestrian campground is near completion and the Dewitz Bluff landing sea wall the landing closed in April 7's underway. We've got a lot of medical professionals here in Florence County, a lot of educational professionals here in Florence County that are great productive members of our community that are in process of trying to become US citizens. They filed all the necessary paperwork. Well, state law is very vague on who should receive legal residence. And it's our position with this policy that we should allow these people to get legal residents. We shouldn't deny them that just because the federal government is delaying giving them citizenship. And Jamie Floyd and if I've had numerous discussions, some of these people, because it delays in the federal government, might wait five, 10, 15 years, depending on their country of origin.
