And, whereas, Texas has more than 500,000 adults and children with intellectual developmental disabilities. And whereas intellectual development disabilities are identified as cerebral palsy, autism spectrum disorder, tumor syndrome, down syndrome, fragile ex syndrome, and pray to release syndrome. And whereas individuals with developmental disability should be treated with dignity and respect and have the opportunity to realize that they're full potential in school, work, or at home and now therefore Montgomery County Commissioner's Court is hoping to raise awareness and understanding of intellectual development disabilities and do hereby proclaim March 22nd, 2025 as intellectual developmental disabilities day. Is are we encouraging a developer? Here's the list we're on this particular item. Is this appropriate to discuss another item here, BD on this? It's not an item. We're in the middle of the development regulations. It relates to your most because you asked them up the same street width. OK, yeah, for sure. Should there be a maximum percentage of cul-de-sacs in a development? Because what I'm afraid of is the fact that we've encouraged, or we could be encouraging developers to go with moon narrow streets by simply doing a bunch of lollipops in their neighborhood. And so then you have one straight line with a bunch of cul-de-sacs all thought that that becomes a neighborhood. I don't know if I just again I wasn't in the community so I don't know if you would I mean Montgomery County and even especially precinct two is finally getting some master plans community. I just don't see a bunch of master plan communities going in here and trying to put in a bunch of cul-de-sac rows to save a foot. I don't see that happening. I'm not worried about master plan communities. You're right. I mean, they're gonna do it right. But I'm worried about somebody coming in and... But there are hundreds of people are trying to buy up 120 acres and trying to put 200, 300 homes on it. I wish there was something we could do about that, but as far as I know, there's nothing we can do about it that we got. 120 acres and trying to put two or three hundred homes on it. I'm proud of the committee and this is going to be very good from Montgomery County. I do agree and it's a long time coming. I'm kind of like the judge. I'm a 28 foot street guy. It's just where I think that's where we need to I think public safety we have to listen to our ESDs We're growing in the sense. They're all in agreement on this and they didn't get to see that the table at the very beginning of this when it all started and So in my judgment, I think it needs to be a 20 6 and 28, but that being said are there any other comments to make on it? Yeah, I will. I will make some more. We have worked very hard and I will say that the goal here is to provide and bring forward a very balanced development regulation. When you over regulate, you can run off the people that you want here and when you to under regulate, you can run off the people that you want here and when you under regulate you can run off the people that you want here so the goal from the very beginning has been has been to strike a balance and that is exactly what we have done here and We can't write checks with other people's money for problems that don't necessarily exist. And what that being said, if I'm not through speaking judge. Go ahead. I'll jump back in a second. Okay. We started off at 28 feet. Correct. We didn't want to compromise on that. Then we came back with a compromise. Okay. And so could be all recognized one size does not fit all. All I'm saying is we are we have made a compromise to compromise a 28 and 26 is a compromise and it are developers and whatnot have enough entrepreneurial sense to be able to figure this out. They do it in other counties and I think it's the safest way to go. That's all I'm saying. I like what they've done. I'm proud of the work that they've done. It's a long time coming on this one issue though. I've got to stick with the 28. Go ahead. So where where I left off is. and no way shape or form what I put public safety in front of cost or expenditures but we've also got to plan for the future here. So this is all stuff that we're going to take over and be maintaining as well. Fourth mentioning but I think there's going to be a increase in pedestrian accidents. I worry about kids riding their bikes. I haven't been through a neighborhood where people aren't just zipping through and flying through. And if you look at the national averages versus home fire deaths versus pedestrian and child deaths due to speeding and driving on public and county streets like that. The pedestrian deaths are far out way. The home fire deaths. So again the goal has been to strike a balance and I've been at the forefront of trying to strike that balance and I think we've got it. Authorize the budget office to effectuate all necessary changes. Sheriff, proceed. Good morning, Judge. Good morning, Sheriff. Thank you all for this opportunity and talk to you all today. So it's my first time before the courts, so I thank you for this opportunity. So with two months in office, we've evaluated some of the things going on at the Sheriff's Office and come to you with this request to establish a night command to help supervise a 300 plus employees that we have over a thousand miles of Montgomery County at night time. Also asking for an executive assistant for myself and for somebody to do some rebranding for the items that have past core values and the past year's name and such on them, business cards, things like that. And the ask is for $795,000. Okay. So, we're day two come from the Judge commissioners. What I passed out from from you is the calculations that our office has done. OK. We wanted to show you what the 2025 request was. And then also if you said yes today what the 2026 budget impact was. So the total request that we had for 2025 802 150, the fiscal year 2026. If you approved everything that the sheriff is asking for, would be $628,115 on next year's budget, that we would go in the budget workshops, already having that amount included in our preliminary budget. Well, I certainly agree with the sheriff about the night command staff. I think that's something that's been needed for a long time. And you do need to, you do need to get your, we need a motion on the floor, right, Judge? Do we make a motion? I'm doing a motion. My vision, I'm fixing this. I make a motion. I think this is a good plan for a beginning and and again we do we do have to be concerned about next year or 26 budget but we're looking at the number right there that we're gonna have to figure out we've got to remember that we start doing our budget next year that That's already there when when this came up earlier as you Presented this before this court. I went to Amanda and I talked her about where we could be and where we could safely be And that's when we had the discussion about reducing it from 802 to 795 Because we have those resources to be able to do that is that correct right now? I, in contingency of $785,359 into contingency operations. Where's the other 10,000 coming from? So it's 785. 785, motions on 795. Modify the motion, 785. We should write those motion as 742. That's the motion we need to do. So we don't need to take everything out of the contingency right now now We give you my opinion we give you half of what you need to do for your rebranding and we'll try to help you out again When the time comes I Just I don't want to do the whole thing and contingency. And so in light of that, I would request the court to go with that amount and leave the rebranding in. If you had a bunch of money in your, in your forfeiture account, but you don It's that was gone when you showed up with $6,000 rifles and other stuff like that. Yes, sir. And you know, so it's it's to me it's kind of unfair. But I think for the benefit of the community and the benefit of our emphasis on safety, I would I would say to leave it just like I'm not, we have a motion in a second. You're going to put your name and all the good stuff only. I think what the sheriff's friend just changed the image and the culture of the department and that's what the people voted for based on that and I got the least amount of money up here but I'd be willing to pitch in 15,000 if we're telling them 60,000 short I'd be willing to pitch in another 15 if you three guys could and get them the 60,000 from us and that way he can do the whole his whole amount. Is that the most profitable? Yes, that's a good one. And we're monitoring that effect in an hour and a half. For the for the the big amount 742. What is the balance in the contingency? Seven, eighty five. So this will wipe out the contingency? Basically wipes it out. I mean, we would have about 40,000 out. Commissioner, we do. As each payroll kind of post, you know, we do take some vacancy sweeps to fund contingency back. But keep in mind too, that we had a little bit of an insurance, employee insurance gap that we had talked about before, if they were workshop. So we do want to monitor that. We don't want to completely wipe it out every single time there's money there, but there is contingency available. No quick, Commissioner, what I'm sorry. Just real quick, the 120, that's not going to rebrand all the vehicles. That's just what. No sir, I'm not rebranding the, the patches, the badges, the vehicles, none of that. I don't think that is effect public safety, but the things that do or the the cards, the flags, the shirts that I'll have the core values from the previous administration, the previous administration's names, so on, so forth. Community outreach. Yes. So we have a motion on the table for the amount of money plus 15 from each department is a more discussion. I was just going to ask Commissioner Riley to, I was going to engage you on what you said about the budget all ago and this, how are we going to do that? I'm just saying what we do right now today is going to affect our 2026 budget. First thing we got to remember this will be the first thing in our budget. It'll be on the top pull it out. If we actually keep that money when it comes to requests, yes, we're evaluating all of our programs, we're evaluating our training, we're evaluating everything we're doing in the office to make it more efficient to try safe money. We work diligently to work through our dispatch issues last month and the month before this month last month. We actually met the second quarter of the Nina standards, which I talked about answering all our 911 calls. Establishing calls and it would minimal cost for a budget. Working on things to be more efficient with what we have by adding beds to the jail and taking $200,000 out of our commons, they're affunted out of the County budget, but also serve the community and help keep it safe. So we're working diligently with what we have, trying to be resourceful with the money that we have, and trying to spend every penny we can for public safety. There's somebody up here that doubts anything that you're doing Sheriff and the chief and your host app, nobody up here doubts anything. We just got to remember that this is already there. It's like like the judge says when we have a newly elected official most most of the time we kind of give them a little leeway to get it the way they want it. I mean they're yes sir you're moved into office and you need to get it the way you want it and we try to help you do that This will help. Yes, I know there's other things you're gonna want to do but Put it together and come to us if we can do it well try not we'll just have to tell you we'll have to wait but I appreciate Always go up here and try to try to talk to us. I will say I'm going to give them a little They already looked at their software maintenance lines, have cut costs there, we allocated some of that. Their materials that are provided to them, the material that they buy to provide that material to us, their suppliers, fuels the economy, just a variety of things. Now, we were able to negotiate the last item with those simnets, Larry. They had it at a 10% increase, so we negotiated that down to 4.53 this past week. So I'm just going to ask the question. It's a good question. I'm stating that. Yes, sir. Did we verify against those wholesale prices any change in wholesale price so that we'd justify their increase in price? Which is this? Yes, sir. So, I have a resolution here, whereas the county of Montgomery is home to more than 700,000 proud Texans, and whereas Montgomery County was established on December 14, 1837 by an act of the Congress of the Republic of Texas, and whereas Montgomery County is among the fastest growing counties, and whereas Montgomery County has experienced 38 presently declared disasters, including 11 tropical storms, eight fires, eight floods, five severe storms, and two severe ice storms, and whereas Montgomery County officials have partnered with the Texas General Land Office on disaster preparedness efforts, and whereas the Texas General Land Office administers community development block grants for disaster recovery and mitigation on behalf of the state of Texas, and whereas disaster recovery and mitigation funding are appropriated by Congress and allocated by the U.S. Department of Housing and Urban Development to rebuild disaster-impacted areas and to reduce the risk and impacts of future natural disasters.
