We thank you for the limitless list of gifts and blessings you give us. Father, each of us in this room are thinking of the good things that come from you. Father, warm homes, dry homes, comfortable places to sleep. Our jobs, our families, Father, we just are so grateful. And Father, because we're your children, we come to you asking for things. As children do, Father, we come to you asking for health and your guidance and your protection for our parents here and gone. Father, we ask you for health and peace for our children here and gone. Father, we just want you to look after us as you have into our futures, Father. We ask for these things. We know that you've promised it, and so we ask for it. Father, we continue this morning to ask for the strength and the courage to glorify you, to reflect the life and the teachings of your son, even when it's hard, Father. Let's go to item 3a, which is a proof of a resolution recognizing Mark Mishniaki, it's a retirement and appropriate action. Mark, if you'll come forward, we will love to honor you appropriately. This is a resolution honoring Mark Nishniyaki for over eight years of service to Ditton County, whereas the Ditton County Commissioners Court, Ditton County, Texas during a regular session on the 11th day of February 2025, to the following resolution, whereas Mark Mishniaki investigator for the District Attorney's Office, who were retired on February 21st, 2025, after providing didn't counting with over eight years of exceptional service. Whereas Mark began his law enforcement career with the Irving Police Department where he served nearly 35 years and attained the rank of Sargeet. Whereas Mark started with the Ditton County District Attorney's office in 2016 where he worked in the misdemeanor and felony family violence units with his last assignment being with the felony trial division. And whereas Mark's dedication, work ethic, loyalty and outgoing personality, we greatly missed by all. And whereas the district attorney's office wishes Mark well and his richly deserved retarmant and hopes he enjoys many trips, spending time with family and having enough time to ride his slingshot when the weather is nice. And now therefore, it be it resolved the Ditton County Commissioners Court. Ditton County, Texas does hereby extend a march to Mark, Mishniyaki, our sincere and grateful appreciation for his dedicated service to Ditton County. Thank you, Judge, for coming here to breakfast with us this morning at our farmer's share breakfast. This morning that we recognized the farmer's share out of that breakfast this morning. And also we did our annual food drive this morning with the 4HFFA kids. They contributed 3,000 items that we will be taking over to the Ditton Food Center here. Well, it should be there by now. And the Ditton County Farm Bureau would like to thank you all for this opportunity to recognize Food Connection Week. As you know, the farmers and ranchers of Ditton County and all across America work from daylight until dark seven days a week to grow and harvest our important food supply. Well, 2% of our population in our nation feeds the other 98%. As our population continues to grow, this task will become more important in the future. Food connection helps us to connect our food consumers with food providers. And we want to thank you for your support this morning. Well, thank you. The thanks really comes from us. I, we also want to acknowledge all of our Ditton County Ag Agra Life in Ploughies and thank you all for being here as well. Clark Bar, family, I'm going to read this proclamation. Well, I just want to say I'm very proud of the fact that Ditton County still has such a vibrant agribusiness in our local economy. You know, it's great to go over to the Court of Justice and the Square in our museum and you can see maps from days gone by, showing all the different crops that were produced here in Dittin' County that fed people, I'd say, like the resolution says here locally and around the US, around the world. You know, the wheat prices of, if you got to plane view which is out west of Creme, the wheat prices, the US wheat market, back in early part of the 20th century are based on the wheat production here right here in Ditton County. If there's a good year for Ditton County, then it's going to be a good year. So, we still are welcoming new people to the county, and as the county continues to grow and to develop in agricultural fields and farms be converted to residences and warehouses I will tell you we still have a large sector of our local economy for agriculture and I'm very proud of that Thank you. We are reminding us of that annually our county agri live Census through USDA shows that actually didn't county gains more farms and ranches, but they're smaller so they're breaking up some of the bigger land but our agriculture income in Ditton County is huge based on all inputs that that farmers and ranchers have to have whether it's fuel feed seed fertilizer tires batteries all those things go back into our economy so it's still vibrant out there and I myself, as you've well heard before, I'm fifth generation farmer and rancher in Denton County. Still live on the same place, fourth generation on the same place, so I like to think of us as being sustainable. That's right, absolutely, absolutely. Very good work I'd have here. Next, let's go to item 7B, approval, a budget of memory request 100560 for the county jail to transfer $674,000 from salary assistance to overtime cash option outside of the budget amendment and human resources. on policy as has recommended by the budget office for the jail to continue to operate as mandated by the Texas Commission on Jail Standards. I have questions, Judge. Please go ahead, I had sir. Sheriff, sir. You mind coming up for a second, sir? At all. I haven't received anything any updates of where we are with the jail as far as total overall staffing. I just recall, I don't know, maybe a year ago, that or more, that if we got to 50%, obviously we would see quite a bit of a turn down in the overtime and the outsourcing of our inmates. And so I've got that question first off, and I see what we get as far as new hires coming in, but we never see what we lose. Right. So I don't know what we're losing on the backside and what's coming in on the front side. But this is a staggering amount. And it continues to seem like it goes up. So at this point, we're running $67 million a year over. So I'd love to hear what you've got. There are a lot of factors, Commissioner. And I believe that number I gave you, instead of 50% was 60%. But we're not there. And for some reason, we're stuck at 56% and that number keeps popping up. There are also, you know factors that go into, all we're trying, nobody wants more than me to alleviate this issue and to lower that cost. But also, I'd like you to take into consideration as well that we're currently not funding 184 positions back there because we can fill them through this budget cycle. I wish we could fill everyone of them and we would be funding those additional one of those are existing openings we have that we're not funding at this time. Bless you. Thank you. And also, with that, our jail population average has increased as well. We've gone from about 1,200 average to about 1,250 average, which 50 significant. That's a whole another pod with a whole another group of individuals who have to come in there and work those shifts. And all we're doing is staying in compliance with jail standards and keeping the amount of detention officers ratio with our inmates intact. Also, you know, there's other factors. We have eight people out on FMLA. Doesn't sound like a lot, but that's a couple of shifts that we could feel that are having to be done with other people working overtime. We have two inmates who are currently in the hospital, which we have to have a detention officer with them 24 hours a day. So they're not in the jail doing the duties that they would normally do. And that takes four or five detention officers because 12 hour shifts and 24 hours a day they're sitting in this hospital room. So when we're at 56 if we're full we also have four individuals who are in the police academy at this time who we've committed to as part of our retention process allowing some of these folks to go to the academy so we want to fill that. So there's 12, there's 16 that we do currently have that are really outside of the jail. When you're full 16, it's not that significant. When you're at 56%, 16 is pretty significant to us. I have my chief and my jail chief and my captains were put and I told them, put our heads together, let's see what we can do to lower this number. And it's significant. It's on my mind all the time. And it's better than a 30% that we survived on for a couple of years. But we're trying to get better. And I don't know why we're stuck in 56. I told tell them I don't even want to see it unless it says 57. So that's how we are. One more percent is what we're trying to get. And so we're trying. And we want to lower that. I understand it's a significant number. But also, I'd like to take consideration that the agreement that we have on not funding those 184 It's a significant number but also I'd like to take consideration that the agreement that we have on not funding those 184 positions is a significant number as well that nothing should help offset that. And I can appreciate that but that's an unrealistic number as it is. Sorry. I said that's an unrealistic number as it is. That would never be, even to your point, we'll never be able to fill that many. So I agree and that's one of the reasons. Right. Yeah that's why we're not funding them. So again, I mean, those are all great. If there was another, any other divisions within this county that was in this same situation, there'd be a lot of questions asked. So I'm doing my job, the taxpayers, by asking these questions and trying to figure out what else we we can do. You know, we raised we raised the rates in there where the I think for the second highest paid as far as detention officers in the state. Correct. And that's the first off I think that's great. I want to be that county, right? I want to make sure we're taking it almost doubled our personnel. Yes, that that's taking place and I want to take care of our people. I think they deserve it. That's the worst or hardest job there is. I agree. So I just I just a little concern that we're still not seeing any to you know downturn and we have doubled our our amount of people. We have doubled them. I'm concerned as well because I'm a steward of the tax payer's money as well. And we are very heavily scrutinized by the state in the jail. So if we don't maintain that ratio, which is what we're trying to do, we can be held held in non-compliance and Then I got to stand before the the gel commission in Austin and ask them to you know It's it's believe me. There's no love loss between me and the gel commission I'll assure you that we are mandated by them and so it's it's a balancing act on't want to be on. And then if it continues, what we certainly don't want is and can't have happen is to have the jail shut down. And that's my concern. It's a double concern. I get it. I'm winning. I'm winning. I'm heads together. We're working. We're trying to get some ideas. And but basically what it comes down to is we're just trying to comply with the jail commission with the staff that we have. That's the court can do, is there any suggestions you have, anything we're... You know, we can help out with the pay raise, of course, is significant and give you full credit. But we work together on that, it's almost doubled our, I don't know why we're stuck at this number. I mean, I don't know. We're out there, we're recruiting. We have people applying, and then we'll have some people leaving. And so, you know, we've, one of the things that we've done that's been successful is the part-time detention officer stuff because they're not eligible for overtime. But they can come in and work some of those shifts. So those things were trying, but I have talked too much of my jail chief and detention captains. And we're going to put our heads together to try to come up with some sort of plan that helps alleviate this cost. And at the same time, do what we're required to do by the jail commission. Yes. Thank you, Chair. Mission are Mitchell. Thank you, Commissioner Williams, for asking. Those questions, because all of us have those same questions. And at the same time, sure, if this is what we've been looking for is some information as to how you're doing. Yes, ma'am. We know that it's a tough situation, and we know that you're in a tough situation, and you're not in it alone. We're all in it with you. Yes, ma'am. But that's what we need it, and that's why Commissioner Williams are asking these questions because people are asking us, you know, what's going on? What are you doing? And we just want to know we're here to help you and we're going to support you know your request that you have because we know you're not asking for it just to be asking for it. Yes ma'am. But we need information so we can look at that information. and we're going to support your request that you have because we know you're not asking for it just to be asking for it. Yes, ma'am. But we need information so we can look at that information and go back and tell our citizens, yes, I'll share if it's doing all he can to correct the situation. And this is the things that are going on. Because there are a lot of things that people don't see. That the inmates are at the hospital that you're having to have somebody there 24 hours a day. And, you know, people don't see that. And we've seen, if you've been in the hospital, you've seen Sheriff Deputy sitting at the hospital all day long. But we don't, people don't see that. So everybody's wondering why we keep sitting, spending this money for out of county services. It's because you're trying to do the job that you were assigned to do and there's many options or many situations that you have to make sure that you're covering. So I appreciate the information that you're given us and I would ask it that if you know every so often you know this Texas or email us and say okay guys this is what's going on so we will be aware of what's going on so we can support you when we're out in the community and citizens are saying what's going on why you're spending all your money thank you so much. And also you know Commissioner I have all your cell phone numbers in my phone. I answer on the first ring and one phone call from any of you asking me to come up here and give you an update I promise I'll be here. We'll sit down and pack it together. Sure, if I have a couple of questions, first of all, what are the surrounding counties like? Are they going through the same difficulties that you are or are we kind of unique in not being able to hire them? We're not unique. The exception are some of the counties that are actually doing okay with detention officers. And, you know, what they're doing, I know we've talked to them and they're really not doing anything different than what we're doing. I don't know why, you know, they're getting some of the applicants and we're not. But, uh, the busiest hits were the second highest paid, you know, the tension officers. But, uh, the surrounding, uh, the bolts of the surrounding counties, especially the larger counties are in the same boat that we're in. Do the detention officers- I pledge to work with you offline and we can create a form that I think the court could have. That's just a kind of report like, shown showing a daily census any significant impacts that you're dealing with as far as vacancies or number on your staffing level but also if you have any extra things that you're having to deal with such as dealing with hospital hospitalizations, traveling to monitor or early outages. I think we can work together on a communication report we can have to kind of specialize for this so we can kind of work together on that thing. So we could do that offline. I get a gel staff report all the time. I'm happy to forward it to you. It'll tell you exactly where we're shown. I think we get to work on it a little. Dashboard, a little one-pager to kind of shows kind of a thing. That's what it is. I'll be happy to forward. Perfect. One last question, Sheriff. Thank you, sir. Your VOs have to go through all the background checks, etc. with T-close demands. Yes, ma'am. Well, that's a slights' recession now. And is there anything you can tell us that maybe we could ask for help in that particular area? If we can speed up the hiring process, would that maybe be helpful? It would. And that's a double-edged sword for me because it is very difficult. I think I've shown you guys the packet that they have to fill out 70-something pages, which is we've done our best to try to eliminate it because a lot of those folks will start filling that out and they've got applications elsewhere that are two Yeah. And once they get a job there, then they don't come. But unfortunately, those are questions that we have to do because of T-Cole. And on the other side, I want tough backgrounds for these individuals. I want, you know, they're held to a higher standard than a lot of these other places that they're applying to. And it's a wish it was shorter, but also if you're not willing to fill that thing out to have a more strenuous background and to get a job in law enforcement, then we probably don't want you anyway. So it's to me, you know, it's revealing. Danged if you do, danged if you don't kind of deal for me. But yes, it could be less and we're working with T-Coles a whole other ballgame. I got the Joe Commission and T-Cole on me all the time and there are a lot of red tape and a lot of stuff going on with those guys that are very frustrating. But we're deal with it. Today's approval of the preliminary plat for ponder farms located in the commissioner precinct for, which includes the requirement of an approved fire protection plan and the following variants request. One preliminary engineering plan shall be accepted and reviewed in conjunction with the application of the preliminary plan to the minimum lot size. So be 4,400 square feet, three the minimum. A lot wish, I'll be 40 feet for the minimum building setbacks. Should be 20 feet front yard and 15 foot rear yard, five foot side yard adjacent to a lot and 15 foot side yard adjacent to a right of way in five. Approval of the 287G jail Enforcement Model in Mirandom of Agreement between the US Immigration and Customs Enforcement I. Kind of question for this one. Yes sir. Are they going to kind of get back to what we were talking about a minute ago? Are you going to be expected to house these individuals or anybody whatsoever? It should not change. Okay. Basically, you know, commission we don't have anybody in the jail who's there for being in the country illegally. Okay. They're in jail for another crime. Gotcha. So all they're doing, if I could talk about this just a second, please. Yes, please. The 287G program, what that is so that people know is that it's an agreement with ICE that basically we send some detention officers to training, I believe it's in Georgia, and once they come back inside the walls of the jail, they can act as immigration agents. And in return, ICE will bring the computer systems and the checks and the things of that nature that these individuals will be able to do right there. And I will tell you, we applied for this program during my first term and an election happened and that program went away. And right after November 4th, they called us up and asked us if we would like to continue that program, which we did. Also during my first term, there were two ICE agents, primarily assigned to my jail, they were pulled on four days after the inauguration, just for reference on time frame. It's amazing. They call things change. They call this and ask if we could again house two ICE agents and of course we agreed to do that. So this is something that's not new. We applied for this in I think 2019 and of course it got shut down. We're in the process of doing that again and also that ICE agents will be in the jail. And one of the reports I need to give you the significant Yeah, but as I stand here right now I believe close to 20% of those 250 inmates are in the country illegally That's a significant number. It's about a hundred eyes holds at least that we're almost to Yeah, 200 and and Commission one thing I forgot to bring up as well and the earlier point is as we get these new hires there's uh we have to send them to jail school and so that's two to three weeks right there where the positions are full but they're not actually doing anything until we can get them certified and in the jail and a lot of the overtime come forward but we uh we are uh I'll continue to work on that and I just want to let you guys know where we're at on the, this is a significant step in the 287G program and we are already making arrangements. We've had interview boards and things of that nature to determine who those individuals will be, to get trained by ice. That has been completed as far as the interviews. So for whatever they're in jail for they have to answer to the state of Texas before they answer to federal governmental and immigration status. As you know, the 89th Texas legislative session began on January 14th and it scheduled to adjourn on June 2nd. Both the Texas House and the Senate remain focused on major issues including education, property tax reform and the state infrastructure. During the state of the state of dress about two weeks ago, Governor Abbott laid out his emergency priorities for the 89th legislature. And the Texas Constitution allows the governor to designate certain items as emergency items, which allows the legislature to act on them before the traditional 60 day waiting period. Those emergency priorities for this session include property tax reform, water infrastructure, teacher pay, expanding career training, school choice, and actually this bill passed the Senate last week, and now it makes it way over to the House. Bale reform and cybersecurity. Our Lieutenant Governor Patrick, has also released 25 of his priorities. He is set to release 40. And so those others will be coming away, but there is a lot of overlap between the Lieutenant Governor's priorities and the Governor's. As I mentioned, he will release those others in the coming weeks. On the House side, we do have a new speaker this session with Speaker Dustin Burrows. He's taken the initial steps to organize the session by setting the committee slates, but we are still waiting for committee assignments that have yet to be released. As of now, there are over 4,160 bills that have been introduced and we're certainly tracking legislation that impacts county government. Just for reference last session we had over 8,000 house and senate bills and rumor is, I believe that there is about 10,000 bills that Ledge Council is working on so we're expected to have that increase as well. This week your Senate Finance Committee continues reviewing the state agency appropriation request. Last week they worked on public education and health and human services. This week they're working on text. DMV as well as other state agencies. Senator Huffman who chairs our Senate Finance Committee is expected to wrap up those hearings by the end of this week on the state appropriation request. Another big committee hearing this week is on criminal justice. Senator Pete Flores will be laying out the bail reform bill. You are likely to see bail reform pass this session as well. Key legislative dates. March 14th is the deadline for filing bills. And again, June 2nd is the last day of session. During session, I will continue to bring issues before you for you to consider as far as passing resolutions or issuing letters of support. And that is the ask today. I thank our department heads. I know several have been reaching out to let me know of issues that are coming up, and so I will continue to track those. But specifically today, I have sent you all a draft letter of support. This is to establish the Texas Tech University Health Science Center Branch Campus in Fire Mound. And like I said, the ask is for you to lend your name and support and to sign on to that letter. The town of LaRamounted a feasibility study with Texas Tech University related to expanding a campus here. And their goal really is to complement the educational offerings that we already have in the county and across North Texas, not really to compete with others, but to complement the educational, the great institutional learning opportunities that we already have. And this will be for medical and a variety of different medical opportunities there. So this would just be the very beginning of a long journey in process or there are satellite campuses as part of Texas Tech University system in which it falls and in Abilene this would be a different part of that expanding that footprint here and with that the chair would move for a approval that we sign this letter as a body. John was a 40-year employee of the City of Louisville Fire Department, so that was a great event. And on 15th of February, we're going to have the Tri-City Neighborhood Summit. Again, Flower Man, Louisville and Kape, all are going to be having some sessions on building stronger neighborhoods and communities. And then on the 22nd, Youth Advisory Council Book Building Nation in Corinth, and then there's still doing a vital income tax preparation in Lewisville at the public library.
