If you will remember When we actually passed collective bargaining, we knew that there were people, especially people who might work in AR, HR, who were just not eligible for collective bargaining, being the collective bargaining unit. But we did want to give them the same protections. And so this actually item gives them all those same protections even though they are in Elgebo to be part of collective bargaining. If they chose to, they can pay the membership to be in the union but they can't be part of it because of the jobs that they do but they will get the protections as well. Take back the night is the nationwide movement to bring awareness to domestic violence. This time in Loudoun County, it was hosted by laws, but it was attended by people outside of Loudoun and the area. It was a well-intended event. Mr. Crony joined me for the take back the night event. I appreciated that. On May 28th, I welcome the Virginia Founders Network Conference. This was a conference of people who fund, give funding to our nonprofits across Virginia. They decide where they want to hold that in the Commonwealth of Virginia. They kind of move all around. And they should, they decided they wanted to hold it in loud and then they did it that lands down resort on the Colocosta and the community foundation were the host. Quite a few people, quite a few nonprofits attended probably about 150 nonprofit funders from around the Commonwealth attended. It was a very good event. And one of the things, two of the things they focused on was the fact that people who are involved in the nonprofit work, we do see some burnout in them being overwhelmed. And so to remember that as they're funding to make sure the people who are helping the people have funding to have days off or breaks or that type of thing. The everything that is that we are already seeing some of our nonprofits lose federal money. And that money is not being, and it's not being clawed back. It's money that was promised from the federal, but was yet to be dispersed. We thought that maybe we wouldn't see this until next year because it already went through the legislative budget, but as it turns out, for 2025, 50% of our non-profits are either concerned about losing federal money, or have already lost federal money for 2025. And so that was another issue that was discussed and that will be an issue that impacts a lot of people. If a lot of people who receive nonprofit services, if they do not receive that promise federal funding. I also chair the NACO Health Advisory Board meeting. Of course, I am the chair of the Health Healthy Advisory Committee. And NACO, I've talked to you all at length already about that agenda. I won't do it again, but if you have any questions, please come find me. I do want to remind everybody of two things. Next Thursday, the 15th is my annual stay of the county address. It would be right here in this boardroom is invited to attend we start at 630 we are usually it's not a very long event but if you'd like to join us we would welcome welcome you and to say that and to remind you for a second time that I was asked and did apply to be a member of the greater Washington leadership class of 2026. Mana from heaven provides nutritious mailboxes and other essential items to over 200 families monthly. Their core values of compassion, integrity, and accountability drive them to create a positive impact and throughout the entire Northern Virginia community. And we have with us today Debbie Wheeler, who I've seen at so many events, where Manifold Hever is there and handing out food and helping people in the community. And we see a lot of gentlemen in red jackets and some other people with you, so Ms. Wheeler, I'm gonna let you introduce everyone who's with you. And tell us why this wonderful group of people is standing behind you and beside you. And bring that microphone a little bit closer to you. My pleasure. First of all, I have the Samaritan squad, which is part of First Baptist Church of Sterling, who founded Manifold, Heaven in 2020. And that is Robert Brown. And where's Clivia? So they come in and they set up for us, they help us distribute the food, they help us break down, and they are so significant that they even have a keys to my kingdom. Believe it or not. And then we have the wonderful, got to make sure, a Num Nye chapter, Alpha, Sci food security program. Kappa, Alpha, Alpha, Sci. Incorporated. Get it right. Get it right, Debbie. We have Steve Burke here who joined us in 2023 and said, how could I help? I said, oh, thank God. He and his crew, his organization, they pick up food from Costco every Saturday, Reynaux Shine. And that could range from 600 pounds to 3000 pounds weekly, which has increased the amount of giving that we are half to the community so that when those Saturdays come up and that's for us is not giving out food. And Manifold Heavens not giving out food, I go out into the community to soccer united. I go to Douglas Community Center. I go to Sterling Community Center. I set up tables and tents and say, come one. Come all free food. And it never goes to waste within an hour. 3,000 pounds of food are gone. And out there when the kids are playing soccer and basketball and baseball, it's just amazing how much food that those kids can consume. So I am very grateful for my team here who helped me make this possible. I have a couple of questions. First I do want to say the cap of Alpha Psi is one of the divine nine Greek letter organizations. They were founded on January 5th, 1911 at Indiana University. I got that right gentlemen. Yes, ma'am. Okay, yep. Yeah. They do very good work. They do very, very good work in loud and across the Commonwealth and across the country. So you've already described your partnerships. And so I would just move you to the second question. And that second question, maybe it's the most important one, which is, what is some of the most urgent needs you were seeing in Nova, but especially in loud and food? Regardless of what time it is, post-COVID, food is still important to the families. They need it so badly that it's not that they don't have enough money for food or they don't have food. Food is expensive. So with us adding non-parasables and perishables to their plate, they are grateful. So food every week that comes in from Costco, that comes in from Ness for us, that contributes to our giving, it goes within one hour. Where there are for two hours, it goes. I did move. I said to you before, I might request that you didn't have an advance in for that, I apologize. But I do need to say, every time I've seen you all do the very good work you're doing, I'm at an event. Do you all do food deliveries at all? That is one of our path forward missions, which I wanted to answer in question three. OK, but what would we do? Let's do that. If you're in your experience, what's the biggest challenge? Matter of fact, Matthew 2535, and it stands on when I was home, you fed me when I was thirsty, you gave me drink. And what we have found is that a lot of seniors and people with disabilities can't come to our area. We're not near a bus station either. So every now and then, if they have a need, I'll go and take that food. Now it's getting really, really big. Now our seniors and our disables, they're reaching out weekly, say can you bring me a box of food? Can you bring me some bread? Can you bring me some milk? So that's a path forward that I will work on this year. Is a food delivery system. Food delivery system. I'm gonna send you some information with some nonprofits who you might be able to partner with to do food delivery. So I'll send you some of that because loud and volunteer caregivers and a couple more, you might be able to do some volunteering with them for food delivery. And you're right, food delivery, feeding people is both moral and spiritual. Yes, it is. All right. And if people want to learn more about Manifold Heaven, where would they learn that? But I suggest Facebook because every week, every week, we post the food coming in from Costco, the food coming in from Nest for Us, and then all the other food that we get that can't fit on our shelves. It is so important that our first responders, our law enforcement, orics, our firefighters know that if there is a need to talk to somebody besides one another, and I know you all do that, that we have that in loud, and it's always okay, not to be okay for the moment, and it's always okay to talk to somebody else and you all have very, very emotionally texting jobs. And so, none of us made to do this stuff by ourselves and go through these hard times without talking to somebody. So, you all have somebody on board now and congratulations and I know we've been talking about this for a long time and I am just so happy that that has happened. So we've been talking about that for a long time and really happy that you've pulled somebody on board. I have met her. She seems just fantastic, so good job. All right, we're ready when you all are though. Yep. Let me, sorry, I just woke up. I just woke up when I get started here. So good evening, Chair Randall, members of the board. I'm here to present our quarterly significant incident report for the first quarter of this year and third quarter of the fiscal year. Before I do have our one, just a very few important issues. The first has to do with misinformation out there concerning our recently signed agreement with ICE. Let me explain what we do and what we don't do when it comes to working with ICE. Hopefully this will answer some of the questions, certainly, Supervisor Brisbane, and Senator Wei. My job is to keep our citizens safe. I believe it is irresponsible to release serious criminals who are in the US illegally back to our community when they are wanted by ice on other charges and pose a threat to our citizens. Launcana Sheriff's Office recently entered into a warrant service officer agreement with ICE, under a jail enforcement model of 287G collaboration. That agreement ratifies what we've already been doing with a couple of additions. So let me be clear. This is not a so-called task force model agreement. Our agreement has nothing to do with field enforcement operations. It applies only to our adult detention center and persons Those are criminal charges unrelated to their immigration status. The Lon County Sheriff's Office is not engaged in 287G Task Force model of enforcement. We do not go out and arrest people for immigration violations. That is not our job and we do not have the authority to enforce federal immigration law. Instead, when a person is taken into custody and placed in our jail, we run that person through different databases to see if any other agency has an interest or an outstanding warrant. Of these databases, one of these databases rather is an immigration alien query or an IAQ. After a person is run through the system, ICE will contact us and let us know if that person arrests it as in the US illegally, and whether they want to take that person into custody. ICE strives to pick up serious criminal offenders when they are released from our jail. If ICE chooses to pick a particular person out, we let ICE know when that person is expected to be released. ICE does not come out for everybody. For example, of the 245 detainers issued by ICE in the second half of 2024, 99 resulted in pickups upon their release. Through April of this year, ICE has issued 94 detainers for those in our custody and criminal charges, and picked up 52. Most of them were picked up simultaneous with their scheduled releases. What the warrant service officer program does is to give ICE up to 48 hours to pick these people up in the event, ICE cannot get to loud before a detainee's release. To ensure proper training for this whole, the agreement also provides for online training of about 20 deputies at our jail. Once that training is completed, the agreement will go into effect. When you consider that three of the five homicides that occurred in Laundin County last year involved people in this country illegally, two of the homicides attributed to an MS-13 gang member, I believe our continued collaboration with ICE is important. Also considering that our jail expenses and staffing are static, we operate with the same staffing whether we house 400 inmates or 200 inmates. The cost of keeping an inmate here for an extra day or two is about $4.50 per day. I think we can absorb that nominal cost. And if a person waiting to pick up by ICE has a medical emergency during this whole period, ice is responsible for those medical expenses. That is also in our agreement. Our practice is to publish the names, addresses and criminal charges followed against those arrested in Launc County each week upon request. However, we do not document who were released to other agencies based on their respective detainers. That information must be requested by the issuing agency, whether it is ICE or another local, state or federal law enforcement agency. As for the safety, as for that safety, Lon County continues to be one of the safest major counties in the nation. Part one serious crime is down about 25%, so far this year and part two crimes down about 10%. Crime is down thanks to our continued efforts to allocate resources effectively as we'll be described in a few minutes to the professionalism our team and our strong proactive engagement with the community that we serve. A community that trusts us to keep them safe. I want to close by mentioning a couple things, not included in the quarterly report. On April 12, we investigated a homicide involving a tragic shooting death of a 16-year-old juvenile in Broadlands. I'm so proud of the outstanding work our detectives patrol deputies and analysts put into this case. From digital forensics to electronic recordings, from neighborhood canvases to utilization of canis, the teamwork of the Lon County Sheriff's Office resulted in the arrest of the principal suspect within 24 hours and the second suspect two days later, both are charged with first degree murder. This may have been the most impressive investigative work I've seen in more than four decades of long-foragement. Last week we announced the arrest of eight men from our region. In an operation we spearheaded again to stop internet child exploitation. That week long effort working with the Northern Virginia Washington DC Internet crimes against children task force and other partners is a stark reminder that these horrific threats are out there. out there. It is also a reminder that parents must do everything in their power to know what their children are doing, monitor their social media accounts, and keep them safe. On April 6th, we sponsored a candlelight visual at the Douglas Community Center, a moving tribute to the work we and others do to combat domestic violence and help crime victims generally. On April 24th, we hosted our latest series of community meetings. Once again, as a combination virtual meeting with live presentations from headquarters, followed by in-person meetings at each of our four regional stations. Two weeks ago, we sponsored our biggest bring-your-child-to-work date ever. About 60 children and teenagers, a company by their parents spent the day visiting our agency and learning more about what we do. And it was broken down into all kinds of things, you know, from crime scene to what we do, you know, with forensics, it was really a terrific day for the children. And in the beginning of June, we will once again sponsor the McGruff safety camps for the young children with loud and fire and rescue in inter-July and in our July or SRO summer camp for the rising fourth and fifth graders. I'm very proud of the work our agency does and that we continue to raise the bar in every way. Now I'll turn this over to Lieutenant Chris, where the highlight of the significant incident report. Lieutenant Colonel Sorrier, before you do that, because what I believe might happen is that there might be people who have questions about which you spoke about first, and to try to, for them to try to do that all in three minutes, that and the significant incident report would be a lot. And so I'm gonna ask my colleagues, if you have any questions about what has already been reported, especially as if, well, any of what's already been reported or discussed before he gives the significant incident report that this is the time to turn your light on and ask those questions now. Ms. Brooksman. Thank you, Madam Chair. And thank you for that presentation. I appreciate it. And I have had some conversations with Lieutenant Colonel Sawyer mostly about the concerns the community has with the 287G agreement, understanding that it is to serve warrants. Can you talk to me a little bit about this IAQ query? You said that when somebody is in our ADC, you run a query and that would hit with ICE if somebody has a detainer or request that they want them. So what my question is, is that do you tell them or do they request it from us and then if they are requesting from us? I guess it's a detainer. How does that process work? Yeah, it's a, it's a pretty straightforward process. Anytime someone is booked into the adult detention center, there's a series of queries that are run. That's a determinant of whether or not a person is wanted to buy another jurisdiction. And part of that query has to do with the immigration alien query. And what will happen is that information will be sent up. And if there is interest on the part of Homeland Security, they will contact us and let us know. Contact you how. Are they filing a detainer with the Sheriff's Department? Maybe not immediately. They will contact us. I want to be like, what I'm getting at is where's not immediately. Where is the paperwork? Are they sending us paperwork asking to hold that person and where is that paperwork? That's precisely what the warrant service officer program is about. The sheriff mentioned. It will allow a deputy sheriff that will be trained in the warrant service officer process. an online course that they have to take it's about eight hours. At that point they will be authorized to sign off on the paperwork that you're asking about for the person to be detained. And then they'll be turned over to ICE at that point. Within 48 hours it wouldn't go beyond that.. So it's an online form, or is it actually hard copy paper? It would probably be sent online. Once the program is in full course. And I have to remember, we haven't gone into the program yet. Not everybody's been trained. And once they are trained, then there will be a warrant service officer who will execute a warrant that will allow that person to be detained and turned over to ICE at that point. Okay. And last I heard it was 52 folks this year have been turned over to ICE. Yes. Okay. Are you aware that ICE has deported US citizens? Not personally aware now. Okay. Are you checking or are you just relying on ICE's? The booking process when you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. I'm not sure if you're aware of that. by Homeland Security. Homeland Security. Okay. So you're following orders. No. I want to say following orders. We're following the warrant of arrest that's issued by ICE for that person that we have in custody and that would lead to them to be able to pick them up and determine their status in the United States. Other than that, I wouldn't be able to answer that any further. I have more questions but I'm out of time. Thank you. Could I have this you. Thank you, Sheriff Chapman and thank you to the team for the work. Maybe just to follow up a little bit because I think you were starting to get to this point. When an individual is arrested on an unrelated charge, you do check their identity at that point. You can tell if they're a Virginia citizen, citizen of somewhere else, or not a citizen. So if I could say it this way, we only do this when they are taken to the adult detention center and put through the booking positions. But I'm not even talking about the 287G program. I'm saying, if anyone who's arrested, personally, I've never had the experience, hopefully, never will. But I assume that you're checking their status at that point and you're looking for warrants, you know, other jurisdictions or whatever. Let me defer to that to Lieutenant Colonel Soyer for Field Operations. Sure, I can talk about that. So when we interact with someone on the street, we do run their identifying information. However, their legal presence in the United States does not come back to us on that. So if someone has a Virginia ID or a Maryland driver's license or something like that, we are looking to confirm that they are the individual that they are presenting themselves to be, which is a different process. We do not get, if you run Chris Sawyer, you do not get that Chris Sawyer is a US citizen. I see. You get that Chris Sawyer has a valid Virginia driver's license, lives at this address, has this data birth, here's the photo that we can match up. It is not going to return anything related to my country of citizenship, whether I have duels, it is a ship, anything like that. Okay. So then that's where this other process comes along is D DHS the only agency that gets run through the broader warrant process or is it other agencies as well, DOJ or FBI or whatever? So when they're booked into the adult detention center, we will run to find out their criminal history, whether or not they're wanted by other jurisdictions. So there's kind of like a battery of requests that we'll push out to find out any additional information. Okay, and about half the time so far, DHS has not come and taken into custody the individual that was. That's correct. And you don't really have any idea why. No, we do. Could be availability or some other reason. Correct. Okay, understood. Thank you. Thank you, Ms. Umpson. Thank you. Thank you, Madam Chair. Well, first I want to thank you for the good work you all do. And for your diligence in protecting the citizens of the county. When to use one example. in the individual who was in this country illegally hijacked the woman's car running her over, and I think also then backing up over her again, killing her, and that individual, I think, was quickly found by your deputies, I guess at a motel. What happened then when he was brought into the Adult Detention Center? What process then occurred? Were you able to, when you ran his name past the database that DHS or ICE maintains, were you able to verify that? He had an ICE detainer and did you then notify ICE? How did that particular situation play out? So, yeah, very important point. Did you brought up that there was a criminal arrest that was made that wound up having this person brought into the adult detention center? At that point, we have no knowledge whether or not this person might be wanted by ICE for anything at that point, because we are processing them on the charges for the crimes that were committed in Saddlad County or locally. At that point, we will notify other agencies that we have this person in custody, and if they have any additional warrants, or if there's any interest in this situation that you describe with ICE, then they would notify us if they have an interest in them at that point. So it's post, post the arrest, the criminal arrest that would bring the person into the adult detention center. because none of your deputies are engaged in what are being called ice raids, the first time you would see an individual with an iced attainer would be when they were brought into the jail for some other crime. I'm very important distinction supervisor. It's, remember, we are not part of the task force model of enforcement with two edge 7G as it's referring to. It's the jail enforcement model and it only comes into place when somebody has been arrested for a criminal violation of law, for and then brought to our adult detention center. And at that point, it's a series of queries that are made, and during that query process, what we learned at that point. Thank you very much. Mr. Turner. Thank you, ma'am chair. Just to follow up on Supervisor Turner's question, Lieutenant Colonel Sawyer. Now that we're going to real ID, when I got my real ID, it seems to me they checked my passport. If you check a driver's license now in a real ID, will it pop their nationality? No sir, it does not. When we run a driver's license, we get the Virginia DMV return. We don't get any other documents that are behind it. Okay, thank you. Sure, Chapman, a couple of things. One, I did attend the funeral services of the young man that was killed. And I will say, I do not know that I've ever, it is so hard to go to a funeral of a person that shouldn't be in that casket. It just shouldn't have been happening. Pastor Michelle's in the room with us, you did the eulogy. It was one of the hardest services I've ever attended. So I am very happy that you have in custody. I won't say that they done it because they haven't gone through the process yet, but that you have in custody to the people that you believe are responsible. Chef Chapman on April 28th, the president issued an executive order to increase the capacity of a local law enforcement. In fact, it was actually called the militarization of our law enforcement. You actually in the room with him when that was signed, when that executive order was signed. So you just said that you do not have the ability, the law enforcement department didn't have the ability to enforce immigration. It was that not part of what was put into that executive order, enforcing immigration. And if not, what does that mean when it says that local law enforcement now has more power to do law enforcement? Because I don't know what that mean. I don't know what power that executive order gave local law enforcement they did not really have. That's my first question. My second question is, in the past, since January 20th, I have received on at least six occasions, citizens reaching out to me going, you know, ISIS here, DHS is here. I've had phone calls of people hiding in their closets and just being very, very frightened that somebody is going to be taken away. Of course, we don't know anything in advance and you're telling me that you all don't know, well, you're not telling me this. So let me ask a question. Do you all ever know in advance does DHS, the federal government give you any notice in advance if there's going to be a, and I'm going to use this word very loosely, an ICE raid or a DHS raid coming into Loudoun County. I only ask that because the assumption is that we know and of course we don't, I never know what's going on and I don't even know if you know and I'm not asking you to tell me when and how and I'm not asking you, I'm not asking you any of that. I'm just asking do you all even know when they're about to come into the county? That's those are my two questions. There's a lot of questions here. Let me unpack that a little bit. So when you about the militarization of law and force, but I think what you're talking about is the 1033 program that existed years ago when you have surplus military equipment and it's not being used for anything. And there's a lot of sheriff's offices throughout the country, not ours. There's a lot of sheriff's offices throughout the country that are really limited with their funds and what they can purchase. and there is some equipment that is former military equipment that they believe they could use. But you were in the room for that? That's all that was in the equipment issue? No, that's one. He signed several executive orders that day. The other what you're talking about is our involvement with 287G at the enforcement level, the operational level. That's an option that all depends on, you know, what state you're in, what your relationship is, what you want to do, how much you want to participate in that. We're not doing that. We're doing a warrant service officer program, which limits us to the jail. So we're not part of that, and really we don't have the authority to enforce immigration law nor do we want to. That's not really our job. We already have plenty to do. So we're happy with just doing the Warn Service Officer Program and turning over people to them that they want back in their custody based on a detainer. And then the other question with regards to enforcement. Sure. So if ICE or HSI or someone's coming in the county, we do not know when they're coming in. We're not getting heads up on when they're coming or what they're coming for. We hear anecdotes as well through the community of ISIS out here. This is what they're doing. They're knocking on these doors. We are not included in those operations or whatever you would title them. It must be very frustrating. Okay, then thank you for that and And now we will go forth with the quarterly report, please. Okay, thank you, Madam Chair. I'm gonna jump right in to page number four and just to remember this quarterly report covers January 1st through March 31st of this year. It is not fully up year to day for some of these statistics and things like that. And I know you all read these in advance, so I'm not going to cover everything here. The first page on page four where it starts, as it mentioned, overall crime is down in the county. We'll talk about specific stats in a little bit, but right below we have our thefts for motor vehicle section, specifically looking at thefts of firearms for motor vehicles. Thankfully, we are able to report that overall thefts for motor vehicles, as well as thefts of firearms from vehicles are all down. So with that, we always like to include that we are a proud partner of Project Child Safefe firearm locks are available at all of our stations for free. Anyone can come in and get them. Vehicles are not safe storage. It's bad all the way around and we hate every time we see these cases come in. Flipping over to page five towards the top. overall overd overdoses, Juvenile and overall are also continued to be down. Quarter one at the very bottom of that chart has all overdoses. You have three fatal overdoses, 11 non-fatal, opioid related, all of our fatal overdoses have been opioid related with just two non-fatal. And so all those numbers continue to go down, which were proud of that work. And then the section below that covers our financial crime unit. This is a really rapidly growing area. It's been rapidly growing for years, but that pace of growth is just continuing to go off the charts. So we have in here a financial crimes unit, investigated 40 impersonation scams in the first quarter, six of which involved the financial loss and cryptocurrency for comparison. We had 91 in all of 2024 and six in 2023. So to already have 40 by the end of the first quarter is a horrible trend. And then on top of that we've had 107 cryptocurrency related cases in 2024 compared to the 50 in 2023. And so far a year to date we're at 47 already in the first quarter. So our cryptocurrency fraud is continuing to rise as well. I will talk about some highlights on our crypto capabilities in a little bit, but just at a high level it's very high. At the bottom of the page, we've hired 29 people in the first quarter and at the top of the page six, we have our year-to-day attrition rate is 1.6%. So we are doing very, very good on retention. A lot of that also has to do with compensation and things like that. So we appreciate that. Starting in the awards and recognition section, the first one there we passed our life health safety inspection in the Delta Tensions Center. That is an unannounced inspection by the Virginia Board of Local and Regional Jails. They were here for two and a half days, going over a significant amount of documentation. And we are so proud of the work of our corrections division for the second year in a row we've got 100% compliance on an unannounced inspection. Our inmate workforce program as well was nominated. All we did win, but we were nominated for an environmental excellence award. And that really is our inmate workforce. So they have been taking furniture that would otherwise be going to the landfill and they have been refinishing and then donating to be sold in the community. So they are just doing some some incredible work there. So excited about that. And then the top of page seven, we just re-achieved our seventh reaccreditation with perfect compliance. This is a four year reaccreditation through the Virginia Law and Force and Professional Standards Commission, which with 190 standards, more than 570 substandards, that we have to show that we are in compliance with every year for four years. So each one of those standards, we have to show four years of proof of compliance. It's an extremely exhaustive accreditation process. Having been over the accreditation process in the past, I could just attest it is a very thorough process. But again, so proud of our agency and our staff for achieving 100% compliance on that. So this will be one second. Supervisors, Chris Sawyer is his numbering is one page behind ours. So when he says, he's top of page 7, that's our top of page 8, just so you guys know what you're looking. Okay. Okay. So I'm working on the printing version. No, I know. I know. I know. I know. I get you. I get you. I get you. I want to make sure people like, like, where is this? So that's all. Yes. So page 8 in February, we had our annual award ceremony, which is just awesome with six category's Maritoria Service Motors Action, Sheriff's Excellence Award, Distinguished Training Officer Award, Commodation Awards, and our Mastery Epid program Achievement Award. I thank you Chair Randall, Vice Chair Turner for attending that. the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the service, the program we started for reentry in 2022 as a Partnership with the mental health substance abuse Developmental services and OAR. And then the bottom of the page, our milestone for crisis Intervention was over 1100 people have been trained through our CIT program since its inception and we're super proud of that. The bottom of page 12, we partnered with LCPS to launch our NMTGED program, so just another program. Just a lot of here by ADC program, so we're super proud of that partnership as well, that began in February And continuing on page 13 more than the ADC we had our first two puppies graduate as well So they've been in the program for a long time the training service animals takes a significant amount of time It is it's extremely extensive, but Moxie and Ginger both graduated from these the puppy program And that's a incredible we have that just helps everybody. It helps the community get more service dogs in the community, helps inmates with the rehabilitation, learning dog training and all that kind of stuff. And we are a partner with Healing House and their service dog program. So on the next page, we start our significant incidents, page 14. And obviously probably one of the biggest ones we were all over the news for earlier this year involved just the tragic case in the Dominican Republic of Sudecia, Kanaki, a live in county student who went missing in the Dominican Republic. And I'm not going to go through all the details of it, but we are, it is just an awful situation. I cannot imagine being a parent and having something like this happen to a child that is out of the country. But we are super proud of our staff here as well for just really ensuring that a thorough investigation was conducted, that they had the resources they needed to be able to do it and assisting with that investigation as well as providing support for of our family back here. On page 15, the middle of page 15, we arrested a man from Georgia for a reduction of a three-year-old in Ashburn. This was a case in a, actually a restaurant in Ashburn where a gentleman approached the young child, picked him up and attempted to walk out the door. We were called immediately. The mother did a great job stepping in, snatching her child back. I think like any mother would do, that's crazy. And we were able to quickly identify and take him into custody again. He was from Georgia. And then in March, we investigated stabbing, in sterling, again, where we were able to quickly identify a suspect in that case, actually a traffic stop. We were able to locate him and take him into custody, and he's been charged with aggravating malicious wounding. In February, we had a gun fire incident at Stone Hill Middle School in Ashburn. We know we had some conversations about this one as well. This did not occur during the day. It occurred in overnight hours while the school was closed. However, anytime you have a report of gunfire on school property, it is a very significant thing. So, well, I can't go into a lot of details because it does involve juveniles. We have filed charges against the juvenile in that case. And the investigation is still ongoing. The bottom half of the page talks about our cryptocurrency and we did a release on this and really it can't be more proud of our financial crimes unit. We have some of the most intelligent, smart, innovative people who work in this section and we are one of the first agencies who's actually been able to not only trace cryptocurrency, but identify where it is currently being held, and then work with the financial institutions that are moving this money to get money frozen in transit with the goal of being able to return it back to the victims, which is it is incredibly complex. It's almost always international. And it's also extremely time sensitive. So we now have detectives who are getting up in the middle of the night as soon as we take a cryptocurrency fraud, they are jumping onto their computers to try to find that transaction along the blockchain, which is an incredible feat among itself, to figure out where that money is, and then try to flag it and hold it so that we can stop it in progress. Now sometimes we are not still successful. We're not successful in every case because some of these are going straight over into countries that are not friendly with the United States, where even on their crypto exchange they they won't work with us to get it back. But when it is still in an area where we can get it, we are having some success, and we will certainly take some success over what used to be cryptocurrency, it was just, it was gone, and there was nothing you can do about it. This case, we were able to return $1.4 million to a victim based on the work of our financial crimes unit. Again, we could talk about that one for hours, but in any case, very, very proud of our staff there. Flipping over to page 18 is our Community Policing Act data as we include in every report. On page 20, we have our countywide calls for service and I do want to note on this page, I don't often talk about this page but there is a noticeable increase in county wide calls for service. One thing I want to point out in this statistic is this call for service statistic includes proactive activity. It is not just the calls that we take from the community. It includes our own activity. What we've seen is we've seen a significant increase in traffic enforcement across the county. And I'll talk more about that, but we have taken, especially in the sterling area, we've taken very proactive efforts specifically around traffic enforcement in response to the crime trends and the things that we're seeing, everything from crime in general, you know, gang activity and narcotic activity, things like that. So to put numbers to that, between the last quarter that we reported, the end of 2024 and the beginning of 2025, we have had a 30% increase in traffic stops, just quarter over quarter. From this quarter last year, we were about 78% up from the first quarter of this year versus the first quarter of last year. So our deputies are out there. Now is not a good time to speed anywhere in the county. Traffic enforcement is going very high but correlated to that we are seeing a reduction in crashes and our overall crime rate is down about 25% county wide. Sterling crime rate is down about 30% overall. So we are seeing a lot of reward from that and I'm sure that I'll come up again later. Flipping on to page 21, we get into some specific crime trends here. We have seen a decrease in aggravated assault. So again, aggravated assault can be anything from serious bodily injury but also can be strangulation and things like that that are domestic related that falls into that category. Forcecible sex offenses, you see that orange line where there's a decrease and a increase. That line is basically hovering in that range. That is a persistent and consistent issue that we deal with. Robberies are continuing to decline. Thankfully we don't have a lot of them but we are seeing a downward trend in that and our homicides remain low although obviously out This is for the first quarter outside of that quarter. We obviously did have the the tragic homicide and Brawlands flipping on to page 22 The most notable one here is is Larsonies But Larsonies burglaries and auto thefts are all down property crime and we see it as it comes up in the citizen survey as well. Property crime is the number one issue here in Loudoun County. And we are extremely proud of the work that's being done. Targeted data driven, essentially proactive policing to be able to reduce the crime trends in there. And we're really proud of that. The next four pages cover the station specific. You're all familiar with looking at these pages. Station specific crime trends. Page 27 has our court services section and their statistics. And then page 28 has our adult attention center. And in the past, we've included some of their highlights on this page because they are included in the agency highlights section. We did not duplicate that and put that in there. But the adult attention center statistics are on that page. That brings me to the end of the report and we have to take any questions. Thank you very much. I'm just looking at the corrections information. Thank you. Thank you very much. Supervisors, questions. Mr. Luterno. Thank you. So the most frequent topic that Mr. Soder and I have discussed several times is e-bikes and e-scooters. I'm sure that some of you are getting this in other districts as well. In fact, I was at a community event this past weekend and there were some representatives from the Sheriff's Office there. walked one over to talk to our community resource deputy. What I've kind of heard is that there's not much we can do on an enforcement level, but we do have a helmet law on the books here as one of our ordinances. I know that there's a concern that the Sheriff's Office doesn't want to be harassing children or would I advocate for you to do that. But there really is an increasing acute concern in the community about the behavior. And a lot of these bike riders, there are laws that say they're supposed to follow the rules of the road, and they clearly don't. So I just haven't seen much enforcement of that to this point. I do think there is a way to do that that could at least engage in conversation with parents and others to try to do something because now that we're back in the spring, I feel like we had a big problem last summer and it's already a bigger problem this summer because I think more and more of these things are out there. I don't know who's buying these for their kids, certainly not me, but it's a really significant issue. I know you hear them, you hear it too. Yes, and I don't have a great answer for you. My son wants one as well, and I've said no. I'm not sure if he's watching right now, but they, yes, the e-bikes, the electronic electric skateboards, all these things are continue to be issues. And yes, there are difficulties in, you know, they're looking at the age of a juvenile and stopping just, you know, based on, you know, someone not wearing a helmet and trying to, you know, trying to gauge that. That is an issue. I know Brampton is dealing with it. And so one of the ways we've been trying to do this, we've been basically taking a multifaceted approach. For the areas that are shopping centers and things like that, trying to get them and their security to do some enforcement. Property owners. Exactly. So trying to work with property owners on that, we've also done a significant amount of community messaging through social media, through HOA publications, and things like that, trying to get the message out to parents that wearing a helmet is critically important. It does not take much to cause a health injury. Only because I only have 30 seconds left and this is an ongoing discussion. Perhaps we could discuss whether there are any suggestions that your team would have to the state code or state ordinances to help deal with this issue. Because the reality is I'm quite confident when these laws were passed nobody was anticipating a motorized bicycle that's going three or four times to speed. So perhaps there's a separate code section with some better definitions that deals with the actual sales of these things, something like that. Could we pick your brain on, because we have our own legislative program here obviously in the fall and work this summer on maybe coming up with something that we asked for? Absolutely. Okay. Councillor, did you just say that you just tell me your child right now if he's watching that he's not getting his bike? I'm not sure if he's watching. I've already, he already knows. Okay. Like you can give me an information in real time. No, we've had that conversation. Miss, um, um, um, um, the, the, the crony. Oh, yeah. Thank you, Chair Randall. And thank you so much for the update. Um, and I, I want to bring up the eBike issue because, uh, Brambleton is in my district, but I think they have tried to, um, separate non-pedal e-bikes versus pedal-assisted e-bikes, kind of talking, calling one dirt bikes and the other e-bikes. So the HWA is now saying they're not allowed those dirt bikes in common areas. I don't know if the H HOAs could probably come up with some coven, you know, some requirements that would help, I think, with monitoring this issue. Yes, I mean, certainly the HOAs could do something. Obviously, we do not enforce HOA covenants and things like that. But the HOAs could definitely be a good partner to harness. Yeah, because they are taking a proactive approach. So I had a Red Hill road community meeting yesterday was very passionate and the community was asking for more law enforcement, traffic enforcement on that road, but there really aren't any pull-off areas. So what can we do for communities that just don't have those pull-off areas to help with speeding and traffic enforcement? So it's been a long time since I've been on Red Hill Road. However, depending on, I don't know how much traffic they're currently having on Red Hill Road, we don't always need a pull-off to be able to do traffic enforcement safely. If there's enough space that we could one lane in either direction, and the volume be able to safely do that, we could potentially do that. I have to look at the exact location and the exact area, as well as the specific violation. Because we also, usually we start with doing, almost like a speed study type thing, where we put the equipment out there to look at what is the actual, if it's speed, if speed's the issue, how fast is it actually before we start putting resources there as well? So there could be some things that we could do even in advance of doing targeted work. I think it's a cut through to the school. And they are having significant speeding. It's supposed to be 25 miles per hour. And they said people just are going out to get their mail and they almost get hit. So I think there is some significant speeding going. And that would be great if you could do a study. Yeah, I'll talk to the station commander of the Dull South Station, which is where that road is. road is and we'll see if we can get some speed monitoring. Again, that helps us just get the data as to what is actually occurring on the road. Yeah, and it is a grapple road, so I know there's some challenges there. So I want to thank you for also inviting me to the candlelight visual at the Dulles, Douglas Community Center to honor and remember crime victims. by that so I want by that. Ms. Glass, suppose a glass. Thank you Madam Chair. And thank you Lieutenant Colonel for the Lieutenant Colonel's, can say that really quickly. The trio of curbs. So, yeah, for the update. When you said that larceny is a property crime, so is that the difference between like a boat burglary and a robbery? What's the those? Sure. So at a high level, larceny encompasses a lot of theft, but it does not encompass theft from a person or through the threat of force or violence. So that's where you get into robbery is the taking of something by force. So for example, if you leave a cell phone here and I take it, it wasn't taken from you by force. You left it on the table. I took it. That's largely that stuff. However, if you're holding your cell phone and I snatch it from you, I'm now guilty of robbery because I've taken it by force from your person. Burglary involves entering a structure. So you could have a commercial or residential charges on that. But it's going into a structure for the purpose. So it's like entering a structure for the purpose of committing larceny. Okay. So then when I see that larceny is like the highest group of offenses that we have in here. So that's basically if someone has the opportunity to go into a car and take something or somebody has something in the back of their truck, is there something that the community can do to help with that, to reduce the amount of larceny that we're seeing. Sure. So a couple things on that. One is we definitely need everything reported. So even if it's minor, so if someone goes through your car and takes 50 cents out of the center console, we still want to know about that. We don't want someone going, well, it was just 50 cents and I left my car in lock. So, you know, that's my fault kind of thing. We still want those phone calls because we need to know about it. The individuals who are going through cars in the middle of the night, and we all, you know, I see the footage that, you know, that comes out, you know, we see it in the neighborhood. So when that happens, that's likely not the only crime that a person's committing. And if it is a young person, that's a fairly minor thing that we could help make an adjustment and get them, you know, on the right path, maybe make it some better decisions and preventing some further more serious things. Larceny itself though is that crime category is actually a combination of about seven categories of larceny. So that includes things like shoplifting. So one of our largest kind of subcategories ofories of largely is shoplifting. And so we routinely deal with different businesses throughout the county that are targeted. Often by organized, some of the shoplifting is highly organized, regional, even up and down the East Coast targeted stuff. This is not the kid going into a place and taking a pack of candy. It's folks going into retailers that are not from this area, swiping tons of things off the shelves into bags and then rolling back out. So not every shoplifting case, but a lot of what we see is actually organized where it's items that are being stolen to be resold. But that also includes that from a vehicle that we talked about. And then there's a broad bucket called all other larceny that's basically anything else you can think of and how you steal something from somebody that's not included in the other categories. So it's very broad, but that is one of our largest crime categories. Thank you. Thank you, Mr. Berksman. Thank you, Madam Chair. I might send you an email. Thank you for the presentation. Congratulations on the successes that's important to the community. I might send an email about the chart on page 18. A little bit concerned that Hispanic Latinos have a 7.5% chance of being searched in a traffic stop. The next highest is 2.7%. That's unknown. So that seems really high to me. But we can talk about that a little bit offline. I still have some questions about the other topic, Lieutenant Crow Moser. So you said when someone is booked, they go through the query when someone is booked. So I'm assuming that query happens before they have a hearing or a trial. And so can ice pick somebody up from us before they have a hearing or a trial on the arrest that was made by Loudon County? No, again, when they come in, we'll run the query. This one they've been committed to the adult detention center from the magistrate. And at that point, we'll run the query and we may find out the next day or that afternoon. Oh, committed being that they've already gone through a trial they've been convicted? No, no, no. Where the magistrate has said no, you're going to be held into the issue. You brought before a judge, a local judge. And at that point, when you go before the local Judge, that'll make a determination whether or not you stay for, you a bond hearing and an arraignment and a bond hearing whether or not you're kept on local charges or not. And no one would be released to ICE without being released by the Virginia court system. So they would have to complete any interactions with the court system here in Loudoun County, the Virginia court system, before they could be released to ICE at that point. That's a fit to tell you. Okay, so they get their charge heard, they serve their sentence. And in the jail, we don't have any sentences over like two years as my understanding. So yeah, it's under 12 months, months or less. So I find it hard to believe that they would be violent criminals if they're only getting sentenced to our jail. But okay, so that's good to hear. My other question is, and I did send an email to Mr. Julia about the policy of your FOIA. Sure. Dissemination. And under Virginia code, information relative to the identity of any individual, other than a juvenile who is arrested, status charge warrant is required to be released upon request. So I guess I'm unclear and I sent an email on April 25th back to Mr. Julie. I'm unclear how it's legal for the Sheriff's Department to say we're only going to release historic data back a week or two. So I would like an answer to that question. And then lastly, because I mean, arrest records are arrest records. They're public information. And then lastly, as you know, the president has been coming to the golf course more and more. Had some complaints from my community. My question is, last night he came, there are all kinds of deputies and cars intersections closed. Are we being reimbursed for that from the federal government? Thank you. So on the full question about how far it can go back for releasing criminal information or criminal arrest information, it was a court case that actually came about here in South Latin County in 2013 where it was decided that the information release contemporaneous with the arrest was one to two weeks. Anything beyond that would be considered criminal history. So that has been discussed with the county attorney's office and so this is a standard practice and it has been. So anything beyond that is a criminal history information and we wouldn't be able to release that information to the public. Only the person who's arrested can make that request for that information, for that criminal history information. So very distinct difference. Criminal history versus arrest information that were required to provide by law, which is of course the mug shot, the name and the address and the crime that was committed at the time of arrest. That is the information that's provided. Okay, thank you, Mr. Turner. Oh, I'm sorry. So the second part about that, about the reimbursement for Trump visits, the short answer is no. We are not being reimbursed for that. We have asked in writing and we will continue to ask because the resources are significant for that. But as of right now, we have been told that there is no funny mechanism to be able to reimbursed, but we continue to ask that question. Madam Chair, just point of clarification. Well, not point, can we get a report on that to the Finance Committee? How much is being spent? Thanks, Madam Chair. You're welcome. So we're working on those calculations, I don't have them for you tonight, but we are already trying. So I need to just, this is a point of clarification. and you don't understand what she just asked versus what you just, could you just say yes to this? You just kind of did this. Ms. Brickman just asked, can the finance committee get a report on when you get those numbers ready? Can the finance committee get a report on what those resources are? Which is probably a good idea since we need to know just so we know we're allocating in future budgets. If we have to allocate anything in future budgets. So, okay. Okay. We don't have an issue with that and our overtime budget is not designed to support this. I'm sure it is not. I'm sure it is not. I'm sure it is not. Thank you. Thank you. Mr. Turner. Thank you, Madam Chair. Well, I had one that I told you about, but now I got another one. So the taxpayers in Loudon County are paying taxes, so the President of the United States can play golf. And we're not being reimbursed for that cost. What if we just didn't provide the service since we're not being reimbursed? Are there some legal obligation that local law enforcement has to reinforce the president's golf games? So we have provided presidential support to every sitting president based on what the United States Secret Service has requested. That does not mean that they get everything because they're hits a point where we say, no, we can't provide certain levels, because it just gets, it becomes too much. We have provided, we required to provide if we're not being reimbursed. So, I don't know that the federal government can require us to do that. However, security in Loudoun County property, we take that pretty seriously and the last thing we want is an incident occurring in Loudoun County. So, it's a difficult position. We weigh every single one of these requests as to what is the request, is it something that we can reasonably do from a manpower perspective, from an intelligence perspective, but we also do not want any security incidents on Latin County. Thank you. The question I have which I've already told about the tank rental store. So my legislative aid, who was amazing, did some year-over-year comparisons. And one of the numbers that really popped for us was that year-over- year in the first quarter of the calendar year stops that resulted in a search, jumped 50, I'm sorry, jumped 50% for whites, 31% for Black or African American, and 400% for Hispanics year over year. My question is, is that related to legal status and does that constitute a search? Does asking about someone's legal status is that can that fall under the purview of a normal search? Sure. So, a couple things very clear. So we do not ask about legal status on traffic stops. And nor did we, nor did deputies have access to that as I talked about before. When we run queries on someone, whether they are wanted, you know, or that they are licensed to drive the vehicle that they're operating, we do not get immigration status or anything related to that. So no, that does not constitute a search, nor is our use of vehicle searches a back door into the ICE policy. So I just try to be very clear on that. So when we do vehicle searches, and I pour these numbers every single month we have multiple people who look over this. When we do vehicle searches in this case we had 158 total searches over this quarter which is a significant increase and I talked about we've been doing a significant push for proactive activity especially in sterling area, in an effort to reduce crime. But when we do these vehicle searches, some of them are related to DUI enforcement. Search ends into arrest, that, you know, those records are there in the data. But the searches that I think you're getting at, the vast majority of them do not result in a custodial arrest, even if narcotic evidence is located. So typically narcotic evidence is then sent to the lab for processing to confirm what it is prior to any charges being filed. So in all of these searches, except for the one where the driver was already being arrested for something else, related to the vehicle searches, there was one driver who at the result of a search was arrested for having items in their possession. They had suspected fentanyl, a hypodermic syringe, and a smoking device. That person was taken into custody at that point in time. that individual is also nullity now. Okay. Thank you. Mr. Kirstner, Mr. Sains, I know you guys just got here, but I know you've also read the report. Do you have any questions before I go on? Okay. So a couple of things. I do want to put, as you put something on the record, I also want to put something on the record. We have heard more than once that if there is a lack of traffic enforcement on the streets, it is because the supervisors have not given the Sheriff's Department what they've asked for. That is nothing could be further from the truth. Since I have been on this board, every single request the Sheriff's Office has ever made for every single position they have received. It have made it into the James Street budget. So I'm not sure what that's coming from, but I did want to just put that to rest. Mrs. Sawyer, you just said something really important. You said you've always given presidential protections, and that's true, and I understand that. I do believe we're gonna see many more visits from this president to this area because he has a golf course. So I don't think that's apples to apples comparison. I think that's apples to bumblebees comparison. So what we're about to see from this from this from this president and how often he comes through. I will say that I have been concerned about the traffic not searches but stops. This is probably my fifth time asking about about this. Loudoun County is under 7% African American, percentage of stops for African Americans, 11.9%. We are 14.2% Hispanics, percentage of stops are 16.8%. So I'm not even asking about the searches. I've always asked about the stops themselves. Why do we, I mean, quarter over quarter over quarter over quarter over quarter, always see an increase in number of stops for people of color in loud and I'm making no accusations but it would be helpful to get just to have an answer at some point and I've asked that many times without an answer. I do want to focus especially on the Howard appreciative I am that the opioid substance abuse issues are down. I want to focus on the fact that Nalekzone and Narcan is very widely available and one reason we're having less deaths is because we have more people with that in their hand. And I know, Sheriff Chapman, but every single one of your deputies has that antagonist in their hand. And so if they're coming across somebody who has survived and who has not died, it's a much greater chance that they will survive. Connoem Osher, an officer west over in Prince William County who just made superintendant years and years and years he was the program officer and all those programs, the GED programs, the job programs, he put all those programs in place. And so he is, I am so happy to know that he's a superintendent. I think that in many ways he is the go standard of what programs look like. I am so happy to hear that you all have a GED program. I hope that you have the full GED graduation and all that. I would love to come over and be part of that. I say all the time that people going to be incarcerated to do something with them while they're there. So that is very, very good news. Yeah, well, we would love to have you come over for it. And of course, I'm always partial to corrections officers. everyone knows that. So thank you so much. Thank you for all that you all do. We appreciate it. Whereas, according to the centers, whereas, according to the Centers for Disease Control and Prevention, Lyme disease is the most commonly reported vector-borne illness in the United States. And if left untreated can cause fevers, swollen lymph nodes, muscle aches, fatigue, facial palsy, cardiovascular issues, as well as neurological effects, and, according to the CDC, Lyme disease affects more than 400,000 Americans with children being, especially, it risks for exposure. And whereas Lyme disease awareness month to educate the public on the symptoms of Lyme disease, the danger posed by tick bites ways to avoid exposure and the importance of early diagnosis. And whereas the Lout and Health Commission, which has an active standing committee on Lyme disease, is distributing thousands of, we have one of them, the tick kit. There we go, thank you. Thousands of tick removal kits and Lyme disease removal in English and in Spanish to allow this most vulnerable residents and whereas checking for ticks, proper tick removal and disinfection of the tick bite are imperative and have done properly can aid in the prevention of the disease. Now, therefore it resolved. And the Loudoun County Board of Supervisors does hereby recognize May 2025 is Lyme disease awareness month in Loudoun County to promote education on Lyme disease prevention and emphasize the importance of early detection, diagnosis and treatment. Okay. Thank you Madam Chair. And thank you to the Board of Supervisors for your continued work over more than a decade to continue to increase awareness of Lyme disease in London County. We're very fortunate that the Health Commission has a very active Lyme disease committee that's chaired by June Chang. June, if you'd like to. It's just been an honor and a pleasure to work towards educating the Loudoun County public on preventing Lyme disease. It's a serious disease and it's a worthy cause. Can you all tell me, I know at one point Loudoun really had a very high rate of Lyme disease. I think the highest on the commonwealth. If that's still true, and if not, what prevention techniques has actually helped that get that number down? Fortunately, it's not. And for good reasons and for some not good reasons. So about 15, 20 years ago, a Lyme disease came in force to Loudoun County, it came from the North. I think given these awareness campaigns, it's helped significantly, not only to prevent Lyme disease, but if someone does get Lyme disease to get early treatment, whereas a lot of the Lyme cases 15 years ago were people with Bell's palsy, with arthritis, with heart arrhythmias, we don't see that much anymore at all. Much more likely if someone's going to get Lyme disease, it's going to be that rash or flu-like symptoms. Because early treatment is tremendous at preventing long-term consequences. The downside though is the spread of the ticks have gone down through the Apple H and the Piedmont down to Southwest Virginia. So, while we still have a lot of cases every year, again fortunately those are early line per capita we're seeing it a lot more in rural Southwest Virginia. Okay, two more quick questions. One, is it more, do more children get just because they're rolling around the grass more often because kids are all on the dirt? And can animals get Lyme disease? Animals can get Lyme disease. Yes. In fact, my dog tested positive that she hears also. Yes, they can get heart disease from it arthritis. Okay. Fortunately there's a very effective vaccine for dogs but there is not one for people. You know our our our way of not getting Lyme disease is staying away from places that ticks like to be keeping ticks off our property and doing daily tick checks, particularly made through the summer. So, not one in the woods. I'm cool with that. That's fine with me. All right, let's take a picture. That is perfect. That's perfect. Really? I've been bitten so many times. Really? I'm both sides to I am partial to corrections officers. I have of course worked in jail in prison for many, many years and I was chair of the Virginia State Board of Corrections under two different governors. I have seen good corrections officers change people's lives. I really have. And I'm not just saying that I've seen good corrections officers spend hours talking to inmates. I've seen good corrections officers talk to inmates after just receiving a sentence. It's a really tough sentence. I've seen them talk people out of suicidal situations. There is people don't always realize that people who are in jail in prisons are real human beings. And many, we never, I never discussed with them, do deserve to be here because I was never my role. But while they were there, it's like, what can we do? And there is nothing that a therapist or anyone can do without the help of the corrections officers in jail in prisons. So when I say, like, I watch you all work, I really have, if I say, I've seen your stats, we used to get the stats every month. I joke for a share of Chapman one time that Loudoun County's stats every month came in and they were always perfect except the line on do you have any showers and the NJLs was always blank. And I was like, I always like, I know we have showers and our JLs, I know we do. But you all do amazing and important and good work as corrections officers. And I think you're probably the officers, they're just not seen as much, like literally seen for obvious reasons. But I do wanna thank you for the work that you're doing. Thank you very much, Ken Emotion, for what you're doing. You all do great work. All right, let me read this. Whereas correctional deputies are highly trained committed to fostering positive behaviors and outcome, which is crucial in preparing inmates for successful assimilation back in the community and improve their post-release success. And whereas National Corrections Office's Weeks was first proclaimed on May 5, 1984, by President Ronald Reagan, to recognize the officers who work in jails, prisons, and community corrections across the country. And whereas corrections officers, the weeks, offers an opportunity to acknowledge and honors Loudens corrections deputies for their indispensable contributions and sacrifice they make daily to safeguard the citizens of Loudoun County. And whereas an effective carrying fair correctional officer can serve as a positive force for a person at their point of greatest need. Now, therefore, it be resolved that the Loud and County Board Supervisors, just here by proclaim May 4th through 10th to 2020-25 as National Corrections Officer of Week in Loud and County, and calls upon citizens to honor the week of our corrections officers. And whereas law enforcement officers in Loudon County report to duty every day, with the knowledge of the dangers they may face and the sacrifices they may be called upon to make to safeguard the public and enforce the laws of the Commonwealth of Virginia. And whereas we reflect upon the enduring commitment and valor of our state and local law enforcement officers, as their commitment to maintaining law and order in our community ensures a safety and well-being of the residents of Loudon County. And whereas it is vital that we pay tribute to the law enforcement officers who have fallen in the line of duty and recognized their sacrifices, as well as the hardship and loss suffered by the families of those fallen officers. And whereas the duties of law enforcement can take a significant toll on the mental health of officers, deputies and troopers and marshals, it is important that the law enforcement officers are cognizant of their mental health while protecting and serving the community. Now therefore be it resolved that the Loudon County Board of Supervisvisor does hereby proclaim May 11th through 17th, 2025 and May 15th, 2025 as national police week and peace officers memorial day and calls upon citizens to honor the selfless dedication and sacrifice of law enforcement. We are having a ceremony and then obviously obviously there's a very large ceremony down in DC at the National Law enforcement law service memorial for police week as well. And so I was at that ceremony yesterday, actually, once in a DC for law enforcement officers. And I believe Bob was down there on Saturday for corrections. So we do participate in as well. So we're recognizing the John Pace School of RC swim team, which competed in the Virginia High School Class 4 swimming at Swim RVA on March 3rd, 2025. So whereas Omar Mourad won the State Championship in the 50 meter freestyle event with a personal best time and school record of 20.58 seconds and whereas Cole Wurgley, Cal Rice, Ibrahim Mourad and Omar Mourad chose to forego individual events in the interest of peak performance in the 200 meter freestyle really event, which they completed in a minute, 26.72, setting a school record and wedding the Class 4 State Championship. And whereas the team was supported throughout the tournament and during their preparation by coaches, teachers, parents and the John Champ community. Now therefore be it resolved that the Loudon County Board of Supervisors does recognize and honor the John Champ High School of RCD swim team for their excellent performances both individually and as a team in the Virginia High School Class 4 swimming championships at swim RBA 2025. Congratulations. So that's for you, any word about the performance? It was a great day for the kids, and that was the big thing they pointed out, is they all had a condensed schedule because of all the snow that they got in Virginia Beach and things. And so usually you have your events in the morning and your finals in the evening. And so the finals were at one o'clock in the afternoon, which is really hard on them. And so they chose, instead of going for individual glory, they chose to really win as a state champion together. And so as a team, they all dropped out of an event to make sure they could go fast enough to capture the state title for all four of them. So it was a great effort of working together as a team. Yes. It's about the DEI disease. I think that after our country had a two-year work of experience with DEI, it's a time for this county to reassess it because we have a DEI law that is nothing but toxic poison and damage. I have petitioned you many times to remove this. It has no place in a diverse democracy and in this county. And I didn't hear anything from you. So I created a 12 page complaint that would be ready to be submitted to the judicial system because as a citizen, this is my recourse that I have to protest that and test your DI law against with the judicial system. In my document I give the judge three reasons why the law has no place in Loudoun County. Reason number one is it contradicts the 14th amendment to the US Constitution. civil rights, various laws, but most importantly, it violates specific laws in Virginia, which I explained in my document. Number two, there are statements made when Vizló was passed that judges are making gracially biased decision in sentencing. I think it's extremely offensive to judges. And I count on a judge being offended to render this lone nul and void. And reason number three is, I provided a documentation where academic and other research indicates that there are no winners in DEI. There are losers all around. Everybody loses in the eye. It's a toxic poison. The underlying theme for this law was the decision to decide, the decision that you people are victims and you people are oppressors or the black person doesn't get their job It's because of systemic racism This is madness So my request to you is and I'm almost out of time is to decide whether we want to get rid of his law or we go through a judicial system Thank you very much Mr. Chalowski just a point of clarification. You said that you had not heard back from me I sent you an email that I actually have right here in response. I think it was actually just yesterday. This board accommodated another live this time about actions that occurred in this facility's parking garage, which last I checked has security cameras all over the place, how there is any contention as to what has happened on the grounds of this body is beyond me. But I don't believe that this board accommodates these falsehoods in error. The person who made the falsehoods has a career in military intelligence members of this board are lawyers. They worked in the State Department, mental health experts, it seems this body has concluded that now is the time to abandon the Palestinian-American demographic in this county. I believe that that assessment is correct. I believe it is well informed. I believe now is the time to abandon these people. The first time I brought this up to my supervisor, I was told this was a federal issue. I've been calling my federal representatives on a daily basis for a year and a half. Where are we now? We have a representative who I ask personally about their donations from the American Israel Public Affairs Committee and their cute and deceptive with their answer. We have a Senator Cain who portends a sympathy for his Palestinian constituents, but he, only recently I've heard even acknowledged the state sanctioned kidnapping of Dr. Boder Khan Suhri. We have another senator, Mark Warner, who has, I've never heard him say the name Dr. Boder Khan Suhri, a kidnapped constituent of his. In fact, as far as I know, and as far as any Palestinian American I've spoken to, knows, that man has never uttered the phrase Palestinian American, let alone specifying his constituency. So I want to impress upon you, your assessment is correct. Now is the time to feed these people to this fascist machine. Mr. Russell, I need to just point of clarification for you too, sir. I actually did follow up on what was said here. And I talked to the security guards. In fact, I talked to all three of them and three different people actually confirm what we were told. But, and I also appreciate what this board apparently did a few weeks back and is trying to pursue an underground line for as much as possible there. But this is not an isolated problem. It's not just in Loudoun Valley 2. I think there's another case in another section of the county where we're dealing with this. And I have a question more than anything else. Because you, we don't know whether or not to many power and the federal regulators and the other governmental organizations that are involved in this process are going to be able to give our communities here in this county what they need, which in our case, considering everybody bought houses and then development which has all of these utilities buried, including power lines, is underground facilities, right? And my question is, is there a way to use the county? If for instance, if the, if we're not able to get what we feel is necessary through the regulatory regulators, is there a way to use the county? Maybe proffers, property taxes, setting up associations or maybe the county taking on bearing parts of the line and then having the industry pay us back or pay the county back over time for that particular facility. I haven't heard that spoken of. I'm fairly late or coming in the middle of this particular discussion. But to me that's an important question and one that I haven't seen addressed before. As stewards of the aviation safety and regional planning, we recognize the importance of ensuring compatible land use in and around airport operations. The proposed data center located on Sikland Road at the intersection of Cross Trail Boulevard lies within the flight path of runway 35. This area is subject to overflights making it less suitable for noise-sensitive developments such as residential housing. The FAA emphasizes the importance of compatible land use near airports to maintain safety and operational efficiency around airports. According to the FAA, non-residential uses like industrial and commercial developments are generally more compatible with the airport environments due to their lower sensitivity to noise and safety considerations. Data centers specifically characterized by their low occupancy robust construction and minimal noise sensitivity align well with these guidelines. The presence in proximity to airport operations reduces the potential for noise complaints and safety considerations associated with residential developments in these areas. So for the first half on behalf of Upper Virginia, do hope to be present here at the polls for our June primary. As some people may already have noticed, the Democratic primary for the Lieutenant Governorship is already crowded with six candidates. And of those candidates, many of them are quite popular in their parts of the region. In my personal opinion, I would say it's wonderful to see such great participation and I look forward to the robust campaign session. Although I do fear that the nature of the campaign itself may fall or may have the high risk of running the same course that we experienced here in the 10th congressional district when we had doubled the number of candidates with 12 running. And in the final week, let's just say some mud was sling, and some mischief was exercise. But again, I'm hoping for the best, and that June 17 will come and go seamlessly. On that note, on behalf of myself, I think over these past two years, I've been coming up and speaking on behalf of rank choice voting, but I don't think I've quite articulated why I personally think that Ranked Choice Voting is a great idea. And just to give some of my background, I come from a family of public servants. My dad is and continues to be a teacher and field of physics for over 30 years. My mom just recently retired her 40-year career in nursing. So, poetically speaking, like my family, we've served the public, walking the halls of our hospitals and our schools. And in my case, I'm soon finishing up seven years of study for my degree in political science. And so I too hope to serve the public, running the halls of government. But in the sense that I want to serve is perhaps becoming one of the elected officials. However, the way I see it is that given my kinder nature, I don't feel best fit for the system that we currently use. That often encourages like scarring each other in one form or another, especially like in primaries when there's very little to disagree on over policy. Often human nature leads us to disagree on the personal and that's when things got rough. But that's just a brief overview of where I stand and why I support right-wing justice voting. I appreciate the opportunity to speak supporting the Cross Mill application this evening. I'll be candid and say I'm in support of Data Center uses in our county. In my view, this is the right project in the right place. Projects like this require care for planning and I respect the role that this board plays in ensuring development aligns with the long term vision of the community. I'm in support of the application for the following reasons. It's appropriately located. This area has been, has already been identified in the county's plan for industrial and commercial development. It makes sense to focus growth here rather than areas that aren't as well suited. Secondly, it secures needed infrastructure improvements without creating added traffic strain. This proposal brings road upgrades to the community that the community will benefit from. Just as important, the proposed use is low impact from a traffic standpoint. Alternate types of developments such as residential, higher intensity, commercial could add significantly more pressure to an already-busy corridor that serves as a growing east-west north-south route through our growing community. Third, it meets a high standard. The project's design is thoughtful, it exceeds expectations and takes a surrounding environment into account. As a long-term resident, I believe this is smart, balanced approach to growth. One that delivers infrastructure improvements, protects the environment and avoids over burdening our roads.. And then through one of the stands and the academies over there, I met the Nova Data Center Academy, I kind of kickstart my career in getting my certifications, learning about data centers in general. And I believe that they provide lots of opportunities to grow. In the career, there are so many different fields you can pursue anywhere from, you know, in the logistics environment to the engineers and the people who keep the data centers up. I experienced challenges post-graduation landing employment for quite some time. It seemed like no one was hiring new graduates and I went back to working in the delivery warehouse for two years and within those two years I became a student at Northern Virginia Data Center Academy. Nova DCA has provided the opportunity for me to be a part of the inaugural IT class on January 17th, 2022. That was my first experience with taking a certification course which sparked my interest in 19. Since then, I have gotten a couple more certifications, was able to do an internship with Microsoft as a data center technician. And after my internship, I unfortunately was unemployed for a little over a year. I applied to hundreds and hundreds of positions, mostly met with an auto rejection email or not hearing back at all despite being qualified. I eventually was contacted by another tech company around September of last year about a data center technician contractor role. And I work in some of the data centers in this area. And I wouldn't have, it wouldn't have been possible without the certifications I received from Nova DCA. I believe that the construction of a new data center would provide more job opportunities in the community for those with IT experience or those looking to make a career change. I was door dashing, and usually spending about 16 hours in my car daily. And then we're gonna fast forward to April of last year where I started an internship at Microsoft through Novadata Center Academy. I'm 47 years old, so I'm not your typical intern, but Microsoft never treated me like a typically intern either. They saw me for all of my talents, my capabilities, everything that got pushed aside by every other lost or mischuffled resume and application that it submitted. They saw me right away. And none of that could have happened without Pastor Michelle and Noah DCA. While I was still door dashing, she gave me the opportunity to teach after I've passed some certifications for myself so that I could still make a little money. And every single step of this way, Nobody C.'s CA has put me in position to grow. Now that I'm in Microsoft, I'm able to keep that door open for interns like Sa'han. He came and spoke, he's currently in intern with us now. And the entire purpose of what we're trying to do is show that this is community. I'm community. Everywhere I go, I see that as center alley. I see that we have 75% of the world's traffic for internet. But I don't know where the door is without a situation like a no but at a center academy. There's no way I can just walk in. They don't have their names on the buildings. So I'm fully in favor of data centers. I understand what they do. Now that I go in and walk in and I touch all the devices and the equipment, I know what it's here for. And I'm fully in favor of J.K. Holdings and their opportunity for their application. Today I am here as a loud and resident by way of military, which I moved to relocated to loud and in 2014. My husband is retired here for a so, I'm a military spouse that understands the necessity to upskill and reskill. Additionally, I have served as a high school business in IT educator and our loud and county public schools where workplace readiness was our primary focus in career and technical education. So as an educator, I understand the workforce development promotes economic development. The point is, I'm vested as an advocate in loud and County, in IT training and development and workforce development that trains homegrown talent, just like you just saw here, through Nova DCA to fill IT positions within our community. That's our mission, simply to bridge the skills gap by equipping individuals with the knowledge and hands on IT training needed to enter and thrive in IT and the data center industry. That said, I believe that partnerships are vital and I believe this is a good partnership. So I just simply asked of the board tonight that you will vote in favor of JK land holdings in the Data Center, Build Out and Development of Cross Mill Center. Thank you for your time. But during COVID, I had an idea to help increase job opportunities. And the only way that I know to do this coming from IT was to get that training in the hands of people that needed the most. And so I started the Nova Data Center Academy, hoping to do exactly what we just did, which has changed lives. And so we can't do that without data centers. Data centers provide the open doors. They provide money for the training. I don't have money to train these people to get them all come to you, certified. That comes from data centers. I don't have the places where they can gain their work experience, that comes from data centers. So I also can't make your telephones work faster or your internet work faster, you know, data centers do that too. So we need the data centers, we need to learn how to partner with them. We at the Nova Data Center have become good partners with some of the largest data centers. And we're changing lives of loud and resident. Some that you will see, some that you'll know, and some that you wouldn't even believe. And you never know. This economy is changing things are up in the air. Everybody may may need upskill and a reskill. So please, please, please approve the JK Holdings Cross Data Center. Thank you. Thank you. So I believe that the growth from the data centers has been just beneficial overall in terms of jobs and in terms of just growth overall. So I feel like the data centers to stick around and the plan should get approved because Academy such as the data center Academy that I was with with Nova data center. They really helped me in a time Where I didn't really know what path I was gonna go down in my life actually out of high school And even now I decided to return to school after my internship experience with them and now that like I'm kind of I'm finishing up school, they have once again presented an opportunity for me to kind of finalize the path I want to go down. So without them, I don't really know what I personally would have done. So with that information, I hope that you guys are able to approve the new plan for the data center. Thank you. Okay, and I want you to one more time say what the changes were because normally I don't, we have a policy that we don't vote on applications that have large or significant differences in the application in front of us because we haven't had a chance to see it and public hasn't had a chance to see it. Usually that's because something gets at it. Something's gotten taken away here so it's a little bit different but I do want everyone to understand exactly what happened so could you if you don't not mind could you say it again? Sure yes ma'am this is unusual I would say this is unusual but this afternoon we did receive revised proper statement and revised concept development plan and we revised conditions of approval to reflect a reduction of data center used from 740,000 square feet to 556,000 square feet They also that is a result of removing the special exception to increase the floor area from point six to point eight So before we go on you want to talk a little bit about the we get the we get the FAR Talk a little bit about the concept development plan being changed. The concept development plan just changed the tabulations to reflect the drop in square footage of the data center uses. But not the footprint. Correct, same footprint, but would be a smaller development area within those footprints. All right, thank you. Anything more? No ma'am, that's it. Yeah, that's it. Okay. This day this news in the Leedsburg district, Ms. Amstad is not, has not is not here. So by the way, we, you know, I've said more than once that you guys have asked me to go straight to a motion on this moment. We instituted a procedure that every one of data center applications would be referred to Dominion for comment. Did this get referred to Dominion too? It did, sir. In 2024, it did receive a referral. What did the Dominion say about it? At the time, they were wanting to understand the totality of the Scala development and they did note certain paths of the power lines serving the site may be in conflict with the airport. We did get materials from the airport and from the FAA that there would not be a height of instruction in the airport to not object to the proposal. Let me be clear about that because I heard a speaker from the airport tonight and I saw the letter from the airport and neither circumstance was there any mention at all about transmission line towers in the flight path. Okay. They said the data center was compatible land use for the airport, but they made no mention whatsoever of potential towers for the 30 KV lines in the airport traffic. I'm going to hold up supervisors. This is questions that are related to the changes that were made today, because everything else we've already had already. And normally we're trying to go straight to motions, because you all have asked me to go straight to motions. So I am asking, do you have questions about the changes that were made today, because everything else you should know already. So would you like to go and answer that, and then we're gonna keep question. I finished my answer to Mr. Turner that, correct. The letter did not specifically reference the towers that would be necessary to serve the development. Yes, sir. Thank you. Mr. Crony. It's come through the planning commission with a high level recommendation. I think it ultimately is 4 to 9-0, based upon what I'm reading here in the planning commission. I also believe that the applicant has really worked hard, I think, to come into conformance with a lot of the J-LARC recommendations that we have seen, including the site layout, the significant screening. There are some solar options, noise abatement that were put here, and I think it was in our most recent packet. And it's really consistent with the design that the Leesburg JLMA Employment Police Type has. I also found it significant. The airport came came forward and I did not realize this, I guess, until it was stated that the runway at the airport, at least one runway, would be going over this. Obviously makes a lot of sense that this type of development is being put there. And rather than residential, because obviously the noise issues that do arise, and we've been through this Blee'sburg's not Dulles, but still you do have the significant noise from many of their planes coming through that particular section. And I also found it very relevant tonight that no there were literally zero. I don't remember when we had the public hearing if there were speakers against it, but I don't remember any any that significantly stand out. And I find that pretty significant too, that there were literally, there was no opposition speakers. And a number of folks, and I appreciate the nobid DCA coming and speaking, we've not heard much from you before. And for you to come out and talk about the jobs and how data center industry is impacting your lives, that was actually very warming to hear because we don't always hear that. Often there's some opposition to these just given the nature of them. But I think this is a good application. They're complimentary There are other core uses in this place type that are compatible with the airport, I will say. Flex industrial, warehousing, contractor services. They're all compatible with airport operations. I did visit this site and this is not industrial area. property is is next to Bowling Park of Cross Trail Boulevard that has very steep slopes. It's also adjacent to a gravel road, Cochrane Mill Road with historic Siklin Post Office and store. I want to remind my colleagues that to build a retaining wall the northern portion of of the site will need to be excavated 26 to 18 feet below the existing grade of sickling road. The southern portion of the property is major floodplain associated with the sickling creek. In fact, the sickling creek is on this property. The building height exceeds the design characteristics of the Leesburg JLMA employment place type. Well, which shall be limited up to four stories in height equivalent to 48 feet. And a supervisor turner alluded to there is not utility infrastructure to serve the data center use. And it does say in our zoning ordinance that we are allowed to look at infrastructure to serve the uses that would be permitted on the property that can be considered the infrastructure. So there is no transmission lines. We are allowed to look at the infrastructure. I'm not talking about power. I'm talking about transmission lines. And Dominion notes that there are numerous transmission rooting constraints in the area that may impact putting in transmission lines. I also want to say that we were just notified of the changes to this application. We have really not had a chance to review them and neither has the public and I do think this is not how we should do business It shouldn't shouldn't be done last minute on day. I did ask that this be sent to T-Lock, and the applicant didn't want it sent to T-Lock, but I do think that is the place where application should go. A 230 KV service line is traditionally a transmission line. But data centers require 230 KV service lines. The provision of those utilities could have impacts to offsite. So that is something the board could consider. I will tell you that we've not considered it before, but it is an impact caused by the development of providing utility to the property. The proposal to construct buildings up to 60 feet in height can flex with the policies of the JLMA employment place type of the county's 2019 general plan, which recommend buildings be no taller than four stories or 48 feet in height. The proposed development will require 230 KV service lines if a data center uses pursued. And above ground 230 KV line will adversely affect surrounding development and may impact the operations of the Leesburg airport. These lines are impacting view sheds around the county. They will impact view sheds here and they will be contributing to the visual fatigue that we've been hearing from our constituents, hearing about from our constituents. Prior to amending the loud and 2019 general plan to make data centers a conditional use to be considered on a case by case basis, the general plan provided that data centers should be a complimentary rather than a core use in the Leesburg JLMA employment place type. I agree that the stories about the Nova DCA are heartwarming, it's exciting. I commend Pastor Michelle and her team for everything you're doing to help folks with employment in our community. It's very much needed. However, I don't feel that we can make land use decisions based on those great stories. I also believe that we have plenty of opportunity for nobody DCA to continue its successful, impressive, inspiring work and programming with what is already existing in the county. And I hope that you will get more support from the DCA data center community. And I also believe that at this, as you will also be getting more support. So I don't want to make an impression that I'm not impressed or that I don't believe that you're being supported from the data center community. And so, the ideal for the white paper on a tiny home community will just simply let us know what's possible, what's feasible, what's there. And I have asked the, what to do, like a dive on everything. One, what actually is a tiny home because I found out that if it's on wheels, that's not technically a tiny home because it's a mobile home. There are some DFS requirements of how large your family can live in a tiny home. So that's going to be part of the discussion. What amenities would be in a tiny home community? It's going to be a teeny tiny pool. Tiny tiny basketball court. I have no idea. But what amenities would be in a tiny home community is something we discuss how large or small it will be. And what does financing look like for a tiny home community? Because a lot of times, if you're either a senior or a college student, your financing may be a little less secure. And so I actually have asked them to do just a deep dive in all the areas of a tiny home community what look like and all the legalities around it as well. So Mr. Crowley? Yeah, thank you, Chair Randall. And also I don't know, do tiny homes, are they like, can we do quads with tiny homes and try tries or they definitely single family detached? So I don't know what tiny homes are. I'm not sure that that tiny anymore. Well, I don't know. I'm just asking. I'm not sure if you're going to be tiny home communities. website again, look no further than the Austin Texas project called Community First. They already have a well established. They're building me to think two or three more tiny home communities since we were back, we're being proposed back two years ago. So I'm pretty sure those developments already done. They have a variety of mixture from 3D printing, which 60 minutes covered a few years ago. This company that does a great job on it, I have pictures, I'll show you that. They have modular homes. They have modern 20th century, well, second century, excuse me, mobile homes that are very nice looking and fit, yep, that's it right there. It's fit all the different, you know, Ville Stockton were talking about now. They have full size basketball courts, full size community center, full size bathrooms. And full size, actually a movie theater, and a lot of great things actually happening on this campus where they have housing for, for 55 and better, for those who need assistance for a variety of reasons if they've had substance abuse issues, mental health issues, homelessness, and the community goes and provides them service as part of their program. And they're on a fixed income, fixed rental. So if they get out of the program, then they have to go through a whole probation period, etc. So there's a whole lot that we can look at for these tiny homes, but I'm glad we're talking about it here today. and obviously I'll definitely support the motion for this study to come back to us. But the main thing is we need to find a partner, a developer or a business or a nonprofit or whoever, a public P3 to bring this to Loudoun County. So looking forward to see where this goes next. Thank you, Mentor Chair Randall made a comment about land banking and is the tie-in that the county land banks and then uses those parcels, sells those parcels to do a developer and presumably would be a land lease to a developer and the developer builds a tiny home community. But the county retains the land, is that the concept? I believe that is one of the options that is in play in other jurisdictions around the country. Okay, thank you. So when I went to eight Robin presented this to them. We talked about all the things we've talked about tonight. We've talked about modular homes, we talked about, and in fact we talked about, we even talked about the homes that are built with shipping containers. I've seen some of those of shipping containers. We do know that if they are on wheels, that is not considered a home. It's considered a vehicle if it's on wheels. So we know that. Mr. Sainz, with your same existence, but that's part of the discussion that, when I say we have to involve DFS, the Department of Family Services and this discussion to see what else is there. And so, are they possible in our community and where and how and all those things, but finally, that's one discussion. Some of the things you were discussion is another discussion, but I have no issue at all with all being, all those discussions being part of a scope. I have seen, I think Mr. Sains just kind of highlighted one reason NACO has been such a, I think is such a good partner for us and we should stay involved in that. But I have, we have seen these tiny communities and I have not found literally any issues, I mean like literally, because usually the people, they're especially after 65, 70 older, not producing kids, right? I mean, you know, and of course I was just joking about a teeny tiny basketball court. I was just talking about that. But I'm really excited to see what we come back, what we say, if it's possible. I think for those of us who are really leaning into just different types of housing and loud in county, this is how to do it. Now do plexus and triplexes. I'm not sure how tiny that is anymore. I know we had a few speakers from the community come to our last meeting with questions about that. So I want to just reiterate for the public that by approving this period of validity extension, we are not signaling any support for a new application. We are maintaining support for the already approved continuing care facility that's part of the Walton Wood application. The applicant has come and filed a new application, which would add hundreds of residential units to the site instead of some of the Waltonwood property and South Riding. There are significant community concerns with that proposal that my office is aware of and that I am interacting with constituents on that is not close to coming to the Planning Commission or the Board of Supervisors. We will certainly review that carefully, but the board's action as part of the administrative items report is not related in any way to that. Finally, we'll just add that South Riding puts on an annual event called the Mosaic Festival, which is really to celebrate all the different cultures that live in the SRP community. And I always enjoy having a booth at the festival where we conduct office hours and we had quite a few residents come up and interact with us on Saturday, the rain. All of you got the rain and the north part of Loudon, but it was dark as could be, just to our north, north of Route 50, but it stayed dry. Unfortunately, the HOA had paid a lot of money for a tent and guest of dins, but better safe than sorry, and if they hadn't had the tent, we would have gotten wet, I'm sure. Two weekends ago, it went really well and hopes to do it again next year. I'm looking forward to bike to work week on Thursday. Vice Chair Turner and I went up to New York City for the bond rating trip last Thursday and Friday, which I think was a resounding success. We'll find out on May 12th if it was. My favorite slide is this one, which talks about our debt ratios, which is, I kind of joke that is my favorite slide. I'm kind of a geek on these numbers, but our debt to estimated property value should be less than 3% and we're hovering at 1.2% or debt per capita should be less than 8%. We're at about 4.7 now projected to go to only 5.23 in 2030 and so on. So we're really healthy when it comes to our CFP and the debt issuance that we hope to be able to do later in the year. I also attended the visit loud and awards luncheon where we talked about all things visit loud and our tourism industry and we learned that tourism contributes more than 4.5 billion in annual revenue and contributes to having 17,000 more than 17,000 jobs and more than than one million visitors come to our wineries in Loudon, and that makes up about 48 million for our economy. And we had some great news about our partnership with Canalonus Urgway. The harvest internship exchange went really well, and we're looking forward to the fall. When we will send people down there. We have had articles in some great magazines, wine enthusiasts and hemispheres, the travel magazine for United, reaching about 16 million readers about that partnership with Canalonus Uruguay. And that's literally earned media worth hundreds of thousands of dollars for our tourism and winery industry in Loudon. So really, really, really proud of that partnership and that it's moving forward. I think that we'll find that was really worth our investment. As far as gun violence archive, so far this year there have been 4863 total gun deaths, 100 mass shootings. The deaths include 80 children under the age of 12 and 328 children ages 12 to 17. May 2nd, May 5th, and today, I'm gonna say May 6th, discussed cross-mode center application with the applicant, JK Holding. And I will just say over,, I forget the exact date that this incident happened, but unfortunately this incident happened in Louting County, which shook me to my core. When I saw the video and then also saw the interview of the parents of the five-year-old who unfortunately was attacked verbally. And I would say even physically at their home in Loudoun County. That is, I grew up in Loudoun County. What I saw is not a reflection at all of Loudoun County. So I pray that the middle schoolers who attacked a five-year-old get the discipline, the education, and the retraining that they deserve in need because that should not be happening. Between middle schoolers and a five-year-old, or even middle schoolers to other middle schoolers, be quite honest with you. But middle schoolers, 12-year, 13-year-olds, the way they talked to that five-year-old was shameful in heartbreaking. And then to watch the interview on the local channel 4 news, We did a great job covering this sad incident, but the parents said they did research, ask questions, talk to people before choosing, they could have chose anywhere in the world, but they chose Loudoun County after doing their research and their homework to uproot their families from their native land of China and pick our county because of the research they saw and heard about how great this place is and bought their home and one of the raised their family here. Now they're probably, I'm sure they're thinking they made their worst decision in their life. So again, I hope and pray that those teenagers or preteens get the help that they need and their parents because let's be honest, they learn that behavior and learn those words from somewhere and I'm going to start at home with their parents. So as you all have heard me say many, many, many, many times over these years, I'm going to say it again. Let's treat each other as we want somebody to treat our own family and family members. I had the pleasure of attending the Loudon Economic Development Small Business Summit today at Hanson Park Lodge in Brambleton. Thank you to the team for an engaging summit to support our small business community. It was full with a weightless, so they really reached out to the community. And the keynote speaker was Louis Grovence from Disney, and the title was How to Seek Seed at Making Customer Service a Super Power. He was excellent and was very engaging. And I think it was called a speaking concert is what I attended. So I really enjoyed myself. And I was happy to support the community. And I want to give a call out to buddy Riser and calling Cardash And the small business team for organizing such a successful summit today in the little river district and as part of small Business week yesterday I visited also in Brambleton also sources most of their ingredients and is being part of the community. Chef Jason grew up in Loudon and he has a variety of specialties including ramen Mondays, tasting Tuesdays, whiskey, flight, Wednesdays, and fried chicken Sundays. So I hope you have an opportunity to visit also this local restaurant and support our small businesses and I want to give a shout out to our first loud-in-youth poet laureate. Her name is Krishna Dot Wally and she is the winner of the 2025 loud-in-youth laureate-poet Program. She received a $1,000 scholarship and a publication of her poetry with a national youth poet laureate program. And I plan to do a resolution kind of bringing all the runner ups and celebrating our first laureate program in Loudoun County. Lastly, as Mother's Day approaches, I'd like to take a moment to recognize the incredible mothers, grandmothers, caregivers who help make our county such a vibrant and compassionate place to live from our schools and small businesses to our neighborhoods and nonprofits. The influence of loud and mothers is felt in every corner of our community. As Supervisor Brisk and mentioned, Chair Randall was unable to go to the New York credit rating meeting so she asked me to lead the delegation up there and I did that as my first time. And it was a fascinating process. Kudos to county staff. We had 61 slides and we choreographed virtually every word for each slide. We went around the table. There was myself, civic and name, I'm Mr. Hemstreet, Mr. Reiser. We had several of the Chiefs of Staff for myself and Supervisor Briskman. And then John Munch, Nikki Spate, George Govann. Megan Burke? No, Megan wasn't there. I think that was everybody. That was staff. And it went off without a hitch. The way this works is you land up in New York. You get up at 5 a.m. and you show up here at 6 a.m. You write up on the train, you get off the train. You take a truck over to the Standard and Poor's, which is your first meeting and walk up in your meeting. And then you talk for an hour and a half on detailed financial matters. And they can obviously ask questions. Standard and poor has asked a few questions. We rolled out of there, had a quick lunch, and we went up to Moody's, and then went to dinner that night, and then the next morning we did Fitch, and as a testament to how well staff prepared for this presentation for all of us, Moody's and Fitch had no questions after an hour and a half, 61 slide presentation. International Credit Agency's, they had no questions for us. That's how good it was. And so I was very proud of the team. I was humbled to be able to lead it. And it was a very interesting, very rewarding team experience for LLN County. I was very proud of us. I have a one minute really left really quick. This morning I attended the LCPS Translits and Center discussion and it was phenomenal. The transition center is to enable kids in our school system that are transitioning out of high school to get them ready for a career who are in some way disabled. And I was very quickly, I had an incident in seventh grade in shop class, and I had to take a shop class. And I went in there and there was a developmentally disabled child, my classmate, in there. And they had him sawing a gigantic piece of wood, and he was really struggling sawing it. I went over and I showed him how to saw it correctly, help him out, and he was very appreciative, and the instructor and another student called me over laughing at me, said, what, what are you crazy? All we want to do is keep him busy for an hour. And I remember in 7th grade being appalled public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the public and the I have no disclosure. One, I am very appreciative of Mr. Turner leading the delegation and Mr. Brickson who Mr. Brickson would have gone anyways as the finance chair. I missed it because my, the first lady of my church passed away. I, I, I won't say her name, and it was Mary and Mitchell. She was just 58 years old and she was the dearest kindest woman, one of the, the kind that you would ever meet. And her, her service was, was that Thursday morning, and there just was nothing that was going to make me miss the Mitchell service. Less than one week before I also attended the service of the young man that was shot. He was only 16 years old. It was an incredibly hard service to attend. It was a whole church of sobbing kids from high school. And we had one young man whose name has not yet been released. He was working on one of our projects. I'm not sure everyone has even heard about this. He fell into a trench. And basically got buried alive. And when they got him out, he just didn't make it. So of all the different things we talk about and we do, one thing I think I didn't expect with this job is to be a person, to be the person who was attending services. And I just want to say that sometimes it's about, you know, that land use thing or this vote or how much we dislike each other or do like each other, all that. And sometimes it's something more. And the past two weeks have been tragically hard for us in Loudoun County. That's all followed up by a plane crash that happened at the beginning of the year. We've had a heart year. If you're looking up and paying attention, we've had a heart year in Loudoun County. And I associate myself completely with Mr. Sains' comments that he said about how we're just treating each other, how we're talking to one another. I do talk about giving each other grace all the time. I don't think there's anything else that's going to get us through these very hard periods but trying to listen to one another and give one another grace. And so I know it may sound like I'm being preachy but right now I think that's all I have to to hold on to or lean into. And so that's what that's why I talk about it all the time. So I just just want to say that this has been a really, really tough two weeks for the county and for me. And I just, you know, I say all the time, it's okay not to be okay for the couple weeks, I really haven't been okay. And I want to say that.
