I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. you you you you you you you you you Especially to kids. Kids were very comfortable around her and whether it was doing little crafts or giving things away. Just numerous things she was involved in, representing Ms. Tussin scholarship organization, I think, is what it's called. But she basically came to represent Parks and Recreation too. She wore our creating community t-shirt with her crown. And she was like having another staff person there, but warmth and an authenticity that is what she exhibits. I found, I find very impressive. All of our team was very impressed with you, Jocelyn, throughout your year and your commitment to what we do and to going, attending. And I don't know that if you have the final number, you can tell us with the final number. But I know at one point during concerts, it was the 100th event that she had come and volunteered out and represented the Miss Tessin scholarship organization. No one has come close to that. And like I said off the charts, she blew us away. And so it was because of all that that we wanted to invite Jocelyn here today. She made us better this past year. In her and her reign in her years Miss T here today, she made us better this past year. In her reign, in her years, Ms. Tussin, she made our events better, she made our department better, she made the city of Tussin better. And I don't say that lightly because I just really appreciate that. And I know for Ms. Tussin, a big part of what Ms. Tussin is about is providing great examples to young ladies, you know, and people to look up to. And yes, Jocelyn did that, no doubt about it. The little girls drawn to the crown, drawn to wanting to see pictures with Miss Tussin, when hanging out with her, do a craft with her. And she was just so welcoming and so inviting. And that's what Miss Tesson should be about. At least from my perspective, as a Director of Parks and Recreation, you typified what I would love to see in that. And so as staff, as a staff person, as a Director of Parks and Rec, I just wanted to say thank you. And I wanted to say that and be in front of our commission and then be able to provide a, provide you a certificate of recognition on that. It's small, it's a small token, but just know that there's a lot behind this in terms of what you've meant to us this past year. And we wish you could just stay on as mistested. Nothing against the current mistestant? Of course, it doesn't work that you get to be mistested forever and we understand that. Plus you're going to get married at some point Tune your fiancee here and so so you can't be a Miss Tusson, you know pretty soon anyway I'm not sure when your wedding is but So there's that as well, but the year that you were with us Just tremendous and just we just appreciate that support and that connection with our community. So thank you. So I will turn it back to you, Chair Pro Tem, but I don't know if the Commission wants to say anything, but after any comments, we'll do a photo with Jocelyn and just and give her this certificate. Thank you, Director Clinton. I also echo all of those sentiments, attending a lot of events, always seeing you there, always seeing you with the children, which speaks a lot because if children are drawn to you, that says so much about your character, radiating a light, and just making the city of Tustin better and all of our events. And so I just want to say thank you from the bottom of my heart because I was always a joy to see you at the event smiling and taking such care with our community members. Do the chair? Yep. I'm going to say congratulations as well on 100 events. That's incredible. Thank you for your service to City of Tussin and making all the events special. Here's a chair. Just want to say thank you so much for all. You have done the past year as Miss Testin and I want you to come back as Miss Testin. Through the chair. Thank you for everything you do all your service you do for the city of Tustin and listening to all the nice things Chad said about you. If you want to work for Park and Rec, you might want to put an application right now. But through that, you believe me, we would hire her in a heartbeat, but she actually has like a real job. And I should point out that her mom is being right there, and that's her mom. So she's very proud mom there. That's her mom. So you should be very proud, mom. You're very proud of your daughter. I'm proud of your fiancee, killing as well. So, and then do we know, after a hundred, did you keep counting or did you stop counting? So that hundred appearance was a bit of confidence in you? Oh, it was. Oh, it just happened to be a hundred. Wow that it really worked out, didn't it? Okay, would you like to say anything before we? Absolutely. I mean I just I want to say thank you. You know I everything I did throughout this year was everything I wanted and more. I started competing back in 2017 and I didn't know I'd end up here and I wanted to make the absolute most of it this year and I did everything not thinking anybody was watching, you know? Just did everything I wanted and I thought somebody was watching and I really appreciate the recognition. I really do. Thank you. We were watching and counting. You're all counting. Okay. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. I'm going to be in the middle of that. No, you take it because I have all their pictures. Oh, you have theirs. Okay hold on. Oh No, I'm taking note. Yeah Oh cute So. There's a little bit of room. So are you ready? Do I need to move? I'm going to take a look at this pool. And I see you guys are all going to show these things. Here we are. I'm just going to see if we have to walk this way. I'm just going to walk this way. I'm just going to see if you guys are all going to show these things. Here we are. All right. He talks way more than I do. Yeah. Oh, sorry. Where else? Oh, come on. Our beds anytime. Rolling work. You're so worried. You're so worried. Yes, I still have a day. That's nice. Thank you guys don't have to stick around. Yeah, you can stick around, but you do not have to stick around. Bye. I kind of a nice evening. Bye. At this time, we'd like to recognize any public comments. to recognize any public comments, were there any public comments in minute? No. Okay. On to the consent calendar. It approve items one and two. The September special meeting, minutes and communication correspondence. Through the chair. For this, one, we do a motion individually just because I have to stay from number one. Okay. Since I was in here at the last one. So I'd like to make a motion to approve item number one. I'll make a motion to approve item number one. Second. Amy. I'm sorry. Second. All in favour. Aye. Aye. Aye. And then motion to approve item two on the consent calendar. I'll make a motion to approve item two on the consent calendar. And I'll second that. A second. Or do you already second? Yes. Okay. I'm sorry. I think I'll in favor. Aye. I think we're too far away from you guys. Regular business, Director Clantay, I believe you have a presentation for us. Thank you, Chairperson. Actually, I will tee up a presentation for this, but we have a actually special guest to give a presentation. So the first item on the agenda tonight is a total communication board. This is a pilot program that we are recommending to the council. And then it's about making sure that we are inclusive in our parks and our playgrounds. And so to give a presentation on what she has designed and what she's about and what she's passionate about, I'd like to introduce Caroline Cho to come up to the podium and here's what we know about Caroline. Caroline is a high school student here in Tusted at Beckman High School. And are you a senior or are you a junior? She's a senior, this is a senior year. And Caroline came to us, I don't know, six months ago, with this idea. And she's actually gone to a few different agencies with this idea, but we love this idea. And we think it is worth considering. We wouldn't have brought it to the commission if we did not and so Katrina if you have her powerpoint Up then I'm gonna turn over to you Caroline Okay, first thank you so much for giving me the opportunity to speak and share this project with. So communication boards in Tussin Parks. So the overview of my presentation today, I'll be going over a little recap of what I shared with Mr. Clinton and also Alissa with Parks and Recreation about this project as well as some research on what these communication boards really are. Then I'll be going over some success stories and as well as some progress since our last meeting. And then I'll be going over this design and functionality of this communication board and then some future plans for installment. So to give a little recap of the communication boards meetings from before, basically what these communication boards are, they are a visual aid for non-verbal or for people with hearing who are non-verbal and who need visual aids to speak. So I first introduced the concept of communication boards as a tool to support children with communication challenges. Those who are nonverbal or speech impaired. I would like to highlight the fact that these communication boards are not limited to those who are just nonverbal or speech impaired. They are universal and they are available to use for everyone. That is what makes these communication boards so unique. They make the playgrounds more inclusive spaces for children so that they can fully engage and play safely with their peers. As you know, playgrounds are kind of a central hub of communication and research actually shows that playgrounds are actually the hub of, you know, where children are able to really grow and communicate with one another and really learn socially. We've discussed the feedback about the implementation, design, and community impact, and we also discuss the potential of bringing it to test until our days. So a little research about communication boards. I'm actually the founder of a student-led nonprofit organization called Koi, which stands for Knowing Others to Inspire. We have a few chapters around California, specifically in Fullerton, Palo Alto, and then we also have one in New Jersey, actually. And one of my, yeah, so one of my team members, her chapter in New Jersey, they're actually working on the resources page. So as you can see on the right, we have some videos for those who are new to, you know, what really is knowing others, to be honest. So we have some videos, articles, and networks. And my nonprofit organization is actually centered around the theme of neurodiversity. And so this entire nonprofit and this project is actually dedicated to really raising awareness about neurodiversity. So some success stories of these communication boards. So I actually will show my design later on, but these are some prior ones that have already been made in other parts of the US. So we have Canton Township in Michigan, Massachusetts, Florida, South Carolina, and then so forth. Now, I would actually like to point out the one in the corner, Huntington Beach in California. That is actually the board that I saw in person around a year ago, and I was truly inspired by the board because when I first came to pick up my cousin from the playground, I saw a group of voices that are unheard and we should really become more inclusive in playgrounds. So some progress in the last meeting, I actually installed a communication board in my tutor time and preschool at their time in Irvine. And we introduced the communication boards in the preschool setting and my former teacher's actually love the idea and I love seeing the children use it. I'm also using working on installation into USD schools. So I'm working on around 12 schools right now. We've kind of pushed the project back to later in the winter because school just started up. So I can't do it right now, but I'm working with the Board of Directors and Educators in order to implement these communication boards in the playgrounds and on the gates. In addition, I also have an ongoing partnership with CitySide Fiber and they've been providing me the money to fund all of the initiatives at my nonprofit organization, including the Communication Boards project. And finally, this is a more recent project, but the test until the day's two weekends ago, I think. We finally got a board up, and this is kind of a pilot program to the pilot program that we're about to house. So this is the first installment in the public area outdoors. So to go into the design and functionality of this board, the board is 5 feet horizontally and 3.3 feet vertically. The frame material would be mounted by wood and will be mounted into ground using anchored posts for stability and it is going to be a sticker material on acrylic. It will be coated with acrylic for added weather resistance and durability. Here is a photo, here are some photos for reference of the size. As you can see, it has to be very big in order for children to actually use it physically and it has to be a tangible resource. And preferably it should be mounted towards the ground so that children can actually reach. This is a photo of the design. I actually designed all of the graphics using Illustrator and Some new updates that we have is a QR code to my nonprofit organizations resource page as well as my logo and In the future we can always add more so like the parks and recreations logo as well as well as a description on how this board works. So for future installment plans, our pilot program consists of three parks currently, so Cedar Grove Park, Citrus Ranch Park, and Heritage Park. These are all parks near where I live, so I wanted to put these locations near mine, and also we have Tussin Sports Park which is a potential addition because they have a lot of ADA accessible resources such as like the strap swings as well as the spinning device that is mounted to the ground. That is the end of my presentation. Thank you for listening. Thank you, Caroline, very much for that presentation. I'm going to have you stay at the podium because I'm, as I turn it back over to the commission, a couple of items I wanted to add. And then the Caroline will be here if you have questions or suggestions. So what is before you, it really is to discuss these communication boards and potentially approve the insulation of these boards at the three locations that Caroline mentioned. Cedar Grove, Citrus Ranch, and Heritage Park, Staffel identified the best location adjacent to the playgrounds. She's identified the insulation method. Now this board, because we haven't had them printed yet, we can make changes to this board. We are open to suggestions. Now I will say in this design, Caroline, with those examples she gave, she has followed examples of, there are examples of both commercial products. In fact, one of those boards was done by landscape structures, which is a playground company that we have some of their playgrounds in Tustin. They make a commercial version. And then there are other versions, examples you saw there that are done by community members, just like Caroline has done. And the one in Huntington Beach was done by a Cal State Long Beach student who was learning speech pathology. And so these, what she's fashioned, what she's created, developed, is based on, I actually, I had to look it up, augmentive and alternative communication systems. That's what this is. This board is a augmentive and alternative communication system. And it basically gives people with or helps people with a variety of communication challenges, whether that's congenital or acquired disabilities, the ability to communicate and to belong, to be a part of a group playing and so forth. And so that inclusivity to us is a direction, we wanna be heading more in that direction. And so when Caroline came to us, we like this is great. And doing this is a pilot program for the start of these three parks. We see this down the road potentially going to other parks as well. But right now in its initial stages, we want to give the commission an opportunity to give input on it. So we are open to suggestions. It can be further, changes can be made to it, additions can be made, Caroline mentioned adding the Parks and Recreation Department logo to it. So it is, we still can do that. So we're open to suggestions. But then reason, as long as you're not changing the fundamental design of it, which is again was done with, with, or based on real science and real research. And so just very impressed with Caroline and her follow through and what she's created here. You should be commended. We've met her father who's come to Colomini's not here tonight, but as your parent, your parent should be proud as well. It's like I told Ms. Tustin or Josson's mom to be proud. Same thing as I told her dad very impressed with Caroline. But I wanted to now turn that back over to you, Chair Pro Tem, to discuss suggestions. But potentially, even if there are suggestions, potentially prove it tonight with those suggestions, if there are any. Okay. Thank you. Well, Caroline, amazing. First, I do want to commend you as well. Being an educator that you saw a need and then you looked for some solutions existing and then how you could put your own creative spin on it. I love this, these communication boards have a couple of questions and I don't know if you can answer them, but the first two were about costs. So cost is one, we can come back to that because maybe that's a question for you, a chat, a director Clinton. But the other kind of big question I had was, is it possible for it to be bilingual? So English on one side and Spanish on the other side. Have you seen that? And what modifications would need to be made in order to do that? Because I do think we have a large Spanish-speaking population. And I'd like to see that be included in the design. Yes, of course. I've actually seen a lot of bilingual versions as well so usually it's not double-sided it's usually on one side and we have English and then on below it we have Spanish and I've also seen some versions with Braille as well the reason why I actually put only English on there for now was because of course because I wanted to implement them as fast as possible in my schools and stuff. But I think that that's a great idea. And I think doing it double-sided, I'm not sure how the printing would work, but it's definitely possible. Yeah, I'm glad you mentioned the Braille, because that was my other question. And then just kind of this idea of a sensory touch element to the board. Have you seen anything like that? Yes, I've seen a lot of versions that have braille on it. I definitely think that that's a feasible option to go for, especially if we're looking for a more professional version in parks because, you know, putting just a piece of paper on parks might not be the best option. So yeah I think that's fees. So director Collector I think I was asking about the cost. Yeah so at this point based on the as a pilot program to it's all the three locations we are we're we have estimates on in fact we've since we've done the staff report, we've gotten a quote on doing three signs, again, the three by five, with an acrylic that's got a graffiti coating on it. In the staff report, I said, approximately 1,000, it's more like 800 to do those three signs. And then we would work with our own public works department field services to have them installed, to have them mounted to posts like three signs. And then we would work with our own public works department field services to have them installed, to have them mounted to posts like Caroline described. We'll be able to absorb that within the existing department budget is if we were to down the road do additional ones or do them where if you're adding Braille as a whole other element to it, right, because there's the tax-hide portion of it. But at least at this point, being able to do these first three, we know we can do with an existing budget. Down the road, we may need to add a budget item or add dollars to the budget. But again, it's an easy case to make to do something like that. So at this point, the we don't have to, you don't have to, well the commission does it authorize funding anyway but we have the funding available. Through the board. Is this your first communication board? No I have one in two or time right now. One what? One at a local preschool? Feeder time. It's a one what one up a local preschool Fitter time it's a local it's like a commercial preschool this This displayed this one are you doing something else like in math or anything else? Just these are like letters and pictures, right? But do you plan to do another Communication a communication board in a different like math or science or things like that? No? Through the chair if I could Caroline to these are more about communication than about the subjects. It's more about a child whose nonverbal can communicate or even an adult, I shouldn't say child, either to communicate. And the other piece we love about this is above and beyond its potential use by nonverbal individuals is the message it sends to our community that all are welcome in our playgrounds, regardless of your ability. Yeah. Well, I was thinking something like this. How about you mentioned three schools, but I was thinking about the youth center, because we have lots of kids there. And so I thought maybe we can have one of these to use. Yeah, the child is a great idea. We see this expanding down the road, for sure. And I love Chair Pro Tems. the chair. The chair is a great idea. We see this expanding down the road for sure. And I love Chair Pro Tems. Wesson's suggestion on Spanish because, yeah, several of our parks, if not all of them, could use the Spanish translations of all the different words. And I guess I was anticipating, I was thinking double-sided too, but it does make sense that you could, for a word, for any of these words, you know, you could put English and then Spanish around below it. Through the chair, great job, Carolyn. A couple questions. When you saw the board at the beach, can you describe how they were using it? I'm trying to, someone points at something and there's a participant next to them and I just, I mean, how's the conversation going with the board? How do they use it? Yeah, that's actually exactly how it works. You just have one person pointing and then the other person pointing in another. And usually people say, oh, what if it doesn't make sense? You're on a playground with children and they're going to be pointing towards food or water. And that's kind of, the message is kind of implied in a way. And because children are using it, it doesn't have to be complicated at all whatsoever. So simply by pointing it spreads the message along. Okay. All right, thank you. And have you, when we put in these parks, have we decided what's the best placement for those so it gets the most use or most visibility? Is it going to be with the playground equipment or off to the side somewhere? We would be placing them adjacent to playgrounds specifically. Where each playground would depend on where it's accessible, it's visible, and there's room to put the posts in the ground. I'm sure with these three playgrounds, there's plenty of room around each one that we won't have an issue. Chair. Well, thank you. Through the chair. Thanks for the presentation. It was great. I just said just some logistical stuff. Will this be this program for Chad, resistant to graffiti? Yeah, they are easily washed the sign that we've quoted or that we've got an estimate on that Alyssa got an estimate on was had a graffiti Coding on it to where it would be able to be wiped off Where easily the note was just a regular wood board like a plywood board or something and what what's the, are the, would these be pretty easily replaced if one was damaged? You wouldn't have to replace the whole structure. You could just replace the board itself. Yeah, I guess so because if we, if we mounted them, bolted them to posts, then yeah, we could unscrew one and then bolt in another. Haven't made, yeah. Okay. Yeah, those are just my main concerns. And then I like the colors and the placement, the only thing that I would say is I'd like to see, I guess, bullet points, short bullet points for instruction. But again, I also don't want to mess up with the design, but just for somebody's not really used to seeing them, you know, seeing a bullet point say, you touch here, you know. Essentially what it says in the paragraph above, just easily identified, I should say. So putting those sentences each into its own bullet. Maybe simplifying it and making like just a couple bullet points so it can just be and with good spacing so you can just easily identify what you're supposed to be doing with it. That's the only thing because it's a great idea and I just wouldn't want someone to walk it up and not really knowing, especially if they're having a hard time communicating so. We can take a look at that. We don't work with Caroline on that. Director Clinton, is there a timeline for when you want to put these in? So by the end of the year and a couple of months? I think so. I think it's something we want to be able to do between now and the end of the year. If we can do that. Depending on the changes, the commission we want to see before we finalize the print on these, the Spanish translation might take some time. But we can assist with that. We have people who speak Spanish in our department. So we can definitely assist with that. But then it would be putting it into the design of the board. So that would take a little bit. But but yeah that's kind of what we're targeting is by the end of the year but into the for sure have them ready the first part of next year have them in the installed in the parks would we be able to see the the final design before they they're installed if we were to approve this installation we can bring that back to a future meeting. Yes, we can do that. That's fine. We have one more meeting. So we have the November meeting in a month. And then we go dark in December. So that wouldn't be until January. So it may push us back a little bit. If we were to do that, make some changes by the next meeting. But that doesn't lose us a lot of time. And we're still on that path. How much, Caroline? But but that doesn't lose us a lot of time and we're still on that path I'm much Caroline. Thank you. Thank you. Thank you. Excellent job. Amazing. It's A more I'm sorry no you can't come back to the question. She won't let you go You're a senior right now. Yeah, so what's your plans for college? I'm applying, I'm applying to schools right now actually. Are you still applying to schools? Yeah. So the applications do in December or January. And then what field are you interested in? I'm interested in psychology. So attending for your university. Congratulations. Thank you. Excellent. Thank you. Thank you. Any other discussion on that? The recommendation is to review and approve the details of the Community Commission Board as a pilot program. So do we want to make a motion to approve these communication boards as a pilot program for Cedar Grove, Citrus Ranch and Heritage Park? Or are there any other things that we'd like to see before we approve this. I'm thinking through the chair, I'm thinking it's a pilot program, so I'm just going to be a learning experience from the very beginning. So I would just approve it the way it is, and then as a pilot program goes on, we can make adjustments. Do we need to make a motion? I'll make a motion for sorry. I'm sorry. Excuse me. Do we need to make a motion? I'll make a motion for that. What is the motion? Yeah. The motion is to what's recommended by the staff since it is a pilot program. And then we'll see how it turns out down the road. So I would approve that to start the pilot program with the Cedar Grove, Citrus Ranch and Heritage Parks. So if I understand you correctly, the motion is to approve the installation of these communication boards as a pilot program for Cedar Grove, Citrus Ranch and Heritage Park. Yes, yes. Okay. Okay. All in favor? Aye. I have that motion carries. Thank you. The next item on our agenda is a special event review test until or days. I will defer I was unable to attend this year Through chair I was there for a few hours each day That's an understanding yeah, so is everybody else Amy Nakamoto and Marilyn and Alyssa and Chad. It was a great event. Had a good time, it was good, it was perfect. We got to beer finally pouring good. 30, 29 degrees good. And it tasted really good. But. The chair, we had a tiller days miracle. Tiller days miracle. Friday night to Saturday morning. We had a tiller days miracle. Tiller days miracle. But seemed to go well. All the staff and all of the volunteers seem to do a good job. Not sure how busy we were. I think we probably did 40 kegs of beer maybe. If you guys counted it yet. I don't know. To the chair, I don't know that number. I'll talk my head. Well. So we'll know more Monday. Okay. So everything seemed to go real smooth. I know the only issue that came up when I was working there, some people were talking that they would like to move the sports that don't back where it used to be. So when they're, so they can listen to the band and see the band playing also. They tend to want to watch a game and also see the hair to the ban and see the ban playing also they tend to want to watch watch the game and also see here the ban Which is makes sense, but that other than that I thought I went great Through the chair if I could ask Commissioner Henderson you the that was heard by like attendees not necessarily people working the booth but like attendees attendees. Yeah That's good. Well, I'm not that. And then I guess it's tiller days include the parade. Yes. Of course. Well, some of these commissioners may not know this, but we got first place in the float. Yep, so. And I need to think of these three ladies here. Katrina planned it all and did a very good job. Marilyn goddess, I know she's the one that signs up in a contest as a float and goddess on there. And then, Lisa made sure everything went smoothly. We had the sleeves and then her son and Amy's grandchild. We're all on there, nobody recognized us and we had a really fun time and Amy was yelling, yelling as loud as she could. That touched in rocks. Awesome. Yeah. We really got first place. Oh my gosh. We got big trophy, I guess. Chair, just in the photo in front of you and the photos are probably with the photo in the upper left. You would never know it because that is Ken Amy and Donna in that. That is awesome. Oh my gosh. Through the chair. I've also seen a couple photos and I like to add that Stephen Cosack Jr. looked like a fantastic rock star. He did. He did. Is he on the one in the middle? No. He's the one fast out on the straight. Through the chair. When Steven Kozak came by and I was announcing and trying to watch you guys, I was shocked because you guys were so awesome. And I was like, that's not him. I mean, you guys were just decked, you deserved it. You guys were great. It was awesome. Your energy was amazing. But your dad cracked me up. It was just, it was really a highlight for me for the parade. You guys deserved it. Congrats. It was a lot of fun. We had a great time. Right. Well, through the chair, maybe because nobody knew who we were. But thank you, Katrina, Marilyn, Alisa. I guess Chad too. I mean, I'm sorry. I look Chad out. I apologize. I mean, thank you, Marilyn, for signing up. I mean, entering us, Marilyn for signing up. I mean, entering us as a float and then Katrina, we're looking forward to next year. Through the chair, if I could, I just want to publicly thank Carl Haley, who stepped in. Garrison divined it a lot of the pre-work, but he, as commissioners may know, he had his first child, so he didn't attend the event and finish off with the events. So, Carl stepped in to take the lead on the event, along with Michelle Marcus, our community volunteer chair. She was there with Commissioner Nakamoto all the time, and she sprained her ankle the first night. So she was tremendous. So we can't say enough about Michelle Marcus appreciation for her. But also, Cheryl Katie with the parade. It was a great parade as Commissioner Henderson said. The weather was excellent. It was a very smooth year. You can see some of the highlights there with the the Wiener Dog races, the wrestling, we did have the wrestling back, a different wrestling company, but on the far right, we did have them out the great rides. The one number that I do know is the Carnival rides is was the revenues from the Carnival rides was at an all time high. The first time we went beyond $350,000 in Carnival revenues, which is, you know, we're very happy with it. And other numbers will be coming in slowly. Like the amount of beer we sold and all the revenues to be able to put together the final budget, because as usual, we will contribute funds to all the different nonprofits that assisted with the event like the service clubs like the American Legion and and others that we always pass through funds from the event proceeds so that the district should be no different but early indications are that it was a successful year and So we appreciate all our volunteers commissioner Henderson was there more than a few hours and we're very happy that we had that tiller days miracle for the temperature. At the 49th we weren't sure if the look like the refrigerator units were broken on at least one, if not two of the refrigerator trailers, but the next morning all was well. So it was. We had the jockey boxes already to go. We had a backup plan. We had a backup plan ready to go but without the trailers. We did not even need them. It was it was yeah, so it was great. So thank you to all involved. Appreciate it and thank you commissioners for your support. And a great idea about the we will look at potentially moving the sports zone back. We'll pass that information on to Carl for sure because Carl will be doing the event moving forward. Okay. Congratulations on another great event. The next two items are part of the commission's commitment to increase their presence at I think we need to, I think we need to, accelerate, approve the input on tiller days. I'll make a motion to improve, I mean, I'm not sure. I'll prove, maybe improve, but I'll prove the input on tiller days. I'll second. All in favor? So the next two are part of the commissions. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. I think it's a good question. Did you want to talk about those Dr. Feige? Yes, thank you Chair Pro Tem. We know that the Commission likes this event because you like to judge the costumes of all the children and decide who's better and give them prizes. And this year is no different except for the fact that actually our new city manager, Aldo Schindler, has RSVP as well, he will be helping to judge. So that takes a heat off of the commission a little bit. But we would love for you to be there. It is a rock and roll themed event tied to the Creating Community Tour. So, many staff will be either wearing the Creating Community Tour t-shirt or dressed up as a rock star. In my costume. So we do have the, I think we still have the wigs and the tattoo sleeves. They're all been given out. Oh, never mind. You have to find your own. Sorry. Shouldn't be the case. OK, so we'll get information out to you on it. And we'll get an email to you to ask for your RSVP but just to be clear if you come to the event you're gonna judge you don't get to come to the event and not judge and but we do want you to be there we do want you to judge it is a good time you don't have to dress like a rock star we're just I'm just telling you the overall theme so I know Commissioner Henderson is either a pirate this year pirate or a no It's one of two pirate or cowboy, but you're not coming this year. I'll be there. Okay, but you're not getting you already know what you're gonna be I don't know if I could I could be that this is for another party. Okay. Anyway, so we would just want the commissioners to be able to attend. If you can commit tonight Great. That would be great. If not, we'll follow up with an email. I I plan on being there. Yeah, I'll be there. I'll be there. I Got four yeses Next is, uh, do we have to improve it, improve it individually? Improve the involvement of the commission at the event. Okay. Move the, uh, prove the involvement of the commissioners at the Halloween how event. I'll second. All in favor? Hi. Okay. Okay. Next up is the, our participation at the 2024 Veterans Day celebration another rate event we're looking forward to hearing about that director flant. Yeah, thank you a chair pro Tim So we are doing a Veterans Day celebration if you recall last year We actually had to cancel the event because of the hangar fire So in your packet under our communication correspondence there is a better as day flyer. You see it there on the screen as well. It is, we're doing this. So we're doing it on the Saturday, November 9th. So it's actually two days before Veterans Day. But because of this event, as you recall, this is a celebration. This Memorial Day is more of the, where it's more somber, where we're remembering those who who served and for our country this one is celebrating people so it's it's got we're gonna music we're gonna have a beer garden a car show food trucks and then veterans resources there will be off the small ceremony at the beginning of the event but it goes from 10 to 2 it's free to the public it's's a veteran sports park. As you as we've told the commission, we've moved some staff around. So this isn't as no longer Garrison Divine's event. He's now at the senior center. So one of our new staff we met last month, Miriam Garcia, is in charge of this event, along with her supervisor, Carl Helili. But it's a very similar event of previous years and for commission involvement We would recognize you on stage during the the celebration the commemorative ceremony But also we would love to have the commission help us out in our information booth and Ideally split the shift up 10 to 12 and 12 to 2 and have you help us out that way. And that's our recommendation to the commission for your involvement if you are available. And again, this is like Holman Hall. You can commit now or or will send you an email and pester you that way Can commit to being there I had a question So you're doing it on the ninth is have we done it on a different day before We plan to do it on different day last year But it just so happens that it got canceled but that last year we shifted from Because the 11th this year, it will be Monday. Right. And to do a celebration event, it just makes more sense. And other agencies do this event on a weekend because of the nature of the event. If it was Memorial Day, we would keep it on that. Well, it's always going to be on the, on a Monday for Memorial Day. But, but because it's a celebration, we, Garrison, who was still doing the event at that point, he sort of looked around other cities in Orange County as well as in LA a little bit, San Diego a little bit, and actually, yeah, several other cities do a similar situation that they'll celebrate it on. If they do a Veterans Day celebration, they'll do it on a Saturday. I will be there. Any else? I'll be there. If I could get an email, reminders like figure out which times. I will be there. I'll be there if I could get an email reminders like figure out which times. Is the opening ceremony at 10? It's at 11? Because they do this silent. Oh, we do a moment of silence at 11 11 11 11 11 11. Yes, what's at 11? Okay. I want to make a move to approve the details of our participation of that events day celebration. I'll second that. All in favor? Aye. I'll have to get an email and get back to you. Yeah. Certainly. Certainly. The next item is the our park tour, 2024 park tour and park and facility improvement summary. I believe there is a park tour review on an our package. Does anybody have any any additions? I do want to say thank you for putting this together in color coding it. That's really nice. Thank you. Good to meet you. Thank you. Does anybody have any. Any additions. I do want to say thank you for putting this together in color coding it. That's really nice. Thank you to Katrina for doing that. Inspired by a list of tasks. Yes. Yes. So this is a receiving file item, but if the commission does have changes, something we did we neglected to put on there, that you remember, we can add it, and we can approve it with that addition or change whatever it may be. Okay, so drinking fountain, such as park. Okay, I'm glad to see on Laurel Glenn the rap. I think that every time I walk past it. I'm glad to see on Laurel Glenn the rap I Think that every time I walk past it Yeah, they're right out in front of that park. Yes, there's a there's a traffic signal cabinet Is there an update on Centennial Park? Later. Okay. Through chair. It looks good to me. This is just a receiving file item. Okay. Next up are our Commissioner Park Visitor. Do you have to have a motion to receive and file the park tour and park facility improvement summary. That's a second Ed Dona. Yes. I'll second. Second. All in favor. Hi. Okay. Commissioner Park visit reports. Commissioner C, visit reports. Commissioner Kosek? Yes. For heritage? Well, for heritage and for both. For heritage specifically, there's some track damage from probably recent work from the vehicles, multiple places within the park down down to the mud. Pretty, I mean, it's very noticeable. Through the chart, like tire tracks in the grass? Track, like tracks from whatever equipment you use. Truck or whatever. Yes. Through the grass, I mean, it looks, it not tires. It just tread marks. If you're looking at the park from Heritage, so you're looking at the rink and the playground on the right-hand side. And it's very bad on the right-hand side, and it's very bad on the right-hand side. And also there are a couple marks on the left-hand side as well. But overall for heritage, and just I mentioned in Laurel Glen too, they're still really, really over-watered. I still, there's a lot of soggy, muddy spaces, especially, I'd say within the areas, about five yards and in from sidewalks or paths that are in there. There's just, it's getting a lot of water. Which parks, please? Yeah, again. Heritage and Laurel Glenn. I've heard that same with communal reality too. That's it for me. Thank you. Thank you. Commissioner Henderson. Since we went to my parks during our park tour, and the only one where Zangol see is to make Fad and Pasadena Park. So I'll visit that. I want to get a report on that next time. Welcome, Otto. I checked the at CT and I noticed that they wouldn't be on the outside patio. Some of them are kind of worn out. So if we could check, check yeah we're outside patio. The building. I'm sorry next to the building. Yeah one that the benches are under. I might make a sure. Thank you. So I did not because we all of these parts were on our park tour. So I don't have a park report this month that I will next month. Next up are the Commissioner Liaison reports Commissioner Cosa special events Since you really apologize. I do not have a report. It has been an absolutely crazy September and thus far October for me Thank you commissioner Henderson economic development. Yes One one nice thing if you go to tincalforn.org forward slash current projects, you can go through there and they got the flip chart on there. You can go through all the things going on in testing here, all the projects going on in testing. And it's pretty neat to see. So if you're interested in that, you can see what's being done and tested for this year can even go back to Last year or the year before it gives you all those options. So so that's a test in California dot org Going on the city currently housing element rezone projects are looking at Housing residential development at Inderly Center and at the test and marketplace And also increasing the at the test and market place and also increasing the capacity at test and legacy. Looking at improving cold streaming and improvement programs, so things should be streamlined and be done in a quicker manner. So we talked about that. Test and public schools. The average school is 50 years old and testing now. So on the ballot now that you may have noticed, they got Major J on their, none of the funds currently will help out with maintenance or maintaining the ability. So that's what Major jays would be for. There's three trust e-seats of bail will coming up for reelection and then if you're at the district and that that Halloween party we're talking about Halloween how and you haven't got your costume yet. Amy the at the district is a Halloween shop they're called Spirit Halloween is right on the promodata. Okay, so keep that in mind. The right max is there is now open. Market place, they got a new barbecue place called barbecue and spirits, it's next to their BJs. I think I mentioned this before, but the big blue swim school is open now. And I heard a few people may be doing this, but Dino Dash is coming up on Sunday the third, I heard a few people may be doing this, but I don't know. I should be coming up on Sunday the 3rd, November the 3rd. So start training for that. Okay. That's all I got. Thank you. Commissioner Takamaro, Senior Advisor. The Senior Center. There'll be an excursion to San Diego on Tuesday October 22 from, from 8.30am to 5pm and the fee is $59. The senior grocery distribution is October 24, from 10.30 to 11.30. The meals on Wheels' birthday celebration is Tuesday, October 29th from 12 to 1pm and we have in the Halloween luncheon Thursday, October 31st from 12 to 1pm. That's it. Thank you. I'm a testing community foundation. We wrapped up a sunset market with the city. Very successful, very happy. The last one was a little bit hectic for myself being on the test and community foundation board and the commission because we had the dedication of the bench and then we had the, I say the dedication but the unveiling of our, our light new lighting. Makehouse home. And so, but it was, you know, a great event. We're super excited about having it come. So did we say that we decided it was going to start a day for this time or we haven't decided yet. Okay, and then the we were very happy to take third in the float. Apparently that was the first time we've ever and hopefully someone came and picked up that trophy because that was the Test and Community Foundation was there and we needed to we I don't know if we picked up the the trophy. Mm-hmm. Super heroes? Yes, super heroes. Mm-hmm. And the Mayors Thanksgiving Breakfast is coming up on November the 21st. So that is a testing community foundation. And now the directors report. Thank you Chair, Pro Tem, Wesson. We have a few items. The first is, you mentioned it yourself, Chair Pro Tem, the sunset market. We are finished with it. And now we're moving toward, it's, it was the first time we did it, Maryland, beautiful, deputy director, Maryland, but you share was in charge of that event. That was her baby and now we're looking at what, what we learned. So deputy director, be sure, do you want to brief the commission please? Okay. Well, we had a debrief meeting with all of the partners, of course including Tusson Community Foundation because that's a major part of that event was Aaron's hard work and dedication. A lot of things came out. We looked, we were looking at if the months made sense so we're still not committed to if we're going to start it go April to August or if we're going to keep it the way it was. So there's still some discussion. So we haven't made final decisions. We're also looking at potentially a different night of a different Thursday night because of various things with other items like the food distribution that happens that day. It's really taxing on the staff to work all morning and all night and having the and also there's trash pickup in that area on that Thursday night. So more to follow I'll be doing a report hopefully here at I believe the second meeting or the first meeting in November for City Council just a brief report and then I'll be passing the torch but be on the committee but I'll be passing the torch to Vanessa Osborne so she'll be leading it next year But we look forward to another you know successful season so it's it's a win So instead of the third Thursday making a different Thursday, but still Thursday. Yes. Still keep it on Thursday Thank you deputy director Beuchir the other thing we're looking at for next year is, I don't know if the commission has aware of this, but there are two different capital projects from improvements planned for Old Town. One tied to El Camino Real, which would involve parklets or parklets. This is like outdoor seating areas for all the restaurants. Formalizing those like the one in front of chalk or the one in front of rubigores but formalizing that, constructing it, making it permanent where the nearby restaurant can put out their own tables and chairs and have outdoor seating. So that's part of it other landscaper improvements and then installing hydraulic ballards that would arise out from the street and then or go down for street closures. We do street closure events. So instead of parking a car, so that's another improvement. So that's going to happen starting January-ish, that project will start. So it'll affect Old Town especially, Camille Royale. And then the other portion is on Main Street, which is all about the the Intrita Main Street and improving the slowing traffic down and creating a what's it called? Like an arch over the Intrita Main Street and then our favorite piece, the driveways from where the, what's the name of that coffee place? The Kings. The Kings, the Kings driveways and the exit from City Hall. from where the, what's the name of that coffee place? Keen, the Keen's, a driveway is, and the exit from City Hall. Those driveways don't match up. So match up those driveways create a, instead of us having a J walk across the street or the public J walking, have a crosswalk at that location. And then also, again, increase or improving the landscaping, that project would be on the heels of the Al-Communian Real improvements. So that could affect the, how many markets we do next year. The planning, the timeline has taken a consideration. The Chile cookoff, tiller days, the art walk. Those are taken into consideration for the schedule for these projects. Public works is the lean on those projects, but they are consulting with us in terms of timelines, but it could affect, for next year, could affect some sunset markets, we're not sure. So we're adding that to the mix of the Thursdays that the Deputy Director mentioned, but also if we're able to do as many may want to do fewer next year and then go back to five or six the next year we'll see. But your deputy directors group is taking a look at the budget because we didn't have any additional budget for this year and we made it but they made it work. Thank you again like she said to all the event partners Orange County Farm Bureau was a huge one. Casey Anderson with our Farm Bureau was great to work with, but also the Community Foundation and the Library. And. The Community Merced Market, tremendous. So just, it was a team effort. We really appreciate that. But it will not, it's not going anywhere. Like the Deputy Director said, it's going on to Vanessa. She's in Tafel-Egan, I'm moving forward. So. the deputy director said it's going on to Vanessa. She's in Tafel-Leon at moving forward. So, um, okay. The worst word I think that we should not start and tell me, I mean, I know I smile and say April, but I really don't think we should start and tell me if we're going to, I don't think we need to do extra. Thank you. Okay. And the next item is the mayor's Thanksgiving breakfast. You mentioned this, Chair Pro Tem. It is on the 21st. If the commission, any commissioners want to go, we need to know sooner than later because we want to get you by you a ticket. They did sell out last year. I think we had to, I don't know if it was for this commission or the Public Art Commission, but I think we had to plead for additional spots. And so as soon as possible, please let, because you know, no, she will get in an email out if we haven't already. We have not yet, right? Okay. We will be there very soon. And please respond and give us your commitment and we'd rather get you a ticket than lose out. Also, talk about RSVPing. It's never too early to start talking about the CPRS conference. Which this year is back in Sacramento, a remodeled convention center. We haven't been in Sacramento for three years because of their remodels. And there, and I'm highly anticipating what it's going to look like. But that is in March, March 18th of 21st. We will, for commissioners who want to attend, we will pay for you to register, plane flight and hotel, and like previous years, if you think there is a possibility for you to attend, we want to know even if there's a possibility, especially as it relates to hotels, because hotels are easy to book a hotel because we can cancel and usually not have any issues. So we want you to be taking a hard look at your calendar. We'd love for you all to go. All five to go. That would be great. Tessons known at CPS conference for bringing commissioners. So don't disappoint me. I'm just saying. But if you can't make it, we understand. But we'd love to have you. And but we just need to know soon and later, another email on that will go out very soon as well from Katrina staff will be going I'm not sure I'm sure not everyone but several staff will be going like usual as well. The dates the 18th or 21st is that a Monday Tuesday Wednesday? Tuesday through Friday we don't usually go up to the Wednesday. Okay so the 19th is usually when we head up the the first day. So the 19th is usually when we hit up the first day and so yeah. So the 19 to the 21st or 18 to the 21st. 19. Well let me double check that right now. Yeah, unless you were doing. Sometimes we do they have pre-pre-conference intensives. Some staff go to that but you the commissioners We don't usually send the commissioner so that So yeah, it's Wednesday Thursday Friday So the idea would do fly up on Wednesday morning It is the 19th the 19th and then come back the 21st in the afternoon So now is it is an option to only attend one night? Like if you can only do one You can all with unlike long beach or local conferences where you can drive yourself there We just register you for the one day for this one I mean it is an option to go for just one day fly up that day either fly back that night or the next morning We we can work with you on that The whole this whole operation will be shifting to Katrina in terms of making all these arrangements. So we want to keep her in the loop on what that looks like. She'll do her best to work within your schedule, but that is a possibility. What going one day is an option. We would just want to know as far an advance as possible. I can tell you, through the chair, yeah, I'm good for the 19th to the 21st and also good for the Thanksgiving breakfast. Thank you. I know that I'm out of town the previous week and that weekend of the 19th, the 21st or no, the 21st is a Friday. Yes. 19th and the 21st, I'm out of town. So I could try to do the Wednesday, Thursday. Yeah, let us know. Fly back early, if I could fly back early Friday morning to go to my other day. Yeah, we can make arrangements for that. Yeah. We find flights that would suit that. Yeah. OK. Anybody else know if they're? Oh Katrina I can do that. The CPR conference Wednesday through Friday. Thank you guys very much. Okay. Let's move to the public art updates. So the Makehouse of Home Illumination, Deputy Director, Beersher. OK, well, many of you attended it. Thank you, the Makehouse of Home Illumination. It was a really beautiful night. Our artist, you see her picture, the holding the with the mayor. Her name is Heromi Takasawa. She is just amazing and donated. This is our first public art donation that we receive. And it just came out fantastic. And so we just want to do a shout out to public works because they did the installation and they saved us. 10,000 plus. They had to and I might not use the correct word, because I don't have my note for me, but they did. Four. Four, thank you. Four underneath the public road to get the electricity to the island. So they did a lot of work. It was a lot of coordination. And it just came out beautiful. So just thank you for attending. We're excited. Okay, and the next I think yes, the San Diego Park Cannibal wall mural this out Saturday. This is a this is a the middle of the Centennial Park which will report on the progress of that project in a second. But the middle of the park is at the Cannibal wall on the left. We're going to make some part of the project we're going to make some improvements to the wall itself but also we're going to make some part of the project. We're going to make some improvements to the wall itself. But also, we're going to pay to mural on that wall. And we held our first of three community meetings. And I didn't tell, I was going to do this, Alyssa, but do you want to tell them a little bit about how that meeting went? Short, we have. Do you have a microphone? I do not prepare her that I was going to do that. But after last meeting I thought, you know what? I should, I should, I could, I would like to listen to that. Thank you. Of course. The Public Art Commission selected artist Carla Roque to lead the community engagement process at the Centennial Park Handball Wall. And we had the first of three community meetings. The second will be October 22nd, and the final will be November 7th. The second meeting shall be presenting two designs which came out of this first meeting based on a positive statement about community and nature, where what came out of this first community meeting that the community wanted to see on this handball wall. And at the November 7th meeting, she'll be coming back based on the feedback from the second community meeting to present the final design to the community that comes to the meeting. Thank you, Alyssa, the reason I had Alyssa talk about that is this is her project. She's taking the lead on this project and Carla, Roque and Alyssa were in the photo of the slide you saw there. We had a good turnout from the Tessa Meadows resident. We had like 40 people, all ages, some great ideas discussed and so that will be a project that if it all goes as planned it will be approved and then installed while the park is still close to the public so that when the park opens that mural will be in place is that's the that's the master plan at this point Alyssa's well on on the way to getting that done. Okay. Okay. Next. Oh yes. Will they be playing handball against the mural? That is a great question. Commissioner Henderson. Yes. That would still be eligible to play handball kick a ball off of and the car. I want to damage the mural. I mean, no, I mean, it's it's gonna be a painted mural that will have a graffiti coat over the front of it. And it will be it's not meant to not be used anymore in fact the artist recognized you know probably be a good idea to have to use darker colors because a ball it's maybe dirty or something could leave smudges on it or whatever it is and so there's acknowledgement of that that possibility but you can see that that wall has been there for a very long time. I mean it gets painted every so often but there's a plaque I don't I wish I remember the year. But the plaque on that wall it was dedicated by a family within the community like I want to say in the like mid to late 70s. It was it it had been there for a while so we're going to improve it make sure it's dirty make sure that it will stay up and then put a mural on it. But thank you for that question. You can go down there and play handball if you would like to. I'll challenge you. Yeah, okay. Sounds good. Sounds like it. Fun time. Okay. Next we have the C.I. Oh, I'm sorry, with public art update. Before we get to Barck Barracks. Just tonight, the Public Art Commission chose their next mural location. We don't have a designer anything, but their next mural location will be at Veteran Sports Park. There is a building that faces the soccer fields. It actually holds cell site equipment for the two cell towers that are at that location that are on the light poles. And there will be some sort of patriotic mural, the theme that the Public Art Commission approved. It was something patriotic that honors the military history of Tustin on that wall. So more to come on what that looks like and we've got to an artist and then and get some designs going but that is that will be their next project that will happen after the mural at Centennial Park Now I said that we're gonna go to CIP updates and the first CIP update is Egoly anticipated which is the park barracks That project is is in underway you can see on the photo on the left that is a One of the benches and you can kind of see a green pole coming up through the bench That's gonna have an umbrella attached to it when it goes up higher So that'll be some one of the places that we have some shade. They'll be a mound behind it and so a good progress on this project It's looking it's a good in terms of being able to be finished by the first part of 2025 to a ground opening. And I think I mentioned this, but this will fall under Carl Helili, Helili's responsibilities. He and Miriam Garcia and they are at work developing rules for the dog park and those rules. At this point, we're planning to bring that to the public, sorry, not public art to the Community Services Commission at your November meeting to bring the recommended dog park rules to the meeting will provide. We've done research, Carl and Maryam have done research on other dog park rules and surrounding communities, especially those at Irvine, Orange. I don't think Santa Ana has one, but those around us because we want to be consistent with those, and there is a lot of consistency within dog park rules. So we want to be consistent with rules, but also we don't want to be consistent with when other dog parks pretty much close for half a day or part of a day for maintenance We just don't want to match or injure Irvine with the day we close We want to be open the day that they're closed and vice versa, right? So more to come on that but at this point we anticipated being a an item on your November Agenda to look at those and then give you your Ideally approve it maybe approve it with some changes because we want to be able to have that in place before we open the park in February. And then another capital project that we have also eagerly anticipated is Centennial Park. Well, so you can see this is an existing playground that you guys approved a few years ago, on some of you. And we are removing all of the wood chips, so all of the playgrounds will have rubber surfacing. So, that's fantastic. It's a challenge because we're trying to match everything. We're probably going to match the flooring to the park itself so that it's all one. It looks real uniform. So excited about that. And you can see the rebar for some cement. They're doing a lot of concrete work. The trucks are out there. They're doing irrigation piping, removing water lines. So a lot of boring stuff like inspections and before that they pour or put the lines in. So it's moving along. So the boring stuff but it's happening. So it's boring, not boring underneath anything but a boring life. Not exciting. Not exciting. Just boring. You're very well. And the last item we have is the art walk. And now that we have the public art commission, they're the ones working this event. You all as community services commissioners can just come and attend and enjoy the event. But we do want you to feel welcome. It is this weekend from 11 to 5. We are closing the street for this event. And C.C. Torres is the lead on this event. And then I think I mentioned this previously, but on the tail end of this event, Choc, the restaurant is having a wine festival. There's going to be some overlap between the two events, but out in front of Choc, part of the street closure, they're going to have their event for a few hours. And Deputy Director Bussier helped them and helped community development in terms of the street closure and the large gathering permit to make that the make make it that the chalk could could participate and have their event on the on the heels of ours. So and as you know those of you attended the RWOC, wine is usually a part of it. It kind of fits with the whole fine art theme. And so it kind of works with your event already. And we'd love for you to come out and come see us. Both Deputy Director Pusher and I will be there at different portions. And then our Public Art Commission will have a booth as well. And I think that is at the last slide. and then our public art commission will have a booth as well. And I think that is at the last slide. That is last slide. There we go. Look at that. Thank you.
