One nation under God, indivisible with liberty and justice for all. Oh, new. Already going to go ahead and continue on with the approval of the agenda. Can I get a second? Second. All in favor? City manager, any announcements or reports? Yes. Good morning, Mayor Reyes. City Council, staff, members of the public. I have a few updates to share. We'll start out by talking about our reimbursements and our grants. We are beginning to receive reimbursements from various state agencies for the road improvement in parks, projects implemented by this City Council. We recently received a reimbursement from the State Department of Parks and Recreation for the construction of Chamberlain Park in the amount of $793,000, 125. Just a little over three quarters of a million dollars we still have a couple of more reimbursements coming our way that project as you know was a 2.8 million dollar project we paid for it now we're getting reimbursed. Yes sir. Going to the next park. Yeah we'll talk about Balfour. Yeah you want to take that. I'm asking if that can that money can be now moved to that part. That's going to be a reimbursement that did not come out of the general fund. So it has to go to a specific fund. We can have further discussion on that. Thank you. Yes, sir. Thank you. We also received a reimbursement from CalTrans in the amount of $54,000 for completing the local roadway safety plan, which you approved also at a previous council meeting. We applied for that and we were awarded that amount. So we got that as well. Additionally, the city was approved for a $1 million grant for the development of the new park, the second new park on Bailflower Road. This is very new information. None of you are aware of this, but we secured an additional $1 million. That's not including what State Assemblyman Juan Carillo had already approved an earmark for the Balflower Park. This is in addition. This just came in to fresh off the press. Awesome. And that is for the development of the park on Balflower, the second one. This grant comes from the outdoor recreation legacy partnership program, which is managed by the U.S. Department of Interior. I'd like to at this time recognize and thank Samba, who is our grant writer for her outstanding work in applying for these grants, often on a very short notice and achieving success. So Anita also our public information officer. Anita has also been very instrumental in securing the necessary support documentation from our legislative bodies at the local state, county and federal level. Thank you both ladies for your continued support. Moving on to the Balfour Rehabilitation Project, that commenced last week, the Balfour Rehabilitation Project commenced last week, the Belflower Rehabilitation Project commenced last week, actually last weekend, with the paving expected to be completed by the 11th of this month. As part of this project, the contractor has replaced 14 water service lines to ensure the longevity of the water infrastructure for those individual residents. Moving on to Chamberlain Park, the newest park in our city of a Chamberlain in Jonathan. That is nearing its full completion with only very minor cosmetic work remaining. Brenda and or Virginia will be reaching out to the council. Just schedule that grand opening. It probably will be between a Monday and a Thursday. And if you want to have it anywhere outside the Thursday, you want to have it on a Friday, Saturday or Sunday, that's going to be totally up to the council. But we're targeting something between Monday and the Thursday. In closing, thank you, Council, for your leadership, as we continue to work together and enhance and move our city forward. This concludes my report. Thank you. Thank you so much, Jesse. Amazing reports. Councilor Maramaso? Amazing reports. I mean, thank you for making us look good as you always do. Thank you to Saba, roads and parks. Big things coming up. I just want to give a quick update. I was at Adelante Little League opening day for the fall. It was great atmosphere, families out there celebrating. Games are going on consistently. We have a game tonight. Come out to the parks and enjoy all the fun times and hit the snack bars and support our all our local kids playing in this baseball out here right now. I was able to attend the Victorville Fall Festival harvest. They put on a really good show so I just wanted to give them a little shout out something that we can be looking at, something we can do in the future here in Atlanta. Was that National Night Outlast night hosted by New Leaf? It was a great, great, great atmosphere. People just coming together with the Sheriff's Department. I didn't get to see the fire department. There was a fire going on at the same time. So, sorry, we're messed up that fire, messed up our little thing. We had going on at the stadium, but I appreciate you guys taking the time to go put out that fire. Shout out to justified for putting out a great event. I was able to go see his event. Bringing all the electorals together to kind of see who's running this year. So I just want to say thank you for justified for continuing to put the mask off and and have those events. And that's all I got. Thank you. Councilman of the Grif. Good morning everybody, it's good to see everyone. So yeah, I actually, the mascot was a great event, group economics, so I shout out to them. They did a real classy job of bringing out all the candidates and allowing each person to speak and meet all the voters. So that was nice. Also had an opportunity to go to mountain movers, which was another candidate event where candidates were able to speak to lots of the different voters in the whole high desert. So that was a great event. And I actually had the opportunity to go and as a behavioral health commissioner for the high desert. We went to our meeting and we got to learn a lot about several of the different resources that are available here. And many of them are actually not mentioned as frequently. And yet we do see an increase of mental health situations here in the high desert and in Adelanto, not just with adults, but also with youth. So I want to give out some resources. If anyone is having a mental health crisis and they are here in Adelanto or the high desert, we do have the community crisis response team and you can actually call or text. They are available 24-, 365 days a year. And so if you want to text them in your having or someone you know is having a crisis, you can text them at 909-420-0560. And you can also call their 1-800 number, which is 1-800-398-0018. Also for transitional youth, they do have transitional aged youth centers in Victorville. And so these centers also assist with different programs, mental health services that are appropriate for the younger, for the youth. I do believe it's 16 to 25 so youth and young adults and that is specifically for them. So those services are also available. There are a ton of mental health services here in the high desert region. It is our hope to get some of those services here in Atlanta because we are aware that the transportation is an issue. But until that time, if anybody has a need for mental health services, you can always go to the Department of Behavioral Health website if you need any kind of services. And they have all sorts of resources and seminars and events and locations all throughout the high desert that are available. Also, October 23rd, 2024, we have the domestic violence training and awareness month with special presentations. There are going to be lots of resources that are available. It's a woman's awareness subcommittee presentation. So if you or someone you know is interested in learning more about trigger warnings and additional resources for domestic violence, you can actually attend this event at the Behavioral Health Center. And there's a flyer that I will leave that you guys can take a picture of and it'll be in San Bernardino on October 23rd, 2024. Last but not least, I want to thank all of the police officers and the I always I don't want to get it wrong. It is the rescue. Oh my gosh. Search and rescue. Thank you. The search and rescue team for coming out yesterday and for curbside community church for doing all of the hot dogs and the hamburgers for everybody and that was great. It was awesome. We also want to think Bimbo bread because they gave out over 2,000 pounds of bread yesterday. And that was really awesome to have that available to all of those in attendance. And of course we want to thank Journey 4 Square as well for being in attendance and bringing cookies for our residents and Kicks Cafe was there and they brought candy for all of the youth and the adults. And so it was just a great time and when we have events like that hopefully we'll continue to see more of those events that bring the community together. So it's always a good time. So that's it. Awesome awesome councilwoman Chinette. Well we're excited to see all of you. This is great isn't it? it? To see everybody. First of all, I'd like to welcome back our love our fur babies committee back there. Let's give them a wave back there. Anybody wants to talk about animals and dogs? You talk to them. We're forming a committee to help with free spade and neutering and work with our animals. And I'm sad to know what I want to say something. This week I had a call and it was from a neighbor and in the yard next to her in a lot there was a big dog, a pit bull, and not only was it deceased, but its nose was taped. It was the saddest thing I've ever heard of my life. I just got sick. And we've got to keep our eyes and ears open for cruelty to animals. We've got to keep our eyes and ears open. If you know anyone or anything about this dog, it was a brindle, pit bull, full grown, pretty big. And its mouth was taped closed. I think that I had a lot of tears this week. Please, let us know. I attended in Anaheim the Victory Valley Transit Authority conference. It was absolutely outstanding. I get to admit, people from all over the world, there was global presence there with France and United Kingdom, Europe, North America and on and on. It was wonderful to network with them and find out about their bus systems. Not only does this conference entail buses, but it's trains, planes, boats, whatever runs, and you know that without transportation, we're nowhere. We've got to have our transportation. Also we were honored that Dustin J. Stromburg, chief maintenance Officer, Victor Valley Transit Authority, was awarded the grand, he was a grand winner for a leadership for the class of 2024 and he does an outstanding job as does all the people there at Victor Valley Transit Authority. We're working on right now, I noticed as I was going around town that many of our shelters do not have trash bins. And a lot of people are leaving their trash on the ground. And so I put an order, I think we have one, one can left over at the yard and then we'll put our order in for how many more we need. And it's very important that we keep these areas clean of debris and trash. This is your community, our community, and we wanna make it great. I attended the California Council of the Blind Meeting and one of the things that was exciting about that also is that they have leisure slates here right now that is going on in Sacramento. And there's four bills that are coming up. And one of the ones that's being act upon and now is Alice goes well at Annie Sullivan Macy Act, which provides for increased funding and set standards for high quality instruction of the blind, the deaf, deaf blind, K through 12 students, the second is the SSI Saving Penalty Elimination Act, which raises the asset limit or the amount of money saved up for SSI beneficiaries. If this bill passes beneficiaries can save up to $10,000 if they are single and $20,000 at their couple. The last two are the Transformation to Competitive Integrated Employment Act, which among other things eliminates the payment of some minimum wages and the early detection of visual impairment of children, which creates a federal program to provide vision, screening exams to children so that visual impairments may be detected as early ages for intervention and treatment purposes. The landscape of the federal legislation is always a roller coaster. This is something we need to know. We need to make our presence known. One of the things that I want to bring up to you is they have many devices for the blind, things that I'm just learning about. I'm not blind, but I'm one of the great, one of the avid supporters that's put it that way. We drive the people that need the service to wherever they need to go. And besides that, they use the bus system and other means of transportation. Do you know one day I was visiting the president of the high desert chapter of the blind and she was in there like she knew a color, she's totally blind. She's in there in her closet selecting clothes, the match. You know we're always looking to match something maybe, not your young people, but we sort of do. And anyway, she's in there and she literally got the right colors. And I looked at her, I mean, I said, how are you doing this? I mean, you know, I can see what you're doing, but you can't see nothing. They have an instrument. And the instrument tells them the colors of the clothes. Isn't that fabulous? I mean, it's just things like that that's accessible to them. There's many more things that I'm going to get a whole list of them because I think it'll shock you. It really will shock you. So you know, if we can just help them to have accessibility to whatever they need to make their life better, won't that be great? That'll be great. The San Bernardino County Regional Council, the agent had their meeting this week. One of the things Mr. Mayor I'd like to consider in the council, that little box that's out there in front, the glass box, I don't know what you want to call it. You just have information and pages in there. I post the agenda. Okay. I think also for any of these events like Amanda and different ones, they'd be nice to post it out there where people can come out there and see what's going on. Communication tends to be our worst failure. We have many failures. We need to do better in many areas. But I feel because of communication, not everybody gets on the computer. Not everybody gets on digital things. I for one have been without frontier now, almost three months. And IT's going to come over and see what we could do. It's not IT here. It's frontier. And he's going to come over and see what we could do. It's not IT here. It's frontier and he's going to be loud and clear. I don't know what he's going to do but I need to get it back on because right now I only take text messages in order to communicate but we need a better form of communication. I see on the digital boards out there we have a new one coming in there by the stadium, telling about the possibilities, unlimited possibilities for our city. And each of us are available to answer your questions and if we don't have the answer, we'll get it for you. We're here for you. And that is so important. And I attended the National Night Out yesterday. What a great deal you did Amanda. What a beautiful thing you did for the community. That was outstanding. And we're going to have more and more things like that. I got to see a lot of you out there and got a little fatter on hot dogs and hamburgers from Curbside. And that was very nice. But anyway, I've attended this last two weeks, over nine other events and meetings. So for any of you that are considering to run for office or anything like that, consider this isn't twice a month. Your life belongs to the city, and it's a good thing. So if you have a passion, get involved. Thank you. Thank you, thank you, thank you, Council. I'm going to just make two remarks for Mayor Pro Tem and regards to some of his updates. He wanted to say a huge thank you and shout out to SB CTA, the San Bernardino County Transit Authority and also Director Ray Wolff for just really being an advocate and being a big part of helping us really get a lot of our capital improvement projects and allocations done, right? So like many of you saw, if you haven't, we started the repayment project off of Bell Flower Road from Chamberlain South to Eric's Pressway. Bless you Brenda. And that's just one of the many projects that we have going on. If I'm not mistaken, see the manager probably here in the next month or so, we're going to get our next round of capital improvement projects that we're going to be bringing before the council. So one of the things that we've all promised is just, yeah, we know it's been 30 years of lack of roads, repairs, and things of that sort. But we've been committed to addressing major arteries in our community. And it's just happy to see that we got another artery done in our city. Also, he also wanna say a huge shout out to Saba and to the staff for yet, you know, working on the second park, right? Two parks in the last four years for the city of Walalanto is huge. Thank you so much, staff, and everyone involved in regards to doing that. For myself, I attended my Mojave Desert Air Quality Board meeting. Next one will be next month. There was also two other meetings that were two, two ones for staff for council with staff. We'll talk about those when we actually have item on the agenda. I don't want to get ahead of ourselves when it comes to that. We did have our mayor mayor pro-tims meeting where we meet regionally with all the mayor's and mayor's pro-tims. Just to talk about concerns and issues that all the cities are dealing with and that they're facing with, one of the biggest points of conversation was AB 98 and the frustration and confusion behind that. I have been told by Assemblyman Juan Carilo, by his staff, and everyone else that it is not like AB 1000, that is it is it is changed and it did not go into that aspect. Unfortunately, there is a major disconnect with what is believed to have passed and what the city staff and city elected officials believe is it was approved. Right. So city manager, I would ask if you can be of assistance with a Cinnamon staff and his team and help coordinate a meeting with all of the city managers, their planning departments and elected because this is a huge disconnect and and and trouble some for our region right a lot of them are under the impression that this is going to kill any type of warehousing or industrial development in the high desert. And from what we've been told and shared is the complete opposite, right? So if we can just make sure that because we are the city that has the best relationship with him because he his office is here in city hall. If we can help make sure that all of our neighboring cities understand what AB 98 was passed and make sure that we get that meeting squared away with his team and all the other cities. Council on up the grove I know it wasn't in your capacity of that but it was probably into the pastoral capacity but or just thank you, right? Either way, um, for National Out yesterday, um, I heard it was a huge success. I saw a lot of videos and clips on social media. Unfortunately, I had to, uh, discipline my boys. So sacrifice had to be made, but um, great, great job. We also have the We Love Avalanto this sat this Friday from 47 So we have the we love Alonso with one of our big partners city serve who's gonna be coming out to the stadium I believe first thousand when they give us more details on that Yeah, actually I believe there's a public comment coming in regards to that. I don't want to blow up. Well It's awesome that we have that and then let's see what else what else Go ahead good. I forgot I always forget this Saturday at from 8 to 11 a.m We are having our free close closet. So we've got incredible stuff. This is not a general close closet These are like new clothes nice clothes clothes, some still in the bags, brand new shoes. We got military boots for men. We've got all sorts of stuff. So come on down, everything's free. You can take as much as you want and it's really good stuff. And we just recently got bags and bags and bags of brand new baby clothes. So please come and take some clothes. Welcome back, Magna. We love you and we miss you. I'm going to go back to the meeting. Welcome back, Magna. We love you. We miss you. There she is. And also welcome to our Samoan family. Thank you. And then tomorrow I should have something to report at the next meeting. But we're having our quarterly board of directors meeting for the JPA for the High Disapproved Project. Right like many of you know, Bright Line West, Las Vegas, Rancho to Union Station is on their way. And they're getting those things done. The High Desert Quarter is a station that is proposed to be built in Palmdale that would commute through the city of Alhanto and connecting in Appalvali. And the reason why that is extremely important is because from Palmdale They want to connect the Bakersfield and then they want to connect San Francisco to Palmdale, right? So we're talking about Speed trains and accessibility to be able to go from Las Vegas to Union station to Palmdale to Frisco all via train right the community. The community is a community. The community is a community. The community is a community. The community is a community. The community is a community. The community is a community. The community is a community. With that being said, I'm gonna go ahead and move on to the presentations. And before we asked the group to come up, I know I look some Owen, but I'm actually the Mexican. My wife is a San Morn, so I'm not gonna try to say this entity's name because it will sound like a Mexican saying it. But like many of you know, and back in 2022, my family, we birthed a festival to help us get us out of our depression, has grown into a lot. And we've always said that we wanted that festival to be the catalyst to continuously bring attention and awareness and growth to the Polynesian cultures, right? With my wife being Samoan, you know, it's great to be able to have leaders in the community that have come together to just keep the roots, to keep the traditions, to keep the culture rich for the next generation. So this group of leaders from various different parts of the high desert came together Formed this nonprofit and they're having their first annual Samoan flag day in June and what what the Samoan flag day is Just for simplistic Understanding is like Mexican Cinco de Mayo, you know what I mean? It's a celebration of culture. it's a celebration of teaching, of awareness, of activities, of just coming together, and it's gonna be the first one in June. This upcoming November, I'm not gonna talk too much about the details, because we do have some very high ranking officials that are gonna be coming to the city of Avalanto Council. I will share with you in private. So if you would like to attend, but the the prime minister and her team are actually going to be coming to Alhanto in support of what it is that this nonprofit is doing for the San Morn culture and for the region. So with that being said, if we can have the executive board come on down, there is a certificate of appreciation and recognition that we would love to award you guys for all of your efforts and what you're doing in the community. And ahead of time, sorry for the slides. I broke my pinky, so my shoes don't fit right now. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Hi. Hi. Yeah, good. Hi, Lofa. Hi, Lofa. Hi, Lofa. Hi, Lofa. Hello. Lofa. Mr. Meeve. Lofa. Hi. Mr. Meeve. Hi, Lofa. Hi, Lofa. Hi, Lofa. Hi, Lofa. So I'm not even going to attempt to read the name of the nonprofit. So I'm going to go ahead and hand it over to the executive director and the president of the nonprofit to go ahead and just Help me in pronouncing this so Mrs. Brown can you go ahead and just read this top part for me Okay I want to butcher that right so I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I say I and continued on in June for Asian Pacific Islander Month. This is huge that you're bringing this to the City of Alonso. Thank you so much for bringing your government and the Prime Minister and their leaders to be able to come here and just bless and really show the appreciation for all the hard work and labor that you guys are doing. And there's a bunch of where as is I'll let you guys read that, but at the bottom is is therefore Myself Mayor Gaber Reyes on behalf of the City of Avalanto and the City Council We dear have we do here proclaim June 2025 as flag day in the City of Avalanto and encourage all citizens to participate in the festivities Honorings and celebrating the vibrant culture of Samoa. There you go. Okay. This is our mission statement. I'm going to read it out. This event of a program as a Samuan flag day event are also including Polynesian festival. This kind of events will be in couple of days of or a week long and it will all depends on the flows of the participation. So the governments of Sa Moa kicked off very events with the message of Talofa and traditional ava ceremony. In Sa Moan culture, important occasions, I mean, important occasions, sorry, begin with an Asian ritual where guests of honor share a ceremonial beverage made from the ava plant. The ava plant. of the children's original where guests of honor share a ceremonial beverage made from the ava plant, the ava plant, the annual celebrations with an important purpose. Focus on youth and our culture and our language and way of life. Remind our parents that we need to speak Sa Moan to the children and the young ones. If there's no language, there's no islands. They are central to everything that we believe is right about the culture exchange and the culture integrity of Sa Moan and our Polynesian people. The program includes fellowships among a churches, B performances, C culture activities, and D and food vendors and sports. It's who we are and where we come from. It's our ancestors, something that we should take pride in because we live outside of Sao Moa. It's an opportunity to take, to tap into our community, to bring awareness, to meet one another, Mingo and also to educate our children, locally you hear of our culture and also our future. That's it. Thank you. our future. That's it. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go ahead and continue on with our agenda and heading on to public comments. We're going to go ahead and get started here with public comments. Remember the audience wishing to address the council. Please go in the back and grab a yellow speaker card and bring it down to Brenda. Share and hand it over to us if you're online. Please press star nine and it'll raise your hand and then Brenda will press star six so you can be unmuted. We're gonna go ahead and start with Mr. Fuali. Alvinco High School. All right. Thank you, Council, for taking the time. My name is Mr. Foley. I am the high school teacher, construction teacher, at Alanto High School. I'm also in charge of the Polyagia Club, the construction club, and also I have a Bible study club at the school. So what I'm doing is I'm starting a program, a nonprofit program that will come after high school, it'll allow the seniors to meet the companies. I do it already for the school. You guys are already visit school. We're not teaching wood shop, we're teaching actual practical application, drywall, concrete, metal stud framing, you know, welding, all the stuff that companies want. I partnered with AES. We have we have an event coming in March where we're going to be teaching our renewable energy. What I need from the city is because these are your kids. I don't live here. I've adopted these kids. These are the kids that live up here. I've taken them under my wing and what I'm doing is I'm teaching them a skill that allows them to fish. That way we're not giving them fish. That's the whole point. Companies have been hiring them for the last four years. They've been hiring them right after high school. What we're finding is there's a little bit of a gap with a lot of the students. They're not, they don't, there's certain things like driver's license vehicles. That's the whole reason why I started the nonprofit. So with your guys' support, I would appreciate any kind of help that you guys swing our way. It's to benefit every school up here in Atlanta. I work for Victor Valley Unified School District, but my kids are Atlanta kids. So I don't just represent Atlanta High School, I represent the kids of Atlanta, and the nonprofit will be a pilot program up here. The companies are there, like AES, they visit the site, they donate all the time, they donated like 200 backpacks during the summer. I actually had my seniors, I told them, you need to pay it forward. It's time to come back and get back to your community. They literally showed up and started handing out the backpacks and the backpacks weren't just for the high school kids. I pushed it out to all the elementary kids and all the middle school kids. I told them, just show up. You don't have to show any IDs. All these backpacks are from AES. I partner with them. They want to get back to the community. Now it's time to get back to the community. And AES is willing, as soon as the nonprofits up. They are willing to donate and I have a whole bunch of other companies. They're going to jump on board. They're big companies. I just need to know that Atlantis is on board with it. That way it pushes them further into the community. Because when these companies come out last last week, I had IBW. I have all the unions coming out. So just to give you guys a heads up that we will have this will be successful if you guys part of it. Even if you're not part of it, it was stupid because the Lord's behind it. Right? Amen. Thank you guys. Richard, I gave your card to the city manager. We'll be reaching out to you so that we can set up a meeting to talk more, okay? Richard, a card specific will be there as well that day. So we got you. And I do have one of my students that actually work. He actually is working for you guys now. Yes, thank you so much. Thank you guys. Mrs. Tina. That's a good one. Come on in. Good morning, everyone. I have some fire safety issues, especially since we just had the ash falling over our whole city and everything. And my came in years ago back in the day, like 30 years ago. had the ash falling over our whole city and everything. And I came in years ago, back in the day, like 30 years ago, and I came into city and they thought that engineer would be able to direct me and my questions and I haven't heard back. But we used to have a high riser hydrant across from at the in front of 1, 2, 0, 0, 6 Aztec. And the pipe broke, like I said, my neighbor and I are thinking like 30 years ago, and it never got replaced. And it kind of covers Concord, because there's not really any fire hydrants in the Colisacca Concord. And since we now have the pallet yard, which we never really were notified that that was coming into our neighborhood or anything on Atlanta Road in our backyard. We have the soccer field that there's 50 to 100 people there, probably six nights a week, tailgating and barbecuing and stuff. Then we have the trekking company. And I need to know or who can direct me on getting the answers on what is our city doing to make sure, especially with the pallet yard, that they're staying under compliance in everything business license and everything that they're supposed to be. Because actually right now, his various residents are fighting their pallet everything that they're supposed to be because actually right now has various residents are fighting their pallet yards that they're trying to get into their community because of the fire danger. And with the insurance companies canceling policies and new companies using every excuse in the book not to cover you, it's a big concern. And I just need some answers, you know, and I was real happy to see the video on the weeds for the community and stuff, but I couldn't even walk to church because there were so many weeds on the sidewalk. So I mean, it's nice that our city puts these out there, but another thing is to set by example you know and so we don't have to hear the negative against our city and I have other issues that I'm hoping to be able that this time works to be able to come and be more involved but I really I've put in my name I've left ad hoc papers, everything in regards to the Animal Committee, and I really want to get involved with that. So I left you messages and stuff. So I would really like to follow through with that because that's really important for our city also. I've got a pack of five dogs that are running through every morning, I mean, but our shelters are full and they're just saying oh well. So, but anyway, I just am concerned about our fire issues with this pallet yard and stuff. I mean, it took me six weeks. Miss Tina, I'm going to pass your card over to the city manager and have code enforcement and then look into the concerns that you mentioned now and then have a follow up. Thank you for leaving your number so they can get a hold of you, okay? Okay, thank you. I hope they made that the dog. She said, did you take her number? Okay. Ms. Leslie. Good morning, Honourable Mayor and Council Members. My name is Chaplin Leslie Hurtado with New Leaf Ministries. The event will also offer a free food, music and a kid's zone. Also a resource table with opportunities to receive prayer. We would love for our students and families also a resource table with opportunities to receive prayer. We would love for our students and families to come out and enjoy this event with us. And I hope to see you all on Friday. And finally, we are also hosting our monthly free clothing drive on Saturday from 8 to 11. Thank you, Leslie. Mrs. Hasmaroda. Thank you, Leslie. Mrs. Asmeroda. Thank you. As Councilman Angelo Mesa commented to me, here's a new slogan for you to steal like Wheel of Adelanteau. I'd like to start with an article from June 21, 2024. The current central basin water attorney, Victor Ponto, who used to be our city attorney, works for Burke Williams and Sorenson, is at the center of a battle between the central board members over there, and the wrongful termination allegations of certain members. When Ponto was hired by an agency, Brown Act government code violations soon follow. Illegal vote number one, in February 2019, the Adelanto City Council, with Ponto as its attorney placed city manager Jesse Flores on paid administrative leave pending the results of an internal vestigation. session with a non-agentized vote as reported by the Victor, Victor Valley Daily Press. Ponto later informed the public that the Flores item was an emergency walk on requiring immediate action without notice. Ponto did not provide a reason for the City Council's decision regarding Flores. Victorville Daily Press criticized Ponto's actions and two council members informed the VDP, Victorville Daily Press, that they had no knowledge the vote on Flores was scheduled for a closed session. Flores was eventually rehired in an open session in contrast to when Ponto placed Flores on leave in a closed session. He did not announce that the discussion to reinstate Flores was an emergency walk on item. The Flores vote was exactly the scenario Ponto used to hire Central Basins current general manager Elaine Zheng. And I just want to point out that at the time of this vote in February 19, I had sent a Brown Act violation letter to the City Council March 13th 2019. And it was generally ignored as a violation. And now it's coming back to bite us. What was that 2019? Now this article 2024, a real history of illegal votes and brown act violations by this sitting council. Dan, that's the paperwork you left for the last city council meeting correct? Okay, I forwarded that over to our city attorney just so you can review the comments of that what was made because everything that we do on this day is like you know is by the discretion of our legal council. So I just want to let you know that I did give him that and he does have that for your record. Okay. One more question. If these blatant breaches of contract with the city manager are interdressed by the City Council. That's culpability and conspiration with whatever illegal acts. And we'll most definitely follow the advice of our legal council like clean. Thank you. All right, moving on to the next one miss Pat Good many more mayor and council Pat my sanny at Atlanta Thank you for allowing me to be back up here again today. I have a couple things. I'd like to talk about you're talking about transportation and to the Samoans, I want to tell you, I have a lot of them in Patterson too. And they come into their football game doing the Samoan dance. They come from all over just to come and watch them because it's fabulous. If you could get that started here in town through your teacher, that would be great. We love the Samoans. Their kids are like blockbusters. They come in and they take over the football. We love Samoans. But I wanted to let you know that I would be happy, Councilman Joy, if you would like for me to go around. If you would give me a map of all of the bus trips, I will be happy to go around and write down what garbage can you need. I would take that on to save your staff's time. Thank you so much. I would be happy to do that for you and have it at the next council meeting. What I'd like to talk to you about is there is an agency in Stannislaught County that I was on the board for four and a half years, taking care of transportation. I would be happy to have the gentleman that is our executive director to come in from Stanislaus County and give this city an overview of how we handle all types of transportation. And if your city manager would like to get a hold of Mr. Hill, I can give you his phone numbers. The office number is 209-672-1146. And just have to push the button for six that gets to his desk. Or his private number is 209-422226. His name is Anthony Hill Esquire. He's an attorney. He would be happy to share that with the county to show you how to get as much transportation to those in need. We have even a door to door. We have someone that needs to have their grocery shopping. We have someone who'll pick them up, take them, get them groceries, take them to the doctor, take them to the hospital, whatever they need, door to door and then they get the groceries and put them right inside hospital, whatever they need, door to door, and then they get the groceries and put them right inside the door. So it's a great program. We would be happy to share that with this county. And I can tell you that it can work because I've been involved in it. So anything that you need, let me know. I just need a map of the bus trips, and I will, by council me tell you how many garbage cans you need. Thank you. I'm here to volunteer. Ms. Pat just let you know as well. Councilwoman Jenai will be reaching out to you but she also sits on the board for the Victimality Transportation Authority. So she can be important contact. We could even go to San Bernardino. I'm sure that Mr. Hill would be happy to share that with the entire county. Thank you, Ms. Pat. Thank you. All right. Brenda, anyone online? Mr. Reminder for the public, if you wish to speak, star nine. And I know you're on. I'm going to go in and close public comment here at 1152 and move on to our consent calendar. Items in a consent calendar are considered routine in nature and non-controversial. They require no further discussion by the council. They would be acted upon on one motion unless a member of the council requests a separate discussion. I move that we approve the consent. All in favor? All in favor? Aye. Aye. I'll allow them to public utility authority consent calendar. Again, items are considered routine in nature and non-controversial. They require no further discussion by the council and can be motion on one action. All motion. Second. Second by councilman of the growth. All in favor? Aye. Moving on to public hearing. Zone code amendment number ZCA 24-02. Amending the city of other local municipal code AMC. Section 17.50.020. Appendix a adding many warehouses, storage facilities, recreational vehicle storage, and the general commercial and mixed use zones with a adding many warehouses, storage facilities, recreational vehicle storage, and the general commercial and mixed use zones with a conditional use permit based on the findings required by municipal code section 17.115.040. The properties affected are located in the city of Alanto, County of San Bernardino, gonna go ahead and turn the door to Mr. Lewis. Good morning, Mr. Mayor, members of Council. This is Lewis Ross, the project planner for this particular ordinance. Ornance number 654. As the mayor stated, it follows a little to amend the code under the Supreme Court amendment 24-02. This is the City under the resolution. I'm going to call amendment 24-02. And this is the city initiated project. The next page please. Next slide, Mayor Fulston. Fulston adopted the recommend. Not resolution recommended. Council approve those one put amendment. The plan commission approved a measure to make a recommendation. I will approve it to the city council to add as the mayor indicated a personal anywhere else the storage facilities, regression vehicle storage and both the commercial zone and the mixed users zones next page As mentioned on summer 18th night commission of approval resolution 24 days for 12 Recommended city council approval on is on 54 to allow as the mayor indicated Commission of Pro-Resolution 24-Dies 12, recommended the City Council of Pro-Warners on 54 to allow as the mayor indicated. Ministerorges, sort of facilities, recreational, legal storage, and in the commercial and mixed-use zone, this means that a CPU will be required at the commission if approved to go forward at least two particular zones. Just a point of certification or a program. Many warehouses, storage facilities, brick and sugar uses or storage facilities are currently allowed in the MI, manufacturing zone and in the ADD district. Next page. That's a good idea where it makes you as one is located, it's located a lot. Type 95 is that the particular zone, uh, noted in orange. And also we're looking to add it also in the commercial zone, which is the color noted in in peach. And the commercial zone usually typically runs on the east side, receives on the west side, type 95 just stop the cactus all the way to the city boundary at the intersection of Palmdale Road and Highway 35. It also runs at the southern border along Palmdale Road. On north side, Palmdale Road from again the intersection of Highway 35 and Palmdale going west to the city boundary. As you can see all of the other areas there are noted in as peach color, peach or pink, if you can not how you visualize color. And those are the areas that we targeted to allow storage facilities with the CUP. The next page. This is the decalcone of Memes and Merleazone, Texas and members of Persever. We're going to add under the land use category under PNXA under the zone district of commercial and mixed use. We're going to put a letter note there, see meaning that those uses are allowed in those particular zones with the conditional use program. Previously, those particular conjures were not in blank under Perseverally storage, because they were not primarily used, not even given a condition where it uses in those zones. Next page. This picture action is a different sequel. The projects that come for the city council as proposed, the storage facilities will be requiring a sequel study like any other project as part of the application process. Next slide please. The findings can be made in the positive manner for this particular zone called amendment. Zoncola amendment is the general plan and the implementation of commercial and mixed use. Zoncola amendment is the case with the goals of the executive zone general plan meets the policy's 3.1, 2.2, the general plan elements. Zonco de Memorades will contribute to the general health safety and welfare of the city of Al-Altay's residents. And the Zonco de Memorades have adverse effects on the properties if properties are implemented, which is when the reason why we're acquiring the CUP. So you can control and put in any safety measures that staff feels are appropriate for the use to make it less of a significant impact to the surrounding areas. Next, please. So I'll start with an excuse for the state council to introduce the first reading. I've worn it 654 and I turned out theogic is exempt from sequel pursuant to section 15061B3. And that concludes the presentation. I'm having to answer any questions that the council or the public may have. Thank you so much, Lewis. Councilor Mase. It's a clean, clean movement. I'm good. Councilor Wanda. I have no questions. Thank you. Council members, thank you. Councilwoman Chinette. I had questions yesterday and one of the things that when this is brought up, this ordinance, it would be nice if within the agenda, if we could sort of spell out like it is now up here on the board, exactly where those areas are. Now the map is showed with red the areas, but I was very satisfied with the fact that since 395 just opened up to us so that we can develop, this will be a wonderful place for all these new businesses. It's a great idea. Thank you. Lewis, and I think I just want to get it in front of you. I had a conference that we had a meeting last week or the week before last in regards to some of the modified amendments that fish and wildlife are trying to impose when it comes to Sequa. What can we do in regards to encouraging our residents to not create walking paths through the desert as those are now being mistaken as flood paths. So let me just share something with you guys. Fish and Wildlife is an amazing entity. They do the best they can to protect our animals and rivers and things of that sort. And by no means are we questioning what they're doing. But I would say I think they're being a little extreme. We live in the high desert. We don't have rivers, we don't have streams. And then they're trying to impose that the walkways that we create to the desert are natural flows of water. And they're not wanting us to be able to develop if we have any natural flows through the desert, right? So I've lived here in Avalanto since 92. I probably created a lot of those walking paths because as a kid, I didn't have a car. So I just cut to the desert to get to the quickest point. But Lewis, anything that we can do to be proactive in regards to that? That's a good question, Mr. Mayor. And you're correct. I mean, in fact, one of the plan theories applied are using planning schoolies to do like the sidewalks, walkways, projects, to put them after effect because as humans we tend to walk from the shortest distance possible and make you more efficient. That's what's happening here as you indicated earlier that you would cut across a lot because it was as short as path. You have that that can point you also have effect that there is a lot of recreational activities, recreational vehicles, you know, quads and the old three wheeler's, these are to teach the right for the desert and those are also creative pathways. Yeah. You know, it's a very difficult question to answer because you would think that the efficient game would know we're able to make a distinction between a walkway established plan for pedestrians and a natural waterway. You know, I can't speak on the behalf but we are facing a bit of a challenge with them. Several projects where this has come to play and more recent it would be the air that we talked we're talking about would be around Seneca and Pyramid. If you're, for me, you're mainly just to the north of the state of brothers. While we all know that there is no water stream going through their head, you know, we're working with them. They've asked us to look at it more closely, which we've covered, we've covered those, those items in the various reports that were part of the, part of the SQL process. And we're just trying to work with them as close as we can to get to understand that That their concerns we are not concerns But I guess that's a long answer with no actual answer What did help if we were to start getting letters of support from the community because you know the biggest thing that we hear From our residents is they wanna be able to store their belongings in the city. They wanna be able to shop in the city. They wanna be able to work out in the city. They wanna be able to spend their money in the city of Alanto, but if we're gonna get hit with these, you know, extreme guidelines in regards to, you know, walking paths and you know, protecting the water that happens three days out of the year because let's be real. When it rains another lump, we get that one good storm and that's pretty much it. So we're going to allow one storm to hinder the economic development that goes on in our community. That's what we're saying. What would it help to be able to have our residents that are highly engaged and our four economic development, our four growth, to be able to come together and just write letters of support? Or what would that do to this matter? Yeah, I think that's a good idea. It wouldn't hurt to have those letters in place. But I think we need to work on a sort of procedure so that as we move forward with these items and we need to convince Fish and Wildlife that their concern is not really a concern based on the history and based on what's been going on in the area. So certainly, no, we can't do anything about the vegetation that's there. But certainly if they're looking at other items that they think are an impact, it's really our not an impact. I think it's our obligation to kind of how to school them and teach them how what's happening at this location. So it wouldn't hurt to have a rainy camp. I think if we won't work, we strategize it and put it in place so that we can at moments notice and not letter to them. Well, let us know what it is that we need to do. This is great. Thank you for this amendment. Well, it's definitely gonna, that's a perfect area to have it off of a main corridor. So thank you so much for that. Would that be inside? It's gonna go out. Oh, thank you. Oh, no. brought something up that I want to touch on. Though it's working with you a lot with printing commissions and everything, we always came up to the point where these are just like overset rules, right? And they never actually even been in our city when they're doing all these sequels and all these different things. Has Fish and Wildlife actually been up here to our city and evaluate? Or is this an overall broad stroke that they're hitting us with? Belirinath, they have been up to see us a few times. They have visited some of the sites in our city management to get tested. Our city manager hasn't met with them up here. And they've had to take a little bit more of a proactive approach. I can't say they've taken up a practical approach on every single project, but they have come up here on occasion. And it was mainly dealing with the Joshua trius. That was that was mandated and pushed at that time. And we kind of kind of had it on that on that component. But to say that they're up here often that are probably not be a fair statement to make because you know, they are limited with staff and they're not local, they're going to get the right answer. I'm not sure if you're going to get the right answer. I'm not sure if you're going to get the right answer. I'm not sure if you're going to get the right answer. I'm not sure if you're going to get the right answer. I'm not sure if you're going to get the right answer. I'm not sure if you're going to get the right answer. do you remember when I moved to town? That's good. I noticed in your proposal, you didn't have how many acres is being proposed in that area. Because if you're going to be bringing in large commercials, you need acreage for them. Do you know how much that is going to be covered in acreage? I will ask the city planner. If he doesn't have an answer for me before this is over I'll give you a call give you that exact number but that whole area because I know what it's like to be able to put commercial and you're gonna need acreages and that did not to me look like a lot I like the area that you're keeping it all in one place but I think you really need You really need to have an open area more than that because I wanna try to help you get commercial and industry into our city. Love it. And so in order to do that, we need to have the location to where they can come and see what we have to offer them. And that to me did not look like a lot of land. In Patterson, we're bringing in 17,000 acres to do a project. Nice. And so we're like you, we've got open land. So we need to know exactly how many acres you're going to be proposing so that when we start working on that, we have something to work with. Thank you. Thank you. Christina. I just want to agree with Councilwoman Chinette. I was doing everything I could to squint to see where that area was and if we could have copies to look at, would be great. But my question is, and did you send letters to the homeowners and stuff in that area, letting them know about this? Because that's back in the day we used to do that and I mean like I said I've got a trucky company now a mental health school and a pallet company in soccer field that's come all into my neighborhood and I never received anything so I was just wondering about that but yeah if we could actually have something where we can see better would be wonderful. Thank you Miss Tina. Anyone alignment? No sir. All right going to go ahead and close the upcoming here at 12.08. Councilor Mase. I have nothing on this just want to wish I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go to the next meeting. I'm going to go. All right then we'll go back. I was trying to look at the notes to see if there's anything in there on the staff. Mr. Mayor, if I if if if if I may, if you like I get I can address the questions raised during the public hearing. Number one on area there is not no area in if I at this time this is a zone called amendment that affects the entire commercial zone and the mix use zone. There's no project attached to this particular action by the City Council, which is why the second question was about notification. When we do a citywide change, like any of the projects we put the notice in the paper, and for a 10-day notice, we did that twice, we did that for the planning commission. When they had their hearing, we did it again for this particular City Council meeting and for today notice and did that twice, did that for the planning commission when they had their hearing and did it again for this particular city council meeting as required. Now, when we do, once we do receive an actual specific project site for an actual project, then at that time we'll do not only the public hearing unnoticed in the paper, but then we'll also do notification through through mailers for everybody lives within 300 feet of the proposed site So at this point we don't have a site yet per se because this action tonight today is To I mean the code to allow these users to come into into those two zones those two zones being commercial zone and the mixed use zone So at later on when we do receive a project at that point, we'll be more specific in the nailers that go out to everybody in the vicinity. I hope to answer the question. Thank you. A quick question. And with that being said, I'm motion that we approve the introduction of the first reading award in number 654. All in favor? Moving on to new business. Accepting grant from the California Department of General Services and approved professional services agreement for the Bellflower Park Design Services. It's gonna be Sava. And gonna go ahead and bring that up to Sava. Yep, and we also have Mr. Ray on the line as well to assist with the Council. Has any questions? Go ahead, Saba. Saba, you're not on mute. You may be on mute on your end. You wanted to turn it over to Ray? I'm going to get a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a Okay, right. You're able to speak. Hello. Hello. Yes, yes, I can I can hear now. Yes. Hi, we're wondering if you could present the report where is salva is not responding. the project. I'll give us a background on the project. So I'll perhaps you can hang up and call back. Do we have the can we have I see put up the our work at least on the way. Wonder what did you do a five minute recess for the meeting? No, can you hear me? There we go, Sabah. Yeah, okay. I think it didn't go through before. Sorry. Okay. First of all, I would like to make a request to change in the subject. The subject is accepting grant from the California Department of Park and Recreation, not from general services. The city of Atlanta received a grant from California Department of Park and Recreation in the amount of 500,000 for the upcoming Bellflower Park. On January 22, 2024, a request for proposals for a design service was released and made publicly available on electronic plan room and city's website. On February 22nd, city received five proposals from Agren, which is based in San Diego, Haitian Associates in Corporation based in City of Anaheim, infrastructure architects based in Arwain, RHL Landscape Architects, planners based in Riverside and Wurdy Designed based in Riverside. The proposals were reviewed by the city staff members and it was determined that the proposals submitted by Infrastructure Architect met the city requirements. Infrastructure Architect has an extensive experience and successfully completed the similar project for numerous cities, the state wide. So staff is recommending to accept the grant from the California Department of Parks and Recreation in the amount of 500,000 for well-flower product design and construction and approve the award of a professional service agreement with infrastructure architect in the amount of $74,999 for the well-for-our design project. So if authorized, the design will start in November and be completed by February of next year. Thank you. Any questions? Can we put the design up on the field? I'm on the screen. Have they done the design already, suffer? Are they going to do the design? No, they are going to do the design. I see. Our plans were approved before, but they are going to do the design. They will prepare the construction documents so we can advertise the project for the bates. I think, Mr. Mayor, what you're looking for is what the previous design looks like, the larger project. This is, tell me you're asking. No, I'm looking on our staff notes. If we look at page 137, there's actually a conceptual market. Zach, are you able to pull that from the agenda? Page 137. Yeah, but it might take me a little bit of time to do that. Okay. Okay. My question will be, um, since maybe this isn't the one. Um, this is for the full five. Are we going to phase this out or now they receive the other million? How much is it what is this going to be? Is this going to be for the full design of the five acre park or are we just doing? Are we designing as we go? Since we have right now only 500,000 is available. So this will be the phase one of the park. And we will only develop one acre out of the whole park. And then since we received approval for the another grant. So that will be the face too. Okay. One thing that I would like to ask because we already have an Nunkin Mirong. I love basketball, right? But instead of having another basketball court, can we potentially use that area for either like a hybrid of baseball and football? Yes, that can be accommodated. Just an idea. I'm not sure how you guess. We have basketball at the other park. Right. So let's let's not just have a whole bunch of basketball courts everywhere. Let's then bring in a basketball court later on. We have five acres to develop. So yeah, we need two football fields, one baseball field and a basketball court. There we go. Councilman makes it go ahead. Two football fields. Right? Well, this month's come back over here. Leave all kills. Yeah, it's not going to kill us. Build a battle into a little bit like my daughter would say. Yeah, now this is great. Love it. Phase one. So yeah, that this is great. Love it. Phase one. So yeah, I agree with the mayor. We need different type of sports for all our kids. The football field. I'll say this on the dice can also be used as a soccer field. So, OK, so that you know what I mean? The basketball court will be used as a soccer field. So let's get soccer some love out here. That's all I got. Hi, councilwoman. Yes, can you hear me, Missa Mayor? Yes, sir. Good morning, Missa Mayor, honorable council. Just just want to thank you first of all for consider You coming in broken under leadership May it in vice mayor That's Unnerve mail was Hey, Ray you're coming in really really broken of which it's okay. No, you're coming in really, really broken. Of which? It's okay. No, you're coming in really broken. About connection. Yeah. We'll call you afterwards. Can you see? Can you hear me better? No, we'll call you afterwards. Okay. Okay. Thank you. Okay, very good. Thank you. Thank you. Lick's good and I to look at the community. It's a great idea to look at the community. It's a great idea to look at the community. It's a great idea to look at the community. It's a great idea to look at the community. It's a great idea to look at the community. It's a great idea. What is the, so the what is the total amount after the each phase is finished, that we need to raise in order to accommodate this part to its total expansion? Based on the concept plan that was developed, it's very extensive. And we haven't done the exact cost estimate make but that could be a big amount. I heard it can be like if you go for the ultimate whatever the concept plan is. So I don't want to scare anyone but that's going to be maybe like 15 million or something. But again when we divide it into phases we move as we get funds available. So, and again, whatever is going to be provided, we'll get approved by the City Council. So, you know, I think this phase one is like 500. And then this is a phase one, and then phase two will be, we have a million dollar. And so we move forward as we get funding available. So it's just to have a million that we've got approved, there's another million that approved but as we face now we can apply for grants so the goal is 15 million. Oh, there's a total. The goal is to get to 15 million. Okay. So you're saying then, so about 15 million would be the In result of that part. That's the ultimate. That can, if you're going to have like a recreation building or something like that. So, you know, we move forward as we get. But the purpose is to provide some basic, you know, essential needs for the community like a game field play area picnic shelter. So this is just the big name. So hopefully with time we'll see how much we get in the next upcoming years. And I'm very aggressively going for the for the different grants that gets available from different departments. So let's see how it goes. I'm hoping to get more money for the city. I have another question for you, Savah. Right there between those apartments and the park is Water Retention Basin. Is that part of that going to be taken out? That belongs my understanding. That belongs to the apartments for the water retention basin that was put in there. No, we're not gonna, all the park construction, it doesn't matter what we are doing, it's within the city on properties. So we're not gonna touch the attention basin. Okay, thank you very much. Guys, I want to talk to you. I know I'm gonna get in trouble for this, but a growing sport is also pickleball. Pickleball, yep. Okay, so you know, if you just feel like we can write there by the parking lot they can play, right? You got number two. It's a growing sport people. There's a lot of grants for pickleball. Yeah. Specifically pickleball. So yeah, you're saying. So saw if you want to throw pickleball in there, that'd be great. We have five acres, right? And that's a beautiful thing. And I think it's smart the way that we're facing it out and doing that because we need to be able to have a location where we can put down and applying for the grant. So if we don't develop this whole thing out at one time, we can continuously use this to make specific areas bigger and better and make it, you know, five acres is a lot. And I think that's beautiful where it is. One thing too, for those here in the room, and for those online, is to take a consideration is that we haven't forgotten about the rehab. And for those online, is it taking consideration is that, we haven't forgotten about the rehabbing of our other parks. Okay, the biggest thing that we have to stress is when we're applying for these grants, these grants are for new parks, right? So we saw as applying, we're looking at things to redo the park behind us here at Richardson. We're looking at redoing the one off of Daisy and Mimbellflower. There's a trails, right? So we are applying for the grants to be able to rehab those parks, but we cannot take this half a million dollars that was awarded for this park and use that money to rehab another park, right? That's the one thing that we can't do because the beautiful thing You know with the staff that we have here at City Hall We've now shown through Prop 68 and the parks and wrecks for the City, California That we were physically responsible and handling the $2.8 million park. So guess what? They're gonna say hey you guys did this well, and when we apply for the $3 million, the $4 million or the $5 million park, they're gonna approve us because they saw that we handled that $2.8 well, right? So that's the biggest thing to take into consideration. I love this, more parks. I will take a minute to just say, this is why I'm happy with this team This is why I'm happy with these five people who are sitting on his dius is more parks more roads Better improve me. We don't need to Change anything up. No, we got a park so about to open We got a park on the screen and we got a road being fixed on the street right all at the same time One was the last night. It's never happened. Yep, so thank you so much, Sabah Ray Appreciate you guys and to go ahead and open a public comment here at 1224 and Ms. Magda Let's go Magda Good afternoon mayor elected officials staff and everyone present, Magdeterrelus. I'm glad you brought that up about that money for the park because that is true. You have to stick to whatever it was that grant was given to us for. We would have gotten a lot of trouble, look real bad, and that might have been the end of that. But you know, yeah, we got to let the kids do things. You know, I'm 100% get them out away from gangs and drugs, keep them busy on the fields. But how about doing something from age one to 99? Because I've been crying for this. An indoor pool, so a seniors, a seniors, and the children and even babies will have something to do. And if it were possible, I know it's very expensive, but an indoor so we could do this all year long, you know. Great for the kids. I love to hear this, but kids like to swim and maybe we can get an Olympic swimmer coming out of that, you know? So that's my concern and that's my request. Thank you. Thank you Magda. I'm going to follow you all at once. Is it possible that we can add a volleyball area to the park? She would like a lot of schools are doing very involved in volleyball. And I left the pool idea back in the day. I'm when Atlanta pull was open behind the school I was on swim team for six years Back in the 70s, so and the indoor pull would be wonderful also And just to give an update on that pull aspect right the pulls done the pulls remodel the pulls ready to go The only reason why it hasn't opened is because they weren't able to get any life cards, right? So I'll allow them to school this trick, fulfill their part, but now they're partnering up with the region to get certified life cards to be able to utilize the pool. But the pool is beautiful, that's done, that's ready to go. We just gotta get some life cards out there. And noted, Saba, please note, volleyball, if we get incorporated in any type of which way. Ms. Pat. Looking at your map, I only see like 20 parking spaces. So that's one thing that needs to be incorporated in your future growth. And I'll tell you what happened to Patterson. We got a grant to build a theater for our high school performers. 480 seats, 50 parking places. How can they possibly perform and have anybody come to the theater with 480 seats and 50 parking places? So I'm always very cautious about when you build something that you don't put in the adequate amount of parking areas because that's important. If you're gonna have children coming to this park, they're going to have parents that are gonna be there in automobiles. So just look down the road if you've got five acres, you've got plenty of land to build parking, but you do need more parking than what you have here. Thank you. Thank you. Brenda, anyone online? Earlier, Hunter. I'm ready. Going to go ahead and close for becoming here at 1228 and bringing back to Council. I have nothing. We're good. Councilman, I'm good. Councilman Jeanette. I'm't. Nothing. We're good. Councilman, I'm good. Councilman Jeanette. Ready? And while I'm looking for this, I will motion that we approve the staff recommendation to accept the grant from the modifications that stopped us ahead for the half a million dollars for Belflou Park and approve the amount of $74,990 for the Belflou Park and Design the amount of $74,990 for the Belflower Park and Design Project Design Services and authorize the City Manager to sign their agreement on behalf of the council. All in favor? Aye. There is no items removed from the consent calendar. Future agenda, Councilor Mesa. Yes, sir. I got a few. Residents from here online today, so I appreciate what some of the ladies came out and said today. I don't know if it would be code or fire department to be able to start looking at the companies around there. A lot of companies are cleaning up their areas, but there's a lot of growth that is fire hazards, walking hazards along the whole city. So if we can get that to be looked at in our industrial areas, making sure that all brush and shrubbery are cleaned up around their areas. Can I get a second on that? Hi, sir. Ah, that measure would have taken care of that. Yeah, well, if they don't want to vote for it, then they're going to get. All in favor. All right. We'll stay on that one a little bit then because that's just for the companies, right? So we have a building there. Next, I want to go make sure that we are looking at the private lots. So I need a little bit help from Council here. I'm sorry, not from Council from Council. Are you online right now? Can you hear us? Todd, your request of the... I'm here. Todd, how are you doing, sir? Living the dream. Living the dream. So beautification should also, if we're tagging our residents with fines for not keeping up with their yards, with not having trucks parked in the sidewalks, what about these lots that are overflowing with trash with just plants that are overgrowing? What can we do to incentivize them to clean up their lots? Or before you answer that, could the city since we have trespassing barriers or we can't go on private property, could the city partner property. So, the city's property is So the answer is yes, overgrown vegetation constitutes a nuisance under our municipal code, but we have to follow certain procedures. If they do not clean up the mess after X amount of time, we can clean up the mess and lean their property. Yeah. So that's what I want to start going to. So we can pull something up draw it up so we can kind of tweak it if we could just look at what we do have right now so we can start going after this because if we don't want to vote to pay well pay it fine for not cleaning up your areas so I want to go that route from here on out. I'll second that. All in favor? All right. Thank you guys. And a small little one, but it's a big one to me, is the flag right here, Richardson. So we were having our national anthem, we were going in the flag, is time to be retired. So if that's something that we can do, is put up a new flag, it'd be awesome. It's a little league. Is it that park,'s a little league. Is it that park or literally? Is it the flag? I think it's little leagues, it's really. Let's find out. Because that flag is stuff flag. So, Patreon, if we got to get it right now, you know? I'll second that. All in favor? Hi. Thank you. Councilwoman of the group. If we can get a presentation from the behavioral health, they have all these certified trainings that they do throughout our district, but we haven't had an opportunity to have some of these safe talk as one of them, which is a great one. There's also mental health first aid, but they actually have a great presentation that they can do at City Council to just offer up and show all the residents all the different trainings that they do have. But in conversation, they also offered to do one here in the City of Adelante for the high desert. So if we could have them come in, I have a brochure and contact information for that. Would they be available to do a presentation next City Council? I believe so. Okay. I'll second that I All in favor Councilman Jeanette I have a request and something to say about this We talk about the weeds and all that and you know here on the desert. That's all we seem to have is growing weeds But when it's the easement Todd Todd, I need a question answered. When it's easement of properties and belongs to the city, that part is a city responsible to take a tractor and clean that up, or is that still the responsibility of the resident? If the city has an easement for use, we have maintenance responsibilities regarding the easement Okay, thank you and the second thing that I'd like to mention is that The American Legion is closed till further notice at this time for maintenance and Whatever they have to do there the auxiliary will be meeting over the stadium, over at the Atlanta Stadium, event center, next Wednesday at five o'clock. And until further notice, the meetings will be there at the event center, at the stadium for the auxiliary of the American Legion, the ladies. Thank you. How do I say this? I agree with you, Councilman Mesa, in regards to the weeds, right? And all of those things, but. How do I say this? see how I say this. This council is not the council of 2016 and the council had a lot of horrific things that happened. This council is a council that puts the city first in many which ways to advance through beautification, through economic development, through well-being, through everything. Like you guys see, we are heavily involved in different areas and different facets of individual lives. I'm not saying that I want you to trust us blindly. And when we bring things before you, but what I would say is, trust this council that we're gonna do was best for the city outside of any political agenda, right? I've been the voice of it and I've been extremely frustrated. I've gone against my own personal party and then wanting to do this vacant land tax measure because again, I don't represent a party. I represent the city of Avilaanto. I represent the voting base. I represent the people who live here. And when 97% of the land is owned by people who live outside of our city and 73% of that is owned by people who live outside of this country. I'm not taxing my community. I'm taxing people who don't live here, people who don't care, and people who are just leaving it and we're the ones that are suffering at the end of the day. No one likes to look at trash. So when it comes to these things, thank you, Councilman Mesa, for finding a creative way for us to still be able to address our beautification, but we do have an important measure. Again, it is measure R so on educational purposes. The reason why this is important and any other measure that we bring before the community in the voting base of our Lanto, please ask us your elected officials why we're doing that, right? We had dreams of expanding our scope of work and our influence and the finger, you know, that's there. And the square on the top of our city and and then we just had a meeting with Lathco and all of them said that it is dependent on how we have it backed by money. And that's very unfortunate because we had this great opportunity with this vacant land tax that it would have generated the city of Avalanto 128 million dollars over the course of 20 years But we allowed people who are from the city who don't live here who have a political agenda to saturate the mailboxes spread false information and say that it wasn't good for avalanto. Please tell me why $120 million would it be good for the city of avalanto over the next 20 years? Please tell me how that wouldn't help pave roads, help beautify, help with more first responders, help with more beautification. That is all things that our community needs. It's unfortunate but the reality is this, Avalonthal residents is that we cannot be dependent as much as we network, as much as we politic, as much as we have great relationships with SBCTA, with AQMD, with VVTA, with SCAG, with legal California cities, with all the state agencies, all the federal agencies No one's gonna look out for other lump to file the lump doesn't look out for itself And we just have to know you elected us five to be that voice To go out there and find creative ways and to fix 30 years of stupidity overnight. And I would say we've done a pretty good job through a global pandemic to change the reputation, to change the culture, to advance what it is that we're doing here in Al Vellanto. So I ask with this election season coming before us, just be well informed. Read what it says, read what measure R says. Read how it's going to benefit or not benefit the city of Alonso. Look at what it's doing. Look at the people who are running and how does it they choose to want to represent this city. Those votes, those decisions matter. And it impacts us because we have an amazing city management, an amazing team that are going over and over and over finding ways because the reality is this in the city of California, everything's gonna go up, it doesn't matter. But if our point of self doesn't go up, if our taxes doesn't go up, and the sad part is this, Prop 13 has killed out the lump toll and our property tax values. We get 1% of 1% and if we're not selling homes and the people are living in our homes, for example, the home that I grew up in, 92, the city of our lump, though, gets 75 cents a year in property tax. Right. So that's the reality of the decisions and the things that we're doing when I'm just trying to go out there and take take take take take where we're trying to find ways to be able to take advantage of this this expansion up to the high desert so only thing I'd want to put on the agenda city manager if possible and it's just to be aggressive because I'm a firm believer where there is unity God does come in the blessing and I don't want it to be a division in the high desert But if we can have assemblyman carillo and And his team or whoever can come and do a presentation Next city council meeting we need to get clarity on AB 98 Right Like I've said I don't mind taking Political pressure and taking those type of things, but I've been probably the most vocal one in the high desert that is supported in San Luis Carilo and is efforts in what he's doing for San Fernando. But there is a huge division in AB 98 and what it is and what the perception is. So I would really love if we can be the ones that are advocating to get that clarity and In the information if it's not a thousand feet Present the information is not a thousand feet if it's 300 feet from the dock and not a thousand feet from the property line Bring that clarity so that Victorville's elected so Abu Valleys elected his Sparius elected down the hills elected right have an understanding of what this really is and we can get past this political noise. So can I get a second? All in favor? All right. All right. And with that being said, we're gonna go ahead and adjourn this meeting and our next regular meeting is to be held October 23rd at 11 a.m. Our time out is 1242. Can I get a second? Second. All in favor? Hi. You guys have a great day. Thank you. You guys have a great day.
