Commissioner Gordon. Yes. Commissioner Noobel. Yes. Commissioner Butto. Yes. Yes. Whereas volunteers are the lifelines of our communities, selfishly giving their time, talents, and energy to make a positive impact on the lives of others. And whereas National Volunteer Week was established in 1974 as an opportunity to recognize and celebrate the invaluable contributions of volunteers across our nation who worked tirelessly to address the needs of individuals, families, and organizations. And whereas Oakland Park volunteers play a crucial role in addressing pressing environmental and economic challenges from supporting recreation initiatives to aiding disaster relief efforts and promoting environmental sustainability, which include various city recreation and library events, Operation Our Neighbor, Adopt a Waterway, Park Maintenance, Graffiti Patrol, Sandbag Saturdays, and many other citywide projects. And whereas the City of Oakland Park is grateful for the dedication and compassion of its estimated 199 active volunteers who embody the spirit of civic engagement and community service providing over 9,088 hours of service in 2024 to better the quality of life in our city. Now therefore the city commission of the city of Elkhom Park Florida by the virtue of the authority vested by the charter does hereby authorize Mayor Tim Longan to proclaim April 23 to 26, 2025 as National Volunteer Week in the city of Elkhom Park and extends its appreciation to to all volunteers who give their time for the betterment of our community. Thank you. Thank you, Clik Shradd. We appreciate that today presenting the Proclamation is going to be Commissioner Fitzbudhoo, and accepting is Mr. Tim Smith. He's a city volunteer and the president of the Dixie West Neighbor association. A little bit about Tim, Tim has been a key force behind the significant improvements to the Pioneer House and Museum. He actively engaged in local businesses to contribute to restore one of our most cities, most iconic landmarks. Tim's tireless efforts include the recruitment of community volunteers and over 14 businesses to assist with contributions toward the restoration that are estimated to exceed $100,000 and many, many volunteer hoursale. We thank you. This is the big award. The spirit of a volunteer, giving the free time service for love of community. And that's when you're best what you have been doing since since you moved to our great city of Oakland Park. All right. You just took charge. Okay. With the pioneer house like the mayor said, and you organize, you organize the community. That's what I love, I love that part. That's what I love that part. And I see volunteers out here. I have my super volunteer right there, Mary Giver, come on wave Mary, that's my super volunteer. Yeah, Commissioner. Thank you for all you do. So let me hand you the mic, vice mayor, and say a few words. It's very nice. Thank you, Commissioner. Thank you for all you did as a volunteer all those years before you got up into that chair. Okay? So I'm proud to accept this award for National Volunteer Week. Volunteers are aware of that. I've noted for many decades, volunteered before my public service service and now I'm doing it after Chris called me and asked me would I accept this award for the city volunteers. I said I would, he said what have you done for us lately? No, he didn't. So I'll accept it in one last thought when I was trying to think of what to say. You know, how could I say anything other than how much I love volunteers, but this kind of thought came down from somewhere And I'm like wow, that's what I'm supposed to say so this thought said just tell them the best volunteers if they make it up there you get to cut in line Thank you Mr. Come on down so we can take a picture Yeah Thank you. Mr. Come on down so we can the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. Whereas our planet, its beauty, resources, and biodiversity depends on the responsible stewardship to ensure a high quality of life for present and future generations. And whereas in celebration of this year's Earth Day theme, our power, our planet, the city of Oakland Park will host together we grow, clean up and tree planting, on Tuesday, April 22nd at 9 a.m. at Lakeside Sand Pine Preserve, where volunteers will remove litter and debris to protect wildlife and native vegetation. And whereas planting trees and wrenches biodiversity improves air quality and strengthens the resilience of our national spaces contributing to a healthier environment for all. NWI's Aubrey day observed on the last Friday of April highlights the critical role of trees in our ecosystems by providing shade improving air quality, reducing stormwater, runoff, supporting wildlife habitats, and mitigating the effects of climate change. And whereas in honor of Auburn Day, the city will host its annual tree giveaway on Saturday, April 26 at 8 a.m. at Jaco Pistorius Park, offering a variety of native and Florida friendly tree species to promote sustainable landscaping and environmental responsibility. Now therefore, the city commission of the city of Locom Park, Florida, by the virtue of the authority vested in charter, does hereby authorize Mayor Tim Lonergan to proclaim the week of April 22nd through the 25th, 2025, as Earth and Aberde, and the City of Oakham Park and urges all residents, businesses, and community organizations to take part in activities that promote environmental stewardship, sustainability, and the preservation of our natural surroundings. Thank you. Thank you, City Clerk. We appreciate that. Presenting the proclamation today is Vice Mayor Steve Arnst and accepting is Molly Furch, our environmental sustainability coordinator and Michael Mechof, Yefzky. Thank you, Michaelounds maintenance crew leader who's approaching 20 years of employment with the city. Michael is an ISA certified arborist and a respected expert in the field. He serves as an instructor for the basic tree trimming course offered at the UF, IFAS Extension Campus in Broward County. This course is designed to provide the foundational knowledge and skills required for professional tree trimming upon successful completion participants become eligible to obtain the Broward County Tree Trimmer license were in good hands with our Arbidae Tree Planning with Michael in charge. Thank you very much for both you for coming up with you all do a great job you've been here 20 years I mean it's an art to trim a tree and the reason I'm saying is a lot of people when they trim their palm trees they trim all the dead stuff off of there you don't do that the first thing you do is let the, the limbs die and let them fall off themselves because what happens is all the nutrients are in those pomfrons go back into the, into the tree and back and, and feeds the tree actually. Because most pomfries die of a, a lack of magnesium and, man, manganese and, and that's when they start turning yellow. And so it's, it's if you trim them off to make them look really neat, you're really hurting the tree really bad. And I'll let you expound some more on how to trim a tree. So class, how's everybody doing today? First off, I want to thank you for the proclamation, I accept this on public works. I do want to say a few things. So happy that I've gotten this, I've been with the city 20 years. They've let me do something that I really enjoy. I did 17 years of tree work before I got here, up in sunny Buffalo, New York. And then they let me get my certification and continue my education. I really appreciate that. And tell back how back on a tree, too. Oh my gosh, everywhere. That's something you don't want to do as when you just take the top off of the tree and then just let them sprout out and That's really bad. What is the weakness of tree really? It does. And when they say hat racking, it looks like you can hang hats on each one of the limbs that come down. That's how bad it is. They just cut the limbs off and let new sprouts come up. But that's a worse thing you can do in a tree. If you don't know what you're doing, save up, spend the money, get a real tree, arborist to do it. Don't just get these guys to come around and want to trim your trees up for a couple hundred bucks because first of all it ends up costing them way more than a couple hundred dollars. Second off they just they destroy the trees. They just they do a real hack, hack job on them so to speak. So if you're going to do it, do it right and do it properly. And the second thing is, if you have a tree that's got to come out, make sure you get a tree rule permit. Very important. We don't want to have code forces coming around and cite you. Do you like to say anything, Molly? Thank you so much for this proclamation. of course. I accepted this last year and this year our theme for our Earth and Arbor Day cleanup and tree planting is together we grow. So it made me really think of all of the people past, present, and future that are involved in making Oakland Park, the community that it is. So I'm so glad to have Michael here because together we all grow. All right. Thank you. And I will I will say over the past couple of years, past many years, Michael was at many of our schools teaching the kids tree maintenance and planting the trees. And in Veterans Park, we have a tree named after Michael. Two more things. Would you like to let everyone know about the program for Arbor Day and Earth Day? Sure. On 9 a.m. Tuesday April 22nd we are doing a cleanup in honor of Earth Day and then a tree planting in honor of Arbor Day. The 22nd is actually Earth Day. So that is going to be at Sand Pine. Mike and I will be there cleaning up and then planting the tree if anyone wants to come out and volunteer with us in honor of volunteer week two. Yeah. Yeah, let's go out for a week then. And free tree giveaway for Oakland Park Restants on the 26th plug It's first of all it's gonna be right over here jog the stories park Second of you get you bring your idea with you because they need to know who you are And also you get up to three free trees so and then will you bring make sure you bring an SUV pickup truck don't bring a little Volkswagen or something like that it's really tough to get inside there and this way we'll you know we'll help increase our tree canopy that's a major major importance around here because the reason why it stays so hot around here is because we don't have enough tree canopy. We've destroyed it all by building, building, building. I don't know. There's got to be building, but you know, we need to put the trees back. So come on out, start to add. Nine a.m. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. Go there. It's an amazing, fantastic experience. Thank you. Okay, and do we have any I'd like to add the supplemental agenda to the agenda. Okay. Commission? No. No changes or deletions. Nothing for me, Mayor. Okay. No, I'm decide. Okay. And I would like to pull items 12 and 14 for discussion Yes, city manager city trying we're good. Thank you mayor Okay, I'd like to Make emotional men the agenda second Vice mayor aren't yes, Commissioner Gordon Yes, Mr. Noobel. Yes, Commissioner Bnst. Yes. Commissioner Gordon. Yes. Commissioner Noobln. Yes. Commissioner Butthou. Yes. Mayor Longan. Yes. I'd like to make a motion to approve the amended agenda. Second. Vice Mayor Arnst. Yes. Commissioner Gordon. Yes. Commissioner Noobln. Yes. Commissioner Butth. And Mr. City Manager, our first presentation and only presentation tonight, the Joint Climate Action Plan update. And an important one in light of the concerns that have been expressed already about the condition of our Earth. And I'll call up now Molly Fertch to come back and actually work this time. And she'll be joined by the director of our Public Works Department, Albert Carvin. Could you please update us on our climate action activities? I would love to. Perfect. Okay, so we made a large update to our joint climate action plan. The original joint climate action plan with Wilton Manners was passed through commission in 2019. So with shared borders connected waterways and overlapping water and sewer systems, the boundaries between Oakland Park and Wolland Manors are artificial and basically irrelevant when it comes to climate action. Recognizing this, our two cities partnered to create a joint climate action plan or J-CAP, as a unified strategy to strengthen infrastructure and build long-term resilience. The original joint climate action plan laid out a shared vision and framework for reducing greenhouse gas emissions and preparing our communities for the impacts of the changing climate. Now, five years later, we've revisited that plan with fresh eyes and renewed commitment. Our J-CAP five-year update builds on the foundation we set, highlights the progress we've made, and introduces new goals and actions to carry us forward into the next decade with two clear goals to reduce our collective carbon footprint and to improve resilience for both Oakland Park and Wilton Manners as we face an evolving climate future together. This map helps illustrate how closely connected Oakland Park and Wilton Manners really are. It's one thing to talk about collaboration, but seeing the geographic layout makes it clear that our communities are part of a shared ecosystem. From neighborhoods and transportation corridors to stormwater flow and flood zones, our cities faced many of the same climate related challenges. This visual reinforces why our climate action planning must be done together because solutions in one city can strengthen and protect the other. What makes this update especially exciting is that it's more than just a report. It's a roadmap that reflects the shared commitment and hard work of both cities over the past five years. Throughout this process we've worked across departments and city lines to reflect our progress and define a clear direction for the future. While this update introduces new actions and celebrates our successes, the core strategies or overarching goals have remained consistent from the original joint climate action plan. That continuity speaks to the strength of the original plan and the long-term vision that continues to guide both Oakland Park and Wellen Manners. This update marks the transition from planning to action as both cities move forward together to a more resilient and sustainable future. One of the larger goals of this five-year update was to make the information clear and accessible to everyone not just planners, engineers, etc. But also community members who want to see the progress that's been made and and where we're headed where we're going. This slide is an example Of exactly that it shows you just out of glance who completed the action what was accomplished and how it connects to the original joint climate action plan? In this case, the example on the screen, both Oakland Park and Wilton Manners completed the flood vulnerability assessments to better understand the risks of flooding and sea level rise. By presenting the information in this format, we're not only celebrating success, we're making it easier for residents and state holders to track progress, stay informed, and stay involved in shaping a more resilient future. So we have seven overarching strategies. Our first strategy being sustainable communities and transportation. It's about building communities that are ready for the future. Strong, adaptable and seamlessly all connected. The goal of this strategy is to adapt to the impacts of the changing climate and reduce greenhouse gas emissions by reimagining how and where we build and how we move from place to place. That means designing our community more efficiently and climate ready, but also more livable safer cleaner and more sustainable ways to get around. One of the new proposed actions of in the new Joint Climate Action Plan is listed on the screen. Water sewer and stormwater is our second overarching strategy and one of the most vital for protecting our communities from the impacts of climate change. This strategy aims to strengthen water management and infrastructure systems while continuing conservation initiatives. This includes everything from protecting our water supply and updating wastewater systems to managing regional canal networks, pumps and control structures. It's really about ensuring that these critical systems are prepared not only for today, but for the needs of the future as well. Like other strategies, the five-year update introduces new proposed actions, which is on the screen, further reinforcing our commitment to proactive climate resilient infrastructure planning. Natural systems make up our third overarching strategy and they're essential to both the identity and the resilience of both Wilt and Manners in Oakland Park. The goal of this strategy is to implement monitoring, management and conservation programs that not only protect natural ecosystems, but also enhance their ability to adapt and adapt to the changing climate. Healthy natural systems, like wetlands, tree canopies, coastal habitats, like main groves, they don't just provide beauty or recreation. They offer us vital services, flood protection, heat reduction, water filtration, and even carbon storage. This strategy ensures that we are treating these ecosystems just as critically as we are treating our built infrastructure. Energy and fuel being our fourth strategy plays a key role in reducing emissions and strengthening our ability to respond and recover from disasters. The goal of this strategy is to reduce electricity and fuel consumption while increasing renewable energy capacity, helping us become more energy efficient, cut greenhouse gas emissions, and improve both regional resilience and energy preparedness. This strategy supports everything from transitioning to clean energy to backup power for critical facilities. An example of the backup power that we have in our new public works facility is at a huge flood level than our actual base flood elevation of the building. Sierra can talk more about that. Okay. Our fifth overarching strategy is risk reduction and emergency management. It speaks to the heart of resilience. Let's think of what's next, you know. The goal here is to prepare for the inevitable shocks, the stress that we face here in Southeast Florida, for example, hurricanes, flooding, and an extreme being the three that comes to mind when I think of them. That means bringing together emergency services, infrastructure teams, planners, and community partners to reduce risk and respond effectively when emergencies happen. Public policy advocacy is our sixth overarching strategy and it's all about making sure our community's voices heard. Beyond city boundaries but and also into the broader climate conversation. The goal here is to influence decisions at all levels of government so that the experiences, needs, and priorities of our residents are reflected in climate outreach and engagement is our seventh and final strategy. And in many ways it's the one that ties everything together. seen as leaders in shaping a more resilient future. And the last one and probably my favorite, public outreach and engagement is our seventh and final strategy. And in many ways it's the one that ties everything together. The goal is to build public awareness of the climate related risks we face here in Southeast Florida, while also highlighting the opportunities for early coordinated actions to address them. When people understand the risks, they're more likely to support solutions. And when they see progress, they're more likely to stay engaged. This strategy is about helping our residents feel informed, connected, and empowered to take part in shaping a more resilient and sustainable community. One of the new proposed actions in this five-year update is to develop and implement a plan to continuously educate residents on what can and cannot be recycled. It may sound really simple but it's a powerful example of how small everyday actions backed by clear communication can add up to meaningful meaningful environmental impact. And that's all I have for you today. Thank you Molly we appreciate that and I'll open it up to the commission. I just have got one question This is probably for Albert or anyone else. What's the status of the septic systems in the in the Broward County? Albert Carman Public Works Director There's a there's been talking about the water advisory board and the the technical advisory committee over the past several years. There's probably about third of the county that is yet to be converted to sanitary sewer systems. There's an ordinance before the county commission to close that gap to make it 100%. The major portion of the incorporated areas and areas out in the southwest, including most of the western portions of Hollywood, and they are coming up with a plan to sewer those. So as far as Oakland Park and the surrounding areas that we have, we're 100% sewer. There's probably about, there's still a couple of the residents that have not connected up, but once they go to permit their septic tank, they'll be required to connect up. Are there still some up around Florida and in federal highway? Yeah, Florida, you're talking about the industrial area? Yeah. The industrial, that was all converted in 2014. Okay, good. Yeah, because I know there's some left over in Northearness Gardens. They had just haven't hooked up out of that. That's correct, sir. They have the ability. If they ever go to replace their septic tank, they need to go up. Okay, very good. That's very important because the rising water levels, you know, we get water contamination. So, and I know that's a big contaminant of the locks that have locks that have to river is of that and and fertilizer runoff which which pollutes the lake of Chobie which contributes to the algae blooms which in trouble in turn goes out to the oceans and contributes to the algae blooms there. blooms there so we have to really be cognizant of what we put on our grasses and it's like changing over to sanitary soil whenever possible thank you very much very good presentation thank you vice mayor Commissioner thank you mayor thank you miss perch and mr. carbon for the presentation especially regarding, our climate change because it is real. It is true. And this action plan is a proactive approach to address climate change related to our challenges that we face as a city, as a state, you know, such as, and but we can do our part by recycling, like you said, making sure we have green space, especially when there's new development, making sure there's green space and encouraging residents to keep, you know, their green lawns, trees, like Vice Mayor was saying, and also cleaning out their drainages. So all that's important. We can all play a part in making sure we curtail this climate change that's happening. And also prioritizing the execution of infrastructure that addresses flooding. So that's important. So I just wanna thank you for the presentation. And I'm a big person when it comes to green spaces as well. Thank you. Thank you, Commissioner. Thank you, Mayor. Thank you, Ms. Furch and Mr. Carbin, both both for this presentation. I'm also a big proponent for clean, green, and environmental sustainability. I mentioned something to the city manager during my briefing about seeing more plants being planted throughout the city. Shrees, there are some planters, for instance, right on Powerline Road and Oakland Park Boulevard. Those planters are empty. In other words it's the absence of plants in those troughs those planters and we talk talk about being clean, sustainable, resilience, and on and on. We can talk about it, but I want to see action. And I would love to be a part of that action. I would like to drive around in this city and look at certain areas. And I'm sure you've done this. And if you haven't, I'm willing to partake in that. Mr. A. Bear, drive around throughout this city and identify areas where we can plant additional trees, additional greenery, and just kind of fill in those missing, those missing plants as I spoke about the planters, You know, I was on Powerline Road and just looking at the missing plants. And it's sad because having that void filled with enhanced our city so much, that's a very vital that particular corner. That's part of Oakland Park and I would like to see even collaboration with places like Lowes and Home Depot and whomever you want a partner with because I heard you mentioned partners partnering you know and that's all part of engaging Everyone, all stakeholders, boots on the ground. Let's jump into the trenches and get it done. And it's very simple. To me life is very simple. There's nothing complicated. We make it complicated. So what you have here, your five-year action plan, and it's really wonderful that we are having this joint venture that's been in place for the past few years with Wilton Manners because they are connected right there at Powell Line in Oakland by the hip, all three cities, Fort Lauderdale, Oakland Park, and Wilton Manners. So I applaud you and commend you and staff for presenting this plan of action, but include me. Okay, I just adopted a street. I'm about keeping Oakland Park clean, green, and environmentally sustainable. I'm ready. Okay, count me in. Thank you. Commissioner, I know she's not gonna chew her own horn, but let me tell you what happened last year after the trigger boy, the accessories, Molly took them and found places from all around the city to be put and had this and had city staff. She's, she's hiding her head over there. She's very committed to this because she took all the extra trees found a place for them, the right place for them. And so there was nothing left to waste. Excellent. So that's the person you got to go talk to. Oh, that's why I'm talking to her. That's why I'm seeking. That's her level commitment. Yes. That really shows you. And then she's not going to say anything about it. But I had to say that because when she asked her to take in the expertise, I said, what are you going to do with those? Because I found a place to plan it here. We have the same place over here. So, excellent. So, she took the extra time after everyone left to do it. Wow, well thank you. And I do understand and I'm very much aware how committed you are. You've only been with us what a couple of years. left to do it. Wow. Well, thank you. And I do understand and I'm very much aware how committed you are. You've only been with us what a couple of years? A year and a half? A year and a half. Okay. I know you're a commitment. And as I said, I commend you for your commitment. But just know, there are people sitting right in front of you who's willing and ready. You know how to reach me. I'm ready. Thank you. Vice Mayor for that. Thank you. Thank you. Mr. Carp and would you like to expand on Commissioner Gordon's very beautiful speech that she wanted to get done for Ocampal first before I go. I'd like to hear the answer. Regarding, well, Public Works annually has a budget to do tree planning throughout the tree and landscaping throughout the city. We've been focusing on the North Andrews Garden, which has been significant and approved over the past couple years. Other funding has gone through the capital programs to improve the facility we're in, Fire Station 9 and City Park. Now we're starting to venture out into the other areas. Specifically, Powerline Road is a project that we're aware of. That's an FDOT right away. That some of the plants were lost the project that was completed in 2022. So we're working with FDOT. I wasn't specifically about Oakland Park but more towards 38th Street and that's for lost the project that was completed in 2022. So we're working with FDOT. I wasn't specifically about Oakland Park, but more towards 38th Street in Prospect Road. That's where some other areas were abandoned. So we're trying to work with them to get more plants in those areas. So specific could that, but we do have an annual budget of planting and improving the city's greenery throughout the areas. And if I could, Mayor. And that's part of the challenge here, of course. You know, this goes back to that theory that we talked about a little bit at local government academy the other day. People think that because we are the team that takes care of Oakland Park, that we have the authority to do things anywhere in the city. And in fact, that's simply not true. The fact is that we are limited to work on our own city-owned property or on land that is city right away. And a lot of the major roadways, including as we've talked in the past, like Oakland Park Boulevard or 21st Avenue or Powerline are not city roadways. And therefore, most of the public right of way along those corridors is owned and the responsibility of another entity of government. So while we can use our powers of persuasion and commissioner, nobody's better at that than Commissioner Gordon. We do have limitations when it comes to traversing that careful line between trying to work cooperatively and staying within the boundaries of our area of responsibility. I just want to thank you, Mr. A. Bear. And that is true. I just want you to say I'm here. I'm a big proponent. I'm an advocate and I'm ready. I'm ready to get my hands dirty or clean. Come on over to my house Saturday morning. There. I see. Yeah, Stop it, my nesters. Yeah. Well, fine stuff. You know what? No comments. Oh, yeah. I'm very aware. There are roads like Northwest 44th Street, West Side. When that road was open, there were some promises to, you know, do some planting on that road. That road has been open since 2005. I know that their sprinkler systems being worked on there, but I'm looking for more. Okay, and I'm staying. I'm not asking and want to stand with my hands up in the air. I'm stating this because I'm ready and willing to get involved and collaborate with whomever, whether it's the county. I know Powerline Road doesn't belong to the city, but we do have roads right here in this city. And I think when people drive through this city or drive to this city it should be said to record that Oakland Park is not only of a not only is Oakland Park a city on the move you know with all of the infrastructure because we know that attracts businesses but But also, it's a clean city. It can happen. We were out on 21st Avenue, that are in spark. What about it? We could go two weeks ago. Whatever, we clean that street. Your commissioners go out, right? We have bags. We have the picker, whatever you call them. I used to call them Apple Pickers, I don't know, with whatever they pickers. And we're out there, we're cleaning, we are committed to assist you, Miss Verge. Okay, we're here. We want to be with you and do whatever is necessary to put Oakland Park on a map. Keep America, keep America beautiful but also keep Oakland Park beautiful. Okay, that's our commitment every last one of us up here. So just want you to know that but thank you Mr. A. Bear. Appreciate that. Thank you. Reclaiming my time now. Yeah. Well, thank you. Yeah. Well, one thing. Thank you, Mr. Collins, for the great answer. And thank you, City Manager, A. Bear. Also, I like the ad is there, a financial impact from the Tallahassee or the county that we could try to obtain funding to enhance open park. We do that every chance we can get commissioner right now is a very uncertain time. The reality of you've been reading the newspapers that grants are not only being discontinued, but there's also engagement in clawing back grants that have previously been awarded. But that's a detailed answer that would require a lot more information. And it's not on tonight's agenda. This is about our climate action plan. So I'm happy to engage with you once we have the opportunity to better understand your inquiry and how we can address it appropriately. Got it. One last point. Mr. Cobb in two cities, only open parking with manners. What about the surrounding cities of, pomp and no beach, dear field beach, into the west of us Tamarack and La Del Aix. Why have they not joined in? Thank you, Commissioner. We regularly work with Tamarack, Wilton Manners, and Ford Liardale, not so much with Pompano Beach. But for those three entities, we work with them on joint landscaping projects. We're working with Fort Lauderdale with our federal grant that allows us to do some sort of rehab work. So we do do that and Fort Lauderdale has their own green plan if you will that we built about we'll build ours off on along with the counties and so does Tamarack and I know Poppano Beach has their own Sustainability Action Plan so all these are mirrored after what the the counties done the county just updated there's with their secundity city or county commission in December so all of them are work all these cities are working together but not in the background more than than the communication at the commission level. Thank you so much it's made here. You got it perfect. Thank you commissioner I just like to say miss furcht mr. Carbon we are so happy to have you guys leading our Action plan and our resiliency efforts here in Oakland Park. We know it's not easy and we very much appreciate everything You do great comments from the commission. commission. I will say that we've got a great plan put in place. Creates awareness, education and engagement. And I know as time goes on, just like I know this originally started back in 2018. As you see changes are needed, you're gonna make those changes to the plan. So thank you for all your hard work, you and your teams and public works that helps out too. Thank you. Thank you. Okay, and we will move on then to public hearings. We're going to skip item number one. We're going to start with item number two and then we'll backtrack to number one, Mr. Dudi. Is an ordinance on second reading. An ordinance to city commission, city of Ocompark, Florida, proven application by Cybers Creek, the sold LLC for mass development plan and the plan to business center PCC to per section 24-55A of the Code of Orders of City Vocal Park to permit 25,000 square feet of commercial use and allocate 266 flexibility housing units in accordance with section 24-72 of the Code of Orders of City of Elkond Park and the approval of 6 City Commission waivers are properly located at the Southwest corner of East Cypress Creek Road in the state 94 95 is more particularly described here and contain 6.95 net acres and 8.4 gross acres provide a severability conflicts and an effective date. Thank you Mr. Duty and Mr. City Manager is there a presentation We have a presentation mayor. We did present on first hearing and we will be glad to bring you up to date with some additional developments that were offered by the developer. And for that I'll turn to the wonderful team over at our Planning and Zoning Division and they are led by Ms. Sierra Marrero. If you would please. Absolutely. And good evening, Mayor, Vice Mayor and Commissioners. A Sierra Marrero Director of Engineering and Community Development. Joining me this evening in support is Rick Bukai, our senior planning supervisor, Apologies, and Diego Penelosa, who is our senior planner. So we are here on the second reading of the public hearing for KCD 23-17 PC for the Cypress Crossing Master Development Plan and Flexibility Housing Unit Allocation. You heard some background at the first reading on this project just as a very brief overview. This is the property that is located on the southwest corner of Cypress Creek Road and Interstate I-95. The property is currently owned by the Florida Department of Transportation and utilized as a park and ride parking lot. The entire property does straddle two municipalities being the City of Oakland Park and on the Western portion, the City of Fort Lauderdale. So the request by the applicant is at the City Commission to consider the request for an application CD12-17PC for approval of a mixed use master development plan allocation of 286 flexibility housing units and the approval of six commission waivers which we will go through. The applicant has had three neighborhood participation meetings with the most recent being on March 11th. It's been gone through DRC for multiple years. It did go to planning and zoning board on March 10th and received approval and was heard before you at the last commission meeting on April 2nd and received approval at a rate of 421 and we are here on the second reading this evening. Just a high level overview of the property itself from the future land use map. We do have transportation designation on the Northeast and South portions of this property with the Western portion being a commercial designation within the city of Oakland Park. When we look at the zoning map, it is also a transportation district on that Northeast and South portions with the west side of the property being B2 within the city of Fort Lauderdale. So a little bit on the project, this project is for an eight-story mid-rise mixed-use residential building along with two commercial buildings. It does have a private roadway network dedicated access easement and internal infrastructure. So on the screen before you is the existing site conditions on the left hand side. You can see the parking right, existing parking right lots. And then on the right hand side is a kind of an overview of what you'll see on both sites. What's before you this evening is only in the colored portion under Oakland Park sites that you see under the proposed site plan. So zooming into the commercial section, state of before this is two commercial buildings. They are 7,500 square feet of retail in this area. They do have parking spaces that have about 76 parking spaces. And they have all of the required trash and recycling enclosures and all of their pedestrian elements. They did actually put in trellises and additional hardscape and we're going to get into the waivers but in the spirit of our climate action plan I did want to mention that they have the applicant is meeting all of the landscape requirements. There's no waivers for any trees or anything along those lines. And they also have additional, the supplemental that was provided before you that will dive into and a little bit also to support our sustainability efforts. In the mix use residential section, this is an eight story building, 286 residential flexibility units that are being requested. They do have retail, co-working and co-working space and the parking garage all within that one property and then they have residential amenities for the residents of that building which are in the center portion. And you can kind of see that in the rendering here. As far as site access, the site on the Oakland Park side that's actually part of our approval here. We do have the right in, rightout in the center of the portion on the screen that you see that's on the north side of the property facing Cyprus. You cannot make a left out of that area. You have to make a right only. You do have an existing fully-signalized intersection that is to remain. That is on the right-hand side, apologies. That is on the right-hand side also on the north side of the property, but then you have a southbound ramp going on to I-95, which you can see on the bottom right of your screen. That's in the Oakland Park portion. There is another access point that is on the Fort Lauderdale side at the intersection of Andrews Avenue, and that is already an existing signalized intersection that they will be taking advantage of. As stated before, the applicant is requesting 286 flexibility units, which is the exact amount that the city still has left in their current inventory. The Broward next or the Browards Comprehensive Plan does allow a city that wants the flexibility unit count does fall below the 250 units. They are eligible to apply for redevelopment units with Broward County. If this project is approved with the flexibility units, the city will be taking action to begin that application process to gain additional redevelopment units. I do want to emphasize that while there are redevelopment or flexibility units and we may not have some temporarily that does not stop development within the city of Oakland Park all densities that are already approved in honor of future land use map does are all stay in place that does not impact development. So going through the six waivers that are requested the first waivers in minimum site area waiver. This waiver is actually at the request of the city. The code does state that to have a PCC property has to be 10 acres in size. This is actually at 8.497 acre site. So the city has requested that the applicant request this waiver. We do have a landscape buffer waiver and you can see highlighted in pink at the top of your screen, outlying that area and what they are requesting is the removal of the requirement for a three-foot berm and also changing that setback for that buffer to reduce it from 25 feet to 11.1 feet. The reason for this request is to try and keep that urban context between the Fort Lauderdale side and the Oakland Park side, but also part of that was to create more of an outdoor walkable space, especially as you're utilizing those commercial properties. We also have the front setback, the dots got a little bit off, so the yellow is the front setback wavers just to give you an idea of where those are. That is to reduce from the requirement down to a 2.8 feet for the trellises and other projections that you can see. The trellises are actually lined in the, it's actually more of an orange color apologies, the three dots in the center of the pink. Then you also have the front setback wavre. I'm sorry. The slide setback waiver, which is reducing from the 15 foot to the 11.1 feet for an architectural overhang, which can be seen at the bottom left of the screen. They are also requesting a height waiver. And that is only because the city of the code does state that if it is going to be over four stories or 50 feet, that they do have to request a waiver that has to be approved by Commission. And then the last waiver that they are requesting is that the code allows them to have one Monument sign for the property, but since they have a very unique shape to the property, they are requesting two Monument signs, one for each access point into the property along Cyprus that you can see in the yellow circles on either side by those access points. So a little bit about the supplemental that you did receive the applicant has made commitments in addition to the ones that were given as part of the DRC negotiations and things that have taken place. I just wanted to highlight some of the additional elements that I did not highlight before that the applicant did give the city Which was brought before you at the last meeting. And that is redesign of the commercial layout. We did work diligently to get a design that really worked in our context that favored Oakland Park. The addition of the trellises was a request of the DRC, and they were willing to entertain that and incorporate it into the project. Reorienting the buildings was part of that commercial layout. They had the enhancement of the architectural screening. It was shown on a prior rendering, kind of like the sky building, how we have the metal work on the side of the parking garage. It's a very similar concept. They were willing to put that in. We had the 52 EV charging stations which are actually not required and then they did execute a declaration of restricted and developed, restrictive covenants and a development agreement. Since the last commission meeting at the request of the commission, the applicant has submitted a letter to the city in support of our sustainability and resiliency goals understanding that it is a very important element to the city commission. So they have committed to do solar lighting in all of the surface parking and drive aisles on the site on both the open park and Fort Lauderdale sides. And they've also committed to doing the additional five EV charging stations that are going to be relocated to that surface lot that were discussed at the last meeting also. And to address any development assurances, they did have a waiver that they were willing to sign and they have signed to waive their right for trolling rights, which means that they get to use executive orders to extend their approvals even if it's passed the approval that the approval that would have normally had. They also, any request for extensions must be granted by the city commission that cannot be done administratively so they'd have to come back before you. And if they do not meet the requirements of the development order, then there would be the reversion of the flex units back to the city to go back into our pool even if we do have the redevelopment units. So it is the finding of the DRC and the Planning and Zoning Board, the proposed project that does entail the redevelopment of the former DOT Park and Ride Lot to accommodate the mixed use development consisting of the 286 mid-rise residential units and approximately 25,000 square feet of commercial, including that retail and restaurant space is compliant with the comprehensive plan. DRC did find them satisfactory and that they met all of the requirements of the PCC to subdistrict and all of their standards. And we did find that the land development code and the comprehensive plan do align with allowing the use of flexibility housing units on this property for the total amount of the 286 units that we have. So does the recommendation staff that staff recommends the city commission conduct a public hearing to consider an ordinance on second reading for the request of Cypress Creek leaseholder LLC for the mixed use land development master plan allocation of 286 flexibility housing units and approval of six city commission waivers in accordance with section 24-55 and section 24-72 of the city of Alcom park land development code for the subject property identified by parcel ID numbers 494-2104-6002142121044-60021, 4-9-4-2-104-60020, and 4-9-4-2-1-0040020, and staff and I are available with any questions if you may have them and the applicant and their colleagues are also available. Thank you, Ms. Murrow. We appreciate that at this time with the applicant like to present. Good evening, Nectaryia Chakas with the firm Lockery and Chakas on behalf of the applicant. I'm Sierra did a very thorough job explaining what has transpired since the last time we were came in front of you. And in a few of those things were some of the comments that we received about the checking to see how much more sustainable we could make the project. It was suggested that we do some solar lights and we were able to coordinate that with the developer and commit to that. So all of the areas in the driveways and the surface parking lot that you see between the two commercial buildings up along Oakland Park, those will have solar lights and we can commit to having those in amending our plans and all that before we submit for building permit. We also, there was also a concern about making sure that the project was going to move forward. And what assurances there were to protect the city and the development agreement, your staff are very tough negotiators. and they had us commit to certain things in that development agreement among the commitments is that we would waive any abilities to request those extensions. That would really be by right under the underfloor statutes, which allows a deholder of a development permit to request extensions each time there's a state of emergency granted for a natural disaster and that happens multiple times a year as we live here in Florida. So we've waived our ability to request those extensions. Those were extensions that would not be required to come in front of the City Commission. Those are automatic. We just provide the City Notice. We've waived the right to provide to request those. So any extensions would be coming in front of the city commission. If for some reason the site plan expires as Sierra mentioned, those flex units are then returned. So we relinquish those flex units and they go back into your pool. We hope that that does not happen obviously. That is something that would trigger us having to come back in front of you and go through a whole site plan approval process. Just like we're doing right now, we would have to come back through the process all over again. So it is in our interest and I know in the city's interest because they want to see the project developed. It is in our interest to make sure that the project gets built. So with that, we hope that these are concessions that are amenable to the commission. We did go back and had a really robust discussion with your staff and with the developer and we think that this is a great way to reach a compromise on some of those items. Thank you. Thank you very much. How are we going to memorialize these commitments? So you have them in our letter and then unless you have an objection, I think that they can in the motion state that they accept the commitments that I've made in the letter. The development agreement. The approval would be be subject to the commitments you've conceded. That's correct. And they are in writing. I did provide them in writing. They're in your supplemental backup. The development agreement and the declaration of restrictions are also in the backup. So they're part of the record already. But as far as the solar lights commitment. And then there was also at the last meeting we committed to moving five of the EV stations from the parking garage to the parking lot for the retail. So those are all commitments that the motion can certainly contain, subject to the developers, the developer's commitment pursuant to the letter dated, I think it was the 11th of April. Thank you. Thank you. Thank you. And at this time, we're going to open a public hearing anyone wishing to speak speak on this item this item only please step up provide your name in your address Okay, seeing none we're going to close the public hearing and emotion for first of all if I'd like to disclose that I've had X partake communications with the law firm of Lockery and Chakras Sir, this is not an I'm saying you do show I understand that but I'm I'm sort of back dating to the last meeting because I did you know You know have discussions with them. Thank you vice mayor And then I'd like to make a motion to approve the project subject to the Declarations that they have laid out in the letter from the attorney Lockery and Chakras dated April 11, 2025 and there are six original concessions and then there are three more concessions in the second part of the letter. So, for clarification, your motion is to adopt the ordinance before you. without adopted ordinance for me with these improvements. With the concessions. With the acknowledgement of the commitments made by the developer and the correspondence from council. Correct. Second. Is there? Okay. In discussion. Commissioner. Thank you, Mayor. I just want to thank the applicant for going back and certainly listening to the commission and taking in consideration what we had required prior to this final approval. Thank you. That's it, Mayor. Thank you, Commissioner. I too want to thank you for going back. And after hearing how the direction of the city to build more resilient and sustainable, you went back and you did the changes, the necessary changes. And I want to thank you, but I also have one question. As far as parking, I didn't ask the last, during the last meeting. I know there's going to be retail and of course, residents there. where there be a designated area for visitors that are not residents, that where they can park? Is it in the garage or is you have a certain designated area for them? We would expect people who are coming to visit a resident to park in the parking garage. There's also parking along all the drive-out. We have parallel parking along all of the drive-iles, so those will be available as well. Thank you. Thank you, Commissioner. Thank you, Mayor. You come back to the podium. I'm going to thank you for listening to my colleagues last meeting and thanks dad for having this tough negotiations. It was necessary. I won't say you left out affordable housing but that's okay for the units. I did get briefed why it can happen at this time. Hopefully in the future you may do a carve out a little later. That's being said, the two monument signs raised that issue because our staff placed great monument signs around North Fandre Gardens area. So could you please answer what would be on those signs? Would it be the City of Ockland Park or North Fane to Gardens? So I believe you had asked that there be some differentiation between the Fort Lauderdale side and the Ockland Park side. I think we would be willing to indicate that it's City of Ockland Park, something delineating that it's the City of O of Oakland Park on those signs. But the intent is to have those signs also have the tenants that are in the retail and perhaps the name of the residential building. Thank you because I want to make sure when they come to our unit and the businesses they know they support the Oakland Park side, they set Fort Lauderdale. In that so much, I also was reading on the school impact study. And I saw that you had three schools, you know, records, lower states, and Northeast. But because I live in the area, it's North Andrew Gardens closer to the development than Lord of States. And I wanted to highlight that because that's one of our very, very high level schools. And it's a Magna School. And the residents need to know that we have top tier public schools. And so I just wanted to highlight that because you did have a study and so add North End to gardens. You know I support this I've been added. God bless you. I've been added for a while which you're in this project so now thank you for coming back and being a supporter at the Oak Park. Thank you. Thank you. Thank you. thank you. This chalk is thank you very much for being here and presenting tonight. I do want to say I have a few things that I do want to say. Thank you for bringing the project to Oakland Park. Honestly I know I express some frustrations during the first reading. It's because there are things I'm passionate about for our city and for Broward County. I appreciate that you worked so hard with staff and you made concessions on things. Those other things, you know, were just things that I have no say so. We as a commission have no say so to make you do something, but I want you to understand it's just that it was that important to me that I wanted to state that so again I appreciate I think that the project is in the right place and I do think it's at the right time I have concerns with all the crazy tariffs that are going up that it's going to escalate your costs and I sure hope that that does not happen and that you're able to move things forward. One final question that I would like to ask you, is there any assurance that you could, anything you could state about your intent? Are you intending on putting any short or vacation rental in this? No, there is an, this is intended to be, there are intended to be resonances. There, I don't think there is a commitment that we would want to place on them or a restriction that we would want to place on them, but this is intended to be a place where people live. Okay. Okay, I think that's all I have, I appreciate it. Thank you. Call the question. I think I asked. Yes. Commissioner Gordon. Yes. Commissioner Nubel. Yes. I'm going to ask the committee to call the question. I smell aren't yes commissioner Gordon yes commission new bull yes commissioner but who yes mayor lawn again yes okay and we'll back up to agenda item number one all those individuals get a test five during the courses proceeding please stand raise. You saw only swear to tell the whole truth and nothing but the truth. Yes. Mr. Mayor, members of the commission at such time, it doesn't matter as properly for your attention. I would ask that you stay for the record if you had any exparte communication since this is a quasi-judicial hearing. I've had expert communications with the applicant. I also met with the applicant a long time ago. I couldn't give you the date, but it was long time ago. I think the same day you met with him, I met with him too. And that was a long time ago. Separately. Separately, of course. I too, a while ago, had a meeting with Mr. Lockley. Lockley, yes. To be honest with you, I don't remember. It was so long. Have we met? Had to be a long time ago. Thank you. Yeah, thank you. It was so long. Have we met? Yeah. Had to be a long time ago. Thank you. Yeah. Thank you, Commissioner. And at this time, Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. This is a final plot for the Cyprus Creek East Project. While we just heard this, I do want to give just a very high level background. This is a final plot hearing for the property at the Southwest corner of Cyprus Creek Road and Interstate 95. Currently the DOT parking ride lot and now with the approved mix use residential of 286 units and 25,000 square feet of commercial space. So the request by the applicant is at the City Commission, considering application for CD-2318P for the Cypress Creek East Final Plot. This plot is encompassing an 8.4 gross acres or 6.95 net acres generally located at the southwest corner of Cypress Creek Road and I-95. This site does consist of three parcels. Very similar to the last item, but the neighborhood participation meeting had been held for this project. There has been three with the most recent being March 11th of this year. DRC did recommend the plats for moving forward or for approval on May 23rd, 2024. Then moved through the process of going with the county for review and I'm sorry apologies I went to the planning and zoning board for preliminary plot approval which it was recommended on August 12th and then went through the county for their review. Upon finishing the county's review, they then went back before the planning and zoning board for the final plat where they received an approval of five to zero on February 10th of this year. And we are here before you this evening and a quasi judicial public hearing for this final plat. So just the future land use map, we do have transportation designation and also from the zoning map, we have the transportation district on the northeast and south sides of the property. Future land use on the west portion is a commercial designation in the city of Fort Lauderdale and then we also have the zoning of B2 in the city of Fort Lauderdale on the western portion of the site. So the proposed project is an 8.4 growth acre site where you will have an eight-story mix used residential building and two commercial buildings. This plot does include a private roadway network. They do have a dedication as easements and has their internal infrastructure and access points. To the left on your screen is the existing site plan or existing conditions of the park and ride lot and then on the right hand side we have the Separation of the final site plan showing the great out portion is the Fort Lauderdale component and the colored portion of the Oakland Park site So it was the findings of staff and the planning and zoning board that there does need to be a plat note restriction Which is on the plat that's before you this evening that limits the property to a total of 800 of 286 plan is to apply to the planning board. The plan is to apply to the planning board. The plan is to apply to the planning board. The plan is to apply to the planning board. The plan is to apply to the planning board. The plan is to apply to the planning board. and then we have two access openings which are on the Cypress Creek side of the Project and then you have the one 30 foot wide egress along the i95 ramp They are requesting the city commission approve their private Sorry the private roadway network is required by code that is part of this plot approval Once again, Barrett County has reviewed this plot and has submitted their development review report in which this is compliance. And the Planning and Zoning Board did recommend with the two conditions which are incorporated in the plot which has the the dedication, the requirements for the 286 residential mid-rise units and the 25,000 square feet of commercial along with that authority for the City Commission to approve their internal roadway network. So it is staff recommends the City Commission conduct a quasi judicial public hearing for KCD 23-18P to consider the request for approval for the final plot of the resolution entitled Cyprus Creek East containing 8.4 gross acres or 6.95 net acres generally located at the southwest corner Cypress Creek Road and Interstate 95 identified by parcel numbers 494210460021 49421460020 and 4942100040040020 the applicant is available to present case, and we are available for any questions when you may have them. Thank you, Ms. Murrow. Attorney Chakas, anything to present? Good evening again, Nick, Dorea Chakas with the firm Lockery and Chakas on behalf of the applicant. Sierra did a very good job presenting the plat. So I think I'll just open it up to any questions that you may have. This is, as I said, just the plat approval. It was unanimously approved by your planning and zoning board. Our next step is to go to the Broward County Commission, which we can now do since you have allocated flex units to the site. Okay, at this end, we'll do then. We'll open the public hearing if we have questions after that. Glad to come back up. Thank you. Appreciate it. Okay and at this time we're going to open up to public hearing anyone wishing to speak on this subject, this subject only please step up to the microphone provide your name in your address. Okay seeing no one at this time we're going to close the public hearing. And do we have a motion? We make most of it out of resolution with the Platinum Restrictions, the Public Wired with Dedications and the Substitution Infrastructure and Compliance with the City Land Development Code. It's stated in the item report, the agenda item report. That's good. Resolution by title only, resolution, city correction, city of Oklahoma, Park Florida, we're going to find out the plan for the property, entitled Cypress Creek East, containing 8.4 gross acres, 6.95 net acres, generally located southwest Cypress Creek Road in the state 95. Identify the parcel ID numbers, 494210460021494214204904212104210-2-0 prior conflict, cerebral and effective date. Okay. Thank you, Mr. City Attorney. We'll open it up for comments. Discussion? Nothing. Not this time. Call the question. Okay, the committee will go ahead. No? I'm ready to vote. Yeah. Vice mayor Arnst? Yes. Commissioner. Commissioner Gordon. Did you have a question? Sorry. No, no, I called the question for us to vote. Yeah, comments? Okay. No sir. Okay. Yes. Commissioner Nubel. Yes. Commissioner Budhoo. Yes. Mayor Lonegan. Yes. Oh, okay. We'll move on to agenda item number three, public hearing resolution, Mr. Duty. Resolution by title only, resolution city commission, seat of Oak Park, Florida, approving authorizing the proper city official sex, you know, appropriate documents, submit to 51st year community development block grant, application of our county, provide the conflict, so an effective date. And Mr. A. Barr is there presentation. Yes, sir. Thank you very much and we'll stay with Sierra Marrero for this item And actually I brought I did a swap out of the team so Tonight with me. I have Claudel Rose our program manager and Grant's guru of all things Grants and Oakland Park. So we are both here this evening to present to you the 21st year community development block grant or CDBG application. And so the purpose of this is our, this is actually our second public hearing to be able to apply for the upcoming application. A little bit of background on the CDBG program is that it did actually have its beginnings in 1974. It was one of the longest running continuous programs through HUD. It was originally supposed to sunset at the 50 year mark and was extended. So we're actually at the 51st year, which is great because great because we did not think we were going to get a 51st year out of this program. So the purpose we do are requesting to submit a grant application and our grant applications are very unique not all cities have this opportunity to have two portions of the application. One is a public service allocation and the other is for the public infrastructure project. We're one of the few cities that have that opportunity to offer a public service allocation. We are going to present both of those for you tonight and what the rankings are and the projects. So of first we're going to let you know what the city's intent is to apply for the infrastructure project, which will be for the development or the beginning of the development for our new Glenwood Garden Park, which is actually located on 35th Street and 13th Avenue on that northwest quadrant there. The exact address is the 1265 to 1279 northeast 35th Street. So right now this is two vacant lots. You might know it from parking there during any of our events. We currently is a for parking but actually we have a very unique opportunity to develop this park into a future community kind of space and garden that you'll be able to walk through and really get to know nature and incorporate yourself into those natural surroundings. So what we're trying to apply for, what we plan on applying for this year is to start that construction. We want to start with the construction of the perimeter wall to kind of get that infrastructure and also work on starting some of the underground for storm water retention that would be required to take place on that site. I did want to mention that it is approximately $200,000 is what we get, which is why we did not expand that scope a little bit further. We do have the second portion of our application, which is the public service allocation. And so we had our non-profits application rankings. We did get four non-profits in. Every year, City Commission does have a very unique opportunity to award up to $30,000 to two of the non-profits. We did contract out so that we had an unbiased party who did the rankings of the applications that were received. And we had the rankings came in with light of the world clinic coming in first place with points of 21.83 with a maximum of 22 points. Second, we had women in distress, which is the 20.58. We have center of independent living of Broward at 20.42 and feeding South Florida at 17.83. A commission does have the opportunity to select any two of these nonprofit organizations to allocate those funding to. So giving you a brief background on the CDBG timeline, we did have our first public hearing and opening of the nonprofit applications on March 26, 2025. Our second public hearing is taking place right now and that is where commission will consider the nonprofit funding and the city's grant application for Broward County. As soon as this meeting is over, Claudel needs to rush back to the office and start finishing up the application because it is due no later than April 21st. So we'll have that submitted to the county and then if awarded on October 1st of this year the funding will become available to both the nonprofits and to the city. So it is a recommendation that the city commission conduct a public hearing, then select two public service organizations for funding and an amount not to exceed $15,000 each. Approved the remainder of the funding for the 51st year CDBG allocation to be available for the improvements at Glenwood Garden Park. And to adopt a resolution authorizing the proper city officials to execute appropriate documents to submit the 51st year CDBG or community development block grant application to Broward County and the subsequently to accept HUD's final appropriation appropriated grant funding on behalf of the city of Oakland Park. and Ms. Rose and I are available if you may have any questions. Thank you, Ms. Murrow and Ms. Rose. We appreciate it. At this time we're going to open a public hearing. Anyone wishing to speak on this subject? The subject only please step up to the microphone and provide your name and your address. And thank you. Good evening. My name is Sandra Berry. I'm the Executive Director, CEO for Light of the World Clinic, located at 5333 North Dixie Highway in the proud city of Oakland Park. And I'm here to say thank you for your participation in the past. I've always, the clinic has always been part of Oakland Park from more than 30 of our 35 years of existence. And we're proud of that. And part of that has been the care that the partnerships, the village we've built to help carry on the services and the legacy that Dr. Vasko has started so many years ago in 1989. And now we have grown to imagine if you will, what would you do if you had no health insurance and didn't know what to do to pay for your doctor's appointments, your medications, your vaccines, or labs. This is the reality our patients do face. But because of the partnerships the village that we have Really get mustard over the last 35 years. We're able to provide for those uninsured low-income and Broward and specifically for this grant our Oakland Park residents children adults and seniors were able to provide Multicultural and multi-specialty care. You can't go anywhere else. We're the only free clinic that's left here. And we're proud that we're still able, even with costs going up, that we have a village, our partnerships that allow us so that we can leverage 3.1 million in-kind pharmaceutical services, the doctors. And we're proud to say that as of the last few months, we've added physical therapy. And I am waiting for the approval of a new dentist in Oakland Park who has come and wanting to volunteer his services to our patients. We're looking to expand and with your approval tonight, we're able to continue to keep these children, adults, and seniors healthy and productive right here in our community. So I thank you and I look forward to your support. Thank you. Hello, good evening. Excuse me, Mayor, Vice Mayor Commissioners. My name is Susan Evans and I'm representing Women in Distress of Browder County. We are actually located in Deerfield Beach. That's our outreach center. Our actual shelter is not disclosed publicly for the anonymity and safety of the victims and the children that we serve. So, you know, every time I come here, I kind of have to say the same thing. Unfortunately, domestic violence is increasing. Right now, we are literally dominating the news. We've had four different news stations at our campus in the past two weeks. We've had a murder suicide that took place in Pompa, recently. We've had in Pembro to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to the library and I'm going to go to and my friend Andrew died. This is happening every day practically. And... behind her and unfortunately she and her father and my friend Andrew died. This is happening every day practically and we are like everybody else at risk of losing federal dollars. Our vote for dollars over the past couple years were cut tremendously. We were lucky this year we didn't get cut but in looking at this next year we know that there's a very good likelihood that we're going to be cut up to 25%. That's our second largest funding source. So we depend on our public partners, such as Oakland Park. We have been serving this community proudly since the CDBG program has been in existence since 1974. I'm a proud resident. I can tell you that I myself am a survivor of domestic violence. I didn't know about women in distress. But had I known about it, I think I would have gotten out of my relationship much faster. So I hope that we can count on you. I understand that money is limited, but we serve a very vulnerable population. So thank you. Thank you, ma'am. In anyone else? Okay, at this time we're going to close the public hearing and request a motion. Make a motion to adopt to award the $215,000 grants to the light of the world clinic and to women in distress. Second. And just really quickly, unfortunately, I would like to see is that you wouldn't have any people coming in there. That would be the best case scenario, but unfortunately you were a hundred percent right. I've watched the news every night. It's disgusting. Flat out disgusting and I just wish more women would Get out when they can. That's the biggest problem is they it's not it's gonna It's going to get better. It never does get better. So thank you for all you do at Sandy. Dr. Vasquez was the best. He was the best. Absolute best. I love him. I remember when I first started here, he came up here. And I just, he was one of those people. It just, you had to give him the money. He was just, he was so good at it. And you've taken over and you've really enhanced what he's done. I thank you very much. Thank you, Vice Mayor. Thank you for your question. Yes. Sandy, you know, I'm much I care for light at the clinic. OK? And I was able to, I had an organization came and volunteered some supplies to you and just a couple of weeks ago and that was great. And he chose you. Okay, and he knew I was commissioning on new him and he said commissioners go over there to lighten the world going. You see what we could do. And thank you for the tour to that thing. Miss Evans, I tell you this. I had a discussion with our chief at Youth Day. And I told the city manager, I want some clear data of what's going on in the open part, especially in the events in the couple weeks ago with transpireired around here too far, was discussing to me. Okay, and I want to real time tape to see we have an epidemic here in Oakland Park with the most survivors. It's unacceptable. It's cowardly. Okay, children, lives get ruined and vulnerable people to us well. So, uh, I definitely support your advocacy. It needs to stop. It needs to be countywide, stay wide, but especially here. So I gotta start with my low count. So, um, we'll be, of of course we support you and what you're doing. I'm gonna press upon VSO as much as possible. Yeah, that's my responsibility to make sure we get the word out not to do that, not to wreck families. Thank you. Thank you, Commissioner. Thank you, Mayor. I just want to, I don't know if I should use the word congratulations, because when you look at the four applicants, although they're different types of services, they all need it. Every last one of them. And I know that both of you are doing an excellent job in your areas, you know, in your organizations. And they have certainly impacted our city in a positive way. A few years ago, I did take a tour of light of the world clinic. And I learned so much. It was surreal to know the types of services that you provide at that clinic. And those individuals who do not have medical insurance and they can come to York Clinic. It's a haven. It's a oasis, you know, for people to come and, you know, have those types of services being offered to them, families. So wonderful job. I don't have the statistics on what's happening in your organization, Ms. Evans. But I listened to my colleague talk about that area. I'm not naive to know that it's not happening. It's happening throughout the county, the state, the nation, the world, and how do you eat an elephant one piece at a time. And I'm just happy and honored that this city can provide a little support, you know, towards both of your causes. And just want to say thank you for all that you do for, you know, those individuals, those vulnerable individuals in our society. We really appreciate you. Thank you. That's it. Thank you, Commissioner. Thank you, Mayor. Thank you, San Dennis Evans for your presentation. For, you know, it's found in a little bit more about your services, which is nothing new, because we've heard it before. I see you, both of you always out there making sure you have the resources that you need to serve the people that come to you in need. And like Commissioner Gordon said, all categories here are near and dear and very important. But you too, you know, I just see you and you come out and you make sure that you have the resources that you need to serve the people that come to you. And your right miss Evans, it has been a rise. Like almost every time I turn on the news, there is an incident. Wish it can be totally controlled. You hate when it ends the way that it does. But I'm glad that you have a facility there to help those that I need. So thank you and I don't know to say congratulations more but thank you. Well deserved. Thank you Commissioner appreciate that. Miss Barry Miss Evans seriously thank you thank you for being there. Thank you for all you do for your compassion and your dedication to the people you serve. People remember your kindness. We remember your kindness. Thank you for everything you do every day. Thank you. Okay, folks, we will. We will. Vice Mayor. Vice Mayor. Yes. Commissioner Gordon. Yes. Commissioner Noble. Yes. Yes, we do and I will call on our economic development expert and our manager of the CRA nasa Herrera to guide us through an update of what's been happening in the CRA world Madam Thank you executive director aber good evening CRA Board Chair Vice Chair and Board Members, Nesa Herrera, CRA Economic Development Director, and a- Thank you Executive Director Aver. Good evening. Sierra Board Chair, Vice Chair and Board Members. Nasa Herrera, Sierra and Economic Development Director. And I'm honored to present to you the April Sierra update and recent accomplishment progress on key initiatives and exciting developments within our Sierra that just reflect our ongoing commitment to community engagement, revitalization and economic growth. So let's start. I am pleased to announce that the EFISCLE Year 2024 CRA annual report is published on our website per state statute. We are required to send this report to the county. This booklet that you see at your seats includes financial information and an update on CRA activities, including projects and programs. We also welcome new businesses to the CRA, including Rick and Joe's amazing cookies, JJ Party, Pignatas and Rentals, Bird Sprayers, Repair Services, and Ami Event Space at Prospect Plaza. Join me in welcoming these new businesses. We also saw exciting activity within our culinary arts district. In February, we welcomed the Red Sea restaurant, the Ethiopian restaurant, and the latest addition to our culinary arts district. It truly brings a flavorful addition to our downtown. Just this past weekend, we celebrated the grand opening of Voodoo Brewery and Markier calendars for the grand opening of El Toro cigars on commercial boulevard. Now, let's talk about a project that exemplifies our commitment to investing in our neighborhoods. And that is the Dr. Cuttergy Woodson Park renovations and that grand opening that took place on February 20th. As you may know, these new improvements include the new basketball courts, a new playground surface, and outdoor fitness activities in an outdoor fitness equipment in addition to a community garden in partnership with the Urban Farming Institute. Now turning to our redevelopment projects, the sky building is taking shape. The two buildings have now received TCO, Temporers Certificate of Alcupancy. The sky bridge has been installed and 10 residential units have been leased. We continue to work digitally, digitally, andfully. Oh my goodness, it's one of those nights. Digitally. Digitally. Digitally. Digitally. Digitally. Digitally. Digitally with the commercial leasing team to lease out those commercial spaces on the ground floor. Now talking about our capital improvement projects on Collins Community Center, demolition is taking place for transformative improvements to this site that will include a technological hub and an outdoor performance platform, which would just make this space as a learning center and provide opportunities for community gathering. Other infrastructure improvement projects within the CRA include the North Andrews Avenue sidewalk improvement project. And the North E's 13th Avenue improvements, sidewalk, and drainage improvements. Bids have been received and are under review for adherence and concurrence from FDOOT. We are proud to continue to provide a critical programming for our aspiring entrepreneurs and business owners. Just that last month, we hosted the intentional entrepreneur workshop at the Career Source Facility on West O'Conn, Boulevard. And we're gearing up to host the Listening to Your Business session on Monday, April 21, at Jacoba Service Park Community Center. The training will be led by Sandy McDonald, the director of the Broward County Office of Economic and Small Business Development, who will be talking about the programs that he offers through his office. And our special events are turning Oakland Park into a destination. Last month, with the State of Oakland Park, we welcomed 1 welcomed 1000 attendees and we showcased 32 vendors that included local restaurants and beverage vendors. On March 14th we had a dancing industry which brought 1300 attendees that got to enjoy live music across five stages and explored the culinary delights that we had in our district in our culinary or district in downtown. In this past Saturday, we had Youth Day Parade, which welcomed 3,000 attendees with a parade, games, fireworks and live performances. Mark your calendars for the May 17th Oakland Park Art Walk. Registrations are open for artists, vendors and crafters. As part of the this year's Small Business Week, the CRA staff will be participating at the May 9th Broward and Beyond Business Conference. I encourage all of our businesses to participate in this event because it presents an opportunity to learn about different resources, services, and programs that are offered by key economic development organizations. And since Hurricane season is just around the corner, the Greater Fort Lauderdale Chamber of Commerce, Oakland Park, Womanners, and Utown Council is presenting their annual Harkin Preparedness Luncheon. This year, the luncheon will take place at Funky Buddha on May 22nd. To register, you can visit the Chamber of Commerce website. On March 11th, we hosted our business partners meeting at Project Rock on Andrews Avenue. The session included an overview of tax saving strategies for small businesses. And we're expanding our business partners meetings to the west side. The May 13th meeting will take place at J.U.'s Thuribian Creole Cuisine Restaurant. And in response to the feedback that we have received from businesses, asking about promotional opportunities, we are launching the FINDED in Oakland Park Your Business Story. This is an opportunity to recognize those proud of the park businesses and to showcase them on our social media platforms. We want to call attention to the reopening of the small business microgram offered by the Broward County Office of Small Business Development applications will reopen in May. And we also want to remind businesses that they can go to the Allen B. Leven and Issue Broward Center of Innovation for technical assistance sessions on the first and third Friday of every month. And we want to remind, we want to thank all the businesses that submitted their responses to their solid waste and recycling survey. To learn more about our programs upcoming meetings and opportunities to participate our events, we encourage our businesses to sign up for newsletters and connect with us through any of the avenues that you see on the screen. With that, I finish my presentation and I'm I'm hoping to answer any question. Religion. Thank you, Herrera. We appreciate that. Would like to start. Thank you mayor. Yes. Oh, thank you. Thank you for that presentation, Miss Herrera. So happy to hear during your next. Now, which media system, Mr. McDonnell McDonald would be there for the economic development? It's the Monday workshop that we're going to have a Jacoba Sturers Park and the name of the session is listening to your business. This is a half day or three hour workshop that we put together for established businesses that are within three years or seven years of existence. Okay, I'll get that information. And the new businesses that have came already pretty much have been to most of the grand opening. So so glad to see that they chose Oakland Park as their home for their business. I have a question and I don't know if this is for you or for Mr. Abert just just for just for knowledge. Ways. The city attract businesses like how do they come? I know ultimately it'll be their decision, but just want to know how the city attract businesses to like maybe a particular area and within the city. So one of the things that we do through my office economic development office is that we participate in we're involved in business organizations like the Chamber of Commerce. Every time I attend those meetings I share the opportunities the incentive programs that we have and why we're a business friendly community. Another opportunity we're going to have on May 9th, and it has the business and beyond conference, that's an annual, massive business conference where aspiring entrepreneurs and established businesses that are looking to expand or relocate, are seeking to learn from communities and what they have to offer. So we take advantage of those spaces. Okay. All right. Thank you all. Again, I appreciate the presentation. And if I have any further questions, I'll let you know. But thank you for that. because I look forward to these businesses spreading throughout the City of Oakland Park. Thank you. Thank you Commissioner. Thank you Commissioner. Thank you Mayor. Just want to say thank you. This is aera for that presentation and where's your other colleagues I saw him earlier Mr. Gunsowski. It's probably watching. Okay that's good. I want to thank you both for what you are doing in this city. I've watched you since you came back to this city and I've seen a difference. When I have the opportunity to attend grand openings or ribbon cutting ceremonies, all of the business owners, you know, the representatives of those businesses always give kudos to Miss Herrera and how grateful they are to have her and get in their businesses from point A to point B, you know, to the finish line. You know, getting a TCO is a huge opportunity for a business to move in and move forward. We just attended a ribbon cutting, grand opening ceremony this past Saturday. The voodoo, what is it, brewers, a brewing, brewing. Yes, love the event. Commissioner Nubo is laughing for whatever reason. That's okay. I think I know why she's laughing. It was a beautiful grand open and that was one of those opportunities where the business owners was so grateful for Miss Herrera, for helping them to get to that point. We know that it was a journey for them. So we want to thank you for what you do and the fact that you go back to these businesses. Once they have their grant open in, and we all come out to celebrate them, and welcome them to the city, you go back, you know, you circle back to them to provide additional support. So we really appreciate you. And as I've said earlier, your commissioners are here to assist in any way shape form of fashion. We know how important it is to show up when we are invited to these grand openings to think these businesses, you know, for coming into our city. We can bring them to the door and ask them to drink. There's that saying, you can bring a horse to the water, but you can't make them drink. And one of the things that we always encourage businesses to do is provide those services, you know, provide great products, you know, great customer service. I mean, we can do but for so much. But in our city and the growth, the economic growth that we are experiencing attracts that that's attracting businesses more businesses. This is the place to be. So I'm going to circle back to Commissioner Newbold. I know why the reason She's chuckling. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. Voodoo. I know why the reason she's chuckling, voodoo, brewing, named a drink after me. And then alcoholic beverage. Yeah, you should call it a motel. Yes. Yeah, see, I don't know. Some people are authorities on certain subjects. I don't touch them unless I understand them. I had no idea. But they did name a drink after me. And it was just really what a great celebration. Lots of people came out and I just want to thank all of those businesses for participating in the taste of Oakland Park. We had over 30 something odd businesses that came out and provided food and beverages to that event. And just, you know, we're excited. And when I hear people say that they want to interfere with our CRAs, I'm ready to go to battle. We know here in this city, you guys have made big progress and have been businesses survive and support it, given them the leg up that they need in this city. So thank you. That's it Mayor. Thank you Commissioner. Yeah, I'll go. Commissioner, you wanna go? Go on. Mr. Herrera, I wanna pick up on my colleagues. Thank you, especially Commissioner Nupel's comment. But I first said, I guess I made the news letter and my son. We was at the entrepreneurship trainings at the career source. And my son said, I let my son go in first. They didn't know it. They'll have my son was there. He just when it sit down, it was listening to Mr. McDonald right and he was good in the intentional entrepreneur so I just sit in the back and just listening watching and it was impressive and we because Miss Herrera and your name see we got a diamond because I go around town and other municipalities say wow you got miss her ever she's doing great things it was yeah it was your loss municipality I won't name the city but our game and you've been out there advocating for us and that's what I do when I get outside the city at times times. I was at the Opportunities on the City of Miami. And I was from Oakland Park, city manager, and this is coalesce around me. It's Miami, Miami, those investors. And we had our collaboration partners, Mr. Costa Jr. was there at the OZ conference and Mr. Near Sasani. And they was there and they was mentioned by the Secretary of Housing, Mr. Turner. And that's significant because we've been making the city, we've been coordinated with the right selection of people who has our best interest in mind in the city. And so when I was accosted by, hey, what's going on in the city of Compagno, I said, well, you know what, you get to come by and have a tour with our CRU director. And even Miss McVarero, our director, community development engineering, and we're going to take you on the tour. So I'm looking forward Thank you city manager. I will get a detailed briefing in a couple coming days On economic development system, especially, you know, I'm gonna focus on the west side So keep in mind my questions will be Re--hansing the west side. I'm looking forward to it, because we got a lot of more work to do. But I know it's going to get done, because your leadership in Caesar, Gonzalez, and the staff. We are committed and we will get it done. It has been wonderful these past several months that the city is being spotlighted. We are being watched. I was invited one more last point. I was invited tomorrow morning to go to a Chamber of Commerce, Commissioner Newbowl, and part of that the City of Proponial Beach CEO invited me to go to a dear field beach opening. They want to collaborate with Proponial Beach. And while we were in Tallahassee, I was the one to make the introduction to dear field beach to the commissioners to Proponial CEO. And I said, hey, since I made the introduction I think open parks are getting to that too as well. And anytime you get more business to come here. It's a plus. Right. Vice mayor. Absolutely. That's right. And it goes up on my count too new businesses new jobs So I thank you miss over there. I really do appreciate what you do for city and thank you city manager For making a good hire. I mean you have five on making these great hires Now appreciate you. Thank you. That's all man. Go ahead. Thank you. What did you say that count was up to? Thank you for the west side of Oakland Park. Thank you, Commander. Would you say that count was up to? Yeah. Ha, ha, ha, ha. Quickly, thank you for the west side of Ocampark. Thank you for bringing the business partner and meeting out there. Great move. Great move. It is starting to bridge the gap. Second off, I'm going to ask the city manager. I know I didn't ask you this before, but I just thought about it. Do you know what the ramifications are? What are CRA sunset date is of this new bill? Russ Klinette has been tracking that and keeping us posted on developments in Tallahassee. ours is an unusual situation as you well know because unlike those that are really going to be hurt by this, we are a non-TIF CRA. So frankly, I think that this is a CRA agenda and so I should be mindful that we should confine our comments to the CRA area. And the West Side is outside of the CRA area. The CRA only extends to Andrews. And so as much as we're focused in this conversation on the CRA and well we should be because as you know much of the CRA is a qualified census track and that means that 50% of the households live on 60% or less of the average median income. But there is another area of our city that also qualifies as an area in need of additional attention and that's on the south side of Oakland Park on the west side of I-95. And why that area wasn't entertained originally as part of our C-R-A-I-K-N-D-A-N-S-R-A support. And we're going to continue to try to foster that. Nase is leading just a two-member office. And for her to cover the ground that she does on the various issues, in the various forums, every day of the week and every evening, is truly remarkable. And the limited resources that we have because of our concern for the taxpayer's dollar really go a very long way. But they'll only go as far as we can pack the hours into the day for the two-member team that's handling these kinds of issues. And I think we all have to be mindful of that. I don't know what the prognosis is in Telehazze for the CRA legislation. Things are moving very rapidly and we're tracking several different items, but we'll get you a report on that before the week is out. I talked to Russ literally at 615 today about a number of items that he's been tracking, but that was not one that we had time to discuss, but I'll follow up on it for you and get that information. Thank you. And I'd like to say, Cesar and NASA are two boots on the ground people. They don't just sit in the office, they're out and about constantly. And that is very, very important because that's where you get your work done is by going out and meeting people. You do great upstairs, does a great job. I just really appreciate both of you. Thank you. Thank you, Vice Chair. Mr. Herr, thank you. As the rest of the commission said, you guys, you and Mr. Gonzalez just rock it for us and we appreciate it. And as the commissioner and the other team members here said, we constantly do hear good feedback, and we appreciate that we know you're doing your job and doing it well. I want to make sure just like you do, a huge welcome to the new businesses that keep coming to Oakland Park. Thank you for investing here. It's making a difference in our city. We appreciate it very much. Taking a step back to the taste of Oakland Park as the others were saying, thank you to the vendors and to the volunteers who make that event possible. I don't know if people realize it, but those restaurants that come and serve their food, That's out of their own pocket. They're not getting money to do that. So The buy in here is hopefully people will taste what they are Our distributing the food items and they'll go to those restaurants and help support them locally So I ask you please go to our local restaurants help support them keep them in business and business, and you know what I really shouldn't have say because the food is great and it's you're going to go back anyway. So I appreciate it through the vendors, to the volunteers and the volunteers for every event, whether it's dancing in the streets, whatever it is, we have a good core of volunteers who come back all the time. You'll see them walking around, some of them are cleaning up trash to make sure the area looks nice. Some are checking you in, whatever the case might be. So very thankful for that. Last thing I just wanted to mention, I see one of our new businesses here is Amy Event Space 243 West Oakland Park. As you guys are aware with all the activities going on and the construction going on with city buildings, we've got a little bit of a shortage with party rooms right now. So people are calling us on the commission and saying, I'm trying to get into have a birthday party and unfortunately because we're shifting things around right now. We're asking for people to have patience and understand all of our rooms are not available right now but we're trying to make it work. Amy's new business party space if you're looking for a spot help support a local business this Amy's event space on prospect looks like they rent halls and also I want to give a plug to the American Legion post to 222 they have the biggest hall you can imagine there for parties, weddings, whatever. So if you need a party space, no matter how big or small, check out this A&E's, check out American Legion Post 222 and help to keep that business here in Oakland Park and supporting our businesses. Thank you, Mr. Herr. Okay, and at this time, we're gonna open up for public comments. Anyone wishing to give public comments related to the CRA? Please step up and provide your name and your address. Again, this is just CRA related. Okay, seeing none, we're going to close public comments and go to the, Mr. Duty. Which is minutes from February 19th, 2025, meeting. He just said one item of consent. Motion to adopt. Second. Vice chair, aren'ts. Yes. For member Gordon. Yes. For member Noble. Yes. For member Budhoo. Yes. For Chair Lonegan on to reports from the board members, anything else folks? Nothing here. That's it. Thank you, Mayor. No, but I just want to make mention of one business just opened. I'm sure it'll be on your list soon, in Luminous Touch. Okay, so that's it. But thanks. Thank you, Commissioner. No, I'm good. Thank you. Oh, okay. And we will then move on to report from the executive director. I think further here. Thank you, Board Chair. Thank you, sir. Motion to adjourn. Okay. And we will reopen. Well, before we reopen, we're going to take a 10 minute break and then we'll reopen the commission meeting. So we'll be back at 848, please. There, two on. and then we'll reopen the commission meeting. So we'll be back at 848, please. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. you We got your Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. Okay. to four minutes thank you. All right good evening Mr. Mayor Mr. Vice Mayor and members of the commission my name is Eric Peterson I live in 1941 Northwest 36th Street I just wanted to thank Miss Herrera for the presentation on the CRA it's so good to hear the good things that the city is. I really think that the CRA is a testament to the power of government and what it can do to help facilitate the economic development of our community. And I was doing some research recently along those lines and I just happened to stumble across this event in the city. It was an event that the city held in January 30, and it was the forum for Westside Vision Initiative. And I want to read you the description. It says over the next few months, the city will consider new plans for the future land use zoning and overall sense of place for the Oakland Park Boulevard commercial corridor located west of 25 and east of 31st Avenue. This new plan will establish strategies to support economic development and improve the quality of life. I remember going to some of those meetings that were held back then. We went to try to be participants to learn more about it and figure out how we could get involved. And we were really excited about the focus being placed on that west side corridor. And since then we got a 24 hour gas station station and a self storage unit. And I'm not really sure that that really delivered that sense of place and quality of life that the residents that and the business owners out there have been looking for. I know that the residents of business owners in that area have been clamoring for more, clamoring for something out there. And I know it's hard. I really know that it's hard. I know it takes time and know it takes money. I know it takes dedication. I know it takes collaboration and cooperation. And what I found is in working with the people out there is they want that. They want more and they're willing to put forth that effort that they can do. But so I really wanted to say is that I really hope that the city focus on Westside developments picks back up. I know that there was a presentation a couple months ago here that kind of said that enumerated the challenges focusing on the Westside and that that feels like from as a resident, it kind of feels like that's kind of fizzled out a little bit. And so just to hear some of you tonight speak about the importance of renewing the focus on the west side of that development. I think that's great. There is opportunity. There is energy out there that's waiting to be leveraged. The business owner is the residents, they want it and they're willing to work for it. So I really hope that the west side gets started. I know that things like OPD, OP3D are testament to what can be done. I think if we can do it in OP3D we can do it in OPB. So thank you for your attention and thank you for your service to our city. Thank you sir. Good evening everyone. My name is William Barchop. I live at 1880 North West 36th Street, Ocompart, Florida, 333-09. And you know, I think I've been pretty clear about my sentiment about the disdain for the covenant house and why I don't want it. And I was just reviewing a few things and this was public record. In 2015, two 24-year-olds living in covenant house, as well as a 17 and 18- 18 year old who are arrested for beating up and drowning a homeless man living in George English Park. I live across the street from 21st Avenue and on numerous occasions I've had to call BSO to remove homeless people from living in the park and to the BSO's benefit, they really did a great job and they did everything to get people out of that park. And they also said to me, well if you go there at night after the park closes and you see somebody, well then I'm breaking the law, but they would come remove that person. There is nothing on 28th Avenue 31st where are these kids going to go? They're going to go to the park. And there's nothing to stop them from going in the park after hours. So the dynamics is you're going to have kids, homeless people, local people. The dynamics are all wrong. This is one part of my statement to you this evening. This is not going to function well. And when we make the news for all the wrong reasons, this won't bring business to the West Side. The Covenant House will not bring business to the West Side. It will deter business from the West Side. Coming from my business acronym, what do I see? What I see is the Covenant House is selling a building, a developer's buying a building. That developer is not buying a building in order to not make money. There is money. He's going to do something with that land and he's going to have a profit. The Covenant House is going to buy a building from the money they receive. And they're going to have money left over. So if you look at the transaction, we live in a very much a transactional society built on profitability, everybody's making money. Carbon in-house, the developer. Who is not benefiting and who is getting the short end of the stick are the residents? Because the west side of Oakland Park isn't getting anything for this. There is no benefit for us out of this right now. And the only way we're going to develop the west side is if we start with not allowing the Covenant House to come. I do want to thank you all, though, for one thing. The west side now has now, for the first time, really come in as a polarized group. And you have I think 789 signatures that say, we don't want this. So you have got our attention. And I don't think we're going to move off development of the West side until you, as our commissioners, will please speak with the Covenant House and say, find another place. Because until then, we won't move. The development of the West Side will be halted because I don't think the people on the West Side will forget until that does no longer become an issue that we have to continue to discuss at this meeting. Thank you very much for your time. Thank you, sir. And anyone else? Good evening, folks. I'm Mike Walsh. I live at 1099. North East 37th Street, an Oakland Park across the street from the new sky building. And when I bought the house in 2020, I was fully aware that the construction was being taking place and gonna be done. And I received letters from you on a regular basis. But before I get into that, I wanted to tell you how great I think all you people are and how well-run the management of Oakland Park is. Anytime I call that building, I get a response the same day. But now the projects are starting to come to completion. And they put sidewalks in three years ago and we were all giving letters that we needed make space for parking off the street once the sidewalks were in. Well, there are people and then they will have more and more walking every day. And there are just cars over all those sidewalks day and night. My question is, wind or how do we get the ordinance starting being enforced to be able to use the sidewalks what they were meant to be. There was a lot of money spent to put those sidewalks in and people have to go out in the street with strollers and electric carts in order to use the sidewalks. And I know we were given a time frame back then. I thought it was 60 days after the completion of the project, but I can't find the letter that I got from way back then. So that was number one. Number two, they also put in beautiful swales for flooding purposes. Well, my swale along the eleventh avenue and the corner 37th on both sides are filled with with nothing but gravel and stone. No water is absorbed into those whales. And... And the corner 37th on both sides are filled with nothing, but gravel and stone. No water is absorbed into those soils. And that's mainstream, we had, excuse me, mainstream we had back in December flooded. The new building flooded up 37th Street past your garage opening to go into the parking lot. So there was something really wrong. I've spoken to engineering and she's been a dream come true. She answers my phone calls, she sends me emails, she's assured me that the builder is going to get back to me to resolve the issue and no one's calling back. They came and they threw side over stone and gravel. I have pictures from when it was done originally by the state and it was all dirt and it was filled in and I had a swale that was a swale, not just a flat piece of grass. So I'm here to find out who I go to or who I talk to to get that result. And then my third question of you running that new building is I came home last week and tried to pull in my back driveway, which is on 11th Avenue. And there was a car parked directly across my driveway. I called the sheriff. They said they'd send one out to take care of it. But in the interim, the woman whose car was came by. And she happened to be one of the first tenants that was moving into that building. But she was told it was parking along the building for her to park. She's the corner unit on 37th and 11th Avenue. And she couldn't park because all of the construction people are parking along the building that the tenants are supposed to be using. So my question is, how do we get that problem? When will the garage open? Who's allowed to park in there? And then my last question is I've read online that one way streets in Oakland Park do not allow parking on the opposite side of where parking is put in. So can we get signs on my side of the street that it's a no parking zone? And that's my three questions I'd like to know who would go find the answers from. Thank you sir. Thank you sir. Will I have staff come speak with you. Thank you. And next person please. Hi, my name is Stacey Norcross. I'm a resident off of South Oakland Forest Drive. And I just wanted to come speak to you. I pulled some public records requests from the City of Fort LaRdeal Police Department. In regards to the location at 733 Breakers Avenue, which is currently the location of Covenant House. Just wanted to update you on some of my findings. Recently, as recent as last September, was one of their more violent residents, in which the police were required to respond because that person was throwing furniture around. And the people that work at Covenant House could not control him. And prior to that, let's see, I'm sorry, immediately after that in October, one of the residents was found to be in possession of an hour 15, which is a rifle. So is this what we want to welcome to the west side of Ocon Park? Is this what we want to welcome to Ocon Park period? So there's a theory in the criminal justice system called the Broken Windows Theory. Okay, meaning that if your buildings are falling apart and there's issues, you're just welcoming more issues. So my question to you in your thinking about considering Covenant House, is are you inviting Covenant House to West Side of Ocompark because it's already looking dilapidated and been unkempt and uncared for? Is this what we are wanting to invite there to continue the broken windows theory of people bringing rifles? Police had to be called the resident, had stolen it from his father, from the residents, and brought it in the covenant house. I'll leave these reports for you so that you can review them and they can go into the public record. But I invite you to please consider the broken windows theory research it for yourself if you're unfamiliar with it and realize that before we can help others we need to help ourselves and on the west side of Oakland Park we need help. We need to bring this end of Oakland Park up to the east side of Oakland Park. And look just as nice and just as green and well planted and businesses that are not empty. I just drove by, I think it's the old rooms to go. We've got People hanging out in the home depot that that section has just become absolutely deplorable So let's bring up our city before we can help others Okay, Covenant House is a great idea and theory, but you want to place it in an area that already needs help So please consider that when you're considering welcoming Covenant House to our of the town. All right, thank you. Thank you, ma'am. Good evening, all Wallace Peters in 1941, Northbus 36th Street. I just want to follow on what she said real quick and then I have actually something else I wanna talk about tonight, looking over the Covenant House's policy, they have a zero weapons policy. So where did this up person go that brought the air, the assault rifle and they go out and then they have no way of tracking them. They also say that in all of their literature. They have a, you know, so consider that. This is, I hope you'll consider what you had to say. I'm actually here tonight to talk about item 18 and I would, it kind of plays to what my neighbor, Bill said too, considering the unhoused people in the park. You hear from us every other day, I actually sent you an email on my way here with people illegally parked on my way here. If they park right at the base of the bridge at Veterans Park where there's no parking zone, and then I get to watch them back out into traffic coming over the bridge at 50 miles an hour. And the last commission meeting someone spoke, I think, about the Cardigee Woods in Park and issues he was having there when we moved to Oakland Park we had park rangers I would walk the kids really early every morning he'd leave for work early and I would take the kids to Royal Palm and I knew the park rangers and the park rangers knew us and they knew who was a regular and who wasn't and if something looked off, they knew that. They kind of, you know, they knew the lay of the land. And I think a lot of the problems you hear from us and poor BSO gets called about, like, you know, the things that a park ranger would probably fix if we had park rangers, I wouldn't fix everything, but it would certainly deter a lot of the issues you guys hear about from us and that we call BSO for if they know who's there and who's around and people are keeping an eye on things. I think the chances of some of the incidents you hear about in our local parks would go way down. So I think it's I think it's an easy fix. I know it will cost some money but I think the benefit to the residents and the people who use the park far outweigh the cost and it would be restoring something that we used to have. That was a quality of life thing We had those park rangers worry thing we had and I think it's time we bring them back I think it's a benefit for the community. It'll lighten the burden on BSO You'll get fewer emails from us residents complaining about park issues So I look forward to that discussion tonight and I hope it goes forward I think that's something we need in our city. So thank you for your time tonight I appreciate it. Thank you ma'am. Anyone else? Okay we'll close public comments move on to the consent agenda Mr. Duty. That concludes the consent agenda for the CD, Mr. Mayor. Motion to adopt. Second. Vice Mayor Arntis, Commissioner Gordon. Yes, Commissioner Nooble. Yes. Commissioner Budhu. Yes. Mayor Longagan. Yes. And Mr. Ebert, I had pulled agenda item number 12. Looks like pretty significant purchase. Just hoping we could get a little bit of background on that. I think we can help you with that, Mayor. Albert or Andrew, have a brief presentation, I think. And then we'll answer any questions that you might have. Yes, Albert, are you on? Yes'm here. Thank you Andrew. Just on item 12 is a purchase of two solid waste vehicles, one side loader, one front end loader. For the side loaders we have seven front end side loaders, five for garbage, two for recycling. And so the specific truck we are trying to replace is a 2016 truck that's just under 100,000 miles, 11,000 out of 10. So it is needs to replace. It's been part of the fleet plan for the last four years to get this truck, specific truck replaced. The fleet plan did call for two sideloaders to be replaced, but looking at the budget and the the needs, we reduced that from to one sideloader and instead of lieu of we got a front end loader. That specific front end loader is a 2007 front end loader that has's that has a hundred ninety five thousand miles on it There's three front end front end or three front end loaders that are first line vehicles Those are commercial vehicles the ones to pick up the dumpsters in our commercial area These are like in these are part of the fleet plan that was in the fleet pan for 2026 using with the in flight of cost the mayor was talking about we looked at the budget and decided to move the Brennan loader forward Which is a less costly than the side loader so we're still will be within the budget of map for fiscal year 25 I would see another question that I think Mary had was that after expected delivery, expected delivery after the issues that the purchase order is approximately six months. Perfect, Mr. Carbin, I appreciate that and I'm not sure who would be best Mr. City Manager. So do we plan on paying cash for this or? I think Andrew can take care of that if you want to Mr. Thompson. Thank you. Yes Mayor, these are cash purchases due to the high interest rates. That was one of the items of deliberation during the budget and also was part of the determination when we set the solid waste, commercial and residential rates that we would be trying to do cash purchases primarily Perfect. I appreciate that and I appreciate to follow up to the questions very much any questions to anyone else or a motion Don't second resolution by title only resolution city commission see vocal Mark Florida put in purchase one automated side loader truck and one front loader truck from the Pete storage piggyback and source for a contract 0 3 2 8 2 4 PMC for total costs 772,743 dollars, provide for conflict several billion effective date. Perfect. Thank you. And then agenda item number 14. I need a motion. Oh, I'm sorry. Commissioner Gordon. Yes, Commissioner Neubull. Yes, Mr. Badhu. Yes, Mayor Longgan. Yes Perfect. Thank you for that Item number 14 Mr. City Manager kind of the same Thank you. Of course. Yes, and the chief is here to join in to in this matter, because of course it is pertinent to his department as it is a purchase of a rescue unit which is proverbially called an ambulance, chief Krovenek. Yes, sir. Thank you. Mayor, Vice Mayor, Commission, thank you very much. So this is not a new acquisition This is a replacement of vehicle that we have to 2009 with over 120,000 miles on the rescue No, those rescues are written pretty hard. So when we originally thought about this in the in the replacement plan a couple years ago We budgeted 400,000 thinking that that would be what it cost. Well, the new vehicles that we have now, the international and freight liners, if we were to get that today, we paid 400 for them. If we were to get those today and they're brand new, they'd be $600,000. So this is how much everything has gone up. The fire trucks themselves have actually doubled in price, completely, complete double. So we said, let's see if we can figure out a different way to do this while having to go on 600 thousand dollars for a vehicle. So we actually decided to change our modeling and we went with an F-554 with Amelitz component on the back. That overall was saving us over 100,000 dollars making that change from the internationals down to the four. So we're gonna try it. I think it's gonna. I know they're very expensive, but I do serve a great purpose and saving $100,000 I think would be a great model that maybe we can footprint and copy the next year and the next year and next year also and realize some savings. So that's what we ended up with out. Perfect. If I appreciate it, I appreciate the education. We want to make sure you have the equipment. We just like to hear you know how all these things happen and Absolutely, so like you're saying it is an expense great and but necessary expense. So any questions? Yeah, I know you're not the person asking this Maybe I'll work there. I think it has six seven diesel in it it. Just, just, do one. That's gonna be diesel, yeah. It's a six, seven. It's six, seven liters. Is that work there? I'm here. I, uh, uh, by smare, I do not know the specifics. Yeah, I believe it's six. I was off the top of my head, but I'd have to look at the specs or in the, uh, Let me ask a question. Are we getting an aftermarket warranty on these things? Yes. We are. We have a warranty. No, not the regular warranty aftermarket. That goes up to six. We have a question. Are we getting an aftermarket warranty on these things? Yes. We are. We have a warranty. No, we still. No, not the regular warranty, the aftermarket. That goes up to 6, 7, 8 years on these things. No. No, it's to tell it's usually four years. And we have the manufacturer's rep is right in the city, actually, which makes it convenient. Well, I'm not worried about the back components. some word about the drivetrain components, because six, seven diesels are notorious for... We're worried about the back components. I'm worried about the drivetrain components because six, seven diesels are notorious for problems. Well, I can personally check on that for you tomorrow if you want to come into the office. I know I work on them and they're notorious for problems. The seven, three diesels was the best when they ever made, but they just don't make it any more. They have a lot of problems with the injectors on these things, a whole bunch of different things. So that's the only thing I want to make sure would not be, you know, because the international uses a true diesel engine. Hey, dude, but again, the footprint is much better than understanding that. I understand that. I think it believes the straight six diesel. And it's a built diesel. and 670 six seven is actually a conversion engine, so Vice mayor appreciate that you share your experience and your knowledge on that and chief. Thank you Great conversation Excellent. Thank you. What about hiring him? You mean good? He's good. Yeah Very good. Thank you very much. Appreciate it. I'm good. OK. Device may have to care everything. Most of the will do. Second. Mr. Lucio, I title only a resolution to the City Commission. Steve O'Carpe, part 4 of the moving purchase to 127. Thank you Okay, and reports from the commission who'd like to start us off Let me start off sure I got a couple words to say. How about them gators? The job in ship. That's it. Thank you, Vice Mayor. Yes, ma'am. Commissioner. Thank you, Mayor. I just want to thank Senator, thank you to all the residents for their civic engagement, for calling, you know, just let you know we appreciate it. And also I want to thank staff for the birthday card. And our community volunteer events continue to be a great way for residents to come together to connect and to take pride in our city. We just had a volunteer cleanup, which I believe Commissioner Gordon mentioned, of 21st at Veterans Park. And we had the pleasure of meeting this family, a mother, a father, and all their songs that came out. And I just want to give a big shout out in the Kudos to Daniel, Diego, and David. They were so excited to go and just pick trash up. And they wouldn't even let me. They would run before me and they would finding it and it was that there was just they were so fun. They wanted to come across the street but I kind of I didn't want them with that situation and I just told them let's say you know I I told them something just to say and she I reached out to the mother and she's looking forward to the 22nd is that the tree giveaway? 26. The 22nd is another I don't know she mentioned something about the San Franklin. Oh okay. Oh okay so apparently they're gonna be there with the boys and a beautiful family. And also had a successful shred of thund, given the residents opportunity to come securely dispose of their papers as well as medications. Thank you for all of those that came out. We had a great time there. BSO was there, I mean, kudos to BSO. Captain, quickly your team did an awesome job. And also had a pleasure of attending Lauderdale Hill Small Business Meeting where I met with Commissioner Don and also the director of Browick County Economic and Development, Mr.Donnell was there giving the residents as well, the business owners just so much nuggets and information that's needed for their business to continue to flourish. That's why I was so happy when you said he would be here and I encourage every business owner to take advantage of this upcoming meeting with Mr. McDonald is in there. There is something there for you. There is information in there for you that Barra County has to offer. Youth Day was just vibrant. It was a great celebration. Great to see Vice Mayor. Do... Donuts. His donuts. I see the assistant city manager. He survived that ride. I'm doing it again. Life's same pal sex on the ground. But most importantly, it was the unity. It was the connection with the children, and then those honorees that were awarded those awards. So we had a great time Saturday. Not only was it a great day, but the weather was beautiful. And I also attended Voodoo Lounge, the Voodoo Brewing. It was a very, it was, it was very nice, very colorful, very inviting, and the owners were very nice, and they, they welcomed us, and I tell you, city manager ABR, they just bragged about Miss Herrera and Mr. Gonzalez over. That's all we basically heard about. So they were saying how easy, how they were accessible, how they came out and the system were getting their business up and running, and they were just overwhelmed. So that's all they talked about really was that team over there. So thank you. And I do want to wish those continued blessings for those that are celebrating Passover and happy Easter trip those for this Sunday. And there was something I forgot to mention during last commission meeting. I was some of you you know that I have a new puppy, and I tend to go watch their confiders in biz because it's so big. I go to the laundry mat. And I went to the laundry mat in Oakland Park, off Oakland Park Boulevard, next to the Red Velvet kitchen and grill restaurant in that plaza, and a caught on fire and my things were there. Most of the firemen that showed up they didn't even know that I was there. So when when Captain Monald saw me, why are you always in the middle of stuff? But I must say the attendant of that laundry man was so thankful and grateful to our firemen that they contained that fire to one dryer. It did not spread. It did not damage any other equipment. So they came right in. They got rid of the smoke. They did an amazing job. And I want to thank them. And I want to thank them for taking my blankets and you know my blanket is out of the dryer they gave it to me and they were fully dry and they didn't smell like smoke so so that was a great day and I'm going to go buy again and check on the attended because she did inhale smoke because she was trying to put out the fire herself. She's an elderly woman. I had to make her get out of that building. And, but our Oakland Park fire rescue came and saved the day. So thank you. And I also attended, like I said earlier, a grand opening yesterday. It was a small, soft opening for business. Aluminance touch happens to be on the west side of Oakland Park. And she's been in touch. I put in touch with Ms. Herrera. Maybe we'll have a bigger grand opening, so that was nice. And she just wanted to thank the city of Oakland Park. And with that, that's it. Thank you. I look forward to celebrating my birthday. Thank you, commissioner. We'll be down again. Thank you. Good. Good. Well, now, boy, that's me. Who's next? You want me to go? I'll go. It was a great past weekend and youth day. I enjoyed myself and I was glad Vice Mayor was ahead of me. Because I told Carrie, who is a great driver, stay away from the Vice Mayor. Okay, we walked to Steve and he was okay. He didn't fall out the car. But it was good. So when I let them, the mayor, vice mayor go and the commission, I say, okay, it's time for me to get out. And I took a bag of candy and I just met the people and it was great. I felt good going in the pavement, walking and giving out candies, everyone. And the smile, the half of all of us, the elected leaders, our departments, BSO, you rock, fire department, it was awesome, out in full force. Thank you so much. The parks department, Solid Ways Public Works Department, giving out trucks, I saw that, you know, I was back in my car. I got in the back. I'm like, oh, man, that's till like 30 years ago. I was about to find a truck and I said, oh, before you go, Carrie, you got to wait for me to talk the, uh, uh, hood before you go. So she went on hitting and I fell off, but I was caught myself. That I was good. I said, you know what, okay, you just going ahead I just go walk the remiss of the remains of the route. So that's why I had a ball. You were worried about my drive. Yeah, well. Ha ha ha ha. You know how to fix cars, but you know how to drive through it. Ha ha ha. You were really good though. You know, you can front of me. Yeah, I know. But it was great in the bands. Oh, we call it the bands. Shatterhand High school was rocking. And it reminded me back in 1989, uh, city manager outside in high school. And I just had to get out there and dance, you know, because it was good to see the youth performing. Then out there, uh, in all these high school band was great to as well. And the middle school, Ricketts was awesome. The Kiwanis was out there giving out candy. And Eastern saw it. And for the Masonic organization was out there too as well. So we had a lot of organizations out there. They're else, else to thank thank you, Commissioner Nubel. The park's probably doing a wonderful job. It's always. Okay, it was great, it was awesome, and I had a ball. I love my first one. So that was great. And a couple of days earlier, I was invited to go to the City of Lauderdale. They had a by commission or Campbell. They had a presentation for FIFA 2026. Next year, soccer. So I'm looking forward to that. And I told the representative from the city of Miami, they sent some business all the way. Especially the Elken Park side. I told her, are you going to connect to Mesa? Very well say I already director so we have some sort of play with our tourism culinary and the green. Yeah, I eat these maybe full maybe get the South Florida defense and center. Miss Ritter to promote our city at that to World Cup is really exposed and it's going to generate a lot of money for South Florida. So we're going to look forward to help promoting that. I'm looking forward to good Friday Saturday activities from the fire department. Looking forward to being in 9 o'clock in the morning, also farm share, we're gonna do some packing of the food, I think it's this weekend, right? Yeah, be there 10 o'clock, you know? And so we have activities this weekend, and then, Easter Sunday, your resurrection day, I'm looking forward to going to service and hope everyone take their family and Can all the blessings that we have in the great city and I prefer all the families in the city all-comparking But that's it. That's it for me. I appreciate it. God bless you all God bless the city and Let's keep you rolling. Thank you. Thank you commissioner Thank you commissioner. I told you you came dressed for the sermon right thank you. Thank you for that. Just want to thank staff always for preparing this event. Always do an excellent job under your jurisdiction, under your Oztasis City Manager. It makes it so easy to navigate through these meetings. And that goes back to what staff do to prepare for these meetings. So shout out to staff and kudos to them for a great job. I'm not to share how we deserve this honor of receiving these Easter baskets, but I think I know who they came from, but not sure. Is that from you, Captain? Captain got her head up, so obviously it's from her. She's so humble. Anyhow, we really appreciate it. Thank you very much. Thank you for this pre-easter celebration. I want to take a moment to say thank you to Scott Revelli, long term for his long-term service on the PNZ Board. We certainly between he and Dr. I'm sorry, I had a moment. Dr. Jack Dorin, correct. I did say thank you to him for his service on a PNZ board, but both of those genemons served long term on the board and we so much appreciate their service. And there are just some big shoes to fill. I want to say congratulations to Rhea Rivera, most recent promotion to director of financial services. I'm sure she's going to do an excellent job under your leadership guidance, Mr.. Andrew Thompson and congratulations to you as well. Being being promoted to. Is that a promotion or is a lateral promotion? I would think it's a promotion. Of course, so congratulations to that promotion from CFO to Assistant City Manager. We look forward to working with you. I will make sure I call you every time. I'll spare the City Manager as I've done with previous Assistant City managers. Awesome. Thank you. Thank you, Ms. Schraut for all that you do. We take you for granted sometimes. You sit there and you don't say much. But what you do for this city is tremendous. It's huge. I call you for everything. And thank you. We have the best city clerk in this entire county. And her assistant, Ms. Robin Greco. Also, I want to give a shout out to Ms. Robin Butler. Okay, she's another go-to person. She's your right hand. When're out Mr. A. Bear. She keeps us abreast and we just really appreciate staff. I'm so grateful to have the best staff in this entire county. I said I don't want to make Miss Herrera blush any further but can't thank you enough for all that you do and I know that others have said this but I've known Miss Cassandi McDonnell for many years and I've watched some of his presentations throughout this town and so grateful to know that he will be coming to joyous, that I say that right, joyous Caribbean restaurant. Jack O'Pestorius. Okay, correct me. So he's coming to Jack O'Pastorias to do that unshaprenuer presentation to the community. Yes, he's going to be giving out the training, the listening to your business session to our business community at. A jack opus tourist park community center. Yes. At night. That evening. Thank you for that correction. My pleasure. Phenomenal resource. So happy that we are utilizing those resources. Because so many other cities do. So what's happening at Joy-Use? At Joy-Use we're going to be having our next business partners. Business partner meeting. Perfect. Thank you for coming to the west side. That's a great place to be because we are certainly looking forward to to bring in more businesses on the west side. That's a great place to be because we are certainly looking forward to bringing more businesses on the west side of Oakland Park and continuing to support those existing businesses. And I saw quite a few of those businesses on the taste of Oakland Park list making contributions to that event. Youth Day Parade, I think, you know, we've said a lot about that. I had a fabulous time. I've never had the privilege, I guess, of riding behind the vice mayor. What a show. You're welcome. it was free. I didn't have to pay for it. So we it was a well attended beautiful event. We want to thank the County Commissioner Robert McKenzie for being there and really given a big shout out and a lot of support to the city. So we thank him for coming out. And I recently met with Miss Charlotte Taylor, you know, area, what is it? Director of the area agency on agent of Browick County. So I had to sit down with her because I wanted to discuss some of the resources that they offer. And what I would like to do, Mr. Abeer is, and I know respectfully, respectfully Mayor, you've been very much involved with that organization you've sat on the board. I know Commissioner, I mean Vice Mayor Arntz has been involved and the city itself has been involved with that particular agency for over 40 years I believe, or at least close to. So I have this idea since happen senior citizens, expanding our support to senior citizens, baby boomers again and older, they are the senior, they are the people who we need to care for at this point and offer services too. And I know we have a vibrant active adult program in the city. But I would like to see other resources been offered to have enhanced the existing programs and also expand services as well. One of my very first jobs in New York City. I was a teenager. I worked at a senior citizen center. And what a wealth of experience, knowledge, invaluable experience, a wealth of knowledge that I gained from that experience where they had all types of services, social service, outreach services, just a bunch of things. So I just met with her, the director, and I told her that I would like to make that introduction at some point in time. I'll get more, I'll sit down with you, Mr. A. Bair, and let's talk more about it and see if there's room for growth. And I want to say happy Easter, happy Passover to everyone. Be safe out there and good night. Thank you, Commissioner. Appreciate that very much. And just to follow up on one of the things you said Regarding the area agency and aging I myself have found myself over capacity time to time And I prefer to do things good and rights when I do it So I have actually stepped off the board. So I'm no longer with the area agency and aging So thank thank you for doing that. Thank you. Thank you. A couple things. Congratulations to Voodoo Brewing as the others were saying that was their grand open ribbon cutting on Saturday. They were so hospitable. You know, we say this to every business. Thank you for investing in Oakland Park. It makes a big difference. Thank you to staff for the great job planning and implementing youth day. Thank you the volunteers who are there. You know that's a long hot day for staff out there keeping the field clean and keeping track of everything and we are thankful. So when we talk about Robin Butler and everyone else, sometimes we don't always write the other hard workers that are out there. So thank you very much for everything they do. As the commissioner was saying, this Saturday is the Homebound Food Delivery Service 10 o'clock at FarmShare right here in the Funky Buddha Building. And the free tree giveaway is giveaway is Saturday April 26th and it is back here at Jockel Pastorius last year the past couple years it was actually at the other park so it is back at at Jockel I believe I wrote down it starts at 8 a.m. I think earlier today we heard 9 a.m. but I'm pretty sure it's 8. So, thank you Vice Mayor, I appreciate that. So the good thing is anytime you're questioning something, Steph does a great job keeping that website up to date. Nobody's perfect but I'm going to tell you. They try. So you want to know about an event that's happening, go out to the website, they'll give you the location, the time and everything like that. I was looking out there today also too and there's some great courses at our library as far as for computer literacy classes and how to first time yeah so a lot of great different courses out there. Last thing I would just say is Tuesday, April 22nd here in the City of Oakland Park we're going to be holding the MPO transit oriented development for central Broward closing session. It's called the MPO program and vision kit open house. We're holding it here at Jaco Pistoria's Park. It's going to be from 10 a.m. to noon. And then the great part about it is from noon to 1 o'clock. We are going to take local elected officials from all around Broward County and we're going to showcase our new station nine, our new Centennial Park, the current status of it. North Andrews Gardens Community Center, our public works complex. Again, this tool kit helps local leaders attract investment, strengthen local business district, increase housing, and enhance economic opportunity. And I think, thank you, thanks to our team here, every employee and everyone who's involved, all the volunteers. We've been doing a great job in Oakland Park moving things forward. there are growing pains and we know sometimes something gets missed, something happens. You know we got to expect growing pains because we are moving really at light speed. It doesn't seem that way. I remember getting on the commission in 2013 and the vision and now you know I can go around and and it's just so much different. So I think we've picked up speed in some of our plans now, you know, they came to life. So again, as you find little hiccups now and then, maybe trashes and picked up on time or something, please understand there's a lot going on with the city. Staff has been really stretched out to take care of things. Some of our facilities are closed, so they're trying to find other ways to fix things that aren't quite working right during the, during what's happening. So again, thanks to staff for everything. Again, that MPO program and vision kit open house is gonna be Jacopo Storias 10 to 12, and that's by invitation only, I believe, correct? Yes, but it's open. Can anybody like to talk about that? Yes, Mr. Nassau. Perfect, yeah. Okay, and then the last thing I have to say is happy Passover and happy Easter happy Easter to those who celebrate Mr. City manager over to you. I think you've all covered everything and I thank you all for your gratitude and your appreciation You're all absolutely right. We have the hardest working team and I'll carry it on beyond Broward because I've worked in other counties in Florida. And I'll take these folks any day. So thank you for that recognition. And thank you, staff, for everything that you do. Thank you. Mr. City Attorney, I think you're reporting. Mr. Mayor. Thank you, sir. Motion to adjourn. Thank you, Vice Mayor.
