For an executive session, I would like to return to discuss Project 5A5. I would also like to revisit 829 for approval of evaluations to go chasing for real ability to housing and then add to that executive session one item under A8 discussion of legal advice is not involve litigation and a seven discussion of opioid litigation relative to defendant PBMS. Okay, the only other thing that I'm curious about under item number 11, did all of those individuals speak at the last meeting or some of those for today as well? I think they all spoke with the last meeting. Jim Campbell said he wanted to come and speak. Jim Campbell was in the audience of the edition for today. He had to come and speak. What time? I think I told him we convened at 4.30. You said it to make Yeah, you can. So if he shows up, then he's there to speak. I just wanted to make sure that we had time for a citizen's comment schedule or unscheduled. So, let's go ahead and pick up on item number 13, anything that you've got to add. Okay, thank you, Mr. Chairman. Storm recovery update. I just wanted to let you know we have some statistics from VDM. During the February storm, we evacuated. We tasked with came back with 57 residents of whom 27 of what the state are sheltered for two evenings. 11 of those stayed for three days. As of the end of that week, actually, they all had found temporary shelter. We kept the shelter open through the weekend. There were less in the event we had additional flooding. We do expect that at least 27 of those residents have long-term housing needs due to the damage to their homes that they lived in. Our assessment through VDM is that we had 177 homes affected by the flood. 63 had moderate or minor damage and 46 had major damage. Nearly all of them in rich lands would do have some in other places in the county of most of them were in rich lands. We did have significant damage to some roads and bridges. We had asked FEMA to declare this a cascading event from Hurricane Olin. I don't think we've received any word back on that yet. And by cascading event, what we mean is that the hurricane blew down trees and streams and near bridges that when the flood waters came in February caused the flooding. If we can tie it to that event we're more likely to get disaster relief for the February flooding. I want to update you on that and along those lines the Department of Housing Community development approved a urgent need grant, a $5 million statewide for flood relief from the February flood event. And this is first come, first serve, $5 million throughout mostly Southwest Virginia. How much of this we're going to get? I'm not sure. I spoke with Deli at the More Field, and he strongly encouraged us to apply for rental assistance for people whose homes that cannot return to you. That's not something we typically do. I spoke with David Taylor with the SS. They do have a rental assistance program that he would administer for us if we simply give him the parameters. Susan, I gave Susan a list. Did you have the list that I gave you for the overhand? A list of items that we are allowed to apply for in the grant. Can you magnify that or move your projector a little bit? And this is not a standing program they already had in place is I understand the governor's office basically found on $5 million from various sources to put together this short term plan for flood relief. These are items that we can apply for. It should be only squeezing all over there. That's good. I think that's good. We have a great need for permanently affixed generators that became clear. I asked Dave White to get together an estimate for generators and I received an estimate $267,000, which would buy a generator for the Claypool Hills Silver plant and the Claypool Hill Water Point and we'll buy generators for several lift stations at the PSA ASCORN. I got those this morning. of're very impressed with if they wanted a 500 KW generator for the water plant. So what I would like to do is have permission to apply for the $267,000 for the generators. On the rest of this list, our recommendation is based on delegate morfield's recommendation that we do something for rental assistance. I had no idea what to put. I mean, we don't have a program like that. It's one thing Richmond really doesn't understand is we don't have existing programs that we just plug this money in and go, you know, with Tribal Vintage. I talked to David Taylor. We were thinking $500 a month per household for three months for rental assistance. For the 27 major in the inches? I mean 46 major. Well I was looking at was affected for 177 that I was going around it up to 200 homes because there may be homes that we didn't get a 500 month for three months I came out to about $300,000. But the rental assistance program, I mean, I'm sure, they'll have to be allocated towards the rental assistance, but is that for future events? Now, this has to be for the February 2025 flood event, not the hurricane, the flood event flood event. So, I mean, we've never run a rental assistance program, so I don't know don't know what appropriate amount is it's going to help or not and I don't know really how long you need to help somebody with that. As DSS did before. They have done it from time to time when there's certain federal grants that come out with it. They do have a they do have an application that they take. And they find out what the financial conditions the people are. I was going to do it without respect to financial condition. We can put parameters like that on there. It's really hard to design this on the fly because the HCD told us this is first come first serve or the good serve application in, gets their money so hurry up and get them in here and we've got to try to invent the program so I was just looking for a ballpark number to put in my grant application. So that 100 would cover most I mean a lot of the properties and rich liens that were real properties I would imagine because I know a lot of it is trailers in that first couple of streets were about $500 and that's the rent. Okay, okay. And I think there's apartments and stuff we're about. Well, I'll make the motion. It's no other discussion, but $300,000 towards the rental assistance program in which same 246. 267 for general assistance to the general. And if you would add to that motion, if you're willing, $60,000 for flood beacon telemetry. You may recall we looked at this when we did our flood study of putting devices in the stream that are connected via the Internet to tell us when the water levels reached certain stages. Okay, we added one, VDM added one when we applied but we would like to have about three more. They're20,000 a piece to get them and get them installed so I Figured since this is a grand application and we're putting in and crossing our fingers That I'd like to go ahead and apply for those We've got ongoing cost as a section. It's about $5,000 a year per beacon It'd be 15,000 a year If we won't take that on Did that help us during this last one? The one beacon did help us because I vividly remember being sitting there Saturday night in the flood and the projection of time for peak moot about three hours on advance, about three hours on us. And the projected level, and they're working off of two. They had one. We got another one last year. It changed the shift of your manic illness and then we had a declared statement. If you remember, I texted you all like 11.30 at night. We thought this was going to be an early AEM morning event, but it was more like middle of the night for them. And those big consultants know that. Well, I want to add to my presented motion to include the additional river monitoring meetings and a cost of $60,000. $60,000. Second. Now I know the Federal Government has a couple of stream-model trim gauges as well. Would they tie in and work in collaboration? I'd have to ask and see if they're good. I'm sure we'll share ours with the media. Because that one formed them, standing back at it, I'm wondering more about what's going on west of us, that water flows that way. More data they have. Mr. Chairman, the earmark applications. There was some uncertainty as to whether or not Congress is going to continue with earmark programs. I still don't know if it's going to be the case. But in talking to our grant consultants, they recommended that we put applications in and see whether or not they go forward with the program. Congressman Griffith's office is open to an application for the Leech 8. That's probably about a million and a half to $2 million. And I think if we could get a grant, you know, we got three and a half million dollar grant for radios. Our congressional delegation centers in the Congressmen are really tuned towards infrastructure. Other districts aren't, but ours are. So I think this would be a really good application to put in. Kins got good numbers. We were budgeting money thus far in the budget to make a first payment if we had to borrow the money. So what I would like to do is put this in this application in and then take that money for that first payment use it to pay for whatever engineering you might have to have to get it designed. And hopefully, by the time we get it designed, it'll be October. And then we'll know what we've got the federal grant or anything more. We might be able to plot for more than just the leachate tank itself. Are they looking for that pump station there? Is that what they're looking for? No it's really about the size of the lines. On, I mean, you know this better than anyone here, that there's a difference between the line right at the landfill and Leechate tank situation compared to the size of the line. The size of the line, the two inch line and the four inch line. Yeah. Yeah. We could try to include that. I'll have to check with the PSA and see. I don't know, a million one That's pretty that long. Yeah, I just I guess I'm trying to Learn by experience where we have applied for particular projects in the past and then when it doesn't work out, we have been politely told. This is what you've gotten this money for. This is what you will spend the money for or you can get it. But I didn't know if it was easy. I'll say it's wicked worded a little more broadly. Okay. They're going with numbers. I mean, I agree with you. I think at least tank can probably the more common sense solution to those issues. But I'd hate for us to get into this. And you know, a year from now, there's a leachate tank shortage and wait time of 60 months or, you know, it's a different world than it was before. One I had a citizen call and see if there was anything that we could do from a county level to help the Richlands Wrestling Club and their building of a new facility. More specifically he was wondering if we could strong arm the school board to do their part. But I just wanted to bring that to everybody's attention and get some input. I know looking at our budget we don't have much room. I think they've raised 50,000 and they need an additional 50,000. That's what I was being told. That's what they've raised about 56,000. Yeah, it was on Facebook then their day and they were up to 56. For the 56, okay. But they were needing to be around the hundred mark. Yeah. But I just wanted to, they brought it to my attention and I wanted to bring it to yours. I'm a tassel wrestler, so. Hey. Do you know what facility you're looking at? Do you know what building they're looking at? I think they're looking to build a new one. Is that correct? Like a metal frame building. Yeah. It's going to be a, uh, it's a rare science race. Uh, now that, uh, it's going to be built at a high school. And I think that it has been approved by the school board. But part of the problem we're running into is the school board's doing it but they're raising the money for it. And so they're going to be paying us what we're going to do. How about we address that with Dr. Stacey Codbs? Okay. Yes. I think that would be wise. Mr. Chairman, my second item is a legacy item called Caleb Pollero Road. And it is partially a county road and partially a private road. I think we have the first half model. There's been a ton of issues happened in that area. But the maintenance on that road is abysmal at best and the reason for that is from what I'm told is our right away is so narrow. I think we've got maybe a 12, 15 foot right away for a 12, 15 foot road. We cannot step off the sides of the roads to address any type of drainage issues. The landowner that has that portion has been historically yield-tempered and unwilling to will and deal with this. But I really do think for the benefit of the people that live beyond that and for the sake of our own asset, if you don't have anything, we need to address that because if not, it's a money pit. And I think Mr. Dumpert had gotten a quote to fix it. And that's just basically fix what we can control. And I think we were up around $25,000 for that half-mile stretch. And that's just though, if we authorize and do it, that's just throwing good money after a band. So we need to address that drainage. I don't know, I'm open to any option on how to do that, but other than just, you know, I guess we can imminent domain. The right away we had we filed suit on that in 2004 and I was a counsel on that. We settled that and that's why the right away is so narrow because it was litigation and that was basically the settlement is pretty much the best that we could get. We had a weak case for public right away there. It was pretty much a private road. We were suing a claimant of prescript of easements which was very difficult to prove at the time. Well, considering we didn't own the property up through there, absolutely, I guess. You can show a public prescripted easement, but you have to show the people other than the property owners, and they're in vities or using the road, and it's not a three-road, so we would have had a really hard time with that. But we settled it at Swanson era. That property owner was sanctioned by the court because while the litigation was pending, was pending, he put bar wire in the culverts and he produced a firearm on Mr. Dumpford one time after the settlement. He had to go back to court. On that, usually we have deputies and companies out there who do any work on the road. So it will be an eminent domain soon to get that pre-sure unless that person has passed away or sold out. And it's my knowledge that they have done. They've not. So I can have Ken see how much you need. The last time I was there basically he needed to go uphill from the road's cutting to the hillside. He used to go uphill from the road, get right away so he can cut a, and the slope above the road is very steep. So he's going to cut a ditch above the edge of that slope and channel the water back down to the bottom. So he's going to need a decent amount of property there and probably have to move the gas fence too for his cattle. So we can undertake that. Wait. Is it Rastick John? Does that sound right? My golf one is the property under it. It was given its trouble. I think. Now is this, so I'm guessing, the public time road is at that big hill. Just past the barn. Okay. Now that road is private. That road goes all the way and loops into Rort Road, which loops in the early branch. But there's gates on the private road and on the rural railway to get in there. Yeah, and there's no, the property owners back there, even though that road exists, there is no easement or anything. Now some of the property owners at the end of it get along with those people that own that and they can access through that, but the others that don't get along with them have no access. It was related to me. I hope this is factual, but it was relayed to me that one of the women that lived at the end of this road recently passed away. They called 911 and the ambulance was not able to make it up, Caleb Hall wrote. So they actually had to go down by the river and come back. Yes, yes. For personal knowledge what happened was England's could take it all the way up Cape Apollo Road. So they rode to the Danube myself to the home and then they had to then the other That angle is another another end of the world. What a which the annuals got stuck. One of the annuals is got stuck. It's a weekly, it's crazy. So. And again, I'm hoping they got stuck on the private portion of the road and on our public part. Yeah, so they got stuck on the private hand of the war frame. I don't think they ever got stuck or say on the kind of hollow end that could not make it up at heel, which is going to be past the barn. So I believe that's the private way as well. My patrol car was in my vehicle, but there's one to come. Well, this has been like said, a issue I've dealt with since the beginning of my term, and I think it's predated me by probably four or six or twenty-one years I'm born. I don't know? Don't love him. Well, and he told the guy he was going to pay but he was just going to have to live with it. Pretty much. I mean, that was the head. I mean, the people that the guy that lived there said, came out and said, this is a private road. You have no right to be here. And the county went in there anyway. and that we are where we are, but I just wanna fix it. Some way shape, form, or, you know, I don't wanna pass this along if need be, but it's up to the entire board there, whether, yeah, because this in, no main would be someone of a big fight. I'd, you know, leave it to your discretion if you want to take that fight on. So be it if not, I understand that as well. How about I have Mr. Dumpford identify the property that he thinks he needs for that to fix the drainage. And then I'll look at the assessed value pro-acre and try to do a square foot calculation. What we think it should cost us, I know what will happen is they are arguing that, because we're going through this one from before as well, I have to put up a fence now. Now you cut my phone and I have to cut the top. But I can see what we think of a reasonable value that land is and then maybe we'll discuss an executive session. Yes. What would it mean for sure? Wait, Well, it's going to be expensive either way we go, but it's just long term thinking how much money have we wasted on putting gravel just to get it washed away? Lots. Lots. Lots.
