All right, time is seven o'clock. We'll call the meeting to order. We could stand for the pledge. Our pledge would be to the flag of the United States of America and to the Republic, or which it stands, one nation, one God, indivisible, liberty and justice for all. This time I would ask the council members to review the March meeting minutes. We're not going to. We can no, we have a quorum. Oh, we do. We do. This is a form. Oh, we have a five. Okay. Okay is a form. Oh, we have a body play around. Okay. Motion to approve. Second. All in favor? All right. All right. I have the rhythm. What? I thought we discussed that last time I had what we did before. I'm going to move on. I'm going to move on. I'm going to move on. I'm going to move on. I'm going to move on. I'm going to move on. last time, but we did him before we meet. What did what? You just a minute before we meet. Well, do you want to? You want to look him over? No, I'm not. You're going to be there. I told you last time that if I can't get it the other time, I'm on one line. Now, I'm hard-headed, I guess. That's where I look. Hard-headed I guess, but that's where I look. I don't know if I'm keeping the lead guy to the first one. We got a fun experience in the that you would ask for specifics at that time. And we can work together to begin. I understand. I understand you did submit an email to us. We can get them so that we have to. Okay. If you'd like to add that to an agenda to adjust their procedures and how we're sending out all of the information and back up. We can be more than happy to ask the council to add that to the agenda for tonight's discussion. Would you? I don't know. I'm sorry. Would you? So we've got two parts here. Number one, we have the minutes from March two is you would like to Would you like to add that to the agenda to discuss the policies or procedures that we will follow or information? correct or any of So instead like you like you just said you would give it to you a week or two after meeting. So you could look it over a couple weeks. So what you're looking for? Would you like to, is there a motion to amend the agenda to add discussion of the sending out the minutes? All in favor? Passes unanimously. Okay. At this time, Councilmember, would you like to take the time we can review the minutes? No. I thought we were going to do that. Okay. So that's a vote in the not approving the minutes, but we have two of three votes for the affirming the, or approving the minutes. Okay. All right. All right. Now we'll move to the new business. Item number one was Maria Torres of Latin American Auto. And she had mentioned that she wanted to be here tonight to discuss. I got her number, being quite in the car. Yeah. How does this seem to show up? Yep. So the item is that she was wanting clarification as we saw in the emails. The clarification as to why the business license was not approved. That was a business license about the car light. They're there. Correct. I know where it's left, but we did it because of something getting into the creep fare. Well, that they're the, in the review and the property sold together. There was a lot ofage or again. One of the one that's approved for another salvage or again. She's correct. She's wanting clarification. As the junk yard again, yeah, it was filed. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. just move that to the last item on the agenda for the night. Okay. I don't need to do anything. We'll just move that to the last item. Okay. Okay. Item number two is a CPL estimate for road work bid preparation. The current update I have is it's taking a while to prepare the bid, the based on the different entities that are involved in preparing the bid with people being not at work or available and The different agencies that are there for reviewing the road work We're waiting on the pricing from CPL Not coming Okay Anticipate having them this week. It's what I'm trying to to get so maybe Tourism So maybe expending. Okay. So, the door is in front of you. Right. No. Okay. Item number three on the agenda is the speed bumps in the Thorbrook subdivision. It received a call from a resident in the back section of Thorbrook that there's a lot of excessive speeding. The problem is when it's reported the sheriff or looked at, it's one-offs. It's nailed down to essentially an individual as the way that it's positioned. So the thought is to add speed bumps on the roads through there with all of the families, kids out to play as a safety concern. Now, we haven't by one person or multiple. I received a call from one person. We can investigate the question if you'd like to with it. But it's the way that it was discussed is that it's multiple residents that have the same issue. Multiple of this multiple and yes, we probably should. But if it's just one individual, she needs to let the police take care of that one. She's attempted to do that. There's that it was worded. They never get their time. They never get their time. Okay, she needs to at least let them know. Because the car is coming from somewhere down there. No, they know exactly which resident it is. Okay. You don't have. That would answer. Correct. Some of the part of, I would definitely not be opposed to looking at the costing for speed control measures in that neighborhood. And how many would you put in there? I do not know. And the street or? That's really the question because it is. It's a drive through the whole So as far as Looking at that review that could be if it's just an extra line item within the CPL piece of the previous item of the CPL estimates I think would be an option for looking at what to do. Should we ask all the residents, or I mean, there may be some people who are adamant about not wanting us to be bump. Don't know where it in the subdivision. Or does that open a can of worms? Any thoughts? Often when I see this problem, often when I see this problem come up with our client cities, what they will do is go back to the resident that made the complaint and say, hey, get your neighbors together and make a petition or something to signify this is a community effort and we've gotten together and talked about this. And that kind of gets at your concern. I mean, that sounds more like act one of what needs to be done before we go to put in speedbreakers in, because that's going a process of good bit and we can get this one person to stop. And I think to the sort of a public engagement process will if there's anybody who is that adamantly opposed it'll bring them out and you can hear from them. Yeah. Yeah it at least gets that person individual to get at least 50. Well, I have a neighborhood on the United States. At least 25 before we even talk about it again. There are adamant about, you know, this person doing this. They can't get the police to do anything. So we don't want to jump into it right away. I think the, to your point of, you know, the neighbors and just discussing with the resident that called me. So who's going to talk to this person? I can return her call and talk to her again. No, I mean the speeder who's going to to go? Oh, I don't necessarily know if that's on. That's more of a yeah. What's someone from the sheriff's department? Well, the sheriff's department would have to say something to him and I would think that, you know, we can get we should be able to get at least 25 or something signature isatures on something, I don't know, 50 or too many for any of them. 25 of people to say, or at least bring us what you get, we'll take a look at it. I mean, you guys, I mean... Maybe have them come to a meeting and present it. Yeah, there you go. Talk to us as a group. Bring the people with you. I've been an excellent idea, yeah. Got some homework, but not a work. Well, you're going to do it, too. Oh, no, put it back on the resident. Yeah, put it back on the resident that once, you know, once it's a new this, tell her you know, you get, we're having a meeting this time, this day, this time. And if you can get these people up there, that's fine. If you can't get some signatures. If they want to chop for the main workshop. Because we can look up and see if these people are really there. You have any thoughts or comments? Anything else? Thank you. I will move to item number four, the financial account review. Item number four, the financial account review. The intense and purposes is looking at the account balances we have maturity dates of funds that are earning interest and you know for available cash on hand Well question I do have is this one the one that we cashed out on three on March 12th Does that reflected below or is that still? The assembly general clause? It is in the the one that we cashed out on March 12th. Does that reflected below or is that still? The Senate General funds. It is in the General funds currently. OK. And do we show which funds have been committed on these road repairs that we're doing. We do not. That's for us. So that's a part of, you know, getting estimates about what the road costs will be. I mean that we've already, you know, or have we paid for that work already? Not paid for that work. So this piece was, if I remember, it's about 150, or it's less than 200,000. In the account, correct me, I get which one, they call the different ones. We put it, which account were we going to pay for the road funds out of? The twoast. Starwater, Jones. Yeah, for this. The Rescue Funds. And so that covers, the Rescue Funds are fine. We're covering that. And when we had talked previously on the road work and the estimates we had looked at last year, it was in the neighborhood of a million dollars at that time. Can we amend the agenda for the amendment? That particular place is out across the street. There, motion to the menu. Oh, it's going to be a discos. the and then the agenda for two properties. Second. All in favor? Okay. End of parking lot. End of parking lot. Yeah, but that's the two properties. Part of the property. Okay, good. Yep. the parking lot. Yeah, well that's the two properties. Okay, good. That's part of the thing, thinking about which funds to keep versus to use because it's dependent upon the road work and the value that we have. It stands right now. We do have the two accounts in May with the balance of 209 each. Then three accounts in July for four with a total between those of. But you got that 2018 splos and the rescue funds. Don't we use splos on that? We do in road work we have tea splos as well. With 190. Right. But shouldn't we use the older funds? Yes. Because. They would deplete the older accounts first. And then apply as it goes. Who's forward? I think, you know, with the staggered CD approach that we have, it gives us time to receive additional bids or, you know, knowing where we're at on those road projects. And even if we were to start working today, meaning release work next Monday, we're probably three to four months at a minimum before we're ready to pay on those projects. We're getting into the fall, which gives time. Ash, the ones that go in through July. than 500,000 that are going to be in July. That mature, we have over 418,000 in May. on top of the cache on hand. So in short our annual budgets less than 600,000 and we have 2.5. No, we need six months. Right, in reserves. And that is only six months. Heed about it. To know an exact amount, we would say we'd engage a firm to help with a capital reserve study. I've always heard it six months. We keep it full years operating budget year. Definitely a good shape. Currently we're sitting on about four years worth of budget. Eric, you have any questions? Thoughts? Not right now. Okay. Mr. McKenna, do you have any questions? Thoughts. All right, well that will move on to the next item on the agenda. We'll just go back to the Latin auto that the applicant is not going to be present for tonight. All right. Well that will go to the amended agenda item number five. The policy or procedure for meeting agenda to be sent out. Does the thought just be with, you know, that one week following the meeting that the meeting minutes of the previous are available? I don't see any more of us. Good for all of you. Okay. That way everybody's kind of freezing in the morning. I wrong with whatever it would know. Man, the way to month and my month. That sounds fair. I'm agreeable. Eric. Sounds good to me. That's fantastic. So just as a procedural piece, within within a week after the meetings will send out the meeting minutes or review Okay, next item on the agenda is the new town properties. So short update, talk to Georgia Power today. Three parts power for both buildings and moving the power line across the street. So they're going to have their site engineer forget the exact title looking at moving the power line across and turning on both accounts Should be 8 to 11 days at the most and that's on the electric that's correct They have to make sure that we approve the permit Turn them on perhaps we will But we had an electrician in them to make sure they're okay They'll turn them on at the meter but without turning on the main breaker will be off That's correct And we have a Prices from an electrician to go in and inspect each of the buildings before turning on and Energizing all of the receptacles Kathy Kathy you haven't update on that? I'm trying to get the help from the disturbances society. A lot of us have a hearing. Financial help or help to apply for. I heard that the government had mentioned he was going to help. I don't know if that because he did it in all of her, there was a couple of buildings, and they got it on the historical. There's that historical registry or something. And they went to all the processes, and they said he would help leave. I was glad that it was a good, uh. It was favorable as a good project. It has that historic character. Just on the white one. Yeah. Yeah. Yeah, it's just a block of challenges. I pay you original house. I need to confirm the time I've requested with a general contractor to walk and look at just get some quick estimates for you call it rough magnitude to make it Leisable at the ship. Yeah, oh that one Leis to the brick the old fellowship. Yeah It works the old fellowship. Yeah. That would be quick to clean up. I could have a work start running. I wouldn't go help cleaning up. I flew above the child by the front. Yeah. We did paint over the red on the White House house and call. Fix the. Watch on the. We were call. Fix the. Latt. Watch on the. Yeah. I thought we were a big old bush on the side. He's a lot. So. So. Is it progress is being made on those now? I've got parking light. This old. Are we going to. We have any plans for what we're going to do with that? It's kind of ugly. Well, if we can rent out the brick building, they would need to place the park, besides just here too. You can have this place and that If the council wants to take the sign down, the right, the old prehalyzer. I thought we were to take a chainsaw to it. Okay, so I think everyone was agreeing that we should have taken it down. Yes, please. Although there might be a lecture for a line running here. What there is... I'll walk over there after they just look at it and take a look at it. Yeah, we walk over and I take a quick look at it. Okay. I don't remember. Yeah, that's not gonna do say, we look at it. Okay. I don't remember. Yeah, that's not going to do it anybody can do it. Yeah. Can I have one more thing for the agenda? Welcome signs. What? It looks so suspicious. Welcome signs on the entry coming in the Bethlehem. Oh, I see what you said. I don't know. So there's a motion to add welcome to Bethlehem signs. Yeah, welcome to Bethlehem. What about that? Oh, I guess four. Is there a second? A second. All in favor? To the agenda? Yes. Yes. That was a shoulder shirt. It didn't have to be fancy and expensive. It was just something that says they're coming in a bad plan. We'll go back to that in a second. Is there anything else you wanted to look at with the brick house or the White House? Is it leaking? Do we need a, I mean, is there water coming in the roof? That's kind of the... Every time I've been in, I have not noticed with the strength. I wonder if we can get in there and see things. I would think that they would, they would want a house. We're new room. I would think so. I just think, I'm in that room right now. It looked like it was leaking around the chin. Yeah, it was leaking before. There you can see where the choice is for. You see the wire. I know just as we get the application submitted that will start the process for the next steps of repairing and rebuilding the house. Instead of waiting on the paperwork on that, I mean we could easily wait. We just need to look if it is leaking actively. So the metal will just put a tarp on it. We would have to do something. After it rained like today. Yeah, go look at it. It's if there's wet in here. I mean, you can see that it was leaked before, but would you mind inspecting it then after the next rain or we can check tonight? Okay. We can check the rain. Okay. While we're over there, I'll be going around. All right. All right. So I've got parking lot interior power for the old fellowship relapse sign there's no power get rid of the sign we have water we move in towards trance we have water at both Right. No, it's just off the road. Correct. No, it's off at the meter. So we can turn it on in a controlled manner. So the White House, check for water leaks, power's coming on soon, and then we need the assistance with the application. It's the big part. So another white house is gonna take us a little bit longer, but we can at least start working on the block and get it running out of it, just like we do here. Sounds good. Anything else you'd like to discuss with the properties? Okay, now we'll go to the Bethlehem signs. Wait, so are we who's gonna cut the sign down on the parking lot? Yeah, it can be potentially something you won't can do. Okay. Alright, New Bethlehem signs at the town entrance. You're you mentioned just on 11? Well, I'm thinking both ways. I think it's talking star-street both ends and then 11 of ends. I guess it did. It all of the entrances into uh, oh there's a I mean, I actually I mean, I mean, actually we're across 316 right at the new, or that new subdivision over there. I don't know how many would it be? You're dealing with three, six over if you're dealing with, and then we'd have to figure out. Obviously we should claim our territory. See for us it's in prison. These signs up on 85. You get off of 211. It was the biggest sign on the way to your left now. Same on the other side too, but I don't know if that's fine. We can make them all the same. We don't have a local sign company in the town, do we? No. Not for that. We don't need it on any type of TV screens or those. I was thinking if they wanted the Bethlehem Christian, they got a new sign reason. There's a lot of sign companies out, just want to make sure we... I mean we've got the... The nice one in downtown, downtown definitely. But just a welcome, you know, with our little motto. I'm a logo in our motto. I just thought we We should separate ourselves from the county Depending upon who manages the right of way, you find out to get GDON involved for the county. But these towns are mostly, or these, excuse me, these roads are mostly town roads. I mean, even though GDON's involved with Christmas Eve and the Star Street and for the segments in the town, I mean, I think we can put some more out of the way. So would you like to look into that? The Eastman's or the signs and shalls? Probably number one would be understanding from a sign company. They work with those other components. Some of the signage companies will do the entire designs paperwork processes. I know Paul Innikin and Linder, he's the sign that was for decades back there. I could ask him. I'm American. He doesn't have to do that. And he'll know about that. because he did our signs at Chackelford Park in Auburn. He did the signage. Is there anybody that would like to work with Sally on that? Oh, okay. Two dudes. She's beating me up over here. If you want to look into it, I think that people... Okay. I'll contact Paul tomorrow. Paul and again. All right. All right. Okay. Those are the items we have on the agenda for tonight. Is there a motion to adjourn? One other question. It's just a question. What are we going to do? Just town hall meetings on a regular basis. I know we did. We're better to rock. We did one. We have done one. So I just like it an annual town hall meeting. Okay, what you remember what months we did that last year? What is it? It's a future. No stuff. I have to go back. It's been a little bit. It has. Just wonder if we... Want to do another one? Something we'll think about and put on the agenda for next week. Okay. You want to have a bunch of good stuff on the agenda and have this now in home. Yes. Work for time. Yes, work for time. And what I'm doing. Yeah, what's happening? Yeah. Okay. Almost like this type of Jewish child. Yeah. Yeah, that. Okay. What that is, their emotion to adjourn Second all in favor Thanks everybody Okay, feel trip. Yeah Thank you very much. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. you Thank you.
