My name is Annette Scott. I am the Record Supervisor for News and Run of Each Coast Department. And I'm here to give you a brief overview of public records and exactly what is done at the police department. the microphone. Oh, sorry. Yes, sorry. What I would actually like to start with is doing a little test for the council. So if you don't mind, I'm going to approach you and hand you guys a piece of paper that I would like you guys to read and follow the instructions. Thank you. Thank you. Thank you very much. If you guys have done this before, please don't let the other people know and just follow along. Okay. I'm going to start with the first one. I'm going to start with the first one. So, in following these instructions, what did you guys notice at the very end? We had to do a certain amount of them. And then what else did I tell you to do? Turn. Right, name it. Peace, paper, and turn it into you. And there are the follow steps. 1, 2, 4, 3, 4, 4, 4, 4, 4, 4, through the entire thing so fast that they're not following the instructions. And when we talk about public records, we are talking about attention to detail. And that is what I do as a record supervisor and my records people is attention to detail. So one of the most important things for public records is to make sure that our officers are actually doing the reports and they have actually attention to detail. because reports can be very important when you are presenting stuff to the court. Cases are one in lost by the amount of record or information that is put into a report. So as a records person, what we do is we ensure that all the information in that report is correct. We also make sure that the statutes actually match up. We make sure that all the witnesses information is there is correct. And if there is an issue, we then reach out to the officer and their supervisor to let them know that we need to have something amended in that report. So then we can actually present that to the State's Attorney's Office. So one of the things about Florida Public Records, which I don't know if any of you guys know about Florida Public Records or anything with open public records. Florida has a very broad open records, which means that anybody can ask for a public record as a person who's receiving that record, I have to acknowledge that someone made a records request. And that records request can be made over the phone, it can be made via email, it can be made in person. As the person receiving that record, I do not have the right to deny somebody a record, I can't say to you, well why do you want that record? I just have to fulfill that records request. It gets a little hairy. I have been doing public records for over 25 years. I come from a state that has closed public records. So moving down to Florida and then having open records. So if you want to know about your neighbor and you can just call out the police department and say how many calls were presented at this address, you can do that. And I can't say why do you want that. There are a few public records that are actually exempt and confidential that we do have to file certain statutes and we also have to provide those statutes to people who are requesting it and why it's redacted or exempt from public records. I will say that public records is ever changing with technology. This includes if there are emails, if there is social media posts, all of that is subject to being released in public records. I love what I do. I love the people that I work with. We have a great staff that we work with. I work hand in hand with Ms. Harding, who is my guru. So you've got to have a guru who knows public records so you can reach out to them if you have any questions. And she can attest that I am always asking her about public records. But it is very interesting when you're doing public records. We also do body-wine camera. So people can ask for a body-wine camera, and then we have to do those redactions based on our Florida statutes, which is amazing. You can actually look at 10 different videos. It seems exciting. It is, to some extent, but then you are watching that video from 10 different angles if there's 10 different officers there, is time consuming. It's also we get paid by the amount of labor that we do and somebody has to review and redact that so it is public records aren't for free but it is a great job. I enjoy it. I would recommend anybody who wants to go into law enforcement does want to go on the police side come to the public record side because you're still in that position and you are really beneficial in helping out. I like to say there are times when there are very old records and I get super excited when I can help solve something or solve a case. I've done that on a couple occasions in my previous job where I've actually looked at signatures and said that's not my officer who signed that and then they've actually presented a case to the state's attorney of somebody doing a forgery on that. So that's what I love about public records. Does anybody have any questions or anything? So fun fact when you guys see Bodymore Camera Footed on social media or the news, it's her office that releases those Body More Camera Footed that you see. Yes, the media will ask for high profile cases a lot too. And we'll do you like little snippets. We're not allowed to edit anything else other than reduction. So what you see that we put out there, it might have been a little snippet of something, but that's all the media wants because they don't want the full thing, but otherwise we're not allowed to alter or delete anything. We just do reductions, and then we provide that statute for those reductions. Just out of curiosity, could you give like an example of something like a public record that would be confidential? Like how does that work with determining that? So a confidential one, there's a new law that actually got put out. It's called Morrissey's Law, so it is for the victims. So that would be something that's confidential, although actually the Supreme Court just overturned that. So basically the victim of a crime, which could be a battery or a vandalism or a car break. It was in 2019, we actually redacted the victim's name and the victim's address. The Supreme Court of Florida just overturned that and basically said, you can't identify a person by their name alone. So then they said, you can redact the address, but the victim's name needs to stay. Now, as a public records person, there's a lot that I don't agree with. I am also a person who isn't, I'll just say, an over redactor. So I just feel like some things should be redacted, but I also know that I have to follow the statute in that sense. So I will still follow the statute with that, but there are some cases there are not. So child abuse is another case where that would be confidential, so all that information would be redacted. Okay. Like, again, I would like to thank the redactions and the confidentiality is a lot of it revolving around youth you can't talk about like obviously child abuse and other. Correct, it's all about the same. Yeah, so I would not talk outside of work about any of the cases that I've seen or viewed in body-worn camera. I do not discuss that with family members or friends and stuff like that. That's the other thing with public records is that everything is confidential. So you're not allowed to look up your friends or your neighbors and stuff like that. If I have a case that I know of a neighbor that just happens to be just a simple report, I will let my staff know that I'm familiar with that address and so then they take over that just to have the whole transparency of not me looking into it. And everything in our system is an audit trail so they can see what you're looking into information and stuff like that. But I still err on the side of caution and my staff does the same thing. Are there any updates regarding the projects that are in progress? I have a couple of days to so forth. I've been able to acquire for the future books. I've got, and I thought maybe this when it comes time to paint maybe becomes like a theme of the library. I've been able to acquire a 10 teen fiction for self help and an adult sci-fi series so far. We've got that and I've also acquired the paint that we'll be able to use for that as well. On that project so far that's what I have. In addition, I've spoke Mr. Franick about the Boatings, Youth Boatings Safety and it has been decided by school administration. They did not want to get behind a full eight hour course hosted by the school. However, they were still open for having a lunch awareness meeting for students interested in the upcoming summer to promote voting safety on May 21st during lunch. That is totally acceptable for the school if we want to continue with that. Perfect. Okay. So. Oh, sorry. You can go. Well, at the lunch meeting, could we... So at the lunch meeting, could we, if you guys have upcoming dates of classes that you guys are holding at the Coast Guard Station, would you guys be able to advertise those classes to people? I'm sure they would be able to do. Is there any right now any of the classes that you have scheduled future? They wouldn't be at the school but in other places. I believe I didn't get quite a clear answer. I know I was instructed that Atlantic High School was going to get behind one day for students to do that. My contact hasn't got back to me. I do meet with him on Tuesday in person, but he hasn't got back to me on when that date is. But I'm sure if there was a future date and if there was probably maybe even interest at that meeting for kids to sign up, I think we could probably schedule in the future an eight hour class for students that could commit then. Got it. I have a question too too. Is the interest meeting just going to be like us and you are going to have members from the Coast Guard too? Well, if you guys want to go forward with May 21st for a miniature awareness one, there would probably be like this in there in interest for a future class. These two gentlemen here from the community would offer their expertise and it would be not for us but for the student body, the youth of New Sumerna Beach High School and the Unibot so we can just promote during both boating safety week for that so we can promote and get kids just to be aware of some tricks, tips and knowledge knowledge of our community, and of being the ocean and river voting community. So the tips and tricks, do they have brochures and leaflets for that for us? I think that's something that we could put together. We would like to work with Mr. Franek and put that together, put together a nice 15-20-minute presentation for the students that would include Yes, something they could take with you know, I could put that together And working with them. Do you think we would need a list of like a number count of who's going to be attending this like lunch awareness meeting because if not like I can make it like a Canva tonight for and we can post it through the SGA Instagram and have like that get posted Okay for a promotion. Yeah Yes, we could do that in there. I think it's secured in the lecture also we could have You know it depends on our student body on their interest We could could have five kids, three kids, or we could have 35 kids. Yeah. So it would be secured in the lecture. It would be good enough for 100 kids. And, you know, and we could start promoting that as long as you guys want to move forward with it. Yeah, Mr. Frank, would you like to share your knowledge and expertise on this. I just want to throw out a couple of things that I'm trying to understand more what you're looking for and what you're trying to accomplish for better safety week this year. Okay, we don't have a lot of time for this butter safety week in a couple of weeks. Okay, but we can still do something. I have a thought that would really look good if it can work on your end. And during the week, I believe it's on the 17th, the mayor is going to read a proclamation declaring voter safety week. Okay, he does it every year for us. He usually does it in chambers, or he'll do it on a boat down by the boat in the city dot. Works out very nice. He gets on the boat, reads, and the public is invited to attend. In your case, school students could be invited to attend. One thing that we are pushing like we always have is the use of life jackets. Okay, I just received notice of a grant that we put in for a couple of months ago. and I have a bunch of life jackets coming in from the CETO Foundation. And I have a whole bunch of them. Okay. What would really look neat would not take a lot of time is if you choose to get involved with the mayor's proclamation reading, and you can get some of these student body to show up to support the life jackets, we could get a big picture of everybody wearing the life jackets. And we could do wherever it's going to be in here, or city dog at the mayor's. It's going to be held at the Brandon Center. the Brandon Center that's where they're going to have the proclamation. So if we do it on a Saturday you probably have a scheduled for like nine or 10 o'clock in the morning. Yes nine o'clock at the Brandon Center. Okay. Do you have one scheduled for the meeting, the regular meeting here, the council chambers? Or you have just that one. For the voting safety week? Yeah. The proclamation. It'll be a Saturday on this May 17. Okay. So that would be the one I don't know if you're free on the Saturday morning. But if you are, that would be really fantastic. I'd like to see about 500 of you show up. Okay, probably not gonna happen. But anyhow, and we'll have life jackets, if I can get an idea on numbers, if you wanna do it, then I will bring jackets down for everybody to put on and we'll get a really nice picture. So. But you know, I need an answer in about a week anyhow. Okay. Yeah, we can probably advertise and see how many people would want to go and see if people would be interested. Yeah, because I know in my research, talking with students about the interest in the voting, there is a lot of kids that are voters in there. So it's definitely something that they probably want to get their picture taken and be seen with obnaubing with the mayor and other esteem. It's a fun morning. And if you have to coordinate your time with your parents because I'm sure they have things to do, usually about an hour, okay, we come down, talk, the mayor will shake everybody's hand, really nice guy, and then we usually take him out on a Coast Guard boat for a little ride around. Chicken Island, okay, then bring him back because his wife has things for him to do. So, anyhow, so we're getting back, but about it, if you can allow about an hour for that event, now the jackets I let you use, the life jackets, I need them back, you can't take them home. Okay, so we can try that if you want to do it. Yeah. Then maybe at some point we can start planning for next year. Okay. You know. Okay. All right, so kind of well, well, if the Youth Council task force is good for it. So kind of hold off on the May 21st awareness meeting. We'll build that next year and for greater bigger things. Something else too. As as we transition to another year over the next year, I'd always put it on the leaving senior members to facilitate any recruits. Of course, I do some recruiting as well, but if you know a new summer and a beach youth resident that is interested in filling your shoes, please send them to me because it is, there is a small survey that I have the students fill out with ideas to, you know, to approve them and so forth. So now usually when May starts here these last couple of weeks, as you discuss with other students and you say, okay, this might be something for you and send them to me over the winding days of school. Sounds good. And it doesn't, I mean as long as our new summer in the resident, it's not always set in stone but it is always preferred. Okay. And do we have like a due date or anything for that application? No, it's usually all open all summer long. Okay, perfect. And then, you know, some kids usually the first like two weeks is when I turn and then I'll talk to students that depending on the application load that we get from now to the summer time and then usually the two weeks and then we kind of sit with that number and make a decision. Okay, sounds good. So another thing I wanted to talk to you guys about, of you got a packet and then in that packet the first two pages were the calendars from April of this year and May of this year and you were talking about hosting your market. So I gave you that so you can kind of base what month you wanted to next you counseled to a host of markets so you can kind of get a grasp of what events happened on the weekend in April and in May. It will most likely be the same in 2026. So that's why I passed out those two calendars and then I also gave you an special events application. You can see what entails for the next year's group and what information they're going to need to be able to host the special event if you guys want to do the market if that wants to go forward for next year. So this is kind of a little pre-planning for the next year's group. Thank you. Perfect. I know we talked about like kind of setting a semi permanent date of kind of a goal. So if we wanted to like look at the calendar and try to like figure out a proposal date that would maybe work like around this area. Right. So maybe like earlier on in April like that Sunday April 6 might be 6 might be a good rough area. I don't know how everyone else feels about that. If we're looking at next year, I have like the April 26th. Easter Sunday is gonna be the April 5th, so that wouldn't work. But like, I know classic cars is what every second Saturday, I'm pretty sure. Yeah, so we wouldn't be able to do the April 11th. If you want to do it, like just looking at a date next year, like the earliest we could do in April would be like the first the first Saturday in April, which is what Sip and Spill? The current break would Spring break would be for the 2026 calendar, March 18 through 23rd would be that Monday, March 18. We could probably do if this is OK, like May 24th, 25th. Yeah, I want this. The only question I had was if it's going to be on the same days of proclamation and that is they said at nine, would that affect us having it in the morning? Yeah. We might have to do like 11 to two or something. Yeah. Well, maybe if we advertised it as like a post proclamation children-friendly event, then people would already be like, OK, with moving there. But that's a good point, because I don't know if everyone's going to be over by the Brandon Center already, it might be hard to set something up there while everyone's over there. We might have to do it like on Cannell instead of over there. But that's like detail. Also, I guess if we're able to do what the Coast Guard proposed to us this year, I'm just thinking maybe they would ask next year's Youth Council to do it again. And I don't know how that would affect them being able to come back and set up or that's where we think I don't know. That would be an issue. I'm sure, I mean, I know I feel like a lot of the setup would be more of just the vendor setting up, but I know a lot of, because like even for images, they usually set up that actual tends themselves like the night before. So I'm sure if there's anything like large that needs to be set up, it could be set up the night before. And mean if other stuff needs to be set up if the proclamation is at nine you know get there at seven seven to nine you're setting up stuff proclamation and then go. That's true. Yeah. It's not like I feel like nine is not unreasonably early to like get there a little bit earlier to set stuff up to. And honestly, I feel like if we're able to discuss an employment accordingly with the proclamation, if Mr. Franick wants us to do it, where we have the student body come and take the picture, it would probably be better because you'd already have all of that youth down in that area. So then they can just go to the youth market afterwards. Yeah, we could probably have volunteers from the school clubs to help. Yeah, perfect. Okay, I think that sounds good then for like a date to shoot for. Yeah. And then for the lending libraries what is the timeline looking like that? I guess. So when I spoke to maintenance ops, they will have them ready by May 21st for you guys to coordinate with the young people at Babe James and paint it then. And had we picked a date to decorate the lending libraries with the students at Babe James yet? Or might it'll be the 21st, isn't that the second Wednesday. You guys picked two Wednesdays the last time and was able 30th and then May 21st, isn't that a Wednesday? Yeah. Yeah, so you can paint with the students at Babe James on that Wednesday. And then I feel like with the new date of the meeting, that'll probably be good because we can actually present the photos of the decorated houses. If there is any, if there is a consensus from the board, staff will be directed to proceed with the installations at the designated locations. I think we're good. Perfect. We will now review the proposed little library locations, which is Manatee Park, 27th Avenue Park, the NSB Sports Complex, and then we have the alternate location, which is the Mary Avenue taught lot, which I like those locations, if everyone else is good with that. But with four libraries and we have, it's the 10, the 4 and the 6, 20 books to start off with and then generally that's a good starting point and then usually people that's a give and take policy with those so as people go. And now that even like 27th Avenue, I might even reach out and be able to find like surfing magazines and then there that might be suitable for those locations, sports, even like history sports books. I'm pretty sure there's quite a bit of those at our school library that could be donated in the first sports figures. And then just like a you volunteer. I can go with a theme for that, right? Themes for locations kind of the first starting point. Sure. And yeah, I volunteer at the News and Murder Beach Library. And I haven't been able to talk to the librarian yet about donating, she has, they are really willing to like work with us and a lot of this stuff we're doing, especially the market and then they like the lending library idea but they have to check. It's almost like an expo, like just showing what the community has. That's still like all over the place. We did not narrow that down at all. At all. At all that's also kind of the point. Yeah. I feel like the focus, like, opportunity-wise, for the youth, it's kind of to let them practice entrepreneurship, but then also, at some point, no parent wants to go and take their kids to an event. And the only thing they can buy is drawings or little things made by kids. So having other vendors that are more like youth related, even I think there's like captain fishers on Flagler. They have a store with a bunch of stuff. If they had to stand, kind of gives it more draws in more attention to the event, while giving the actual youth the opportunity to be able to practice their business. I think we might have that one meeting about having like clothing brands there. Like, yeah. Children oriented clothing brands. I don't know how willing they're, if they're gonna wanna participate or not, but just stuff like that as well so that parents can buy stuff. I think that's just one of those things where we need to like get the date set and have the event approved before we can go out and contact these places because they don't really want to agree to an accompaniment that's not said in stone probably.
