I'll be running it today, so please bear with me because I don't have a whole lot of experience with it. But I'm calling the meeting to order and I'll address the first order of business with the minutes from the September meeting. Is there any additions corrections or discussion about that from the commission? I move approval of the minutes of September 26. Second. There's been moved and seconded all in favor signify by saying aye. And we have approved the minutes. So we'll move. We don't have a lot, but we've got good content today. Review, we requested proposals for the work at the. The Latvia Theater. Latvia Theater. And we have received one. Mid and it appears to be from Kettle Hut construction. Yep. And help me find the number. My suppose there will be no number, Frank, because these are just proposals. So if you just announce it's from Kettle Hut, that's all we need to do right now. I said, there's no number because it's just a proposal. OK. So you just need to announce that it was from Kettle Hut and then ask for a motion to take it under advisement. So if to make that clear, we accept the proposal and we will take it under advisement and hopefully have information about that at the... Yeah, we'll need a motion. Yeah. You Dennis. OK, our next item a new business with Atlas excavating is the Park East Boulevard project. This is change order number two. This is in regards to some storm sewer drainage and lighting work. The change order is in the amount of $111,867.26, which will change the contract from $21,533 and $911 to $21,457,763 and $17. We have representatives here that are managing the project for us on our behalf from the Vanessa and engineering. We'll explain you some more details and give you an update on the project as well. Thank you. Good morning. I'm Jake Goodman with Butler Farman and Cyford. I'm the design project manager and just wanted to give you a little more information on this change order. So the changes predominantly we're due to center point coordination that resulted in storm sewer revisions. Basically the short of it is there was a gas transmission line there at Haggerty that due to the delays in receiving coordination back from their encroachment, that's what resulted in this timing of this change rather being during the design and actually having to be after the project was already underway that's what resulted there. So essentially we had to eliminate part of the storm sewer and surface discharge at the the haggity round about there. And that's what resulted in reduction in the storm structures as well as some minor changes for the lighting design on that as well. And then as another part to change order to was the rectangular rapid flashing beacons. There was, the city wants them in black and it wasn't clearly specified in the contract documents to be black. So there was a small change in the amount for those as well as part of change order two. And then to give you just a little update on where they're at for project completion, they're around 20% complete as far as build out. They're currently working on three main facets of the project. So storm sewer design is approximately 12% complete or thereabouts. They've picked up on that recently. They've been underway with the sanitary sewer. They're about 35 to 40% complete on the sanitary sewer. And then they've also been working on the water main installation throughout and they're approximately 45 to 50% complete on the water main. So they've currently got three crews out there right now, one primarily on sanitary and two working on water main and different points of the project. One of them had bounced around a little bit onto the storm sewer. Currently they're not actively working on the storm sewer installation. And then they are planning to mow in a fourth crew this week to start on dirt operations or to continue on dirt operations I should say and then they're also planning to basically assign a second crew to sanitary to try to help get caught up there they're a little bit behind their schedule on the sanitary installation itself. So they're planning to allocate a secondary crew there as well as working over time as well to try to get caught up on that schedule. Any questions on the on change order or on the project overall? Any questions from the commission? But specifically just two minor things one you mentioned lighting I presume you mean above ground lighting Yeah, really lighting that's good and then I was gonna ask Dennis But you or he Jake can remind us of the timeline of this project So project completion isn't is going to be into 2026. So it'll be another full year of construction. And then I don't remember the date off the top, but into 2026 for final completion. So yeah. That's all I have. Any other questions? Moved and seconded we'll go to a vote all in favor signify by saying aye thank you thank motion approved all right excuse me our next item of business is the William Charles construction it's the Main Street Street scape project phase five and this is change order number two and this is for an updated signal foundation and the change order is in the amount of 14,267.59 changing the contract from $1,841,887.79 to $1,856,155.38. We have our representatives from HWC engineering up to she will come up and explain some more detail and give us an update on the project as well. Thanks, Dennis. Good morning. I'm Catherine Puckett with HWC. I'm a landscape architect and the project manager for the StreetScape project. So as far as the change order goes, during construction, the contractor William Charles brought to our engineers attention that they were concerned. One of the foundation types was not large enough for these large decorative signals with the cantilever arms. So our engineers reviewed with them and agreed that the type A foundations we had specified were correct and would meet the requirements of INDOT. But the type B foundation needed to be revised to type F, which was larger, deeper. So it required more material and labor, so thus the $14,000. So our engineers, the William trials provided that price, and our engineers reviewed that and felt compared to pricing they had seen from in-dot, recent bid histories that that was fair, and so we're moving forward and asking for that additional funds to support that. And then I'll give you a quick update on the project itself. So this is Phase 5 StreetScape, which is the intersection of ninth and fairy and then ninth and Columbia. So it is StreetScape that includes sidewalks and pavers and then the decorative signals that I just mentioned, as well as a lot of utility work that has been kind of the bulk of the project up to this point. So William Charles is anticipating completion in mid-November, so we'll do punch walk at that time, and then what they have remaining, they've started to put the signal poles up at ninth and Columbia, but still need to do 9th and ferry. They have some paperwork to do. All the concrete work is in a few tree grates and a little bit of electrical left. That's the update. Questions from the commission? I move approval. Dennis, the directors report. If that's where we're at. Yes, we are. So to give you an update on the third and fourth street conversion project, it's moving along. We expect it to complete the construction of that the first week of November. And then we're expecting to do the actual conversion a week later on November 9th, which is over the weekend. So next, Stanford with transportation, improvement department is going to be handling that and making that transition and such. So next week, we will start with signage and all the intersections and also electronic sign boards that will be before the intersections to tell people, remind them that there will be this change after the 9th of November and again lots of signage at the intersections and other things that we will do to let the public know of this change for a certain forestry. Last night was the Greater Lafayette Commerce Annual Dinner and so one of the awards that and I didn't know myself till yesterday morning, so that we got last night was the City Center, Center City Preservation Award, and I bring it to you because it's for the public safety building and the Seven Street parking garage. And obviously this commission was instrumental in getting that facility built. And so we received the award for several different reasons it's really is one of a kind for a police department anywhere in the nation they checked for a city our size and then the preservation work as you know we all worked hard on the design using materials that look like other buildings downtown, tying all that in. And then of course, meticulously saving the facade of the old Horner building. Brick, Brick, taking that down and then rebuilding that facade, which now houses two micro businesses that we hope that come out of match box. And then we hope to go there and then go to a larger storefront someday. And so we were awarded that Center City Preservation Award for lots of different reasons last night for that building. And it's really has exceeded our expectations in what we're able to accomplish and what we're able to do over there. So just wanted to share that with you this morning because I said this board was Very very instrumental in getting that building built so Congratulations to all of you Congratulations as well Also to one the quickly note. I'm sure you know is that James Foster is not here Unfortunately, he's had to resign from the commission. He's taken some on some additional employment in a conflict with the meeting. So unfortunately, James had to step down, but I know the mayor and I are very pleased to have him on the commission and really appreciate his service to us. Thank you, John. Yeah.
