The commercial center development will consist of 4.65 acre site. The proposed development of two buildings. Building 1 bbh 6,160 square foot retail building, convenience stores, last food market, with Type 21 Off Sales General, with two covered fuel dispensing areas consisting of six pumps for trucks in the rear, and a second fueling area consisted of nine pumps for smaller vehicles in the front. Building 2 will be a 4883 square feet that will include a 2006 100 square foot quick serve restaurant with a drive-through and a 2283 square foot retail space and a freeway sign will be located in the center of the site near the truck fueling area. The project site zoning designation is mixed use zone and the site assessor parcel number 0459-354-04 and 05. Next slide. Zoning location map as you see on the screen is located in the mixed use zone. The site is currently compressed of two parcels. The parcel is vacant lot surrounding the site. South of City Hall and North of North is all-zone mixed-use. East of the parcel was business park zoning and it's right next door to the existing map. Sorry, right across the street from the existing service station, which is the Arcos gas station right across the street. As I mentioned, it's on the 4.65 acre site located on the southeast corner of Eric's pressway in Highway 395. Next slide. The overall site plan, 70 foot easement along the easterly property line on the 4.65 acre site. The property will consist of two access points. One from Eric's Pressway and one from Chola Avenue. It's going to be phased in two phases. Phase one will be for building one, which will be the convenience store and the service station. Phase two will be the building two drive through Reshiron slash retail. Phase one will also include a freeway sign with 76 parking spaces and also 36 parking spaces for building one and 40 parking spaces each for building two. There will be landscaping along the areas, the parking areas and the property perimeter. Separate landscaping plans will be required for each lot at the plan checks in the middle. There will be offset improvements. The offset improvements will be on Eric's Pressway and Chola Avenue. And they will be conditioned to do paving in the area of Eric ventrola avenue circulation. Next slide. Conceptual elevations, as you see on the screen, the conceptual elevations will consist of a modern architectural design for building one with the proof of parapets and will include multiple colors. Both buildings will have the same architectural design and color and the buildings will be at the maximum height of 35 feet. As you see on the screen, also East shows the East elevations and the West elevations. Also building two will be kind of similar situation West elevations and East elevations as you see on the screen. Next slide. Minimum lot size. Minimum lot size for the development standards meets all standards. As you see in your report, minimum lot size, minimum lot width, minimum lot depth and all setbacks meet all of the development standards for mixed use also for landscaping and parking. Next slide. Environmental considerations. Subject to CEQA, the California Environmental Quality Act. During the draft ISM&D review period, the draft ISM&D was available for the public review at the Development Services Public Counter and posted on the city's website. Medication Monitoring and Reporting Program was also implemented. The city received comments from responsible and affected agencies during the 30-day public review period and responded to the comments in the ISM&D. Next slide. Findings of the project. The project is consistent with the General Plan and Zone Change designation of Mitch Use. The project complies with the Mitch Use Development Standards. Staff believes that the findings can be made for the CUP and LDP in a positive manner as discussed in the staff report as specific in the draft resolution and supported by the conditions of approval. Staff police that the project provides valuable public benefit as specified in the draft findings. Next slide. Staff recommendation to adopt Resolution 24-11 to adopt the mitigated negative declaration and approve conditional use permit 22-24 to establish a 6,160 square foot auto slash truck fuel in station convenience door 6 truck and 9 vehicle pumps with type 21 offset general alcohol sales and a 4883 square foot building with a drive-through restaurant and a retail space along the freeway sign along with the freeway sign and the mix you zone in the city of Atlanta, California based on the financing conditions of approval. Zone Co-Dem it meant 24-02. Proposal to adopt and a resolution recommending the city council approval of a zone co-dem it meant by ordinance next in order which amends section 17.50.020 and appendix A regulation of uses by zone district of title 17 of the Adelaide to municipal code by adding specific uses many warehouses slash storage facilities, recreational vehicles, storage, and the commercial and mixed-use zones. Next slide. Mixed-use zone is located along Highway 395 on both sides, East and West. As you see on the map, the color for mixed use is orange. The commercial zone located along the North Side of Palmdale Road. City boundary and highway 395 and along west side of Highway 395 Palmdale Road and Holly Road As you see the zoning map and land use map are the same map Next slide appendix a will be amended. We'll add it to the table with C. C indicates the use that is allowed in the noted zone with a conditional use permit, which will be needed for this type of use. For many warehouse storage facilities, recreational slash vehicle storage. Next slide. Environmental considerations subject to the Sequa California Environmental Quality Act. Staff concluded that this project is categorically exempt under the California Environmental Quality Act, Sequa, Per Section 15061. B3 of the state guidelines of implement Sequa. Next slide. The findings. The zone code amendment is consistent with the general plan and zone designation of commercial and mixed use. The zone code amendment is consistent goals and objectives of the general plan. The zone code amendment will meet policy 3.1 and 3.2 of the general plan land use element and that the zone code amendment will promote attractive commercial uses that will meet the local demand for products and services or encourage a balanced commercial development in the commercial and mix you zones. The zone code amendment will contribute to the general health safety and welfare of the city of Atlanta and its residents. The zone code amendment will not adversely affect surrounding properties and proper conditions of approval that are implemented. As noted in the findings, A, the zone code amendment will meet the current development standards for the city of Atlanta. All proposed many warehouses, last storage facilities, last recreational vehicle storage will require ACUP in the mix you zone. Next slide. Staff recommendations is to adopt resolution P-24-12, recommending that the city council adopt ordinance number 6. The proposed zone code amendment number zone code 24-2 is exempt from the California Environmental Quality Act. Presented to section 15061, B3 and approved zone code amendment number, zone code amendment 24-02 to amend section 17.5020 and appendix A regulation of uses by zone district of Title 17 of the Atlanta Municipal Code by adding many warehouses, storage facilities, recreational vehicle storage by conditional use permit in the commercial and make you zones based on the findings required by municipal co-section 17.115.040 and that concludes my presentation for any questions and answers.
