I am not sure if all of the bills are paid before we approve the warrants. So I would just like a discussion on that process and the purpose of that process, including the warrants. And also the frequency of our meetings, and what did the NFBI laws and says that in that? So we wanted to change that. That would require, I believe, a change in the bylaws for some people to be able to have, for example. And then there was just a general question of the California education code and how that pertains to library such as ours and how we can use that to guide our work as a board of trustees. I think the things that are on my mind that I'm not going to open you now set things to the next. I can start, you're probably more familiar with the warrant a little bit of processing that you go through the corridor, but I can address the other meetings and the education code. Okay. You don't wanna start with that first, right? So per state law under that California education code, our library is set up under that code section and I don't know what's talking my head. I think it's maybe 7.7100 Essex. I don't know the top of my head, but we're set up under that, we need a sub-oil of education code. and guide how the meetings are run, your duties, and the meeting. So, for example, the code section says that the library board trustee shall meet once a month. So that means that you must meet once a month. Obviously, there's no quorum or there's no agenda items. You don't have to meet. But you heard my review and research. research, you cannot change that. So that's, that will have to remain a monthly meeting. So yes, and I don't, I don't, and it's in our municipal code. And I think it's remained in the bylaws. We did not change, we did not change that. So, but the, I, for my review, the bylaws and our municipal code is consistent with the education code and it does correctly identify your roles and your duties as the library board. There's just a few changes and this makes it a little more clear as to what the board is responsible for and what the library is from someone else's name for the library. So because the expenditures are, can be launched, be approved after the fact. We updated it so you would be getting a load of the report as opposed to every cycle that way. We get a big chunk of things for you guys to discuss and look at and approve as opposed to having it being every single month where there might be one item as opposed to you know 30 items. So some of the changes are if you look at the new bylaws that are representing to you. Instead of having a approval warrant ever single month because we don't need them approved beforehand. have, have, instead of monthly, we'll have reportedly report. So that way you'll get a big chunk of items that we're reporting to you, all the things that we've done over the four things that were month as opposed to having one or two items for each month. In fact, in response to that, I prefer to have it every month. I think that helps us keep a false on things. Keep a rest. It brings us together so that we can see what's happening. Will expenditures are happening? So I'm really highly recommend you continue this month and report. And month and month and meetings. There's, they were saying if there's no agenda, then we don't have to have a meeting and then if there's no library of business warrant because they're not going to be until affordable, then that's what our meetings are about. The other changes that we've made. Were I put in a specific line item about the city library. So this way it's very clear what my responsibility is and then what your responsibility is. So essentially, you know, I responsible for the employees providing the staff, managing the library reflection and implementing programming, overseeing daily operation, and ensuring we're adhering to policies and procedure and the board serves as an advisory capacity to provide support and guidance in these areas. So that way it's clear who does what and there's not kind of a gray area like we've had previously. And then the other items, and you can see as the red lines, those are the items that Ashlyn added. They're just to comply with the law that we're making sure we're doing the right thing. And Ashlyn, I can see. So it's to be consistent with council policy 107. First, they're kind of old. The council has changed. They've followed Rosenberg's rules of order, not Roberts rules anymore. Just updating that to be consistent across the board. And then the attendance policy, so the council has implemented council policy 107, which applies to all commissions and boards for the city. And they have a very specific attendance policy outlined in their policy. So we are going through and making all the commissions and boards be consistent with the council policy based on what they're the council's direction. So that's reflected here. This is basically copied from the council policy more or seven. And it was the majority of order with the phone online. Yes, it can be found online. The League of Cities has it. It's a very little booklet. It's supposed to be easier than Robert's rules, but sometimes because it's easier, it's not as clear, but it's, you know, a lot can be great. But yeah, Rosenberg is what the council's using for a while. And so I think you can probably, you can print it online for free, I think, from the cities. And then those were the only changes we really made. So it was just a little bit of an update, putting that into the rules of, you know, the positions and that we can, we can, if you do want to month, they report, we can change it to a, you know, trust for present to monthly reports to. And where is that? That's just the very final one. The expenditures of the Library Trust Fund will be presented. I said in a, of monthly report to you. And where is that? That's just the very final one. The expenditures of the library trust funds will be presented as an NA or had a final report. That was the only one. So that should be really a really consistent run. All right. So just had a couple things. So as Mickey mentioned, the last meeting, that's the city case department. We'll be joining us or starting joining us at the meeting of February's. They've been at your server a month now. So the officers control inside, outside, they walk around, they greet the community, they greet people as they walk in the door. They've assisted with various issues that we've had, medical issues, allowing quick response from being able to call and get that response time in just a few minutes as opposed to waiting on a 911 call. They've also offered assistance in terms of the first day, things like that. Staff members have noticed observed and actually noticed both the client. We haven't had to call the police at all in the month that we've had them, which is quite surprising for us. Staff has told me they feel a lot more secure. They feel there's a lot more backup and just the presence of having there is really deterred a lot of the, you know, kids were coming into cause issues or the people who regularly come into cause issues, they already know somebody's on site and so they are finding themselves alternative locations to spend their time. So it's been a really positive thing. The staff is really happy. We've had some very nice officers who've come. A lot of them are very excited to join us. So it's been a very positive experience so far. So we're hoping that continues. I will continue guys, give you updates as we progress through this pilot and see how it goes, so that's the year. And then we have some of our programming that's coming up. Now it's March, it's a March program, I can't believe we're here already. So we have stuff for the kids and and the adults this year, not just kids. So we're celebrating Mario Day March 10th next Monday. You can join us for the movie. They're going to do some crafts. It's going to be lots of fun. We'll also be doing St. Patrick's Day, craft, beans, activities. For adults, we're going to be presenting our annual Women's History Month program on March 22nd from one to three. If some of you joined us last year, we had a lovely tea. We have some speakers who come. We have some volunteers who will read some wonderful speeches. And it's just a celebration of women's sort of equality and how we've gotten this far. And then we're going to be also showcasing items from our local history room and having a slideshow as well. So those are some of our highlights coming up in March. We're very excited. And if you stop in, you might see some clovers and some other fun things in the children's area. But that's it. That's it so far for the library. Slowly rolling into the new year. When you send me that you haven't had to call the police, you know, they're seeing the police are not present. Right. We haven't had to call the police at all. So even when the police are not present or when they're present, we had the staff has not had to make a phone call. The only calls that have been made obviously who are from the officers to emergency services to have those come for those medical issues. And it... for such. So we have a set aside security budget that was pre existing to this and that budget paid for our security guards. And it will, I think the remaining money that we have in this just a year will probably cover our police officers through the end of June. And then next year, we'll, if we are to keep them for an additional year, then we'll make an ask of City Council for some additional funds to be dedicated specifically to this security detail. There's going to be a substantial amount of margin. Well, the price that we're asking is going to be more than what we anticipate paying because it's a sliding scale of officers that come some officers are newer so they get paid less some officers have been longer so it just depends. We're just anticipating the thought of additional about $20,000, but we don't necessarily know if we're actually going to be spending that amount of money. It could be 80,000, it could be 85, it just depends on the officers that we're getting. And any unexpected closures we may have, so the library was to have a new carpet or one of the doors installed. We had several days of closures that we wouldn't need to pay for. So we're not exactly sure. Of course we haven't had a full year so we don't know exactly what the price would be. Did you say 85? So we have a $75,000 budget now. We'd probably be asking for an additional 20 20 to 25,000 just to cut ourselves to make sure we're not doing any over just. And I'm pretty sure the city will be there. But we're we're anticipating that they will, we're hoping that they will. And you say that you're going to, after six months, evaluate how things have gone, and do you know what is going to be part of that evaluation with you and if you look in that? Probably, serving staff to see how they're doing. We'll be looking at police, the information from the police to have them gather their data about phone calls, things of that nature, and then compared what we saw this time last year. I think that's going to be our best feedback. and then we can always, if we need to, if we're not getting a clear picture, we can always do some sort of public survey to see how the public are feeling with the police and the library. Yes, I think I was wondering, I don't know, if the fact that they were here led to a decrease at all of people coming into the library. I have not seen that. I've seen the people who tend to cause issues not come in as much, but we haven't seen any decrease in actual staff of people coming in. And realistically, I think most people think that they're security guards. I think they come in and just anticipate that they're security guards and they don't feel any different. It's not until you see that, usually they see the car outside or somebody might say, oh, there's a police officer outside. As opposed to them actually feeling like police officers because they are very, they sit at the podium, they say, hello, welcome welcome so it does kind of feel like you're having a security guard there as opposed to an officer. But the end of all too much but when issues when issues arise then the officer can actually take action and they will know that they're out. Correct. Okay I would you know I would be interested in the surveys and responses to the surveys. I think that we could try to go back. I don't have one question. Is there any way that we could limit the pay or the type of officer that comes to the library so that we don't? Yeah, you know, so we just budget. So we only have their patrol officers. So we don't have captains or look-and-ins or sergeants. Like we don't have any higher ranking officers. It's strictly the, I want to say there's 15 or 17 patrol patrol officers that we serve. So they are the, I guess, cheapest option for guests. But we have thought about the idea of maybe using explorers or other revenues to try to get the cost down. But it's just something we have to look at with these departments and see if that's feasible option for us. But definitely it's something that we've thought about, for sure. Awesome. I know that, can we just leave the police car? What does that really mean? It's like so on these, you know, that the media will be the car there. I would love it if they left it there all the time. I don't think they're allowed to do that. I think they're allowed. I guess I guess one's a bit because I. Maybe you play like recycle. And some of them are being and the children who just, like, are the younger generation of the younger groups. So, glad to hear about this going better with police officers. And while saying the conclusion is, going back to 2017 and 2018, we will be back in service to the civil disobedience, the library law, that existing security it will not be not effectively not. And I have a mission to folks that the security guard in this video right now, especially in Southern California is a just a completely mess. So it's not really feasible for anybody to just grab a new guard, we're better considering try to get a touch. That's being right now. So I'm glad to hear that the presence of the office, it sounds like the report, the boss, what she said to you. And it sounds like it from your presence of the office is having a significant concerns effect. And it's completely,, I went up, that the Starbucks is the style of the literature and see how it's related to it. Starbucks just changed the policy in the beginning of the year. They won't no longer allow people who are not buying things as customers to just sit there and charge phones and cartlet products or sit there. So that's going to bring a lot more people into the library, or you can be bothered to go down there, otherwise you can come in with a purpose of targeting things and wanting that space to sit. And they won't do that. But I think Danny would probably agree that that's been certainly level of low on terms of what she she would purchase people that come into their cost problem.
