Welcome. Mayor, councilmembers. I'm here to talk about just a little bit about the Performing Arts Center. And I am very pleased that you have made such progress since the last time. This was discussed quite a while ago. And that we have at least a floor plan, a site plan. I think this is a step in the right direction as a compatible venue with the town center. My question is, and I may be behind some of the information, have we decided on a location for performing art center? Maybe. That's not good enough, John. know that. That's probably better for another day. I'm sorry. I'm sorry. I can't do more. But we're not at liberty to say we'll discontinue this. This passed that over. What I did see in the proposal was a center performing arts center, seating about 800 people is my understanding. As a producer, I've been before you before you know me. I really feel that that is a small amount of seating based on what has been going on north of the perimeter with communities. As a producer, you want to have some wiggle room to bring in bigger shows. 800 seats would price a lot of the ticket prices out of the range of some people. But it was more like 1200 seats, which seems like the right way to go. I think that would be something constructive you should discuss. You know, we want to bring as many people out to whatever productions or shows or conventions, whatever have you that this facility can bring. Also, I would like you to consider a adjacent to the performing arts center, some selection of restaurants, perhaps perhaps night clubs. We want to bring people to John's Creek to enjoy the entertainment and culture, but we also want to keep them here. We want them to be entertained before and after a show, so they don't scurry away as they do after a Fox Theater show in downtown Atlanta. Location, as I said, is important because that drives fundraising. Am I over? Okay. But we do need to concentrate on raising money. I don't know if the city has changed its mind about financing part or parcel of this, where where the money is going to come. I'm assuming it will be from corporate donations public and I would encourage the council to consider making a committee up that can go out to the corporate world and raise some money for this. Hello. This is better. Good evening, Mr. Mayor, Councilmembers. My name is D. Friedman, and I have been John's Creek resident since 1999. So I've been here way before the city became John's Creek. On February 16th of last year, I had the privilege of personally giving a tour of the Roswell Cultural Arts Center to Mayor Bradbury, Council members, Erin Ellwood and Dilip Tunky and Assistant City Manager Ron Bennett. I've been a part-time Roswell City employee for 10 years and wanted to showcase this 600 seat theater as sort of a template to building our own performance theater here in John's Creek. I recall most of you supported the idea of a legacy center in your 2021 campaigns and I remain as excited and hopeful to have our own beautiful building to house a variety of arts and entertainment to be enjoyed by our families and neighbors. I have heard that a few of you have dimmed in your support, so I stand before you now to ask why that is. This is an exciting time for a city with the town center under construction. And I look forward to new retail and open air spaces convenient to our hotels. But after eating dinner out in one of our wonderful restaurants, where will we all go for some entertainment? This is why I feel it is very important that you all agree to move forward in building a performing arts theater. I'd like to quote Council Member Bob Eremilli's 2021 campaign statement. Legacy Center is the future jewel of John's Creek. Long after we are gone, the arts will remain like the works of Michelangelo and Botticelli. We will work to make this reality. It has been, gosh, hello. Anyway, it's been six years since I met with Wayne Bauman, who was the mystro of the Johns Creek Symphony Orchestra, and he created the Cultural Arts Alliance of Johns Creek. I want to remind everyone here that it was his dream, because I get pleased to have a legacy center that people would come from everywhere to see and enjoy. Thank you. Thank you. Thank you. Shafik. Good evening, Council. I had the opportunity to attend the work session. I was excited because as part of the package, one of these drawings came out, which is one of the pictures of the proposed performing arts center. I circulated that to others, why? Because I got excited about it. And the reason I got excited about it is very simple. And this is it. Arts promote quality of life in John's Creek. What really puzzles me is all of you. On one hand, say you love the arts, you want to support the arts. But somehow when a decision needs to be made, you hesitate to move forward. And I understand that life is not going to be perfect. There will be times you will make decisions on incomplete information. But that's why the Susan of John's Creek elected you to make decisions that are strategic, that are good for the quality of life for the citizens of John's Creek. And then more importantly, decisions that will make you proud 10, 20, 30 years down the line. And what's also disturbing is that, you know, you always want more information. I think you have gotten enough information from the arts, community, the constituents, and the general citizens. There's no better way of you getting full input without going to the watersers. All right? I know the idea of, hey, if you want to have town hall sessions before we move forward and how we want to move forward, let's be realistic. The number that was used and the work session was there are 33,000 households in John's Creek. Yes, maybe about, you know, 15,000 people may come out and vote. Have you counted how many people attend town halls? Right? And I know Chris, our consulman, can say statistically we only need 600 people and all that. And he's accurate. I took my statistic lesson in college. But that is not a reflection of what your citizens want. So if you are not willing to move forward based on what your arts community has told you and what their constituents are telling them and what the input that they have received from the general public and you want more information, then I think the best way to do it to go to the waters. the waters. And he the man that built the Center Block Church at the Macedonia African-American cemetery that you all have been taken care of and thank you so much for doing that. I just wanted to introduce myself and let you know that I am now involved in, you know, trying to restore this cemetery and make it something that, you know, that can be historical. One of my asking of you all is if you could move forward with the ground penetrating radar so that we can find the bodies that are there because we don't have you know a few headstones and so we just really want to know who's there. I'm going to do more work in that and we have cemetery I mean funeral homes that have done burials and I plan to look into that even though they're out of business. It's nice to be in front of y'all. I am here to talk to you a little bit about the out of resident fee that is charged to all of the people who like to play and do sports within John's Creek. We have a in resident fee that's charged to us, but then all of those that are out of non-residents. So my question that I'd like to propose to the board is we are all about inclusion. And I would like to see that any city employee that doesn't live in John's Creek does not have to pay the out of resident fee to have their children participate in our sports. We brought this up in our RPAC meeting and we'll probably bring it up again tomorrow or Wednesday. But that fee is 50% of the current fee that is charged today. So I think that we're trying to promote inclusion. We've got so many incredible people that work for our city and to be able to allow them to have their families participate and not have to pay an extra fee. I think is the right thing for us to do as a city. So I'm hoping that y'all will think about that and put that on the next agenda so that they're no longer having to pay that fee. Plus I think it, you know, you have parents who are all on the sidelines and to be able to have John's Creek police fire, people who work for the city here in this building to be able to say, what do you do? Why I work in our maintenance department or whatever it might be. You just start communications and you start building rapport and you start seeing and hearing all of the great things that go on in our city. And I think that that's really what we're about. So I'm hoping that y'all will allow that fee to be waived for anyone who works for the city. So thank you. Paul Shane. Hello, Mary, City Council. My name is Paul Shea and I'm a resident of Johns Creek. I've been in the musical entertainment business since 1972 and traveled the world representing the city of Atlanta. Very encouraged during the state of the city to hear that you're still working on the cultural art center as well as the town center. I have bugged every mayor in this city about a town center. There have only been two. I know. I know. That's what I was saying. But anyway, I have been on the task force, or I had been on it until we lost my strobe by Bowman. And we had every kind of study done. And this was from about 2018 to the passing of the mystro feasibility. Every kind of study you can imagine, I've got copies of them most of it. But clearly, it's time to take a stand on this. I know you have to be careful, I get all that, but please keep it on the front burner. I say it this way to most every people I talk to. I say a city without a town center is a city without a heart. A city without a cultural art center is a city without a soul. Thank you. Debra Alexander. Mayor Bradbury. Town council members. I sat through the work session and as a constituent I did not know all of this about the performing arts center. So I'm learning quite a bit. With regards to the performing arts center, I would also like the citizens of John's Creek to have the information and input. I think Mr. DeBioci stated that we could do town hall or surveys. I think that's a great idea. Because just like me, there are many people that want to know where their tax dollars are going. John's Creek is a great place to live. I think that any assets to the city enhance our quality of living for sure. I'm not against the performing arts center. I just like for it to be handled in a different way. There are different places that we can receive grants, donations, national endowment of the arts, the Georgia Humanities Council. There are grants all over donations, philanthropic, Fortune 500 companies. And I'd like to see that that avenue is approached before you place the burden on the citizens' backs for the finances. I'm joining the Eastlake and I've been a member of a student and a instructor at the art center for over 10 years. and also include our art center. I can attest to not only the importance our art center has contributed, but also the needs of FIFILs, both young and adult. Y'all, we have outgrown our little five classroom space. Our summer art camp programs are in such demand we have to run another facility to accommodate all the kids that want to explore the world of art. I myself have to set my alarm on the day the website opens for the class hoping I win the lottery because there's only eight spots in the class that I want to take. Needless to say, I've been disappointed more than once. I hope the City Council can continue to meet the needs of our cultural arts community and our new town center. Thank you. I am the recently appointed executive director of the Johns Creek Corral. That's having a long career in music and performance throughout North Georgia. but just hearing that you're considering this, Arts and Errors, heard you at the State of the City, and our organization is extremely excited about the potential for a performing venue, and we would like to do anything we can to promote that, to help move that forward, to provide our expertise. If you need it, anything we could do to advance that in this city, I will say one other thing. My wife and I founded a nonprofit arts organization in Forsyth County in early 2000s, and it thrived until the financial crisis in 2008. But one of our biggest issues was a performance venue. We relied on churches, school auditoriums, places that get used for many other purposes. And we were all always a stepchild. And I think that would be the same thing in this area without a performance menu. So I encourage you to move forward with that as resources allow. Friendly meaning that we don't anticipate that there would be any cont of the just and adequate compensation to be paid into the registry of the court. This is the only way to get the title to the property that we need for the project. And the HOA has not indicated any, that they were going to be contesting the amount that the city would be paying in. That's what I mean by friendly condemnation. The next item on the agenda tonight is an action item consideration to approve a construction contract in the amount of $5,739,782. With Georgia Bridge and Concrete, a CEI task order with low engineering for the Bice Road bridge project. We have the director, O'Connor, for a presentation. All right, good evening, Mayor and council. I'm excited. My first presentation to you as your public works director is this very important project within the city. As I know you're aware, the project is needed to replace and raise the existing bridge on Bice Road over Johns Creek to eliminate the flooding and to incorporate pedestrian facilities within the project limits. Staff recommends approval of a construction contract with Georgia Bridging Concrete, a construction engineering inspection task order with low, and a 10% construction contingency for a total of $6.8 million. 5.7 million of the construction costs will be covered by G.Dott and the Fulton County IGA. And at this time I'd be happy to answer any questions that you have. So I'll go ahead and ask you, director. We had discussion at the work session about whether or not as you go from the trail across the bridge, would the amount of concrete continue to be that same width or would it pinch in? And I believe from an email that the answer is no, but I want to hear you confirm it. So no, it does not pinch in, in fact, of Whiden. So the 10 foot trail, Whiden's to 16 feet across the bridge, and the five foot side or five foot sidewalk on the opposite side, a widened to six feet when it crosses the bridge. So they, in fact, widened as they cross. Okay. Any other questions? Yes. Thank you for this. I appreciate it. So part of that my concern was the configuration of the Parsons Road Bridge because of the narrowing that was there. And I do see in your cross section here that it is 16 feet across. Was that originally the way it was designed or was there an adjustment to design because 16 feet itself seems pretty large? So that was part of the design as this has state funding, state and federal funding in it. Part of the requirements that the G.Dot has is for that 16 feet across the bridge when you have a multi-use trail that accommodates both bikes and pedestrians. So we built that into the original design. I am so happy to see it this way configured. So thank you very much for that. Whoever designed this hats off to them because it's so much better than the Parsons Road Bridge. Thank you. I have one question, director. Now, is there a guardrail that's going to be a barrier between the trail and the cars over the bridge? Not between the pedestrians and the cars. The guardrail is on all four quadrants, but it's to protect the approach of the bridges so that if you were to leave the road, you don't go down into the Greek, but they're not between the pedestrians and it's behind the sidewalk on one side and the trail on the other. Is there anything to prevent that's like a curb or anything? There is a curb. It says good or I didn't know if that meant curb. It is. There's a six inch curb and then the extra with to protect the pedestrians. Okay, thank you. At some point in future, is this part of the connectivity we envisaged so that the bikes can ride along the roads? Yeah, so the trail that is currently under construction on bikes will tie to this project and then we'll continue across the bridge to the other side and as part of the connectivity overall in the city. Few of the neighbors were concerned about shutting down the bridge, but I think the council still made a good call and staff presented two situations close the road for five months or have it down to one lane for potentially up to a year so and with closing it down it'll be a shorter construction time and it will save the city approximately one and a half million dollars so well it's tough to always close road it'll be the quickest way to get this done and with the savings for other needs so thank you for that staff. Yes sir. I will just go ahead and ask you. So obviously you're raising it up a fair amount and we had some conversations with homeowners along on the bike road before when the road got brought up. What is the degree that the resident shards will slope from the road got brought up, what is the degree that the Resonant shards will slope from the road level back down to there? So I don't know in every situation, but It varies as usually somewhere with three to one four to one slope And we do that so that it can be maintained following construction But I don't know at every instance, but if you wanted, I could get with you.
