I appreciate the opportunity places on the agenda and it was a clear mistake just to go on the record on my part and our office part and that is on this late agenda item item. Consciously the last year or so, through our office in terms of our opportunity to support them in our community-based groups, you would go back and notice that we disproportionately focused in the area of mental wellness and emotional trauma in terms of supporting organizations that are doing that. And we've done that with our varied community as it relates to all of our contributions this year. If you go back and summarize it and look at it, you'll see that pattern. Be it with a disability community, be it with a gay lesbian transgender community, the Spanish speaking community, Asian Pacific Islander community, be it with the gay, lesbian, transgender community, the Spanish speaking community, Asian Pacific Islander community, the black community, the community that's normally in the more affected areas in our district in particular, meaning more so in the lower levels in our area. And in many cases, it's been community-based groups that don't normally have access and have not historically had access to county resources or government resources because while they have lived experiences, they have deep roots in those communities that we've given money to, they don't necessarily have the administrative oversight and the ability to kind of go after grants and everything. We've been trying to work with them even more than the last year or so through a two year process that we had led by the Tisha Henderson working with developing and emerging community based groups to build that capacity. And in this particular case, the recipient, hopefully, of the money that are coming out of my office account is with Mr. Fab, who probably you've seen many times on TV. Most of those times, those efforts have been financed by him himself. But on any given night, you could go to, I think, Latisha, I just mentioned your name. So on any given night, you can go on any Wednesday night and go to see that Mr. Fabb has probably about 100 and so many people attending weekly sessions in which they are starting to deal with emotional trauma, working along with the Black Psychology the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the staff of the Any other board comments? I understand that this is a controversial issue, but I still feel that it's providing a great value for the county and over the years going forward. It's going to prove to be like the rest of the project a very good cost effective move. And I appreciate the fact that the forthrightness of supervisors, Tam, M. Arches and not agreeing and respectfully disagree with the value proposition that we're offering. And again, just gratitude for it being on the agenda. It's awfully, we'll get through the next month and get everything cleared away and turn the property over and put a very fitting conclusion on this chapter of that important project down at 20th and San Pablo. My name is Javier Chavez and I'm the owner of a contractor, JC Drywall. We're here to cause I think my company was a legal substitute in a project called Home Key One. This is Jabbi's Alameda County. So I'm sorry, I'm kind of nervous, because I'm not used to attacking these kind of meetings. So we submit our proposal and it got accepted. And on the last minute, they told me that I get the gunna, which from me from the job. And so I think there this is according to the law, this is not illegal. And yeah, that's it. So the person who's coming with me, she can explain more about it. Thank you. Next speaker, Ben-Due Griffin. Thank you. Good afternoon to you all Board of Supervisors. So this issue is an illegal substitution issue. Javier was listed by DNH contractor on the project. He was a low bidder. They were working with him. The issue came up to increase his dollar value and they negotiated down from 100 and something down to 58,000 about 58,000 for the increase. They sent a subcontract to him with that amount. They asked him to do some medals. They listed him on this schedule. Pretty much we've been meeting with them. Everything was a go until he got the subcontract and they tried to sneak into a drywall subcontract. They wanted to put metal framing in there as well as to make him hire a hygienist. So he crossed it out like normal happens and sent it back to them. They didn't respond. They put in building connector. He was awarded. Then they sent an email about a month later saying we've substituted you. And so we reached out to the county, we've talked to the slab coordinator, we talked to left messages all over the county, talked to a couple of people. First they said the county is not responsible, the city was responsible, found out the county was responsible. Finally spoke to the housing department and told them according to the contract code, public contract code, once a listed subcontractor is listed, they cannot be substituted by the agency awarding agency unless in their stipulations why. As them for substitution hearing, explain it to them, got an email today from the housing department, I'm sorry, there's nothing we can do. And I even sent the public contract code to them that once a sub is listed, if a prime wants to substitute him, they have to talk to the agency, they have to let the sub know, give them five days, business days to respond, and hold a hearing. They refuse to do, I'm sorry, I know I'm over time, but they refuse to do that. And so now we have this small contractor that has expanded money, gone to meetings, got a subcontract, been listed as the awardant's contractor. The prime did go to the county to say we want to substitute them. Can you wrap up please? Yes sir. So we really need the supervisors to step in because it's illegal and it's against the you know. I don't even know how I'm going to behave without either of you being here. Come January 7th. But I wish you the best in supervisor Carson the best as well. So that's my point of personal privilege. Happy new year. If I can say I said a few words at my last meeting, not knowing we'd have this special meeting. Thank you, Supervisor Carson, for the opportunity to be given me as the county council. So this will be my last meeting with him present. So I'll just repeat that and thank him, you know, throughout his time here. The one thing that is certain is that he has shown extreme dedication to the community. Not just District 5, but the county as a whole. He's been a champion. One of the things when I first became county council that I noted and that resonated with me was him being a champion for the formerly incarcerated. And from his trips to San Quentin to his just dedication to trying to have the county institute and adopt programs that would give those people a chance. And some of the things that I've said to people when I talk about those types of issues is that how can you expect people to recidivate when there are no opportunities for them when they get out. And so the watching Supervisor Carson through my years as county council champion for that community has been priceless. So best wishes on your retirement. And with respect to Ronda, you know, as County Council, I've had an opportunity to work with the Clerk of the Board's Office on a routine basis. And Ronda has always been the nicest, kindest, you know, just accepting and diligent, you know, in terms of performing her duties. And so we will definitely miss Rhonda's warm smile and warm heart as she goes off into retirement. Just if I can just before you say something. I really want to say a special thank you to Donna. I know the board is aware of it but I want to underscore it and I've been underscoring it quite a bit over the last four years, especially coming through the pandemic. Donna, as well as Susan probably works harder than anybody else in this county, anybody else in this county. And for people who don't know what that means, that means other than what we see on any given day that we have a board meeting or a public meeting, that means that they have to do a lot of hard work prior to that, even though they may both have staff to support them. But that means that they have to do prep work, research work, go back and make sure that it's ready before it ever gets to prime time before it gets to us. Then probably it changes after that. They agonize over this seven days a week, laid into them early into the morning, and they do it without complaining on a regular basis because they believe in what they do. And I just, again, want to say I really appreciate the both of you. Both of you have had disagreements with, but I've respected, totally respected your opinions even when we have a difference of opinion. Because I know that you do it with the best intentions and that's the make sure that you maximize the protection of our county legally, fiscally and otherwise. And so if anybody ever says anything negative about you is in terms of your not performing your job or being lazy then that's the only time I'll come back to attend you to this county otherwise Ronda and I are saying nights out and and I've really appreciated you on a personal basis And the dedication that also the clerk of the board's office has to serving the board members And again, maybe some others have, but I can't remember a time I haven't come in here on the weekends or late at night after 10 o'clock, or sometimes early in the morning, and caught members of the clerk's office, Cheryl, and others here working, way before we get here, way after we leave on a regular basis. And I just really appreciate your professionalism, your dedication, and without that work that you do, we wouldn't be able to do the work that we've been able to do. I wish you the very best of health, wealth, and laughter. I wanna echo the comments, especially Rhonda for you to really thank you, because as everybody has said, it's always been with a smile. And I know you and the Anika and the Clarks team work long hard hours to produce the agenda, to do the follow-up and everything else that's required. And you've committed a lot and given up a lot, and we really appreciate it, and wish you the very best in your retirement. And Supervisor Carson, I know, still has meetings until the end of his term.
