Item three on our agenda are citizens to be heard. We have one individual that did sign up. I'd like to invite up to the podium Mr. Edward Rogers. Good morning. Good morning, Judge. Members of the court. My name is Ed Rogers. I'm a resident of Bernie. I want to thank you for the opportunity to speak with you this morning. I serve as the deputy speaker pro-tem for our Texas silver here legislature. TSA Channel is a statewide all-volunteer, non-tartisan, self-funded, not-profit organization. We received no funding from City County State or federal sources. We were organized and established in 1985 by the Texas legislature to serve as the voice of aging Texans before the legislature. I'm here on behalf of over 28,000 older adults and voters here in Guadalupe County. On their behalf, TSHL brings resolutions to the legislature regarding issues requiring legislative action to improve the lives of aging Texans 60 or better. My role is to serve as Kendall counties rep to the Alamo area agency on aging. We collaborate with many local agencies serving seniors here in Guadalupe County that serve the needs of aging Texans. Guadalupe County is part of that 12 county Alamo area constituency. To my knowledge, Guadalupe County has not had a TSHL representative in the past. And that's really not right. Guadalupe County should have representation. I've prepared some material for you that I'd like to make you aware of at your place. It includes a brochure which addresses what TSHL does. And it's primarily used for two reasons, recruiting new representatives, and also for those individuals who might consider financial support. I'm not here seeking financial support, but I am seeking your advice. The other handout is a two-page review of the qualifications for TSHL representatives and also includes their expectations for involvement. It is customary for those of us in TSHL to reach out to our county commissioner's courts. We're hoping that you, one of you may know of someone who might be a great nominee for your county. Another item is my business card. I'll hope you use that to be in touch about folks who you think might be good candidates for TSHL. You also have a list of current resolutions which we adopted at our recent biennial session on the floor of the House back in May. It includes eight different legislative issues that we believe are worthy of attention. Many of these resolutions, if adopted as law, would bring state funds to improve and impact the quality of life if they were to become law. We're publishing a TSH, a legislative report, and we'll deliver it to your elected leaders at the state legislature, senators, and representatives in early October. I'll see that you get a copy of those at that time so you have a complete list. It will also be available on digital format. I hope it takes some time to read over the resolutions and if you find a few there, particularly supportive of, we can talk and give some thought to whom you think might be a good candidate for such a volunteer role. I'm pleased to represent my age cohort on behalf of the issues before that say to Texas legislature. Judge commissioners, we brought this proclamation before court today. We wanted to let the county know that this September is a national preparedness month. This month's theme is start the conversation. It's all about life safety and property preservation. So we want to bring that attention to the residents in the county. Our offices here on the daily basis making sure that they're in events and storms and disasters that we're preparing for those. And also during those minor things like residential fires and things like that, I say that as a minor fire, but that's a daily occurrence that we have here. So we just wanted to bring this notice to the community. So. All right. Commissioner, would you read the proclamation? For claiming September 2024, as national prepared as month in the Guadalupe County, whereas national prepared as month is recognized each September to promote family and community disaster and emergency planning throughout the year. And whereas preparedness is a shared responsibility and it is critical that all citizens of Waterloo, County, Tech Action to prepare for emergencies and disasters that can affect their homes, businesses and communities. And whereas emergencies can happen unexpectedly, and having a plan can reduce the impact on individuals, families, and the community at large, allowing for faster recovery and stronger resilience. And whereas, Guadalupe County encourages all citizens to make preparedness of priority by developing emergency plans, assembling emergency supplies, signing up local emergency alerts, and participating in training and drills to ensure readiness. And whereas the theme of National Preparedness Month 2024, start a conversation reminds us of the importance of protecting lives and property through individual and collective action. And whereas Guadalupe County is committed to ensuring the safety and security of its residents. And we'll continue to support emergency response preparedness and recovery efforts through partnerships with local state and federal agencies. Each year the Texas Association of Counties, supported by his Board of Directors and its Executive director, the honorable Susan Redford, select a handful of counties to receive an award for a best practice. That best practice needs to be something that's innovative, something that's effective, and something that's replicable in other counties. And I'm proud to announce that this year, well, loopy county has been selected to receive a best practice award for 2024 for the Citizens Election Academy. Awesome. Thank you. We need to get our elections administrator. Please, please come up. The woman with the staff and the energy and the insight to do something like this. We'll move to item six on our agenda, which is discussion item A, 365 labs, computer-aided dispatch, and report management system, CAD slash I can. Sure. So earlier in the year when we were going over the budget, the judge had asked me to put on a presentation after the budget for 25 was completed. So we know about what else we, expenses we might have coming up on the existing CAD and RMS project and also what the current status of it is. So as of right now, we have completed functional acceptance testing of CAD, which is the computer aided dispatch portion of it. There were some issues that need to be be 365 has resolved the parts that failed. We have to retest. At that point, CAD will be ready. But you know, the rest of the project is going to be... Did I grab the... I'll say is this the right... Oh yeah, no, that's not this. Okay, so I'm gonna come to that part of it here in just a few minutes. So part of what I don't have on there is every two weeks I meet and others meet with 365 on a bi-weekly progress report. And as it stands right now, and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and the local community and go live February of 2025. Now that plays into what you had pulled up there. There are a few hurdles to that end on things that we do not control. Whether or not we get information from Tyler for the data conversion project that was added on to the project. So if we are unable to get those in a timely manner, it'll just push those back. So the first one on the forms that I gave you there, Judge, I have to see which one that is. So there's two forms. So this one right here, the first one you see here, this will be for the East citations end of it. And this was on court last week. I don't know if you'll remember from that. So this is part of the, to be able to send from our ticket writers, which I've brought here to the commissioners court, our to the Justice of the Peace Courts. And unfortunately, we're going to have to continue to using Tyler. We're going to integrate with them to be able to push the citations to them through Odyssey. And that's this portion of it right here. The second item on that drive is the portion from Tyler. Yes, this one is the, this is what we have to pay Tyler to get our data out of them for the rest of our RMS and JMS information so that RMS will work correctly with, and this is the portion that 365 really needs us to get before they can commit to that time frame as far as January go live. As there has there been communication or response back from Tyler on the ability to get this done within that time frame? Yes, as you can see there they're telling us it's going to take them 22 hours to get this done within that time for us. Yeah, as you can see there, they're telling us it's going to take them 22 hours to complete this project. So I wouldn't anticipate it would take very long at all. It's just one of those. It'll be done in March and you're like, which March? Yeah. So no, actually on the, because we've already gone through this with them for the CAD data and on a separate project and that was done within two weeks. And as soon as we get it, we can get it. Now, CAD is completely different from RMS and JMS. The CAD data was, you know, this big, the RMS and JMS is this big. So, as you can tell by the price difference, well, if I had the other one here. But the true problem is going to be how Odyssey and Tyler categorized the information and how it plugs into 365 and that's going to be a big project in it of itself. I don't know. I know the sheriff was here for when we did able term to Odyssey and what a journey that was. And inevitably, unfortunately, some of that data is going to not translate and will be lost I know Zach this is I mean we're just talking about a part of it It's a much bigger system because I mean we went through Previously had the initial discussions about needing something went through all the vendors made the selection We've gotten ruggedized laptops, accepted, purchased their in the vehicles, but then it ties into that CAD and RMS function. But then also into other devices like the ticket riders, into body cameras, in car video and I brought all those devices here today if you'll care to see them. I have the Gizmo ticket rider, the Bluetooth printer. And that's another discussion that I don't have here is each one of these devices is going to take a SIM card as well. And so while we've been talking with AT&T because each of those devices will take a different amount of data. It will, you can't really predict how expensive they're going to be because it's on a tiered system. And Pat and I have been talking about that, and we're going to talk about it in the future with ARPA funding to see how much money is left. And that's why I brought these for y'all today as well, so that we can have those discussions for what's left of that money as far as moving this project forward. So what are the next steps? I know that Tyler has to work through these proposals along with 365 and probably work on your side and the SO side, but kind of what are the bigger next steps for us to get implemented? So the bigger next steps are the one is getting the database back up from Tyler. That is we were talking about that in the last meeting with 365. The East citation submission we were working on getting that one. That's that other quote. The other portion that we have little control over. I don't know if you'll remember we had to go through in 365 labs, had to go through an audit process with the state as far as T-lets. They successfully completed all that and they've been accepted for testing, but T-lets won't provide the documentation on how they want the information submitted. So when we asked them to provide us an example, they responded with, we did a quick Google search for you and this is what we found. So they're being difficult. But it does seem like they've made some progress on that. I know they've been working with the Fire Marshall's office as far as image trend, which is a reporting database that they have. They've completed that, or they're working on completing that integration. E-Crash Emission, we've been going back and forth with Texas, surprisingly, Texas has been very receptive to electronic submission. I think that's something they're trying to go to, and they've really been working on that. There is a separate license for diagramming that they want us to buy and I told them we're not doing that right now. Well, let's get through CAD and RMS and we'll worry about e-crow submission but they will take our data. We're working with text on to get that in there. The IBR, the Incident BasedBased Reporting, which replaces the CJA data from days on the old, now they're going to Incident-Based Reporting, which this is one of the big reasons we went with 365 labs because they are IBR compliant. That is still in development and testing as in progress. The biggest things, the big risk issues in roadblocks that they've identified as the citations to Odyssey, which is a medium risk. The T-lets roadblock is a high risk because the person in plate lookups will not be functional in the application so the deputies in the field won't be able to automatically do their own data until we can get T-lets to accept how the information is going to be. They gave us the doorway, but they won't tell us the procedure for walking through it, I guess, is the best way to put it. The Easy Street diagram, the diagramming will not work on an E-crest submission unless the agencies have the license and we haven't even talked about the license. They'll worry about E-crest later because working out currently currently working crash as we rely on DPS to do that, that's going to be a future capability that we'll be able to work accidents should we be able to resolve that end of it. And then the other high risk factors, the data conversion, delays, projects go live by six weeks without proper field mapping and testing. So to take that January date, the target date that I gave you and you could move it into probably late February if we're not able to get that data to them in a timely fashion. Sounds like lots of things going on at the same time. It's not all doom and gloom. So we did yesterday we had a testing with the East citations. I wrote myself a ticket for parking in an intersection I should not have done that and it printed out we identified some issues but other than that You know other than looking like a CVS receipt that you get you know It's really long, but I mean all the stuff is on there all the things we need and it's cool that it's instantly there I I can take up my driver's license. I scan it, I scan the van, all the stuff auto populate, I hit, you know, hit what charge it is, what court they signed print, you're done in like three minutes. It's pretty neat. The cameras here, I won't demonstrate here because it's a public forum. I can issue voice commands to this camera and automatically start recording and then administration folks, if it's a high risk incident, it can actually remote into this camera and see what's happening. Like I said, the CAD has had good reviews. We're CAD is built and ready to go. We just got integrated with RMS. We're actually doing training on the body worn and in-car cameras, not this on the 20th, we'll be doing in-house training learning and we'll be issuing these cameras out and trying to get them in the field and get working. So there's some good and some struggles. You know, I know you've been working hard on it with a lot of others. Thank you for what you've been doing. Any questions, comments, commissioners? I said I know we've talked about all this for extended period of time. You know, it's a couple. Refresh me. How much training will our dispatchers need to go through to when we start going to this program? There's going to be training for everybody. The cool thing about the new CAD system is that the deputies will also have a mobile version of it. And so, yes, dispatchers will, they have allocated a particular number of training for dispatch, but we're all going to have to go through it because we're going to be able to dispatch ourselves to calls, jump on calls, clear ourselves from calls. It's really going to reduce the load on the dispatcher and the radio system that we have now, if used correctly. If we have those procedures in place and train these guys on how to use it. To answer your question specifically, I don't have that in front of me as part of the contract, but there's a certain number of hours that they are going to train everybody, including dispatch on every facet of it. Oh, that's all in-house. Yes, yes, it'll all be here. And we're going to, once we get ready for training, like I said, with CAD, we're already looking at December. I mean, you know, that's really not all that far away. So we're going to have to coordinate with everybody, all the agencies, to figure out how we're going to structure that. Because I mean, it's not just us, it's the Fire Marshals, it's Fire Departments, Hosp it's Fire Department's, Council's, everybody who's gonna be looking at the cat and being able to clear themselves from calls. Any other comments? This program, it's a good program. How are you going to do it? Is there like a day when you're gonna say, okay. This is, today we're turning it on so to speak or how are you going to do that? That's part of what I was saying earlier. There's going to be a mock go live, which is kind of like a staging, a sandbox time period where we're going to go through and do some testing and start actually. Kind of like you wrote yourself a ticket. And then I think it said February 5th, based on that email, is there a target for when we're actually going to flip the switch? OK. And hope it doesn't crash. Better to find out bugs right then. And we are. We're continuing to find out bugs. So like part of the CAD, the functional acceptance testing, you can just type in an offense, and it's supposed to auto-populate. Well, one of the ones, I could find the most obscure ones, but one of the most common ones we're gonna deal with theft. I typed in theft and nothing happened. So I mean, it's better to find it now as part of the acceptance testing and it was an easy fix. It was just an incident type setting that wasn't checked on and once we click that it worked perfectly. So yeah, we're continuing to find little things that aren't perfect but I mean it's going to be miles beyond what we have now. Any other comments? Questions? Thank you very much for the update. Representatives of the City of Sam Marcus are requesting that a concrete bus stop where the structure be placed in the county right of way near Redwood at the intersection of County road 245 and popular street commissioner. Yes sir. So this initially you know came across as an excavation permit. Typically we have you know utilities requesting this. This is a very unique situation in which a structure is involved in relation to building on our county right away. So had meetings with Mr. Barnes side, Mr. Black, and reference to how's it gonna affect our drainage and what not being a concrete structure, and I'll let them report that to you if you have any questions. But I felt that we needed to bring it to court in the city of San Marcus' as obliged to come and do a presentation today. If we have any questions concerns in reference to this bus stop location and a structure that they're requesting to be built. So I will let you forward with that. Good morning. presentation, someone has it? Oh, okay, sorry, I couldn't have done that. Okay, good morning. Again, thank you for having us today. I'm Amy Finn, and this is Adam Rossine, where with the City of San Marquis, I am the Transit Manager. And we're just gonna go over quickly about what kind of what we're talking about. So the purpose of this presentation is to provide a background, review what we currently have on site, and discuss what we're proposing. So as a background, the city of St. Marcus provides transit service to the redwood community. Redwood is part of our urbanized area for St. Marcus. So we can provide transit service outside of the city limits because it's part of our U. Z. A. This particular location that we're talking about is service five times a day. So you can see in the picture how Redwood can be connected to the greater Samarcus system five times a day. For current conditions, so again, we're looking at the intersection of popular street and Redwood Road Road which is County Road 245. There's currently no ADA access to this location. Redder's currently waits on the you can kind of see it in the background of the picture. There's a perpability perpillian on private property. So they'll typically wait there and then walk up when they see the bus coming or they're going to wait in the grassy area. So we're proposing to install concrete pad and a shelter that looks really so much to this. So this is at our city hall facility. This will improve ADA access and then move people from private property onto, or they're supposed to be waiting for the bus, which is the actual bus. This is the site plan. So you'll see there's an offset of 60 feet from popular streets to improve sight lines. So they're trying to get on to kind of your own 245. They can see around the structure. And then there's going to be an offset of 8 feet from kind of your own 245. And then I am not a graphic designer, but this is my best attempt of showing what would be out there once it's constructed. So you'll have the concrete pad and then the structure on that concrete pad. So with that, if you have any questions, we're here to answer anything. Commissioner's question. I like it. I think it's a good idea to serve the public. That's a really nice looking bus stop. One of the things that we consider though, it has no sides like when the North wind blows, when we have wind blowing and stuff I get. I wonder if there's a design that has actual some sides to it that would shelter the people who are sitting there. So this is our standard bus shelter that we install across the whole system. So we're making a conscious effort of having at least some type of bus shelter at all the areas that we service throughout our service area. So this is what's installed at all the other locations that we have throughout San Margas. So Redwood Road runs east and west, does it not? So it would be a shelter from the north. It's actually, it would be sitting more north west to southeast. It's a good idea and I like it. So my initial concerns were of course, you know, this request to my knowledge, you know, building a structure in our county right away to this to serve this purpose has not been requested before. With Mr. Burnside and Mr. Black. Again, about the drainage issues, concerns, of course, I jump right to liability concerns. You know, something hits it or maintenance trash, all these issues. And we had a meeting initially before this, I discussed all my concerns. Wanted to bring it to court for your input actually on this. It is a current bus stop and this is a federal program and so I did ask them about sidewalks. So you know are we going to have to have sidewalks constructed? Y'all said no. So that was another concern. So again I wanted to bring it to Y'all's attention and see where y'all wanted to go with this. Today is an initial presentation. Depending on the field of the court, how you want to move forward next week will follow up with an act shot if you choose to do so. So, Adam Ross, Assistant Director of Public Works for Sebiarchist. You see there is a sidewalk ramp, So, Madam Ross, Assistant Director of Public Works for San Marcos. You see there is a sidewalk ramp that's 88 compliant and it has the markers there in case there is a settlement eyesight issues that tells them that's right at the agent payment. And so that'll be flush with the actual payment there. So it has a good grade from the asphalt and then have a 5% fall, up to 5% fall to a landing, which then a up to 3.3% ramp down to the actual bus pad. And the bus pad there will be at least 6 inches thick of concrete to handle the, to be able to anchor in the actual shelter itself. So everything there would be ADA compliant. We'd have a little curb along the backside there for any kind of trip hazard, but everything else. This will meet the ADA requirements. You would not need to do any sidewalks around it, but just to and from, you know know to the bus so it's our standard of fraction of the city to you know to provide a ADA compliant bus pad so when did the transition from carts to the city of San Marcus transit take place so and carts kind of like a long story about clip notes so in 2019, essentially, but cars are still our provider. So there's still our partner. So the end user still sees a capillary regional transit vehicle. It's just contracted through the city of Sam Marcus to cover this area now. Okay. And now I was. In that area, you have a lot of families that are in need of transit. So I'm going to go ahead and the area now. Okay. And now I was in that area you have a lot of families that are in need of transit because they don't have automobiles. It's been a challenge and probably will continue to be a challenge in that community for a long time. So the need is there, the benefit is there to a commissioner Ingolk East Point. You just get into those situations of will we have been writing that it is the responsibility of the entity who is constructing the improvement to maintain it, to manage it, to repair it if it gets hit or if the county right of way has to be expanded because of other activities like development who's going to be responsible to move it. No sidewalks interconnecting it, which means are you then encouraging people to enter the roadway to then access the bus stop and is that safe? Have people had conversations with the church? If you do have car pooling to ride a car to vehicle, is it okay to park that and use that as a rideshare parking lot or is that just kind of what's happened in that community? So I don't think we're far off. It's just one of those things need to need to think about it and make sure that it all those issues are addressed so we're not creating a problem. When everybody's trying to help to do the right thing. Would you mind going back to the color photo? Go back some more word shows the old one and okay. What is that grassy area that it's is that county right away where it's proposed to be on? Yes, so can you go back to my computer real quick? We are proposing it on county right away. So the county right away is, I mean, it follows the roadway, this green area, they're showing it, I guess, right in here. So I believe you're right away actually stints, it'd be right at the back of this improvement. It'd be right at the back of the slab there. Right, but some of this green area is actually on the property of the... so there is a small drainage swell if you look right above the head. Yeah Yes, so all this would be outside the swell there is some grade there but formerly in the stormwater systems manager of Sand Marcus and our crews would make sure any Improvements everything would drain the way it's supposed to on the front side of the road there it would definitely grain to the correct spot. And then all the maintenance involved with any, if it were to get hit we had similar situations in the city where things could get. Right. situations in the city where things get hit. And we maintain those. We've prepared a concrete pattern, replace whole shelters before. And that's something we keep in stock. And we have to rotate it. I know when we talk about other, you know, different modes of transportation, you have different stops, you have pedestrian crossings and dedicated bike and all can share these paths and all those things. Typically when you get into the bigger cities of San Antonio Austin, even San Marcus and the Brown Fools, you have you have curves. You have barriers that prevent a vehicle from getting into that path of pedestrian use. And this is kind of proposed to be a flat surface tide into an ADA ramp that goes to a bus stop. Is there anything else that needs to be thought about in that way? So we currently have like a at grade without a curb site off of post road. It's just sidewalk and then it has the bus pad and we didn't have to add anything additional. How what's the set back off of the actual road surface? This one will be 8 feet. But the one on post road is just five because it's just the sidewalk. The other thing we haven't talked about today but this is a path for like farm equipment and stuff as well. You do have tractors, big equipment that goes through there that's even folded up, you know, 12 or 13, 14 foot, you get a vehicle. It's just like signs. You've got to pull over and stop, but I just want to be careful and thoughtful of that when we're placing something. If we did have the space, we're not going to have a curb to prevent vehicles from contacting pedestrian. Drainage isn't an issue. I know it might be a little bit more, but should we look at maybe pushing it, pushing it back a little bit, or maybe just some conversation to have. So, right now, the offset is eight feet from the edge of pavement would be the front of the actual pad itself. You run on the private property if we go back further than eight foot with the- It's getting very close. Okay. There's no sides so that we don't create a line of sight issue when people are at the stop sign. So I'd actually gone out there to see where drivers actually do stop before proceeding and they had done the layout out there so we can see where the bus stop was proposed and we actually slid it down by about eight feet. I think it was eight, 10 feet. So we slid it down further, so we'd have a little better line of sight. But what the design it is, it's a very minimal line of sight, especially with where it ends up. Even doing so, the flow line they have is existing flow line, which we won't be impeding at the time. So we're not messing with the flow line that's currently existing. Just trying to anticipate in the future if this is used heavily and there is a request from the community and the church and or community center to extend the sidewalks to poplar street in the roadway to prevent people from having to be on the edge of a busier roadway. Are we going to allow that? We'll have to ask the court at that time. I would imagine. Well played, sir. No, but I'm just I'm saying it's one of those things we might need to think about because I can see that being the first request after it's put up is extending that that section of sidewalk all the way out to Poplar Street. So if people come down from that area, they're not having to actually stand or walk on the edge of a busier road to get to the bus stop. It's a fair question but I'm I'm not sure how they haven't been out there to see how people are going to that bus stop now. I don't know if they're doing that now. Right. But I mean overall, I mean personally, I think it would be a huge benefit for the people that need that transportation. There's a dedicated area for pickup, probably safer in that as opposed to people walking to different areas and waving and chasing after somebody. It provides especially to people like if the communities like this who rely on public transportation more. It's definitely a plus in my. It's not going to create any problems for road and bridge to maintain that area. As he said, I'm Liz McCowne, the Director of Risk and Legal Affairs at Guadalupe Regional Medical Center and I brought for your consideration this morning the 2024-2025 Interlocal Agreement between the city and the county to help fund indigent care as applied through the indigent care program from the state of Texas as administered by the hospital. When I arrived this morning with Suzanne Fye, who's our executive director of the business office, the county auditor was kind enough to let me know that there had been a question from one of the commissioners about applying this and making sure that inmates with the city and the county that are appropriate for the program are getting those funds applied. So we've received some information on the jail administrator and his right hand man their contact information so that we can make sure that those pathways of communication are happening between the hospital and the jail. We understand that in years past there may have been some relationships that were present that were already facilitating that. But through the years as people have changed some of those things have fallen away so we're going to contact the jail and make sure that we're getting that applied as appropriate. But if there are any questions, I'm happy to walk you through it. This year, the grand total of the 8% of the general tax levy with the county sales tax came to about 5.4 million. So in the past, we have had that distributed into payments to the hospital one in December, one in August and we've gotten to a place where we're usually taking up about half of that amount of money. And so now the city and the county pay that half up and then we look at it down the road and see if we're going to be using that all and then we settle up. I think it works much better now with this agreement. So thank you for working with us. I guess it's been a few years now. Yes sir. I think this is maybe our third year that we're doing it this way. Right. I mean the county used to pay the half to be reimbursed apportioned by the city to then pay again and then be reimbursed again by the city to then have the hospital at the end to the true up and then either refund or ask for additional funds. It was typically always the refund. Once we got to that point before it was everything. So I mean, I wanna say thank you to Liz and the hospital because not only did they help restructure the agreement, they also really put time and effort and resources into managing the indigent program to make sure that individuals in the community got the care that they needed, but also understanding that taxpayer dollars are being spent and that they are managed and that both sides are being represented and looked out for. So it's working very well. Are there issues that can be addressed always, but we have a partner that talks with us understands what we're going through Same as the city. It's a unique dynamic with the city County on hospital that well all other You know facilities don't have to deal with quite the same so I think the agreement is much better relationship Has been very good and always improving and then the services that the individuals are getting are very good also. We'll pay 50% of up to 8% of that general tax levy, the city reimburses us half. Now I'm asking that we go from $12 an hour to $14 an hour for presiding in alternate judges. Election day clerks from $10 to $12 an hour and then early voting clerks from $10 to $12 an hour. And then currently we're paying our judges a flat rate of $20 for judges training. The training usually runs about four hours. We were fortunate to get ours about a month ago, Kelly joined Tidam. All that Kelly talked a little bit about himself. Part of that was an initiative from the governor and chief kid to have state resources available to local officials. We are one of 157 or 175 counties that were selected out of all the state counties to get a TDM rep. And we're glad to have Kelly aboard. Part of the process is the TDOM rep sits in the office with the emergency management staff. There's no costs on the county for that. We just have to provide a space. He has his own equipment, his own resources, his own vehicle, his own computer. And so if that was a benefit to the county and during that disaster, we have a direct connect to TDOM. And they ask me if they could park two of their trucks at our Marion location in the back. and one of those open buildings and so they filled out the request form and are asking if we could pass this so they could utilize that. They do not want to make like a fire station or anything out of it. It's simply a place where they can park two of their trucks. So Chief Davenport did speak to me a little bit at one of the events. The Chief did from Mary and volunteer fire department did speak to me last not past Saturday the weekend before. Just said they needed the space to put a vehicle. I mean we have extra room out there. Even if Rodin Bridge wanted to utilize some of that parking or needed to, there's extra space out there. I believe there's sufficient space even with equipment parked in the back while we do construction and renovation. There's enough room for lay down yard for materials. I really don't think it'll be a problem. It's just helping them out with covered parking. At this point. The bottom line is we're serving the people. I mean by allowing these two trucks to be parked there, we're serving the people. Opposed same sign Hearing no opposition that motion passes We'll move to item E the contract amendment with Friedman Turk engineering group LLC for the improvements funded by text dots county transportation infrastructure fund C-Tiff grants Mr. Cunningham Mr. Burnside So I had to do some research and the original contract goes back to December of 2020 when Freelin Turk was solicited via an RFQ for services provided by the grant in question. The original contract was approved December 15th of 2020 related to a Heber Road overlay project. that 2020 related to Heber Road Overlay Project, then amendment number one was approved July 6th of 2021 with a similar overlay project for Barbarossa Road. And this amendment, which is number two, is for the engineering of paving work at Barbarossa Road and Friedens Church Road, and Mr. Burns, I can divide any additional details needed. So the grant had money left in it, so because of, we've been out here at Freedon's Church three times in the last seven years because various factors being that there's very, very little grade fall at all, and then we've been using pavement and anytime we have drought and or excessive water it unulates enough to where it creates the problem again. So we've decided that to push forth to so we don't have to keep revisiting this problem that we want to pour concrete out there. We had just a little over $30,000 left in the grant that I thought we could utilize to do such a thing. In the process of that, we have to have plans provided to send out for bids to meet the grant restrictions. So I had money for that for free, for Firlin Turt to get them to start to get the survey done the district district. So I had money for that for free for for for for to get them to start to get the survey done and get the plans completed so we can send that out. So that's where the original money for the for the for the for the for the for the for the for the for the for the for the As Mr. Burnside said, a continuing issue and not a normal intersection, so we've got Friedens Church there. And what happens is that drainage currently backs up in front of the church, where for example, if you have a funeral, you've got the Hirschpark right up front and there's several times where they're standing in water. It's very unsafe. And so we address this when we did the overlay on Barbarossa, but like Mr. Burns said, with the soils we have out there, things move, things change. It's a very little elevation change. And so I had asked them to look into this, come up with a long term plan and this concrete channel that would be designed would then create that plan and so we looked at that and Doug as he said looked at the grant funding we still have some left for this particular road here. So right there where the judges got the picture in front there where you see the the Rotterdam fence you got water that backs up to that ramp there. And so with this they will address this to where it will fall and go to the north and follow that drainage channel. So the concrete is going to be in the roadway just on the side. It'll be it'll be a ribbon going across the intersection. Okay. Is it going to be elevated a little bit or? No sir it'll be it will actually be Asphalt coming down into we haven't determined the width of what the concrete soil would be at this point I'm imagining it would be about six foot wide and it'll have enough of us a slope to it to where Let me rephrase that it'll have little of a slope to it to where it doesn't create any kind of a problem when people are going through the intersection out there. I could let me see. We have room on the north side there to dig out and create fall to get to the channel to the end of it, to get the grade we need. And then how far back we go up from the church is still to be determined. That's why it's important that we get a survey team out there to give us a good topographic map of what we have so that the design can be done properly. And the survey team that's included in the price, the $16,000 that was listed from real intro. Like you said, the benefit is that it's remaining grant funds that were intended for the both of those roadways addressing an issue that has come back and back and back again. Like we talked about with our road list this morning, you know about the flat nature of that whole area and the flooding and drainage problems we have. At least something, I think it's something just like this or to that level that needs to be done to give us clear direction on what we can do, or at least some options as opposed to us trying to go back out there and say, let try this let's look at something else. I think I know we have lots of complicated situations around the county that probably fall in this category. This will be a good indicator of what those options may look like for some other areas. Absolutely and we're taking that in consideration. We're well aware there's a lot of farm equipment that goes through there. So the slab probably is probably gonna have to be at least nine inches thick of a concrete slab. Maybe even a heavier PSI. It's part of the design, which is what we need to get into. But I think it's gonna get like mentioned judge, it'll give us some better road map as far as what to do, moving forward, maybe some other areas we have problems with. Any other questions? Comments? So the first table is showing just reviews based on the qualifications or their job application and then the post interview ranking is based on the qualifications and the interviews. Commissioners, any comments on the, you know, participated in the process? Just that when you have the opportunity to sit across from other human beings, you learn things and you hear things and become aware of things that you just can't divine from a stack of paper. And the time while it was a good six hours plus, conducting the interviews, made a big difference in our review after we had a chance to speak with the different firms. We feel that our choice that we've made a good fit for Gauteloup County for going forward in the future. It was a very good day. And so here we are today. Commissioner Sunwell. Yes, it's unusual sometimes to see the highest score or not get it and the interviews are important. Is Freeland Interest currently working on the side of the side of the side of the side of the side of the side of the side of the side of the side of the side of the side of the side of the side of the important for us so we can, yes, see what's going on around us and make sure we get the best. With each firm that was interviewed as well, each was asked the same question, what percentage of their revenues approximately, not exactly? What percentage of their revenues came from supporting the development community as opposed to the public sector community. And I think that weighed in a lot of our decisions as well. That's a good point, like you said. I mean, it would be beneficial to have a firm that understands development from the developer sign. Like you said, because it's so specific on county government, local government code, regulatory authority that is pounded upon us by the state. If individuals are not familiar with every one of those things, it would take tremendous amount of time to one go, read it, research it, but even more time to understand go read it, research it, but even more time to understand and how you apply it. And the other side of that thinking was, you know, depending on how much revenue comes from supporting the development community as opposed to the public sector, we're working for when you work with us, right? I just want to focus more on the bulk of your revenue coming from the development community is that a minor portion of where it come, I mean, we want to make sure to, that where they're interest live. I do work critical on that they had to have experience in the local area so to speak. You know, you couldn't be for Minnesota or somewhere like that because you can't write our rules for us. So we were very critical on that. I do want to take just a moment to say thank you to the firms that submitted. Something like this that we haven't gone out and contracted with somebody before to rewrite our subdivision rules and regulations. Being that it's one of the most important things that counties can do is being involved initially with that pre-development process through our subdivision rules and regulations, whether it be those actual layout and design, but you're talking about drainage, and you're talking about roadways, and preserving, and protecting, you know, dedications, and all those things. It's how our community is going to be highly impacted for many, many years. So, just wanted to say thank you for those firms taking the time to submit something. Because again, not having gone through this, we didn't know if we're going to get one or two or ten back. So it was a benefit to be able to size things up and move forward to this point. So this project would create three office spaces in a service window to the public through that lobby area. And so this proposal is from Sullivan who is on the co-op program and I'll the property that we have in the area. So this proposal is from Sullivan who is on the co-op program and I'll explain the details of that. Although you see it does exceed the 50,000 but because they are on our vendor approved list, is that how you would say it down or co-op? I would say they're on that co-operative. Cooperative. This parcel was mainly unapproved and located outside the Regulator floodplain area. A drainage report was submitted by TX2 engineering and it was reviewed by our office. we're found on the site and are suitable for conventional anaerobic systems. This development is serviced by GVEC and Crystal Clear SGD. Fire hydrants were bought on site for this development. And approval of this plant is requested due to conformance to Guadaloupe County subdivision regulations. Any questions on the subdivision plan? Tell us everything's been completed. Correct. We did have a few various issues that our inspectors caught and the contractor has rectified at this point. At this point, we'll keep it on them for the next two years. We have plans on going out to any of these two-year bonds at 12 months, at 18 months, and at 21 months, and then for a final as we keep an eye on progress. I know we spoke in the future with the revision updating and sub-thevision rules and regulations also need to look at performance maintenance bond amounts and construction costs and all those changes. I know this is on for today and there's nothing that needs to change with it just something. I know you and I have talked about I just wanted to say it in open public and in front of the court that we need to look at those in certain situations the amounts are not sufficient to do minimal maintenance in our upkeep work much less a major repair or addressing an issue. I concur 100% and for our legal, the date on there is August the 7th commencing the bond ending in August the 7th, 2026. Is that still valid or is that we did the inspection?
